<p>SALINAS (BCN) &#8211; Heavy rains, expected Monday afternoon, prompted authorities to upgrade an evacuation warning for areas at risk from debris flows near River Road in Salinas, the authorities said.</p>
<p>The order is for Pine Canyon Road in Salinas, including Trimble Hill, Mesa Road, Manzanita Way, Wildwood Way, Redding Drive, Belmont Circle, and the southwest end of Berry Drive, according to the Monterey County Sheriff&#8217;s office.  The order also affects Limekiln Road and the 800 block of River Road in Salinas.</p>

<p>The National Weather Service had previously issued a flash flood warning for the fire scarring areas of River Fire, Carmel Fire and Dolan Fire from 1:45 p.m. to 8:00 p.m.</p>
<p>Forecasters said heavy rainfall is expected to hit thresholds for increased risk of debris flow activity in the former fire areas, prompting the upgrade to an evacuation order.</p>

<p>Debris streams are fast moving masses of mud, rocks, boulders, trees, and sometimes houses or vehicles.  They move fast and are often fatal to those who get in their way.  The only way to avoid debris flows is to get to safety from a debris flow event.</p>
<p>Properties downstream of the fire areas are at increased risk of flooding and debris flows.  Local residents are asked to be vigilant and watch out for any land movement.  Anyone concerned about security should leave the area and not wait for officials to tell them to, the sheriff&#8217;s office said.</p>
<p>Highway 1 is closed at Deetjens Big Sur Resort and Ragged Point.  Resources and information on evacuating large animals are available from the SPCA Monterey County at (831) 646-5534.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; A cloud of atmospheric subtropical river moisture that stalled over the San Francisco Bay Area on Monday triggered steady downpours, gusts of wind of 40 miles per hour or more, minor rock slides, and localized flooding on roads.</p>
<p>The heavy rainfall in the southern part of the Bay Area has resulted in authorities issuing multiple flood warnings and warnings.</p>
<p>Early Monday evening, Santa Cruz County announced that areas of the CZU Burn Scar, Felton Grove and Paradise Park were under an evacuation warning due to heavy rains that began to fall on Sunday.</p>

<p>Residents evacuating are asked to follow these steps:
</p>
<ul>
<li>Follow the instructions of the local authorities, including for travel routes.</li>
<li>Wear protective clothing and sturdy shoes.</li>
<li>Take your emergency go-bag or emergency supply kit with you.</li>
<li>Lock your home</li>
<li>Turn off the water, gas, and electricity when prompted.</li>
<li>Let others know when you left and where you are going.</li>
<li>Make arrangements for pets and livestock if necessary.</li>
</ul>
<p>Residents can use the Zonehaven.com website to check that they are in the evacuation warning area.</p>
<p>The National Weather Service previously issued a Flash Flood Watch for the fire area of ​​the CZU Lightning Complex, which includes the southern part of San Mateo County and the northern part of Santa Cruz County.  The clock went into effect on Monday at 4 p.m. and ends at 10 p.m.</p>

