<p>After a Supreme Court draft opinion overturning Roe v.  Wade was leaked last month, many companies jumped into action, adding or calling out abortion benefits to their health care plans for employees.  Now, as the ruling became official Friday and activists have taken to the streets, even more companies have joined in, both offering travel assistance to employees seeking abortion and using their platforms to decry the decision.</p>
<p>From tech giants to legacy apparel brands, here are the San Francisco Bay Area companies offering some type of abortion benefit to employees.  This list may be updated.</p>
<h2>Patagonia</h2>
<p>The apparel company, which has offices in Sausalito, penned a LinkedIn post on Friday revealing the reproductive assistance included in its health care benefits, including abortion care.  Where restrictions are in place, the company pays for travel, lodging and food.  It also included other benefits it offers related to abortion rights, including “training and bail for those who peacefully protest for reproductive justice.”</p>
<h2>Airbnb</h2>
<p>After the Texas Legislature passed a law prohibiting abortions as early as six weeks into pregnancy in September 2021, Airbnb published a blog post that same month declaring its support of the reproductive rights of women, including a contribution to health organizations including Planned Parenthood.  The travel company pledged to offer financial support to “​​any Airbnb Host who is implicated under Texas Senate Bill 8 and faces legal action and expenses as a result” and “these commitments will extend to other US jurisdictions if similar laws such are enacted. ”  Since Airbnb hosts could be sued under the Texas law for facilitating an abortion, this protection could be crucial for hosts tempted to pull their listings down out of fear of liability.  The company would also cover travel expenses for employees seeking abortions out of state.</p>
<h2>Salesforce</h2>
<p>San Francisco&#8217;s largest private employer told its workers in a Slack post in May reviewed by CNBC that the company will assist them in relocating if they&#8217;re concerned about abortion access.  “If you have concerns about access to critical health care in your state, Salesforce will provide financial support for travel, available through our health care providers, and/or help relocate you and members of your immediate family,” the post from Brent Hyder, president and chief people officer, read.</p>
<h2>lyft</h2>
<p>In a blog post Friday, Lyft President of Business Affairs Kristin Sverchek stated that the company&#8217;s medical benefits include coverage for abortions and reimbursement for travel costs.  She also reiterated that protections are in place to protect drivers from fear of being south under new laws enacted in states like Texas and Oklahoma.  &#8220;This decision will hurt millions of women by taking away access to safe, and private reproductive healthcare services,&#8221; the post read.  The company donated $1 million to Planned Parenthood in September 2021.</p>
<h2>Above</h2>
<p>The ride-hailing giant confirmed it would cover travel expenses for employees seeking an abortion.  As with Lyft, Uber has put in place legal protections and reimbursement plans for its drivers should they be implicated in cases of facilitating an abortion.  &#8220;After this morning&#8217;s Supreme Court ruling, we reiterated to employees that Uber&#8217;s insurance plans in the US already cover a range of reproductive health benefits, including pregnancy termination and travel expenses to access healthcare. We will also continue to stand behind drivers, reimbursing legal expenses if any driver is south under state law for providing transportation on our platform to a clinic,&#8221; a spokesperson told SFGATE.</p>
<h2>Reddit</h2>
<p>Reddit said it will issue a grant for employees who need to travel to seek an abortion.  &#8220;At Reddit, our benefits programs are designed to support the health and safety of our employees, and we have had robust policies in place to support women in the workplace. Reproductive health services are already covered by several of our health plans, and our benefits cover all employees, regardless of their location. If employees need to travel in order to access medical care, they can utilize an annual stipend benefit to cover travel costs and our unlimited paid time off policy,&#8221; a spokesperson said. </p>
<h2>Meta </h2>
<p>A Meta spokesperson told the New York Times, “We intend to offer travel expense reimbursements, to the extent permitted by law, for employees who will need them to access out-of-state health care and reproductive services.  We are in the process of assessing how best to do so given the legal complexities involved.”</p>
<h2>Tesla</h2>
<p>After moving its headquarters to Texas from the Bay Area, the electric car company said in a May report it would cover employee travel and lodging expenses for those seeking an abortion that is unavailable in their state. </p>
<h2>yelp</h2>
<p>The reviews site pledged its support for abortion rights in April, with co-founder and CEO Jeremy Stoppelman speaking out on the topic.  &#8220;This ruling puts women&#8217;s health in jeopardy, denies them their human rights, and threatens to dismantle the progress we&#8217;ve made toward gender equality in the workplaces since Roe,&#8221; he said in a statement.  “Business leaders must step up to support the health and safety of their employees by speaking out against the wave of abortion bans that will be triggered as a result of this decision, and call on Congress to codify Roe into law.”  The company will cover travel expenses related to seeking an abortion. </p>
<h2>box</h2>
<p>The Bay Area-based cloud management company said in May it would cover travel expenses for abortions for employees.  It also said in a tweet that it was &#8220;disappointed&#8221; in the decision to overturn Roe v.  Calf.</p>

