History and local connections matter when building in San Francisco — especially as the city emerges from the post-pandemic collapse of its downtown office market and tries to overcome negative coverage in national news.

Firms based in the city dominated TRD's first ranking of San Francisco general contractors. Several of them have belonged to the same family for generations.

“We have relationships that go back 30 years or more,” said Bob Nibbi, CEO of third-place Nibbi Bros., founded in 1950 by his grandfather. “That’s an advantage in times like these when things get tight.”

The pandemic and resulting negative perceptions of San Francisco represent another chapter in the city's ongoing boom-and-bust story, beginning with rapid development during the Gold Rush era, followed by the famously destructive earthquake and fires of 1906.

The top-ranked company on the list, Cahill Contractors, was founded when founder JR Cahill was “inspired to rebuild the city” after the 1906 earthquake, according to the company’s website. Today, Kathryn Cahill Thompson, the company's CEO since 2016, represents the fourth generation of family leadership.

Thompson and others on the list are all operating at a time when financing construction loans and slow-moving projects is difficult.

According to the city's planning department, there were 6,600 housing units under construction in San Francisco in the first quarter of 2023 – a key segment for general contractors. That's down from 9,600 in the first quarter of 2020.

The TRD ranking is based on a three-year review and records both the number of projects that companies are working on and the total cost of the projects. The construction projects did not have to be in progress to count toward the total, and both companies received joint venture credit. Data is based on San Francisco permits issued between November 15, 2020 and November 15, 2023 and only covers projects within city limits.

According to the city, during that time Cahill was the general contractor on 10 approved projects totaling about $600 million. All of these projects involved housing, except for a $16 million Buddhist temple and community center near the Polk Street corridor. Another notable project is in Bayview, where 118 affordable housing units account for $100 million of that.

Swinerton Construction took second place with 10 projects totaling about $485 million. Nearly half of that came from one project, a 16-story, 500-unit apartment building in SoMa.

The company recently announced that it will name President David Callis as CEO this month when current CEO Eric Foster retires. Swinerton is even older than Cahill, with more than 130 years of history in San Francisco.

Nibbi Brothers had approved eight projects with a total value of about $450 million. CEO Bob Nibbi is the third generation to lead the company alongside his brother Michael, vice president, and father Larry, chairman.

Bob Nibbi said affordable housing projects keep his staff busy while the rest of the development pipeline dries up and market-rate multifamily housing is “virtually non-existent.”

With fewer projects to choose from, Nibbi is competing “aggressively” for GC work and as concrete subcontractors for other GC projects, he said. But even if labor costs have fallen slightly, higher material prices, higher interest rates and lower rents still mean most projects outside of affordable housing and public sector work are out of the question for developers, he added.

“The construction sector is always the last to feel a recession,” he said. “They have the work on the books and we are out there working on it and in the meantime the developers are not preparing the next project.”

Fourth-place Webcor Construction had three projects in the works totaling nearly $260 million, according to permitting data.

Two of Webcor's projects – an $84 million residential tower on Treasure Island that broke ground in mid-2022 and a $45 million R&D building near Potrero Hill that was completed last year – According to the city, they are joint ventures with other construction companies. Webcor's only single project, also on Treasure Island, is also its largest: a 22-story mixed-use building with 250 apartments estimated to cost $130 million.

At 50 years old, Webcor is one of the younger companies on the list. It started on the peninsula. Oracle's headquarters in Redwood City, the Academy of Sciences in San Francisco and SFO's Terminal One are among the most significant projects in its history, according to the company.

Turner Construction was the only construction company based outside the Bay Area to make the top five. The company is headquartered in New York's Hudson Yards and has a Bay Area office in Oakland.

Its work on a $231.1 million project called Brannan Square, developed by its New York landlord Tishman Speyer, landed the company on the list. Turner built two of the three buildings in the 1 million-square-foot SoMa office and retail project centered around a 1-acre park and recently began leasing.

SAN FRANCISCO (CBS SF) — Police Chief Bill Scott escalated a war of words with District Attorney Chesa Boudin Monday less than two hours after State Attorney General Rob Bonta and San Francisco Mayor London Breed had issued a joint statement voicing their hopes of mediating the dispute over the investigations of use of deadly force incidents.

