Last week, the public health departments in San Francisco and Marin counties announced changes to COVID-19 face mask requirements in indoor settings. On Friday, the softened mandates went into effect.

In both counties, an exemption allows people to remove their masks in some indoor settings where stable groups of fully vaccinated people gather. Think of these settings as places where the same group of people get together again and again, such as yoga classes or office settings.

Those places include offices, gyms, fitness centers, employee commuter vehicles, religious gatherings, college classes and other indoor gatherings, not exceeding 100 people.

The employer, or the host of the indoor gatherings, is required to control access and verify that everyone present is fully vaccinated. They must also ensure proper ventilation, no recent COVID-19 outbreaks, and that guests and children under 12 are not present, among other safety measures, the counties said.

The new exemption does not apply to public indoor settings such as retail stores, bars and restaurants or other places of businesses that are open to the public. People can continue to remove their masks temporarily in restaurants and bars to eat or drink.

San Francisco specifically noted that masks are still required in “shared indoor areas such as common areas of a building, [including] elevators, lobbies and restrooms, where people from different workplace settings could interact.”

When will SF and Marin and other Bay Area counties fully lift the indoor mask mandate?

Last week, San Francisco and Marin — along with six other Bay Area counties, including Alameda, Santa Clara, San Mateo, Contra Costa, Marin, Sonoma and Napa — also presented three criteria for when mask mandates can be lifted entirely.

First, a county must reach the “moderate” (yellow) tier of case rates, as determined by the Centers for Disease Control and Prevention’s data tracker, and remain there for three weeks. Marin is the only county in the state in the yellow tier; it moved into this lower-risk position two days ago.

Second, the county’s health officer must determine that COVID-19 hospitalizations are “low and stable.”

Finally, 80% of a county’s total population must be fully vaccinated against COVID-19, or eight weeks after a COVID-19 vaccine has been authorized for children ages 5 to 11. As of Thursday, 75% of San Francisco’s population and 81% of Marin’s population is fully vaccinated.

Marin is the only county in the Bay Area that is close to meeting the criteria for lifting the mask mandate. “We want to see fewer people hospitalized with COVID-19 before lifting the mandate,” said Dr. Matt Willis, the county’s health director. “Last week, there were 15 total COVID-19 hospitalizations in Marin. So we set that as the metric — we’ll want to see less than 15 people in the hospital for COVID-19 before lifting the mandate.”

While Marin’s move into the yellow tier is promising, it needs to remain at that level for 21 consecutive days. “Three consecutive weeks in yellow will mean we’ve maintained fewer than 18 new cases per day on average,” Willis explained. “That’s among the lowest rates in the state, and California’s rates are the lowest in the nation. We’re in a good place to peel back restrictions. We’ve talked about following the science as we place new restrictions, and the local mask mandate helped control the fourth wave.As we moved out of lockdown in the past, we saw evidence that we can safely lift restrictions when conditions allow.With over 90 percent of our eligible community fully vaccinated, we’ve earned another margin of normalcy. “

Feb 7 (Reuters) – Officials in New Jersey, Connecticut, Delaware, California and Oregon said on Monday they will lift indoor mask mandates for schools and other public places in coming weeks, seeking a return to “normalcy” as soaring COVID-19 infections fueled by the Omicron variant abate.

The changes signal a growing inclination by political leaders in those states, all led by Democrats, to take pandemic-weary residents off an emergency footing and shift toward policies that treat the virus as part of every day life.

Compulsory face-coverings have proven especially fraught and politically heated in public education. Four of the states announcing action on Monday – California being the exception – set hard deadlines for ending mask mandates in schools.

Republican leaders in some states, including Florida and Texas, have banned mask mandates in schools, while Democrats have generally encouraged the policy to help stall new infections.

In New Jersey, where the number of new cases has decreased over the past two weeks, Governor Phil Murphy announced the state would lift its school mask mandate on March 7.

“Balancing public health with getting back to some semblance of normalcy is not easy. But we can responsibly take this step due to declining COVID numbers and growth in vaccinations,” Murphy wrote on Twitter.

