<p style="text-align:justify">Late yesterday, the Coalition on Homelessness and seven individual plaintiffs filed suit against the City and County of San Francisco and Mayor London Breed for their efforts to criminalize homelessness through an array of brutal policing practices that violate the constitutional rights of unhoused San Franciscans.  The plaintiffs are also seeking a preliminary injunction to stop these practices on an emergency basis.  Plaintiffs are represented by the Lawyers&#8217; Committee for Civil Rights of the San Francisco Bay Area and the ACLU Foundation of Northern California, as well as the global law firm Latham &#038; Watkins LLP.</p>
<p>For years, San Francisco has claimed that it is taking steps to address the City&#8217;s homelessness crisis.  But in fact, the City is forcing unhoused people out of sight—destroying their survival belongings and citing and arresting them for sleeping in public when they have no shelter to go to.  San Francisco has more laws penalizing homelessness than any other place in California, and possibly America.  These regressive mass incarceration era policies only perpetuate San Francisco&#8217;s homelessness crisis and scapegoat unhoused people for the City&#8217;s egregious failure to support affordable housing for San Francisco residents.  </p>
<p>San Francisco lacks—and has always lacked—adequate affordable housing and shelter for thousands of unhoused San Franciscans.  San Francisco&#8217;s threats, citations, arrests, and removal of unhoused residents from public spaces therefore violate the Eighth Amendment&#8217;s prohibition against cruel and unusual punishment.  The City is also engaged in a practice of illegally seizing and destroying the personal belongings of unhoused residents in violation of the Fourth Amendment.  These practices help San Francisco claim that it is solving the homelessness crisis—when it has actually just swept it under the rug.</p>
<p>San Francisco&#8217;s homelessness crisis is one of unaffordability.  When longstanding residents can no longer afford to stay in their homes, they are forced out onto the street.  San Francisco&#8217;s politicians have understood this for years, but they have failed to act.  Instead, the City has consistently relied on tough-on-crime policies to respond to homelessness instead of addressing the root cause of the problem: the clear lack of permanent affordable housing.</p>
<p>This is immoral, cruel, costly, and ultimately counterproductive—not to mention unconstitutional.  The City knows this because it constantly violates its own policies that purport to require a humane, services-first approach to the homelessness crisis.  The reality is that unhoused San Franciscans wake up to find their survival belongings seized and destroyed as they face criminal penalties for sleeping outside even though the city has little to nothing to offer San Francisco&#8217;s unhoused residents in terms of shelter, housing, and services.  This lawsuit combines massive amounts of public data with eyewitness accounts to expose the City&#8217;s unlawful conduct, which makes it almost impossible for the thousands of affected San Franciscans to exit homelessness.  </p>
