San Francisco residents, property owners and businesses that were badly impacted from January’s series of winter storms may be eligible for financial relief, Mayor London Breed announced on Tuesday.

Since the beginning of the year, San Francisco has been hit by a series of storms that prompted flooding, mudslides and power outages.

“The severe weather we just experienced has impacted many of our small businesses and residents in heavily affected areas and these initial efforts will help as part of our City’s recovery,” said Breed. “While these flood relief programs will provide support in the storms’ aftermath, we are hard at work making improvements to our infrastructure as part of a $632 million investment to help reduce the risk of flooding in the future.”

Small Business Grants

Via the city’s Flood Disaster Relief Grant program, small businesses in the city’s “flood zone” — the regions most likely to experience severe flooding in a 100-year storm — are eligible for up to $5,000 in awards, and small businesses outside of the zone can receive up to $2,000.

The San Francisco Office of Small Business will lead the effort, prioritizing businesses in the flood zone that face the most severe damage.

Grants are available for registered San Francisco businesses with a physical location that have experienced physical damage from winter storms, retroactive up to Dec. 27, 2022. Damages due to wind or power outages are not eligible.

Permitted and licensed home-based businesses, like daycares, are also eligible.

Businesses must have 100 or fewer employees and less than $5 million in gross revenue.

“We know that the recent storms have added additional difficulties to small businesses that have already been trying to recover from pandemic impacts,” said Katy Tang, executive director of the Office of Small Business. “While we recognize that this grant program will not solve all challenges, the City is offering support along with other resources and services currently available to businesses.”

A detailed map of areas determined the most at risk of flooding can be found at https://sfplanninggis.org/floodmap/.

Applications are open on Friday and close on Feb. 10. More information on the application process can be found at https://sf.gov/get-help-if-your-business-was-damaged-flooding.

The San Francisco Arts Commission and Grants for the Arts also plans to create a collaborative storm relief fund for San Francisco artists and art organizations. More details will be shared on the agency’s website once details are finalized.

Property Damage Relief

For those facing property damage, the city recommends residents and businesses to contact their insurance company to assess damages and purchase flood insurance.

Businesses and homeowners can also apply for the San Francisco Public Utilities Commission’s Floodwater Management Grant Assistance Program, which can provide over $100,000 in flood mitigation improvements on properties.

Tax Relief Opportunities

San Francisco property owners may also be eligible for property tax relief if they suffered over $10,000 in flood damage. A disaster relief form must be submitted to the Assessor-Recorder by one year of the date of loss.

“We know that these recent storms are unlike anything our city has seen in decades and have caused significant hardship for many property owners. Given the impacts of this severe weather, the Office of the Assessor-Recorder wants all San Franciscans to be aware they may qualify for property tax relief and that our staff is available to help walk them through the process from start to end,” said Assessor-Recorder Joaquín Torres.

At 11:53 PM, Sunday, The National Weather Service issued a Coastal Flood Advisory warning the King Tides “will cause minor coastal flooding at low lying spots during high tide Monday night.”

In addition to flooding, “the lowest tides of the event will be observed in the early morning hours which may lead to trouble for mariners navigating shallow waterways,” said NWS.

While tidal levels will also rise along the Pacific coast, impacted areas will be more localized to San Francisco, North Bay Interior Valleys and the San Francisco Bay Shoreline.

“Tides have receded tonight allowing tonight’s advisory to expire,” said NWS. “But tides will increase again Monday night and successive nights this week.”

The advisory is to take effect at 8:00 PM Monday, and will last 4 hours, expiring at Midnight. However, NWS expects tidal readings to peak around Wednesday night.

San Francisco music festivals don’t get much more beloved than Stern Grove.

Now in its 85th year, the free summer concert series has been a staple in the Bay Area, but its status was put in jeopardy last year after a flood severely damaged the park grounds. Thankfully, renovations are nearing completion, and the reopening party is going to be one to remember.

The June 12 kickoff features two historic Bay Area acts — rap legend Too $hort and prolific horn section Tower of Power — both of whom were originally scheduled to perform for the 2021 season finale. The rest of the lineup was announced in unconventional (and accidental) fashion with an advertisement on Muni.

