<p>LUBBOCK, Texas — The cold weather has arrived here on the South Plains, and one Lubbock company has already noticed an uptick in customers reaching out to say their heaters are out.</p>
<p>&#8220;Most people plan to get ready for summer because they don&#8217;t want to be hot, but they don&#8217;t seem to do nearly as much planning to get ready for winter,&#8221; said Jim Hamlin, comfort consultant at Bruce Thornton Air Conditioning.  &#8220;So, when it hits, it&#8217;s a lot more devastating because you can freeze to death.&#8221;</p>

<p>Hamlin said winter is the time when your furnace has to work hardest to heat your home, but many just aren&#8217;t taking good enough care of their equipment.  He said the average life of a furnace is 12 years, but if it&#8217;s well-maintained, it&#8217;s not uncommon to see it running for up to 30 years.</p>
<p>Hamlin said the increase in demand for furnace repairs has been rather difficult due to the shortage of parts to fix those AC units. </p>
<p>&#8220;Rather than being able to do the repair that day, we&#8217;re having to find stuff from other towns, and have it shipped in and we&#8217;re getting people up and running,&#8221; Hamlin said.  &#8220;I would say we&#8217;re having 99.9% success finding the part, but it may take a few days longer than it normally used to.&#8221;</p>

<p>On top of that, Hamlin said the pandemic didn&#8217;t help things either. </p>
<p>&#8220;Because we went for a couple of years where people weren&#8217;t letting service techs in their house, I think there&#8217;s a bigger demand right now for service,&#8221; Hamlin said.  &#8220;People feel a little bit better about having service techs come into their house to do things.&#8221;</p>

<p>Hamlin recommends having a trusted company come out to do a &#8216;tune up&#8217; before the temperatures drop even lower this winter. </p>
<p>&#8220;You&#8217;d be amazed at how many times we go out and people just don&#8217;t change their filter,&#8221; Hamlin said.  “It&#8217;s cheap insurance.  That filter is there to protect the equipment and keep the dust off the equipment so it will run better.”</p>
<p>Hamlin said dirt is the number one killer of HVAC systems, so keeping your furnace filter clean is of the utmost importance.  He suggests replacing the filter monthly.</p>

<p>&#8220;If the filter is not capturing the dirt and dust, it&#8217;s going through your system and blowing out into your home,&#8221; Hamlin said.  “If it gets clogged up, it&#8217;s going to pull a certain amount of that dirt through your system and it&#8217;s going out into your home.  You can&#8217;t totally cut down on dust here, but you can help it with a good clean filter.  That will help with allergies, less dusting and extend the life of your equipment.”</p>
<p>Hamlin&#8217;s advice is to just set the thermostat where you are comfortable and leave it alone.  He explains that if you keep changing the temperature, it ruins the equipment and will only cost you more when you go to pay your utility bill.</p>

<p>HVAC companies are navigating an influx of calls, as Florida&#8217;s cold winter weather has been a reality for days.</p>
<p>Action News Jax reporter Kennedy Dendy followed a technician with Snyder Air Conditioning, Plumbing and Electric on a home visit to learn more about what customers are dealing with.</p>
<p>Julie Schuneman has lived in her Jacksonville home for 25 years.</p>
<p>&#8220;Yesterday afternoon the unit outside started making a horrendous racket,&#8221; Schuneman said.  &#8220;I was convinced the fans were going to fly off into space.&#8221;</p>

<p>So she called Snyder.</p>
<p>&#8220;They always take good care of me,&#8221; Schuneman said.</p>
<p>After meeting with a technician, she learned her compressor was failing, which supplies the heat and cooling for the whole system.</p>
<p>She&#8217;ll need a major repair or possibly a replacement.</p>

<p>Vice President Tim Wood said between Saturday and Sunday &#8212; over 400 phone calls came into their office.</p>
<p>&#8220;There has been a really huge impact on our call center, as well as our techs in the field,&#8221; Wood said.</p>
<p>While some callers over the past few days required home visits, Wood says others only needed education about their systems.</p>

