<p>After living in the Bay Area for nearly seven years, Hari Raghavan and his wife decided to leave for the East Coast late last year.</p>
<p>They were both working remotely and wanted to leave California because of the high cost of living and urban crime.  So they made a list of potential relocation cities before choosing Miami for its sunny weather and what they perceived was a better sense of safety.</p>
<p>Raghavan said that their Oakland house had been broken into four times and that prior to the pandemic, his wife called him every day during her seven-minute walk home from the BART station because she felt safer with someone on the phone.  After moving to Miami, Raghavan said they accidentally left their garage door open one day and were floored when they returned home and found nothing had been stolen.</p>
<p>“We moved to the Bay Area because we had to be there if you want to work in tech and start-ups, and now that that&#8217;s no longer a tether, we took a long hard look and said, &#8216;Wait, why are we here again?&#8217;  ” Raghavan said.</p>
<p>He said there wasn&#8217;t much draw in California&#8217;s quality of life, local or social policies, or cost of living.  &#8220;That forced us to question where we actually wanted to live,&#8221; he said.</p>
<p>An acceleration of people leaving coastal California began during the first year of the pandemic.  But new data show it continued even after lockdowns and other COVID restrictions eased.</p>
<p>California ranks second in the country for outbound moves — a phenomenon that has snowballed during the pandemic, according to a report from the Federal Reserve Bank of Chicago, which tracked data from moving company United Van Lines.  Between 2018 and 2019, California had an outbound move rate of 56%.  That rate rose to nearly 60% in 2020-21. </p>
<p>Citing changes in work-life balance, opportunities for remote work and more people deciding to quit their jobs, the report found that droves of Californians are leaving for states like Texas, Virginia, Washington and Florida.  California lost more than 352,000 residents between April 2020 and January 2022, according to California Department of Finance statistics. </p>
<p>San Francisco and Los Angeles rank first and second in the country, respectively, for outbound moves as the cost of living and housing prices continue to balloon and homeowners flee to less expensive cities, according to a report from Redfin released this month. </p>
<p>Angelenos, in particular, are flocking to places like Phoenix, Las Vegas, San Diego, San Antonio and Dallas.  The number of Los Angeles residents leaving the city jumped from around 33,000 in the second quarter of 2021 to nearly 41,000 in the same span of 2022, according to the report.</p>
<p>California has grappled with extremely high housing prices compared with other states, according to USC economics professor Matthew Kahn.  Combined with the pandemic and the rise in remote work, privileged households relocated when they had the opportunity.</p>
<p>“People want to live here, but an unintended consequence of the state&#8217;s environmentalism is we&#8217;re not building enough housing in desirable downtown areas,” Kahn said.  “That prices out middle-class people to the suburbs [and creates] long commutes.  We don&#8217;t have road pricing to help the traffic congestion, and these headaches add up. So when you create the possibility of work from home, many of these people &#8230; they say &#8216;enough&#8217; and they move to a cheaper metropolitan area .”</p>
<p>Kahn also pointed out that urban crime, a growing unhoused population, public school quality and overall quality of life are driving out residents. </p>
<p>&#8220;In New York City, but also in San Francisco, there are all these fights about which kids get into which elite public schools,&#8221; he said.  &#8220;The rich are always able to hide in their bubble, but if the middle class looks at this quality of life declining, that&#8217;s a push factor to leave.&#8221; </p>
<p>Redfin chief economist Daryl Fairweather cited a June report that tracked the change in spending power of a homebuyer on a $2,500 monthly budget.  While 11.2% of homes in Los Angeles were affordable on that budget, using a 3% interest rate, that amount swelled to about 72% in Houston and about 50% in Phoenix.</p>
<p>&#8220;It&#8217;s really an affordability problem,&#8221; Fairweather said.  “California for the longest time has prioritized single-family zoning, which makes it so people stay in their homes longer because their property taxes don&#8217;t reflect the true value.  California is the epicenter of where the housing shortage is so people have no choice but to move elsewhere.”</p>
<p>While California experienced a major population boom in the late 20th century — reaching 37 million people by 2000 — it&#8217;s been losing residents since, with new growth lagging behind the rest of the country, according to the Public Policy Institute of California.  The state&#8217;s population increased by 5.8% from 2010 to 2020, below the national growth rate of 6.8%, and resulting in the loss of a congressional seat in 2021 for the first time in the state&#8217;s history. </p>
<p>Although California has relied on immigration to offset its population decline for the past two decades, that flow has also shrunk, according to UCLA economics professor Lee Ohanian. </p>
<p>Delays in processing migration requests to the US were compounded during the pandemic, resulting in the lowest levels of immigration in decades, according to US Census Bureau data. </p>
<p>Estimates showed a net increase of 244,000 new immigrants between 2020 and 2021 — roughly half the 477,000 new immigrant residents recorded between 2019 and 2020 and a drastic reduction from more than 1 million reported from 2015 to 2016. </p>
<p>The state is also seeing a dwindling middle class, said Ohanian, who cited a report from the National Assn.  of Realtors, outlining that the national median home sales price has reached $416,000, a record high.  Meanwhile, California&#8217;s median home price has topped $800,000.</p>
<p>&#8220;[California is] at a risk for becoming a state for very, very wealthy people and very, very low earners who receive state and local and federal aid that allows them to be able to live here,” Ohanian said.  &#8220;We should worry about those in the middle who are earning that $78,000 household median income and is, at the end of the day, really struggling, especially if they have interest in buying a home.&#8221; </p>
<p>Los Angeles County, in particular, has suffered from slowed population growth, as have rural parts of the state, while Orange County, Sacramento and some parts of the Bay Area have managed to see some gains, the Public Policy Institute of California found.</p>
<p>Fairweather said that since she last lived in Los Angeles in 2016, she&#8217;s noticed fewer affordable places to rent. </p>
<p>&#8220;It used to be that Santa Monica and Beverly Hills were expensive, but you could find affordable housing on the Eastside,&#8221; she said.  “But that got expensive and you had to find housing near South Central.  Now, there&#8217;s nowhere within a two-hour commute of downtown Los Angeles that&#8217;s still affordable.”</p>
<p>Bay Area native Kenny Phung, who made the exodus from California last fall when his partner got into nursing school in Portland, Ore., said high rent prices helped cement the decision to move out of state.  Phung was living with three roommates in Los Angeles for $3,600 total per month but found a two-bedroom apartment for less than half that price in Portland.  He&#8217;s currently working as a project manager at a San Jose-based company that allows him to work remotely. </p>
<p>&#8220;It just didn&#8217;t make sense,&#8221; Phung said.  “Why would I want to live in California when I&#8217;m working from home and paying something outrageous for such a small space when I can try things out and be able to save money on rent?”</p>
<p>Housing was also a major factor in Raghavan&#8217;s decision to leave the Golden State, he said, adding that downtown Miami has multiple skyscrapers, more affordable housing, well-paved roads and better infrastructure and services.</p>
<p>&#8220;The Bay Area has become a land of minor inconveniences, and some are not-so-minor anymore,&#8221; he said.  “Housing and real estate have ripples across everything.  It makes rent more expensive for restaurants, which raises food prices, and it causes people to commute over longer distances.  Everything becomes a burden.” </p>

