<p>CHICO, Calif.&#8211;(<span itemprop="provider publisher copyrightHolder" itemscope="itemscope" itemtype="https://schema.org/Organization" itemid="https://www.businesswire.com"><span itemprop="name">BUSINESS WIRE</span></span>)&#8211;Tri Counties Bank announced today awards totaling more than $2.1 million in grants to three organizations that qualified for the Federal Home Loan Bank of San Francisco&#8217;s (FHLBank San Francisco) Affordable Housing Program General Fund (AHP).
</p>
<p>AHP grants are awarded annually to FHLBank San Francisco members working in partnership with affordable housing developers and community organizations.  Tri Counties Bank successfully nominated three organizations to be considered for the grants: Collier Avenue (Nice, Calif.), Piper Way Senior Housing (Redding, Calif.), and Siskiyou Crossroads (Yreka, Calif.).
</p>
<p>AHP awards are highly competitive, ranked based on an extensive scoring process and granted to the highest-ranking projects.  Basic eligibility requirements include projects demonstrating a need for subsidy and both developmental and operational feasibility.  Further, rental housing projects must reserve at least 20% of units for households at or below 50% of the HUD area median income (AMI) while owner-occupied housing projects must serve households at or below 80% AMI.

<p>These organizations will utilize the AHP grants to help create 149 units of affordable housing to those earning less than 60% AMI, including previously unhoused veterans, extremely low-income seniors, and low-income families and individuals.

<p>The recently launched program is a key component of Tri Counties Bank and FHLBank San Francisco&#8217;s commitment to advancing racial equity in homeownership and narrowing the Black homeownership and wealth gaps.  Through this new program, FHLBank San Francisco&#8217;s member financial institutions can request dollar-for-dollar matching grants, up to a total matching amount of $125,000, for their donations to approved housing counseling agencies.

<p>FHLBank San Francisco matched Tri Counties Bank&#8217;s $100,000 donation for a total of $200,000, which will be distributed in $50,000 grants to four Housing Counseling Agencies (HCAs) throughout Tri Counties Bank&#8217;s footprint: Greater Sacramento Urban League, Self Help Enterprises, Community Housing Development Corporation, and San Francisco Housing Development Corporation.

<p>Greater Sacramento Urban League (GSUL) has been aiding youths and adults from underrepresented communities throughout Sacramento County for over 50 years, providing comprehensive housing counseling, education, job training and placement opportunities to achieve economic self-reliance.

<p>The organization plans to use their grant from Tri Counties Bank and FHLBank San Francisco to assist with their Housing Counseling Program, which is HUD approved and offered to the public at no cost.  The program offers counseling in areas such as homelessness, rental assistance, first-time home buyer, credit and budgeting, and refinancing.

<p>“Sacramento County has the lowest Black home ownership rate in California. <p>Self-Help Enterprises (SHE), located in Visalia, California, was founded in 1965 with the mission to work together with low-income families to build and sustain healthy homes and communities.  SHE serves eight counties in the San Joaquin Valley: Fresno, Kern, Kings, Madera, Mariposa, Merced, Stanislaus and Tulare counties.  Although this area is known as a top agricultural production region, the San Joaquin Valley has among the highest poverty rates in the State of California.

<p>The organization will use the grant to link opportunities to enhance and create outreach campaigns in Black communities to promote the Mutual Self-Help Housing Program.  Participants will be served with customized homeownership resources, educational, and home counseling needs.  SHE will implement alliances and collaboration strategies with partners to pursue shared goals to raise and strengthen Black homeownership.

<p>Community Housing Development Corporation, located in Richmond, California, provides a broad range of affordable housing opportunities and services throughout the Bay Area to enable low/moderate income residents to gain better housing and financial stability.

<p>The organization plans to use their grant to fund the Black Wealth Initiative (BWI), which helps to close the Black wealth gap through encouraging and helping black people in the Bay Area to become homeowners.  The BWI assists with both homebuying education and down payment and/or closing costs.  While the program is still in its infancy, the organization has already assisted one homeowner with closing the purchase of a home and three more are already on the way towards homeownership.

