<p>Brooke Jenkins declared victory in the San Francisco&#8217;s District Attorney race on Wednesday after unofficial election results pointed to her win.</p>
<p>She secured 56% of the vote after multiple rounds of ranked-choice voting, and claimed almost 48% of votes counted so far, according to reports from city&#8217;s 514 precincts.</p>
<p>&#8220;It is an honor of a lifetime to be elected and I pledge that improving and promoting public safety will be my and our office&#8217;s top priority,&#8221; Jenkins wrote on Twitter.</p>
<p>Jenkins thanked her family, friends, campaign team and staff at the District Attorney&#8217;s office.</p>
<p>“We will work with city and law enforcement partners to address public safety challenges in every neighborhood that have festered for years with a renewed sense of urgency and purpose,” Jenkins said on Twitter.</p>
<p>Jenkins was appointed district attorney by Mayor London Breed in June after Chesa Boudin was recalled from the position.</p>

<p>Breed took to Twitter to extended her congratulations to Jenkins on Wednesday afternoon.</p>
<p>“We have a lot to do to address public safety in this city.  I look forward to continuing the work Brooke and I have been doing to protect San Franciscans and uphold the law while getting at the root causes of crime,” Breed wrote in a tweet.</p>
<p>In second place was competitor John Hamasaki, who earned about 43.77% of ranked-choice votes.  On Twitter he said he could not believe the support his team received in under three months of campaigning.  “No matter how it works out, [I’m] grateful to live in the most amazing city and I will always stand with you to fight to make it better,” Hamasaki wrote on Twitter.</p>

<p>  San Francisco City Attorney David Chiu said Tuesday that he will look into the loss of Twitter janitors&#8217; jobs, which appears to be in violation of San Francisco law. </p>
<p class="mdc-article-paragraph" data-v-02ca9be7="" data-v-34b0e46a="">
<p>  Members of the SEIU Local 87 went on strike Monday as their contract was set to expire Dec.  9. The contractor that employed them is set to be replaced by another contractor that Twitter would not disclose to the union, according to Olga Miranda, president of the union local.  Twitter then moved up the janitors&#8217; last day on the job to Monday, she said. </p>
<p class="mdc-article-paragraph" data-v-02ca9be7="" data-v-34b0e46a="">
<p>  According to San Francisco law, when a company changes contractors for security or janitorial services, the contractor is supposed to rehire workers for at least 90 days after the transition. </p>
<p class="mdc-article-paragraph" data-v-02ca9be7="" data-v-34b0e46a="">
<p>  When contacted by MarketWatch on Tuesday, Chiu said: &#8220;Elon Musk has a long history of flouting labor laws. While I&#8217;m not surprised this happened, I feel for those workers as well as all Twitter employees and contractors who have been laid off. We will be looking into this further.&#8221; </p>
<p class="mdc-article-paragraph" data-v-02ca9be7="" data-v-34b0e46a="">
<p>  Miranda said 48 janitors in total are affected, 30 of whom were waiting to go back to work because many Twitter employees had been working from home and not as many janitors were needed. </p>
<p class="mdc-article-paragraph" data-v-02ca9be7="" data-v-34b0e46a="">
<p>  San Francisco-based Twitter, whose communications team was reportedly almost entirely laid off at the beginning of November after Musk bought the company, has not returned a request for comment.  Musk has cut about half of the company&#8217;s pre-acquisition workforce of 7,500 since he took over. </p>
<p class="mdc-article-paragraph" data-v-02ca9be7="" data-v-34b0e46a="">
<p>  Also Tuesday, Ted Goldberg, a senior editor at KQED, San Francisco&#8217;s public radio station, tweeted that the San Francisco Department of Building Inspection is launching an investigation into news reported by Forbes that Twitter has set up bedrooms for employees at its headquarters. </p>