<p>People moved away from major cities in droves during the first months of the pandemic, and no large urban area emptied out more than San Francisco.  Previous reports documented SF&#8217;s population plummet, but a new analysis from The Standard shows that the mass migration out of the city peaked during the summer of 2020 and appears to have returned to pre-pandemic levels.</p>
<p>The Standard examined the latest information available on the city&#8217;s population changes and found that in addition to Americans packing their bags to move elsewhere, a severe cut back of immigration from overseas played a crucial role in further suppressing the city&#8217;s population rebound.  The findings provide a new window into understanding how the city has been reshaped in recent years, and what the future may hold in store for San Francisco.</p>
<h2 id="h-new-insight-from-postal-service-data">New Insight from Postal Service Data</h2>
<p>The US Postal Service (USPS) publishes information about how many people changed their mailing addresses into and out of every zip code in the country.  The Standard compared the total number of permanent change of address notices leaving San Francisco&#8217;s zip codes to that of those moving to the city.  The difference between those numbers is one means of estimating the net result of migration in and out of the city.</p>
<p>In August 2020, nearly 7,000 more people moved out of the city than moved in, the USPS data shows.  July, August and September logged the highest number of departures from SF: Nearly 20,000 people left during those three months alone. </p>
<p>The net change of address out of San Francisco dropped steadily throughout the rest of 2020 and early 2021. In June 2022, the rate of net moves away from the city came in shy of 1,400, a quarter of the rate the city saw in June 2020 .</p>

<p>Of course, the USPS data does not capture everyone who moved into or out of San Francisco in recent years;  many people presumably did not submit formal requests to change their address with the Postal Service.  But this analysis provides a more precise view of what happened during the first year of the Covid pandemic.  The leveling off of changes of addresses seen in 2022 is an indicator that the Covid-era mass migration out of San Francisco is tapering off. </p>
<h2>State Population Estimates for 2022</h2>
<p>When the US Census published its first estimates of population changes during the pandemic, San Francisco made headlines: The city logged the highest population decrease of any major US city, with a drop of 6%, or nearly 55,000 people, from July 2020 to June 2021. Further analysis showed that young adults aged 20-34 accounted for two-thirds of the people who left the city at that time.  These estimates align with the USPS data, which point to the second half of 2020 and the beginning of 2021 as time periods with significant migration out of San Francisco. </p>
<p>The California Department of Finance&#8217;s Demographic Research Unit (DRU) is the official source of demographic data for state planning and budgeting.  The DRU&#8217;s latest estimates show that, indeed, a dramatic 40,000-person contraction in SF&#8217;s population took place during the 2020 calendar year.  But its data also show that population declines eased throughout 2021. The newest population estimates from January 2022 show that San Francisco&#8217;s population dropped by 6,700 during the prior 12 months—far less than the 40,000 decline of 2020.</p>