<p>“You might hear your system going through some weird sounds that you don&#8217;t normally hear,” Wood said.  “With heat pumps, that&#8217;s totally normal.  Just keep an eye on your thermostat.  If it starts to lose temperature from what you have it set on, that&#8217;s a good sign that you might have an issue going on.”</p>
<p>He said the cold weather has put a strain on equipment, and it&#8217;s important to get routine maintenance on your systems.</p>

<p>A Colorado man suspected in the 1978 slaying of a 15-year-old girl visiting San Francisco will be arraigned on murder charges Thursday, San Francisco District Attorney Chesa Boudin said Wednesday.</p>
<p>Mark Stanley Personette, 76, was arrested in December in connection with the sexual assault and killing of 15-year-old Marissa Harvey. </p>
<p>Marissa had traveled from New York to San Francisco to visit her sister in 1978, and went to Golden Gate Park on March 27 with plans for renting a horse but didn&#8217;t return, police said. </p>
<p>She was reported missing and her body was found in nearby Sutro Heights Park the next day.</p>
<p>The case went cold for 43 years until last fall, when a DNA hit in a genealogy database linked DNA taken from the crime scene to Personette, authorities said.</p>
<p>Personette was arrested Dec.  16 in Colorado and extradited.  He is set to be arranged at 9 am Thursday.</p>
<p>&#8220;We are proud of our team and our collaboration with SFPD to solve this crime,&#8221; Boudin said.  &#8220;We will work to ensure that Mr. Personette is held accountable for the brutal and heinous acts that took Marissa&#8217;s life and to bring closure to her family, which has never stopped advocating for justice.&#8221;</p>

<p>SAN FRANCISCO (CBS SF/AP/BCN) &#8211; A new cold front coming to California motivated weather services to issue storm warnings Wednesday, with significant rain forecast along with the possibility of cloud-to-ground lightning and hail.</p>
<p>&#8220;Locally heavy rain could cause some brief ponding on roads, but significant flooding shouldn&#8217;t be a problem,&#8221; said KPIX meteorologist Paul Heggen.  “Enough hail on the roads could make them slick.  We won&#8217;t see numerous lightning strikes, but even a couple would pose a threat to anyone outdoors at the time.&#8221;</p>

<p>The Santa Rosa Fire Department tweeted a warning about the potential for “pea- to marble-size hail” on Thursday into the evening hours.</p>

<p>The system is the latest in a series of spring storms that has followed a dry winter that left California deep in drought.</p>
<p>Widespread rain, heavy mountain snow and periods of gusty winds were predicted to begin Wednesday afternoon and last into Friday, possibly spreading showers down into Southern California, the National Weather Service said.</p>
<p>&#8220;This system continues to look like a very good late-season precipitation event for the region,&#8221; the Sacramento weather office wrote.</p>
<p lang="en" dir="ltr">Rain to spread southward through the night across the region.  Rain showers &#038; isolated thunderstorms likely on Thursday before conditions dry out Friday afternoon. <p>Higher elevations were expected to receive at least 1 foot to 2 feet (30-60 centimeters) of snow.  Rainfall predictions ranged up to 3 inches (7.6 centimeters), with possibly higher amounts if thunderstorms develop.</p>
<p>Winter storm warnings were scheduled to start going into effect from the Oregon border down through the southern Cascades and northern Sierra Nevada.</p>
<p>Travelers were likely to face whiteout conditions, road closures and chain controls, forecasters said.</p>