Traditionally, the Stern Grove concerts were first come, first served. As a result, attendees would arrive in the early morning hours to secure a parcel of grass for picnic blankets and coolers. That changed with the pandemic, which led the organizers to launch an online reservation system. Tickets are still free, and go on sale 12 days before each show, with additional tickets released throughout the week prior to the event.

Ticket reservations will open for the June 12 event at 2 pm at Stern Grove’s website.

In a letter sent to residents by property manager Hines and reviewed by SFGATE, the company apologized to tenants for the upheaval before detailing what went wrong and when the building may be safe again.

“The cause of the flooding was a main water failure on the 35th floor, which serviced the fire sprinkler system,” the letter, sent on Friday, read. “In the very brief time it took to identify and turn off the water source, an estimated 20,000 gallons of water, which is equivalent to an entire swimming pool, cascaded down through the building into elevator shafts, residential units, electrical rooms, and many other penetrations. This was simply catastrophic.”

The San Francisco Department of Building Inspection is currently investigating the tower, and released an inspection report that categorized the building as “unsafe.” The report states that 95 of the 403 rental units have water damage.

That damage can be seen in a video shared on social media last week, showing water flooding stairwells and elevators.

Hines came under fire from frustrated tenants after the flood, with residents accusing the company of leaving evacuees in the dark. After evacuation orders came via loudspeaker on the afternoon of June 3, the displaced tenants were moved to two downtown hotels with a moment’s notice. Two days later, residents who spoke with SFGATE said they were told to check out of the Hilton Union Square with no clear understanding of where they would be sent next.

“They’re treating us like dogs,” displaced resident Tyler Patterson told SFGATE. “We need reliable housing and notice to relocate.”

“We understand that the lack of information and communication challenges only added stress and frustration,” Hines acknowledged in their letter Friday.

Hines said that due to the extent of the damage, residents will not be able to return to the building until at least July 1. In the meantime they are being provided with hotel accommodations or a $300-a-day stipend.

“We know this news is extremely upsetting and will further complicate an already difficult situation,” the letter read.

Opened in 2018 as part of the Transbay development that includes the Salesforce Tower, the 35-story residence offers co-working spaces, a game room, a spa-equipped, high-end gym and even an optional butler service called Hello Alfred that can take your clothes to the dry cleaner, take the dog for a walk or order takeout food.

Market-rate one and two-bedroom apartments in the building rent for anything from $3,500 to $16,000 a month. The building also houses 54 below market rate units.

San Francisco Bay is famous worldwide for the Golden Gate Bridge, Alcatraz and many of the tech companies that ring its edges.

But increasingly, scientists and political leaders are realizing the bay is more than a scenic wonder: It’s also an increasingly serious threat to millions of residents and hundreds of billions of dollars of bay front property — from neighborhoods to freeways to airports — as seas continue their slow but relentless rise.

On Thursday, state, federal and local leaders broke ground on the latest effort to reduce that risk, kicking off a $545 million project to protect San Jose’s shoreline against winter flooding and rising sea levels from climate change.

The project, led by the Army Corps of Engineers, will construct four miles of engineered earthen and clay levees 15 feet high near Alviso and restore 2,900 acres of former Cargill industrial salt evaporation ponds back into tidal wetlands, which helps slow wave energy in storms and provides habitat for fish and wildlife.

The new levees will replace old dirt berms that are 6 to 10 feet high, offering more protection from flooding for areas north of Highway 237, including key facilities such as the region’s wastewater treatment plant, rail lines and the homes of 5,500 people.

“Climate change is real,” said Colonel Antoinette Gant, division commander with the US Army Corps of Engineers regional office in San Francisco. “That means there has to be changes. We can’t do the same things we have done for years and years. We’ve got to continue to make progress.”

San Francisco Bay has risen by 8 inches in the past 100 years, according to the tidal gauge at Fort Point under the Golden Gate Bridge and other instruments. As the planet continues to warm, melting ice caps and expanding the volume of sea water, scientists project bay waters will rise another 1 to 2 feet by 2050 and 5 to 7 feet by 2100.

“We’ve built megacities of the world on coasts,” said Gary Griggs, a distinguished professor of earth sciences at UC Santa Cruz. “We didn’t think of sea level rise 100 years ago, and now we are having to pay the price. Whether it is Jakarta, or Miami or San Francisco, they all have the same problems.”

