San Francisco is expanding its vaccination mandate for city employees to include contractors who work with the city.

The mandate takes effect Dec. 31 and applies to contractors and nonprofit workers who work at city facilities or alongside city workers, the mayor's office said Friday. Contractors may be granted waivers for certain religious or medical exemptions, and the city manager is charged with implementing the mandate.

The new mandate represents a significant expansion of vaccine requirements for city workers in San Francisco, which was the first of its kind in the country when it was announced in June. San Francisco contracts with hundreds of companies, from construction and engineering firms to nonprofit social service providers.

According to the mayor's office, the obligation does not necessarily apply to all contractors: only employees who have regular personal contact with city employees are subject to the obligation. The mandate also applies to city commissioners.

The city is currently clarifying specific enforcement details, but companies working with the city must certify that eligible employees are fully vaccinated by the deadline.

“City contractors are an important part of the broader workforce that provides needed services to San Francisco. “It is therefore important that contractors also get vaccinated and help reduce the spread of COVID-19 in city facilities and among staff,” said Health Director Dr. Grant Colfax, in a statement.

According to the Department of Human Resources, 94% of city workers had been vaccinated as of Wednesday. Employees who do not comply with the vaccination requirement by November 1st, the final deadline for submitting complete proof of vaccination, must be terminated.

Some city departments with large frontline workers, such as the SFMTA and the Police Department, are preparing to lay off potentially hundreds of employees in November.

As of last week, 313 police employees, including 276 sworn officers, were unvaccinated, according to a department-wide email viewed by Here/Say Media. Of those employees, 228 requested religious exemptions, and the vast majority were denied.

This week, the SFMTA warned that more than 300 transit operators could be terminated on Nov. 1, causing “unforeseeable” disruptions starting over Halloween weekend and delaying their plans to restore service.

What started out as a North Bay effort to coordinate rebuilding after the devastating 2017 wildfires has turned into a national effort to take lessons learned locally to help burned communities elsewhere quickly organize in the aftermath.

In recent months, Rebuild NorthBay Foundation has become After the Fire USA.

But the transition has been underway for the past few years as megafires have raged across the West, according to Jennifer Gray Thompson, CEO.

“Our name makes a lot more sense,” she said. “We worked with the county (of Sonoma) on COVID response. We do more than build houses.”

That expansion started in 2018 with helping Paradise and Malibu organize after the Camp and Woolsey fires, respectively. Then the group was called in to help after blazes local and distant in 2019 and 2020, from Santa Cruz into southern Oregon. And last year, help was sought for Greenville in California’s Plumas County after the nearly 1 million-acre Dixie Fire in November near Paradise.

“There are a thousand Greenvilles and a thousand Paradises in the American West,” Thompson said. “There is a huge need out there for convening hubs for long-term recovery. What usually happens in a disaster is that a small group stands up to help and then stands down after three years. With megafires, we can get people across a line much faster if we share lessons.”

That’s why the organization focuses on coaching local leaders and doesn’t get involved directly with individual property owners. One frequent partner in its community responses is United Policyholders, a San Francisco-based group that helps homeowners navigate insurance claims after disasters.

“We don’t do insurance at all,” Thompson said.

Since insurance is a big part of any recovery, drawing on United Policyholders’ experience is a good match with After the Fire’s efforts, she said.

The coronavirus pandemic was partly responsible for the Sonoma County-based effort’s transformation into an organization with a growing staff and an increasing toolkit of online resources for far-flung, hard-hit communities, Thompson said.

“With COVID, we were deciding whether we should ramp down or up,” Thompson said about discussions she, the main employee as of early 2020, had with the organization’s board of directors, which includes former Kaiser Permanente Marin-Sonoma executive Judy Coffey and Napa Valley vintner Michael Mondavi.

In the past year, the group has recruited veterans of local organizing efforts to its staff.

A key hire is Pamela Van Halsema, once president of Coffey Strong, which formed after the Tubbs Fire in 2017 to help residents of Coffey Park neighborhood in Santa Rosa. She came to After the Fire to ramp up its online presence and now is director of community and digital programs. The group got permission from Coffey Strong to trademark recovery-effort organizational terms such as “block captain” and “zone captain,” to prevent what Thompson said have been attempts by some companies to profit from trauma. That’s why the organization doesn’t charge for its services to communities.