<p>In the decades before Covid, San Francisco had not seen a population dip since the mid 2000s.  In 2006, the city began over a decade of growth, with the rate of increase peaking in 2013, when the population swelled by nearly 15,000 people in a single year.</p>
<p>San Francisco&#8217;s growth slowed throughout the 2010s, mirroring trends throughout the Bay Area, as more people chose to relocate to California&#8217;s inland counties, said Phuong Nguyen, a demographic researcher with the DRU.  San Francisco&#8217;s population expanded by less than 2,900 people between January 2019 and January 2020.</p>
<p>And though a new report showed “San Francisco” (actually the combined San Francisco, San Jose and Oakland metro areas) as the market with the most Redfin users shopping for homes in a different city, the real estate company&#8217;s historical data shows that the portion of Bay Area home shoppers looking to relocate has stayed relatively steady for years, hovering around 20% to 25%.</p>

<p>While the recent data show a slowing outmigration of people in 2022, it isn&#8217;t clear whether that will decelerate the flow of wealth out of the city. </p>
<p>IRS data shows that nearly $7 billion in income left San Francisco during the first year of the pandemic.  The loss accelerated a trend that began in 2016-17, well before Covid.  The trend could indicate a disproportionate number of wealthier San Franciscans are moving out of town.</p>

<h2>The Impact of Reduced Immigration</h2>
<p>While drivers of outmigration, including the city&#8217;s dependence on industries with a high potential for remote work and some peoples&#8217; concerns about the high cost of living and crime, have led the conversation, there&#8217;s another significant factor contributing to San Francisco&#8217;s population loss: Federal policies that reduced immigration to the US</p>
<p>California has a high rate of international migration and many people arrive in San Francisco first before moving on to other California counties or other US states, explains DRU&#8217;s Nguyen.</p>
<p>During the pandemic, the federal government curbed immigration visas and immigration into San Francisco plummeted.  Net immigration into the city was about 4,700 people between July 2018 and July 2019. That figure barely topped 800 people from July 2020 to July 2021.</p>
<p>San Francisco has seen a net domestic migration out of the city for every year in the past decade, with the exception of 2012, data from the DRU shows.  But up until 2019, the number of people immigrating into the city from abroad more than made up for the domestic losses, sustaining the city&#8217;s steady growth before the pandemic.</p>

<p>As international arrivals to the city declined, migration out intensified.  Net migration out of San Francisco to other US areas topped 17,500 people from July 2020 to July 2021, nearly triple the previous year&#8217;s total, the DRU data shows.  San Francisco&#8217;s pandemic-era population loss aligned with a national trend of people migrating out of major cities during Covid, spurred by the increases in work-from-home and more affordable living expenses outside of urban centers.</p>
<h2>The Outlook for San Francisco</h2>
<p>The San Francisco Controller&#8217;s Office doesn&#8217;t have any additional data to shed light on the city&#8217;s population changes.  Asim Khan, Senior Economist from the Office of Economic Analysis, pointed out that the January 2022 state estimates showing a slowdown in the city&#8217;s population decline could signal that outmigration may be leveling off, but it&#8217;s too soon to say.</p>
<p>Khan explained in an email that as the housing market equilibrates—meaning that cheaper areas become more expensive and expensive regions become less pricey—the trend in San Francisco&#8217;s outmigration may slow down or stabilize. </p>
<p>The city&#8217;s Planning Department is optimistic for the long term.  Program Manager Joshua Switzky projects that the city will regain the population and jobs lost during the pandemic and will return to net growth.  “At this point, none of the adopted long-term (ie 25-30 year) forecasts for regional growth have fundamentally changed as a result of the pandemic,” Switzky wrote in an email.  </p>
<p>DRU&#8217;s Nguyen hopes that San Francisco will return to the slow and steady growth rates of the pre-pandemic years, adding a caveat: &#8220;It all depends on if we have enough international migration in.&#8221; </p>