The South San Francisco Bay Shoreline project, which has been hamstrung by cost overruns and delays, is the latest major effort to deal with the increasing flood threats around the bay. Others include a $5 billion project to rebuild the massive seawall along San Francisco’s Embarcadero from Fisherman’s Wharf to the Giants ballpark, where flooding is increasingly common during big storms; a $587 million project to build higher levees around San Francisco International Airport to keep the runways from flooding during high tides and storms; and a $4 billon proposal to raise Highway 37 in the North Bay.

The South Bay project celebrated Thursday is divided into three massive phases.

Construction on the first half of Phase 1 is expected to continue until January 2024. Levee work will extend from Alviso Marina County Park to Artesian Slough near the San Jose-Santa Clara Regional Wastewater Facility, a plant that serves 1.4 million people in eight cities and is at high risk of flooding.

Like New Orleans, the community of Alviso sits below sea level from over pumping of groundwater generations ago that caused the ground to sink. It has flooded multiple times in the past 75 years.

The second half of Phase 1 will increase flood protection from Artesian Slough east to Coyote Creek. It is on hold while construction planning, access points, haul routes, staging and easements are still being worked out.

The project is a partnership between the Army Corps, the Santa Clara Valley Water District and the state Coastal Conservancy. Planning is underway for Phase 2 and Phase 3, which eventually will provide similar flood protection north to Sunnyvale, Mountain View and Palo Alto sometime after 2030, likely at a cost above $1 billion.

Plans call for raising levees, restoring tidal marshes and taking other steps to boost flood protection amid sea level rise in the coming decades. A groundbreaking was held Thursday April 14, 2022 for work on Phase 1 near Alviso.

Environmental groups say the project is critically needed. But they have criticized the Army Corps of Engineers for moving too slowly. The Corps first agreed with the water district on the project in 2005.

“The project is essential,” said David Lewis, executive director of Save the Bay, at an environmental group based in Oakland. “The only problem is that it has taken so long and gotten so expensive.”

Lewis said that regional planners, led by the Bay Conservation and Development Commission, a state agency, have not done enough to coordinate bay front development and flood protection with cities and the nine counties in the Bay Area. Also, tech companies, including some of the wealthiest in the world whose headquarters will benefit from the flood protection, such as Google, have not contributed to the costs.

The Bay Area is farther ahead in addressing sea level rise than many other regions of the world. But the costs are expected to be immense.

Of the $545 million price tag for Phase 1 of Thursday’s project, $124 million came from the federal government, $61 million came from Measure AA, a $12 a-year parcel tax passed by Bay Area voters in 2016 for flood control, and the rest is the water district’s responsibility. The price tag tripled from original estimates several years ago after the Army Corps underestimated the cost of the levee materials and the prices went up.

But for officials Thursday, finally seeing heavy equipment on the waterfront was a cause for celebration.

Dick Santos, an Alviso native whose home flooded three times since the 1950s, said the work was a long time coming.

“I wish my dad was here to see it today,” Santos said. “He would be pleased.”

(KMOV.com) — As the No. 4 seed in the NFC entering the playoffs, the Rams needed some upsets on the other side of the bracket in order to host the NFC Championship Game at Stan Kroenke’s favorite little money pit, SoFi Stadium.

When the San Francisco 49ers defeated the No. 1 seed Green Bay Packers on Saturday night, that window of opportunity opened for the Rams to host the game assuming they could get past Tom Brady and the Buccaneers on Sunday. The Rams put on an impressive showing in eliminating the defending Super Bowl champions in Tampa, setting them up to host the 49ers next weekend.

In most circumstances, that would be something for a team to celebrate. But the Rams in LA don’t exactly have a dome-field advantage when it comes to facing the 49ers.

Lots of 49ers fans at SoFi. pic.twitter.com/yYciQv7jmA

— David Ochoa (@DavidOchoaTV) January 9, 2022

When the Rams and 49ers last played at SoFi Stadium in Week 18 this season—a win that San Francisco needed just to sneak into the playoffs—49ers fans flooded the stands with red and made their presence known.

Listening to the crowd noise on television, you’d have thought the 49ers were the home team for that game. Your eyes would have told a similar story. Apart from the blue end zone and electronic signage visible in the background behind 49ers wide receiver Deebo Samuel, that’s a Rams road game:

With a trip to the Super Bowl on the line this time around, the Rams are trying to do something about it.