Murphy later told a news conference that individual school districts and private childcare providers would still be allowed to maintain and enforce mask mandates.

“We will not tolerate anyone being put down exercising by their choice to mask up,” Murphy said.

Connecticut Governor Ned Lamont said his state would lift its mask mandate on Feb. 28, and Delaware’s John Carney announced the state’s school mask mandate would end on March 31.

“We’re in a much better place than we were several weeks ago,” Carney wrote on Twitter, but added: “The virus still poses a risk of serious illness, particularly among those who are not up to date on their vaccinations.”

Oregon health officials also announced that general mask requirements for indoor public places, including schools, would remain in effect for nearly two more months before they are lifted on March 31, when hundreds of fewer state residents are expected to be hospitalized with COVID-19.

SHIFT POLICIES

California Governor Gavin Newsom pointed to a 65% statewide decline in case rates since the height of the Omicron surge, which prompted mandatory face coverings for everyone – vaccinated or not – in all indoor public spaces in mid-December.

Under the latest policy shift in the nation’s most populous state, indoor masking will cease to be compulsory for vaccinated people from Feb. 16, except in such settings as public transit, hospitals and nursing homes.

The unvaccinated will still be required to mask up at all indoor public places. And local masking policies imposed county-by-county, as in Los Angeles and much of the San Francisco Bay area, will remain in effect.

The latest change in California does not immediately apply to its schools but education and public health officials are working on revised indoor masking rules for students and teachers in the weeks ahead, state officials said.

President Joe Biden met Murphy and other US governors last week at the White House, where the state leaders expressed a desire to return to a sense of normalcy nearly two years after the pandemic forced many schools to switch to online learning and later to institute mask policies .

While US coronavirus deaths are still on the rise – surpassing 900,000 on Friday – the daily number of lives lost has begun to level off, according to data collected by Reuters. During each surge in the pandemic, the rise in the death toll trails the increase in new cases.

Dr Leana Wen, a public health professor at George Washington University and Baltimore’s former health commissioner, said lifting mask mandates was the right step.

It “marks a needed shift from government-imposed requirement to individual decision. It helps to preserve public health authority for when it’s needed again,” she wrote on Twitter.

As masking policies shift, many school districts have returned to in-person learning in recent weeks, according to Burbio.com, a site that collects school calendar data. An average of 180 schools were not offering in-person instruction last week nationwide, down from some 6,000 on Jan 14.

SAN FRANCISCO (KPIX) — Sunny weather, cultural celebrations and a bit of soccer fever got people enjoying the sights and sounds of the city on Saturday.

“The turnout is better than expected. With everything that’s happening right now, we didn’t even know if that was going to happen – so far the turnout is looking great,” said Wayne Chan, street festival coordinator for the Chinese New Year in San Francisco’s Chinatown.

The street festival and parade helped kick off the weekend leading up to the Lunar New Year, an important opportunity for people to fill the streets of Chinatown and support businesses.

People also enjoyed the sunshine along the Embarcadero on Saturday afternoon.

“I enjoy it when everyone’s back outside,” said Keaton Quentin, a new San Francisco resident who walked by the waterfront.

Others on the Embarcadero were still wary but still excited to be out in public. They weren’t sure how crowded the streets would be on Saturday.

“It’s scary being outside because there are so many people around, but it’s also really nice to just be around people again,” said Sanjeevani Lakshmivarahan.

Whether in Chinatown or on the waterfront, there were proud 49ers fans with sports gear showing their support for their team. Some still hadn’t decided exactly where they were going to watch Sunday’s NFC Championship game against the Rams, but they were still keen to get together.

“As long as you play it safe and do what you have to do, you know how to protect your household and your friends,” said Danya Chapman.

The San Francisco Department of Public Health expected large crowds this weekend due to multiple events. They are issuing guidance encouraging people to make sure they are up to date on vaccines and boosters before joining a large crowd.

Masks were also suggested, regardless of whether they were required around many people. This weekend may not bring people back to normal, but it did make them feel like they’re one step closer.

“It means a lot to entrepreneurs. They’re glad it’s going on. We’re seeing a lot of tourism returning to the area,” Chan said.