Scott had terminated an investigative agreement between his department and the DA’s office earlier this month in the wake of revelations that came to light during the trial of Officer Terrance Stangel.

The agreement, or memorandum of understanding, between the agencies went into effect in July 2021 and allows the district attorney’s Independent Investigations Bureau to respond to crime scenes and investigate officer-involved shootings, in-custody deaths, and use-of-force cases.

Stangel is being tried on charges of battery, assault with a deadly weapon, assault likely to cause great bodily injury, and assault under color of authority. A DA investigator tested under oath that she felt pressured to mislead police and withhold evidence from a sworn affidavit out of fear of losing her job.

The alleged assault occurred in October 2019 encounter with Dacari Spiers, an unarmed Black man. Stangel and another officer initially responded to a report of a man choking a woman in the city’s Fisherman’s Wharf area and, once at the scene, a struggle ensued between Spiers and the officers.

During the encounter, Stangel allegedly struck Spiers’ legs with a baton several times, resulting in Spiers suffering a broken leg and wrist, as well as lacerations to his leg.

The testimony hath broiled over into a heated public debate with an exchange of accusations between Scott and Boudin. Now Scott and Boudin are scheduled to sit down this week to start renegotiating a new agreement to cooperate on use of force investigations.

In the statement from Bonta, Breed and City Attorney David Chiu, the officials said that they were “working together to support the parties to swiftly and collaboratively reach an agreement on the terms of an amended MOU that address the significant issues of compliance, accountability, and mutual expectations.”

Scott used the statement to once again level criticism at Boudin, questioning the integrity of the DA’s office.

“I’m grateful to Attorney General Bonta, Mayor Breed and City Attorney Chiu for recognizing and responding to the significant issues of compliance that eroded my confidence in the integrity of my agreement with District Attorney Boudin’s office,” Scott said in his statement.

“I stand strongly for the principles of accountability and transparency, which are foundational to all 21st century police reforms — including those involving uses of force and officer-involved shootings,” the statement continued. “But accountability and transparency must be mutually honored by both parties in agreements such as these. I am hopeful that rigorous protections can be put in place to restore and then guarantee the ‘two-way street’ moving forward, which according to the sworn court testimony of an SFDA investigator that office abandoned.”

Boudin denies violating the agreement. Rachel Marshall, a spokesperson for Boudin’s office, said the agreement has room for improvement and that the DA’s office remains committed to prosecuting unlawful use of force.

SAN FRANCISCO – A federal indictment filed today charges Harlan Kelly, former general manager of the San Francisco Public Utilities Commission (PUC), and Victor Makras, a locally known San Francisco real estate investor, of bank fraud and bank fraud conspiracy. announced Acting US Attorney Stephanie M. Hinds, Federal Bureau of Investigation Special Envoy Craig D. Fair, and Internal Revenue Service Special Envoy Mark H. Pearson. The indictment also alleges honest wire fraud and honest wire fraud conspiracy in connection with a bribery program first brought against Kelly in a November 2020 federal complaint. This lawsuit is being replaced by today’s federal prosecution.

Today’s indictment, like the November 2020 complaint, alleges that Kelly, 59, was involved in a longstanding bribery program and corrupt partnership with someone named “Contractor No. 1” in the indictment. Kelly was named general manager of the San Francisco PUC in 2012 and held that position until November 30, 2020 when he resigned after filing a criminal complaint in the federal complaint. Contractor # 1 is a senior construction company officer in San Francisco and a permit expediting consultant who directed or controlled several companies doing business with the city of San Francisco. Today’s indictment alleges that Kelly provided the # 1 contractor with confidential PUC internal documents and information in order to give the # 1 contractor a competitive edge in public procurement competitions. In turn, # 1 Contractor showered Kelly with personal financial benefits, including discounted construction work for Kelly’s residence and an international vacation for Kelly and his family, with # 1 Contractor paying hotel fees, hundreds of dollars for meals, and jewelry.