<p>Those experiencing homelessness in San Francisco are disproportionately people of color due to decades of discrimination in housing, education, healthcare and the criminal justice system. Today, for example, Black people comprise 6% of San Francisco&#8217;s general population but make up 37% of the City&#8217;s unhoused population.  Black renters in San Francisco still face some of the worst housing discrimination anywhere in the country.  That targeted exclusion has only exacerbated the homelessness crisis for people of color.</p>
<p>San Franciscans deserve real solutions to homelessness.  That starts and ends with the City actually investing in affordable housing.  This lawsuit seeks to hold the City to account for its unconstitutional attack on unhoused San Franciscans.  The City cannot punish unhoused people for a housing crisis it created.</p>
<p>Client statements:</p>
<p>Plaintiff Nathaniel Vaughn, a life-long San Franciscan who recently became unhoused, reflects: &#8220;We do not deserve to be treated like criminals and to have our belongings thrown in the trash when we are at our most vulnerable.&#8221;</p>
<p>Plaintiff Toro Castaño notes the impact this has on unhoused people: “The City&#8217;s sweeps [are] a dehumanizing disruption to the small ounce of stability that I was trying to build for myself during one of the hardest times of my life.&#8221;</p>
<p>Plaintiff Sarah Cronk says the same: “We are just trying to scrape by and build as much of a life for ourselves as possible—with both dignity and safety.  The City makes that impossible for us.”</p>
<p>Jennifer Friedenbach, Executive Director of the Coalition on Homelessness: “San Francisco&#8217;s homelessness crisis is its affordable housing crisis.  Instead of investing in permanent affordable housing, the city has spent millions of dollars to rid our neighborhoods of visible signs of homelessness.  Punitive approaches make homelessness worse, as it only makes it harder for people to access already limited services, find employment and secure stable housing.”</p>
<p>Attorney statements:</p>
<p>“The City is using unhoused residents as the scapegoats for a crisis of economic and racial justice that it helped to create.  San Francisco should fight to end homelessness.  But the only real solution to San Francisco&#8217;s homelessness crisis is housing.  Instead of solving homelessness, the City has invested in carceral policies that make the crisis worse.  That&#8217;s not only unconstitutional, it&#8217;s also just bad policy.  We should expect better far better from our political leaders.”  &#8211; Zal Shroff, Senior Staff Attorney, Lawyers&#8217; Committee for Civil Rights of the Bay Area</p>
<p>“Racism is embedded in the criminalization of homelessness in San Francisco as people of color are disproportionately targeted by anti-homeless ordinances.  The current system is complaint-driven, allowing housed residents to dictate traumatizing enforcement against unhoused people who attempt to live in whiter, gentrifying neighborhoods.  This suggests that the City is doing more to appear wealthy homeowners than it is to support the health and wellbeing of the most vulnerable with real opportunities out of homelessness.  Through the lawsuit, we aim to lay bare the City&#8217;s illusory shelter options and end the racist results that criminalization produces.”  &#8211; John Do, Senior Staff Attorney, ACLU of Northern California</p>