<p>California ranks second in the country for outbound moves — a phenomenon that has snowballed during the pandemic, according to a report from the Federal Reserve Bank of Chicago, which tracked data from moving company United Van Lines.  Between 2018 and 2019, California had an outbound move rate of 56%.  That rate rose to nearly 60% in 2020-21. </p>
<p>Citing changes in work-life balance, opportunities for remote work and more people deciding to quit their jobs, the report found that droves of Californians are leaving for states like Texas, Virginia, Washington and Florida.  California lost more than 352,000 residents between April 2020 and January 2022, according to California Department of Finance statistics. </p>
<p>San Francisco and Los Angeles rank first and second in the country, respectively, for outbound moves as the cost of living and housing prices continue to balloon and homeowners flee to less expensive cities, according to a report from Redfin released this month. </p>
<p>Angelenos, in particular, are flocking to places like Phoenix, Las Vegas, San Diego, San Antonio and Dallas.  The number of Los Angeles residents leaving the city jumped from around 33,000 in the second quarter of 2021 to nearly 41,000 in the same span of 2022, according to the report.</p>
<p>California has grappled with extremely high housing prices compared with other states, according to USC economics professor Matthew Kahn.  Combined with the pandemic and the rise in remote work, privileged households relocated when they had the opportunity.</p>
<p>“People want to live here, but an unintended consequence of the state&#8217;s environmentalism is we&#8217;re not building enough housing in desirable downtown areas,” Kahn said.  “That prices out middle-class people to the suburbs [and creates] long commutes.  We don&#8217;t have road pricing to help the traffic congestion, and these headaches add up. So when you create the possibility of work from home, many of these people &#8230; they say &#8216;enough&#8217; and they move to a cheaper metropolitan area .”</p>
<p>Kahn also pointed out that urban crime, a growing unhoused population, public school quality and overall quality of life are driving out residents. </p>
<p>&#8220;In New York City, but also in San Francisco, there are all these fights about which kids get into which elite public schools,&#8221; he said.  &#8220;The rich are always able to hide in their bubble, but if the middle class looks at this quality of life declining, that&#8217;s a push factor to leave.&#8221; </p>
<p>Redfin chief economist Daryl Fairweather cited a June report that tracked the change in spending power of a homebuyer on a $2,500 monthly budget.  While 11.2% of homes in Los Angeles were affordable on that budget, using a 3% interest rate, that amount swelled to about 72% in Houston and about 50% in Phoenix.</p>
<p>&#8220;It&#8217;s really an affordability problem,&#8221; Fairweather said.  “California for the longest time has prioritized single-family zoning, which makes it so people stay in their homes longer because their property taxes don&#8217;t reflect the true value.  California is the epicenter of where the housing shortage is so people have no choice but to move elsewhere.”</p>
<p>While California experienced a major population boom in the late 20th century — reaching 37 million people by 2000 — it&#8217;s been losing residents since, with new growth lagging behind the rest of the country, according to the Public Policy Institute of California.  The state&#8217;s population increased by 5.8% from 2010 to 2020, below the national growth rate of 6.8%, and resulting in the loss of a congressional seat in 2021 for the first time in the state&#8217;s history. </p>
<p>Although California has relied on immigration to offset its population decline for the past two decades, that flow has also shrunk, according to UCLA economics professor Lee Ohanian. </p>
<p>Delays in processing migration requests to the US were compounded during the pandemic, resulting in the lowest levels of immigration in decades, according to US Census Bureau data. </p>
<p>Estimates showed a net increase of 244,000 new immigrants between 2020 and 2021 — roughly half the 477,000 new immigrant residents recorded between 2019 and 2020 and a drastic reduction from more than 1 million reported from 2015 to 2016. </p>
<p>The state is also seeing a dwindling middle class, said Ohanian, who cited a report from the National Assn.  of Realtors, outlining that the national median home sales price has reached $416,000, a record high.  Meanwhile, California&#8217;s median home price has topped $800,000.</p>
<p>&#8220;[California is] at a risk for becoming a state for very, very wealthy people and very, very low earners who receive state and local and federal aid that allows them to be able to live here,” Ohanian said.  &#8220;We should worry about those in the middle who are earning that $78,000 household median income and is, at the end of the day, really struggling, especially if they have interest in buying a home.&#8221; </p>
<p>Los Angeles County, in particular, has suffered from slowed population growth, as have rural parts of the state, while Orange County, Sacramento and some parts of the Bay Area have managed to see some gains, the Public Policy Institute of California found.</p>
<p>Fairweather said that since she last lived in Los Angeles in 2016, she&#8217;s noticed fewer affordable places to rent. </p>
<p>&#8220;It used to be that Santa Monica and Beverly Hills were expensive, but you could find affordable housing on the Eastside,&#8221; she said.  “But that got expensive and you had to find housing near South Central.  Now, there&#8217;s nowhere within a two-hour commute of downtown Los Angeles that&#8217;s still affordable.”</p>
<p>Bay Area native Kenny Phung, who made the exodus from California last fall when his partner got into nursing school in Portland, Ore., said high rent prices helped cement the decision to move out of state.  Phung was living with three roommates in Los Angeles for $3,600 total per month but found a two-bedroom apartment for less than half that price in Portland.  He&#8217;s currently working as a project manager at a San Jose-based company that allows him to work remotely. </p>
<p>&#8220;It just didn&#8217;t make sense,&#8221; Phung said.  “Why would I want to live in California when I&#8217;m working from home and paying something outrageous for such a small space when I can try things out and be able to save money on rent?”</p>
<p>Housing was also a major factor in Raghavan&#8217;s decision to leave the Golden State, he said, adding that downtown Miami has multiple skyscrapers, more affordable housing, well-paved roads and better infrastructure and services.</p>
<p>&#8220;The Bay Area has become a land of minor inconveniences, and some are not-so-minor anymore,&#8221; he said.  “Housing and real estate have ripples across everything.  It makes rent more expensive for restaurants, which raises food prices, and it causes people to commute over longer distances.  Everything becomes a burden.” </p>

