<h3 id="from-the-north">From the north</h3>
<p>Cross the Golden Gate Bridge.  Take the Highway 1/19th Avenue exit and go south through the General MacArthur Tunnel which puts you on Park Presidio.  At the third traffic light, turn right on Clement Street.  Go about two miles and turn right at 42nd Avenue onto the medical center grounds.  Patient and visitor parking is located in front of Building 1 and in the free valet parking garage.</p>
<h3 id="from-the-east">From the east</h3>
<p>Cross the Bay Bridge and exit at Ninth Street/Civic Center.  At the end of the ramp, bear left onto Harrison for one block and then turn right onto Ninth Street and stay to the left.  After crossing Market, stay to the left onto Hayes.  Turn right on Van Ness.  Continue on Van Ness approximately ½ mile and turn left on Geary.  Continue on Geary for about four miles and turn right on 42nd Avenue, onto Medical Center grounds.  Patient and visitor parking is located in front of Building 1 and in the free valet parking garage.</p>
<h3 id="from-the-south">From the south</h3>
<p>Take interstate 280 north.  Near San Francisco stay to the left and follow signs to 19th Avenue/Golden Gate Bridge.  Stay in the left lanes and at the first traffic light, bear left onto 19th Avenue.  Continue on 19th Avenue 3 miles and stay in the left lane as you enter Golden Gate Park.  Turn left at the traffic light onto 25th Avenue.  Continue on 25th Avenue for about one mile and turn left on Clement.  Go one mile and turn right at 42nd Avenue onto the medical center grounds.  Patient and visitor parking is located in front of Building 1.</p>

<p>The latest proposed San Francisco electoral map maintains the Tenderloin and central South of Market neighborhoods in the same supervisor district.  But the boundaries of the city&#8217;s 11 supervisory districts are still far from being set in stone. </p>
<p>The panel members tasked with redrawing the supervisory districts took heed Saturday of the demand from LGBTQ advocates and residents who want to see the two historic LGBTQ neighborhoods kept together in the new District 6. It reversed their vote last month that had advanced a map that moved the Tenderloin into a new District 5 with Japantown, the Fillmore and the Haight.</p>
<p>At their April 2 meeting, after hearing from 182 members of the public over seven hours, the San Francisco Redistricting Task Force voted 8-1 to advance what is known as Map 4D, which can be viewed here.  It maintains the Tenderloin with both central SOMA and Mission Bay.</p>
<p>&#8220;To me, most important is keeping the Tenderloin and central SOMA together,&#8221; said Commissioner Raynell Cooper of the main changes the public had called for in the maps.</p>
<p>Jose Maria (Chema) Hernández Gil moved that the panel advance Map 4D as a template for further refining the boundaries of the 11 supervisory districts in the coming two weeks.  He argued for viewing the Tenderloin and central SOMA as &#8220;sister neighborhoods&#8221; that should not be broken apart.</p>
<p>&#8220;Splitting these communities along Market Street would break apart vulnerable communities that can and do support each other,&#8221; he noted.</p>
<p>Jeremy Lee, who is gay and one of two LGBTQ members of the task force, said he would not support any other map than the 4D version. </p>
<p>&#8220;I can not in good conscience go against the will of the public,&#8221; said Lee, adding that moving the tenderloin out of District 6 would strip its residents of their &#8220;agency and right to self determination.&#8221;</p>
<p>The lone no vote cast Saturday came from task force chair Rev. Arnold Townsend, who last month had argued that connecting the Tenderloin with the Fillmore, two of the city&#8217;s largest Black communities, would ensure an African American person could be elected to the Board of supervisors.  He apologized if his comments violated the Voting Rights Act but defended his stance.</p>
<p>&#8220;My idea was not a political game,&#8221; said Townsend, who is Black.</p>
<p>It came, he said, from his belief that &#8220;African Americans in this city are becoming inconvenient. They are seen as in the way.&#8221;</p>
<p>Over the past week LGBTQ groups in the city have held two rallies to lambast seeing the Tenderloin be disconnected from central SOMA.  They gathered outside City Hall prior to the Saturday meeting and again made their case during public comment.</p>
<p>Jupiter Peraza, who is transgender and director of social justice initiatives at the Transgender District in the Tenderloin, told the panel splitting the cultural district from central SOMA would be &#8220;undermining the efficacy, preservation and future of communities of interest.&#8221;  By doing so, she added, the task force was &#8220;engaging in a biased process&#8221; that would &#8220;eventually render cultural districts and the boundaries that define them obsolete.&#8221;</p>
<p>Paul Aguilar, a gay man who chairs the Harvey Milk LGBTQ Democratic Club&#8217;s HIV Caucus, also implored the task force to keep the Tenderloin and SOMA connected in one supervisory district.  Doing so is &#8220;urgent and imperative,&#8221; he said.</p>
<p>Erick Arguello, a gay man who is the advocacy manager for the Glide Center for Social Justice in the Tenderloin, echoed the comments about the need to maintain the two neighborhoods under the purview of one supervisor.</p>
<p>&#8220;It is a moral obligation,&#8221; he told the panel.</p>
<p>San Francisco&#8217;s 11 supervisory districts are redrawn every 10 years based on census data so that they each have roughly similar populations.  Things the task force considers include boundaries, neighborhoods, and communities of interest.</p>
<p>Under the proposed Map 4D the Board of Supervisors&#8217; lone LGBTQ member would remain in his current district.  Gay District 8 Supervisor Rafael Mandelman, who is up for re-election of this case, lives on the block of Valencia Street between 24th and 25th streets.</p>
<p>The newly proposed eastern boundary between Districts 8 and 9 would maintain that portion of Valencia Street in District 8. The line would be moved west to Guerrero Street starting at 22nd Street and run north to Market Street with a carve out along 18th and 17th streets to Church in order to put Mission High School into District 9.</p>
<p>At the northern and western ends of the district, the neighborhoods of Duboce Triangle, Buena Vista, and Corona Heights would be included in District 8, after members of those communities argued they wanted to remain tied with the Castro LGBTQ district by the same supervisory boundary .  A previous map would have split them off into District 5.</p>
<p>The task force is to submit a final map to the Board of Supervisors by April 15. Its next meeting will be held at 5:30 pm Monday, April 5.</p>