<p>Civil Air Patrol&#8217;s San Francisco Bay Group 2 celebrated their return to face-to-face meetings this month with a training day, orientation flights, beacon hunting competition, and other educational activities at Livermore Airport, home of Tri-Valley Composite Squadron 156.</p>
<p>&#8220;This activity was the catalyst needed to get our organization out of the pandemic and foster a stronger sense of community,&#8221; said Lt.  Col. Shawn Lawson, Group 2 commandant.</p>
<p>He said about 160 cadets, adult members, parents and visitors attended the celebration.</p>
<p>The volunteer Civil Air Patrol is the United States Air Force&#8217;s civil helper and provides air support in emergencies.  Bay Group 2 includes 10 seasons based in Livermore, Concord, San Francisco, Oakland, Hayward, Palo Alto, San Carlos, San Jose and Watsonville.</p>
<p>Because of the pandemic, CAP squadrons have met virtually since March 2020 and did not resume face-to-face meetings until June.</p>

<p>In einer längst überfälligen Aktion hat der Kongress die Verleihung der Congressional Gold Medal an Mitglieder der berühmten Merrill&#8217;s Marauders of World War II genehmigt.  Das Repräsentantenhaus verabschiedete die Resolution letzte Woche, nachdem der Senat sie im vergangenen Herbst genehmigt hatte.  Es wird erwartet, dass Präsident Donald Trump es in Kürze unterzeichnen wird.</p>
<p>Jedes Jahr wird nur eine Congressional Gold Medal an eine Person oder Institution verliehen.  Er gilt laut der offiziellen Website des Preises als „der höchste Ausdruck nationaler Anerkennung für herausragende Leistungen und Beiträge“.</p>
<p>Merrills Rumtreiber wurden nach General Frank Merrill benannt.  Die 3.000-starke Einheit war offiziell die 5307. Verbundeinheit.  Es wurde während des Burma-Feldzugs des Zweiten Weltkriegs darauf trainiert, hinter japanischen Linien zu arbeiten.</p>
<p>Marodeure bewegen sich unter Beschuss gegen japanische Stellungen.</p>
<p>Leider haben Kampf, Krankheit und Zeit ihren Tribut gefordert.  Heute gibt es nur noch acht überlebende Mitglieder der berühmten Einheit.  Als 2016 der Drang zur Verleihung der Medaille begann, waren noch 28 Rumtreiber am Leben.</p>
<p>„Ich habe das Gefühl, auf Luft zu schweben“, sagte Robert Passanisi, ein 96-jähriger Veteran der Einheit, der auch Sprecher der überlebenden Mitglieder und Historiker ist, als er die Nachricht hörte. </p>
<p>„Es war ein langer Weg, und wir mussten uns durch drei Kongresssitzungen kämpfen, um diese große Ehre zu erhalten“, sagte Passanisi.  &#8220;Ich bedaure nur, dass nur acht von uns noch am Leben sind, um diese historische Ehre zu genießen.&#8221;</p>
<p>Einige einzelne Mitglieder der Einheit, darunter japanisch-amerikanische Dolmetscher sowie OSS-Truppen, die mit den Marauders der Merrill in Burma kämpften, waren bereits mit der Congressional Gold Medal ausgezeichnet worden. </p>
<p>Das Repräsentantenhaus verabschiedete den Gesetzentwurf einen Tag nach dem 77. Jahrestag von 2.000 Freiwilligen, die am 21. September 1943 in San Francisco an Bord der SS Lurline gingen, um sie nach Neukaledonien zu verschiffen.  Dort schlossen sich ihnen weitere 1.000 Veteranen der Südpazifikfront an.</p>
<p>Nachdem die US-Truppen 1943 von den Japanern aus Burma vertrieben worden waren, beschlossen die Amerikaner, dass sie hinter den japanischen Linien eine „Long Range Penetration“-Mission brauchten.  Der Plan war, die Nachschublinien und Verbindungen des Feindes zu stören und zu zerstören, ihn von hinten anzugreifen und zu versuchen, die Burma-Straße zurückzuerobern.</p>
<p>General Joseph „Vinegar Joe“ Stilwell fasste die Kampagne grimmig zusammen: „Ich behaupte, wir haben eine Prügelstrafe bekommen.  Burma ist uns davongelaufen, und es ist so demütigend wie die Hölle.  Ich denke, wir sollten herausfinden, was es verursacht hat, zurückgehen und es erneut aufnehmen [Burma].“</p>
<p>Der Aufruf ging an Freiwillige für „A Dangerous and Hazardous Mission“.  Mehr als 3.000 Männer folgten diesem Ruf, einige von weit entfernten Stützpunkten in Panama und Trinidad;  andere waren Veteranen aus Neuguinea, Guadalcanal und anderswo.  Damit war die 5307. Composite Unit (Provisional) geboren.</p>

