<p>SAN FRANCISCO (AP) — The struggling Chicago Cubs will be desperate to avoid a sweep in San Francisco when they end their four-game series against the Giants on Thursday afternoon.</p>
<p>At this point, any win for the Cubs would be welcome.</p>
<p>Their long misery continued late Wednesday night when the Giants&#39; Luis Matos hit a crucial solo home run in the bottom of the fifth inning and the Cubs &#8212; hampered by three outs on the bases during the game &#8212; were unable to respond in the final four innings, falling behind 4-3.</p>

<p>The Cubs have now lost four games in a row and are 3-13 in their last 16 road games heading into Thursday&#39;s series finale in San Francisco. The Cubs also fell to a season low of seven games under .500 at 37-44 and remained in last place in the NL Central heading into Thursday&#39;s games.</p>
<p>After the series in San Francisco, the Cubs travel to Milwaukee for a three-game weekend series against the first-place Brewers, who are now 11 games ahead of the Cubs.</p>
<h2 class="wp-block-heading">Big out on the bases</h2>
<p>The Cubs trailed by one run on Wednesday night, but then put runners on first and second base with two outs in the eighth inning after Ian Happ hit a double and Christopher Morel walked.</p>
<p>But with Dansby Swanson at bat, the danger was averted when Giants pitcher Tyler Rogers intercepted Happ while attempting to steal third base.</p>
<p>&#8220;It&#39;s a risk,&#8221; Cubs manager Craig Counsell said of the play. &#8220;We tried to get two guys in scoring position, but it just didn&#39;t work.&#8221; </p>
<p>&#8220;But base stealing is a risk. We took a risk. It didn&#39;t work.&#8221;</p>
<p>Swanson then returned to bat to lead off the ninth, hitting a single against Giants closer Camilo Doval. But Doval retired the next three batters, picking up his 14th save in 16 chances, and the game ended with Swanson becoming the seventh Cubs runner to walk off.</p>
<p>The Cubs took a 1-0 lead early in the second inning when Pete Crow-Armstrong singled to right to score Happ, but the Giants took a three-run lead on two straight home runs by Hayden Wesneski to give the Cubs the start of a bullpen game.</p>
<p>Michael Conforto hit a two-run homer with two outs, then David Villar followed with a solo hit that gave the Giants a 3-1 lead.</p>

<p>Crow-Armstrong raced home on a single by Miguel Amaya from first base in the fourth inning to cut the Cubs lead to 3-2, and Seiya Suzuki hit his ninth home run in the fifth inning to tie the game.</p>
<p>But Matos hit a two-out home run to left in the fifth inning against Drew Smyly, who had been substituted for Wesneski before the inning, and lost, dropping his score to 2-5.</p>
<p>&#8220;It feels good to hit a home run,&#8221; Matos said through an interpreter. &#8220;I went in there looking for something to hit. He threw me a sinker. I let it go. But then he threw me the curveball and I hit it.&#8221;</p>
<p>The Giants&#39; three home runs on Wednesday came from their Nos. 7, 8 and 9 batters.</p>
<p>&#8220;All of these guys have power,&#8221; Giants manager Bob Melvin said. &#8220;We talked earlier this year about having a strong lineup and feeling like you can score in every inning, especially with the power in the bottom end.&#8221;</p>
<p>Meanwhile, Giants starter Hayden Birdsong was called up from Triple-A Sacramento for his major league debut and allowed three runs and six hits with five strikeouts and three walks in 4 2/3 innings.</p>

<p>&#8220;Super exciting, of course,&#8221; said Birdsong, 22. &#8220;My brain doesn&#39;t really know if it&#39;s excitement or nervousness, but we&#39;re just going to &#39;go with the flow and try to throw strikes and see what happens.&#39; </p>
<p>&#8220;That&#39;s all I was thinking.&#8221;</p>
<p>Luke Jackson (4-1) followed with 1 1/3 scoreless innings and picked up his fourth consecutive win.</p>
<p>Wesneski, making his first start since May 8, allowed three runs on two hits and one walk with seven strikeouts in four innings.</p>
<h2 class="wp-block-heading">Trainer room</h2>
<p><strong>Boy:</strong> LHP Jordan Wicks (right oblique strain) is in the early stages of his recovery and will not return until the All-Star break, according to Counsell.</p>
<h2 class="wp-block-heading">Next</h2>
<p>Cubs LHP Shota Imanaga (7-2, 2.96 ERA) will start on Thursday opposite Giants RHP Jordan Hicks (4-4, 3.24).</p>
<p>The first pitch is scheduled for 2:45 p.m.</p>

<p>At first glance, timely home maintenance may seem like a costly, never-ending cash leak that will leave your wallet dry.  The following suggestions will help you keep your home repairs within your budget.