And three years after Thompson helped guide the creation of Rebuild Paradise Foundation, homeowner Charles Brooks late last year handed off leadership of the Paradise group as rebuilding there had accelerated to 25%. He started working with After the Fire on helping other communities and was set to come on to lead operations. But in early January following work with survivors of the Dixie Fire, which erupted to the east of Paradise, Brooks decided to quietly step back from the role, Thompson said.

Brooks told the Business Journal that seeing the plume of smoke from the Dixie Fire from his driveway and knowing fellow Paradise survivors who had moved to an area threatened by the new fire made him realize that he needed to heed advice he heard about taking care of himself after a disaster.

“If I can share anything with other people is to be very, very focused on that and setting time aside and being intentional about personal recovery,” Brooks said.

After the Fire USA now is gearing up for a trip next month to help local residents and officials in Boulder County, where Colorado’s costliest fire destroyed over 1,000 homes around the end of last year.

Previously, Thompson, board members and partner organizations had been the ones primarily hitting the road to visit California and Oregon communities for initial and follow-up help. Now the effort is taking flight via an agreement announced this month with Alaska Airlines, which flies to Western states out of Sonoma County airport. The arrangement includes a $25,000-a-year travel credit with the airline.

The board approved an expansion of the staff last year, and it now numbers seven, including contractors. The organization is looking to raise $2.5 million to cover three years of operating costs, Thompson said. That would allow the group to dedicate more staff to more communities, such as a request from Boulder County to dedicate one staff member half-time to get that effort kick-started.

“We’ve learned from our four years of experience that most communities are well on their way after three years, but we ask communities to then mentor other communities,” Thompson said. It’s what the group calls the Wildfire Resiliency Network.

That funding would also go toward at least three years’ use of a civil-engagement online platform called Social Pinpoint that community leaders and residents can use to see best practices used by burned communities across multiple states to rebuild, recover and build resiliency against future fires .

Until wildland-urban interfaces — where forests meet neighborhoods — are hardened and woodland fuel loads are brought into balance, communities in the West will likely need more help with recovery from megafires, Thompson said.

“We have a really rough decade ahead of us,” she said.

The organization has received a $4.9 million grant from the US Department of Agriculture to work with Cal Fire, Clear Lake Environmental Resource Center and resource conservation districts in Colusa, Mendocino, Napa, Solano, Lake and Yolo counties on land-management practices that help prevent forest fires.

Jeff Quackenbush covers wine, construction and real estate. Before the Business Journal, he wrote for Bay City News Service in San Francisco. He has a degree from Walla Walla University. Reach him at jquackenbush@busjrnl.com or 707-521-4256.

“Northern California is famous as an early adopter market that embraces disruptive new technologies that improve quality of life,” said Scott Painter, CEO & Founder at Autonomy. “We launched commercially in Los Angeles in January and immediately saw a third of our demand from the San Francisco Bay Area. Our digital first and EV focused approach to mobility clearly struck a chord, so it made sense to expand our operations and footprint.”

Autonomy also revealed new pricing, offering an even lower monthly subscription for a Tesla Model 3, which costs less than Tesla’s own lease or a loan. Subscribers can reserve the Model 3 via Autonomy’s app or website with a $100 refundable deposit. The new subscription price includes a flat monthly payment of $490 other $4,900 start payment. Consumers also have the ability to use Autonomy’s payment dial to customize their payment structure from as low as $490 a month with $4,900 start payment to $1,000 a month and as low as $1,000 start payment. A refundable $500 security deposit is required at the time of subscription activation.

Autonomy’s subscription includes traditional ownership costs, including annual registration and license fees, routine maintenance, roadside assistance costs, and tire wear and tear, whereas consumers would have to incur all of those costs for a lease or a loan.

The savings get even bigger if we factor in the fuel costs for a gas-powered vehicle. With average gas prices in California at $5.79a consumer driving a 25 mpg ICE vehicle at 15,000 miles per year will spend $281 on fuel every month, or $3,376 annually. To compare, electricity expenditures on an EV are $0.248 per kWh, which results in $77.50 monthly, or $930 annually, a 72.5% savings on fuel. When you add the monthly payment to the monthly gas bill, as well as routine maintenance and other fees, an Autonomy Tesla Model 3 subscription represents a savings of about $500 a month.

