<p>The new department is aiming to unify these resources and services.  &#8220;Family [will] have access to the information that they need, not only around what&#8217;s available in their neighborhood or in the area that they&#8217;re looking for, but also what financing is available for their child care,&#8221; she said. This will allow families to see whether they are eligible for federal, state or local funding.</p>
<h2>How will this new department work to ensure equity in the kinds of families that it serves?</h2>
<p>&#8220;Our focus is always going to be families who are in greatest need,&#8221; Mezquita said.  &#8220;We want to make sure that the services and supports are meaningful.&#8221;</p>
<p>Mezquita said their goal is to reduce or eliminate racial disparities.  &#8220;We&#8217;re in this unique position where not only are we going to be funding child care, but we&#8217;re also looking at children in a holistic way,&#8221; she said.  She said this will include looking at comprehensive services and ensuring there are no gaps or missing links to support children and their families.</p>
<h2><strong>When are you expecting expanded services to be available to families?</strong></h2>
<p>&#8220;We were just approved as a new department, so we&#8217;re building that infrastructure,&#8221; said Mezquita.  &#8220;We&#8217;ve already expanded eligibility for families who are making up to 110% of area median income, meaning that if you&#8217;re making roughly around $120,000 or below, you may be eligible for child care financing through our department.&#8221;</p>
<h2>How will families benefit from the merging of two separate departments?</h2>
<p>Mezquita said the information will soon be in a centralized place, and the department will be able to provide families information in multiple languages, &#8220;not only for their child care, but also for their child&#8217;s well-being,&#8221; she added.  &#8220;San Francisco has an array of services and supports for families. And one of the most difficult thing has been being able to find them.&#8221;</p>
<h2>When can San Francisco families access the information?</h2>
<p>Mezquita said she&#8217;s hoping it will be accessible in the next few months.  &#8220;We already have a portal, which is where families can find child care: Early Learning San Francisco. You can easily find child care in your area. You can see what you&#8217;re eligible for in case you&#8217;re eligible for any financial assistance .&#8221;</p>
<h2>How do I access the California State Preschool Program?</h2>
<p>If your family is seeking access to the California State Preschool Program, you&#8217;re automatically eligible for the early education program if you&#8217;re already enrolled in Medi-Cal, CalFresh, WIC or Head Start.</p>
<p>Once your child is enrolled, the new law guarantees two years of care and education.  Previously, families were granted only 12 months of service and had to reapply for an extension.</p>
<h2>Where can I find affordable, quality child care elsewhere in California?</h2>
<p>A new state-funded website helps match families struggling to find affordable, quality care with providers.  Mychildcareplan.org launched on October 11, and lists every licensed provider in California and their safety record, including their history of inspections and any citations they may have received;  their vacancies;  the type of care they provide;  and the language(s) spoken at their center.</p>
<p>The new website consolidates information from each of the state&#8217;s 58 local child care resource and referral agencies, connecting families to child care, financial aid and other services.  It also aims to better serve parents and caregivers who may work in one county but live in another.</p>
<p>“You can enter your ZIP code, you could enter the city, and then it does radial search depending on &#8230; your filters,” said Linda Asato of the California Child Care Resource and Referral Network.  &#8220;You&#8217;re no longer just bound by the information at that one agency.&#8221;</p>
<p>The website is free and does not charge a subscription fee for parents or providers.  It can be used in English, Spanish, traditional Chinese and Vietnamese.</p>

<p>The woman at the center of a San Francisco police scandal after investigators used evidence from her sexual assault exam to link her to an unrelated property crime is planning to sue the Police Department, saying the incident made her feel like she was “reliving” her trauma all over again.</p>
<p>The woman in an interview with The Chronicle said she was first contacted by the police a few months ago, after neighbors called the police to her home for a loud fight she was having with her boyfriend.  The police soon left but then came back with a warrant for her arrest.</p>
<p>She didn&#8217;t realize at the time that she had been tied to a recent property crime from a rape exam that she had given in 2016. She was kept in custody until last month, when her attorney told her that her charges were being dropped because of how police linked her to the crime.</p>