<p>Snow fell on the highest peaks around the San Francisco Bay Area early Sunday, and more fresh powder is on the way next week with the potential for flurries in the inland valleys, the National Weather Service said.  Mount Diablo in the East Bay could see over 6 inches of snow Sunday through Tuesday.</p>
<p>&#8220;In the next three days or so, precipitation on these higher peaks will most likely come in the form of snow,&#8221; said Roger Gass, a weather service forecaster.  &#8220;We are seeing an increase in precipitation tonight through tomorrow as this cold front moves through the region on Monday.&#8221;</p>
<p>While snow is expected in select locations in the Bay Area (see map below), the rest of the region will continue to experience isolated showers through Wednesday. </p>

<p>The cold front targeting the Bay Area is coming from western Canada and will flood the region with freezing air.  Monday night through Tuesday morning brings the highest probability of snow reaching valley floors in North Bay and East Bay.  Snow levels are expected to drop to 1,000 to 2,000 feet Tuesday morning.</p>
<p>&#8220;I think there are parts of the Bay Area that have the potential for a few flurries to surface, but in places along the bay front like San Francisco that seems highly unlikely,&#8221; Gass said. </p>
<p>If snow falls on valley floors, Gass said, it probably won&#8217;t stick to the ground. </p>

<p>Temperatures across the Bay Area are expected to be unusually cold over the next week, with daily highs generally 10 to 15 degrees below normal and overnight lows 5 to 10 degrees below average.  Daily highs on Sunday and Monday will be in the upper 40s inland, while locations along the bay shore, including San Francisco, will struggle to reach 50.  </p>
<p>Tuesday is expected to be the coldest morning of the week, likely bringing the lowest widespread temperatures the region has seen this year.  Inland locations range from the upper 20s to mid 30s, while coastal locations are generally in the mid 30s to mid 40s.  San Francisco could hit a low of 42 degrees Tuesday and the city may not break out of the 40s Tuesday afternoon.</p>