<h2>DoorDash</h2>
<p>The food delivery platform said in May it will cover travel expenses for both its employees and their dependents for those who must travel out of state to get an abortion.  &#8220;It&#8217;s paramount that all DoorDash employees and their dependents covered on our health plans have equitable, timely access to safe healthcare. This is one of our guiding principles as an employer. Because safe abortion procedures are likely to become severely limited in more states, DoorDash will cover certain travel-related expenses for employees who face new barriers to access and need to travel out of state for abortion-related care,&#8221; a spokesperson told SFGATE.</p>
<h2>Levi Strauss &#038; Co.</h2>
<p>The apparel company headquartered in San Francisco wrote in May that employees are &#8220;eligible for reimbursement for healthcare-related travel expenses for services not available in their home state, including those related to reproductive health care and abortion.&#8221;  The post went on to urge business leaders to take a stand, &#8220;Given what is at stake, business leaders need to make their voices heard and act to protect the health and well-being of our employees. That means protecting reproductive rights,&#8221; the post read</p>
<h2>Disney</h2>
<p>CNBC obtained an internal memo Disney issued Friday that assured employees it would cover expenses related to seeking an out-of-state abortion.  &#8220;Our company remains committed to removing barriers and providing comprehensive access to quality and affordable care for all of our employees, cast members and their families, including family planning and reproductive care, no matter where they live,&#8221; Paul Richardson, chief human resources officer , and Pascale Thomas, vice president of enterprise benefits and well-being, said in the memo.</p>

<p>SAN MATEO (KPIX 5) &#8211; A transition to zero-emission vehicles nationwide would have a major impact on air quality and the health of residents in the Bay Area and across California, according to the American Lung Association&#8217;s &#8220;Zeroing in on Healthy Air&#8221; report .</p>
<p>The report is based upon the idea that all new passenger vehicles sold by 2035 are zero-emission, and all new trucks and buses sold by 2040 are zero-emission.</p>

<p>The ALA&#8217;s findings reveal California would see $169 billion in public health benefits, and a change would result in up to 15,300 deaths.</p>
<p>&#8220;In the San Francisco Bay Area, we see over $40 billion in public health benefits by 2050 through this transition.  That comes out to about 3,800 lives saved, over 100,000 asthma attacks avoided, and over 500,000 lost workdays avoided because the air would be cleaner in the Bay Area,” said Will Barrett, the ALA&#8217;s National Senior Director for Clean Air Advocacy.</p>
<p>Nationally, the transition would generate more than $1.2 trillion in health benefits and $1.7 trillion in climate benefits by 2050.</p>
<p>Barrett explained the study focused on the public health benefits of getting off of fossil fuels.</p>
<p>“There are thousands and thousands of premature deaths every year in California due to air pollution,” Barrett told KPIX 5. “There&#8217;s a wide range of negative health consequences associated with unhealthy air.  It&#8217;s everything from minor irritation &#8211; like coughing and wheezing &#8211; to more serious health emergencies, like asthma attacks, heart attacks, and strokes.  Breathing in particle pollution can cause lung cancer.”</p>
<p>Amy Primus, who owns an electric vehicle, thinks the American Lung Association&#8217;s report is just one more reason to make the switch to electric.</p>