<p>The woman said she should have been happy to be released but stayed at home depressed for days.</p>
<p>&#8220;When you feel like you have nobody to talk to about it, it&#8217;s a lonely feeling,&#8221; she said.  &#8220;I&#8217;m still adjusting how I feel.&#8221;</p>
<p>The woman felt that police failed to protect her privacy, and didn&#8217;t treat her like &#8220;a citizen.&#8221;</p>
<p>&#8220;I kind of absorb pain,&#8221; she said, wiping tears from her eyes.  “It was just kind of like, &#8216;Why is this happening to me?&#8217;  And just making me feel really bad.”</p>
<p>The Chronicle granted the woman anonymity for this story and does not typically identify victims of sexual assault.</p>
<p>While the woman said she used to feel comfortable at least confiding in police, she has long felt they were unable to protect her.</p>
<p>Her belief stems from trauma in the woman&#8217;s childhood, when her mother was killed by her boyfriend.</p>
<p>The woman said she and her sister were being sexually abused by their mother&#8217;s boyfriend and that someone from her school reported it to the police.  The girl and her siblings were taken out of the home, which prompted the boyfriend to confront her mother about the allegations.</p>
<p>&#8220;And he murdered her,&#8221; the woman said.</p>
<p>The officer who investigated the sex abuse came to the funeral, she said, and apologized for not protecting the girl and her mother, “which is what I asked for,” she said.  &#8220;I asked to be protected and for my family to be protected.&#8221;</p>
<p>Even at a young age, she said, she learned that sometimes going to the police wasn&#8217;t in her best interest.</p>
<p>After the recent incident with her rape-kit DNA, the woman said, &#8220;Basically I&#8217;m reliving stuff all over again.&#8221;</p>
<p>Adante Pointer, an Oakland civil rights attorney representing the woman, called the practice “Orwellian” and has filed a notice of a claim, a precursor to a lawsuit.</p>
<p>“We hope that the practice of weaponizing victims&#8217; DNA against them is ended,” Pointer said.  &#8220;We also want to ensure that this practice doesn&#8217;t ensnare anyone else.&#8221;</p>
<p>The woman&#8217;s interview comes nearly a month after District Attorney Chesa Boudin revealed that the Police Department&#8217;s crime lab stored DNA from rape victims infinitely in a database.  The database, Boudin said, was regularly searched to identify suspects in crimes.</p>
<p>At the time, Boudin said his office was aware of one person who was arrested as a result of this practice but did not disclose other details about the woman, other than to say she was arrested for a property crime.  Boudin dropped the case against her, saying that her constitutional rights were likely violated.</p>
<p>The revelation prompted a national outcry, particularly from sexual assault victims advocates, who said the practice would have a chilling effect on reporting the crimes to law enforcement.</p>
<p>The San Francisco Police Department is conducting an audit to determine how many other victims could have been identified or arrested through this practice.  Police Chief Bill Scott said he supports legislation that would end the practice in San Francisco and elsewhere and that the department has already implemented an interim policy change.</p>
<p>“We must never create a disincentive for sexual assault survivors — or any crime victim — to cooperate with police,” Scott said in a recent statement.</p>
<p>However, some say that the current policy change doesn&#8217;t go far enough and would still allow victim profiles to remain in a database that&#8217;s searched by crime lab employees.</p>
<p>Policy documents reviewed by The Chronicle detailed how the crime lab operates what&#8217;s known as “quality assurance” database, which held DNA profiles from several categories of individuals — including rape victims — and was routinely tested against suspect DNA found at later crime scenes.</p>
<p>The quality assurance database has two components.  One includes “every single source and &#8230; evidence profile analyzed since tracking began in 2015,” which could include DNA profiles from rape suspects, sexual assault victims, child victims, consensual sex partners of rape victims or other people unrelated to a crime whose DNA may be found at a crime scene.</p>
<p>DNA evidence from victims or other non-suspects is collected and stored in order to separate it from that of the suspected offender.</p>
<p>The second component is an elimination database that holds DNA samples from lab staff members, visitors and police officers, to test for DNA contamination.</p>
<p>According to internal emails reviewed by The Chronicle, the Police Department&#8217;s new policy does not remove victims&#8217; DNA profiles from the searchable database.  Instead, it states that if DNA from a victim&#8217;s rape kit matched DNA found at another crime scene, analysts would not be allowed to share this information with anyone outside the crime lab.</p>
