Aug. 4—Climate change and growing demand for water in the West have combined to deplete the Colorado River to a historic low, and now a more mundane glitch is compounding the supply problem: faulty plumbing.

Antiquated pipes will impede efforts to channel water through the Glen Canyon Dam and to the three lower basin states of Nevada, Colorado and California as reservoir levels drop to critical lows — possibly putting New Mexico and its upper basin partners in a legal bind, according to a coalition of nonprofit groups.

Lake Powell is on the verge of falling below the minimum water level — 3,490 feet — needed to power turbines that generate electricity for 5 million homes, and when that happens it must funnel water through a different set of aging pipes that are unable to meet the task, the coalition’s representatives told reporters Wednesday at an online news conference.

That plumbing system must be overhauled to funnel enough water to the river and then downstream to meet the supply obligations for the lower basin states and Mexico under the 1922 Colorado River Compact, they said.

“This problem should have been addressed five years ago,” said Zach Frankel, the executive director of the Utah Rivers Council. “It’s time we come clean with the American people about the antique plumbing problems inside Glen Canyon Dam.”

Lake Powell’s falling levels are exposing the infrastructure flaws as the US Bureau of Reclamation is calling for the seven Western states, including New Mexico, to draft plans by mid-August to cut their use of water in the Colorado River Basin by a combined 2 million to 4 million acre feet.

An acre-foot is about 326,000 gallons, enough water to supply two or three US households for a year.

Frankel said the cuts the Reclamation Bureau is requesting represent about a third of the river’s flow.

The Colorado River is flowing at a historic low amid a 22-year megadrought. Climate change is compounding the problem with hotter, third weather that reduces snowpack runoff and increases evaporation.

The main options for upgrading the dam’s plumbing are to retrofit existing pipes or add ones that bypass the hydro-generators, Frankel said, displaying diagrams of the proposed work.

At the same time, the Reclamation Bureau has made optimistic projections about water flows that aren’t in line with the reality of Lake Powell dipping critically low, said Nick Halberg, the council’s policy analyst.

“We can’t just say everything is rosy moving forward and Lake Powell is never going to fall down to these low levels,” Halberg said.

Rolf Schmidt Petersen, the Interstate Stream Commission’s director, said the four upper basin states — New Mexico, Colorado, Utah and Wyoming — will do what they can to conserve water, but it likely will be limited.

They’re already receiving and using considerably less than their maximum federal water allotments, Schmidt Petersen said.

In New Mexico, water is diverted from the Colorado River Basin through a complex series of tunnels and dams known as the San Juan-Chama Project. This water merges with the Rio Grande and supplements supply for Albuquerque, Santa Fe, Native pueblos and irrigators in the middle valley.

The Reclamation Bureau this year issued less than half of the full San Juan-Chama allocation, Schmidt Petersen said. That’s in contrast to the lower basin states that receive their maximum allotments, he said.

Frankel said fixing the dam’s plumbing issues will ensure all the states aren’t shorted any more than they already are. It also will prevent possible legal tussles between the upper and lower basin states over water deliveries, he said.

Dave DuBois, New Mexico’s state climatologist, said aside from the warming climate straining the river, there’s an increasing number of users, which together will create continuing challenges even with infrastructure improvements.

“There are so many straws that are in that river,” DuBois said.

SAN FRANCISCO (CBS SF / BCN) – With San Francisco planning to upgrade the car-free route along John F. Kennedy Drive in Golden Gate Park, city officials said Wednesday they would ask city residents to contribute to these plans.

The city carlessed most of JFK Drive between Transverse and Kezar for the first time at the start of the COVID-19 pandemic, to make way for social distancing for people who walk, jog and bike.

Since then, the car-free route has become hugely popular, with San Francisco Recreation and Park officials seeing a 36 percent increase in recreational use along the road compared to pre-pandemic numbers. In addition, the car-free initiative has also reduced accidents with serious injuries on the road to zero – compared to more than 50 such collisions in the last five years.

Because of its success and in an effort to better serve residents, officials from Rec and Park and the San Francisco Municipal Transportation Agency are now looking for ways to improve the route.

The agencies’ shared Golden Gate Park Access and Safety Program allows residents to provide feedback through an online open house, scheduled online office hours, virtual open house, pop-up information centers and tours of the park.

Specifically, the program is asking residents about options for JFK Drive and other parking streets, including permanently banning the current closures; Return to pre-pandemic configuration; or providing managed vehicle access to the restricted vehicle park on JKF between Eighth Avenue and Tansverse Drive for westbound traffic only.