<p>“We should become electric with all vehicles and trucks because it&#8217;ll make a huge difference in air quality, standard of life, and all of that,” she said.</p>
<p>The Zero Emission Transportation Association issued the following statement to KPIX 5 in response to the ALA&#8217;s report:</p>
<p>“Fossil fuel-powered transportation is dangerous, causing thousands of illnesses and deaths each year.  Luckily, there is a healthier way for us to go about our daily lives.  The American Lung Association&#8217;s new “Zeroing in on Healthy Air” report proves that point.  If we transition to electric vehicles powered by clean electricity, we could save 110,000 lives over the next thirty years.  We could also avoid $1.2 trillion in public health costs and more than $1.7 trillion in environmental costs. </p>
<p>Importantly, because we know that the burden of breathing unhealthy air is not shared equally among people, this report also investigated the 100 US counties with the highest percentages of people of color.  Despite representing just 3% of US counties, these counties could experience approximately 13% of the benefits of electrification—or $155 billion in avoided health and environmental damages.</p>
<p>The benefits of electrifying the transportation sector are unequivocal and vast.  With more than 100,000 lives and trillions of dollars on the line, Congress must act now to pass President Biden&#8217;s clean energy agenda.  This plan will jumpstart electric vehicle adoption in the US by driving down consumer prices, expanding the EV charging network, and electrifying our high-polluting heavy-duty fleets.” </p>
<p>Barrett said there&#8217;s a long way to go over the next few decades, but the process will have a major impact on air quality and public health as it unfolds.</p>
<p>&#8220;We know there&#8217;s a long way to go, but we also know there&#8217;s active policy action right now,&#8221; he said.</p>

<p>SACRAMENTO (AP) &#8212; California&#8217;s troubled unemployment benefits division will soon have its third director in the last two years.</p>
<p>The head of the employment promotion department, Rita Saenz, resigned on Friday after a little more than a year in office.  She will be replaced by Nancy Farias, who has served as the department&#8217;s associate director since 2020.  She will earn a salary of $204,613.</p>

<p>Saenz, who ran the California Department of Human Services in the early 2000s and a former executive at Xerox Corp.  came out of retirement in 2021 to run the ministry as it was plagued by fraud and arrears.  The department was overwhelmed with unemployment benefits early in the pandemic after Gov. Gavin Newsom issued the country&#8217;s first statewide stay-at-home order, which forced businesses to close.</p>
<p>Since then, the agency has received 26.4 million applications and paid $180 billion in benefits.  But about $20 billion of those payments went to scammers posing as prison inmates and, in one case, to US Senator Dianne Feinstein to trick state officials into sending them checks.</p>
<p>As director, Saenz attempted to implement 21 recommendations from the California auditor.  The department has so far implemented five of these recommendations, while the rest are in various stages of implementation.  In a memo announcing her retirement, Saenz said she only planned to stay in the department for a short time.</p>

<p>&#8220;I am proud of the many reforms and new programs that EDD has introduced over the past year,&#8221; Saenz said in a department press release.  &#8220;Nancy Farias has the energy and direct experience to sustain this positive momentum.&#8221;</p>
<p>Newsom praised Saenz for her &#8220;steadfast leadership&#8221; and credited her with leading &#8220;important reforms at the ministry to better serve working Californians, prevent fraud, and hold bad actors accountable.&#8221;</p>
<p>The department recently uncovered another fraud scheme, when scammers posed as doctors to trick state officials into issuing them disability cards.  The department froze about 345,000 applications related to 27,000 doctors.  Earlier this week, the department announced that about 98% of those claims were fraudulent.</p>
<p>However, the department has frozen the benefits of some eligible claimants who have had trouble reinstating their benefits.</p>