<p>CHICO, Calif., June 16, 2022&#8211;(BUSINESS WIRE)&#8211;Tri Counties Bank announced today, in conjunction with the Federal Home Loan Bank of San Francisco (FHLBank San Francisco), a $200,000 donation to promote Black homeownership as part of the FHLBank San Francisco&#8217;s Empowering Black Homeownership matching grant program.</p>
<p>The recently launched program is a key component of Tri Counties Bank and FHLBank San Francisco&#8217;s commitment to advancing racial equity in homeownership and narrowing the Black homeownership and wealth gaps.  Through this new program, FHLBank San Francisco&#8217;s member financial institutions can request dollar-for-dollar matching grants, up to a total matching amount of $125,000, for their donations to approved housing counseling agencies.</p>

<p>The organization plans to use their grant from Tri Counties Bank and FHLBank San Francisco to assist with their Housing Counseling Program, which is HUD approved and offered to the public at no cost. <p>After adding over 700,000 new cases throughout the last week, the US now has more than 48.9 million confirmed cases of COVID-19.  There have been more than 780,000 COVID-19-related deaths — the highest death toll of any country.</p>
<p>New cases continue to rise at a faster rate.  In the past week, there were an average of 1,508.3 daily new coronavirus cases per 100,000 Americans — an increase from the week prior, when there were an average of 0.8 daily new coronavirus cases per 100,000 people.</p>
<p>While COVID-19 has spread to nearly every part of the country, cities continue to be the sites of major outbreaks.  Experts agree that the virus is more likely to spread in group settings where large numbers of people routinely have close contact with one another, such as colleges, nursing homes, bars, and restaurants.  Metropolitan areas with a high degree of connectivity between different neighborhoods and a large population may be particularly at-risk. </p>
<p>The San Francisco-Oakland-Berkeley, CA, metro area consists of Alameda County, Contra Costa County, San Francisco County, and two other counties.  In the past week, there were an average of 0.3 new coronavirus cases every day per 100,000 San Francisco residents, less than the national figure.  The metro area&#8217;s average daily case growth in the most recent week is essentially unchanged from the week prior, when there were an average of 0.1 daily new cases per 100,000 San Francisco residents.</p>
<p>The spread of coronavirus depends on a variety of factors and can vary even between neighboring counties.  Within the San Francisco-Oakland-Berkeley metro area, COVID-19 is growing the slowest in San Francisco County.  There were an average of 661.2 new cases per day per 100,000 residents in San Francisco County during the past week, the least of the five counties in San Francisco with available data.</p>
<p>Case growth in the San Francisco metro area is relatively uniform at the county level.  In Contra Costa County, for example, there were an average of 936.5 new cases per day per 100,000 residents in the past week — the most of any county in San Francisco yet relatively in line with the case growth rate in San Francisco County.</p>
<p>Just as San Francisco County has the slowest case growth in the San Francisco area, it also has the lowest incidence of cases overall.  As of December 9, there were a total of 6,566.9 confirmed cases per 100,000 residents in San Francisco County, the fewest of the five counties in the metro area.  For comparison, the US has so far reported 15,085.6 cases per 100,000 Americans nationwide.</p>

