<p>NEW ORLEANS — Naismith Memorial Basketball Hall of Famer Bill Self at age 59 has won his second NCAA Tournament title at Kansas, one more than any other Jayhawks men&#8217;s coach in the tradition-rich program&#8217;s history.</p>
<p>In directing the Jayhawks, the no.  1 seed in the Midwest Regional, to a 72-69 victory over North Carolina, the No.  8 seed in the East Regional, in Monday night&#8217;s 2022 title game, Self became the third active men&#8217;s coach with multiple national titles.  Self&#8217;s Jayhawks also won it all in 2008.</p>
<p>The victory at the Caesars Superdome also moved Kansas, which passed Kentucky for the most all-time victories in Division I men&#8217;s basketball during the 2021-22 season, past Villanova and into a tie with UConn for sixth in all-time men&#8217;s NCAA championships with four.</p>
<p>UCLA remains no.  1 with 11 titles, followed by Kentucky (8), North Carolina (6), Duke (5) and Indiana (5).  KU and UConn have four titles, followed by Nova (3).</p>
<p>Cincinnati, Florida, Louisville, Michigan State, North Carolina State, Oklahoma State and San Francisco have won two titles apiece.</p>
<p>The Jayhawks have now won national titles in 2022, 2008, 1988 and 1952. KU also was retroactively awarded Helms Foundation national titles for the 1922 and &#8217;23 seasons.  The NCAA Tournament began in 1939.</p>
<p>With the victory, Self joins Villanova&#8217;s Jay Wright and Iona&#8217;s Rick Pitino, who each led their teams to two NCAA crowns.  Pitino, who won a title at both Louisville and Kentucky, had to forfeit the 2013 crown at Louisville because of NCAA sanctions, thus officially has just one title.</p>
<p>Self is now tied for seventh in most men&#8217;s national titles by a coach.  UCLA&#8217;s John Wooden leads the way with 10, followed by Duke&#8217;s Mike Krzyzewski, who is retiring with five.  Kentucky&#8217;s Adolph Rupp has four, followed by Roy Williams (three, all at North Carolina), UConn&#8217;s Jim Calhoun (three) and Indiana&#8217;s Bob Knight (three).</p>
<p>Coaches with two titles: Self, Louisville&#8217;s Denny Crum, Florida&#8217;s Billy Donovan (now coach of NBA&#8217;s Chicago Bulls), Oklahoma State&#8217;s Henry Iba, Cincinnati&#8217;s Ed Jucker, Indiana&#8217;s Branch McCracken, North Carolina&#8217;s Dean Smith, San Francisco&#8217;s Phil Woolpert, Villanova&#8217;s Wright and Iona&#8217;s Pitino (Louisville, Kentucky).</p>
<p>Coaches with one title: KU&#8217;s Larry Brown and Phog Allen, plus Scott Drew, Jim Boeheim, Tony Bennett, John Calipari, Tom Izzo, Tubby Smith, Kevin Ollie, Gary Williams, Lute Olson, Jim Harrick, Nolan Richardson, Steve Fisher, Rollie Massimino, John Thompson, Jim Valvano, Jud Heathcote, Joe B Hall, Al McGuire, Norm Sloan, Don Haskins, George Ireland, Fred Taylor, Pete Newell, Frank McGuire, Ken Loeffler, Nat Holman, Doggie Julian, Vadal Peterson, Everett Shelton, Everett Dean, Bud Foster and Howard Hobson.</p>

<p>Last week, Governor Gavin Newsom signed two major housing laws.  The bill is designed to help alleviate the extreme housing shortage in California by increasing density across the country.  One of the bills, SB9, will allow the division of land and duplex construction on most of the land designated for single family use.  The other, SB10, will streamline the construction of buildings of up to 10 units near major transportation hubs.</p>
<p>Now that they&#8217;re in law, it&#8217;s worth looking at what the current Bay Area housing landscape is like, and how the bills could change that.</p>
<p>The American Housing Survey (AHS) collects data on the “housing mix” &#8211; the types of residential buildings in a city, such as semi-detached houses and single-family houses &#8211; in the 15 largest metropolitan areas in the USA.  The Chronicle analyzed this data, collected in 2019, to see how the housing mix in the metropolitan area of ​​San Francisco compares to other major regions.  (Greater San Francisco also covers much of the East Bay, including Oakland and Hayward.)</p>
<p>AHS data shows that the metropolitan area of ​​San Francisco has a relatively balanced mix of housing types compared to other cities.  It has a smaller section of 2-4 units than any major metropolitan area except Boston;  otherwise it is in the middle range of large cities for most building types.</p>

