<p>San Mateo, South San Francisco and San Carlos residents could soon be allowed to water landscaping only two days per week, the California Water Service announced Wednesday.</p>
<p>The water provider said customers in its Bayshore District, which serves roughly 200,000 people in San Mateo County, will enter “stage 2” of the agency&#8217;s tiered water conservation plan in light of worsening drought conditions.</p>
<p>Ken Jenkins, chief water resource sustainability officer, said the decision was made based on growing water use and dwindling snowpacks and reservoir levels as the region&#8217;s experienced consecutive dry months amid its rainy season.  He said in January the district saw an 8.4% increase in water use over the same month in 2020, and February&#8217;s numbers are expected to yield similar results.</p>
<p>The district entered stage 1 of the six stage Water Shortage Contingency Plan in August last year.  Stage 1 bans runoff from irrigation, requires shut-off nozzles on hoses when washing vehicles and bans hosing down driveways or sidewalks except for &#8220;health and safety purposes.&#8221;  Stage 2 builds on that, introducing lawn watering schedules.  It also requires restaurants to serve water only by request.</p>
<p>Lawn or other landscaping watering will be allowed on staggered days of the week depending on street addresses.  Those with odd numbers may water on Tuesday and Saturday, even numbers on Wednesday and Sunday.</p>
<p>Stage 3 would implement water budgets, setting limits for monthly use.  Jenkins said there are currently no plans for such measures but that “conditions can change quickly.”</p>
<p>&#8220;Based on our ongoing assessment of supply and demand we would make that decision if the situation warranted it,&#8221; he said.  &#8220;As we have from the beginning of the drunk we will continue to monitor &#8230; and make any decisions in the future based on those local conditions.&#8221;</p>
<p>Stage 2 aims for a maximum of 20% reductions in total water use — in line with the Gov.  Gavin Newsom&#8217;s call last year for the state to reduce consumption by 15%.  Stage 3 would aim for a 20% to 30% reduction.</p>
<p>Roughly 87% of the state, including San Mateo County, is within a &#8220;severe drought&#8221; classification, according to the National Integrated Drought Information System.  That&#8217;s better than October of last year when a similar portion of the state was in an “extreme drought.”  Now less than 13% of the state falls within the category.</p>
<p>Severe drought classification entails a longer fire season, stress on trees and plants and inadequate grazing land.  Two months ago, 67% of the state was within the category.</p>
<p>Hetch Hetchy, the reservoir that supplies much of the Bay Area with water, is also above normal capacity for this time of year, at 81% compared with a 71% average, according to the California Department of Water Resources.  But despite a strong start to the rainy season, limited precipitation in recent months has caused snowpacks, relied on to feed the reservoir, to dwindle, down to 59% of average for this time of year.  For the northern part of the state in particular the outlook is worse, with snowpacks at just 52% of average.</p>
<p>Additionally, experts have warned soils could still be parched from prior consecutive dry years, causing runoff from melting snow to be absorbed prematurely.  Higher than normal temperatures could also cause increased evaporation.</p>
<p>The district was last in stage 2 in 2015 and 2016, though Jenkins said the tiers have since been adjusted and stage 2 at the time more closely resemble current stage 3 restrictions.</p>
<p>The California Public Utilities Commission will need to approve the California Water Service&#8217;s request to move to Stage 2 before the additional restrictions can be enacted.  If approved, the restrictions would go into place April 15.</p>
<p>Enforcement includes the possibility of fines up to $100, or flow restrictors to limit water use in the case of repeated fines or “egregious” violations, Jenkins said.  He said enforcement measures would rely largely on reports but that “proactive” enforcement could be carried out if reduction targets were not met.</p>
<p>&#8220;Our preference is to work with our customers versus penalizing them,&#8221; he said.  &#8220;In most cases, customers are very receptive to making the changes that are needed once they understand why they&#8217;re needed.&#8221;</p>