<p>For months, news outlets have been crowing about a “tech exodus” from the Golden State, with pundits predicting that major companies would soon escape California&#8217;s high taxes and cost of living, and head for places like Texas, Arizona, and Florida.  But the data just isn&#8217;t showing it.</p>
<p>Elon Musk loudly moved Tesla&#8217;s official headquarters to Austin in 2021. Software giant Oracle did the same.  And Digital Journal reported that tech employees moved out of San Francisco in such large numbers, their departure served to shift Bay Area rent prices down by as much as 35% during the pandemic.</p>
<p>For now, it is still true that there are more people moving out of California than there are moving in. Plus, there are more people working remotely or in a hybrid work model than pre-pandemic, meaning people could choose to live further outside the city ​​and commute to work when necessary, and companies may choose to jump ship as well.</p>
<p>So far at least, it turns out the narrative of the tech exodus as a whole is not-so-true.</p>
<p>New data from the Brookings Institution just came out, spearheaded by Mark Muro, Senior Fellow and Policy Director, and Yang You, Senior Research Assistant.  The think tank finds there was some shuffling of tech jobs around the nation, but the same tech hubs that have existed for the past decade remain intact.</p>
<p>&#8220;Neither the scale of the moves seen to date nor the most frequent format of remote work seem to forecast a wholesale decentralization of tech,&#8221; the Brookings Institution researchers concluded.</p>
<p>The first year of the pandemic, Brookings concedes, did show new growth patterns in tech sectors nationwide, with cities like Atlanta, Dallas, Denver, San Diego Miami, Orlando, Kansas City, St. Louis, and Salt Lake City grew.  Meanwhile, employment growth within STEM fields slowed in the Bay.</p>
<p>When those statements are presented without numbers or qualifications, they sound extreme. <strong>The truth is, that list of ten cities added a collective 14,000 tech jobs in total.</strong> That&#8217;s certainly noteworthy, but it&#8217;s spread across the country and not an indicator of any large wave.  As for the Bay&#8217;s grip on tech slipping, San Francisco and San Jose&#8217;s share of the country&#8217;s total tech startups dipped just 0.8% and 0.7% respectively.</p>
<p>It&#8217;s also worth noting that those declines came after the tech sector in San Francisco had massively grown for a decade straight prior to the pandemic, as the Brookings report points out.</p>
<p>“The current emergence of new technologies and projects in the sector — ranging from artificial intelligence and quantum computing to AR/VR, Web3, and the metaverse — may well forecast more years of concentration in the established hubs.  On this front, too, further diffusion of tech employment into new places appears possible—but so does even more concentration,” the researchers speculated.</p>
<p>So, yes, once again, talk of &#8220;everyone&#8221; and &#8220;the whole tech industry&#8221; beginning a massive movement to Miami and Austin has been greatly exaggerated.</p>

<p>SAN FRANCISCO (CBS SF) — When the vast majority of San Francisco Bay Area workers were driven from their offices by the COVID outbreak two years ago, few knew Zoom was a messaging platform, work from home was an option for just a select number of tech workers and the phrase &#8216;You Only Live Once&#8217; was more likely to be a catchy name for a game show.</p>
<p>Life has certainly changed since March 12, 2020. But with new cases tumbling and the delta and omicron surges at bay, there has been somewhat a return to normal.</p>

<p>The once-ever-present masks can be ditched and will slowly be disappearing from classrooms.  Weekly test requirements have been eased, air travel has rebounded and BART trains and Muni and VTA buses are crowded again during the commute hour.</p>
<p>In her State of the City address Wednesday, Mayor London Breed was ready to celebrate the new freedoms.</p>
<p>“We announce we are ending vaccine mandates for businesses,” Breed said.  “You guys all seem very enthusiastic about that.  (Laughter) I for one am. I look forward to going to a club to have a good time without my mask. It&#8217;s time…It&#8217;s time to open up our eyes, it&#8217;s time to open up our city.  It&#8217;s time to enjoy our lives after everything we&#8217;ve experienced, to see not just the challenges we face but the opportunities before us.  To feel the pride in what our city has done and can do.”</p>
<p>It was March 11, 2020, when the World Health Organization issued its declaration of a pandemic, driving home the severity of the threat faced by a virus that at that point had wreaked havoc primarily in Italy and China.</p>
<p>The US had 38 confirmed coronavirus deaths and 1,300 cases nationwide on that date, but reality was starting to sink in: stocks tanked, classrooms started closing and people began donning masks.  In a matter of hours, the NBA was canceling games, Chicago&#8217;s huge St. Patrick&#8217;s Day parade was scuttled, and late-night comedians began filming from empty studios — or even their homes.</p>
<p>Since then, more than six million people have died globally, nearly 1 million in the US and nearly 58,000 in the Bay Area.  The emergence of the vaccine in December 2021 saved countless lives but political divisions, hesitancy and inequality in health systems have kept millions of people around the world from getting inoculated, prolonging the pandemic.</p>
<p>“The vaccine was really amazing,” said UCSF infectious disease expert Dr.  Peter Chin Hong.  &#8220;It&#8217;s a testament to where we&#8217;ve been in science.&#8221;</p>

