<p>Founded in 1902, the LightHouse for the Blind and Visually Impaired is one of the nation&#8217;s largest and most established blindness organizations, providing comprehensive education, training, and advocacy for the community.</p>
<p><span class="xn-person">Sharon Giovinazzo</span> brings more than two decades of experience to leading organizations dedicated to advocating for and serving the needs of the blind and visually impaired.  She will join LightHouse after serving as President and CEO of the World Services for the Blind.</p>
<p>&#8220;I am honored to join the leadership team at LightHouse as its new CEO,&#8221; said <span class="xn-person">Sharon Giovinazzo</span>.  &#8220;This organization has a long and successful track record of driving and achieving independence, equality and self-reliance for the community. <p>In her new role as CEO of LightHouse, Giovinazzo will be responsible for leading the organization&#8217;s dedicated team of blindness advocates, educators, and professionals while growing the value of the organization to its members, donors, sponsors, partners, and other stakeholders.  She will drive efforts to promote the independence and equality of the community while strengthening the organization and its programs. </p>

<p>Giovinazzo brings extensive experience in organizational management, strategic planning, community impact, public policy and advocacy.  Prior to her role as President and CEO of the World Services for the Blind, she served for nearly a decade in various roles for the Raleigh Lions Clinic for the Blind (RLCB) where she assisted in the development and implementation of the agency&#8217;s <span class="xn-money">$34 million</span> budget, including determining staffing and operational needs and expenditures.</p>
<p>Prior to that, during her tenure with National Industries for the Blind (NIB), Giovinazzo is credited with providing the leadership for cultivating and understanding the AbilityOne programs with Congress, Federal Executive Branch Agencies, consumer and commercial organizations concerned with disability policy.  Throughout her career, Sharon has been an advocate for public policy in legislative affairs and regulations.  Prior to the NIB, she held positions with the Central Association for the Blind and Visually Impaired (CABVI) in <span class="xn-location">Utica, NY</span>;  was appointed Chair to the State Rehabilitation Council in 2006 and supervised the operations of a DEPMEDS training facility with the US Army.</p>
<p><span class="xn-person">Sharon Giovinazzo</span> holds a bachelor&#8217;s degree in Human Services Management from <span class="xn-org">SUNY Empire State College</span> and a dual master&#8217;s as an MSW and an MBA.  Additionally, she holds a Certificate of Management in Business Administration from the <span class="xn-org">University of Virginia&#8217;s</span> <span class="xn-person">Darden School</span> of Business.</p>
<p>Giovinazzo will begin her position as CEO on <span class="xn-chron">October 25</span>.</p>

<p>SAN FRANCISCO — The San Francisco Unified School District will no longer use the word “chief” in job titles because of concerns from Native Americans.</p>
<p>District officials said they haven&#8217;t decided what they will use instead of &#8220;chief.&#8221;  The San Francisco Chronicle first reported the ban on Wednesday.</p>
<p>&#8220;While there are many opinions on the matter, our leadership team agreed that, given that Native American members of our community have expressed concerns about the use of the title, we are no longer going to use it,&#8221; the district statement said.</p>
<p>“With nearly 10,000 employees, SFUSD is one of the largest employers in San Francisco and in addition to site leaders, we need central leaders who serve all of our 119 schools,” it said.</p>
<p>The statement acknowledged that those positions require significant responsibility and specific expertise.</p>
<p>&#8220;By changing how we refer to our division heads we are in no way diminishing the indispensable contributions of our district central service leaders,&#8221; it said.</p>
<p>The district&#8217;s decision follows such moves as the recent renaming of Northern California&#8217;s former Squaw Valley Ski Resort.  The word “squaw,” derived from the Algonquin language, has morphed over generations to a misogynist and racist term to disparage Indigenous women.</p>
<p>Thursday, lawmakers in the state Assembly passed a bill that would remove “squaw” from all geographic features and place names in the state.  Lawmakers would not say the word while debating the bill.  Democratic Assembly member James Ramos, a member of the Serrano/Cahuilla tribe, referred to it as the “s word.”</p>
<p>&#8220;This word that is still being used in well over 100 geographical areas in California,&#8221; Ramos said.  &#8220;This word is very derogatory toward Native American women.&#8221;</p>
<p>The word “chief,” however, is commonly used to connote leadership and authority — from fire and police chiefs to chief executives, chief scientists and engineers, and a host of other jobs.</p>
<p>According to Webster&#8217;s New World dictionary, the origin and development of the word “chief” runs back through Middle English and Old French to Latin.</p>

