<p>Lewisville residents with limited incomes can breathe a little easier thanks to a new housing initiative aimed at fixing those pesky HVAC problems at no personal cost.  The recently announced Minor Housing Rehab Program, supported by the Community Development Block Grant, promises to help eligible homeowners with essential repairs or replacements to their heating, ventilation and air conditioning systems.</p>
<p>According to the city of Lewisville, Texas, the program is aimed exclusively at low- to moderate-income residents who could help keep their homes comfortable and safe year-round.  To qualify, residents must have owned their home for at least two years, use it as their primary residence, be current on mortgages and insurance, earn less than $57,500 per year as a single homeowner, and have less than $20,000 in savings have liquid assets.  Each additional household member increases the income eligibility by $8,250.</p>
<p>Applications are currently being accepted, but the service will only be provided by an HVAC contractor selected and vetted by the city.  The deal is straightforward: Once approved, all funds for the necessary work will be disbursed directly from the City of Lewisville to the contractor, so residents won&#39;t see a single invoice.</p>
<p>Additionally, City staff will assist applicants in Hakha Chin, Spanish and English during scheduled sessions at the Lewisville Public Library to ensure that no language barriers impede participation in the program.  The first of these sessions took place on Tuesday March 5th, with two further opportunities for personal assistance on Wednesday and Thursday, where Spanish assistance will also be available.</p>
<p>Those in need of this vital support have been directed to the City&#39;s official website where they can find further information, guidelines and online applications.  It&#39;s a solid move by the city government, which recognizes that maintaining a home goes beyond aesthetics and is about maintaining the health and well-being of community members.  Every resident deserves warmth in the winter and relief from the heat in the summer, and through the Minor Housing Rehab Program, Lewisville ensures its citizens have just that.</p>