<h2 alt="How To Avoid Costly Repairs">1. Keep tabs on your roof</h2>
<p>Letting humidity or leaking go unaddressed can cause many problems, including mold, mildew, rot and electrical shorts.  Inspect your roof and attic every six months to ensure everything looks good up there.</p>
<p>Professional roof inspection and minor repairs are valued at anywhere between $120 and $300.  On the other hand, having to replace your roof can cost you $8,000, on average, and that&#8217;s without counting the hundreds of dollars — or even thousands — it would cost you to fix any resulting interior or property damage.</p>
<h2 alt="">2. Take Care of Your Gutters</h2>
<p>Keeping your gutter spotless is an easy — though labor-intensive — DIY fix.  If it seems like too much work, a professional gutter inspection and cleaning starts at 80 cents per linear foot, on average. <p class="mol-para-with-font">Vehicle break-ins in San Francisco have become so common place over the past year that some desperate car owners have resorted to leaving their trunks open to avoid having the windows smashed by thieves. </p>
<p class="mol-para-with-font">A recent photo taken in San Francisco showed two SUVs parked side by side with their trunks ajar and no one inside the vehicles. </p>
<p class="mol-para-with-font">A similar trend also has been observed in Oakland, which has seen a spike in car break-ins and auto thefts as part of a larger crime wave that has engulfed the Bay Area, with homicides, assaults and thefts all skyrocketing.  </p>
<p class="mol-para-with-font">&#8216;Imagine having to clean out your car and leaving it open in public, just so people won&#8217;t break your windows.  Oakland we looking sad man,&#8217; another witness who wrote it happen on social media.</p>
<p class="mol-para-with-font">&#8216;It doesn&#8217;t really surprise me,&#8217; said Oakland&#8217;s Interim Deputy Police Chief Drennon Lindsey. </p>
<p class="mol-para-with-font">San Francisco Mayor London Breed, who earlier slashed $120million from the budgets of the city&#8217;s police and sheriff&#8217;s departments in response to demands from Black Lives Matter activists, on Tuesday announced she was asking the city&#8217;s Board of Supervisors for more money to be given to the police to stamp out drug dealing, car break-ins and theft. </p>

But she stopped short of endorsing Mayor Breed&#8217;s plan to step up policing. </p>

<p class="mol-para-with-font">Law enforcement experts warn the preemptive move by beleaguered car owners to leave their trunks open is a bad idea. </p>
<p class="mol-para-with-font">&#8216;They could steal your batteries, your tires,&#8217; former SFPD Deputy Chief Garret Tom told KGO.  &#8216;They could go into your glove compartment and find out where you live.&#8217;</p>
<p class="mol-para-with-font">The San Francisco Police Department has reported a 32 percent increase in car break-ins and a 25 percent increase in auto thefts in December compared to the same time last year. </p>
<p class="mol-para-with-font">Tom said that in his nearly 40 years on the force, he has never seen people opt to keep their trunks open to protect their windows from being smashed.</p>
<p class="mol-para-with-font">&#8216;We&#8217;re in different times&#8230; that&#8217;s unbelievable, he said. </p>
<p class="mol-para-with-font">In the city&#8217;s most popular tourist destinations, the situation is especially dire, with the rate of car break-ins jumping an astonishing 200 percent compared to last year. </p>
<p class="mol-para-with-font">In November, data indicate that there were 3,375 reports of larceny theft, most of which were car break-ins, reported NBC Bay Area.  </p>

<p class="mol-para-with-font">Between January 1 and November 29, there were 19,270 car break-ins reported in San Francisco, which translates into nearly 20 break-ins per 1,000 in the city, which is more than in Atlanta, Washington DC, Houston and Los Angeles.</p>
<p class="mol-para-with-font">Prosecutors and police in San Francisco have been pointing fingers at each, with the Office of District Attorney Boudin blaming cops for making arrests in less than 2 percent of car break-ins, and the police slamming the DA for releasing the thieves with little to no jail time because of California&#8217;s &#8216;zero-bail&#8217; policy.</p>
<p class="mol-para-with-font">Oakland has been seeing a similar trend, with car owners opening their trunks to protect their vehicles from being damaged by marauding thieves.</p>
<p class="mol-para-with-font">Oakland Mayor Libby Schaaf has appealed to private property owners to buy security cameras and register them with the police to help catch the bandits. </p>
<p class="mol-para-with-font">Police departments in both San Francisco and Oakland have stepped up patrols in busy areas during the holiday season.  They are urging motorists not to leave any valuables in their cars, nor to leave their trunks open. </p>
<h3 class="mol-factbox-title">California&#8217;s Proposition 47 &#8211; lighter sentences for thieves</h3>
<p class="mol-para-with-font">Proposition 47 was passed by California voters on November 5, 2014.</p>
<p class="mol-para-with-font">It made some &#8216;non-violent&#8217; property crimes, where the value of the stolen goods does not exceed $950, into misdemeanors.</p>
<p class="mol-para-with-font">It also made some &#8216;simple&#8217; drug possession offenses into misdemeanors, and allows past convictions for these charges to be reduced to a misdemeanor by a court. </p>
<p class="mol-para-with-font">Under California law, though, if two or more person&#8217;s conspire to &#8216;cheat and defraud any person or any property, by any means which are in themselves criminal&#8217; they can face no more than one year in county prison, a fine of $10,000 or a combination of the two.</p>
<p class="mol-para-with-font">The Bay Area has been in the throes of a smash-and-grab epidemic, which has seen roving bands of thieves, sometimes armed with baseball bats, ransacking high-end stores and getting away with hundreds of thousands of dollars worth of merchandise. </p>
<p class="mol-para-with-font">In late November, nearly 100 thieves wearing ski masks carried out a brazen smash-and-grab flash mob robbery at a Nordstrom store in a San Francisco suburb, an estimated $125,000 in merchandise was stolen.</p>
<p class="mol-para-with-font">Security experts and officials agree that organized crime networks are responsible for many of the large-scale &#8216;smash-and-grab&#8217; retail thefts, with syndicates recruiting young, low-level crooks and paying them $500 to $1,000 to steal specific items for resale online . </p>
<p class="mol-para-with-font">Aside from the organized crime rings, the growing problem has been attributed to police officers&#8217; apparent reluctance to pursue retail criminals in the current political climate, prosecutors&#8217; failure to prioritize larceny and theft, and the decriminalization of low-level offenses in some jurisdictions. </p>
<p class="mol-para-with-font">California Gov Gavin Newsom, a Democrat, has vowed to crack down on gangs of retail thieves, despite a controversial 2014 law &#8211; Proposition 47 &#8211; that barred prosecutors from charging suspected shoplifters accused of stealing less than $950 worth of merchandise with felonies. </p>