<p>    You can&#8217;t make this up: The San Francisco Unified School District is dropping the word “chief” from all job titles (“chief technology officer, “chief of staff,” etc. ) for its 10,000-employee workforce because – you guessed it – the word is associated with Native Americans.<br />According to spokesperson Gentle Blythe, &#8220;While there are many opinions on the matter, our leadership team agreed that, given that Native American members of our community have expressed concerns about use of the title, we are no longer going to use it.&#8221;<br />While the word &#8220;chief&#8221; can be used in connection with American Indian tribes, it also appears in many phrases that have no connection, including &#8220;chief of police,&#8221; &#8220;chief executive officer&#8221; and &#8220;sorry about that, chief.&#8221;<br />No substitute for the word has been determined, which suggests how little thought was put into the decision.<br />Blythe quickly noted dropping the word does not reflect “a downgrade in job status.”<br />The district didn&#8217;t indicate whether it advocates President Joe Biden be called something other than &#8220;commander in chief,&#8221; or whether John Roberts should renounce being &#8220;chief justice.&#8221;<br />What&#8217;s particularly amusing in this attempt at progressive sensitivity: While the English language has many words that can be traced to Native Americans, including “chipmunk,” “barbecue” and “hurricane,” they don&#8217;t include “chief.”<br />According to the Merriam-Webster dictionary, the word “chief” has no connection to Native American languages.  Instead it derives from the Old French word (chef ), meaning “leader” and originally from Latin (capus), meaning “captain.”<br />The San Francisco school district is still learning, apparently, even after the city&#8217;s liberal Democratic voters ousted three school board members in a special recall election in February.<br />The school district appears to be a parody on “woke” excesses of political correctness.  Will they next ban books by Laurence Tribe?<br />Parents were outraged the school board kept schools shut through the entire 2020 school year based on teacher union demands even as San Francisco Mayor London Breed pressed them to reopen.  High school students returned to school for a single day in May 2021 so the school district would qualify for $12 million in state aid.<br />Many parents had already voted against the board by removing their children from district schools.  Enrollment declined by 3,500 during the pandemic.<br />School board members had also indulged their “woke” progressive obsession by seeking to rename 44 schools with allegedly sexist or racist designations, such as George Washington, Abraham Lincoln and Democratic Sen. Dianne Feinstein.<br />The school board recall was a landslide, with Alison Collins (79%), Gabriela Lopez (75%) and Faauuga Moliga (72%) losing overwhelmingly.  Successful recalls are rare.  It takes real effort to lose by 3-1 margins.<br />The recall was a populist groundswell supported by fed-up parents and liberals, including Breed.<br />That&#8217;s San Francisco where Republicans are only 6% of the city&#8217;s registered voters and where 85% of voters supported Joe Biden in November 2020.<br />Breed noted &#8220;the school board must focus on the essentials of delivering a well-run school system above all else.&#8221;  Amen.<br />On June 7, San Francisco voters also sent a national message on crime by recalling the city&#8217;s far-left district attorney, Chesa Boudin, in another landslide (60%-40%).<br />Son of convicted felon Weather Underground domestic terrorist parents, Boudin was elected district attorney in 2019 advocating “decarceration” of jails and ending cash bail.  He refused to enforce criminal laws, sharply reducing felony prosecutions.<br />Crime has taken off. In 2021 homicides in San Francisco were up 36% from 2019 and 222 people were killed by gun violence in the city compared to 137 in 2019. With shoplifting an epidemic, Walgreens closed 11 stores there since 2019.<br />Homelessness and drug use are rampant on San Francisco streets. <p>San Francisco Police Chief William Scott said Tuesday that an incident last week when police officers were refused service at a local restaurant was “upsetting” and a disappointment.</p>
<p>Scott praised the officers&#8217; professionalism at the Hilda and Jesse restaurant in the city&#8217;s North Beach neighborhood Friday when three uniformed, on-duty officers were asked to leave because employees were uneasy about their service weapons.</p>
<p>&#8220;We wear uniforms but we&#8217;re all humans,&#8221; Scott told CNN&#8217;s Michael Smerconish.  “We get things done to us and said to us that are hurtful, but we have to rise above it and be professional.  That&#8217;s what these officers did.&#8221;</p>
<p>In a since-deleted post reported by local media, the restaurant&#8217;s social media account stated that staff felt “uncomfortable with the presence of their multiple weapons” and the officers were asked to leave.</p>
<p>“We respect the San Francisco Police Department and are grateful for the work they do.  We welcome them into the restaurant when they are off duty, out of uniform, and without their weapons,” the post said.</p>
<p>The restaurant&#8217;s stance sparked a fierce reaction online and it was subsequently inundated with negative comments on review sites such as Yelp.</p>
<p>The owners, Rachel Sillcocks and Kristina Liedags Compton, later apologized in another social media post, stating “We are grateful to all members of the force who work hard to keep us safe, especially during these challenging times.  We hope this will be a teachable moment for us as we repair and continue to build bridges with the SFPD.</p>
<p>&#8220;These are stressful times, and we handled this badly,&#8221; they said.</p>
<p>Scott said he spoke with the owners over the phone on Tuesday and has accepted their apology.</p>
<p>&#8220;One of the things that we have to do, and this was said by the owners of the restaurant, is we have to sit down and have conversations,&#8221; Scott said.  “We know that there are sometimes opposite sides of conversations about police officers and policing.  But we sit down, we have conversations, and we can agree to disagree, but there has to be some civility in this process.&#8221;</p>