<p>The flash flood warning expired at 11:45 a.m. and was downgraded to a flood warning.  An additional flood warning issued to more of the area, including San Francisco, San Mateo, Santa Clara, and Santa Cruz counties, expired at 12:15 p.m.</p>
<p>The San Lorenzo River has risen and the fast-flowing streams carry large logs and debris that have not been washed away by the drain in years.</p>
<p>It was an impressive show, even for the locals.</p>
<p>&#8220;This is wild!  Just wild.  Kind of exciting, ”said Andrea Randall from Boulder Creek.</p>
<p>Randall came out to see the river after her own house was flooded.  The drain behind their house flooded the culvert and flowed into the family<br />Kitchen a few inches deep.</p>
<p>“It was like a flash flood, like everyone worried about just getting through.  So much water in such a short time, ”says Matt Randall.</p>
<p>The storm made driving particularly treacherous.  Flooding occurred in numerous places on Highway 9 as storm drains flooded trenches.</p>
<p>“It was really hard.  It flooded the street and fell on our property, ”said Harry Clark, a resident of Boulder Creek.</p>
<p>Street teams hopped from place to place and cleared the gullies.<br />There were also a number of mudslides.  One blocked a lane on Southbound 17 near Sugarloaf Road.</p>
<p>However, some local residents weren&#8217;t too surprised by the persistent downpour of the atmospheric river.</p>
<p>&#8220;It&#8217;s a good storm, but it&#8217;s not uncommon for here in the mountains,&#8221; said Troyan Lean of Boulder Creek.</p>
<p>The Bay Area National Weather Service office also released new information on Monday afternoon about the flash flood surveillance that was in effect for fire areas in Monterey County.</p>
<p>The weather service said the watch would be in effect from 7:00 p.m. Monday evening through 1:00 a.m. Tuesday morning in the scars of the River, Carmel, Dolan and Coleman fires.</p>

<p>Monterey County authorities had previously issued an evacuation warning for the Dolan Fire scars area and areas in and around River Road in Salinas around 5 p.m. Sunday until Tuesday morning as the atmospheric river storm system brought heavy rain to the county on Sunday.</p>
<p>Forecasters said rainfall is likely to hit thresholds for increased risk of debris flow activity, particularly in areas near the fires in August 2020. Properties and people located below or downstream of the fire areas are at increased risk.</p>
<p>Areas affected by the alert are Pine Canyon Road, Trimble Hill, Mesa Road, Manzanita Way, Wildwood Way, Redding Drive., Belmont Circle, the southwest end of Berry Drive, Limekiln Road, and the 800 Block of River Road.</p>
<p>Highway 1 was closed at Deetjens Big Sur Resort (Postmile 42.1) and Ragged Point on Sunday from 8 p.m.</p>
<p>The lockdown should remain in effect until Tuesday, then the transit agency will review the conditions.</p>
<p>Caltrans said it is working with local authorities to minimize travel to Big Sur so residents and businesses can evacuate in the safest of conditions.  Highway 1 is closed at the request of the California Highway Patrol.</p>
<p>Floods forced the closure of Highway 92 between Highway 1 and State Route 35 in both directions.</p>

<p>Cal Fire later confirmed that two people trapped in flood water in their vehicle on Highway 92 needed to be rescued, but there were no injuries in the incident.</p>

<p>Elsewhere in San Mateo County, massive scaffolding collapsed on southbound El Camino Real, forcing 3rd Avenue to 5th Avenue to be closed.  No casualties were reported and there was no ETA if the lanes were opened.</p>

<p>Firefighters also provided assistance at the flooded San Mateo Credit Union branch in Half Moon Bay.  The firefighters controlled the flow of water with sandbags and helped remove the accumulated water.</p>

<p>In Hillsborough, crews from the San Mateo Consolidated Fire Department and Central County Fire District rescued a resident from a flood.</p>

<p>Hillsborough police said there had been significant local flooding in the city.  Rescue workers were on duty the entire time to mitigate the flooding and remove dangerous debris.</p>
<p>In South Bay, Mountain View police reported around 1:30 p.m. that a fallen power pole had fallen on Rengstorff Avenue near the intersection with San Luis Avenue.  PG&#038;E crews were on site.</p>
<p>So far there has been no forecast of when the road will be released again.</p>
<p lang="en" dir="ltr">A large power pole has fallen on Rengstorff and San Luis Avenue.  Traffic will stop in both directions while crews work to make the area safe.  @ PGE4Me has been notified. </p>

<p>Cal Fire reported that a small mudslide had temporarily closed part of Felton Empire Road Monday morning.  No casualties were reported and the crews had one lane free.</p>

