<p>FAIRFIELD (BCN) &#8211; Police in Fairfield red-tagged a commercial building and a residence last week for being too dangerous for occupation or habitation after more than 1,500 marijuana plants were discovered being grown illegally inside the two buildings.</p>
<p>Officers were dispatched to the 200 block of Bell Avenue at about 7:15 am last Friday regarding a suspicious incident and possible burglary.  Once on scene, major damage to a roll-up garage door was detected and the front door to the building was ajar.  Inside during a search, police found multiple rooms filled with more than 900 marijuana plants, grow lights, illegal and exposed electrical wiring modified <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a>, ventilation systems and unknown chemicals.</p>

<p>No one was located inside the commercial building.</p>

<p>During the early morning hours of last Saturday, police were dispatched to the 3000 block of Dover Avenue following up on a report of a residential burglary in progress and gunfire being exchanged.  When officers arrived, they found the front door pried open, broken glass and the front door riddled with bullet holes.  During the investigation, more than 600 marijuana plants were found inside along with firearms, grow lights, illegal and exposed electrical wiring ventilation systems and unknown chemicals.</p>
<p>There have been no arrests.</p>

<p>The San Francisco Business Times first reported that at least three stores in downtown San Francisco will be closed for good by mid-January — the CVS locations at 731 Market St. by the Yerba Buena Center for the Arts, 351 California St. by the Embarcadero Center mall and 581 Market St. by the Montgomery BART station.  The latter branch will be closed by Jan 7, the Business Times reports, while the other two will be shut down Jan 15.</p>
<p>A CVS spokesperson confirmed to SFGATE that another three will be shuttered in January, as well — the locations on 2025 Van Ness Ave.  by House of Prime Rib, 500 Pine St. near St. Mary&#8217;s Square, and 400 Sutter St. by Union Square.  The latter two locations are set to close by Jan 22, while the Van Ness location will shut down on Jan 8.</p>
<p>&#8220;Maintaining access to pharmacy services in underserved communities is an important factor we consider when making store closure decisions,&#8221; CVS spokesperson Monica Prinzing told SFGATE in a statement.  &#8220;Other factors include local market dynamics, population shifts, a community&#8217;s store density, and ensuring there are other geographic access points to meet the needs of the community.&#8221;</p>
<p>These closures were expected: CVS announced in November it was planning on shuttering 900 stores nationwide as part of a move to refocus its in-person retail experience and consolidate existing stores. </p>
<p>CNN reported in November that the closures were due to “too many overlapping locations” and a subpar in-person shopping experience.  There may be more closing down throughout the year;  Currently, San Francisco has 17 standalone CVS branches. </p>
<p>While the concerns over retail theft loom large, it does not appear as if an upswing in viral thefts has much to do with these closures, despite competitor Walgreens attributing its closing of San Francisco shops to retail theft. </p>
<p>A CVS spokesperson declined to comment to SFGATE in November about retail theft in San Francisco specifically, instead commenting about the phenomenon writ large.</p>
<p>&#8220;Organized Retail Crime has been a challenge to the retail industry for many years, and it has been exacerbated during the pandemic and through the growth of online commerce,&#8221; said CVS spokesperson Mike DeAngelis in a statement to SFGATE.</p>
<p>Prescriptions filled at the 581 Market St., 351 California St. and 500 Pine St. locations will be transferred to the 601 Mission St. location, 731 Market St. prescriptions will move to the 789 Mission St. location, 2025 Van Ness Ave.  Prescriptions will move to the 2675 Geary Blvd.  location and 400 Sutter St. prescriptions will move to the 1059 Hyde St. location. </p>
<p>All employees, Prinzing said, will be offered &#8220;comparable roles&#8221; at these new locations.</p>