<p>The political map of San Francisco will be redrawn, but not all neighborhoods will be affected in the same way.</p>
<p>According to the national census every 10 years, the city is required to change its political boundaries so that each district is roughly the same in population.  The process has to be remarkably fast: the nine-person redistribution work group has to complete the new lines by April 15.</p>
<p>Your most delicate challenge will be what to do with District 6, which includes SoMa, Mission Bay, the Tenderloin and Treasure Island.  As a district that has hosted the vast majority of the city&#8217;s population growth over the past decade, District 6 will have to shrink geographically.  Which quarters of District 6 are chopped off and pinned to other districts could have profound political implications.</p>
<p>With this in mind, the redistribution task force is planning a comprehensive public relations process that will include at least one face-to-face event in each district early next year.  The public is also invited to the Panel&#8217;s regular virtual meetings on the first Monday and third Wednesday of each month.</p>
<p>&#8220;I want as much public participation as possible,&#8221; said Rev. Arnold Townsend, vice president of the NAACP in San Francisco and chairman of the task force.  &#8220;It is important that we try to draw districts that give people a fair chance to be represented and that the people who represent them have to listen.&#8221;</p>
<p>According to the city charter, the districts must meet legal requirements, including those of population equality.  Population differences between districts should be &#8220;limited to 1% of the statistical mean, unless additional fluctuations, limited to 5% of the statistical mean, are necessary to prevent minority voting or dilution and / or to keep recognized neighborhoods intact to keep&#8221;.</p>
<p>The redistribution must also follow the Voting Rights Act, which provides specific rules regarding the voting rights of minorities and other protected groups.  The redistribution working group &#8211; consisting of three members appointed by the mayor, three by the supervisory board and three members appointed by the electoral commission &#8211; will have the final say on the design of the new districts.</p>
<p>The inhabitants of D6 are most at stake, which is currently 30% overpopulated compared to the average of the 11 districts.  District 6 was &#8220;so out of whack for the rest of the population,&#8221; Townsend said.  “With all the different concerns and diversity out there, how can we ensure that we are serving the largest number of people possible?  That will be the challenge. &#8220;</p>
<p>Compared to D6, no other district has to change much in order to meet the population criteria &#8211; another sign of the city&#8217;s one-sided growth and development approach in recent years.  District 10, which includes Potrero Hill, Bayview, and Sunnydale, all neighborhoods that have seen some new developments in the last decade, is overpopulated by 9%, meaning it needs to shrink slightly.  Districts 8 and 5, which include Castro and Fillmore, respectively, are also above the average population, but by less than 5%, so they may not have to shrink at all.</p>
<p>The remaining seven boroughs all have fewer than the ideal borough size, meaning that their population growth has lagged behind that of the city as a whole over the past decade.  District 3, including the Financial District and Fisherman&#8217;s Wharf, is 9% underpopulated.  Districts 1 and 4, which include Richmond and Sunset, respectively, are 8% underpopulated.  These districts need to expand geographically in order to increase their population.</p>

<p>San Francisco&#8217;s district lines have remained relatively stable since they were first drawn in 1996, when voters decided to return to the district elections after being ruled by great overseers for two decades.  The electoral commission has tasked SF state political science professor Richard DeLeon and his doctoral student Lisel Blash with drawing the lines.  DeLeon&#8217;s map is designed to &#8220;capture more or less coherent political communities in the new lines that coincide with the other things about race and population size etc,&#8221; he said.</p>
<p>After going into effect for the 2000 elections, the new borders had a massive impact on city politics.  Without running expensive city-wide campaigns, progressives like Matt Gonzalez and Aaron Peskin took control of the board of directors and severely curtailed Mayor Willie Brown&#8217;s power towards the end of his tenure.</p>
<p>Of course, the district boundaries have not been undisputed over the years.  The districts of Fillmore and Japantown, which span Districts 5, 2, and 6, were contested during the redistribution process following the 2000 census.  &#8220;At that time, portions of the Plaza East and Freedom West public housing projects were being cut out of this district,&#8221; Townsend said, referring to District 5. &#8220;And a lot of people felt that the black electorate was being watered down.&#8221;</p>
<p>The right district boundaries are important in giving voters confidence in democracy, says Jonathan Mehta Stein, executive director of California Common Cause, a voting rights advocacy group.  &#8220;When people see district political lines being drawn to minimize the power of a particular group or to keep incumbents in power, I think it really has an adverse effect on local democracy.&#8221;</p>
<p>The question of the term of office could be a tricky one for the new election working group: If the new district managements exclude the residential address of the current superiors, he or she would not be eligible for re-election in their current district.  That briefly became a problem during the final redistribution cycle when draft cards showed Supervisor David Chiu was cut off from his ward.</p>
<p>For his part, Townsend, who was appointed to the task force by Mayor London Breed, says he does not know exactly where the current superiors live.  His priority is &#8220;keeping ethnic communities together so they have some voting effectiveness in their district,&#8221; adding that it is too early to say what that will look like on the map.  At the moment he is solely focused on getting the public to participate in the redistribution process.</p>
<p>San Franciscans should &#8220;attend the meetings, meet with their organizations, their groups, their churches, and even their friends, and start planning and informing us about what you think your district should be like,&#8221; Townsend said.  &#8220;It will be for the next 10 years.&#8221;</p>