<p><span class="xn-location">SAN FRANCISCO</span>, <span class="xn-chron">Feb 8, 2022</span> /PRNewswire/ &#8212; The Governing Board of the San Francisco Health Plan (SFHP) has announced that <span class="xn-person">Yolanda Richardson</span>currently the Secretary of the California Government Operations Agency, will succeed <span class="xn-person">John F. Grgurina, Jr.</span>as Chief Executive Officer, effective <span class="xn-chron">April 4, 2022</span>. </p>
<p>Richardson was selected after a rigorous nationwide search, facilitated by recruiting firm Russell Reynolds Associates, which included extensive interviews with SFHP Governing Board members.  Mr. Grgurina supported the Board in its search to ensure the new CEO would uphold SFHP&#8217;s mission to improve health outcomes of the diverse <span class="xn-location">san francisco</span> communities through successful partnerships. </p>
<p>Mr Grgurina announced his retirement on <span class="xn-chron">August 6, 2021</span>after 14 years with SFHP and a distinguished career in health care that spans three decades.</p>

<p>Secretary Richardson has more than 20 years of healthcare leadership experience, including her current role as Governor Newsom&#8217;s Secretary of the California Government Operations Agency, leading 11 state departments and offices essential to the effective administration of <span class="xn-location">California</span> state government.  In <span class="xn-chron">Jan 2021</span>, Governor Newsom called on Yolanda to help increase the pace of vaccine administration statewide and ensure vaccines were distributed equitably.  She launched a &#8220;Get Out the Vaccine&#8221; campaign in partnership with <span class="xn-org">UCLA</span> and community organizations statewide to promote vaccinations, knocking on more than three million doors to help Californians access the COVID-19 vaccine.  For her wide-ranging work during the pandemic, Yolanda was named &#8220;Public Administrator of the Year&#8221; in 2021 by the American Society of Public Administration (Sacramento Chapter) and one of five &#8220;Warrior Women&#8221; leading the fight against COVID-19 in 2021 by California Women Lead.</p>

<p>SAN FRANCISCO (CBS SF) — Police Chief Bill Scott escalated a war of words with District Attorney Chesa Boudin Monday less than two hours after State Attorney General Rob Bonta and San Francisco Mayor London Breed had issued a joint statement voicing their hopes of mediating the dispute over the investigations of use of deadly force incidents.</p>
<p>Scott had terminated an investigative agreement between his department and the DA&#8217;s office earlier this month in the wake of revelations that came to light during the trial of Officer Terrance Stangel.</p>