<p>Walgreens Boots Alliance Inc. has announced that it will close five Walgreens stores in San Francisco in response to the rise in organized retail crime.</p>
<p>Walgreens says it will bring recipes and workers from the closed stores to nearby locations.  Recipes are posted in shops within a mile of the hotel.</p>
<p>&#8220;Retail theft at our San Francisco stores has continued to increase five times our chain average in recent months,&#8221; the company said in a statement.</p>
<p>&#8220;To combat this problem, we have increased our investment in security measures in stores across the city over this period to 46 times our chain average to create a safe environment.&#8221;</p>
<p>Target Corp.  TGT, +1.50%, cut hours at its five San Francisco locations this summer due to the increase in theft.</p>

<p>Video of a man stealing from one of the San Francisco Walgreens WBA, -3.64% locations and then going out of business on a bike went viral earlier this year.</p>
<p>Rachel Michelin, president and chief executive officer of the California Retailers Association, told MarketWatch this summer that organized retail crime has been an issue in the state for years.</p>
<p>Walgreens says it will close its stores between November 8th and 17th.  Patients do not need to take any action to postpone their prescriptions.</p>
<p>Walgreens stock is up 27.4% over the year to date, while the benchmark S&#038;P 500 SPX is up + 0.75% over the period, up 18%.</p>