Proposed new services in the park to improve usability and accessibility include the establishment of parking spaces accessible under the American Disabilities Act; Establishment of taxi stands in the music hall; Creation of a drop-off zone in the station’s garage; Modernization of the existing parking shuttle service; Expansion of bike share and roller share services in the park; Allowing cycle rickshaw services; and modifying intersections to improve safety and traffic congestion.

“Public feedback is critical to determining the future of JFK Drive after the pandemic, and we look forward to your thoughts and experiences,” said Phil Ginsburg, general manager of the San Francisco Recreation and Park Department, in a statement. “The Golden Gate Park belongs to everyone, so neither security nor access can be neglected.”

“The Golden Gate Park car-free route was designed to provide a safe recreational space during COVID. It turned out to be a huge draw, bringing more people to the park, serving commuters between sunset and downtown, and creating safe space for kids to learn to drive, ”said Jeffrey Tumlin, SFMTA Traffic Director.

In a service sector with plenty of local options, Lu Villareal knows what makes his business stand out and keeps his days booked up.

“What sets us apart is only the quality of the products we use,” said Villareal.

Villareal owns LAV Plumbing at 2941 N. Columbia St., Milledgeville. A native of California, Villareal spent his childhood helping his father’s landscaping before learning the basics of plumbing as a young adult. Villareal spent the first part of his career learning his trade on the San Francisco Bay before doing plumbing in high-end resorts and casinos. He also has extensive experience installing new builds.

“I mainly carried out new buildings and conversions,” said Villareal. “That’s what I learned first, so I learned all the codes and how to do certain piping in a certain way.”

Learning how to trade on the West Coast gave Villareal an overall head start by allowing him to learn new, green concepts as they hit the market, skills he could eventually bring with him to Georgia.

“We have been installing instant water heaters since 2000,” said Villareal, citing a notable example. “We installed it from the start.”

Villareal and his family moved to Milledgeville in 2009. Since his certifications from California did not immediately transfer to Georgia, he worked in the state for two years before receiving a license in the fall of 2011. Shortly afterwards, LAV Plumbing was born and has always been strong.

LAV Plumbing offers all aspects of plumbing services for residential and commercial properties, including new construction, renovation, installation of water heaters, special heating, cleaning of drains and working with water, gas and sewer pipes. Villareal and its crew work on construction sites every day and also take care of service calls to customers throughout the region.

The crew is organized by office staff Brittney Johnson and Villareal’s wife Kristin.

“I equate that with running a doctor’s office. He fixes the problems and someone else does the paperwork, ”said Kristin of the division of labor.

Villareal and his team work long days, usually starting at 7:30 a.m. and working until dark. He admits that putting everyone on the busy schedule can be stressful, but he is motivated to care for his family, meet his clients’ needs, and have the satisfaction of a job well done.

“I’m more concerned about the finished product than just getting it finished,” said Villareal.

“He’s proud to step back and look at the system he just installed before closing the walls,” added Kristin.

Kristin describes her husband as being detail-oriented in his work, right down to the marking of the pipes that lead into the walls of a new building.

“He’s so meticulous,” said Kristin.

She added that her husband is known to stand up for his customers by discussing product selections with contractors to ensure that the best application is always used for the situation at hand.

LAV Plumbing is working on several new builds in the Lake Oconee area while serving a full spectrum of service needs for residential customers in Milledgeville. One product that has become increasingly popular in recent years is the instantaneous water heaters, which he got to know at the beginning of his career in California. Newer instant water heaters are now equipped with circulation pumps, which ensure that when the customer turns on the tap, not only continuously has hot water, but also hot water immediately. According to Villareal, the systems now even have intelligent technology with which the daily habits of the user can be remembered and hot water can wait for peak consumption times every day.

Kristin added that while such systems can be an out-of-the-box investment, they will save the customer money in the long run.

“You don’t want to waste anything in markets like Lake Oconee, where water is very expensive [water]”Kristin said.” The savings in a year with a circulation pump make up for it when you are in a market where water is expensive. “

Villareal continues to keep an eye on the cutting edge technology in its home state, including new trends in specialty and radiant heating systems and the use of solar energy to heat water. In this way, he can make this know-how available to LAV Plumbing’s customers as soon as demand increases.

Villareal owes its success with LAV Plumbing to its prioritization of using quality parts to get the job done. He trains his customers so that they understand the cost benefits of investing in high quality parts and replacement parts when that is the most cost effective measure.