<p>“Any Sierra driving will be treacherous after today.  It would be a good idea to delay non-essential travel until conditions improve,” the Reno, Nevada, weather office wrote.  &#8220;If this isn&#8217;t possible, be sure to carry chains and winter survival supplies in your vehicle.&#8221;</p>
<p>As the Bay Area braces for a storm on the horizon that promises to bring up to an inch of rain to most of the region, the National Weather Service issued a warning to the public about the danger the tempest will pose on the coast.</p>
<p>The service also raised projected rain totals for some areas early Wednesday.</p>
<p>Deadly sneaker waves and strong rip currents are part of a beach hazards statement in effect from 3 am Thursday until 3 am Saturday for virtually the entire coastline from northern Sonoma County south to Big Sur.</p>
<p>Northwest swells are expected about 12 feet at 18-20 seconds early Thursday and 3-4 seconds more frequent from Thursday through early Saturday.</p>
<p>Although the storm is projected to begin Wednesday afternoon in the North Bay, much of the region won&#8217;t see precipitation until early Thursday morning.</p>
<p>Most of the Bay Area is still projected to see .5 to 1 inch of rain, but projections for some of the more hilly regions of northern Sonoma and Sonoma counties have gone up .5 of an inch to 1.5-2 inches of rain.</p>

<p>Much of the state, including the Bay Area is seeing severe to extreme drought conditions, according to the National Integrated Drought Information System.</p>

<p><strong>  Feb 22, 1 pm </strong>The San Francisco Bay Area could have its coldest night of the year after scattered rain showers passed through the region on Monday, ending a 44-day dry streak for the region.</p>
<p>The National Weather Service&#8217;s Bay Area office announced Tuesday that a &#8220;freeze warning&#8221; is in effect for the interior areas of the Bay Area, the North Bay, and the Central Coast overnight, with freezing temperatures expected in these areas between 2 am on Wednesday and 9 am on Friday.</p>

<p>Temperatures could fall into the mid-20s to low 30s in some areas.  NWS forecaster Brayden Murdoch says the NWS is looking at temperatures hitting as low as 28 degrees in some areas, which, he says, signifies a &#8220;hard freeze.&#8221;  A hard freeze can destroy plants, damage unprotected outdoor equipment and be a danger to people. </p>
<p>The NWS noted Santa Rosa and Gilroy might break record lows overnight.  ABC 7 forecaster Drew Tuma also pointed out on Twitter that the low in San Francisco may drop to 39 degrees, which would be the coldest temperature in the city in the past six years.</p>

<p>In anticipation of the hard freeze, the weather service warns people to take action now &#8220;and check on those without adequate access to shelter, including your pets.&#8221;</p>

<p><strong>Feb 22, 11 am</strong> While San Francisco got its first rain in weeks on Monday night, a storm rolled into the Lake Tahoe region and delivered the first significant snow in weeks.  South Tahoe Now reports that many ski areas got a foot of snow overnight.  The site also reports that &#8220;another 2-5&#8243; of snow at lake level is possible by the time the weather system exits tonight.&#8221;</p>

<p><strong>Feb 22, 6:30 am</strong> Isolated showers fell through parts of the Bay Area overnight, the National Weather Service reported, ending a 44-day streak of zero precipitation from January 8 through February 20. NWS forecaster Brayden Murdoch told SFGate that “this is fairly light” but everyone in the Bay Area should get a little.</p>
<p>But given the long dry spell, even a little rain prompted some serious enthusiasm from the weather service, including a video posted on Twitter that celebrated the glorious .004&#8243; of rain that fell in San Francisco.</p>