<p>&#8220;The EDD has tried so hard to downplay its recent failure to prevent fraud in its disability programs,&#8221; said Assemblyman Jim Patterson, a Fresno Republican who has been a vocal critic of the department.  &#8220;The governor needs to put someone in charge of the EDD who has the courage to make the necessary changes.&#8221;</p>

<p>The study, published September 14 in peer-reviewed Proceedings of the National Academy of Sciences, found that an ethnic degree in San Francisco in ninth grade was associated with significant, long-term benefits, including improved high school -Degree and better enrollment in college prices.  The results, published during a moment of divisive backlash against the use of the so-called Critical Race Theory in schools, suggest that students who have difficulty in class become more involved in school when the class reflects their lived experiences.</p>
<p>&#8220;This really lifts the curtain for students,&#8221; said co-author Sade Bonilla, assistant professor of education at the University of Massachusetts, Amherst.  Ethnic courses like the one in San Francisco give students a better understanding of society, she said, and how long-standing issues like oppression and racism affect their lives and the world around them.  The course also provides students with tools to fight racism and build more equitable communities.</p>
<p>&#8220;The way these issues are discussed is not just about telling students, &#8216;The world is bad out there and it&#8217;s going to be tough,'&#8221; said Bonilla, but instead offers classes on topics such as school segregation and housing discrimination and highlights people who respond to injustices.</p>
<p>Similar courses could soon hit schools across California.  On Wednesday, the state Senate passed law requiring all districts to offer at least one ethnic degree and make it compulsory by the end of the decade.</p>

<p>To arrive at their conclusions in San Francisco, the researchers examined the high school transcripts and college enrollment records of more than 1,400 high school freshmen between 2011 and 2014, including teenagers who were ethnicized because they were in eighth grade struggled academically.  The researchers found that students enrolled in the ethnic studies class were 16 to 19 percentage points more likely to graduate from high school than their peers and 10 to 16 percentage points more likely to attend college.</p>
<p>The Anthropology course deals with issues of social justice, stereotypes and social movements in the USA between the 18th century and the 1970s.  Many of the lessons are traditionally not covered in typical social science courses, such as the Native American Genocide in California.</p>
<p>While the report has been in the works for years, it doesn&#8217;t shrink from the reality that anti-racist doctrines got caught up in the national culture wars this year.  It acknowledges that some ethnic studies programs have accused ethnic studies of offering nothing more than &#8220;politically charged indoctrination&#8221; promoting some form of &#8220;reverse racism&#8221; against white students.</p>
<p>But the debate over such teaching, loosely characterized under the umbrella of critical racial theory, is &#8220;quite dishonest&#8221; and politically motivated, Bonilla said.  &#8220;The agenda that drives them forward&#8221; in ethnic college classes, she said, is a real conversation about the historical realities of racism in the United States.</p>
<p>Ethnic studies have been a sensitive issue in California for several years.  In March, state education leaders approved a model ethnic study curriculum that had been in development for years and was accused of anti-Semitism, which encouraged the “awakened” left wing propaganda and sewed further racial segregation by teaching white children to feel guilty about past injustices .  The curriculum controversy continues unabated.  Earlier last month, three San Diego parents sued the state education department, accusing officials of violating the California constitution&#8217;s facility clause, which mandates separation of church and state, by including an Aztec prayer in the model curriculum.  The model curriculum is not a mandate and only encourages the California counties to offer ethnic studies, but the new legislation may change that.</p>
<p>The latest research is a follow-up to a 2017 report that found positive short-term benefits for freshmen at high schools who enrolled in the city&#8217;s ethnic degree program.  This report found that 9th grade students had better school attendance, better grades, and more classes than those who hadn&#8217;t enrolled on the course.  To measure the long-term impact of the course, the latest study examines the educational outcomes of the same group of students during high school and college.</p>
<p>Thomas Dee, professor at Stanford University&#8217;s Graduate School of Education and co-author of the study, praised the results of the previous study and said he was &#8220;never so surprised by a result&#8221; in his career.  He quipped that &#8220;innovative curricula,&#8221; including the San Francisco ethnic studies program, were the &#8220;low-hanging fruit of educational reform.&#8221;  The latest study, he said, further supports that assessment.</p>
<p>&#8220;I am still amazed and fascinated that we see the educational power of this type of culturally relevant education,&#8221; said Dee.  While many historically underserved students “perceive their classrooms as hostile and threatening environments,” a course that enables them to see the world the way they do can change those perceptions with ongoing educational benefits, he said.  Emily Penner, Assistant Professor of Education at the University of California, Irvine, also contributed to the report.</p>
<p>&#8220;Pedagogy that engages students who can nurture affiliation with school institutions has the ability to unleash their motivation,&#8221; said Dee.  &#8220;And I think the fact that we&#8217;re seeing these sustained gains in particular is evidence of that.&#8221;</p>
<p>However, the researchers quickly highlighted the limits of their research and discouraged people from falling victim to the &#8220;general trope of the wonder weapon&#8221;.  For one thing, it remains unclear how ethnic courses affect the educational outcomes of high-performing students.  In addition, Dee said the ethnic studies teachers in San Francisco are highly qualified and motivated to teach the class.</p>
<p>&#8220;I sometimes worry that some kind of useless, inferior introduction to this curriculum isn&#8217;t going to produce similar results,&#8221; he added.</p>
<p>If California Governor Gavin Newsom, whose education policy is expected to play a key role in a September 14 recall vote, signs law requiring nationwide ethnic studies, it will be important that districts be given adequate time to develop robust programs and ensure that educators are properly trained.</p>
<p>&#8220;Teaching ethnic studies requires a particularly high level of professionalism on the part of teachers,&#8221; said Dee.  &#8220;We ask teachers to go into the classroom and have potentially difficult, critical discussions with their students, and I think it takes really careful crafting to do this well.&#8221;</p>