<p>SAN FRANCISCO, CA — Brooke Jenkins was sworn in as San Francisco&#8217;s new District Attorney (DA) as the appointee of Mayor London N. Breed to replace the former DA following the recall of Chesa Boudin.  </p>
<p>&#8220;As the District Attorney in San Francisco, I am humbled and honored to serve,&#8221; said District Attorney Brooke Jenkins.  &#8220;I have seen firsthand the imbalances and disproportionate impacts of our criminal justice system. As District Attorney, I will do everything in my power to restore accountability and consequences to San Francisco&#8217;s criminal justice system while also moving forward with implementing progressive reforms.&#8221;</p>
<p>She is vowing to clean up one of the most crime ridden areas of the city—the Tenderloin.</p>
<p>“The open-air drug markets are one of my top priorities,” Jenkins said Tuesday.</p>
<p>Jenkins said drug crimes have gone without much accountability in recent years.</p>
<p>&#8220;I&#8217;m aware of the data that only three offenders were required to plead to drug sale charges in the year 2021,&#8221; she said.</p>
<p>The mayor sounds encouraged with Jenkins at the helm of the district attorney&#8217;s office.</p>
<p>&#8220;I am proud that today we swore in Brooke Jenkins as San Francisco&#8217;s new District Attorney,&#8221; said Mayor Breed.  &#8220;I hear from residents every day that they are frustrated with the state of accountability in our city and have real concerns about feeling safe, but they also don&#8217;t want us to move back on the progress we have made reforming our criminal justice system. I will do all that I can to work with our new District Attorney to ensure that we can restore faith in the system while staying true to the promises we have made.”</p>
<p>Jenkins served as an Assistant DA in the San Francisco DA&#8217;s Office from 2014 to 2021, where she worked her way up, serving in the Misdemeanor and Felonies Units before working as the office&#8217;s Hate Crimes Prosecutor.  She was later promoted to the Sexual Assault Unit and eventually the Homicide Unit.  Jenkins resigned from the San Francisco DA&#8217;s Office in October 2021 as a result of mounting dissatisfaction with the direction of the office.  At the time of her departure, she prosecuted over 25 criminal jury trials and completed more than 100 preliminary hearings.</p>
<p>After an extensive and lengthy process that included meetings with community members, business owners and attorneys, Jenkins was chosen by Mayor Breed for her prosecutorial and personal experience that has equipped her to best understand both sides of the criminal justice system. Jenkins, who is African American and Latina, and a Bay Area native, received her JD from the University of Chicago Law School and BA from UC Berkeley. </p>
<p>She will serve until November, when she will then run during a special election which will decide who will complete Boudin&#8217;s term through 2023.</p>

<p>&#8220;This was never about one vote count, it was never about one election night party, it was never about specifically which person gets to be in the office of the district attorney,&#8221; he added.  &#8220;This is a movement, not a moment, in history.&#8221;</p>
<p>Brooke Jenkins, a former assistant district attorney in Boudin&#8217;s office, and a lead organizer in the campaign to remove him, voiced gratitude at an election night party at the Del Mar lounge in the Marina District.</p>
<p>&#8220;I feel relieved. I feel hopeful for San Francisco,&#8221; she told KQED.  &#8220;We knew all along this was not a Republican billionaire effort, that this was not a pushback against reform, that we were trying to protect reform. That we knew a DA can balance implementing reform with prioritizing public safety.&#8221;</p>
<p>The recall was largely driven by San Francisco&#8217;s more conservative neighborhoods — including the Sunset District, Marina District, Park Merced, and St. Francis Wood — where overall turnout was higher than in progressive-leaning districts that generally stood by Boudin.</p>
<p>While Boudin&#8217;s loss is decisive, he won&#8217;t be required to leave office until 10 days after the election is declared official by the Board of Supervisors, which may take place at its June 25 meeting.  Mayor London Breed is expected to announce Boudin&#8217;s replacement soon thereafter.</p>
<p>A number of names have been floated to replace Boudin, including Jenkins, prosecutor Nancy Tung (who said she would run in a future election), and San Francisco Supervisor Catherine Stefani (one of the few elected officials to endorse the recall).</p>
<p>Breed on Wednesday insisted the city is not backing away from progressive criminal justice reforms, and pledged to meet with community groups and police officials before appointing the next DA.</p>
<p>&#8220;This does not mean that criminal justice reform in San Francisco is going anywhere. It does not mean that there will be, all of a sudden, a significant setback,&#8221; she said.  &#8220;We want justice. But we also want to make sure that people have a second chance.&#8221;</p>

<p>And, Boudin may also choose to run in a future district attorney&#8217;s race.  But newly appointed Supervisor Matt Dorsey, a former San Francisco police spokesperson who became one of the few elected officials to endorse Boudin&#8217;s recall, said he doesn&#8217;t think another election would bode well for Boudin, based on Tuesday&#8217;s vote.</p>
<p>&#8220;It could happen, yeah. But I think the numbers say something,&#8221; Dorsey said.</p>
<p>In the meantime, Dorsey noted, the debate over Boudin&#8217;s record has fractured the community, pitting neighbor against neighbor.</p>
<p>&#8220;The most important thing is, we&#8217;ve got to put the hurt feelings behind us and move the city forward,&#8221; he said.</p>
<p>The historic recall garnered national attention, bitterly dividing Democrats in the city on issues of crime, policing and public safety reform. The effort was fueled by a tsunami of contributions — more than $7 million, according to filings at the San Francisco Ethics Commission — from well-heeled donors, including real estate interests and Republican billionaire William Oberndorf, who individually gave north of $650,000.</p>