			The Californian agency concluded a three-year investigation into Tesla, convinced that the American <span class="txtglos" data-url="https://www.autoevolution.com/auto-glossary/e.html#ge-electric-vehicle" title="EV - click for definition">EV</span> maker did very little to fight racism in Fremont.  In the lawsuit, the Californian agency said this: “In another move to avoid accountability, Tesla, during its annual shareholder&#8217;s meeting in October 2021, announced plans to move its headquarters from Palo Alto, California to Austin, Texas.”</p>
<p>The lawsuit also contradicts many of the accusations Tesla made against the DFEH.  The EV maker said that, “at a time when manufacturing jobs are leaving California, the DFEH has decided to sue Tesla instead of constructively working with us.”  Tesla said that was &#8220;both unfair and counterproductive, especially because the allegations focus on events from years ago.&#8221;  The Californian agency has a very different story to tell.</p>
<p>According to the lawsuit, DFEH “attempted to resolve this matter without litigation.”  The Californian agency said it “invited Tesla to participate in a mediation session with the department&#8217;s internal dispute resolution division on January 12 and 20, 2022, but Tesla refused to attend until February 8, 2022.”</p>
<p>On February 7, 2022, “Tesla announced the DFEH investigation for the first time during the three-year investigation in its Securities and Exchange Commission Form 10-K.”  On February 8, &#8220;the parties were unable to resolve the administrative complaints at the mediation.&#8221; </p>
<p>On February 9, Tesla published a blog post complaining about the Californian agency, implying it could leave the state for good due to that.  The DFEH lawsuit was filed on the same day.  It states it happened on February 9, 2021, which was clearly a typo.</p>
<p>The way DFEH puts it, it seems Tesla did everything it could to have a legal battle while pretending it did not want it.  Considering the DFEH would not lie about a mediation session, the behavior Tesla presented in this case looks not only elusive, but also incredibly unwise to put it in political terms.</p>
<p>Owen Diaz won a lawsuit against Tesla for racial harassment and discrimination.  A San Francisco jury ruled he should receive $6.9 million for emotional distress and $130 million for punitive damages.  Tesla is now fighting to reduce the punitive damages award in courts.  Confronted with the Californian agency&#8217;s lawsuit, the court may decide it was a fair value.  And Tesla may have to pay even more if the Superior Court of California decides the DFEH&#8217;s allegations are correct.</p>

<p>The cases would also not be from years ago, as Tesla said.  The company stated the DFEH “has been asked on almost 50 occasions by individuals who believe they were discriminated against or harassed to investigate Tesla.”  According to the EV maker, it would have concluded all investigations “without a finding of misconduct against Tesla.”  The DFEH denies that.</p>
<p>In its lawsuit, it said that &#8220;after approximately three years of investigation, receiving hundreds of complaints from workers and serving many to Tesla, DFEH issued a cause finding on January 3, 2022.&#8221;  In other words, the investigation started around 2019 and ended very recently.</p>
<p>Summing up, we&#8217;re talking about hundreds of complaints, of which only some may have been served to Tesla.  That&#8217;s probably why the company concluded that they were only &#8220;almost 50&#8221; instead of way more than that. </p>
<p>It is not clear why DFEH served only a few to Tesla nor why it issued only one cause finding to deal with hundreds of complaints.  Perhaps a single, more general one was all it took, but we&#8217;d need to confirm that with the DFEH.  We have sent a few questions to the Californian agency.  All we received back was a copy of the lawsuit.</p>

<p>It shows the DFEH seems to have had enough with Tesla&#8217;s behavior.  It states that “Mr.  Musk is infamous for taking positions that run counters to those of other car companies, technology companies, billionaires and workers.”  It also notes that &#8220;Tesla&#8217;s brand, purportedly highlighting a socially conscious future, masks the reality of a company that profits from an army of production workers, many of whom are people of color, working under egregious conditions.&#8221;</p>
<p>A little further ahead, the lawsuit shows a pretty grim working environment in Fremont.  The DFEH did not expose the identity of the workers that complained about racism there or identified the people that perpetrated the multiple racial insults.  They are only identified as “DOES ONE through FIFTY,” meaning that the DFEH “will amend this complaint to allege their true names and capacities when the same are ascertained.”</p>
<p>The DFEH does not spare the details of what African American workers go through “throughout the day, every day” at Fremont.  Some of them claim to hear racial insults 50 to 100 times a day.</p>