<p>But he&#8217;s been surprised about how politics have played a role in the COVID battle.</p>
<p>&#8220;The way that a single mask would have become a political symbol when in health care it is such a normal way to protect yourself,&#8221; Chin-Hong said.</p>
<p>&#8220;But with these successes, I think there have been many down points,&#8221; he added.</p>
<p>Julie Kim, chief nursing officer at Providence St. Jude Medical Center in Fullerton, gets emotional when she recalls the bleakest days of the pandemic when doctors and nurses worked around the clock and didn&#8217;t go home because they were afraid of bringing the virus back with them.</p>
<p>At one point during the summer 2020 spike, there were 250 COVID-19 patients in the hospital licensed for 320 beds and the hospital had to use offices for overflow bed space.</p>
<p>The pandemic has eased to the point that as of Tuesday, there were just four COVID-19 patients at the hospital, Kim said, and medical staff feels more prepared to treat the disease with the knowledge gained in those darkest days.  Still, many are traumatized by the raw memories of the past two years and will never be the same, she said.</p>
<p>“It&#8217;s hard to use the word &#8216;normal,&#8217; because I don&#8217;t think we will ever get back to a pre-COVID state.  We are adapting and we are moving forward,” Kim said.  “This has had a toll on many of us.  Some people are moving forward and some people are still having a hard time dealing with it all.&#8221;</p>

Business Insider looked at different data and found “the urban exodus out of New York City and San Francisco is more myth than reality.” Further, SFist reviewed over 10,000 client requests for moving jobs from 2019 to 2022 and found that late 2021/early 2022 (YTD) more closely reflects that of 2019 priod to the pandemic, rather than that of 2020/early 2021. <p>Emigration to San Francisco in 2020-2021:</p>

<p class="articleText">For years, as many people moved from San Francisco as there.  But that changed during the pandemic.  Without moving from abroad, over 72,000 more people moved out of the city than since the beginning of 2020, almost eight times more than in the same period 2018-2019.</p>
<p class="articleText">The Chronicle received exclusive insight into data on California migration patterns from the California Policy Lab, a research group at the University of California.  The data, known as the University of California&#8217;s Consumer Credit Panel, tracks the movements of approximately 90% of California adults with active credit information on a quarterly basis.  It shows the number of Californians who have moved within counties as well as in and out of other states.</p>
<p class="articleText">The data shows that California had a far higher level of so-called &#8220;negative net domestic migration&#8221; during the pandemic compared to the previous two years.  That said, the number of Californians leaving the state for other parts of the country has increased while the number of people entering the state from the rest of the United States has decreased.</p>
<p class="articleText">This change doesn&#8217;t necessarily reflect a &#8220;CalExodus,&#8221; the highly acclaimed concept of Californians leaving the state in droves.  While moving out has increased during the pandemic, the steep increase in domestic emigration is mainly due to fewer Americans entering California, rather than more Californians leaving the state.</p>
<p class="articleText">&#8220;It&#8217;s more about calentrances than calexits,&#8221; Natalie Holmes, research fellow at the California Policy Lab and co-author of the report, told The Chronicle.</p>
<p class="articleText">However, some counties &#8211; particularly in the Bay Area &#8211; saw a significant increase in moving out while their moving in decreased.  And several states welcomed many more ex-Californians than before during the pandemic.</p>
<p class="articleText">The data are subject to some restrictions.  It is noteworthy that the 10% of the people who are missing in the data set tend to be less financially stable and people of color.  All quarterly region-to-region moves with fewer than five people are listed as 0 in the data;  We used an algorithm to fill in some of the missing values.</p>
<p class="articleText">It also only includes moves within the US.  Immigrants entering California from another country or Californians leaving the state for another country will not be considered.</p>
<p class="articleText">With these limitations in mind, here are some key takeaways from the data:</p>
<h2 class="heading-finding">People are still leaving San Francisco</h2>
<p class="articleText">San Francisco saw a significant increase in churn during the pandemic.  Net immigration to the city was slightly negative before 2020 and began to decline in the first half of the year.  They then took a nosedive in the second half of the year and have not yet recovered to pre-pandemic levels.  The decline in net moves to San Francisco was driven almost equally by moving out and fewer moving in;  During the pandemic, immigrants decreased by around 24% compared to the two previous years, while removals increased by 21%.</p>