<p>Dubai, the richest city in the Middle East and Africa (MEA) and the 29th richest city in the world, is seeing an influx of millionaires.</p>
<p>According to New World Wealth, a research firm that tracks the fortunes and movements of millionaires, multimillionaires and billionaires around the world, the number of high net worth individuals (HNWIs) in Dubai rose to 54,000 in June 2021, up 3.8 percent from 52,000 im last december.  </p>
<p>The number of multimillionaires, or those with assets of $ 10 million or more, rose from 2,430 to 2,480 over the same period, while the number of centi-millionaires with assets of $ 100 million rose to 165, an increase of 8, 5 percent from 152 at the end of last year. </p>
<p>&#8220;Possible reasons for Dubai&#8217;s continued attraction to millionaires&#8221; [are] Safety, health services, luxury shops and restaurants, beaches, tax breaks and a world class financial center, ”Andrew Amoils, wealth analyst at New World Wealth, told Zawya. </p>
<p>Total personal wealth held in Dubai rose $ 13 billion in less than a year as more than 2,000 HNWIs are believed to have moved to the city despite the coronavirus pandemic. </p>
<p>As of June 2021, the net worth of all Dubai residents with at least $ 1 million in real estate, cash, stocks and business interests was $ 530 billion, up 2.5 percent from December 2020, New World Wealth said.  </p>
<p>At least two people with assets of at least $ 1 billion have also joined the ranks of billionaires in the emirate. </p>
<p><strong>Other rich travel destinations </strong></p>
<p>The research firm also found that Tel Aviv in Israel this year is the second richest city in the MEA region, which has combined private assets of $ 312 billion. </p>
<p>Johannesburg in Africa ranked second with an estimated total wealth of $ 235 billion, followed by Istanbul ($ 180 billion) and Cape Town ($ 130 billion). </p>
<p>Globally, New York City topped the list with total assets of $ 2.9 trillion in June 2021, followed by the San Francisco Bay Area ($ 2.6 trillion), Tokyo ($ 2.5 trillion) , London $ 2.3 trillion), Beijing ($ 2 trillion), Shanghai ($ 1.8 trillion), Los Angeles ($ 1.3 trillion), Sydney ($ 1.1 trillion) Dollars), Chicago ($ 1 trillion), and Mumbai ($ 970 million) &#8211; all in the top ten. </p>