<p>South San Francisco&#8217;s Measure DD addresses the need for universal early child care for families who live or work in the city by imposing an annual tax on large commercial offices generating approximately $55.9 million annually.</p>
<p>If the measure passes, it will have 18 months until it goes into effect.  Funds will be accrued from commercial offices larger than 25,000 square feet at a rate of $2.50 per square foot of parcel size.</p>
<p>Proponents, including Councilmember James Coleman and Margaret Brodkin, founder and director Funding the Next Generation, who helped gather signatures, have billed the measure as a way to address gaps in existing subsidized child care while affecting primarily the city&#8217;s wealthiest companies.</p>
<p>However, opponent for the measure, Julie Waters, director for Local Government and Community Relations, California Life Sciences, and Vice Mayor Buenaflor Nicolas, who represents the viewpoint of the City Council majority, explains that it isn&#8217;t that simple.</p>
<p>“A lot of the companies have child care plans that exist, we work in collaboration with the city.  I don&#8217;t know what benefits there are that I truly recognize and it&#8217;s not related to the tax burden,” Waters said.  “It&#8217;s the fact that most of the tenants in South San Francisco, you know despite the big shiny names, are actually renters, they are owned by the development company and they have in their leases that they will pass the new tax along to those tenants .”</p>
<p>There are more than 120 small businesses — including startups — that are members of the California Life Sciences group, Waters said.</p>
<p>&#8220;These startups aren&#8217;t making any money yet, they employ five to 10 employees and their position is to take their lab and leave,&#8221; she said.</p>
<p>Still, Coleman explained the city&#8217;s popular preschool program, run by the Parks and Recreation Department, has a waitlist of more than 700 long families, which equates to about four years.  This forces families to either not have child care and stay at home with their children or pay for child care they may not be able to afford, Coleman said.</p>
<p>However, Nicolas is concerned the plan doesn&#8217;t look at child care holistically.</p>
<p>“Money is just a tool and without the proper plan and infrastructure behind it nothing really will be done because failing to plan it is planning to fail,” Nicolas said.</p>
<p>The city&#8217;s study found that revenue produced — estimated at $55.9 million in the first year, rising to $68.2 million in coming years as projects in the development pipeline are completed — would not initially be enough to provide the programming given current demand, however, the gap could be closed over time.</p>
<p>To provide for the 1,462 children expected to seek the service initially, it would cost north of $61 million annually, the study indicates $23.9 million for residents and $19.6 million for nonresidents.  The other $17.5 million would go to increasing child care worker pay by 10%, something for which the measure also calls for.</p>
<p>Average monthly costs for early child care in the city are currently $1,341 per month, according to the report.</p>
<p>“The cost of preschool and day care right now is exorbitantly expensive, my husband and I are lucky enough to afford to pay but once our daughter goes into care we will be paying more for child care than our mortgage, and more for child care than our UC tuitions when we were in college,” resident Natalie Wheatfall Lum said.</p>
<p>The city of South San Francisco will cover all the costs of preschool and early care, without means testing, which means families with significant means can still participate in the free child care service.</p>
<p>Coleman argues that the rationale behind the lack of means testing for the measure is because a more educated society is a better society.</p>
<p>&#8220;If you are extremely wealthy, you can choose your own private school or your own nanny but the idea is the same resources are available to everyone,&#8221; Coleman said.</p>
<p>If the funds can&#8217;t cover everybody, there will be a system of means testing implemented by the city and administrative body guaranteeing that people of lower income families are prioritized, he added.</p>
<p>“In addition to this there&#8217;s another problem, our preschool teachers not making anywhere near a living wage, that would allow them to live in South San Francisco, currently they make around $17 per hour and just for comparison kindergarten teachers make $46 per hour,” said Coleman.</p>
<p>Adding to this issue is low working wages and higher turnover rate has made it difficult for preschool teachers to gain an expertise in the trade, he added.</p>
<p>The service will be provided for every child aged 2.5 to 5 years old whose family lives or works in the city, according to the Yes on DD website.</p>
<p>However, Nicolas said with $56 million they will not be able to provide the child care needs of the city.</p>
<p>&#8220;Child care is very much in the center of our universe and as you can see it is part of our general plan,&#8221; Nicolas said.  &#8220;We are the only city in San Mateo County to come up with a child care master plan.&#8221;</p>
<p>The city&#8217;s child master plan found the need for operational support for child care programs.  She argues that child care is not needed only from the ages of 2 1/2 to 5 but from childbirth to 12 years old.  In addition, she said non-traditional child care is needed for people who work graveyard shifts or nurses.</p>
<p>“Ours [child master plan] is a very comprehensive plan.  We need operational support for these programs, we know how to stabilize and secure facilities and we are looking for the financial resources to help the families pay for this child care,” Nicolas said.  &#8220;And also most importantly is the solution to the staffing shortage.&#8221;</p>
<p>Nicolas said she doesn&#8217;t want to be the guinea pig or the first to fail at universal citywide child care.</p>
<p>Brodkin, of Funding the Next Generation, argues that the city officials will love the child care program.</p>
<p>&#8220;It will put South San Francisco on a map like nothing else they have ever done, people will want to stay there, people will want to live there,&#8221; Brodkin said.  &#8220;It will be one of the most exciting things that&#8217;s happened in the children&#8217;s field.&#8221;</p>

