A sweeping office development on 28.5 acres comprising 2.8 million square feet over six buildings is poised to be constructed in South San Francisco.

The development, slated for a site bordering San Bruno adjacent to The Shops at Tanforan, is the latest in an intensifying life-science boom on the Peninsula, of which South San Francisco is at the epicenter.

The proposal gained Planning Commission approval last week and will go next before the city councils in South San Francisco and San Bruno for a final signoff. If all goes according to plan, construction will begin this year, with the final phase wrapping up in 2030.

Between 5,000 and 11,000 people would be employed at the campus, depending on tenants, according to a city report, and buildings would range from three to seven stories, with a maximum height of 120 feet dictated by the nearby airport. A new public road running east-west through the site would also be built, as would two parking structures comprising 1,095 spaces.

Plans further indicate a restaurant, bar and park on-site, in addition to infrastructure upgrades including bike lanes, pedestrian space improvements and nearby intersection redesigns to handle increased traffic. City planners hope employees will use car alternatives like public transit to commute to work, given the site’s proximity to the San Bruno BART station adjacent to the Tanforan mall.

The developer, Menlo Park-based Lane Partners, is proposing a community center to also be included, which could be run in conjunction with the city to offer space for nonprofits and community programming. A payment of $25 million to the city would be part of the agreement, to be spent at the city’s discretion, on top of another $50 million in impact fees that would go to affordable housing and infrastructure upgrades.

City planners expressed hope the developments could revitalize the area, which is currently occupied by several industrial warehouses and distribution buildings and large surface level parking lots.

A residential neighborhood directly to the south of the site in San Bruno could also stand to benefit, as the project would include a park space with a walkway, community garden and children’s play area along Tanforan Avenue adjacent to the homes where there are currently truck loading areas.

“The community benefits are great, the design is amazing, it’s going to transform that whole area … I’m fully in support of the project,” Planning Commission Chair Sam Shihadeh said.

The project has been in the works for at least five years as the developer has worked to acquire the parcels that make up the project site. The Planning Commission last year reviewed a proposal that did not include a corner lot at 80 Tanforan Ave., which was added in the most recent plans to include a parking garage.

The first phase of construction is planned to last about two years, and would include the southern buildings, including the restaurant space and community center, which account for 680,000 square feet.

“I think overall we’ll see a net positive from the construction of this project and development of this site,” Planning Commissioner JulieAnn Murphy said, who noted the new road and surrounding street improvements as a particular benefit.

The Tanforan mall is set to undergo a similar transformation into a biotech campus, potentially also with 1,000 units of housing. That project is envisioned as having 2 million or more square feet, although formal plans have yet to be submitted.

The San Bruno City Council plans to meet next week to discuss the Southline project, and the South San Francisco City Council will likely deliberate on the plans mid-July.

New research and development campus geared toward a biotech tenant could be headed for South San Francisco, with a seven-story, 166,000-square-foot building proposed for 101 Gull Drive in the city’s East Side neighborhood.

The proposal would develop what is now a vacant 3.7-acre lot surrounded by industrial uses. A 419 parking space 4.5-story parking garage would be attached to the building. Plans also indicate landscaping and outdoor seating areas.

Environmental impact studies are still being conducted, and the proposal will go before the Planning Commission for approvals during a future meeting. Construction is targeted to begin in late summer 2022, with completion in summer of 2024. The lot was sold in 2020 for $14.9 million.

Based on the city’s commercial linkage fees, the developer will be required to pay more than $2.7 million, funds which will be added to the city’s affordable housing fund.

HAYWARD (CBS SF) – California State University officials announced Wednesday that they will require faculty, staff and students who have access to on-campus facilities to provide proof of a COVID vaccine booster vaccinated by February 2022.

The new requirement stipulates that the booster vaccination must be given by February 28th or six months after receiving the last dose of the original vaccination.

Officials said, however, that local circumstances may allow individual campuses to schedule an earlier compliance date for students and unrepresented staff.

“The vaccination, if necessary also a booster vaccination, remains our most effective strategy against infections and serious illnesses,” said CSU Chancellor Joseph I. Castro. “This is especially important given the rapid rise in COVID-19 cases across the state and nation as the Omicron variant spreads. The immediate implementation of the booster requirement will help to reduce the potential spread of the variant on the campuses that will be repopulated in January after the winter break. “

As already announced, the COVID-19 vaccination guideline of the CSU enables students and employees to apply for exceptions for medical and religious reasons.

The announcement came less than 24 hours after Governor Gavin Newsom issued a similar order for the state’s health workers.

In a Twitter video post, Newsom said it was taking steps to ensure there were enough healthy medical staff to handle a possible post-holiday surge in new cases.

“We all watch the news and have heard what President Biden said today about what was happening across the country and the rest of the world with the Omicron variant,” said the governor. “It’s not dissimilar to what’s happening here in the state of California. As a result, we are stepping up our efforts to get people vaccinated, but also to empower people. That’s why we’re going further today and calling for all healthcare workers to be reinforced – get the third admission, or at least the second admission when you get the J&J. “

SAN FRANCISCO (CBS SF) – A suspect was arrested Tuesday after a “non-specific” online threat forced San Francisco State University officials to cancel face-to-face classes.

Campus police, who work with other law enforcement agencies, arrested a person of interest on Tuesday morning over the threat to the SF State campus, the university said. Early Tuesday at 3:11 a.m., the university issued a warning to students, faculty, and staff, instructing students to stay in their dormitories until security officers give the all-clear.

The university said it now anticipates that there are no ongoing threats to the campus or community, and students have been given permission to exit the dormitories. Classes were to continue remotely for the rest of the day, and university buildings, including the library, remained closed on Tuesday.

The SFSU communications director told KPIX that a threat of armed violence on campus was posted on social media overnight. The post has since been deleted.

SF State Junior Ruqaiyah Angeles told KPIX it received the alert very early Tuesday morning and later learned of the possible threat of violence

“Scary! You never know what’s going to happen,” said Angeles. “They’re just trying to protect us all and cordoned off the whole school. I don’t know if you were on campus, but all the doors are locked ..”

After initially saying the campus would be closed until 10 a.m., school officials extended the closure to the whole day while detectives examined the threat’s credibility. There was a large police presence on campus.

“All personal training and services for Tuesday, September 28th, should be switched to remote modalities if possible,” the school wrote on Facebook. “The university buildings, including the library, will remain closed. Dormitory students are asked to stay in the campus dormitories until nothing else is communicated. “