<p>PROVIDENCE, RI (WPRI) &#8211; Rhode Island has signed a contract with Salesforce.com to develop a mobile app that connects COVID-19 patients to services and helps public health officials track their contacts, locations and symptoms, according to a target 12 review of the deal.</p>
<p>The agreement with the San Francisco-based software company &#8211; entered into through a reseller company called Carahsoft Technology Corp.  &#8211; Provides insight into how the state is trying to automate its current system of delivering services, scheduling tests, and finding people who may be contracting the disease from the infected, a response tactic known as &#8220;contact tracing&#8221; is.</p>
<p>&#8220;We&#8217;re taking a paper-based system and replacing it with a more efficient one,&#8221; wrote Health Ministry spokesman Joseph Wendelken in an email.  &#8220;We have to do that because the response has become so great.&#8221;</p>
<p>Rhode Island began contact tracing for COVID-19 when the first positive case was announced on March 1st.  As of Saturday, positive cases had grown to 2,349 and the number has been trending upward faster as testing became more widely available.</p>
<p>When someone tests positive for the disease, Ministry of Health officials collect information about those people&#8217;s travel history and who they&#8217;ve interacted with.  After collecting the personal information, health authorities try to contact these contacts to determine if testing or quarantine is required. </p>
<p>The Salesforce agreement marks a major shift from the state&#8217;s personal strategy to an application-based program managed by a third-party vendor.</p>
<p>The app-based program is designed to make the process more efficient, but the idea of ​​automating contact tracing using cell phones &#8211; a strategy already being used in other countries &#8211; has won over advocates of civil liberty, including Jennifer Sista Granick and Jay Stanley of the American Union for Civil Liberties.</p>
<p>&#8220;Policymakers need to have a realistic understanding of what the data generated by cell phones can and cannot do,&#8221; write Granick and Stanley in a white paper entitled &#8220;The Limits of Tracking in an Epidemic.&#8221;</p>
<p>&#8220;As always, there is a risk that a simplified understanding of how technology works can result in investments that are of little use or even counterproductive and invade privacy for no real benefit,&#8221; they added.  </p>
<p>Salesforce has signed a six-month contract to set up and provide free support for the program and app.  The estimated value of the work according to the contract is $ 280,486.  And while Salesforce, the Department of Health, and the state IT team continue to sort out the details, the overall goal is relatively simple.</p>
<p>“The state of Rhode Island has hired Salesforce to support its COVID-19 response management activities and enable a nationwide system for ubiquitous testing, contact tracing and effective quarantine,” Salesforce representatives wrote in the contract.  &#8220;The aim is to reduce infections by preventing exposed people from spreading COVID-19.&#8221;</p>
<p>Based on the contract, the app will provide public health officials with digital tools to monitor patient symptoms and track down contacts.  The effort is made possible through interviews, gathering of contact information, and gathering of &#8220;related organizational and location information&#8221; as per the deal. </p>
<p>On the support side, the app will help people schedule tests and give people in quarantine and isolation access to services such as food delivery and telemedicine, Governor Gina Raimondo explained in one of her daily news stories last week.</p>
<p>The platform could also help public health officials predict the future spread of the disease and offer other analytical tools that could help better inform the state&#8217;s response efforts and future containment strategy.  Based on current state-based modeling &#8211; which has not been publicly shared &#8211; the pandemic is unlikely to peak in Rhode Island until the end of the month at the earliest, according to Raimondo. </p>
<p>That means leaders are still very focused on responding to the disease, but the Salesforce deal shows Raimondo is starting to focus more on developing a containment strategy for the future.  With no vaccination or approved treatment currently in place, leaders across the country are struggling to find a way to both protect the health of citizens and get them out of their homes and back to work.</p>
<p>&#8220;If I want to reopen this economy, it has to be more automated and scalable, so we&#8217;ve worked hard to build a system,&#8221; Raimondo said on Wednesday of contact tracing.</p>
<p>Rhode Island&#8217;s economy is on the brink, with COVID-19-related unemployment claims exceeding 135,000 since early March.</p>
<p>Harvard University economist Nicholas Mankiw, who chaired the Council of Economic Advisers under President George W. Bush, suggested that if the pandemic is somehow contained, employment could be restored.  However, he cautioned that month-long closings would likely mean companies would close for good, which would result in fewer jobs for people looking to return to work.</p>
<p>&#8220;That decline could have a quick recovery,&#8221; Mankiw said last week during a discussion with Brown University President Christina Paxson.  &#8220;That depends on how quickly the pandemic continues.&#8221; </p>
<p>Emerging strategies for opening up the economy without a vaccine or properly screened treatment include ubiquitous testing and retesting &#8211; along with some level of surveillance to help with contact tracing, quarantine, and isolation. </p>
<p>Harvard researchers suggest that an effective testing strategy would require retesting the entire population about every three to four days to control the disease, while another group said targeted contact tracing using technologies like Bluetooth might prove more efficient .</p>
<p>&#8220;There are strong arguments for using digital contact tracing in combination with other technological interventions to fight COVID-19, and there are reasons to believe that it does not require major privacy sacrifices for this technology to work,&#8221; the researchers wrote .</p>
<p>Other countries &#8211; including China, South Korea, Spain, and Thailand &#8211; have all implemented a mandatory and voluntary type of location tracking that has apparently worked with varying degrees of success. </p>
<p>Whether something similar could happen in Rhode Island in the future is not entirely clear, but leaders assure that any information that is ultimately collected will be protected by federal health care privacy laws that would also apply to Salesforce.</p>
<p>&#8220;The Salesforce platform is the channel,&#8221; said Wendelken.  &#8220;There are confidentiality rules and requirements associated with this technology, just as there are when third parties process sensitive information or health information for the state.&#8221;</p>
<p>Bluetooth technology is currently not mentioned in the contract with Salesforce.  And “GPS upload and automation” is outside the scope of duties that the company has taken on for the state.  However, the contract makes it clear that such work can be carried out on request.</p>
<p>Chirag Patel, director of enterprise applications and IT for the state&#8217;s information technology division, leads development work for Rhode Island.  He told The Providence Journal last week that GPS tracking is not currently part of the mission.  Raimondo previously told reporters it was too early to tell.  When asked for clarification, Raimondo spokesman Josh Block said both statements were true. </p>
<p>&#8220;Current planning does not include the use of GPS tracking technology,&#8221; Block wrote in an email.  &#8220;But it is too early to say if we could look into this as this situation evolves.&#8221;</p>