<p>Die Einheit erhielt ihren Spitznamen vom Time-Korrespondenten James R. Shepley.  Reporter, die entsandt wurden, um über die Kämpfe in Burma zu berichten, suchten nach einem Haken, um die Fantasie der amerikanischen Öffentlichkeit zu Hause anzuregen.  Der Spitzname der Einheit diente diesem Zweck.</p>
<p>Frank Merrill sah nicht aus wie ein Mann, dessen Aufgabe es war, eine Special Operations Task Force hinter die feindlichen Linien zu führen.  Obwohl er ein kräftig gebauter Mann war, wurde er von einem schlechten Herzen und Sehschwäche geplagt.  Er hatte ergrautes Haar und rauchte ununterbrochen seine Pfeife.  Er hatte wenig Erfahrung in der Führung von Truppen, war aber ein brillanter und unerschütterlicher Anführer.</p>
<p>Während des Trainings und der Einsätze fuhr Merrill sich selbst noch härter als seine Männer;  deshalb liebten, respektierten und glaubten sie an ihn.  Die chinesischen Truppen, die zum Kommando von General „Vinegar Joe“ Stillwell gehörten, liebten ihn fast so sehr wie General Chenault, den Kommandanten der „Flying Tigers“.</p>
<p>Merrill wurde in der kleinen Stadt Hopkinton, Massachusetts (dem Ausgangspunkt des Boston-Marathons) geboren. Er versuchte erfolglos, nach West Point zu gelangen, bevor er als Gefreiter zur Armee ging.  Er arbeitete sich bis zum Staff Sergeant hoch und wurde schließlich mit seiner sechsten Bewerbung in die US-Militärakademie aufgenommen.  Er absolvierte und wurde als Kavallerieoffizier in Auftrag gegeben.</p>
<p>Merrill verbrachte einige Zeit in Japan als stellvertretender Militärattaché und lernte dort Japanisch.  Kurz vor Pearl Harbor wurde er dem Chinese-Burma Theatre zugeteilt und war mit Stillwell auf seinem langen Marsch aus Burma.</p>
<p>Er trainierte seine Einheit hart und arbeitete drei Monate lang mit Orde Wingates Chindits, der britischen Einheit, die sich bereits einen Namen im Theater gemacht hatte.</p>
<p>Die Rumtreiber wurden in drei Bataillone aufgeteilt und in sechs Kampfteams (400 pro Team) gebildet, die farbcodiert Rot, Weiß, Blau, Grün, Orange und Khaki waren.  Es gab zwei Mannschaften zu einem Bataillon.  Der Rest der Männer bildete das Hauptquartier und das Lufttransportkommando. </p>
<p>Ursprünglich sollten die Rumtreiber und Chindits unter Wingates Kommando zusammen dienen, aber Stillwell, ein bekannter Anglophobe, wollte nichts davon haben.  Er wollte die 5307. für seine eigenen Pläne.  Seine bekannten Gefühle und Bitterkeit gegenüber den Briten sollten sich später als kostspielig erweisen.</p>
<p>Während der nächsten vier Monate würden Merrills Marauders an fünf großen und 30 kleineren Gefechten mit der japanischen Veteranen 18. Division teilnehmen, die sowohl Singapur als auch Malaya eingenommen hatte.</p>
<p>In ihrer ersten Aktion gegen die japanische 18. Division richteten sie Sperrstellungen bei Walawbum 10 Meilen hinter den japanischen Linien ein.  General Tanaka, der die japanischen Streitkräfte befehligte, befürchtete, dass Stillwell versuchte, seine Truppen einzukreisen, und griff die Rumtreiber umgehend an.</p>
<p>Die Amerikaner schlugen mehrere Bajonettangriffe zurück und verursachten erhebliche Verluste.  Die Japaner hatten 650 Tote und ebenso viele Verwundete.  Die Amerikaner hatten nur sieben Tote und 36 Verwundete.</p>
<p>Im Süden schlugen Wingates Chindits Tanaka hart, schnitten die Eisenbahnlinien und zwangen ihn, sich nach Norden zurückzuziehen.  Nach zwei Monaten fast ununterbrochener Kämpfe taumelten die Rumtreiber;  viele von ihnen waren bereits an Malaria erkrankt.  Aber ihre größte Mission stand noch bevor.</p>