<p>The San Francisco Giants wasted no time bolstering their pitching staff following the resumption of MLB activity. </p>
<p>Over the weekend the Giants signed free agent LHP Carlos Rodon to a 2 year $44 million deal.  They signed RHP Carlos Martinez to a MiLB deal on Sunday.  Additionally, they announced the signing of RHP Jakob Junis to a one-year Major League deal this afternoon. </p>
<p>Following the departures of both Kevin Gausman and Johnny Cueto, the Giants&#8217; main priority this offseason was ensuring those innings were replaced.  While it may be hard to replicate the quality of the innings Kevin Gausman provided the Giants, Rodon may have been the best pitcher available on the market to approach that. </p>
<p>An underrated factor of the Carlos Rodon signing, is adding another left handed starting pitcher to the mix.  This will hopefully have a positive impact on how the Giants&#8217; bullpen is structured and utilized. </p>
<p>Last season, Alex Wood served as the Giants only left handed starter while Sammy Long, Scott Kazmir, and Connor Menez picked up the other starts.  The four combined for 36 starts from LHP. </p>
<p>Having an additional LHP in the starting rotation, with the potential of Carlos Rodon, could be advantageous for the Giants.  This may help them ease the workloads of their left handed relievers heading into the 2022 season. </p>
<p>By having another LHP in the rotation, the Giants will be able to piggy back or contrast a RH reliever depending on match ups more frequently than they did last season.  Additionally, this will also impact how opponents&#8217; structure their lineups for the myriad of pitching match ups the Giants can throw at them. </p>
<p>While Wood and Rodon are not arms that the Giants would use to follow an opener, they both have durability issues.  Wood made the third most starts of his career (26) and Rodon made the second most starts of his career (24) in 2021. There may be cases where they pitch a limited amount of innings to protect their arms and that is where innings eaters like Carlos Martinez and Jakob Junis could be valuable.</p>
<p>In terms of right-handed relievers, the Giants only really have options of the short order variety.  By adding two right handed pitchers with starting experience, they now have two right handed bulk options that could be really effective as swing men and spot starters. </p>
<p>Additionally, the Giants&#8217; reputation for rehabilitating wayward pitchers gives another reason for fans to be optimistic.  Both Martinez and Junis have flashed to varying degrees in the past, but have fallen on hard times.  Perhaps a change of scenery and new pitching coaches will help them become more consistent moving forward. </p>
<p>The way pitching staff have been utilized over the past few seasons, it is not unusual for top tier teams to have a pitching staff with 7-9 capable starting pitchers.  With the Giants&#8217; pitching acquisitions over the weekend the Giants have been able to achieve that.  This doesn&#8217;t even mention the impact returning arms like Tyler Beede and Sammy Long may have on the pitching staff. </p>
<p>Once again, Farhan Zaidi and Scott Harris have decided to stack the back end of their rotation and the long relief corps of their pitching staff to see which pitchers seize the open roles.</p>
<p>Carlos Rodon&#8217;s high AAV contract represents a more modern approach to achieving high pitchers that also have a high level of volatility.  $22 million per year seems like a high price tag, but in order to avoid long term liability, this is a very smart move for the Giants.  Now Rodon will have an opportunity on an unusual 2-year “prove it” deal, and the Giants will not be on the hook financially for years to come. </p>
<p>Furthermore, if the Giants sputter and can&#8217;t repeat last year&#8217;s success, Rodon has a player option to vacate his deal provided he pitches 110 innings in 2022. This is the future of pitcher contracts it seems. </p>
<p>All in all the Giants wasted no time addressing what was going to be their biggest area of ​​need this offseason.  After re-signing Alex Wood and Anthony DeSclafani, they&#8217;ve added Rodon, Junis, Martinez, and Alex Cobb to join emerging ace Logan Webb in a suddenly deep starting rotation.  Now if the Giants&#8217; pitching coaches can tap into whatever they&#8217;ve been tapping into the past two seasons, the Giants will be in an excellent position to roll again in 2022.</p>

The museum is one of five small independent galleries in the United States selected to host a traveling exhibit of three strange paintings (Wendy Williams eating a pork chop, a drawing of two sexy rats who are DTF, and a still life with ties ) featured, worshiped, and / or ridiculed on Oliver&#8217;s HBO show &#8220;Last Week Tonight&#8221;.</p>

<p><strong>Goodbye mochi</strong></p>
<p>It&#8217;s sad to see historic shops close, but at least in the case of Benkyodo Co., we have a chance to say goodbye with one final tidbit.  This legendary Japantown bakery, which opened in 1906 and makes handmade rice cakes, manju, and mochi, has announced that it will be closed forever unless someone buys the business.  After a break during the holidays, the owners are planning to temporarily open one last time on Tuesday, then to close on an open date and finally to retire.</p>

<p>If you love weird art and are a fan of John Oliver then you should definitely check out the Cartoon Art Museum in San Francisco this month.  The museum is one of five small independent galleries in the United States.  selected to host a traveling exhibition of three weird paintings (Wendy Williams eating a pork chop, a drawing of two sexy rats who are DTF, and a still life with ties) shown, adored, and / or on Olver&#8217;s HBO show were ridiculed. <p><strong>Last chance for mochi: SF&#8217;s 116-year-old mochi spot will be closed forever</strong></p>
<p>It&#8217;s sad to see historic shops close, but at least in the case of Benkyodo, we have a chance to say goodbye with one final tidbit.  This legendary Japantown bakery, which opened in 1906 and makes handmade rice cakes, manju, and mochi, has announced that it will be closed forever unless someone buys the business.  After a break in the holidays, the owners are planning to temporarily reopen for the last time from January 11th and then to close at some point &#8220;after the New Year&#8221; on an open date and then to retire for good.</p>