<p>In contrast, recall opponents raised less than half as much — about $3 million — with the largest donations from the American Civil Liberties Union, a criminal justice reform PAC and tech billionaire Chris Larsen.</p>
<p>For months, the Yes on H campaign has saturated San Francisco media with online, television and radio ads, while also investing heavily in a field operation and a texting campaign.</p>

<p>Feb 15, 4:15 pm: San Francisco District Attorney Chesa Boudin dropped felony property charges filed against a woman Tuesday after decrying San Francisco police&#8217;s alleged practice of using DNA from rape victims during searches for criminal suspects.</p>
<p>&#8220;It is my commitment going forward to never use DNA obtained in this unlawful way,&#8221; Boudin said during a briefing.  &#8220;Our conversations with the leadership at SFPD Crime Lab suggest that this is a routine practice not only in San Francisco but at other crime labs across the state.&#8221;</p>
<p>A spokesperson for Boudin&#8217;s office declined to comment further on the particulars of the case to SFGATE in an effort to protect the woman&#8217;s privacy.</p>
<p>But as the revelation continues to make national headlines, San Francisco Supervisor Hillary Ronen and California state Sen. Scott Wiener are calling for state and city bans on the practice.</p>
<p>Feb 14, 4:45 pm: The San Francisco District Attorney&#8217;s Office has come forward with allegations that the San Francisco Police Department used a woman&#8217;s DNA previously obtained from a rape kit to arrest her for a property crime.</p>
<p>San Francisco District Attorney Chesa Boudin announced the bombshell during a Monday press conference, as first reported by The San Francisco Chronicle.  (SFGATE and The Chronicle are both owned by Hearst but operate independently of each other.)</p>
<p>Boudin alleges that he was informed of this police practice last week, The Chronicle reports.</p>
<p>If true, Boudin said, the revelation would further discourage survivors of rape and sexual assault in San Francisco from coming forward.  SFPD has faced scrutiny in the past related to its mishandling of sexual assault cases.  A 2014 KGO investigation found hundreds of untested rape kits spanning nearly a decade, and in 2019, a woman petitioned the US Supreme Court to take up a case against the Police Department for its mishandling of her rape.</p>
<p>&#8220;I am disturbed that victims who have the courage to undergo an invasive examination to help identify their perpetrators are being treated like criminals rather than supported as crime victims,&#8221; ​​Boudin said in a statement to SFGATE.  &#8220;We should encourage survivors to come forward — not collect evidence to use against them in the future. This practice treats victims like evidence, not human beings. This is legally and ethically wrong. My office is demanding that this practice end immediately, and is Encourage local and state legislators to introduce legislation to end this practice in California. We remain committed to doing everything in our power to support survivors of sexual violence.&#8221;</p>
<p>San Francisco Police Chief Bill Scott declined to confirm the allegations in a statement, saying that &#8220;our existing DNA collection policies have been legally vetted and conform with state and national forensic standards.&#8221;</p>
<p>&#8220;We must never create disincentives for crime victims to cooperate with police, and if it&#8217;s true that DNA collected from a rape or sexual assault victim has been used by SFPD to identify and apprehend that person as a suspect in another crime, I&#8217;m committed to ending the practice,&#8221; he said in a statement.</p>
<p>The allegation is likely to intensify ongoing tensions between San Francisco police and the DA&#8217;s Office.  Earlier this month, Scott announced that the Police Department would no longer cooperate with Boudin&#8217;s office to independently investigate police misconduct after alleging that the office violated the memorandum by withholding information.  A DA&#8217;s Office spokesperson denied the claims.</p>
<p>California Attorney General Rob Bonta, San Francisco Mayor London Breed and San Francisco City Attorney David Chiu announced earlier Monday that they would intervene to ensure an agreement between the two offices.</p>

<p>SAN FRANCISCO (CBS SF) — Police Chief Bill Scott escalated a war of words with District Attorney Chesa Boudin Monday less than two hours after State Attorney General Rob Bonta and San Francisco Mayor London Breed had issued a joint statement voicing their hopes of mediating the dispute over the investigations of use of deadly force incidents.</p>
<p>Scott had terminated an investigative agreement between his department and the DA&#8217;s office earlier this month in the wake of revelations that came to light during the trial of Officer Terrance Stangel.</p>