<p>The agreement, or memorandum of understanding, between the agencies went into effect in July 2021 and allows the district attorney&#8217;s Independent Investigations Bureau to respond to crime scenes and investigate officer-involved shootings, in-custody deaths, and use-of-force cases.</p>
<p>Stangel is being tried on charges of battery, assault with a deadly weapon, assault likely to cause great bodily injury, and assault under color of authority.  A DA investigator tested under oath that she felt pressured to mislead police and withhold evidence from a sworn affidavit out of fear of losing her job.</p>
<p>The alleged assault occurred in October 2019 encounter with Dacari Spiers, an unarmed Black man.  Stangel and another officer initially responded to a report of a man choking a woman in the city&#8217;s Fisherman&#8217;s Wharf area and, once at the scene, a struggle ensued between Spiers and the officers.</p>
<p>During the encounter, Stangel allegedly struck Spiers&#8217; legs with a baton several times, resulting in Spiers suffering a broken leg and wrist, as well as lacerations to his leg.</p>
<p>The testimony hath broiled over into a heated public debate with an exchange of accusations between Scott and Boudin.  Now Scott and Boudin are scheduled to sit down this week to start renegotiating a new agreement to cooperate on use of force investigations. </p>

<p>In the statement from Bonta, Breed and City Attorney David Chiu, the officials said that they were “working together to support the parties to swiftly and collaboratively reach an agreement on the terms of an amended MOU that address the significant issues of compliance, accountability, and mutual expectations.”</p>
<p>Scott used the statement to once again level criticism at Boudin, questioning the integrity of the DA&#8217;s office.</p>
<p>&#8220;I&#8217;m grateful to Attorney General Bonta, Mayor Breed and City Attorney Chiu for recognizing and responding to the significant issues of compliance that eroded my confidence in the integrity of my agreement with District Attorney Boudin&#8217;s office,&#8221; Scott said in his statement.</p>
<p>“I stand strongly for the principles of accountability and transparency, which are foundational to all 21st century police reforms — including those involving uses of force and officer-involved shootings,” the statement continued.  “But accountability and transparency must be mutually honored by both parties in agreements such as these.  I am hopeful that rigorous protections can be put in place to restore and then guarantee the &#8216;two-way street&#8217; moving forward, which according to the sworn court testimony of an SFDA investigator that office abandoned.&#8221;</p>
<p>Boudin denies violating the agreement.  Rachel Marshall, a spokesperson for Boudin&#8217;s office, said the agreement has room for improvement and that the DA&#8217;s office remains committed to prosecuting unlawful use of force.</p>

<p>SACRAMENTO (AP) &#8212; California&#8217;s troubled unemployment benefits division will soon have its third director in the last two years.</p>
<p>The head of the employment promotion department, Rita Saenz, resigned on Friday after a little more than a year in office.  She will be replaced by Nancy Farias, who has served as the department&#8217;s associate director since 2020.  She will earn a salary of $204,613.</p>

<p>Saenz, who ran the California Department of Human Services in the early 2000s and a former executive at Xerox Corp.  came out of retirement in 2021 to run the ministry as it was plagued by fraud and arrears.  The department was overwhelmed with unemployment benefits early in the pandemic after Gov. Gavin Newsom issued the country&#8217;s first statewide stay-at-home order, which forced businesses to close.</p>
<p>Since then, the agency has received 26.4 million applications and paid $180 billion in benefits.  But about $20 billion of those payments went to scammers posing as prison inmates and, in one case, to US Senator Dianne Feinstein to trick state officials into sending them checks.</p>
<p>As director, Saenz attempted to implement 21 recommendations from the California auditor.  The department has so far implemented five of these recommendations, while the rest are in various stages of implementation.  In a memo announcing her retirement, Saenz said she only planned to stay in the department for a short time.</p>