<p>SAN FRANCISCO (BCN) &#8211; New Years Eve celebrations can get a free ride on SF Muni on Friday evenings, and BART and other transport companies offer an expanded service for the holidays.</p>
<p>The free New Year&#8217;s Eve service on Muni runs from 8 p.m. Friday through 5 a.m. Saturday, officials from the San Francisco Municipal Transportation Agency said.</p>

<p>At midnight on New Year&#8217;s Eve, there will be city-sponsored fireworks from a barge in front of the Embarcadero, south of the ferry terminal.  From around 10:00 p.m. Muni will redirect the area and resume normal service once the roads are clear.</p>
<p>BART will offer the standard service on Friday at the full tariff, but with an extended closing time to accommodate the drivers enjoying fireworks and other festivities.  The last train towards East Bay that goes through downtown San Francisco will be around 1:30 a.m. and the last train going south towards Millbrae will go through downtown San Francisco at 2:10</p>

<p>Ride Muni Free New Year&#8217;s Eve includes all Muni lines and routes.  Clipper Card customers should not tap their cards to ensure they will not be billed for a fare.  Muni Mobile passes are not required.  That night, the subway ticket offices will be open. <p>The Caltrain service is free on New Year&#8217;s Eve from 8:00 p.m. until the last special train leaves San Francisco after the event.  Trains run after midnight until 1:30 a.m. or until full.</p>
<p>SamTrans offers free rides on all buses from Friday 8 p.m. to Saturday 5 a.m.  Further information on the SamTrans holiday plan can be found at https://www.samtrans.com/schedulesandmaps/holidayservice.html.</p>

<p>South San Francisco is giving away 75 air purifiers to low-income households that qualify.  The program, which started last week, comes when the Caldor Fire south of Lake Tahoe has deteriorated air quality in the city and much of the state. </p>
<p>&#8220;One of the reasons we wanted to give away air purifiers was to address the inequalities within climate change and the smoke-filled air that is very dangerous for residents,&#8221; said Councilor James Coleman.</p>
<p>South San Francisco households earning 50% or less of the median income for the area ($ 63,950 for one person, $ 73,100 for two) are eligible for one air purifier per household.</p>
<p>Bay Area residents outside of South San Francisco can apply for a free air purifier from the Bay Area Air Quality Management District, which also runs an air purifier delivery program for low-income households. </p>
<p>Basic air filtration systems typically cost between $ 100 and $ 150, while better units can cost several hundred dollars. </p>

<p>Few cities in the world have achieved the same level of vaccination against COVID-19 as San Francisco, with 84% of residents over the age of 12 having received a dose.  However, there are still a lot of people who have not been vaccinated, and with the spread of the Delta variant, every shot counts.</p>
<p>California put in all sorts of vaccination incentives, most notably a huge lottery, and now the nonprofit Code Tenderloin is topping up with a less conventional giveaway: they&#8217;re handing out free weed.</p>
<p>You may have heard of the &#8220;Beer and a (vaccination) shot&#8221; campaign.  Code Tenderloin offers 1/8 cannabis as an incentive for a vaccine.  Plus gift certificates for services related to the vaccine.  Pull out all the stops here.  pic.twitter.com/PW4dt8NzRY</p>

<p>On July 30th at 4:00 p.m., the nonprofit is holding Vaccine Rap Day on the 900 block of Market Street.  Those 21 years of age or older will be given an eighth ounce of cannabis in exchange for on-site vaccination. </p>
<p>In addition, rappers and singers are invited to write an original song about the COVID-19 vaccine.  In return for doing it, they&#8217;ll receive a $ 200 VISA gift card.  Song submissions are due today at 5 p.m.</p>
<p>It may seem like an unconventional plan, but it&#8217;s part of a broader strategy by Code Tenderloin, lauded by District 6 Supervisor Matt Haney for vaccinating thousands of San Francisco residents.</p>
<p>In addition to their recent vaccination efforts, Code Tenderloin is working to break down barriers for people to find long-term employment, providing services such as transportation to interview, job preparation programs, and enrollment in the San Francisco Public Defender&#8217;s Office&#8217;s Clean Slate program to help with to help eradicate criminals records.