<p>The agreement, or memorandum of understanding, between the agencies went into effect in July 2021 and allows the district attorney&#8217;s Independent Investigations Bureau to respond to crime scenes and investigate officer-involved shootings, in-custody deaths, and use-of-force cases.</p>
<p>Stangel is being tried on charges of battery, assault with a deadly weapon, assault likely to cause great bodily injury, and assault under color of authority.  A DA investigator tested under oath that she felt pressured to mislead police and withhold evidence from a sworn affidavit out of fear of losing her job.</p>
<p>The alleged assault occurred in October 2019 encounter with Dacari Spiers, an unarmed Black man.  Stangel and another officer initially responded to a report of a man choking a woman in the city&#8217;s Fisherman&#8217;s Wharf area and, once at the scene, a struggle ensued between Spiers and the officers.</p>
<p>During the encounter, Stangel allegedly struck Spiers&#8217; legs with a baton several times, resulting in Spiers suffering a broken leg and wrist, as well as lacerations to his leg.</p>
<p>The testimony hath broiled over into a heated public debate with an exchange of accusations between Scott and Boudin.  Now Scott and Boudin are scheduled to sit down this week to start renegotiating a new agreement to cooperate on use of force investigations. </p>

<p>In the statement from Bonta, Breed and City Attorney David Chiu, the officials said that they were “working together to support the parties to swiftly and collaboratively reach an agreement on the terms of an amended MOU that address the significant issues of compliance, accountability, and mutual expectations.”</p>
<p>Scott used the statement to once again level criticism at Boudin, questioning the integrity of the DA&#8217;s office.</p>
<p>&#8220;I&#8217;m grateful to Attorney General Bonta, Mayor Breed and City Attorney Chiu for recognizing and responding to the significant issues of compliance that eroded my confidence in the integrity of my agreement with District Attorney Boudin&#8217;s office,&#8221; Scott said in his statement.</p>
<p>“I stand strongly for the principles of accountability and transparency, which are foundational to all 21st century police reforms — including those involving uses of force and officer-involved shootings,” the statement continued.  “But accountability and transparency must be mutually honored by both parties in agreements such as these.  I am hopeful that rigorous protections can be put in place to restore and then guarantee the &#8216;two-way street&#8217; moving forward, which according to the sworn court testimony of an SFDA investigator that office abandoned.&#8221;</p>
<p>Boudin denies violating the agreement.  Rachel Marshall, a spokesperson for Boudin&#8217;s office, said the agreement has room for improvement and that the DA&#8217;s office remains committed to prosecuting unlawful use of force.</p>