In addition to the lower price point and savings, Autonomy offers consumers the flexibility to subscribe month-to-month after only a three-month hold period. Autonomy has vehicles in stock and available for delivery today, so consumers do not have to wait six to nine months as they do for their Model 3 lease or loan.

“Cheaper, faster, and easier are values that resonate with every consumer,” said George Bauer, Co-Founder and President at Autonomy. “Our new, lower prices are driving increased EV adoption and have set the stage for expansion into the San Francisco Bay Area today, as well as other markets outside of California in the coming weeks and months.”

Founded by serial auto entrepreneurs Scott Painter(CarsDirect, TrueCar, Fair), and George Bauer (Fair, Tesla, Mercedes-Benz, BMW), Autonomy is the first US company to offer a comprehensive monthly subscription for a Tesla Model 3 and soon other popular EV models and brands. Built on a quick, efficient customer experience, Autonomy’s app allows customers to reserve a vehicle in as little as 10 minutes and schedule their delivery within a week.

Autonomy recently received $83 million in debt and equity financing in support of the expansion.

ABOUT AUTONOMY

Autonomy is a technology company on a mission to make access to mobility easy and affordable through car subscriptions. The company was founded by auto retail, auto finance, and auto insurance disruptors Scott Painter other George Bauer, who founded Fair, the first-ever used vehicle subscription offering, pioneering the Car-as-a-Service (CaaS) category. Building upon that experience, Autonomy has created a turnkey vehicle subscription platform for consumers and the automotive industry that enables vehicle subscriptions to scale profitably and become a mainstream alternative to traditional car buying.
SOUTH SAN FRANCISCO — A plant-based cheesemaker wants to expand its Bay Area operations with a new rental deal in South San Francisco.

Nobell Foods, a startup that specializes in making cheese from plant-derived dairy proteins, has leased space in a new office building at 700 Gateway Blvd. in South San Francisco, according to Cushman & Wakefield, a commercial real estate firm that arranged the lease.

South San Francisco-based Nobell Foods leased 64,200 square feet in the building, Cushman & Wakefield reported.

“We are excited to be part of the growth of Nobell Foods as they relocate to their new headquarters in South San Francisco,” said Marc Pope, a Cushman & Wakefield executive vice president.

Nobell Foods leased space in a building that’s part of Gateway of Pacific, a new life sciences and tech campus that’s being developed by Biomed Realty Trust, which will total 2.2 million square feet when it’s completed.

“South San Francisco is recognized as the birthplace of biotechnology,” said Gary Boitano, a Cushman & Wakefield senior director. Boitano added that South San Francisco is “one of the world’s most renowned biotech clusters.”

Genentech, Amgen, Affymetrix, Freenome, Merck, Roche, Pfizer and Pharmacyclics are among the noteworthy life sciences companies in South San Francisco, city documents show.

Nobell Foods was founded in 2016, according to the Crunchbase website.

“Our cheese stretches, melts, and tastes as great as the ones from cows and goats, minus the animals,” Nobel Foods states in a post on its website. The company added that its efforts are aimed at supporting a “more humane and sustainable food system.”

Peter Holewinski, former owner of a home care business, opened the doors to a North Bay location for City Wide Facility Solutions, a national franchise for commercial and public building janitorial and maintenance services.

The local operation is based out of 1400 N. Dutton Ave., Suite 9, in Santa Rosa.

Holewinski began his career in multi-national banking and corporate finance, where he managed business organizations and teams in the United States, Singapore, Hong Kong, Europe and the United Kingdom, according to Kansas-based City Wide.

“By working with teams in diverse cultures, I learned a lot about patience and how to solve problems,” Holewinski said in the announcement. “That experience helped shaped my skills in client management and support which will prove to be very fruitful as I continue to build the City Wide brand here in the Northern Bay area.”

Correction, April 18, 2022: City Wide Facility Solutions maintains and cleans commercial and public facilities, not homes.