<p>As the omicron variant spreads, new daily cases of COVID-19 have hit new highs in the United States.  To date, 53,506,483 Americans have been infected with the virus — and 816,686 have died as a result.  On a per capita basis, the US has one of the highest known infection rates in the world.</p>
<p>In the San Francisco-Oakland-Hayward metropolitan area, located in California, a total of 389,364 COVID-19 cases have been reported to date.  Adjusted for population, there have been 8,332 reported infections for every 100,000 people in the area — below the national rate of 16,354 cases per 100,000 people. </p>
<p>The lower than average per capita COVID-19 infection rate across San Francisco-Oakland-Hayward is being driven by one area in particular.</p>
<p>The broader San Francisco metro area comprises five counties or county equivalents — and of them, San Francisco County in California has the fewest COVID-19 cases per capita.  So far, there have been a total of 64,830 infections in San Francisco County, or 7,451 for every 100,000 people.</p>
<p>Not only does San Francisco County have the lowest per capita infection rate in the San Francisco metro area, it also has a relatively low per capita fatality rate. </p>
<p>There have been a total of 78 coronavirus-related deaths for every 100,000 people in San Francisco County, below the 89 COVID-19 deaths per 100,000 across the entire San Francisco-Oakland-Hayward metro area. </p>

<p>As the omicron variant spreads, new daily cases of COVID-19 have hit new highs in the United States.  To date, 62,973,416 Americans have been infected with the virus — and 839,043 have died as a result.  On a per capita basis, the US has one of the highest known infection rates in the world.</p>
<p>In the San Francisco-Oakland-Hayward metropolitan area, located in California, a total of 504,458 COVID-19 cases have been reported to date.  Adjusted for population, there have been 10,795 reported infections for every 100,000 people in the area — below the national rate of 19,248 cases per 100,000 people. </p>
<p>The lower than average per capita COVID-19 infection rate across San Francisco-Oakland-Hayward is being driven by one area in particular.</p>
<p>The broader San Francisco metro area comprises five counties or county equivalents — and of them, Marin County in California has the fewest COVID-19 cases per capita.  So far, there have been a total of 25,388 infections in Marin County, or 9,754 for every 100,000 people.</p>
<p>Although Marin County has the lowest per capita infection rate in the San Francisco metro area, its per capita fatality rate is disproportionately high. </p>
<p>There have been a total of 96 coronavirus-related deaths for every 100,000 people in Marin County, above the 89 COVID-19 deaths per 100,000 across the entire San Francisco-Oakland-Hayward metro area. </p>

<p>After adding over 2,974,000 new cases throughout the last week, the US now has more than 74.7 million confirmed cases of COVID-19.  There have been more than 880,000 COVID-19-related deaths — the highest death toll of any country.</p>
<p>New cases continue to rise, albeit at a slowing rate.  In the past week, there were an average of 165.5 daily new coronavirus cases per 100,000 Americans — a decrease from the week prior, when there were an average of 235.2 daily new coronavirus cases per 100,000 people.</p>
<p>While COVID-19 has spread to nearly every part of the country, cities continue to be the sites of major outbreaks.  Experts agree that the virus is more likely to spread in group settings where large numbers of people routinely have close contact with one another, such as colleges, nursing homes, bars, and restaurants.  Metropolitan areas with a high degree of connectivity between different neighborhoods and a large population may be particularly at-risk. </p>
<p>The San Francisco-Oakland-Berkeley, CA, metro area consists of Alameda County, Contra Costa County, San Francisco County, and two other counties.  In the past week, there were an average of 200.2 new coronavirus cases every day per 100,000 San Francisco residents, greater than the national figure.  The metro area&#8217;s average daily case growth in the most recent week is a decrease from the week prior, when there were an average of 256.4 daily new cases per 100,000 San Francisco residents.</p>
<p>The spread of coronavirus depends on a variety of factors and can vary even between neighboring counties.  Within the San Francisco-Oakland-Berkeley metro area, COVID-19 is growing the slowest in Marin County.  There were an average of 166.5 new cases per day per 100,000 residents in Marin County during the past week, the least of the five counties in San Francisco with available data.</p>
<p>Case growth in the San Francisco metro area is relatively uniform at the county level.  In San Mateo County, for example, there were an average of 227.4 new cases per day per 100,000 residents in the past week — the most of any county in San Francisco yet relatively in line with the case growth rate in Marin County.</p>
<p>Just as Marin County has the slowest case growth in the San Francisco area, it also has the lowest incidence of cases overall.  As of February 3, there were a total of 13,074.8 confirmed cases per 100,000 residents in Marin County, the fewest of the five counties in the metro area.  For comparison, the US has so far reported 23,032.9 cases per 100,000 Americans nationwide.</p>

