										<content:encoded><![CDATA[<p>SAN FRANCISCO &#8212; The mayor of San Francisco expressed despair over the increase in reported hate crimes against Asian Americans and Pacific Islanders last year, up an astonishing 567% from the previous year, according to preliminary figures released by the police department on Tuesday.</p>
<p>Mayor London Breed pledged continued support for the community, saying that she suspects actual numbers are much higher because people are reluctant to report to the police.  The initial count shows 60 victims in 2021, up from nine in 2020. Half of last year&#8217;s victims were allegedly targeted by one man.</p>
<p>It would have broken her heart if the grandmother who raised her had been attacked &#8220;in the way that we see so many of our seniors of the AAPI community being attacked,&#8221; Breed said at Tuesday&#8217;s press conference.  &#8220;But that did not happen. Because as a community we protected one another. And that&#8217;s what we have to do now more than ever.&#8221;</p>

<p>Hateful attacks against the AAPI community &#8211; Asian Americans and Pacific Islanders &#8211; surged nationally during the pandemic, fueled in part by then-President Donald Trump&#8217;s calling COVID-19 a derogatory nickname that insulted China.  The Stop AAPI Hate coalition out of San Francisco State University collected more than 10,000 incidents of hate from March 2020 through September 2021.</p>
<p>In San Francisco and elsewhere, video clips of Asian Americans being attacked and robbed on public streets alarmed the community so much that frightened seniors stayed home.  Most recently, former San Francisco Bay Area resident Michelle Go died in New York City after a mentally disturbed man pushed her in front of a subway.  Officials there say there is no indication the man was motivated by racial bias, but Asian Americans and Pacific Islanders are still rattled.</p>
<p>San Francisco Police Chief Bill Scott said at Tuesday&#8217;s news conference they have expanded the crime tip line to include more languages ​​and are sharing safety tips for Lunar New Year celebrations.  But he also acknowledged that his department is only part of a criminal justice system that includes prosecution and judges.</p>

<p>Statistics do not show the whole picture because not everyone reports incidents.  Also, prosecutors are unable to tack on hate crime enhancements without a clear statement of bias by the alleged attacker.  This has frustrated some victims and their families, who see the charge as a sign of accountability.</p>
<p>San Francisco District Attorney Chesa Boudin, who faces a recall election in June, has come under fire from some Asian American victims.</p>
<p>On Tuesday, lawyers for Anh L filed a federal lawsuit against Boudin, saying that his office has systemically refused to uphold the rights of Asian Americans victimized by racial violence.  L says the DA&#8217;s office never informed him of a lenient plea deal cut with his attackers or the lack of a hate crime charge until after the fact.</p>
<p>Rachel Marshall, a spokeswoman for the DA, said in a statement that Boudin has been a &#8220;steadfast advocate&#8221; for improved services and support for the AAPI community.  He has added multi-lingual advocates to his office and launched an AAPI elder abuse steering committee, she said.</p>
<p>The mayor at Tuesday&#8217;s news conference declined to comment on the lawsuit.</p>

<p>San Francisco is a city known for its cultural and racial diversity.  But if the draft redistribution maps are approved for the state legislature under consideration, the city assembly seats could become far less representative of this diversity &#8211; and undo decades of political organizing, particularly within the Asian-American and Pacific island populations.</p>
<p>Every 10 years, following the US census, the legislative district boundaries are redrawn across the country to reflect changes in the population.  New maps are designed to ensure fair representation by keeping the population roughly the same in each district.  But maintaining a similar population size in the counties is not the only consideration.  As the borders are redrawn, cartographers must also hold together people with common cultures, interests and languages, thus protecting their ability to have a say in public affairs.  To prevent these minority groups from becoming segregated, some states, including California, have used &#8220;interest groups&#8221; as a redistributive factor.</p>
<p>Defined by the California Supreme Court as &#8220;contiguous people with shared social and economic interests,&#8221; the court orders that &#8220;the geographic integrity of everyone &#8230; possible.&#8221; The proposed changes to the boundaries of Congregation Districts 17 and 19 do not meet this criterion.</p>
