<p>Great increases are days away from taking effect on seven bridges in the San Francisco area.  What ultimately happens with the money is not yet certain.</p>
<p>The second of three scheduled toll increases approved by voters three years ago is set to take effect the first of the year.</p>
<p>A lawsuit awaiting review in the California Supreme Court will determine whether the voter-approved initiative to raise bridge tolls will be upheld.</p>
<h3><strong>Regional measure 3</strong></h3>
<p>In June 2018, voters in the San Francisco area approved Regional Measure 3 to pay more to cross bridges to secure more money for transportation work throughout the region.</p>
<p>By a 55% to 45% margin, voters in the city and county of San Francisco and the other eight Bay Area counties approved a question to double bridge tolls.  The additional revenue is touted to help get $4.45 billion in transportation work done over the next 25 years, including a project to reduce truck traffic.</p>
<p>Approval of Measure 3 required a simple majority of votes cast in all nine counties.</p>
<p>A majority of voters in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano and Sonoma counties agreed to increase toll rates by $3 over six years on the seven state-operated bridges in the area.</p>
<p>The Golden Gate Bridge is exempt.  The bridge is run independently of the state.</p>
<p>The first $1 increase took effect on Jan 1, 2019. Another increase is slated to take effect on Jan 1, 2022. The third of three increases is set for Jan 1, 2025.</p>
<p>After 2025, tolls could be increased for inflation.</p>
<p>Additional great revenue collected since the first increase has topped $300 million.  The revenue is being held in escrow awaiting the outcome of legal challenges.  Revenue resulting from the upcoming toll increase also will be put into escrow.</p>
<h3><strong>California Supreme Court to settle issue</strong></h3>
<p>The Howard Jarvis Taxpayers Association challenged the measure&#8217;s outcome.  The group argues that tolls are a tax.</p>
<p>California law requires two-thirds of voters to approve a change in tax collection.</p>
<p>In 2020, the First District Court of Appeals sided with the Metropolitan Transportation Commission and the Bay Area Toll Authority that the tolls are not taxes.  Instead, the court agreed the higher tolls are a fee increase.</p>
<p>A San Francisco superior court had the same interpretation.</p>
<p>The issue has since been sent to the California Supreme Court. If the court rules in favor of challengers, funds collected since 2019 will be returned to bridge users.</p>
<h3><strong>Truck projects included</strong></h3>
<p>Approval of Measure 3 is touted to benefit 35 projects intended to take vehicles off the road and eliminate bottlenecks on the Bay Area&#8217;s most heavily traveled routes.</p>
<p>An estimated $160 million will be designated for projects to reduce truck traffic congestion and mitigate environmental effects.</p>
<p>Eligible projects include improvements in Alameda County to enable more goods to be shipped by rail, and access improvements to Interstates 580, 80 and 880, and to the Port of Oakland.</p>
<p>A separate project covers I-80 westbound truck scales.  Specifically, $105 million is set to be allocated to “improve freight mobility, reliability, and safety” on the I-80 corridor by funding improvements to the westbound truck scales in Solano County.</p>
<h3><strong>Jan 1 increase</strong></h3>
<p>Tolls will rise by $1 on Jan. 1: to $7 for two-axle vehicles, $17 for axles, $22 for four axles, $27 for five axles, $32 for six axles, and $37 for combinations with seven or more axles.</p>