<p>State Sen. Scott Wiener and San Francisco Supervisor Hillary Ronen are both seeking legislation to ban the practice.</p>
<p>Ronen&#8217;s measure would require police to dispose of the DNA samples within 60 days and prohibit police searches against the database within the 60 days.  It would also require police to purge all victim DNA profiles by June 1.</p>
<p>In an interview, Ronen said she had considered scrapping the proposal after hearing that the Police Department had already ended the practice.  However, she said, self-policing doesn&#8217;t go far enough.</p>
<p>&#8220;Clearly, we can&#8217;t trust the judgment of the very people who engaged in this practice for years as far as we know,&#8221; Ronen said.  “The fact that the (new) policy &#8230; still allows the crime lab to store victim data and potentially search against it is just unacceptable.”</p>

<p>WALNUT CREEK, Calif.  (AP) — About 80 people, some wearing ski masks and wielding crowbars, ransacked a high-end department store in the San Francisco Bay Area, assaulting employees and stealing merchandise before fleeing in cars waiting outside, police and witnesses said. </p>
<p>Three people were arrested while the majority got away after the large-scale theft Saturday night shocked shoppers at the Nordstrom at the Broadway Plaza outdoor mall in Walnut Creek, police said in a statement Sunday. </p>
<p>Two employees were assaulted and one was hit with pepper spray during what police called “clearly a planned event.”</p>
<p>NBC Bay Area reporter Jodi Hernandez tweeted that she saw the thieves rush into the store in the downtown shopping district in the city some 20 miles (32 kilometers) northeast of San Francisco. </p>
<p>“About 25 cars just blocked the street and rushed into the Walnut Creek Nordstrom making off with goods before getting in cars and speeding away,” Hernandez said on Twitter.</p>
<p>Cellphone video from the scene showed masked people streaming out of the store, carrying bags and boxes, jumping into the cars and fleeing the scene.</p>
<p>Brett Barrette, the manager of a nearby PF Chang&#8217;s restaurant, began locking doors at his establishment while watching the chaos unfold. </p>
<p>&#8220;We probably saw 50 to 80 people in ski masks, crowbars, a bunch of weapons,&#8221; Barrette told ABC 7 News. </p>
<p>The Walnut Creek Police Department said a firearm was recovered from one of the three arrested suspects. </p>
<p>Nordstrom employees began calling 911 around 9 pm as thieves entered the store and began stealing merchandise, police said. </p>
<p>&#8220;Walnut Creek Police investigators are in the process of reviewing surveillance footage to attempt to identify other suspects responsible for this brazen act,&#8221; the department said in Sunday&#8217;s statement. </p>
<p>Nordstrom was open as usual on Sunday. </p>
<p>The incident came a day after several high-end stores in San Francisco&#8217;s Union Square were broken into by a large group of people who smashed windows, stole merchandise, and then ran to waiting cars, police said. </p>
<p>Louis Vuitton, Fendi, Yves Saint Laurent, Burberry, and Dolce &#038; Gabbana were all targeted Friday night, Fox 2 News reported.</p>
<p>San Francisco Police Officer Robert Rueca said in a statement posted on social media that officers responded to reports of possible looting and vandalism at Union Square stores Friday night and arrested several people. </p>
<p>Stores in Union Square, a posh shopping district popular with tourists, have been targeted for years by well-organized thieves who at times have rammed vehicles into storefronts to break glass doors and windows and enter the buildings during non-business hours. </p>
<p>In July, Gov.  Gavin Newsom signed a law that allows prosecutors to charge those who work with others to steal merchandise. </p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO &#8212; The mayor of San Francisco expressed despair over the increase in reported hate crimes against Asian Americans and Pacific Islanders last year, up an astonishing 567% from the previous year, according to preliminary figures released by the police department on Tuesday.</p>
<p>Mayor London Breed pledged continued support for the community, saying that she suspects actual numbers are much higher because people are reluctant to report to the police.  The initial count shows 60 victims in 2021, up from nine in 2020. Half of last year&#8217;s victims were allegedly targeted by one man.</p>
<p>It would have broken her heart if the grandmother who raised her had been attacked &#8220;in the way that we see so many of our seniors of the AAPI community being attacked,&#8221; Breed said at Tuesday&#8217;s press conference.  &#8220;But that did not happen. Because as a community we protected one another. And that&#8217;s what we have to do now more than ever.&#8221;</p>