<p>If approved, the proposed card will divide many interest groups.  Asian-American and Pacific islanders living in Chinatown would be separated from the growing populations of these communities in the Visitacion Valley and Bayview-Hunters Point neighborhoods.  The LGBTQ community living in Castro would be separated from the growing LGBTQ community in Bernal Heights.  The Latinx church in the mission district would be split off from the Latinx church in the outer mission.  The African American community at Fillmore would be separated from the African American community at Bayview-Hunter&#8217;s Point.  The division of these minority communities would dilute their ability to have a say in who represents them.</p>
<p>The proposed relocation of Congregation 17 east of the city is of particular concern to the AAPI community, which has seen significant population growth over the past decade according to the 2020 US Census.  Not only would it break up the AAPI community in the city, but it would also reduce the population in that district from 34% to 30%.  Additionally, the proposed boundaries for Congregation District 17 would make it a white and more conservative district.  By integrating the city&#8217;s most affluent and mostly white neighborhoods, including Seas Cliff, Pacific Heights, and St. Francis Wood, with some of the city&#8217;s most famous and historically minority enclaves, including Chinatown, Castro, Mission, and Fillmore, The Percentage of white voters in proposed Assembly District 17 would rise from 41% to 56%.  This result would also not reflect the population development of the city.</p>
<p>The district boundaries have remained relatively constant for 30 years.  During this time, the AAPI community has worked hard to organize and mobilize to ensure representation.  As a result, San Francisco has had at least one member of the AAPI community represented in the congregation for the past 20 years.  And until David Chius was recently appointed city attorney, no two members of the AAPI congregation had represented San Francisco at the same time.  The proposed changes threaten to hamper those historic voting patterns that have helped increase AAPI&#8217;s participation in state government and stifle decades of political activism and community engagement.  At a time when the nonprofit Stop AAPI Hate 1 in 5 Asian-American and Pacific Islanders has reported experiencing a hate incident in the United States in the past 12 months, AAPI&#8217;s representation in the congregation is greater than that each required.</p>
<p>The AAPI community and San Francisco have benefited greatly from the leadership of Congregation Member Phil Ting and former Congregation member David Chiu.  They raised a historic $ 165.5 million to help tackle incidents of hatred against Asian Americans.  They also secured $ 26.5 million in government funding to help build a new Edge on the Square arts and media center in Chinatown.  In addition, during their tenure, they received government funding for local nonprofits, affordable housing, and immigration services that benefited the AAPI community and low income and immigrants across the city.</p>
<p>Opponents of the redistribution proposal have presented an alternative map that clearly maintains the current district boundaries with only minimal adjustments.  A proposal from our San Francisco-based nonprofit organization Chinese American Voters Education Committee promises to protect local interest groups and recognize the unique qualities of San Francisco&#8217;s neighborhoods.</p>
<p>The non-partisan body responsible for drawing up the proposed redistribution maps, the California Citizens Redistricting Commission, is committed to creating boundaries that are free from special interests, politics, and political influence.  But the commission has not heard enough from the residents of San Francisco.  The proposed redistribution maps illustrate this.  The commission must work to hear from local residents and ensure that the redistribution of our boroughs preserves the &#8220;interest groups&#8221; in San Francisco.  The current district boundaries have successfully served the AAPI population, the African American population, the Latinx population, and the LGBTQ population.  Our city and its home communities deserve a city map that is fair and equitable and that respects the current district boundaries as closely as possible.</p>

<p>Compassion in Oakland grows from one to over 500 volunteers, providing community members with resources that promote unity, safety, and awareness.  The organization&#8217;s escort services focus on helping the senior community members that make up Oakland&#8217;s vibrant Chinatown neighborhood. </p>
<p>Amid the recent attacks, the CIO strives to protect the AAPI elders by accompanying them on their way to a target.</p>
<p>&#8220;I would be happy if you see us as companions, be your buddy and rely on us to support you with any appointments, errands or anything you need to do,&#8221; said Ramos. </p>
<p>The large group of volunteers are from across the Bay Area and take away the worries of the elderly as many are emerging from their homes for the first time since the onset of COVID-19.</p>