<p class="articleText">Again, it should be noted that the data does not include all moves to and from San Francisco (and the rest of California) as international migration is excluded.</p>
<p class="articleText">Previously, the Chronicle used data from the U.S. Postal Service to estimate net migration from both California and the Bay Area during the pandemic.  These data indicated that the San Francisco &#8220;exodus&#8221; ended in early 2021.  The latest data on the challenges of the Consumer Credit Panel contradict this statement.  Data experts consider the credit panel data to be superior to USPS data, as there is no need to make a decision to submit an address change form in order to be counted in the data.</p>
<h2 class="heading-finding">The connection from San Francisco to Montana</h2>
<p class="articleText">Of any state, Montana saw the largest surge in new San Franciscans during the pandemic, followed by Utah.  The number of San Franciscans who came to Montana and Utah increased 140% and 86%, respectively, compared to pre-pandemic times.  However, numerically, New York, Texas, and Washington received the most ex-San Franciscans during the pandemic.</p>

<p class="articleText">The most common places of origin for people from other states who moved to San Francisco during the pandemic were also New York, Texas, and Washington, although those states have taken in far more San Franciscans than they have given up.</p>

<h2 class="heading-finding">Even fewer people are moving to California</h2>
<p class="articleText">As in San Francisco, more people are leaving California than moving there during the pandemic, a trend that accelerated in the fourth quarter of last year.  However, according to Evan White, executive director of the California Policy Lab and co-author of the report, California has had net domestic churn for about a decade.</p>
<p class="articleText">&#8220;There has long been a slow decline in network access,&#8221; White told The Chronicle.  &#8220;What appears to have happened in the pandemic was the slope of the line changed.&#8221;</p>

<p class="articleText">This statewide trend is being driven primarily by a decline in arrivals to California, not emigration.  Moves to California decreased by about 35% between the prepandemic period we looked at and the pandemic period, while moving out only increased by about 7% over the same period.</p>

<h2 class="heading-finding">The Bay Area has been hardest hit by pandemic removals</h2>
<p class="articleText">San Francisco, San Mateo, and Santa Clara saw the largest increases in net emigration as a percentage of the population during the pandemic.  The increase in net statements in San Francisco was by far the largest;  74 more people per 1,000 residents left the district during the pandemic compared to before the pandemic.</p>

<h2 class="heading-finding">Californians don&#8217;t just go to Texas</h2>
<p class="articleText">Ex-Californians move disproportionately to some states when they decide to leave the Golden State.  In terms of net movements, the most popular destination states for ex-Californians during the pandemic were Texas, Arizona, Nevada, and Washington.</p>

<p class="articleText">In addition, far fewer people moved from Colorado, New Jersey, and Vermont to California during the pandemic than in 2018-2019.</p>
<h2 class="heading-finding">However, the most common movements do not change</h2>
<p class="articleText">Not much has changed in the most common moves from region to region in the state.  Where they did, they mirrored these other patterns in the Californian and would-be California movements.  Almost all of the 20 most popular region-to-region movements went from one large county to another, such as Los Angeles to Orange or San Mateo to Santa Clara.</p>

<p>Every breakup has winners and losers, but I don&#8217;t think about who I am.  No matter what, I&#8217;m fine.  Serious.  More than good.  As soon as we land in New York, I&#8217;ll devour a cream cheese-coated bagel at Russ &#038; Daughters and forget that this place ever existed.  If I could, I&#8217;d take the boat, only to toss overboard to get rid of marbled pastrami.</p>
<p>Goodbye City by the Bay!  Pompous peninsula with permanently unsightly parks.  Who likes to sit in the icy fog or suffocate forest fire smoke?  Did you even know that you can use nature for more than just hiking?  A country without snow, but only after a pandemic did it become clear that classical concerts could be held outdoors?  To discover outdoor dining?  Was it better if your pristine parks were only used by pantomime troops and yoga enthusiasts?  Ugh, forget it and build a skyscraper already.</p>

<p>Peace out, Golden Gate!  Horror show of geniuses wearing hoodies celebrating hackathons to solve problems without fighting poverty.  Eddy Street is teeming with people pissing on the sidewalk, banging fentanyl in the alleys, looking for anything between tents, and none of them are another stupid algorithm.  But you do, tweak opiate pushers into branded swag, sway your big data energy and human-computer interaction, I&#8217;m sure what you&#8217;re doing is good too.</p>
<p>Sayonara, hippies!  Birthplace of gig-glorified servants who snatch food for the efficiently authorized.  Has this city done a job it couldn&#8217;t outsource?  Swap Clement Street vendors selling daikon, maitake, and bright, bulging berries who have never known industrialized shrink wrap for drone-delivered grocery cartons because it&#8217;s a little easier?  Ignoring California&#8217;s bounty because you only have time for leftovers from the company canteen?  What a wretched waste.</p>