<p>They include “the n-word, &#8216;porch monkey,&#8217; &#8216;monkey toes,&#8217; &#8216;boy,&#8217; &#8216;hood rats,&#8217; and &#8216;horse hair.&#8217;” African American workers also heard insults in Spanish, such as “mayate” (equivalent to the n-word or to calling someone gay, depending on the context) and “negrita” (little black woman).</p>
<p>They also hear racist jokes such as “n-word out of the hood,” “from the ghetto,” “Tesla [was] hiring lazy coons,” and “go back to Africa.”  DFEH also says that the factory is racially segregated, which allegedly causes areas with a majority of African American workers to be referred to as “porch monkey station,” “slaveship,” or “the plantation,” where the management would “crack the whip .” </p>
<p>The environment in Fremont is described as threatening to African Americans.  They see &#8220;swastikas, &#8216;KKK,&#8217; the n-word, and other racist writing&#8221; onto &#8220;walls of restrooms, restroom stalls, lunch tables, and even factory machinery.&#8221;  &#8220;One Black worker observed &#8216;hang N[ ]&#8217; penned next to a drawing of a noose in the breakroom restroom.  This worker also saw &#8216;all monkeys work outside&#8217; and &#8216;f[ ] N[ ]&#8217; on the breakroom walls.&#8221;</p>
<p>Workers with Confederate flag tattoos allegedly exhibit them proudly to try to start a fight with African Americans.  If any altercation emerges, the latter are punished more severely, which can include even terminations.  The same would not happen to the employees provoking the African American workers.</p>

<p>The DFEH also accuses Tesla of employing African American people in &#8220;more physically demanding posts and the lowest-level contract roles.&#8221; Tesla would also pay them less and prevent them from &#8220;advancement opportunities.&#8221;  There are reports of &#8220;only Black and/or African American workers cleaning the factory floor on their hands and knees,&#8221; something no other group of employees allegedly had to endure.</p>
<p>The Californian agency even traced a racial profile of Tesla workers.  According to it, “Black and/or African American workers make up 0% of executives and about 3% of professionals at the Fremont plant.”  On the other hand, &#8220;about 20% of the factory operatives, such as engine and other machine assemblers, are Black and/or African American.&#8221;</p>
<p>The issue is that the DFEH did not do its homework as it should.  It also states in the lawsuit that &#8220;segregation at the Fremont factory, along with the absence of Black and/or African Americans in leadership roles, has left many complaints of rampant racism unchecked for years.&#8221;  The Californian agency either completely forgot about Valerie Capers Workman, Tesla&#8217;s former vice president of people, or tried to exempt her from responsibility to reinforce the narrative that an African American executive could have prevented racism. </p>

<p>Workman is African American and she worked for Tesla for four years.  She became the company&#8217;s vice president of people in July 2020. If she did not do anything about the “systematic racial discrimination and harassment” in her one year and seven months as the main human resources executive at the company, there are only two possible explanations for that: either Workman did not think there was anything wrong, or she could not do anything about it.</p>
<p>When Diaz won his lawsuit against Tesla on October 4, 2021, Workman&#8217;s email to employees ended up as a Tesla blog post as well.  It is still online and states that she &#8220;strongly&#8221; believed that &#8220;these facts don&#8217;t justify the verdict reached by the jury in San Francisco.&#8221;  Workman also said Diaz was not a Tesla employee – as if what happened to him inside Fremont was less severe due to being a contract worker – and that “he didn&#8217;t make any complaints about the n-word until after he was not hired full -time by Tesla – and after he hired an attorney.”</p>
<p>The DFEH lawsuit presents 13 causes of action against Tesla.  Summing them up, they have to do with racial harassment, racial discrimination in the work environment (leading to worse employment conditions for African Americans), retaliation against those who complained, and fail to keep records of complaints.</p>

<p>The DFEH is asking Tesla to be judged by a jury.  If convicted, the Californian agency wants the EV maker to pay:</p>
<p>1. Compensatory and punitive damages; <br />
2. Economic damages and equitable relief (&#8230;); <br />
3. Liquidated damages and penalties as required by law; <br />
4. Injunctive relief; <br />
5. Declaratory relief; <br />
6. Prejudgment interest, as required by law; <br />
7. Attorneys&#8217; fees and costs to the Department of Fair Employment and Housing;  other <br />
8. Other relief the Court deems to be just and proper</p>
<p>That can represent a significant financial blow to Tesla, even worse than that caused by the Owen Diaz case.  After all, we are now talking about &#8220;hundreds&#8221; of complaints with really serious reports of racial harassment and discrimination.  That&#8217;s something Tesla and its investors have to worry about.</p>
<p>For us, what is more shocking is having to imagine anyone working every day in a hostile environment such as the one described by the DFEH lawsuit.  If that is really how things are there, the quality problems Tesla vehicles suffer finally have a convincing – and pretty sad – explanation. </p>