<p>Weniger als ein Jahr nach ihrer Gründung wurde die Einheit mit der Durchführung einer langen und gefährlichen Mission über die Berge beauftragt.  Sie mussten fast 1.100 Meilen über den bergigen, fast undurchdringlichen Dschungel in den Ausläufern des Himalaja ohne Panzer oder schwere Artillerie zurücklegen, um die Japaner anzugreifen.  Ihr Ziel war es, den wichtigen japanischen Flugplatz Myitkyina zu erobern.  Die Operation würde als „End Run“ bekannt sein.</p>
<p>Die Einnahme des Flugplatzes würde dem Versorgungsflugzeug zugute kommen, da es nicht mehr über den „Hump“ fliegen müsste, um Nachschub nach Kunming, China, zu bringen.  Es würde den Alliierten auch ermöglichen, die Ledo-Straße zu bauen, über die auch Nachschub nach Kumming gelangen könnte. </p>
<p>Die Marodeure, die aufgrund von Verlusten und Tropenkrankheiten auf etwa 50 Prozent reduziert waren, wurden durch zwei chinesische Regimenter und 300 Kachin-Stammesangehörige, die vom OSS angeführt wurden, verstärkt.</p>
<p>Merrill, der gerade nach seinem zweiten Herzinfarkt seinen Dienst wieder aufgenommen hatte, war neben den Männern und ermutigte sie die ganze Zeit.  Die Wanderung war so steil, schlammig und tückisch.  Merrills Männer würden die Hälfte ihrer Lasttiere zusammen mit ihrer notwendigen Ausrüstung verlieren.  Und fast die Hälfte der Männer erkrankte an Amöbenruhr, nachdem sie Wasser aus Bächen getrunken hatten, die die Chinesen als Latrinen nutzten.</p>
<p>Nachdem sie eine kleine japanische Garnison in Ripong ausgelöscht hatten, erkrankten 149 der Männer an Typhus.  Mehrere der Männer starben, darunter Colonel Henry Kinnison, einer der Teamleiter.  Die Rumtreiber kamen in der Nacht zum 16. Mai an ihrem Zielort an.</p>
<p>Am nächsten Morgen begannen sie ihren Angriff, der von Oberstleutnant Charles Hunter angeführt wurde.  Die Rumtreiber und zwei chinesische Regimenter schlichen sich unentdeckt an den Japanern vorbei und griffen den Flugplatz von Norden, Süden und Westen an.  Sie haben die Japaner völlig überrascht.</p>
<p>Sie besetzten nicht nur den Flugplatz, sondern die chinesischen Truppen legten auch eine Fähre auf dem Irrawaddy-Fluss an.  Am 17. Mai um 15:30 Uhr hatte Merrill das Codewort „Kaufmann von Venedig“ gefunkt, was bedeutete, dass die Landebahn bereits für die Aufnahme von C-47-Transportflugzeugen vorbereitet war.</p>
<p>Lord Mountbatten schickte Stillwell die folgende Nachricht:</p>
<p>&#8220;Durch die Kühnheit Ihrer Führung, unterstützt durch den Mut und die Ausdauer Ihrer amerikanischen und chinesischen Truppen, haben Sie den Feind völlig überrascht und mit der Einnahme des Flugplatzes Myitkyina einen überragenden Erfolg erzielt.&#8221;</p>
<p>Die Beschlagnahme des Flugplatzes galt als brillanter militärischer Schachzug.  Doch die Amerikaner hatten eine große Chance verpasst, die Stadt Myitkyina nicht einzunehmen.  Die Stadt wurde nur von etwa 700 japanischen Soldaten verteidigt, aber Hunter hatte keinen Befehl erhalten, sie einzunehmen.</p>
<p>Darüber hinaus hätte sich eine neue Division, die britische 36., leicht den Amerikanern anschließen können, aber Stillwell wollte bei dieser Operation nicht an den Briten teilnehmen.  Dies war ein großer Fehler.  Stillwell schickte dann Flugabwehrmannschaften und Ingenieure, um eine bereits voll funktionsfähige Landebahn zu reparieren, anstatt dringend benötigte Waffen und Munition zu besorgen.  Als das 2. Bataillon der Marauders von Merrill die Stadt angriff, waren die Japaner verstärkt und verfügten nun über 3.500 gut eingegrabene Truppen.  Die Angriffe der Rumtreiber schlugen fehl.</p>