<p>“Our volunteer base is very diverse.  It&#8217;s the community that supports the community, regardless of their background, ”Owyoung said.  &#8220;Someone who is just there without having to say anything really conveys worlds to those who are afraid.&#8221;</p>

<p>In February 2020, Compassion Out of Unrest was born as a nonprofit dedicated to empowering the AAPI community.</p>
<p>&#8220;We started in response to what was happening, the attacks on our fellow Asian citizens, on people who looked like my parents and my grandparents,&#8221; said Owyoung.  &#8220;It got to a point where I couldn&#8217;t sit back and watch, I had to act.&#8221;</p>
<p>Compassion in Oakland grows from one to over 500 volunteers, providing community members with resources that promote unity, safety, and awareness.  The organization&#8217;s escort services focus on helping the senior community members that make up Oakland&#8217;s vibrant Chinatown neighborhood. </p>
<p>Amid the recent attacks, the CIO strives to protect the AAPI elders by accompanying them on their way to a target.</p>
<p>&#8220;I would be happy if you see us as companions, be your buddy and rely on us to support you with any appointments, errands or anything you need to do,&#8221; said Ramos. </p>
<p>The large group of volunteers are from across the Bay Area and take away the worries of the elderly as many are emerging from their homes for the first time since the onset of COVID-19.</p>
<p>“Our volunteer base is very diverse.  It&#8217;s the community that supports the community, regardless of their background, ”Owyoung said.  &#8220;Someone who is just there without having to say anything really conveys worlds to those who are afraid.&#8221;</p>

<p>SAN FRANCISCO, CA &#8211; San Francisco District Attorney Chesa Boudin and USF School of Law Professor Bill Ong Hing had a live discussion on Facebook this week about the long history of anti-Asian racism in the United States.</p>
<p>USF Professor Hing currently teaches at the USF School of Law, has served on the city&#8217;s police commission committee, and has successfully published several books on racism and immigration.</p>
<p>Both Boudin and Hing expressed condolences to Daunte Wright&#8217;s family.</p>
<p>DA Boudin stated: “We are still watching the trial of George Floyd and now, not far from there, we have another young black person who died by the police.  We share your pain.  Something has to change.  &#8220;</p>
<p>Prof. Hing also expressed his sadness and anger over the shooting and wanted to point out the Taser&#8217;s apology.  Hing, a former committee member of the city police commission, led the opposition efforts against the opposition to the adoption of a taser.</p>
<p>In large part, he attributed the tool&#8217;s inefficiency to half the time it didn&#8217;t work, and found law enforcement to use this as an excuse far too often.</p>
<p>The conversation then shifted to the cause of renewed attention and increased hate crimes against the AAPI community.  Boudin asked Hing to address the increase in these incidents.</p>
<p>Hing firmly believes that the cause of this boom lies in racism and hatred.  He pointed to the APPI hate violence program which has followed these actions in which the <img loading="lazy" decoding="async" class="wp-image-90756 alignright" src="https://www.davisvanguard.org/wp-content/uploads/2019/10/Everyday-Injustice-600-x-200-banner.png" alt="" width="300" height="100" srcset="https://www.davisvanguard.org/wp-content/uploads/2019/10/Everyday-Injustice-600-x-200-banner.png 600w, https://www.davisvanguard.org/wp-content/uploads/2019/10/Everyday-Injustice-600-x-200-banner-500x167.png 500w" sizes="auto, (max-width: 300px) 100vw, 300px"/>The program has measured 3,000 incidents over the past six months.</p>
<p>He attributes this boom in large part, but not entirely, to President Trump&#8217;s rhetoric at the start of the pandemic when he began to refer to the pandemic as the &#8220;China virus.&#8221;</p>
<p>Hing believes that some people use this rhetoric as a license to act, while others, who may be unfamiliar with what is happening, might see a country leader saying these words and be forced to respond to them in a similar manner .</p>
<p>Presenter Rachel Marshall spoke briefly about the implications of these incidents for fueling division and undermining public safety.  With this in mind, the Public Prosecutor&#8217;s Office, co-sponsored by the Public Prosecutor&#8217;s Office, recently passed Law SB 299 to ensure that victims of police violence are compensated and well protected.</p>
<p>District Attorney Boudin also stressed that these incidents are being taken extremely seriously with a policy of zero tolerance for racist crimes.</p>
<p>Boudin acknowledged that “the attention we pay to these incidents is necessary but not new.  This racism, violence and bigotry is a long-standing problem and more effective tools are needed to address these problems.  &#8220;</p>
<p>Prof. Hing was asked by the moderator to elaborate on this longstanding issue of racism, and he admits that while this awareness of change is new, racism and hatred towards these communities is not.</p>