<p>Of the 366 San Francisco Police Department employees not vaccinated against COVID-19, 193 have requested religious exemptions to avoid the required vaccines, the San Francisco Chronicle reported. </p>
<p>In June, San Francisco became the first major city to announce that approximately 35,000 city employees must be vaccinated against COVID-19 or risk losing their jobs, the Los Angeles Times reported.</p>
<p>All city employees must be vaccinated by October 13th.  People who work in high-risk environments such as prisons or nursing homes must be vaccinated by September 15th.</p>
<p>At the end of last month, KBCW reported that 88% of city employees had already been vaccinated.  About 2% did not report their vaccination status and 10% said they were not vaccinated.</p>
<p>KGO reported that the measure has been pushed back by city workers, with some city officials saying they would step down when the policy goes into effect.</p>
<p>In August, KGO reported that the city recommended eight officials, seven firefighters and two deputies to be suspended without pay for failing to reveal their vaccination status.</p>
<p>The San Francisco Human Resources Department reported on Chronicle 157 that police officers&#8217; requests for religious exemptions have been tentatively approved.  The department received a total of 296 requests for exemption from religious affiliation from employees of the city, 193 came from the police.</p>
<p>At the time of publication, DHR did not respond to Insider&#8217;s request for comment.</p>
<p>&#8220;The only way out of the pandemic and to protect our employees is to make sure that as many people as possible are vaccinated against COVID-19,&#8221; Mawuli Tugbenyoh, head of politics at the DHR, told the Chronicle: &#8220;The damage that COVID-19 did to our communities, health and livelihoods is now preventable. &#8220;</p>
<p>As of Saturday, 74% of all San Francisco residents were fully vaccinated against COVID-19.</p>

<p>Wherever you live, climate change will change your life for decades to come.  It&#8217;s getting hotter, drier and homes near the coast are at risk of flooding due to rising sea levels.  If, despite the risks, you&#8217;re not ready to stay in your coastal home, it&#8217;s time to move to your area &#8211; and learn about the factors that should influence your choice of location.</p>
<p>Coastlines around the world are threatened by flooding, erosion, and saltwater ingress into wells and municipal water supplies.  In the United States, the Southeast and Northeast are most vulnerable to hurricane and storm surge flooding, and to the loss of freshwater supplies as sea levels rise.  In the west, coastal erosion, including the loss of cliff houses over Pacific beaches, and water supply issues are top concerns for homeowners who live near the ocean.</p>
<p>Instead of putting down roots and moving across the country, most of us considering moving will consider living further from the coast while avoiding other effects of climate change.  Since there is nowhere we can completely avoid the effects of climate change, a change of residence should be combined with a change in your lifestyle to reduce your environmental impact.</p>
<h2>When and where departure should be considered</h2>
<p>Climate change results in longer and more severe hurricane seasons and extreme weather conditions that can contribute to flash floods that can lead to deaths and loss of property in remote cities.  If you live in the storm-prone Southeast and Northeast within 4 to 20 feet of sea level, there are good reasons to consider moving now &#8211; not just the potential damage, but the inability to insure homes and personal belongings becomes the value from at.  lower risk homes in these regions.</p>
<p>In 2107, Climate Central identified the 25 cities most at risk for major or &#8220;100 year&#8221; floods.  The low-lying southeast is the most exposed area to flood risk, but note that New York City, where 245,000 people could be displaced by a large storm tidal wave, tops the list.  Florida&#8217;s coastal cities have the largest population at 1.58 million who could face disaster due to hurricane storm surges and rising sea levels.  Not only will these cities suffer, Climate Central also reports that low-income households will be hardest hit, as the risk of harm will increase by 300% by 2050.</p>