<p>SAN FRANCISCO, CA &#8211; Late last week, a beer bottle was thrown through one of the windows of San Francisco&#8217;s oldest mosque, rocking members of the local Muslim community.</p>
<p>San Francisco District Attorney Chesa Boudin tweeted his support for the Muslim community: “I am shocked to learn of this recent attack on the SF Islamic Center.  Attacks on our Muslim community and any religious community are unacceptable.  There is no place for hatred in San Francisco.  There is no place for hatred in California.  There&#8217;s no room for hatred anywhere. &#8220;</p>
<p>Police reported to the San Francisco Islamic Center at around 11:48 p.m. Friday, the San Francisco Police Department said to McClatchy News.</p>
<p>Friday is an important day in the Islamic community, a day of prayer for those who hold services throughout the day.</p>
<p>There were people in the mosque during the attack and one person said he and others heard the sound of glass breaking at the time, police and intelligence reported, although the CBS San Francisco resident reported no one was there was in the building.</p>
<p>Executives serving on the board of directors of the San Francisco Islamic Center said it seldom happens that a crime is committed against their place of worship on the corner of Crescent Avenue and Andover Street in the Bernal Heights neighborhood of San Francisco.</p>
<p>&#8220;We are afraid, we were insecure, we did not understand what happened because we have not seen anything like this in our community for a long time,&#8221; said Shahbaz Shaikh, a scholar based in the mosque.  &#8220;We&#8217;re part of this community, we&#8217;re part of the Bernal Heights community.&#8221;<img loading="lazy" decoding="async" class="alignright wp-image-118465" src="https://www.davisvanguard.org/wp-content/uploads/2021/07/Newsletter-Graphic.png" alt="" width="300" height="150" srcset="https://www.davisvanguard.org/wp-content/uploads/2021/07/Newsletter-Graphic.png 600w, https://www.davisvanguard.org/wp-content/uploads/2021/07/Newsletter-Graphic-500x249.png 500w" sizes="auto, (max-width: 300px) 100vw, 300px"/></p>
<p>San Francisco police reported that the suspect threw a bottle of beer into a glass window, breaking it, and ran away from the scene.</p>
<p>Shaikh told KPIX that on Sunday a member of the mosque happened to approach the building to return supplies and heard the sound of glass shattering.</p>
<p>&#8220;We&#8217;re not sure what that person&#8217;s intention was, you know, we&#8217;re scared,&#8221; said Zuhaib Siddique, a board member of the mosque.  &#8220;As a Muslim community we are of course a little scared.&#8221;</p>
<p>The police have not identified a motive for the crime but are actively investigating the case.</p>
<p>The bottle not only stained the carpet with beer, but also scattered glass on the floor.  Siddique said they are about to order a new window to replace the broken one.</p>
<p>The mosque is getting an updated security system to prevent incidents like this one.  Its members have already offered to help with the costs and the neighborhood has expressed support after learning of the crime.</p>
<p>Surveillance tapes showed someone ran away that night, but the footage is not clear enough to identify a suspect, authorities said.</p>
<p>&#8220;The community is shaken and we want to take the time to ask the San Francisco police to do their due diligence and really capture the person who committed this crime,&#8221; added Shaikh.  &#8220;In this community they see us not only as Muslim neighbors, but as neighbors and as part of the community.&#8221;</p>
<p>Siddique told KPIX on Sunday that the mosque dates back to the 1950s and is one of the oldest in the state of California.  Members who have prayed there for decades say they cannot remember another crime like this that happened at the mosque since September 11th.  It is not just a place of worship, but an important place for families to gather for celebrations and funerals.</p>
<p>“A prayer center, it&#8217;s a community center, it&#8217;s a home for Muslims.  When we are attacked like this, we feel like our home has been attacked, ”said Shaikh.</p>
<p>As the mosque takes steps to make its members feel safe, community leaders also hope that the suspect will learn more about their community and face the consequences, including responsibility for their actions.</p>
<p>“We hope to open up more dialogue.  We hope that the person who did this will one day visit the mosque and sit down with us learn from us, ”said Siddique.</p>
<p>Prayers continued over the weekend and members came all day on Sunday.  The employees have masked the window for the time being until it can be replaced.</p>
<p>&#8220;This is our home and we will continue as usual,&#8221; said Shaikh.</p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO &#8211; Officials with the San Francisco Electoral Department said Tuesday the department certified a petition to recall San Francisco District Attorney Chesa Boudin, election officials said.</p>
<p>The special election to recall Boudin will take place on June 7, 2022 during the nationwide primaries.</p>

<p>About two weeks ago, the group Safer SF Without Boudin announced that they have already collected 83,487 signatures from voters in San Francisco who want to recall Boudin &#8211; far more than the 30,000 needed for the June vote.</p>
<p>The group claims Boudin failed to prioritize public safety by being too lenient to repeat offenders.</p>
<p>Two former prosecutors for the San Francisco District Attorney&#8217;s Office, former assistant prosecutor Brooke Jenkins and former prosecutor Don du Bain, have joined the recall.</p>
<p>Safer SF Without Boudin has said the recall effort will be democratic.</p>

<p>However, the Stand with Chesa group, which opposed the recall, has claimed that the recall efforts are being led by Republicans.</p>
<p>Make no mistake: these Republican-led efforts to defeat an election are fueled by scare-mongers and dangerous misinformation.  They are driving this recall at a time when we should focus on public health and economic recovery from the devastating effects of the pandemic. &#8220;Our city,&#8221; Stand with Chesa said in a statement on the group&#8217;s website.</p>
<p>Boudin, a former assistant public defender for the San Francisco Public Defender&#8217;s Office, took office in 2020 after beating former interim attorney Suzy Loftus in a close race.  After his victory, Boudin said his office would focus on bold new initiatives like ending cash bail, reducing pre-trial detention, ending the three-strike rule and establishing a program to restore justice.</p>
<p>Since taking office, however, Boudin has faced severe criticism, including from the San Francisco Police Officers Association.</p>
<p>In January, when 45-year-old Troy McAllister was paroled for armed robbery, he fatally beat two women &#8211; Elizabeth Platt, 60, and Hanako Abe, 27 &#8211; as they were crossing the street while McAllister had a stolen one Car drove.</p>
<p>After revealing that McAllister had been paroled and arrested several times since then without charge, Boudin admitted the two women&#8217;s deaths were preventable and said his office would make &#8220;systematic changes&#8221; in how it worked with its partner agencies.  including police and probation officers.</p>