<p>&#8220;I am proud of the many reforms and new programs that EDD has introduced over the past year,&#8221; Saenz said in a department press release.  &#8220;Nancy Farias has the energy and direct experience to sustain this positive momentum.&#8221;</p>
<p>Newsom praised Saenz for her &#8220;steadfast leadership&#8221; and credited her with leading &#8220;important reforms at the ministry to better serve working Californians, prevent fraud, and hold bad actors accountable.&#8221;</p>
<p>The department recently uncovered another fraud scheme, when scammers posed as doctors to trick state officials into issuing them disability cards.  The department froze about 345,000 applications related to 27,000 doctors.  Earlier this week, the department announced that about 98% of those claims were fraudulent.</p>
<p>However, the department has frozen the benefits of some eligible claimants who have had trouble reinstating their benefits.</p>

<p>&#8220;The EDD has tried so hard to downplay its recent failure to prevent fraud in its disability programs,&#8221; said Assemblyman Jim Patterson, a Fresno Republican who has been a vocal critic of the department.  &#8220;The governor needs to put someone in charge of the EDD who has the courage to make the necessary changes.&#8221;</p>

<p>A now-deleted post reported by local media reported on the restaurant&#8217;s social media account that staff were &#8220;uncomfortable with the presence of their numerous guns,&#8221; and officials were told to leave the restaurant .</p>
<p>“We respect the San Francisco Police Department and are grateful for the work they are doing.  We greet them in the restaurant when they are not on duty, without uniform and without weapons, ”the post said.</p>
<p>The restaurant&#8217;s attitude sparked a violent online reaction and was subsequently inundated with negative comments on review sites like Yelp.</p>
<p>The owners, Rachel Sillcocks and Kristina Liedags Compton, later apologized on another social media post, saying, “We are grateful to all of the members of the troupe who are working hard to ensure our safety, especially in these challenging times for the moment us while we repair and continue building bridges with the SFPD.</p>
<p>&#8220;These are stressful times and we have handled them badly,&#8221; they said. </p>
<p>Scott said he phoned the owners on Tuesday and accepted their apology.</p>
<p>&#8220;One of the things we have to do, and this was said by the owners of the restaurant, is to sit down and have a chat,&#8221; said Scott.  “We know that conversations about police officers and police sometimes have opposing sides.  But we sit down, we talk and we can agree to disagree, but there has to be a certain politeness in this process. &#8221;</p>

<p id="bt7ldg">SAN FRANCISCO &#8211; Charlotte Mailliard Shultz, longtime chief of San Francisco protocol and unofficial advisor to 10 mayors, died Friday of complications from cancer.  She was 88.</p>
<p id="IjJ3u9">The celebrity died in her Stanford home, designer Stanlee Gatti confirmed to several news outlets.</p>
<p id="Aosqov">Friends and family called her a true San Franciscan &#8211; she was from Texas &#8211; who helped the city look its best.  As the city’s chief of protocol for more than five decades, she supported consuls general, strengthened ties to partner cities and promoted San Francisco among its guest officials.</p>
<p id="RxdZy8">&#8220;She had a remarkable talent for organizing events and representing our city with dignity and class, including hosting foreign heads of state,&#8221; said US Senator Dianne Feinstein, a former mayor of San Francisco.  &#8220;Charlotte really made San Francisco known as an international city.&#8221;</p>
<p id="pp7sFQ">Shultz was married three times, including to real estate developer Melvin Swig, who owned the Fairmont Hotel.  He died of cancer in 1993.  In February she lost her third husband, former US Secretary of State George Shultz, who died at the age of 100.</p>
<p id="lwwwN1">California Governor Gavin Newsom, also a former mayor of San Francisco, called her an &#8220;exceptional citizen leader, dedicated civil servant and valued friend.&#8221;</p>
<p id="09ssWk">Shultz organized public events, including parades for the 49ers and the San Francisco Giants.  She has served on the boards of the San Francisco Museum of Modern Art, the San Francisco Opera, the San Francisco Symphony, and the San Francisco Ballet.</p>
<p id="BagrAy">Charlotte Smith grew up in the small town of Borger, Texas, from parents who ran a five-and-dime store, the San Francisco Chronicle reported Friday.  She graduated from the University of Arkansas with degrees in Marketing, Merchandising, and Fashion Design.</p>
<p id="cEpyqV">Shultz lived in Houston, Dallas, and Los Angeles before moving to San Francisco.</p>