<p>Sewer rates in South San Francisco will likely increase by 2% in July, up to $62.75 monthly for single-family residences and $56.33 for apartments.</p>
<p>The increase will cover rising costs to operate the service, including needed improvements to the system, according to the city.</p>
<p>This year&#8217;s increase will be followed by a 3% increase each year for the following four years, with rates eventually reaching $72 monthly for single-family residents and $65 for apartments in July 2026, according to a preliminary plan still subject to final approval.  The council previously approved a five-year plan for increasing rates;  the current fiscal year is the last in the plan.</p>
<p>Residential customers in the city pay fixed annual charges per dwelling unit while commercial customers pay based on use.  Commercial rates are also set to increase by 2% this year.</p>
<p>The increase falls below the city&#8217;s average increase rate of 3.5% over the last 10 years.</p>
<p>South San Francisco&#8217;s rates for single-family homes this year will remain the sixth lowest out of 23 agencies providing the service in the county, according to the city.</p>
<p>&#8220;I know as a ratepayer when we see these increases it&#8217;s kind of a sticker shock,&#8221; Mayor Mark Nagales said.  &#8220;But I want to emphasize that the money is being used &#8230; for the construction of a new sewer collection system, new treatment systems, operation maintenance and repair, all important functions.&#8221;</p>
<p>Improvements to the sewer collection system includes pipe replacements, and work to the wastewater treatment plant includes fortifications against sea level rise.  Work is projected to cost $50 million over the next five years.</p>
<p>As required by state law, the city sent notices of the rate increase to the city&#8217;s 14,000 ratepayers.  A majority protest would have blocked the increase.  Six protests were received according to the city.  This year&#8217;s increase will be subject to final approval by the City Council in June, and each consecutive year&#8217;s increase will also be subject to approval in the corresponding year.</p>
<p>The city has a sewer rate assistance program that can save low-income residents up to $76 annually.</p>

<p>SAN FRANCISCO (AP) — The mayor of San Francisco expressed despair over the increase in reported hate crimes against Asian Americans and Pacific Islanders last year, up an astonishing 567% from the previous year, according to preliminary figures released by the police department on Tuesday .</p>
<p>Mayor London Breed pledged continued support for the community, saying she suspects actual numbers are much higher because people are reluctant to report to the police.  The initial count shows 60 victims in 2021, up from nine in 2020. Half of last year&#8217;s victims were allegedly targeted by one man.</p>
<p>It would have broken her heart if the grandmother who raised her had been attacked “in the way that we see so many of our seniors of the AAPI community being attacked,” Breed said at Tuesday&#8217;s press conference.  &#8220;But that didn&#8217;t happen.  Because as a community we protected one another.  And that&#8217;s what we have to do now more than ever.&#8221;</p>
<p>Hateful attacks against the AAPI community — Asian Americans and Pacific Islanders — surged nationally during the pandemic, fueled in part by then-President Donald Trump&#8217;s calling COVID-19 a derogatory nickname that insulted China.  The Stop AAPI Hate coalition out of San Francisco State University tracked more than 10,000 incidents of hate from March 2020 through September 2021.</p>
<p>In San Francisco and elsewhere, video clips of Asian Americans being attacked and robbed on public streets alarmed the community so much that frightened seniors stayed home.  Most recently, former San Francisco Bay Area resident Michelle Go died in New York City after a mentally disturbed man pushed her in front of a subway.  Officials there say there is no indication the man was motivated by racial bias, but Asian Americans and Pacific Islanders are still rattled.</p>
<p>San Francisco Police Chief Bill Scott said at Tuesday&#8217;s news conference they have expanded the crime tip line to include more languages ​​and are sharing safety tips for Lunar New Year celebrations.  But he also acknowledged his department is only part of a criminal justice system that includes prosecution and judges.</p>
<p>Statistics do not show the whole picture because not everyone reports incidents.  Also, prosecutors are unable to tack on hate crime enhancements without a clear statement of bias by the alleged attacker.  This has frustrated some victims and their families, who see the charge as a sign of accountability.</p>
<p>San Francisco District Attorney Chesa Boudin, who faces a recall election in June, has come under fire from some Asian American victims.</p>
<p>On Tuesday, lawyers for Anh Lê filed a federal lawsuit against Boudin, saying his office has systemically refused to uphold the rights of Asian Americans victimized by racial violence.  Lê says the DA&#8217;s office never informed him of a lenient plea deal cut with his attackers or the lack of a hate crime charge until after the fact.</p>
<p>Rachel Marshall, a spokeswoman for the DA, said in a statement that Boudin has been a “steadfast advocate” for improved services and support for the AAPI community.  He has added multilingual advocates to his office and launched an AAPI elder abuse steering committee, she said.</p>
<p>The mayor at Tuesday&#8217;s news conference declined to comment on the lawsuit.</p>

The initial count shows 60 victims in 2021, up from nine in 2020. Half of last year&#8217;s victims were allegedly targeted by one man.</p>
<p>It would have broken her heart if the grandmother who raised her had been attacked &#8220;in the way that we see so many of our seniors of the AAPI community being attacked,&#8221; Breed said at Tuesday&#8217;s press conference.  &#8220;But that did not happen. Because as a community we protected one another. And that&#8217;s what we have to do now more than ever.&#8221;</p>