<p>The California Geological Survey has released new tsunami hazard maps for the counties of San Francisco, Santa Clara, and Contra Costa, which have now been updated to take a worst-case scenario into account.</p>
<p>The 2021 maps, produced by the CGS in collaboration with the California Governor&#8217;s Office of Emergency Services, replace the 2009 versions with new estimates that cover larger areas that may need to be evacuated in the event of a tsunami.</p>
<p>Steve Bohlen, Acting State Geologist of California and head of the CGS, said the heightened level of preparedness was inspired by the 2011 Tohoku-Oki earthquake and tsunami.</p>
<p>&#8220;Japan used data from hundreds of years of tsunami records in its planning, which seemed perfectly reasonable,&#8221; Bohlen said in a statement.  &#8220;Then it was hit by a millennium tsunami.&#8221;</p>
<p>The “worst case scenario” of the CGS for the Bay Area would be a 9.3 magnitude earthquake in the Aleutian Islands off the west coast of Alaska.  A tsunami caused by such an earthquake would reach the Bay Area within five hours, leaving little time for an evacuation warning and safe evacuation of the residents.</p>
<p>In 1964, a 9.2 magnitude earthquake in Alaska caused a tsunami that reached Crescent City in four hours, killing 12 people and devastating much of the city&#8217;s business district.</p>
<p>Using the Aleutian scenario and other sources, the CGS developed new tsunami hazard maps to inform local residents and emergency planners which areas may need to be evacuated and how far inland to move.</p>
<p>The most significant increase in the tsunami-prone area is low-altitude land in San Francisco&#8217;s North Beach and downtown Market Street, as well as residential and commercial areas around the Port of Richmond, according to CGS.</p>
<p>The new maps will help educate the state hazard reduction plan so state agencies, local and tribal governments can prepare for potential tsunamis.  The maps can also help inform the response to climate change, the CGS said, as the same low areas that are prone to flooding during a tsunami are also prone to flooding from rising sea levels.</p>
<p>A total of thirteen new maps were released by the CGS in 2021, and it is hoping to publish maps for the remaining seven California counties next year.</p>

<p>The latest version of the US Drought Monitor Map shows increasingly dire drought conditions across California and the entire San Francisco Bay Area region is in &#8220;extreme drought&#8221;.  Last week, parts of the nine counties region &#8211; including much of Santa Clara counties and parts of Alameda and San Mateo &#8211; were still in the less critical &#8220;severe drought&#8221;.</p>
<p>The map classifies the degree of drought on a color-coded scale from &#8220;unusually dry&#8221; (yellow) to &#8220;exceptional drought&#8221; (maroon).  The May 6th map shows the severest &#8220;extraordinary&#8221; conditions along the southern portion of the state&#8217;s eastern border with Nevada and Arizona.  &#8220;Extreme drought&#8221; (red) covers most of southern and northern California, and &#8220;severe drought&#8221; (orange) covers small parts of the state. </p>
<p>Climatologist David Simeral, the author of the map, said conditions in the Bay Area were not surprising given that the state has seen dry water for years in a row and he expects conditions to continue to deteriorate over the summer months.  (The water year runs from October 1 to September 30, and this is how scientists measure annual rainfall.)</p>
<p>&#8220;When looking at total rainfall over the past 12 months, parts of San Mateo, Marin, Contra Costa, Sonoma and Alameda counties all had record arid areas for that period,&#8221; wrote Simeral, who works for the Western Regional Climate Center, in an email .  &#8220;If you look at other indicators, such as the reservoirs in your area and across the state, the situation doesn&#8217;t look good as the state&#8217;s largest reservoirs for this time of year after another bad year in terms of snowpack Marin County&#8217;s reservoirs are really in poor shape at 50% of the system&#8217;s capacity, while they are typically 90% full at this time of year.</p>