<p>At about 6:40 pm on a recent cold February evening, about 20 or so workers, bundled in hoodies under black and neon vests, and I gathered at the Urban Alchemy offices on Market Street.  After pizza and refreshments, we shuffled into a meeting room to get our assignment for the night: part of the effort to count San Francisco&#8217;s homeless population.</p>
<p>I rode along for the Point-in-Time Count, a biannual survey that provides a snapshot of The City&#8217;s homeless population.  The results are crucial because, though widely considered an undercount, they directly translate to federal funding for homelessness services.</p>
<p>This year&#8217;s point-in-time count is especially important, experts and advocates say, because the number of people experiencing homelessness is believed to have increased during pandemic-related lockdowns, layoffs and illness.</p>
<p>“I want this to be the most accurate count The City has ever done.  We want to make it so these people can get help,” said one worker with Urban Alchemy, a nonprofit that contracts with The City on a number of services ranging from overseeing safe sleeping sites for homeless residents to street outreach.  Staff from Urban Alchemy, who hires people who have experienced homelessness or incarceration, received a grant for participating in the extra shift.</p>
<p>In the Urban Alchemy offices, our group was briefed on what to look for and how to record findings in a digital app.</p>
<p>Around 7:45 pm, recorders took off on foot and by bus and car.  With maps and apps in hand, my team piled into a truck and headed to our assigned destination, Bayview-Hunter&#8217;s Point.</p>
<p>Brian Van Der Court, who works at Urban Alchemy, was driving while Kevin Lee, an Urban Alchemy director who works at the safe sleeping village at 33 Gough St., oriented the map and recorded our team&#8217;s findings in the app.</p>
<p>At 8:03 pm we arrived at the edge of our designated zone — one of 160 assigned spaces covering the entire city that nearly 200 individuals would scour over the night, street by street.</p>
<p>The neighborhood we were assigned is vast and the night was particularly chilly in the low 40s.  Fortunately, most of our counting took place in the car.  Unlike in dense neighborhoods such as the Tenderloin, homelessness is more sprawling and in some ways less visible in The City&#8217;s southeast corner.</p>
<p>In the Bayview, we were told to look for signs of life attached to cars, motorhomes, or the occasional tent-dwelling tucked between abandoned cars or dimly lit warehouses.</p>
<p>The Point-in-Time Count relies on estimations.  It&#8217;s an imperfect process that almost certainly overlooks some individuals.  We were not going to find people who were sleeping on friends&#8217; couches or other unknown shared spaces to get through the cold snap, for example.</p>
<p>We kept our distance and avoided conversation to respect each person&#8217;s privacy as the evening got late.  But that also meant our guesses — based on the physical appearances of people, tents or vehicles — were prone to error.</p>
<p>Still, it&#8217;s the best estimate anyone has of the scale of the largest issue facing The City.</p>
<p><strong>Necessary numbers</strong></p>
<p>The most recent tally in San Francisco occurred in 2019 when there was a recorded 8,035 people experiencing homelessness — the highest number since 2013. That figure led to $44.5 million in federal funding for San Francisco&#8217;s homeless services in 2019, the second-highest allocation in California behind Los Angeles.</p>
<p>The Department of Housing and Urban Development requires cities to count their homeless populations every two years to qualify for federal aid.  But this year&#8217;s count came a year late.  The 2021 count was canceled due to COVID-19, and it was further delayed from its original date in January to Feb. 23 to wait out the surging omicron variant.</p>
<p>In previous years, the Point-in-Time Count relied on up to 600 volunteers from across The City to spend one night canvassing every street in The City and gather information on people who live on the street or in a motor vehicle.</p>
<p>The count includes people living in transitional and temporary housing as well as shelters, such as the emergency cold weather shelter that opened at Gene Friend SoMa Rec Center for a recent cold night.  It also aims to take the tally of those taking respite on public transit.</p>
<p>This year, San Francisco took a different approach by working with fewer individual volunteers and relying more on community-based organizations that work with The City, such as Urban Alchemy.  Other organizations involved included Downtown Streets Team, Code Tenderloin, SF Homeless Outreach Team, Five Keys, Bay Area Legal Aid and Department of Veterans Affairs.</p>
<p>Part of the idea was to cut down on the number of people involved to be mindful of COVID-19, according to a spokesperson for the San Francisco Department of Homelessness and Supportive Housing.  It also was intended to send groups familiar with local homeless communities into neighborhoods they already know.</p>
<p>How the strategy shift, and a significantly smaller number of volunteers, will impact the count will be hard to tell.  Results are slated to be made available this summer after the data are processed and after follow-up interviews take place.</p>
<p>About a month after the single-night count, a survey contractor will do a follow-up assessment asking people who are homeless for more detailed information about their situations.</p>
<p>The 2019 survey found 37% of respondents were chronically homeless, 19% were veterans and 18% were unaccompanied youth.  Nearly a third identify as LGBTQ+ and almost half are between ages 41 to 60, signaling an aging homeless population in San Francisco.</p>
<p>According to the 2019 Point-in-Time Count, about 70% of people counted became homeless in San Francisco.</p>
<p><strong>Countless challenges</strong></p>
<p>Back in the Bayview, Lee strategized as we pulled up to India Basin.  &#8220;We&#8217;re going to start with the outskirts,&#8221; he said.</p>
<p>Lee knows the area well.  He and Van der Court previously worked the overnight shift at a port-o-potty station set up by The City for homeless people in the area.</p>
<p>&#8220;Slow down, what that a tent?&#8221;  our navigator chimed in as we drove down Cargo Way near Islais Creek.</p>
<p>&#8220;I think it&#8217;s trash,&#8221; Van der Court answered.  We took a U-turn for a closer look.  I rolled down my window and smelled the cement factory that towered above us.</p>
<p>A bike leaning on the tarp structure signaled it could be someone&#8217;s home.  It was unclear how many people might be inside, and we were told not to disturb anyone living on the street.  Lee marked one dwelling in the app.</p>
<p>We kept driving up and down every street, cul-de-sac and backroad lining empty warehouses and new housing developments.</p>
<p>In scanning sidewalks, we looked for signs of habitation such as music playing near tents, power cords or foggy windows on cars.  We counted all of the motorhomes, even if we didn&#8217;t know who or how many people were inside.</p>
<p>Van der Court, who lives in the Bayview, has seen the area change and conditions ebb and flow.</p>
<p>&#8220;I grew up here all my life,&#8221; he said.  &#8220;It&#8217;s cleaned up a lot more, but it&#8217;s still dangerous out here.&#8221;</p>
<p>Lee provided his own expertise.</p>
<p>“I never see anyone who is homeless in this area,” he said as we drove through one of the newest housing developments in the area.  He went on to share stories about the graveyard shift at the bathroom station.</p>
<p>“It&#8217;s hard out here man.  Just to see it every day is hard,” said Lee, who regularly has to de-escalate fights and fits of outrage on the job.  &#8220;You&#8217;re not only a practitioner, you&#8217;re a doctor and a therapist.&#8221;</p>
<p>Lee still manages to carry hope and patience with him.  &#8220;If you listen to someone long enough, their anger will go down from a 10, to a 9, 8, 7 and so on,&#8221; he said.  &#8220;They might even thank you later on in the day.&#8221;</p>
<p>Near the end of the night, we slowed down as we approached a line of motor homes on Palou Avenue.  We counted five RVs, plus a car without plates and with covered windows.  As we continued driving, we spotted a dark shrubby area where the road ends.</p>
<p>&#8220;Do you think anyone&#8217;s back there?&#8221;  I asked.</p>
<p>Van der Court pointed the car headlights toward the darkness.  An old basketball court, an abandoned couch and some trash came into view.  But there were no clear signs that anyone was there.  The group agreed to keep driving.</p>
<p>Later, we spotted a woman walking alone.  She wasn&#8217;t wearing shoes and wandering in the street.  A &#8216;yes,&#8217; everyone agreed, and Lee marked a note in the app. She was one of only a few individuals we saw outside and exposed to the frigid temperature that evening.</p>
<p>Around 9:26 pm, we got to the end of the last street on our map and Lee eventually directed us back to Market Street, where we called it a night.</p>