<p>Hateful attacks against the AAPI community &#8211; Asian Americans and Pacific Islanders &#8211; surged nationally during the pandemic, fueled in part by then-President Donald Trump&#8217;s calling COVID-19 a derogatory nickname that insulted China.  The Stop AAPI Hate coalition out of San Francisco State University collected more than 10,000 incidents of hate from March 2020 through September 2021.</p>
<p>In San Francisco and elsewhere, video clips of Asian Americans being attacked and robbed on public streets alarmed the community so much that frightened seniors stayed home.  Most recently, former San Francisco Bay Area resident Michelle Go died in New York City after a mentally disturbed man pushed her in front of a subway.  Officials there say there is no indication the man was motivated by racial bias, but Asian Americans and Pacific Islanders are still rattled.</p>
<p>San Francisco Police Chief Bill Scott said at Tuesday&#8217;s news conference they have expanded the crime tip line to include more languages ​​and are sharing safety tips for Lunar New Year celebrations.  But he also acknowledged that his department is only part of a criminal justice system that includes prosecution and judges.</p>

<p>Statistics do not show the whole picture because not everyone reports incidents.  Also, prosecutors are unable to tack on hate crime enhancements without a clear statement of bias by the alleged attacker.  This has frustrated some victims and their families, who see the charge as a sign of accountability.</p>
<p>San Francisco District Attorney Chesa Boudin, who faces a recall election in June, has come under fire from some Asian American victims.</p>
<p>On Tuesday, lawyers for Anh L filed a federal lawsuit against Boudin, saying that his office has systemically refused to uphold the rights of Asian Americans victimized by racial violence.  L says the DA&#8217;s office never informed him of a lenient plea deal cut with his attackers or the lack of a hate crime charge until after the fact.</p>
<p>Rachel Marshall, a spokeswoman for the DA, said in a statement that Boudin has been a &#8220;steadfast advocate&#8221; for improved services and support for the AAPI community.  He has added multi-lingual advocates to his office and launched an AAPI elder abuse steering committee, she said.</p>
<p>The mayor at Tuesday&#8217;s news conference declined to comment on the lawsuit.</p>

<p>WALNUT CREEK, Calif. (AP) &#8212; About 80 people, some with ski masks and crowbars, searched a luxury San Francisco Bay Area department store, attacking employees and stealing merchandise before fleeing in cars waiting outside, police and witnesses said . </p>
<p>Three people were arrested while the majority escaped after the wholesale theft shocked shoppers at the Nordstrom at the Broadway Plaza mall in Walnut Creek on Saturday night, police said in a statement Sunday. </p>
<p>Two staff members were attacked and one hit with pepper spray, while police described it as a &#8220;clearly planned event&#8221;.</p>
<p>                NBC Bay Area reporter Jodi Hernandez tweeted that she saw the thieves rush into the store in the downtown shopping district, about 20 miles northeast of San Francisco. </p>
<p>&#8220;About 25 cars just blocked the road and sped into Walnut Creek Nordstrom to get supplies before getting into cars and speeding off,&#8221; Hernandez said on Twitter.</p>
<p>Cellphone video from the scene showed masked people streaming out of the store, carrying bags and boxes, jumping into cars and fleeing the scene.</p>
<p>Brett Barrette, the manager of a nearby PF Chang restaurant, began locking the doors of his eatery as he watched the chaos unfold. </p>
<p>&#8220;We probably saw 50 to 80 people with ski masks, crowbars and a bunch of guns,&#8221; Barrette told ABC 7 News. </p>
<p>The Walnut Creek Police Department said a firearm was recovered from one of the three suspects arrested. </p>
<p>Nordstrom employees began dialing 911 around 9 p.m. when thieves entered the store and began stealing merchandise, police said. </p>
<p>&#8220;Walnut Creek Police Department investigators are in the process of reviewing surveillance footage to try to identify other suspects responsible for this brazen act,&#8221; the department said in Sunday&#8217;s statement. </p>
<p>Nordstrom was open as usual on Sunday. </p>
<p>The incident came a day after a large group of people broke into several high-end stores in San Francisco&#8217;s Union Square, smashed windows, stole merchandise and then ran to serviced cars, police said. </p>
<p>Louis Vuitton, Fendi, Yves Saint Laurent, Burberry and Dolce &#038; Gabbana were all targeted on Friday night, Fox 2 News reported.</p>
<p>San Francisco Police Officer Robert Rueca said in a statement released on social media that officers responded to reports of possible looting and vandalism at Union Square shops on Friday night and arrested several people. </p>