<p>The most recent California drought lasted from 2012 to 2016, and at its peak in 2014, the entire state was affected &#8211; 100% &#8211; from severe to exceptional drought from May 13, 2014 to July 29, 2014, and 81.92% were covered by extraordinary to extreme drought from August 5, 2014 to October 28, 2014.</p>
<p>Today the severe to extraordinary drought is 92.88% and the extraordinary to extreme drought is 73.31%.</p>
<p>While conditions are not as severe as at the height of the last drought, they are moving in that direction and are rapidly worsening. </p>
<p>&#8220;The most alarming aspect [of the California map] is the fact that the conditions are currently in a very bad state and we are just beginning to move into the dry season, &#8220;wrote Simeral.&#8221;  The situation will only worsen in the course of the summer months.  It is difficult to decide which is the most alarming as there are several reasons for concern, such as:  B. Impact on the agricultural sector, sinking reservoir levels, impact on ecosystem health, forest fire potential and impact on sectors that receive less attention, such as  B. Recreation other than rafting and fishing.  &#8220;</p>
<p>The federal government publishes a new map for the Drought Monitor every Thursday, showing drought conditions across the country.  News organizations and Twitter users often share the latest version, with the card going viral.</p>
<p>With the worsening situation in California, the map has become a flagship for an impending drought as the amount of red indicating extreme drought increases every week.  California has had two consecutive winters of arid conditions, and major reservoirs across the state are half full.</p>
<p>The Drought Monitor is a joint effort by the National Oceanic and Atmospheric Administration, the U.S. Department of Agriculture, and the National Drought Mitigation Center at the University of Nebraska-Lincoln.  The weekly map is not a forecast, but reflects the rainfall of the past week.</p>
<p>While the map takes into account total rainfall, it indexes a variety of indicators including aquifers, river levels, soil moisture, satellite-based assessments of vegetation health, and much more. </p>
<p>The map is a drought measurement mechanism primarily used in agriculture and the USDA uses it as a basis for making decisions about financial support for agriculture.  But the card is used well beyond the farming community. </p>
<p>&#8220;The weekly map provides an up-to-date snapshot of drought conditions at the national level and is an integral part of drought planning, preparedness and efforts at the national, regional and local levels,&#8221; said Simeral.  &#8220;It is also used by the public and the media.&#8221;</p>

<p>Where did all the earthquake huts from 1906 go? </p>
<p>Most of the 5,610 relief houses built in San Francisco parks have been demolished, but there are still a surprising number in the San Francisco Bay Area &#8211; at least 30 and maybe many more.  The residents who live in them swear that the sturdy redwood frames, built in one day, could last another 115 years.  </p>
<p>We&#8217;ve compiled a list of all San Francisco cabins that have been &#8220;certified&#8221; by local conservationists, as well as some that are more widely believed to be earthquake huts for refugees as well.  Bernal Heights has the highest concentration, but the dainty homes are scattered around the area and beyond.</p>

<p>The Earthquake Hut Preservation movement began with this hut in the Sunset District after Jane Cryan rented the site in 1982.  There are actually four huts &#8211; three in the front, one free in the back yard.  With Cryan&#8217;s help, this cabin became the first a tenant lived in to receive historic status.  It&#8217;s San Francisco Landmark # 171.</p>

<p>The little blue house between two larger buildings on the main street of Bernal Heights has a strong &#8220;up&#8221; house feel.  It is one of the larger &#8220;Type B&#8221; cabins in the front with two bedrooms in the back.  Despite the additions, the floor plan is only 600 square meters. </p>

<p>This wood-sided earthquake house in the Sunset District looks more out of place than most in a neighborhood filled with pastel post-war housing.  It has added a bay window, but the sloping roof gives it away as a larger &#8220;Type B&#8221; cabin.</p>

<p>673 Moultrie in Bernal Heights, one of the most picturesque earthquake cottages, always has a light color scheme (currently brown clapboard with yellow and light green borders).  And while other huts are often hidden, this one is flush with the sidewalk and looks small between two apartment buildings.  The structure is actually made up of two of the larger &#8220;Type B&#8221; cottages stacked together, making the space about 500 square feet. </p>