The other charges in the indictment, first made public today, describe the conduct that led to the bank fraud and bank fraud charges against Kelly and Victor Makras. Makras, 63, a San Francisco resident, is a San Francisco real estate agent and the director of Makras Real Estate. He also brokered a consortium of individual real estate investors (referred to here as Makras investors) who jointly issued residential real estate loans backed by real estate in the San Francisco Bay Area and real estate elsewhere. Makras has served on a number of San Francisco commissions and boards, including the San Francisco PUC, the San Francisco Port Commission, and the San Francisco Employees Retirement System Board.

According to the indictment allegations, Kelly and Makras have conspired to defraud Quicken Loans, the financial institution, with a $ 1.3 million real estate loan to Kelly. The indictment describes that when Kelly and Makras applied for the $ 1.3 million loan to Quicken Loans, they falsely represented an excessive amount of debt that Kelly owed Makras Investors on his existing home loan. This falsely inflated amount enabled Kelly to obtain a larger loan amount from Quicken Loans at a lower loan rate. The alleged conspiracy also included hiding Kelly’s other outstanding debts from Quicken Loans, including thousands of dollars given to Contractor No. The program also included the repayment of Kelly’s undisclosed debt with the loan proceeds from Quicken Loans. The undisclosed debt is believed to have been paid by Makras in a method designed to hide the fact that Quicken Loans’ loan proceeds were used to repay those other debts.

Kelly is out of custody and will appear for the first time on the indictment tomorrow, October 20, at 10:30 am in the United States Federal Court of Justice, Thomas S. Hixson.

Makras is out of custody and his first appearance in today’s indictment has not yet been determined.

Kelly is charged with honest service fraud and conspiracy to commit honest service bank fraud in violation of 18 USC Sections 1343, 1346 and 1349. If convicted, each charge carries a maximum statutory 20 year sentence in prison and a fine of $ 250,000 or double gross profit or loss. Kelly and Makras are both charged on bank fraud charges and bank fraud conspiracy charges in violation of 18 USC §§ 1344 (1), (2) and 1349. If convicted, each charge has a maximum statutory penalty of 30 years imprisonment and a fine of $ 1,000,000 or no more than double gross profit or loss. However, a post-conviction penalty would be imposed by the court only after taking into account the US Sentencing Guidelines and the Federal Act on the Imposing of a Penalty, 18 USC § 3553.

The allegations in the indictment are mere allegations. As in any criminal proceeding, the accused is presumed innocent unless proven guilty in court.

This case is part of a larger state investigation aimed at public corruption in the city and county of San Francisco. Twelve people have been charged so far, including two senior San Francisco officials, Mohammed Nuru and Harlan Kelly. Several city contractors and mediators were charged. According to charges against Mohammed Nuru and others, Nuru allegedly accepted hundreds of thousands of dollars in bribes in cash, meals and work in his vacation home from contractors who received public contracts in San Francisco.

The case is being pursued by the US Attorney’s Corporate and Securities Fraud Team. The case is being investigated by the FBI and the Internal Revenue Service-Criminal Investigation (IRS-CI).

As lawmaker, Rob Bonta co-sponsored a proposed election measure that would have given Californians another chance to overturn the death penalty, a repeal they narrowly opposed in 2012 and 2016.

As California’s attorney general, Bonta is still against the death penalty and believes the state is moving in the same direction.

“I think the death penalty is inhuman. It doesn’t deter. Studies show that it had different effects on defendants of color for a long time, especially when the victim is white, “Bonta said in an interview. Three weeks earlier, his former legislative colleagues had confirmed Governor Gavin Newsom’s nomination of the Alameda Democrat to succeed Attorney General Xavier Becerra, who is now the US Secretary of State for Health and Human Services.

Bonta said the death penalty was both irreversible and “fallible,” citing the exoneration and release of numerous death row inmates across the country – 185 since 1973, including five in California, according to the Death Penalty Information Center. The nonprofit says it has also found “strong evidence” that at least 20 prisoners executed since 1989, all in southern states, were actually innocent.

Despite the nationwide votes over the past decade, Bonta said he thought California was “on the way to ending the death penalty. I think this is the way to get there, away from mass imprisonment, over-criminalization and over-condemnation.

“The Californians said that about the people who voted them into office,” he said.

One of them was Newsom, who announced a moratorium on executions shortly after taking office in 2019. Others included Bonta’s three attorney general predecessors, Becerra, Kamala Harris, and Jerry Brown, all of whom stood against the death penalty.