<p>The flood triggered a flood warning for parts of the districts of Alameda, Contra Costa, San Mateo and Santa Clara on Monday morning.</p>
<p>At 8:53 am, the weather service tweeted: “We are closely monitoring the streams and creeks in the area, as several are rising rapidly in North Bay.  Here is a quick snapshot of Napa Creek, Corte Madera Creek, and Santa Rosa Creek. &#8220;</p>
<p>A wind warning was also in effect for gusts of up to 80 km / h.</p>
<p>&#8220;Doppler radar and automatic rain gauges indicate heavy rain,&#8221; wrote the meteorologists.  &#8220;Flooding poor drainage areas have already resulted in minor flooding on Interstate 880 and Highway 101. Between 0.5 and 1 inch of rain has fallen.&#8221;</p>
<p>Berkeley police warned motorists that “Ashby Avenue west west of 7th Street will be closed due to flooding for the next few days.  Please avoid the area. &#8220;</p>
<p>There were also several reports of rains between six and 30 centimeters that had accumulated on the roads in Piedmont.  A fallen tree fell over a roadway in Santa Clara in Santa Clara and another tree crashed into a bedroom of a house in Felton, in the rain-soaked Santa Cruz Mountains.</p>
<p>In Orinda, floods have been reported on Moraga Way and Glorietta Blvd.</p>
<p>The strongest blow of the storm had been delivered in the North Bay from Sunday afternoon.</p>
<p>&#8220;The rain totals for 24 hours starting at 4 a.m. include: 7.77 inches for Mt Tamalpais, 4.78 inches for Ben Lomond and 1.32 for downtown San Francisco,&#8221; the weather service posted on social media.</p>
<p>At 9 a.m., the total of 24 hours was 6.45 inches in Ben Lomond and 5.15 inches in Scott&#8217;s Valley.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; The National Weather Service updated its Bay Area forecast on Sunday afternoon to indicate that the atmospheric river has shifted its course south and more stormy weather than previously expected in the Big Sur / Santa Lucia areas in the Monterey County brings.</p>
<p>As a result, Monterey County issued an evacuation warning for the Dolan Burn Scars area and areas in and around River Road in Salinas at around 5 p.m. by Tuesday morning as the atmospheric river storm system is dissipating heavy rain in the county on Sunday.</p>

<p>Forecasters say rainfall is likely to hit thresholds for increased risk of debris flow activity, especially in areas near the fires in August 2020. Land and people below or downstream of the fire areas are at increased risk.</p>
<p>Areas affected by the alert are Pine Canyon Road, Trimble Hill, Mesa Road, Manzanita Way, Wildwood Way, Redding Drive., Belmont Circle, the southwest end of Berry Drive, Limekiln Road, and the 800 Block of River Road.</p>
<p>Highway 1 will be closed at Deetjen&#8217;s Big Sur Resort (Postmile 42.1) and Ragged Point on Sunday from 8:00 p.m.</p>
<p>For information and resources on large animal evacuation, please contact the SPCA for Monterey County at (831) 646-5534.</p>
<p>Officials say residents should remain vigilant and be aware of any land movement.  If weather patterns change or land movement occurs, additional evacuation warnings or orders may be issued.  If you are concerned about your safety or if you feel like your life is being threatened, get out of the area.</p>
<p>Those who need extra time to evacuate and those with pets and livestock should leave immediately, officials said.  Debris streams are fast moving masses of mud, rocks, boulders, trees, and sometimes houses or vehicles.  They move fast and are often fatal to those who get in their way.  The only way to avoid debris flows is to get to safety from a debris flow event.</p>

<p>A strong wind warning was issued for counties of Monterey and San Benito on Monday from 1 a.m. to 9 p.m., with gusts of up to 60 miles per hour possible.  There are still wind warnings for the counties of Santa Clara, Santa Cruz and San Mateo.</p>