<p>Given the severe impact of the global economy during the COVID-19 pandemic, it is a little surprising that there have been no further downsizing in the biopharmaceutical industry.  As biopharmaceutical companies focus on efficiency and site closure, jobs are lost.  Here is a look.</p>
<p><strong>J&#038;J closes South San Francisco location</strong></p>
<p><strong>Johnson &#038; Johnson filed </strong>a WARN notice to California regulators announcing the closure of the South San Francisco facility.  As part of the shutdown, 73 jobs will be relocated from the state, particularly to Titusville, New Jersey, if they agree to move.  Otherwise, they will be fired.</p>
<p>The site is home to several divisions with the largest downsizing at Actelion Pharmaceuticals US, which J&#038;J acquired in 2017.  There are 36 marketing, administrative, and medical and scientific affairs positions.  Other affected units are J&#038;J Health Care Systems with five;  Janssen Scientific Affairs, at 11;  Janssen Pharmaceuticals at eight;  J&#038;J International with six;  J&#038;J Services with three;  Janssen Global Services with two;  and Johnson &#038; Johnson with two.</p>
<p>“We are moving our US pulmonary hypertension office from San Francisco, California to Titusville, New Jersey to integrate our pulmonary hypertension business with the rest of our Janssen therapies, to foster closer collaboration to drive growth and innovation and to expand the career opportunities for our team members, ”stated the company.  “No jobs will be lost as part of this transition.  All employees whose roles are in scope will have the option to move and Janssen will provide assistance and cover the relocation costs for employees who choose to move to the East Coast.  &#8220;</p>
<p><strong>Roche Knocking Down Facility in Ireland</strong></p>
<p>When it couldn&#8217;t find a buyer for its Clarecastle, Ireland manufacturing facility, <strong>Roche</strong> decided <strong>dismantle</strong> it.  In addition to removing the 10 buildings and infrastructure on the 88 hectare site, the company is removing around 40,000 tons of waste identified at the site.  This then requires more than 90,000 tons of backfilling.</p>
<p>Roche plans to complete the project by the end of 2024 and then follow it for three years to assess the “effectiveness of the restructuring process”.</p>
<p>The closure is one of four the company announced in 2015.  Roche found buyers for factories in Italy, Spain and North Carolina, but could not find buyers for Ireland.  The site employed 130 chemists, engineers, production and laboratory technicians, accountants, IT specialists and craftsmen.</p>
<p><strong>Gilead cuts 178 jobs in California</strong></p>
<p>On March 3rd<strong> Gilead Sciences submitted </strong>a WARNING to the state of California that effective May 30th, 178 jobs will be cut.  Half of the 89 positions are expected to be relocated to the company&#8217;s new service center in Research Triangle Park, North Carolina.  The new North Carolina facility will employ 275 people when construction is completed in two years.  Gilead reiterated that it is committed to maintaining its headquarters in Foster City, California.  The company employs more than 13,000 people worldwide, more than half of them in California.</p>
<p><strong>GlaxoSmithKline cuts 300 jobs </strong></p>
<p>Mid-February based in Great Britain <strong>GlaxoSmithKline announced</strong> plans to cease production of antibiotics in the UK following a $ 500 million product sale to Novartis&#8217; Sandoz division.  GSK&#8217;s delivery commitment for Sandoz runs until 2025 but is preparing to close one location and downsize another. <strong>To cut </strong>300 jobs.</p>
<p>Under the agreement, Dandoz will pay GSK 350 million to complete additional milestones of up to $ 150 million.  The agreement includes worldwide rights to three cephalosporin antibiotics, Zinnat, Zinacef and Fortum, in more than 100 countries.  Some of the rights are excluded in the US, Australia and Germany that were previously sold by GSK.  GSK also maintains the rights of some brands in India, Pakistan, Egypt, Japan and China.  At the time, GSK did not announce any specific downsizing, but stated that all 170 roles in the Zinnatt supply chain would be affected.</p>
<p><strong>Amgen cuts mostly US sales jobs</strong></p>
<p>Early february <strong>Amgen</strong> <strong>announced</strong> They eliminated hundreds of US jobs, most of them in the sales department.  The company said the layoffs will allow Amgen to invest in other opportunities, including new product launches and research and development.  The announcement was part of the financial statements for the fourth quarter and full year 2020, in which Amgen named sales growth of 9% of 25.4 billion US dollars.  Profits were largely driven by volume growth but were offset by lower net selling prices and the pandemic.</p>