<p>SAN FRANCISCO (CBS SF / AP) &#8211; After more than a year of a COVID-19 hiatus, California officials again began demanding job-search evidence from citizens in order to receive their unemployment benefits.</p>
<p>The job search obligation had been suspended during the months of the pandemic.</p>

<p>&#8220;If you receive regular unemployment benefits, the job-search obligation will be reintroduced for most applicants from July 11th in order to maintain entitlement to benefits,&#8221; Labor Department officials wrote on their website.  &#8220;The requirement applies to the search for a suitable job that is safe for re-entry and which is comparable to your skills, experience, your usual job, your age and your state of health.&#8221;</p>
<p>    To help with the search, EDD officials have published resources for unemployed applicants. </p>
<p>Here&#8217;s what state officials say is appropriate for &#8220;reasonable efforts in finding suitable work.&#8221;
</p>
<ul>
<li>Set up an account with CalJOBS, take part in re-employment services, publish a profile on various job search or network sites.</li>
<li>Let friends, previous employers, or community members know that you&#8217;re looking for work.  Take part in networking, job fairs or clubs.</li>
<li>Apply for positions with employers who are reasonably expected to have suitable vacancies with appropriate skills and experience, including government agencies and exams.</li>
<li>Participate in approved education and training opportunities that facilitate access to employment and do not interfere with taking up decent full-time employment.</li>
</ul>

<p>The state created 104,500 jobs in May &#8211; the fourth month in a row with six-digit job growth, after 102,000 jobs created in April, 132,400 jobs created in March and 156,100 new jobs in February:</p>
<p>&#8220;California continues to lead the country&#8217;s economic recovery, adding 104,500 jobs in May, the fourth straight month in six-figure jobs,&#8221; Governor Gavin Newsom said in a statement.  “Our health-centric approach has saved lives and resulted in one of the lowest case numbers and the most vaccinations in the country &#8211; now we are the nationwide leader in health and economic outcomes.  We&#8217;ve reclaimed more than half the jobs we lost last year, but there&#8217;s still a long way to go &#8211; that&#8217;s why we&#8217;re investing in historic tax cuts and grants for small businesses, tax breaks for two-thirds of California families, and rental breaks for those who those most affected by the pandemic. &#8220;</p>
<p>Since the pandemic began, California &#8211; the nation&#8217;s most populous state with nearly 40 million residents &#8211; has processed more than 20 million jobless claims and paid out more than $ 128 billion in benefits.</p>

<p>Typically, the highest money anyone can get from unemployment benefits in California is $ 450 a week.  But Congress added an extra $ 300 a week because of the pandemic.  This additional money does not expire until September.</p>
<p>However, as coronavirus cases have declined while more people are being vaccinated, employers have indicated they are having a hard time finding work, especially in the service industry.</p>
<p>Kyle Conner, who owns the Alameda Cinema Grill, Alameda Theater, and Cineplex, is one of those small businesses struggling to reopen fully.</p>
<p>&#8220;I started closing on Mondays,&#8221; he told KPIX 5. &#8220;I was always out seven days a week.&#8221;</p>
<p>The staff shortage also forced him to shorten his business hours.  He has a dozen vacancies.</p>