But when the Californians voted directly on the death penalty, they approved it: in 1972, when they overturned a Supreme Court ruling declaring it a violation of the state constitution; 1978, when they expanded a death penalty law that legislature passed over Governor Brown’s veto; and in 2012 and 2016, when majorities of 52% and 53% rejected initiatives to reduce the maximum sentence to life imprisonment without parole.

Although Newsom and a group of prosecutors have asked the state Supreme Court to make it harder to obtain death sentences by tightening standards for jury deliberation and voting in capital cases, there is no pending death penalty appeal in California. So the only current path to a repeal seems to be another electoral measure, which proponents say won’t happen until at least 2024.

Things could change if Newsom was recalled and replaced with a Republican who would almost certainly lift its moratorium and seek execution dates for more than 20 convicted prisoners who have lost all appeals against their convictions and sentences. This would revive a legal challenge to California’s lethal injections procedures, which 15 years ago a federal judge found so flawed that they posed an unreasonable risk of prolonged and excruciating death.

The state, which has 704 inmates on death row, has not executed anyone since January 2006, while 103 convicted inmates have died in prison, mostly of natural causes – 22 since the coronavirus pandemic began last spring. Bonta said he needed more study before deciding whether to defend the current method of executing individual drugs.

“Part of my role is to be the administrator of the law,” he said, “but I will not defend something that is unconstitutional.” It has nothing to do with my personal convictions ”but rather whether there is evidence that the injection procedures could cause an“ unnecessarily slow and painful death ”.

Bonta will appear to be a more confident opponent of the death penalty than others in high office. Harris and Brown, for example, were publicly silent on the 2012 and 2016 overturn initiatives, and Harris appealed to restore the state’s death penalty law in 2015 after a federal judge ruled that the law was no longer constitutional due to arbitrary delays of 25 years or longer in crucial cases.

Bonta’s appointment “bodes well for the state and those of us who are interested in this issue,” said Mike Farrell, former “MASH” star, president of Death Penalty Focus, a Sacramento-based anti-death penalty -Group, is.

Anne Marie Schubert, District Attorney for Sacramento, is a challenger in next year’s attorney general election and says voters shouldn’t expect a strong defense of the death penalty or its implementation from an opponent like Bonta.

She said she was particularly concerned about a bill pending in the Legislature, AB1224, by Congregation Member Marc Levine, D-San Rafael, that would allow for a review of an inmate’s previous death or life sentence without parole. Levine was the lead author of the proposed constitutional amendment to repeal the death penalty, which Bonta endorsed in 2019.

AB1224 would allow a judge to reduce any of these sentences to life with the option of parole after considering the inmate’s age, mental health, and records of the inmate in prison. If the inmate has served at least 20 years without violence, the judge would have to reduce the sentence unless prosecutors can show that the inmate would commit violent acts in the future. Backed by public defenders and rejected by prosecutors, the move would require two-thirds approval in the Assembly and Senate and the governor’s signature to become law.

By overturning existing death or life sentences without parole, “you are destroying families who were promised by judges that these people would never get out,” said Schubert. She said such a reversal of longstanding state policy appears to be part of Bonta’s agenda.

Bonta did not take a position on AB1224, but said he would be willing to ask judges to reconsider individual death sentences – as long as all sides agree on a case.

He said he plans to “work with prosecutors and family members of victims who want to go to court together to punish an accused of the death penalty for anything else, such as life without parole or some other sentence.”

“I will show ways to advance reforms in the criminal justice system in general and in relation to the death penalty in particular,” said Bonta.

Over the course of his career, he has steadily increased sales and profitability by identifying and cultivating positive, non-traditional revenue through a variety of innovative cross-platform marketing initiatives and sponsorship opportunities. Through his leadership, Mr. Rose has successfully demonstrated the importance of developing unique and innovative strategies for advertising and marketing clients and connecting local businesses to nonprofits to achieve mutual reach and local service goals.

Mr. Rose has held a number of senior positions over the past two decades, including serving as President and General Manager of KING 5 Media Group in Seattle, WA (DMA # 12) overseeing KING-TV (NBC) for the past five years. , KONG-TV (Ind) and its associated digital and social media channels.