<p>Merrill und Stillwell in Burma.</p>
<p>Krankheiten, Typhus, Malaria und Ruhr reduzierten die Zahl der Rumtreiber, bis nur noch 200 effektive Schützen übrig waren.  Als Reaktion darauf kratzte Stillwell mehr Ingenieure und Unterstützungstruppen zusammen;  dennoch waren diese Männer völlig grün.</p>
<p>Bis in den Spätsommer gelang es den Japanern, die Stadt Myitkyina zu halten.  Zu diesem Zeitpunkt waren die Rumtreiber keine effektive Kampftruppe mehr.  Sie wurden schließlich im Juni aus der Reihe gezogen und im August aufgelöst.</p>
<p>Aber durch die hervorragenden Bemühungen sowohl der Rumtreiber als auch der Chindits rettete der Flugplatz von Myitkyina die Transporte davor, über den gefährlichen „Hump“ nach China zu fliegen.  Und mit der Fertigstellung der Ledo Road war nun die 1.100 Meilen lange Versorgungsroute nach Kunming geöffnet.</p>
<p>Merrill wurde zum Generalmajor befördert und in das Pacific Theatre versetzt.  Während des Okinawa-Feldzugs war er Stabschef der 10. Armee unter General Buckner.  Später bekleidete er dieselbe Position für die 6. Armee auf den Philippinen.  Er war auf dem Schlachtschiff Missouri für die japanische Kapitulation in der Bucht von Tokio anwesend.</p>
<p>Nach dem Krieg war er kurzzeitig stellvertretender Chef der Militärberatung für die Philippinen, aber ein dritter Herzinfarkt zwang ihn in den Ruhestand.  Er kehrte in seine Heimat Neuengland zurück und zog sich in New Hampshire zurück, wo er vom Gouverneur den Posten des State Highway Commissioner erhielt.  Merrill starb am 11. Dezember 1955 in Fernandina Beach, Florida, an einem Herzinfarkt. Er war erst 52 Jahre alt.  Er wurde auf seinen Wunsch in West Point neben General Stillwell beigesetzt.</p>
<p>Am 10. August 1944 wurden die überlebenden Merrill&#8217;s Marauders zur 475. Infanterie konsolidiert, die bis Februar 1945 im Norden Burmas ihren Dienst fortsetzte. Im Juni 1954 wurde die 475. Infanterie als 75. Infanterie umbenannt.  Dabei wurden die Männer von Merrill&#8217;s Marauders die Eltern des 75. Infanterie-Regiments, aus dem das heutige 75. Ranger-Regiment hervorging.  Aus diesem Grund werden die sechs Farben, die die Kampfteams der Rumtreiber repräsentierten, jetzt auf dem Barettblitz des Ranger-Regiments getragen.</p>
<p>Merrill wurde 1992 in die Ranger Hall of Fame aufgenommen. Ihm zu Ehren beherbergt das Camp Frank D. Merrill in Dahlonega, Georgia, das 5. Ranger Training Battalion und die Bergphase der US Army Ranger School. </p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO (KGO) &#8211; Why is the Van Ness Improvement Project taking so long?  That question is answered in a new report by the San Francisco Civil Grand Jury released on Monday.</p>
<p>The Mission Street to Lombard Street project will create San Francisco&#8217;s first express bus system with dedicated bus lanes, improved boarding, and technology to keep buses moving.  It will also replace a 100 year old aqueduct and sewer.</p>
<p>Businesses along the two-mile stretch of San Francisco have long had a different name for Van Ness Avenue.</p>
<p>&#8220;It&#8217;s a mess,&#8221; said Farzin Kaveh, owner of Audio Symphony.</p>
<p>The chaos also caught the attention of the 19-member San Francisco civil jury.</p>