<p>SACRAMENTO (AP) &#8212; California&#8217;s jobless rate fell half a percentage point in December as the most populous state added 50,700 nonfarm jobs, accounting for more than a quarter of the country&#8217;s 199,000 new jobs for the month, according to new data released Friday .</p>
<p>The state has now regained almost 72% of the 2.7 million jobs it lost in the first few months of the pandemic when Democratic Gov. Gavin Newsom imposed the nation&#8217;s first statewide house arrest order in spring 2020 to slow the spread of the coronavirus .</p>

<p>&#8220;In a tug-of-war between the positive economic momentum of the state&#8217;s economy and the headwinds of COVID, the California economy is making slow but steady progress,&#8221; said Sung Won Sohn, finance and economics professor at Loyola Marymount University.</p>
<p>However, he noted that the full impact of the Omicron wave had yet to be felt when the mid-month jobless survey went live.</p>
<p>This has forced airlines to cancel holiday flights, companies to let employees work from home and schools to return to online teaching, among others.  It also prompted more parents to stay at home, contributing to what has come to be known as the &#8220;great resignation&#8221; phenomenon.</p>
<p>California&#8217;s unemployment rate of 6.5% is down from 9.3% a year ago as the state added nearly a million jobs since December 2020, the state Employment Development Department reported.  Last month&#8217;s hiring surge still lagged behind an average gain of 97,200 jobs in earlier months of last year, before slowing in November and now December.</p>
<p>California also stayed well above the national unemployment rate of 3.9%.</p>
<p>The hard-hit leisure and hospitality sector led the rise last month by adding more than 15,000 jobs, with significant gains in food service and drinking establishments, the department said, despite pressure from the latest Omicron wave.</p>
<p>Ten of California&#8217;s 11 industrial sectors added jobs in December, and the professional and business services sector has now regained all the jobs it lost at the start of the pandemic.</p>
<p>A 6% increase in nonfarm payrolls in 2021 is the biggest increase in a calendar year for the state since 1990, the ministry said.</p>

<p>But a big problem remains the &#8220;disappearing workforce in California,&#8221; said Michael Bernick, former director of employment development and attorney at law firm Duane Morris.</p>
<p>The state remains nearly 920,000 workers short of where it was employed in January 2020, just before the pandemic, he said.</p>
<p>New state-level job turnover data showed 1.1 million job openings in California at the end of November, a number that has held up since August even as employers scramble to find workers.  Nevertheless, there were 415,000 voluntary resignations in November.</p>
<p>&#8220;Employers continue to report that even job seekers who respond to job offers do not show up for interviews,&#8221; Bernick said.</p>
<p>Officials revised the state&#8217;s November unemployment rate by 0.1 percentage point to 7%, adding 3,500 unemployed to its previous figure.</p>
<p>Nearly 356,000 people qualified for unemployment insurance during sample week in December, up from nearly 435,000 in November and more than 1 million a year ago.  More than 49,000 initial claims were processed during the model week, more than 3,600 fewer than in November and more than 110,000 fewer than a year ago.</p>
<p>Colusa and Imperial counties posted double-digit unemployment rates last month, the worst in the state, while wealthier counties of Marin, San Mateo and Santa Clara in the San Francisco Bay Area had the lowest rates at under 3%.</p>
<p>&#8220;This year we will continue to take action to get more people back to work and to support our businesses hardest hit by the pandemic,&#8221; Newsom said in a statement.</p>