<p>Another problem these low-lying cities face is the lack of freshwater sources.  When sea levels rise, the normal flow of groundwater to the ocean reverses, causing saltwater to contaminate aquifers and wells near the coast.  Florida&#8217;s aquifers are particularly vulnerable to saltwater invasion because the state is surrounded by the Atlantic Ocean and the Gulf of Mexico.  Still, the population is expected to grow by 25% over the next two decades.  More people with access to less water are the recipe for conflict and will certainly affect the value of real estate.</p>
<p>The West is not immune to water problems either.  As the drought continues and sea levels rise, the wells of lower-lying homes and public water supplies could become increasingly contaminated by salt water.  And when sea levels rise, key coastal wetlands are threatened, which would change the local food supply as fish lose a critical habitat.</p>
<p>“If you wipe out an entire system, the effects will spread to predators and down to prey.  It&#8217;s just amazing, ”said Glen MacDonald, UCLA Distinguished Professor of Geology, when describing a research he co-authored in 2018.  Despite having a generally steeper coastline, the west faces several threats.</p>
<p>Another problem facing the Pacific coast is cliff erosion, which will threaten homes, highways, beaches, and wildlife.  Just this week in Orange County, California, coastal commuter and Amtrack services were suspended due to erosion.  While this may sound like a sheer inconvenience to deal with, the dire effects of erosion on the region are far-reaching and affect every Pacific nation.</p>
<p>&#8220;Many of these estimated coastal systems could reach &#8216;tipping points&#8217;,&#8221; wrote the US Geological Service in a 2021 research report on coastal erosion.  These changes, &#8220;in which exposure to hazards significantly increases and threatens the form, function and viability of communities, infrastructures and ecosystems today&#8221;.</p>
<p>Climate change has arrived and it is time to examine your options on every coast of the United States</p>
<h2>Where and why to move nearby</h2>
<p>Family, friends, work and all the life patterns we know are strong reasons to stay in the regions we already live in.  While there is talk of “climate paradises” these days, it is by no means certain that moving to these regions will improve life.  So, for most of us, the best option is to stay close to home and choose higher ground that is as isolated as possible from other negative climatic impacts, including flash floods and increased fire risk.</p>
<h3>Choose city life</h3>
<p>If you have a spot on the beach today, consider moving to the central core of the closest town.  All in all, city life is more efficient and avoids driving.  Living in an apartment or condominium with easy, car-free access to services, groceries, restaurants and culture reduces your environmental impact.  However, there are tradeoffs, such as the contribution of a growing city to the heat island effects, which can alter local weather patterns.</p>
<p>But city dwellers tend to live in smaller houses and their per capita environmental impact is actually lower than in suburban and rural communities.  Apartment sizes in the most populous cities in the United States have started to shrink, although new homes are still growing in many growing cities, according to PropertyShark.  Over the past 100 years homes have gotten smaller in New York, San Francisco, Washington, DC, and Miami, but homes are getting bigger in southern, southern California, and booming cities like Seattle and Portland.  Choosing an apartment or condominium instead of a single family home will reduce your environmental footprint.</p>
<h3>Flash flood risks</h3>
<p>Flash floods are also a growing problem for cities far inland, as recently demonstrated by the remnants of Hurricane Ida in Tennessee and the New York City area.  Before moving, check FloodFactor.com for the address where you intend to live to identify the risk of rising water.  The US Federal Emergency Management Agency also offers maps of locations at risk of flooding and flash floods.</p>
<p>The extreme rainfalls that occur more and more frequently in the age of climate change can turn a small stream or a dry channel into a torrent.  Look around every location you consider to see if there is any evidence of an inactive watercourse.  Is there a gully or canyon up the hill from the house?  A sudden rainstorm or runoff in the spring could make these harmless geological features a threat to the home.  For example, bone-dry Phoenix regularly experiences flash floods and 13% of homes in the area are at risk.  Flash floods regularly present 20% of Los Angeles homes and 19% of Boise homes.</p>
<h3>Avoid the Wildland Urban Interface</h3>
<p>Finally, if you long for a move into the woods high uphill and inland, there is one more worry: wildfire.  Over the past 30 years, more than 12.6 million homes have been built in the Wildland Urban Interface (WUI), largely forested areas where homes are more threatened by forest fires each year as climate change advances.  These houses are often surrounded by trees and dry vegetation, which should be at least 100 meters from the house on each side, but are rare.</p>

<p>This means an increasing fire risk for 46 million households, 38% of the 120.7 million households in the US FEMA reports that more than 3,000 homes in the WUI are destroyed by fire every year.  It&#8217;s not just a Western phenomenon &#8211; Texas, Florida, North Carolina, and Pennsylvania make up the top 5 states after California that are at increased risk of fire because they build up on or near forests.</p>
<p>Climate change requires rethinking all assumptions about growth and where we live.  These guidelines can help you evaluate your decisions, but your own priorities and values ​​will ultimately determine where and how you live.  When you downsize your home, you reduce your energy consumption and with it your CO2 emissions.  Living in a city or town with sturdy public transportation can also help mitigate your effects.  But one thing is certain: Neither of us can escape climate change, so it is time to start planning for adaptation.</p>