<p>It is very likely that the Central Coast, including Monterey, Santa Cruz, Salinas, and Hollister, will experience heavy rainfall, high winds, heavy surf, and flash floods on Sunday and Monday, and a moderate risk of such weather events as well as possible snow on Tuesday.</p>
<p>Light rain and snow fell earlier in the day in Northern California, giving residents a taste of what to expect.  The multi-day storm could drop more than eight feet of snow on the highest peaks, drenching other parts of California as it penetrates south and east before moving out during the week.</p>
<p>&#8220;This is quite a common occurrence,&#8221; said National Weather Service meteorologist Anna Wanless in Sacramento.  &#8220;Most of California, if not all of California, will see rain and snow.&#8221;</p>
<p>The rainfall will bring relief, at least temporarily, to the wider region hit by the drought caused by climate change.</p>
<p>This week&#8217;s storm is typical of this time of year, but notable because it&#8217;s the first major snowfall that is expected to have a significant impact on travel with ice and snow on the roads, high winds and limited visibility, Wanless said.  Motorists had to wrap their tires in chains on some mountain passes on Sunday.</p>
<p>Officials asked people to postpone the trip and stay indoors.  Rain is predicted to cause minor floods and rockfalls, especially in areas marked by forest fires.  Strong winds accompanying the storm could lead to power outages, forecasters said.</p>
<p>Karly Hernandez, a spokeswoman for Pacific Gas &#038; Electric, said the utility, which covers much of California, had no major outages on Sunday.  Crews and equipment will be deployed across the state to respond quickly if the power goes out, Hernandez said.</p>
<p>On Sunday, rain fell intermittently across California.  Andy Naja-Riese, executive director of the Agricultural Institute of Marin, said farmers&#8217; markets in San Rafael and San Francisco would continue as usual in light winds.</p>

<p>SANTA ROSA (CBS SF) &#8211; A broken HVAC heater on the roof filled a school in Santa Rosa with carbon monoxide fumes Thursday morning, making students sick and forcing the building to be evacuated, authorities said.</p>
<p>According to the Santa Rosa Fire Department, the crews were dispatched to Bridge Church at 301 Fulton Road at 10:26 a.m.</p>

<p>Arriving firefighters found an orderly evacuation in the two-story building that houses both the church and the Grace Christian Academy.</p>
<p>Students and teachers at the school informed the fire department that there was an odor in the building.  Numerous students and several staff complained of symptoms consistent with exposure to carbon monoxide.</p>
<p>Firefighters used a 4-gas monitor to determine the presence of carbon monoxide in several classrooms and hallways in the building.</p>

<p>A total of 12 students and two staff members complained of symptoms related to carbon monoxide exposure, were treated, and were released at the scene. </p>
<p>Upon further investigation by firefighters and PG&#038;E crews, it was found that the source of the carbon monoxide was an HVAC unit on the school roof that provides heat to several classrooms.</p>
<p>The HVAC unit was covered with tarpaulin due to a water leak during the recent rain.  When the HVAC unit was turned on to provide heat, the tarpaulin was preventing the clean air from circulating properly.</p>
<p>After the tarpaulin was removed, the HVAC unit was working properly.  The rest of the HVAC units on the roof have been tested and found to be correct.</p>

<p>Firefighters used fans to remove the carbon monoxide from the building.</p>

<p>BOULDER CREEK (CBS SF) &#8211; With the sky lightening and a strong atmospheric river moving south, Santa Cruz and San Mateo County officials announced on Monday that they were lifting evacuation orders for residents in or within the Live close to the burn scar left by the massive CZU complex fire in 2020.</p>
<p>The order went into effect on Sunday in parts of San Mateo and Santa Cruz counties, where fears were heightened about the fire-ravaged areas of the Santa Cruz Mountains&#8217; ability to withstand the torrential rains.</p>

<p>SANTA CRUZ (CBS SF) &#8211; As an &#8220;atmospheric flow&#8221; rainstorm was approaching the Bay Area, evacuation orders for higher risk areas of Santa Cruz County were issued on Saturday afternoon as MPs went door-to-door to notify residents. </p>
<p>County residents are encouraged to call (831) 454-2181 with questions about evacuations and resources, and the county expects to open housing at 8:00 a.m. on Sunday, according to Nicole Coburn, the county&#8217;s assistant administrator.</p>
<p>&#8220;The sheriff&#8217;s office began door-to-door operations on Saturday in anticipation of evacuations in higher risk areas,&#8221; Coburn said.  MPs are contacting homes in the low-lying, high-risk areas with the highest potential for evacuation, the deputy administration official said.</p>