<p>“I work with two chefs,” he said.  “Before the pandemic, we had five or six.  I&#8217;m looking for a head chief, two or three line cooks, probably three waiters, bussers, dishwashers, bartenders.  Everything.&#8221;</p>
<p>Labor experts blamed the labor shortage in part on adding extra money from unemployment benefits to incentivizing people to stay home.  And not only the gastronomy, the entire service industry is facing the same challenge.</p>
<p>&#8220;We were open seven days a week before the pandemic,&#8221; said Julie Pruitt, owner of Acne Specialists of Oakland.  &#8220;And now we&#8217;re only five open because I don&#8217;t have enough staff.&#8221;</p>
<p>Robert La Come is quite a gamer.  At the age of 71, he bought City Forest Catering in San Francisco in the middle of a pandemic when there were no catering events.  Now that the customers are finally back, he says the workers are not.</p>
<p>&#8220;The problem for me is that people get paid not to work,&#8221; he said.  “They get this unemployment and that&#8217;s what they tell me, &#8216;Oh, I&#8217;m getting unemployment, I can&#8217;t work.&#8217;  Or: &#8216;When it&#8217;s over, I can work for you.&#8217; &#8220;</p>
<p>&#8220;Now, starting this week, those who are regularly unemployed and receive the state extension allowance should look for work,&#8221; said EDD spokeswoman Loree Levy.  &#8220;So if you go to certification this week on Sunday, you can say, yes, I was looking for a job.&#8221;</p>
<p>Levy said that people who confirm they have looked for work do so under penalty of perjury and that they should keep a record of their efforts in case EDD asks them to provide evidence.  However, former EDD director Michael Bernick says people don&#8217;t have to prove they are looking for work and he doubts that this will actually be enforced.  He says that as long as other factors exist that give people more reasons to stay home, employers might have difficulty hiring.</p>
<p>“I think things won&#8217;t really change until September, when the (federal) unemployment benefit subsidy ends,” said Bernick, “and when schools finally reopen and childcare increases and people&#8217;s real and imagined health problems decrease.  Only when these elements come into play will we see a real return to work. &#8220;</p>
<p>Bernick says the pandemic hiatus has given people a chance to rethink whether they want to go back to work and at what price.</p>
<p>That could be a problem for La Come, who said he could hire up to 10 more employees.  Heading into the busy holiday catering season, he hopes his kitchen will be full of workers making paychecks again and helping make the big bet he placed on the business pay off.</p>
<p>&#8220;I think everyone should pay their way, you know?&#8221; He said.  &#8220;I had to do it. Why shouldn&#8217;t you?&#8221;</p>

<p>SAN FRANCISCO (CBS SF / AP) &#8211; After more than a year of a COVID-19 hiatus, California officials again began demanding job-search evidence from citizens in order to receive their unemployment benefits.</p>
<p>The job search obligation had been suspended during the months of the pandemic.</p>

<p>&#8220;If you receive regular unemployment benefits, the job-search obligation will be reintroduced for most applicants from July 11th in order to maintain entitlement to benefits,&#8221; Labor Department officials wrote on their website.  &#8220;The requirement applies to the search for a suitable job that is safe for re-entry and which is comparable to your skills, experience, your usual job, your age and your state of health.&#8221;</p>
<p>    To help with the search, EDD officials have published resources for unemployed applicants. </p>
<p>Here&#8217;s what state officials say is appropriate for &#8220;reasonable efforts in finding suitable work.&#8221;
</p>
<ul>
<li>Set up an account with CalJOBS, take part in re-employment services, publish a profile on various job search or network sites.</li>
<li>Let friends, previous employers, or community members know that you are looking for work.  Take part in networking, job fair events or clubs.</li>
<li>Apply for positions with employers who are reasonably expected to have suitable vacancies with appropriate skills and experience, including government agencies and exams.</li>
<li>Participate in approved education and training opportunities that facilitate access to employment and do not interfere with taking up decent full-time employment.</li>