<p>At nearly 60% of all housing units, San Francisco has relatively fewer single-family homes (tied or free) in the housing stock than the average large subway, which is 66%.  However, San Francisco is also the second largest metropolitan area in the country after New York &#8211; which had the lowest proportion of single-family homes of any metropolitan area in the survey.</p>
<p>Rich Hillis, director of the San Francisco Planning Department, said he believes SB 9 and 10 will help the city take some of these single-family homes, or at least their lots, and convert them into mid-range residential buildings &#8211; &#8220;the two&#8221; plexes, the three-plex, the fourplex buildings that are kind of the workhorse of the San Francisco housing stock, ”he said.  Such buildings are commonly referred to as the “missing center” of urban housing;  they add density to neighborhoods without building the high-rise towers that parishioners often object to.</p>
<p>Most of the units built in the past decade have been in such tall skyscrapers, especially in the east of the city, Hillis said.  From 2011 to 2020, the number of new residential units in buildings with 20 or more units in the city rose by 31%, according to the planning office.  In the same period, the number of residential units in buildings with 2-19 units increased by only 1.3%.</p>

<p>&#8220;I think [SB 9 and 10] will be effective, ”said Hillis.  &#8220;That&#8217;s not the panacea either, but they add other tools to our toolbox to take account of the fact that we have not created enough housing over the past thirty years, particularly in the west of the city.&#8221;</p>
<p>Hillis said SB 10 in particular could help streamline the approvals of laws proposed by Supervisor Rafael Mandelman that would allow up to four residential units on any property designated for residential use in the city.</p>

<p>Hillis noted that SB9 alone is unlikely to seriously affect San Francisco&#8217;s housing shortage because so many of the city&#8217;s single-family lots are either too small or lacking enough front-facing land or &#8220;facade&#8221;.  , split up.  A recent study by the UC Berkeley Terner Center confirms it.  The study found that SB9 could only add about 8,500 units, or just 2%, to San Francisco housing supply.</p>
<p>However, SB9 could actually have a significant impact across the Bay Area, enabling nearly 170,000 new housing units in the nine-county area, according to the Terner Center report.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; San Francisco supervisor Rafael Mandelman said another major San Francisco retailer has made the decision to close earlier due to excessive theft, especially at night. </p>
<p>The Castro Safeway on Market and Church Street was open 24 hours, but that is no longer the case.  Signs at the entrance indicate that the new opening times will be from 6 a.m. to 9 p.m. from October 24th. </p>

<p>Many shoppers were surprised to find that the Safeway they use outside of business hours is declining.  </p>
<p>“I feel like it&#8217;s definitely an inconvenience, not everyone makes it to the grocery store between these hours so it&#8217;s a little frustrating, especially for me personally.  I like to go shopping later, ”says Chris Rankins, who lives in the Castro.</p>
<p>Mandelman&#8217;s precinct includes the Market Street Safeway.  He said the company reached out to him to discuss issues with the theft. </p>
<p>&#8220;I think, like many retailers, they are seeing increasing property crime and theft from their stores,&#8221; Mandelman said.  “I think the last 6 months have been kind of off the charts after what they say, as far as the bad development goes.  It&#8217;s sad, angry and frustrating. &#8220;</p>

<p>Mandelman said he is now working to organize a meeting with Safeway, the San Francisco police and the district attorney.</p>
<p>&#8220;It&#8217;s an equity problem,&#8221; he said.  &#8220;There are many low-income people, seniors, people with disabilities who rely on these Safeway and other Safeways across town.&#8221; </p>
<p>Johnny Denham, who works at night, has to change his routine for now.</p>
<p>&#8220;It is better for me to come here after work, shop, and go home,&#8221; he said.  &#8220;Now it&#8217;s like I either have to go shopping before work or on my days off, which I don&#8217;t really enjoy doing.&#8221; </p>
<p>Safeway did not immediately respond to KPIX 5&#8217;s request for a comment. </p>