<p>&#8220;We are in the process of finalizing plans for the evacuation shelter site and once we have solidified the site, we will inform the public of the site,&#8221; said Coburn.</p>

<p>SHASTA LAKE, Shasta County (CBS SF) &#8211; The fawn fire in Shasta County north of Redding that ignited Wednesday grew rapidly, leading to mandatory evacuations on Thursday.</p>

<p>The Shasta County Sheriff&#8217;s Office issued a mandatory evacuation order for the Mountain Gate community Thursday morning.  All roads off the Old Oregon Trail in either direction between Bear Mountain North and Interstate 5 must be immediately cleared.

<p>A temporary evacuation collection point has been set up in the Shasta College parking lot at 11555 Old Oregon Trail in Redding.</p>

<p>The evacuation order was extended to all roads north of the Old Oregon Trail at Akrich north to Pine Grove and east of Interstate 5 at around 12:45 p.m.</p>

<p>The evacuees were asked to take important belongings, medicines and pets with them, if possible.  A second lodging was established in the First Church of the Nazarene at 2255 Bechelli Lane in Redding.</p>
<p>In addition, an evacuation warning was issued for areas north of SR-299 and east of I-5.  Redding Police said Code Red notifications were being issued in the area.</p>
<p>Residents who choose to evacuate are advised to head towards SR299.</p>
<p>There were reports that the fire was approaching the Alert Wildfire camera on Bear Mountain.</p>

<p>A fast moving vegetation fire broke out in the city of Santa Barbara Thursday evening, forcing the evacuation of a television news room and the surrounding neighborhood.</p>
<p>Santa Barbara County Fire Department spokesman Mike Eliason said the fire in Loma, currently about 20 acres, was reported at 8:55 p.m. on the slope between Miramonte Drive and Loma Alta Drive near the KEYT TV news.</p>
<p>Officials evacuated the newsroom and residents of surrounding neighborhoods, including Miramonte Drive, Loma Alta Drive and Via del Cielo, Eliason said.</p>
<p>The fire is currently wind driven and burning uphill, he said.</p>

<p>Forecasts of high winds and rain this week prompted officials to issue new evacuation orders for parts of Santa Cruz County on Monday.</p>
<p>Several zones in the Ben Lomond, Boulder Creek, Felton, and Santa Cruz Counties fire department counties are affected by the orders.  The residents there should be evacuated immediately this week due to a &#8220;high potential for dirt flow&#8221;.  A full list of affected zones can be found here. <p>The order affects nearly 5,000 people, district officials said.</p>
<p>Temporary evacuation shelters will be set up later Monday at San Lorenzo Valley High School, 7105 Highway 9 in Felton.  Scotts Valley Community Center, 360 Kings Village Road in Scotts Valley;  and Pacific Elementary School, 50 Ocean Street in Davenport, officials said.</p>
<p>The National Weather Service forecasts strong wind and rain for the whole week, with the largest amount falling from Tuesday evening to Wednesday.  Rain between two and three inches is possible on Tuesday evening.  Winds will be between 21 to 31 miles per hour, with gusts as high as 48 miles per hour.</p>
<p>Experts have long warned of the dangers of mudslides in the Santa Cruz Mountains that could be triggered by heavy rainfall.  The CZU Lightning Complex fire scorched more than 86,500 acres in the past year, removing the slopes of water-absorbing vegetation, leaving only rocks, clay, and ash &#8211; loosening the soil and increasing the likelihood of a mudslide.  Mud avalanches can be triggered in a short time by intensive outbreaks of precipitation.</p>