<p>Overnight temperatures in certain San Francisco neighborhoods could dip to near-freezing temperatures, according to ABC 7 Meteorologist Drew Tuma.  As such, San Franciscans will want to take certain precautions with their pets, plants, and property.</p>
<p>“Bring your pets inside,” Tuma said in an interview with The Standard.  In the coming days, the city&#8217;s official National Weather Service outpost in the Lower Haight might just record a low of 38 or 39 degrees Fahrenheit—which would be the chilliest reading in the past 6 years.</p>
<p>Also, anyone with particularly sensitive plants on the porch, balcony, or window sill should consider bringing those indoors, as well.  David Stoner, president of Sloat Garden Center, said he is expecting San Francisco to experience frost over the next night or two.  While frost is unlikely to deal a death-blow to established plants, it can damage the folliage.</p>
<p>The best course of action for proactive plant parents, according to Stoner, is to bring your plants inside.  You can also move them under an overhang, or cover them with a frost blanket.</p>
<p>Stoner also noted that most plants prefer to be well watered when entering a period of extreme cold.  The one exception to that rule: succulents and cacti.  These, he said, should be as dry as possible heading into cold weather.</p>
<p>The reason the leaves of your burros tail, candelabra aloe, zebra plant and jade tree are so fleshy is that they are filled with water.  And when those leaves approach freezing, the ensuing frost can damage the tender cells of those leaves, leaving the same plant that survived weeks without water in direct sunlight with withered, frost-bitten leaves.</p>