<p>San Franciscans can avoid the evacuation cliff looming ahead of other California renters if the expanded protection that Supervisor Dean Preston is proposing this week gets approval from the larger board of directors.</p>
<p>Under current law, tenants who have been financially affected by the pandemic are only allowed to pay a quarter of their rent and do not have to be evicted.  However, this benefit expires on June 30th.  With little appetite at the state level to expand protection under Senate Act 91, tenants and lawyers have been waiting eagerly for what has become known as the &#8220;eviction cliff&#8221; as the rent relief has still reached many needy people.</p>
<p>Under the laws introduced by Preston on Tuesday and announced on Wednesday, tenants in San Francisco could continue to pay 25 percent of their rent through the end of the year.  The impending expiry of SB 91 means that local jurisdictions are again free to take their own eviction moratorium measures.</p>
<p>While Preston is not taking his passage for granted, Mayor London has ordered and extended Breed moratoriums on emergency clearing, while the Board of Supervisors unanimously passed laws based on those orders.  On Tuesday, the supervisory authorities unanimously approved an extension of the evictions through no fault, as resulted from the move in and the renovation of owners, until September.</p>
<p>&#8220;People are still struggling with the pandemic and are only just finding their booth,&#8221; Preston told the examiner.  “This is quite a big endeavor to get all of those funds out quickly.  The last thing we need is that pressure on all evictions that take place while this is being sorted out.  &#8220;</p>
<p>The legislation would give tenants more time to stay in their homes while rent relief is slowly distributed to landlords while maintaining public health, Preston said.  One version of the legislation is an emergency law that can only last 60 days and one that is implemented through the standard board process and allows protection until December 31st.</p>
<p>In the first six months after the coronavirus shutdown alone, tenants in San Francisco have amassed an estimated $ 81 million to $ 196 million in unpaid rents, according to an October report by Budget and Legislative Analyst.  The process for tenants to obtain rent relief from the state has been criticized as being slow, cumbersome and full of obstacles.</p>
<p>Elena Cruz, who has been unemployed since March, applied for relief under the state program but received no notifications about it.  This week, she received a letter from her landlord saying she must move immediately to pay $ 18,000 in rent back or vacate her 18-year-old home, said Maria Jandres, organizer of the San Francisco Housing Rights Committee in the southeast.</p>
<p>&#8220;She has a lot of trauma,&#8221; said Jandres, translating from Spanish for Cruz.  “We have already received these communications and will be in May.  We really, really need to do something to make sure the Franciscans stay in their homes.  &#8220;</p>
<p>Breed announced Monday that San Francisco&#8217;s emergency rental program will begin accepting applications starting Friday.  The Mayor&#8217;s Housing and Community Development Office will be able to distribute a portion of $ 90 million received through government assistance to needy renters, but has a little over a month through June 30.</p>
<p>&#8220;This has been a year of challenges that we have not faced before and the economic consequences of the pandemic have been devastating for so many companies and employees,&#8221; Breed said in a statement.  “This rent relief is critical to helping tenants and small home owners get back on their feet as we continue our economic recovery.  It is absolutely vital that we keep people in their homes and this funding will help make that happen.  &#8220;</p>
<p>Tenants who can provide evidence of financial difficulties can apply for three months &#8216;rent back and six months&#8217; rent via sf.gov/renthelp.</p>
<p>&#8220;The COVID-19 pandemic has been incredibly difficult for vulnerable renters and home owners struggling with missed rents and deferred mortgages,&#8221; said Charley Goss, manager of government and community affairs for the San Francisco Apartment Association.  &#8220;Now that local rental assistance is available, it is vital that housing providers and their tenants in underserved communities can quickly and easily access and navigate the program.&#8221;</p>
<p>However, a political battle for additional rent relief has arisen.  Proposal I, a property sales tax of more than $ 10 million, which was passed by voters in November, was used as rental aid and affordable housing.  Approximately $ 10 million from the revenue has been approved for rent relief, with another additional budget pending approval.</p>
<p>Prop. I has raised $ 58.5 million since it went into effect in January, according to the Controller&#8217;s Office.  While viewed as a very volatile source of income, it is expected to soar $ 800 million with the high profile sale of PG &#038; E&#8217;s downtown headquarters.</p>
<p>Tenants and lawyers have asked Breed to use the funds as intended for the coming financial year.  It has claimed that it would not approve any additional allocations until its budget is launched on June 1st.</p>