<p>&#8220;With 5-6 years of construction, you can imagine that many of us, including our friends and acquaintances, have asked why Van Ness is taking so long,&#8221; said Simone Manganelli, juror and chairman of the Van Ness Investigation Civil Grand Jury.</p>
<p>The recent Civil Grand Jury report found that the cost of the project rose to $ 346 million, which is $ 37 million over budget.  This bus service is also scheduled to begin in 2022, three years later than promised.</p>
<p>The city said the delays were due to unexpected findings beneath the surface of Van Ness, but the jury found that the SFMTA could have reduced delays and cost overruns if it had done more before construction began.</p>
<p>&#8220;In terms of the design, planning, contracting and pre-building process,&#8221; said Manganelli.</p>
<p>The Civil Grand Jury found deficiencies on both the city side and the contractor&#8217;s side.</p>
<p>On the municipal side, the jury found that the relocation of bus-S-Bahn lines in the middle of the lane made transit times smoother, but led to delays because existing supply facilities such as water and sewage had to be relocated to the roadside.</p>
<p>The jury also found that the city did not conduct any exploration tours.</p>
<p>&#8220;Exploratory potholes would have helped them see how different the official supply maps under Van Ness Avenue were compared to reality,&#8221; Manganelli said.</p>

<p>On the contractor side, the jury noted that Walsh may have cost less upfront, but not in the long run.</p>
<p>&#8220;Walsh and the city didn&#8217;t work together the way they wanted on this deal,&#8221; said Manganelli.</p>
<p>&#8220;They all focused on meticulously resolving these issues with delays and schedules rather than trying to innovate and move the project forward,&#8221; he continued.</p>
<p>Something that companies suffering from Van Ness haven&#8217;t lost.  I interviewed Kaveh again in 2019 and today.</p>
<p>&#8220;It&#8217;s no longer a welcoming area, people avoid it, so as business owners and other businesses, people don&#8217;t come here and you can&#8217;t blame them,&#8221; said Kaveh.</p>
<p>In a statement sent via email, the SFMTA said, “We appreciate the work of the San Francisco Civil Grand Jury on the Van Ness Improvement Project.  It raises certain issues that have been identified in previous internal audits and we are actively working to translate the lessons learned from these issues into successful projects across the city.  The SFMTA has resolved several claims made by the contractor regarding the issues in the report, including several where the contractor has acknowledged its shortcomings.  We regret that the report does not properly reflect the roles and responsibilities of a general contractor for construction management on a construction project as complex as the Van Ness Improvement Project.</p>
<p>Now that the underground work is complete, we are almost on schedule and on budget for the surface component of the project.  Our teams apply the lessons learned from the Van Ness Improvement Project to other projects in our SFMTA portfolio &#8211; including the successful Geary Rapid Project.  The recent pace of construction above ground also reflects the experience of the contractor and we look forward to working with them on a successful final phase of this project. &#8220;</p>
<p>Walsh did not respond to the I-Team&#8217;s request for comment.</p>
<p>The agencies named in the Grand Jury report have 60 or 90 days to respond.  The board of directors will hold a public hearing as soon as these responses are received.</p>

										<content:encoded><![CDATA[<p>San Francisco (KGO) -Why is the Vanness Improvement Project taking so long?  The new San Francisco Grand Jury Report, published on Monday, answers this question. </p>
<p>The Mission Street to Lombard Street project creates San Francisco&#8217;s first express bus system with dedicated bus lanes, improved entry and technology to keep buses moving.  It will also replace the 100 year old water pipes and canals.</p>
<p>Companies moving up and down San Francisco have long since had a different name on Van Ness Avenue.</p>
<p>&#8220;It&#8217;s a mess,&#8221; said Farzin Kaveh, who owns the audio symphony.</p>
<p>This turbulence also caught the attention of 19 Grand Juries in San Francisco.</p>

<p>Simon Manganelli, Jury and Chair of the Vannes Survey Citizens Grand Jury, said:</p>
<p>According to a recent Civil Grand Jury report, the cost of the project has risen to $ 346 million, which is $ 37 million over budget.  Bus traffic is slated to begin in 2022, three years after the promise.</p>
<p>The city said the delay was caused by an unexpected discovery beneath the surface of Vannes, but the jury said if SFMTA did more before construction began, it would reduce delays and cost overruns.  I thought I could do it.</p>
<p>&#8220;In terms of design, planning, contracts and pre-construction processes,&#8221; said Manganelli.</p>
<p>The citizens&#8217; grand jury found shortcomings on both the city side and the contractor&#8217;s side.</p>
<p>On the city side, the jury has a smoother transit time if the high-speed bus line is placed in the middle of the lane, but has to move existing utilities such as water and sewage to the roadside, causing delays.  I found it to be happening.</p>
<p>The jury also noted a lack of exploratory caving across the city.</p>
<p>&#8220;Exploring caves helped us understand how the official supply map under Vannes Avenue differs from reality,&#8221; said Manganelli.</p>