<p>Shops in Union Square, a high-end shopping district popular with tourists, have for years been targeted by well-organized thieves, who sometimes ram vehicles into storefronts in order to break through glass doors and windows and enter the buildings after business hours. </p>
<p>In July, Gov. Gavin Newsom signed legislation allowing prosecutors to charge those who collude with others to steal goods. </p>

<p>Neosho Fire Marshal Scott Maness says it&#8217;s important to make sure your chimney is inspected and cleaned once a year.  He recommends using wood that is at least six months old.</p>
<p>He also estimates his department deals with nearly 10 chimney fires a year.</p>
<p>“A chimney sweep comes and if there is creosote or soot in the chimney, it is cleaned.  Creosote is something made by burning wood and the like that is also flammable, so you can set the chimney on fire, ”said Scott Maness, Neosho Fire Marshal.</p>
<p>A chimney sweep will also check for cracks and look for things like a bird&#8217;s nest or other types of obstructions.  It is also important to take extra precautions when using space heaters.</p>

<p>After running the pioneering office of transgender initiatives in San Francisco for four years, Clair Farley announced her departure on Thursday as the first and only head of the city&#8217;s transgender department.</p>
<p>Farley and the office she ran both made history.</p>
<p>The office is the first and only city council of its kind in the U.S. and has led several key equality initiatives and programs for transgender, non-binary, and LGBTQ residents, including those focused on housing and guaranteed income, the city divided in a press release with.</p>
<p>Farley described her time as executive director of the office in a statement as &#8220;the honor of a lifetime&#8221; and told The Chronicle that her mission will continue as she steps down to focus on new opportunities and her health.</p>
<p>&#8220;It is so important that we continue to sit at the table to make sure the needs of our communities are met and to build trust with the local government so that we can continue to be a model city for the rest of the country,&#8221; she said Thursday in an interview.</p>
<p>Farley was first hired in November 2017 by former Mayor Ed Lee, who hired prominent transgender rights advocate to succeed retired Theresa Sparks as senior advisor on transgender initiatives.</p>

<p>As director of the Transgender Initiatives Bureau, Farley is credited with increasing funding for critical transgender and LGBTQ community services ranging from housing to health care, arts and culture to violence prevention and economic development leadership.</p>
<p>She formed the city&#8217;s transgender advisory committee, which focuses on addressing the priorities of the local trans community.  Last year her office launched Our Trans Home SF, the nation&#8217;s first residential and rental subsidy program for transgender adults.  The residential program now includes a three-story apartment building with 14 residential units with a shared kitchen and common areas.</p>
<p>That year, Farley secured a $ 2 million grant and used it to launch the country&#8217;s first guaranteed income program for low-income transgender people, which is expected to attract up to 150 people with monthly payments of up to US $ 1,000. US dollars when it starts in early 2022.</p>
<p>In a press release announcing Farley&#8217;s departure, Mayor London Breed praised her work for keeping the city &#8220;at the forefront of expanding LGBTQ rights and policies,&#8221; while Supervisor Rafael Mandelman, who represents Castro District, Farley described San Franciscans as &#8220;a fantastic advocate for transgender and non-binary people.&#8221;</p>
<p>Pau Crego, who served as Farley&#8217;s assistant director, will lead the office while the city searches for a permanent replacement.</p>
<p>Prior to running the Transgender Initiatives Bureau, Farley worked at the SF LGBT Community Center for more than a decade.  Her work there included promoting economic development programs with a focus on employment, housing, small businesses and financial strengthening of the LGBTQ community.</p>
<p>Farley told The Chronicle that her next chapter will include reshaping national policies on transgender issues and providing advice on trans inclusion in the media and private sector.  She said her personal experiences with chronic health problems &#8220;made worse by the pandemic&#8221; inspired her to campaign for safe, inclusive and affordable health care across the country.</p>
<p>&#8220;The pandemic has reminded us of the importance of health care and community access,&#8221; Farley said.</p>
<p>Breed signaled that Farley&#8217;s life&#8217;s work would continue to benefit the city.</p>
<p>&#8220;Clair Farley was and will continue to be a passionate advocate of the San Franciscans of all backgrounds and our transgender residents in particular,&#8221; Breed said in her statement.</p>