										<content:encoded><![CDATA[<p> SAN FRANCISCO &#8211; Willie Calhoun hit a groundbreaking victim fly after the Giants entered the bases loaded in the seventh inning.  Joey Gallo followed with a triple home run and the Texas Rangers defeated San Francisco 9-5 on Sunday to avoid a threesome.  Game sweep.</p>
<p>Shin-Soo Choo also went deep in Texas.  Scott Heineman had two hits, including a double with two runs, and Jeff Mathis added an RBI single.</p>
<p>&#8220;That&#8217;s one thing we couldn&#8217;t, we couldn&#8217;t take advantage of and finish some of these rallies,&#8221; said Rangers manager Chris Woodward.  &#8220;We got ourselves into a situation late in the game to keep beating them. We could have broken this game wide open with another big goal. We want that to be a criminal offense.&#8221;</p>
<p>The Rangers started with points and hits on the final day in the AL before hitting season highs in both against the Giants.</p>
<p>Texas broke the game up with a seventh run in four after San Francisco scored three goals in run six and wiped out a 5-2 lead.</p>
<p>They also got help from San Francisco&#8217;s bullpen when reliever Andrew Triggs (0-1) ran three consecutive batters on 14 fields to open the seventh.  After Calhoun&#8217;s victim had flown 6-5 by Tyler Anderson, Gallo pressed a 0-2 pitch in the right center.</p>
<p>Gallo singled, doubled up, and left.</p>
<p>&#8220;To answer with runs, after they pitched a pretty big inning and started getting momentum on their side, once we got those four runs in the seventh you could feel that the game was starting to change,&#8221; Gallo said.  &#8220;It was a huge boost for us.&#8221;</p>
<p>Jonathan Hernandez (2-0) retired six batters to win.</p>
<p>Evan Longoria and Chadwick Tromp met San Francisco.  Tromp&#8217;s was the first of his career, with Hunter Pence tripling to get a season opening 0 for 23 Funk.</p>
<p>&#8220;We had really good energy, especially on the offensive side of the ball,&#8221; said Giants manager Gabe Kapler.  &#8220;We showed the ability to come back in a game. That is very encouraging. We showed a certain resilience.&#8221;</p>
<p>Choo pulled his second home run of the season over the right field wall at McCovey Cove ahead of Giants starter Jeff Samardzija in the fifth.  On Friday, the Rangers lead-off batsman hit an opposing homer in first place of the game.</p>
<p>Texas also had an encouraging foray from the left Kolby Allard on its first start.  Allard allowed a run and two hits before coming out after throwing 75 pitch in four innings.</p>
<p>Samardzija gave up five runs and seven hits in 5 2/3 innings and was the first Giants pitcher to make it through five innings despite having a blister on his pitching hand.</p>
<p>&#8220;No excuses,&#8221; said Samardzija.  &#8220;That&#8217;s how it works. You have to learn to adapt and make adjustments.&#8221;</p>
<p>GIANTS SEND HAMILTON TO METS</p>
<p>The Giants swapped outfielder Billy Hamilton for right-handed Jordan Humphreys for the Mets.  Humphreys was immediately admitted to the alternative training position in San Francisco.</p>
<p>Hamilton signed with the giant in the off-season but was not on the team&#8217;s opening list.</p>
<p>&#8220;We know the importance of having extra bats and extra weapons in the (bullpen) and that only made Hamilton tougher, especially since we went down to a 28-man roster size later this week,&#8221; said Chaplain.</p>
<p>ROSTER MOVES</p>
<p>Triggs was retrieved from the Alternate Training Site prior to the game.  RHP Jandel Gustave was designated for assignment.</p>
<p>Texas called infielder Anderson Tejeda.</p>
<p>QUOTEABLE</p>
<p>&#8220;It will get better. It will improve. I think 2020 should test us all, especially now. It&#8217;s just another test that we have to go through.&#8221;  -Woodward</p>
<p>TRAINING ROOM</p>
<p>Rangers: Woodward hopes 2B Rougned Odor will be available for Tuesday&#8217;s game in Oakland.  The smell left Saturday&#8217;s game with a tightness in the sloping area on his right.  .  OV Danny Santana was placed on the 10-day injured list with a load on the right forearm.  Santana is 1 for 17 and hasn&#8217;t played since Tuesday.</p>
<p>Giants: LHP Drew Smyly was placed on the 10-day list of injured with a load on the left index finger.  Smyly had seven breakouts in four innings on Saturday before leaving for discomfort in the Finger.</p>
<p>NEXT</p>
<p>Rangers: Texas remains in the Bay Area and starts a three-game series in Oakland on Tuesday.  LHP Lance Lynn (1-0, 0.00) starts the opener.  Texas won Lynn&#8217;s previous two starts that season.</p>
<p>Giants: No starter has been announced for Monday&#8217;s game in Colorado.</p>

<p>GRANDVIEW, MO.  &#8211; Bitter cold temperatures have resulted in hundreds, if not thousands, of frozen pipes around the subway in the past few days. </p>
<p>This left many people without water for the time being.  But when we start thawing out of the freezer, the worst may not be over.  While the goal for anyone with frozen pipes is to replenish the water, be careful about what you want. </p>
<p>When the employees showed up at Allied Concrete in Grandview on Tuesday morning, there was no water in the office. </p>
<p>“We knew we might have some problems because the cold weather was so long ago.  We can&#8217;t heat the warehouse as well as we can, ”said Pete Furey, owner of Allied Concrete.</p>
<p>		By freezing in KC, the natural gas prices rise to 200 times the normal level	</p>
<p>But when they started thawing those frozen pipes, water soon spilled on the floor.  Three pipes burst in one area so they called a plumber and may have to hold back to get some people back to work as planned on Wednesday after the cold snap. </p>
<p>“Once you turn the water on, you may find another.  That&#8217;s what we came across here, ”said Nick Frank of Morgan Miller <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="Plumbing" data-wpil-keyword-link="linked">Plumbing</a>. </p>
<p>&#8220;It&#8217;s nerve-wracking because it&#8217;s not what you want to see when you&#8217;re gone for two weeks trying to survive,&#8221; said Furey.</p>
<p>Morgan Miller Plumbing said they were inundated with calls during the freezer.  They respond to broken water pipes and help customers diagnose frozen ones over the phone. </p>
<p>“We start with how many taps, how many bathrooms?  Is it your sink  Is it just down your stairs  &#8220;said Frank, describing the questions he asks customers. </p>
<p>		In extreme cold weather, local propane companies struggle to keep up with demand	</p>
<p>Once they figure out where the conduit may be frozen, customers are advised to put heat on it by either opening the cabinets and cranking the oven, or better yet, using a heater or hairdryer.  Leave your faucets on to relieve pressure and know when the line is defrosting. </p>
<p>But once the water starts flowing, there may be more pressing tasks than the long-awaited shower or cup of tea. </p>
<p>“When those pipes burst, pretty soon you can tell what&#8217;s the problem, whether it&#8217;s a puddle in this room or a puddle below.  You look up at the sheetrock when the plumbing is in the ceiling and you can see those water marks, ”Frank said.</p>

<p>At this point, you need a plumber and you need to prevent the water from doing further damage before the plumber gets there. </p>
<p>You can usually find your shut-off valve in the basement or in the crawl space, mostly along the front wall of your home.  Every tap or toilet has an individual shut-off valve.  If all else fails, you should be able to find a barrier on your water meter. </p>