<p>The cabin on Bocana Street is one of the most famous earthquake huts included on every refugee hut tour in Bernal Heights.  For years it was the home of Shack Tivist Vicky Walker.  The house impresses with its stained glass window and its larger size.  The cabin at 164 Bocana is one of the few surviving &#8220;Type C&#8221; cabins with a luxurious living area of ​​400 square meters.  </p>

<p><h2 class="block-title" itemprop="name">211 and 217 Mullen Ave.</h2>

<p>These two cottages are separate residences, but a clear pair in Bernal Heights.  The white &#8220;Type B&#8221; cabins are offset from the street, one near the sidewalk and one behind a gate, but they are similar in design.</p>

<p>While most of the surviving huts are in Bernal Heights, this little gem is a prominent landmark in San Francisco&#8217;s Oceanview District, where there are four surviving huts.  It looks like a shed next to two much larger houses (including a new one with a similar color scheme).  The 233 Broad House is a &#8220;Type A&#8221;, the smallest type of earthquake hut.</p>

<p>This &#8220;Type B&#8221; is one of several Oceanview cabins and is far from the sidewalk so it looks even smaller.  Oceanview is third in the San Francisco Refugee Home Census, after Bernal Heights and the Sunset District. </p>

<p>Many of the surviving earthquake huts were raised on hills and offer wonderful views.  Former cabin dweller Lisa Ruth Elliott talks about how she would start her day at 14 Elsie Street, looking south to the San Bruno Mountains.  The house is a simple blue refugee home and has possibly the best hilltop views overlooking the city and the Sutro Tower.</p>

<p>The 3653 Folsom Cabin is located between two larger houses and is characterized by a matching garage (built after moving out of a park in 1906) and lack of space.  The &#8220;Type B&#8221; hut has no front garden and shares the walls with both neighbors.</p>

<p>This quaint home in Bernal Heights is one of the quieter cottages with lots of additional construction, woodwork, and landscaping.  Two larger &#8220;Type B&#8221; huts form the core of the house.</p>

<p>This Bernal Heights earthquake shack mash-up looks almost like a normal home, with two adjacent shacks and a connecting structure built in between.  Further away from the road, the cabins are larger &#8220;Type B&#8221; structures.</p>

<p>This is no longer a residence &#8211; it&#8217;s a garage.  But it&#8217;s definitely an earthquake lodge next to a newer house in Bernal Heights. </p>

<p>A small and delightful &#8220;Type A&#8221; cabin, clad in wood shingles and located near the street in Bernal Heights, looks tiny between two two-story apartments from the 1950s.  A larger structure with a similar pointed roof is attached to the rear.</p>

<p><h2 class="block-title" itemprop="name">The Presidio &#8220;Goldie Shacks&#8221;</h2>
</p>
<p>Shack activist Jane Cryan was part of the group that saved these two 34th Avenue cabins and restored the two smaller &#8220;Type A&#8221; cabins for display in the Presidio behind the Old Post Hospital.  Without a ticket, they&#8217;re two of the most accessible cabins in San Francisco.</p>

</p>
<p>In addition to the Bernal Heights, Sunset and Oceanview districts of San Francisco, Daly City and San Bruno were popular places for relocated earthquake huts.  This audited house includes two smaller cottages and some additional constructions.</p>

<p>A triumph of conservation, this cabin was the beginning of the nonprofit history group of the Western Neighborhoods Project.  Keepers, including David Gallagher and Woody LaBounty, rescued four cottages on Kirkham Avenue, moved three to a room near Jack London Square, and saved a fourth (including the authentic color park green) for public display.  After being exhibited on Market Street in 2005, it was brought around town in a pickup truck and now has a home in the San Francisco Zoo Conservation Corner.</p>

<p>When the Western Neighborhoods Project worked with conservationists to save the cottages on Kirkham Avenue, three of them went to the Fifth Avenue Institute, a bohemian collection of buildings a few blocks south of Jack London Square. </p>

<p>Amazingly, someone dragged two earthquake huts and built a house in three counties 75 miles away in Santa Cruz.  The two small &#8220;Type A&#8221; huts are next to each other, with a third, newer structure in between. </p>