<p>Previously, San Francisco, Marin, Sonoma, and Alameda counties had allowed people in offices, gyms, and religious meeting rooms such as churches to remove their masks, provided they were all fully vaccinated.</p>
<p>The counties had negotiated with the state to maintain these exemptions after California reintroduced a universal mask mandate earlier this month.</p>
<p>But with data clearly showing that omicron infects vaccinated people in significant numbers, the exceptions are now gone.  The new orders of the districts come into force on Thursday at 12:01 p.m.</p>
<p>&#8220;When we see numbers like this, it is time to act,&#8221; said Dr.  Matt Willis, Marin County Health Officer.</p>
<p>Contra Costa County took a similar move on Tuesday to lift the mask exemption.  All nine Bay Area counties are now fully aligned with the California indoor mandate.</p>

<p>Fully vaccinated people are at greater risk of contagion than ever before in the pandemic.  In California, the number of cases for fully vaccinated people for the week ending December 19 was 13.6 cases per 100,000 and 70.5 cases per 100,000 unvaccinated people.  Just a month earlier, the weekly averages were 5.4 per 100,000 for the vaccinated and 38.4 per 100,000 for the unvaccinated.</p>
<p>And the latest rates are before omicron invaded Christmas gatherings and triggered infection rates even higher.  In Sonoma County, Dr.  Sundari Mase 40% of New Cases where Source of Infection is Known Due to Holiday Gatherings the Cause.</p>
<p>San Francisco reported its highest single-day case count on Tuesday &#8211; 805, according to state data and Chronicle analysis, which tends to deviate slightly from the city&#8217;s official numbers.</p>
<p>The actual numbers are certainly higher since many people do antigen tests at home and do not report the results.</p>
<p>According to Dr.  Ori Tzvieli, Contra Costa County&#8217;s public health director, hospitals are still not overwhelmed, but they are getting more calls.</p>
<p>&#8220;What worries me is that in two to three weeks there will be even more people with COVID,&#8221; he said.</p>
<p>Dr.  Karen Relucio, Napa County&#8217;s health officer, said hospital admissions so far have been stable and manageable.  &#8220;We have good capacities. We are not at the highest level we have ever seen,&#8221; she said.</p>
<p>Dr.  Caesar Djavaherian, co-founder of San Francisco-based care provider Carbon Health, said his company&#8217;s clinics typically see 40 to 50 patients a day, but now about double that &#8211; and most of that is COVID.</p>
<p>“Clinics are being overrun,” he said.  &#8220;The wave is real.&#8221;</p>
<p>When asked about the mood among health care providers in the Bay Area, he said, &#8220;It&#8217;s 100% exhaustion.&#8221;  Not only are health care providers dealing with potential exposures or infections in their own families, but they are also seeing a flood of patients.</p>
<p>Health workers are trained to prioritize patients, but it &#8220;wears you down as a provider,&#8221; said Djavaherian, adding, &#8220;The stress out there, especially for health workers, is incredibly high.&#8221;</p>
<p>Experts urged people to take as many precautions as possible &#8211; getting vaccinated, freshened up, wearing masks, only gathering in small groups, and doing rapid tests beforehand &#8211; though a lack of testing obviously makes it difficult and the tests aren&#8217;t foolproof either accurately identify in relation to positive cases.</p>
<p>&#8220;At this point where Omicron is soaring, I wouldn&#8217;t recommend New Years Eve celebrations unless they&#8217;re small,&#8221; said Dr.  Sara Cody, Santa Clara County Health Officer.  “Small, intimate gatherings are the right way to bring this New Year together.  It is not the time to go to a big gathering. &#8220;</p>
<p>Mase from Sonoma County went even further.  She recommended that those who are not vaccinated avoid holiday gatherings and travel.  For those vaccinated and unvaccinated who choose to meet, she recommended well-fitting masks for all &#8211; and not cloth masks.</p>
<p>Dr.  Bob Wachter, chairman of UCSF&#8217;s medical division, said on a Twitter thread on Wednesday that things are tough now but significant improvements could be made.</p>
<p>&#8220;At the beginning of February we could be in a place where Covid is actually &#8216;like the flu&#8217; which significantly lowers your risk,&#8221; he wrote &#8211; although he added that it was by no means safe.</p>