<p>In 1982, Hing cited the Chinese Exclusion Law, which stopped the influx of Chinese workers into the United States.  However, many people forget the violence that led to this law.  In the bay, several grassroots organizations and coalitions have started an area specifically geared towards AAPI communities.</p>
<p>Professor Hing also referred to the 88 Chinese minors who were murdered in California that same year alone.</p>
<p>Similarly, in Antioch in the 1870s, many homes of Chinese immigrants had been burned down and many Chinese were driven from the city where they could be monitored.</p>
<p>Following these incidents, Professor Hing referred to a US spy plane that had landed in China and that the plane would return.  Because of this, many began boycotting Chinese restaurants and discriminating against Chinese artists, often imitating their language and making fun of them.</p>
<p>Hing also noted the murder of Vincent China in Detroit at the hands of other auto workers over competition concerns and misguided beliefs about killing a man who was &#8220;Asian looking&#8221;.  Hing stated that these competitive crimes were quite common as many Asians are alleged to be stealing jobs or opportunities.</p>
<p>Citing these references, DA Boudin mentioned that because of the &#8220;long and embarrassing history of the United States&#8221;, Chinatowns were created across the country in solidarity and as a safe haven.</p>
<p>Prof. Hing agreed with Boudin when he stated that &#8220;while some Chinatowns were herded into these communities, others created them out of solidarity&#8221;.  Hing agrees that Asian people have asked for help here because they couldn&#8217;t trust law enforcement to protect them.  He cited a law by the California Supreme Court that prevented Chinese immigrants from giving evidence in court.</p>
<p>The conversation then shifted when DA Boudin began asking Professor Hing about the challenges and opportunities we are currently facing in protecting our communities in San Francisco.</p>
<p>Professor Hing stated, “It starts with people like you.  You have become much more than this event.  It begins with leaders, elected officials, and other community leaders.  And these leaders need it to speak out against these incidents.  “Professor Hing specifically mentioned the importance of advocating for individuals, whether it be against a friend joking about racial groups or for examples of what our community is about.</p>
<p>The moderator then asked District Attorney Chesa Boudin about the challenges he faces in protecting these communities in San Francisco.  While Boudin didn&#8217;t want to point out all of the efforts made this year, he focused on the priorities his office has right now, including voice access, trust building / developing and ongoing communication.</p>
<p>District Attorney Boudin emphasized the importance of helping Asian communities with language barriers, whether it be with what happens in a courtroom or getting help when needed.  To further these priorities, he is hiring more Chinese-speaking staff and working to ensure that all of the services and resources provided by the office are accessible.</p>
<p>Boudin also stressed the need to build and develop trust.</p>
<p>Compared to a time when Chinese Americans could not testify in court and were not protected by law enforcement, he emphasized the importance of informing the community that his office is available to them and that Asian Americans who seek help from Chinatowns can also seek help in his office.</p>
<p>Boudin also stressed the importance of continuous communication to make sure people actually understand what the office is doing for them.</p>
<p>Boudin said he believes there is a lot of misinformation out there about what his office is doing or what cases they are pursuing;  However, to advance these priorities, he participates in weekly roundtables with Chinese news outlets and community leaders.</p>
<p>Boudin stated that he is proactively reaching out to people in the community and working to improve communication efforts.  He also stressed the need to work on crime prevention, as victims already suffer losses if a racially motivated crime is committed.  Boudin also supports the pursuit of intercultural understanding and direct collaboration with the community.</p>
<p>Boudin also announced an upcoming summit on May 14th where he will join fellow community members and critical thinkers on these issues.  Boudin mentioned the importance of community feedback in what they want to see from the office.</p>
<p>Hing acknowledged that repeating history is a central theme in order to be aware and to be proactive in advocating change.  He looks forward to working with Boudin&#8217;s office and having future discussions.</p>
<p>Closing this discussion, Boudin said that these discussions will take place every two weeks with various members of the community featured on the District Attorney&#8217;s Facebook page because, although “we have failed in the past, we cannot allow this to happen together.  We have to come together to fight it.  &#8220;</p>