<p>On the contractor&#8217;s side, the jury decided that Walsh may have lower upfront costs, but in the long run it doesn&#8217;t.</p>
<p>&#8220;Walsh and the city didn&#8217;t work together as they expected on the deal,&#8221; said Manganelli.</p>
<p>&#8220;They all focused on carefully resolving these delays and timing issues rather than renewing and moving the project forward,&#8221; he continued.</p>
<p>Something that hasn&#8217;t been lost in a company suffering from Vannes.  I interviewed Kaveh again in 2019 and today.</p>
<p>“It&#8217;s no longer a cozy area.  As business owners and other companies, people don&#8217;t come here and you can&#8217;t blame them because people avoid it, ”says Kaveh.  I did.</p>
<p>In an email statement, SFMTA said, “Thank you to the San Francisco Citizens Grand Jury for their work on the Vanness Improvement Project, which raises specific issues identified in and from previous internal audits.  Lessons Learned SFMTA has resolved several contractor claims related to reporting issues, including those where contractors have acknowledged their shortcomings.  The report includes general site management.  It is a pity that the roles and responsibilities of the tractor are not properly reflected.  A capital construction project as complex as a Vanness improvement project.</p>
<p>After the underground work is complete, the surface components of the project will be completed almost on time and on budget.  Our team applies the lessons learned from the Van Ness Improvement Project to other projects in the SFMTA portfolio, including the successful Geary Rapid Project.  The recent pace of construction of the earthworks is also reflecting the lessons learned from the contractors and we look forward to working with them to succeed in the final stages of this project.  &#8220;</p>
<p>Walsh did not respond to Team I.</p>
<p>The institutions named in the grand jury report must respond within 60 or 90 days.  As soon as these statements are available, the Supervisory Board will hold a hearing.</p>

<p>A global survey of the sector shows COVID-19 is moving to the cloud faster for nonprofits, but planning, skills and resource gaps remain.</p>
<p><span class="xn-location">SAN FRANCISCO</span>, <span class="xn-chron">June 22, 2021</span> / PRNewswire / &#8211; TechSoup, the leading not-for-profit network facilitating the distribution of technology solutions to civil society organizations worldwide, today released the results of the largest global civil society research study ever conducted to understand computing practices and digital readiness of nonprofits and identify ways organizations like TechSoup can drive digital transformation of nonprofits and improve the impact on the sector.</p>

<p>The study, commissioned by TechSoup and supported in part by a generous grant from Okta for Good, interviewed 11,758 civil society technology decision-makers in 135 countries and in 41 languages.  Survey distribution partners included TechSoup Global Network, BoardSource, Center for Social Impact and Philanthropy, Civicus, Institute for the Development of Social Investment, Technology Association of Grantmakers, RNW Media, Transparency and Accountability Initiative, and WINGS.</p>

<p>The study, carried out in summer 2020, asked companies about IT resources, digital readiness, data management and the effects of COVID-19.  The most important findings include:</p>

<p>Tech Budgets: IT budgets are typically low but are likely to increase over the next 2 years.  Most decisions about IT products and services are made at the employee level, with an average purchase size of <span class="xn-money">$ 375</span> Need permits.  The number of people working on an IT team is limited and volunteers are often used.</p>
</li>
<li>
<p>Transition Ready ?: A quarter of nonprofits have a defined strategy for achieving digital readiness.  The biggest barriers to digital adoption, digital enhancement, and data management are cost, employee training, and availability.</p>
</li>
<li>
<p>Data processing: Most organizations collect recipient, donor, and financial information.  Across all data types, cloud-based data storage is the most widely used option today.</p>
</li>
<li>
<p>Killer App: Organizations rely on spreadsheets for all aspects of data handling, including collecting, storing and sharing data.</p>
</li>
<li>
<p>Pandemic focus: The major negative effects of COVID-19 affected workflows across the company and prompted a rethinking of the way they work.  Most programs, fundraising and marketing have been negatively impacted while internal communication has improved.  COVID-19 has sparked digital adoption primarily in cloud-based apps, followed by hardware and desktop apps.</p>

<p>Need for Nonprofits: The adoption of cloud-based services, cybersecurity tools and other digital resources could be accelerated by increased funding, access to IT consultants / staff to facilitate digital transformation, staff skills or training and increased awareness of available digital tools become.</p>

<p>About studying<br />The TechSoup Data Handling and Digital Readiness Global Study is based on an online survey of nonprofit IT decision makers that was conducted in the summer of 2020.  The survey was conducted through the TechSoup Global Network (TSGN) and other industry organizations such as Civicus, WINGS, BoardSource, TAG, CSIP, RNW, TAI and IDIS to reach global reach and was an open link with anonymous responses.