<p>As for concerns about bursting pipes, Tuma said it&#8217;s always possible that freezing temperatures approaching could deal a final blow to older <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a>, though this issue is more common with sub-freezing temperatures.</p>
<p>San Francisco hasn&#8217;t officially recorded a temperature of 32 degrees Fahrenheit since 1990—even as it&#8217;s relatively common for areas directly north, south and east of the city to dip below freezing a few times every winter.</p>
<p>That&#8217;s due to something called the “urban heat island” effect, Tuma said.  Winter temperatures never get far below freezing anywhere in the Bay Area;  as such, the remaining heat that San Francisco&#8217;s concrete, asphalt, metal and glass surfaces continue to radiate after sunset helps keep the city warmer than its suburban and rural neighbors.</p>

<p>Tuma had two more notes for locals bracing for the cold snap.</p>
<p>First, the good news: It&#8217;s possible that the dip in temperatures could pull some of the pollen out of the air, which might bring relief to allergy sufferers.</p>
<p>Second, he said, don&#8217;t be too hard on yourself if you feel cold.  The first couple of cold days after a warm spell like we just had can be jarring to the body.</p>
<p>&#8220;Wear your gloves, wear your hat,&#8221; Tuma said.  &#8220;I know we get the reputation for being weak, but your body&#8217;s not used to it.&#8221;</p>

<p>It&#8217;s time to pull out the wool mittens and hat.  Chilly temperatures are expected to grip the San Francisco Bay Area over the next several nights and mornings, through Sunday morning.  Some inland valleys could see the mercury dipping into the bone-chilling 20s, while San Francisco is forecast to drop to 40 on Friday and Saturday mornings.</p>
<p>&#8220;Frost and freezing temperatures possible for inland valleys and cold sheltered spots,&#8221; the National Weather Service warned.  &#8220;These temperatures will impact those without adequate heating, and may damage or kill sensitive vegetation.&#8221;</p>
<p>The weather service forecast lows near 40 along the bay and coast, mid- to upper 30s for coastal valleys, and upper 20s to lower 30s for inland valleys.</p>
<p>&#8220;It&#8217;s going to be a good cold snap for a few days, especially in regards to the lows,&#8221; said Sean Miller, a forecaster with the weather service.  &#8220;Saturday morning is expected to be the coldest morning during this event. We should be warming up after Sunday morning.&#8221;</p>
<p>Forecast lows around the Bay Area:</p>
<p>-San Francisco: near 40;<br />-San Jose/South Bay: mid- to upper 30s;<br />-East Bay: lower to mid-30s;<br />-North Bay valleys: upper 20s to lower 30s;<br />-Monterey Bay: mid- to upper 30s to about 40;<br />-Eastern Monterey and San Benito counties: mid-20s to low 30s.</p>
<p>Afternoon highs will be in the mid-40s to mid-50s through the weekend.</p>
<p>Conditions will be dry through the weekend, with rain returning next week, possibly as early as Monday.</p>
<p>&#8220;We expect rain early next week within the Monday to Wednesday timeframe,&#8221; said Miller.  &#8220;We&#8217;re still a few days out, so things could change with that. In general, it looks like it could be a good rainmaker. We&#8217;ve gotten into an active pattern here and it looks like we&#8217;re going to continue with that into the near future.&#8221;</p>