<p>Hateful attacks against the AAPI community &#8211; Asian Americans and Pacific Islanders &#8211; surged nationally during the pandemic, fueled in part by then-President Donald Trump&#8217;s calling COVID-19 a derogatory nickname that insulted China.  The Stop AAPI Hate coalition out of San Francisco State University collected more than 10,000 incidents of hate from March 2020 through September 2021.</p>
<p>In San Francisco and elsewhere, video clips of Asian Americans being attacked and robbed on public streets alarmed the community so much that frightened seniors stayed home.  Most recently, former San Francisco Bay Area resident Michelle Go died in New York City after a mentally disturbed man pushed her in front of a subway.  Officials there say there is no indication the man was motivated by racial bias, but Asian Americans and Pacific Islanders are still rattled.</p>
<p>San Francisco Police Chief Bill Scott said at Tuesday&#8217;s news conference they have expanded the crime tip line to include more languages ​​and are sharing safety tips for Lunar New Year celebrations.  But he also acknowledged that his department is only part of a criminal justice system that includes prosecution and judges.</p>

<p>Statistics do not show the whole picture because not everyone reports incidents.  Also, prosecutors are unable to tack on hate crime enhancements without a clear statement of bias by the alleged attacker.  This has frustrated some victims and their families, who see the charge as a sign of accountability.</p>
<p>San Francisco District Attorney Chesa Boudin, who faces a recall election in June, has come under fire from some Asian American victims.</p>
<p>On Tuesday, lawyers for Anh L filed a federal lawsuit against Boudin, saying that his office has systemically refused to uphold the rights of Asian Americans victimized by racial violence.  L says the DA&#8217;s office never informed him of a lenient plea deal cut with his attackers or the lack of a hate crime charge until after the fact.</p>
<p>Rachel Marshall, a spokeswoman for the DA, said in a statement that Boudin has been a &#8220;steadfast advocate&#8221; for improved services and support for the AAPI community.  He has added multi-lingual advocates to his office and launched an AAPI elder abuse steering committee, she said.</p>
<p>The mayor at Tuesday&#8217;s news conference declined to comment on the lawsuit.</p>

<p><span class="xn-location">SAN FRANCISCO</span>, <span class="xn-chron">September 22, 2021</span> / PRNewswire / &#8211; A groundbreaking educational partnership begins today that will empower the home care workforce and provide dedicated caregivers with an avenue to careers in nursing.  The partnership between <span class="xn-org">City College of San Francisco</span> (CCSF), UC San Francisco (UCSF) and Homebridge &#8211; one of <span class="xn-location">San Francisco</span> Leading in-house care organizations for older adults and people with complex health, behavioral and social needs &#8211; follows key lessons learned from the COVID-19 crisis.  It should strengthen <span class="xn-location">San Francisco</span> Responding to current challenges related to aging, equal opportunities and labor. </p>
<p>The program provides Homebridge In-Home Supportive Services (IHSS) employees with on-the-job training for Certified Nursing Assistant (CNA) certification by CCSF and connects participants with on-the-job clinical training at UCSF.  It will then connect workers with CNA jobs and provide a path to nursing careers with <span class="xn-location">San Francisco</span> Health care provider.</p>
<p>The initiative aims to overcome barriers to career advancement for home care services, including access to education and training, and fees associated with healthcare education and certification.  Funded by the San Francisco Office of Economic and Workforce Development and the Metta Fund, the program provides paid on-the-job training for CNA certification for Homebridge employees.  Program participants stay on the job at Homebridge while attending ten hours of weekly classes on the CCSF curriculum.  The state clinical practice requirement of 100 hours is met at UCSF Health.</p>

<p>A statewide master plan for aging called for by Governor Newsom in 2018 and published in <span class="xn-chron">January 2021</span>, names &#8220;care that works&#8221; as one of its five bold goals to be achieved by 2030.  The plan aims to create one million high quality caregivers and predicts a labor shortage of up to 3.2 million paid direct caregivers. </p>
<p>During the COVID-19 pandemic, the demand for long-term home and community-based carers increased and is expected to increase in the near future as access to IHSS is expanded below <span class="xn-location">California</span> State law 2021-2022.