<p>The state created 104,500 jobs in May &#8211; the fourth month in a row with six-digit job growth, after 102,000 jobs created in April, 132,400 jobs created in March and 156,100 new jobs in February:</p>
<p>&#8220;California continues to lead the country&#8217;s economic recovery, adding 104,500 jobs in May, the fourth straight month in six-figure jobs,&#8221; Governor Gavin Newsom said in a statement.  “Our health-centric approach has saved lives and resulted in one of the lowest case numbers and the most vaccinations in the country &#8211; now we are the nationwide leader in health and economic outcomes.  We&#8217;ve reclaimed more than half the jobs we lost last year, but there&#8217;s still a long way to go &#8211; that&#8217;s why we&#8217;re investing in historic tax cuts and grants for small businesses, tax breaks for two-thirds of California families, and rental breaks for those who those most affected by the pandemic. &#8220;</p>
<p>Since the pandemic began, California &#8211; the nation&#8217;s most populous state with nearly 40 million residents &#8211; has processed more than 20 million jobless claims and paid out more than $ 128 billion in benefits.</p>

<p>Typically, the highest money anyone can get from unemployment benefits in California is $ 450 a week.  But Congress added an extra $ 300 a week because of the pandemic.  This additional money does not expire until September.</p>
<p>However, as coronavirus cases have declined while more people are being vaccinated, employers have indicated they are having a hard time finding work, especially in the service industry.</p>
<p>Kyle Conner, who owns the Alameda Cinema Grill, Alameda Theater, and Cineplex, is one of those small businesses struggling to reopen fully.</p>
<p>&#8220;I started closing on Mondays,&#8221; he told KPIX 5. &#8220;I was always out seven days a week.&#8221;</p>
<p>The staff shortage also forced him to shorten his business hours.  He has a dozen vacancies.</p>

<p>“I work with two chefs,” he said.  “Before the pandemic, we had five or six.  I&#8217;m looking for a head chief, two or three line cooks, probably three waiters, bussers, dishwashers, bartenders.  Everything.&#8221;</p>
<p>Labor experts blamed the labor shortage in part on adding extra money from unemployment benefits to incentivizing people to stay home.  And not only the gastronomy, the entire service industry is facing the same challenge.</p>
<p>&#8220;We were open seven days a week before the pandemic,&#8221; said Julie Pruitt, owner of Acne Specialists of Oakland.  &#8220;And now we&#8217;re only five open because I don&#8217;t have enough staff.&#8221;</p>
<p>Robert La Come is quite a gamer.  At the age of 71, he bought City Forest Catering in San Francisco in the middle of a pandemic when there were no catering events.  Now that the customers are finally back, he says the workers are not.</p>
<p>&#8220;The problem for me is that people get paid not to work,&#8221; he said.  “They get this unemployment and that&#8217;s what they tell me, &#8216;Oh, I&#8217;m getting unemployment, I can&#8217;t work.&#8217;  Or: &#8216;When it&#8217;s over, I can work for you.&#8217; &#8220;</p>
<p>&#8220;Now, starting this week, those who are regularly unemployed and receive the state extension allowance should look for work,&#8221; said EDD spokeswoman Loree Levy.  &#8220;So if you go to certification this week on Sunday, you can say, yes, I was looking for a job.&#8221;</p>
<p>Levy said that people who confirm they have looked for work do so under penalty of perjury and that they should keep a record of their efforts in case EDD asks them to provide evidence.  However, former EDD director Michael Bernick says people don&#8217;t have to prove they are looking for work and he doubts that this will actually be enforced.  He says that as long as other factors exist that give people more reasons to stay home, employers might have difficulty hiring.</p>
<p>“I think things won&#8217;t really change until September, when the (federal) unemployment benefit subsidy ends,” said Bernick, “and when schools finally reopen and childcare increases and people&#8217;s real and imagined health problems decrease.  Only when these elements come into play will we see a real return to work. &#8220;</p>
<p>Bernick says the pandemic hiatus has given people a chance to rethink whether they want to go back to work and at what price.</p>
<p>That could be a problem for La Come, who said he could hire up to 10 more employees.  Heading into the busy holiday catering season, he hopes his kitchen will be full of workers making paychecks again and helping make the big bet he placed on the business pay off.</p>
<p>&#8220;I think everyone should pay their way, you know?&#8221; He said.  &#8220;I had to do it. Why shouldn&#8217;t you?&#8221;</p>