Ticketmaster screenshots began circulating Sunday as the Rams noted that public sales for the NFC Championship Game would be restricted to residents of the Greater Los Angeles region. The alert on the ticket-broker’s website stated that LA residency would be verified at checkout based on the billing address associated with the purchaser’s credit card.

It’s a desperate ploy, an example of ‘prevent defense’ that likely won’t work out as the team intends.

The cheapest current ticket for Sunday’s NFC Championship Game between the Rams and 49ers at SoFi Stadium is over $600. One ticket broker just told me, “It’s going to be a sea of red again. Rams fans are growing, but they aren’t paying $600 for nosebleed tickets. Not happening.” pic.twitter.com/RWC4EsUYxk

— Arash Markazi (@ArashMarkazi) January 23, 2022

It’s as though Kroenke and Kevin Demoff are deluded into believing 49ers fans don’t know anyone in LA that can lend a hand in facilitating a ticket purchase.

And don’t be surprised, Enos, when Los Angeles residents assist with those requests from their San Francisco fan friends, because LA simply doesn’t care about winning Rams football the way St. Louis would have.

That’s something you’d have realized if, you know, you had ever bothered to put a capable product on the field for the final decade of the team’s time in the Lou.

Of course, we know this by now in St. Louis. Rams brass built a consistently listless team in the years before bolting for Los Angeles in 2016. They failed to achieve even one winning season from 2004 to 2015. They lied and deceived anyone in their path en route to a relocation that was an outright violation of the NFL’s own relocation guidelines. They recently agreed to cough up $790 million to St. Louis in a settlement that proves they darn well knew it.

And even putting everything else aside, from a pure football perspective, it really is a crime.

Since moving to Los Angeles, Kroenke and Co. have completely shifted gears. Wouldn’t you know it, they started trying to win. Signing marquee free agents and executing trades to bring in winning players. It’s as though they began paying attention to the draft. With a third-round pick in 2017, they found Cooper Kupp.

Look, you don’t have to like the Rams—I sure as heck don’t—but even the most embittered former St. Louis Rams fans would have to admit that Kupp is a superstar. He won the wide receiver triple crown this season, leading the league in receptions, receiving yards and receiving touchdowns. He’s certainly the kind of player St. Louis would have fallen in love with.

STL would be losing its ever-loving mind, donating plasma and taking out second mortgages to support a Rams team like this one. That’s just a fact. https://t.co/0iC0gvheMb

— Brenden Schaeffer (@bschaeffer12) January 24, 2022

One thing is for certain. If this game were being played in St. Louis, you wouldn’t have players’ wives begging people on social media not to sell their tickets to the opposing team’s fan base.

If you @RamsNFL fans want to sell your tickets – I’ll buy them. Just DO NOT sell them to the other team PLEASE!

— Melissa Whitworth (@mrs_whit77) January 23, 2022

Los Angeles has a Rams team that St. Louis would have bent over backwards to support, and their city doesn’t seem to care. The Rams are so concerned about the apathy from their new home fans that they feel the need to play some prevent defense long before the game even kicks off.

SAN MATEO (CBS SF) – A band of intense rains rolled across the San Francisco peninsula Wednesday morning, triggering a National Weather Service flood alert as runoff from the saturated hills jammed into streets and flowed into creeks and creeks.

Forecasters said the recommendation would stay in place until at least 1 p.m.

CONTINUE READING: Stormy weather frees San Francisco Bay from extreme drought conditions

ALSO READ: I-80 and Hwy 50 will reopen in Sierra, but travelers have been encouraged to stay home

“At 9:55 am, the Doppler radar showed heavy rain moving in the direction of the San Mateo Coast,” the weather service said in its statement. “This will lead to flooding in cities and small streams.”

Some places flooding will occur, forecasters said, including San Francisco, Daly City, San Mateo, Redwood City, South San Francisco, San Bruno, Pacifica, Burlingame, Half Moon Bay, and Hillsborough.

Sudden floods have already proven fatal during the current storm.

The San Mateo County coroner office on Monday identified the couple who were found dead in a flooded vehicle in a flooded underpass in Millbrae during last week’s storm.

The coroner’s office said the victims were 63-year-old Rolando Ortigas Glorioso and 62-year-old Susana Glorioso, both from Millbrae.