<p>Suck it, Karl!  City of absent-minded nightlife where the last call is midnight, which &#8211; even with the time zone difference &#8211; is earlier than New York City.  We limit ourselves to glass office crawlers, drink whiskey from mugs, remember picklebacks in Rogue, indie films in Kabuki or shrimp dumplings in Hong Kong Lounge II. Pouring out one for each burnt, bought or broken memory.</p>
<p>Farewell, Frisco!  City where, when I didn&#8217;t feel tied down, I ran all the way to your edge in search of a home;  Desperately looking for the bad-tempered, sharp-tongued, elbow-fresh east coast towns of my youth, I found the sea instead.</p>

<p>I found where the land plunges into haunting cliffs, the sun rises and the waves churn.  I found where cyclists dodge matt lacquered Teslas, granny&#8217;s pea sprouts rush in Cantonese, sour leaf stews are served next to coconut milk curries, Mahjong tiles beat cracking rhythms behind open doors and a crowd yells &#8220;Hallelujah&#8221; at Martuni because this is definitely not one Church, but could still pass as a religion.</p>
<p>A place where parrots screech and nudists sunbathe and leather crackles down Folsom Street.</p>

<p>Since the early days of the pandemic, we&#8217;ve heard Californians giving up their normal lifestyles in favor of greener, cheaper pastures.</p>
<p>There are the San Franciscans who survived lockdown orders in Lake Tahoe and the Angelenos with new desert huts in Joshua Tree.  There are many stories of Silicon Valley guys moving to Miami and Seattle or renting acres of land in Idaho.</p>
<p>The story goes like this: The coronavirus and the ability to work remotely have fundamentally changed the way we live &#8211; and major California cities, particularly San Francisco and Los Angeles, are not on the list.</p>
<p>But is that really true?</p>
<p>I start with the short answer.  There has been no exodus from California, but the pandemic forces have shifted where people live within the state.  These moving patterns reflect what we saw before COVID-19, but in full swing.</p>
<p>Here&#8217;s how that works out.</p>
<p>California&#8217;s population declined slightly in 2020, but that wasn&#8217;t due to mass migration to other states.  This is due to coronavirus deaths, a lower birth rate and fewer international arrivals.</p>
<p>According to a report from the California Policy Lab, 82% of Californians who moved last year stayed in the state.  That number has remained largely stable over the past five years.</p>
<p>&#8220;There are far more people moving within the state than outside the state,&#8221; said Eric McGhee, senior fellow at the Public Policy Institute of California.  &#8220;This movement usually takes place within a particular metropolitan area, and a large part of it is people moving to suburbs and outskirts.&#8221;</p>
<p>Californians are likely to move from Los Angeles to the Inland Empire or from San Francisco to the outskirts of the Bay Area or the Sacramento region, McGhee said.  Because they want cheaper apartments, but not so far away that they have to change jobs.</p>
<p>It&#8217;s been like that for a long time.  The largest net county-to-county migrations in California between 2015 and 2019, according to census data:</p>
<ul>
<li>San Francisco to Alameda (5,469)</li>
<li>San Francisco to San Mateo (4,239)</li>
<li>Los Angeles to San Bernardino (20,809 people)</li>
<li>Los Angeles to Riverside (13,949)</li>
<li>Los Angeles to Orange (11,879)</li>
<li>Alameda to Contra Costa (9,246)</li>
<li>Orange to Riverside (8,282)</li>
<li>Los Angeles to Kern (6,032)</li>
<li>San Diego to Riverside (5,892)</li>
<li>Alameda to San Joaquin (4,134)</li>
</ul>
<p>With the emergence of the pandemic in 2020, some of these trends got underway.</p>
<p>The Inland Empire tied Phoenix in 2020 for the nation&#8217;s largest increase in households from migration, the Wall Street Journal recently reported.  The influx of people into Riverside and San Bernardino Counties has increased 50% year over year.</p>
<p>This reflects the desire of the Californians to escape the exorbitant home prices of other coastal regions.  The average single-family home price in Riverside County was $ 570,000 in August, compared to $ 830,070 in Los Angeles County and $ 1.85 million in San Francisco.</p>
<p>Expensive San Francisco was experiencing one of the most significant churns in the pandemic, as the New York Times found in a recent analysis.  While &#8220;migration patterns during the pandemic were very similar to previous migration patterns,&#8221; this is not the case for San Francisco, they wrote.</p>
<p>In The City, net outlets &#8211; the number of departures minus the number of people arriving &#8211; rose to 38,800 in the last three quarters of 2020, compared to 5,200 in the same period last year, according to the California Policy Lab report.  It is estimated that the city lost an eighth of its total households in the past year.</p>
<p>But perhaps this is good news for those battling the myth of a California exodus: two-thirds of the San Franciscans who fled ended up in other parts of the Bay Area, and 80% stayed in the state. </p>