<p>Seven people were arrested this week for allegedly running a criminal operation linked to a variety of felonies including vehicle theft, firearms trafficking, insurance fraud, money laundering and criminal profiteering at several locations in San Mateo and San Francisco, according to the San Mateo County Sheriff&#8217;s Office.</p>
<p>The suspects allegedly played various roles within the organization to obtain illicit funds from stolen or embezzled property and establish and operate a nonprofit organization to launder the illicit funds.</p>
<p>They are Boen Liu, Helena Nong, Louis Lee, Immenson Liu, Natalie Huntington, Nicholas Lanchinebre and Mickey Rivera.  Seized were more than 30 vehicles and motorcycles, more than $30,000, five illegal firearms, large quantities of narcotics and marijuana, documentation with fraud and grand theft crimes, numerous bank and business accounts and more than $40,000 in stolen property.</p>
<p>Agents linked the organization to a residential burglary and grand theft of a residence in the city of San Mateo.  The owner of the residence had recently died and numerous suspects lived there without the new owner&#8217;s knowledge.  They stashed narcotics, stolen property and firearms there, which were seized, according to the Sheriff&#8217;s Office.</p>

<p>  Kim Rhoads, MD, MPH (left) and Carina Marquez, MD, will co-lead community engagement for the Let&#8217;s Figure Out Long COVID &#8211; Tell Us Your Story, Bay Area study.</p>
<p>UC San Francisco, San Francisco Department of Public Health (SFDPH) and San Mateo County Health (SMC Health) are partnering with local community groups in a quest to learn about long COVID.  To achieve this, researchers from the project, Let&#8217;s Figure Out Long COVID &#8211; Tell Us Your Story, Bay Area, will be calling local residents of all ethnicities and backgrounds who previously had COVID.</p>
<p>Long COVID, also known as post-acute sequelae of SARS-COv-2 (PASC), refers to both physical and mental health symptoms that last long after an initial infection.  Those symptoms may start during infection and never go away or may appear weeks or months afterwards.  Common complaints include fatigue, shortness of breath, pain, problems with concentration, depression and anxiety.</p>

<h2 class="eyebrow-title">Project Phase I</h2>
<p>Researchers will call at least 1,000 San Francisco and San Mateo adult residents who had COVID at least three months ago.</p>
<h2 class="eyebrow-title">Project Phase II</h2>
<p>Some previous interviewees will be asked to join a more detailed research study called RECOVER (Researching COVID to Enhance Recovery) that will last three to four years.  Study participants will be compensated for their time.</p>
<p>The goals of the project are to learn how common long COVID is in the community – information that is critical in impacting funding for local health departments and services for those debilitated by the condition – as well as to learn what causes it, and how to prevent and treat it.</p>
<p>In Phase I of the project, researchers will call San Francisco and San Mateo County adult residents who had COVID at least three months ago.  Whether they have fully recovered or still have symptoms, their experiences will inform researchers about the frequency of long COVID.  All ethnic groups and neighborhoods will be represented, and researchers are especially interested in hearing from Black/African American, Latino, Pacific Islander and Native American communities who have experienced higher rates of infections, hospitalizations and deaths than other groups.</p>
<p>In Phase II, some people who were previously interviewed will be asked to join a more detailed research study sponsored by the US National Institutes of Health.  This study, called RECOVER (Researching COVID to Enhance Recovery), will last three to four years.  Study participants will be compensated for their time.</p>
<h2>COVID Has Had &#8216;Devastating Impact&#8217; on Marginalized Communities</h2>
<p>&#8220;Aside from the devastating impact COVID has had on societally marginalized communities, we have no idea what the long-term consequences will be,&#8221; said Kim Rhoads, MD, MPH, from the UCSF Department of Epidemiology and Biostatistics, and the study&#8217;s community engagement co lead.</p>
<p>“The project will help us get a better handle on how many people are affected by long COVID, and how we might intervene to reduce the additional burden the disease will likely place on communities of color,” added Rhoads, who is also the founder of Umoja Health Partners, which unites local organizations combatting COVID-19 in Black communities, as well as the director of the Office of Community Engagement at the UCSF Helen Diller Family Comprehensive Cancer Center.</p>

<p>&#8220;We know that communities have concerns about the effects of long COVID, and we still have a lot to learn about this condition,&#8221; said Susan Philip, MD, San Francisco&#8217;s Health Officer.  “This is why it is vital that we make progress in studying long COVID in communities of color that have been most impacted by COVID-19.  We need to know how we can best treat it, to inform how we can provide a targeted public health approach toward supporting communities where it is needed most,” she said.</p>
<p>“The partnership with UCSF and SFDPH will enable us to enhance “our capacity to understand the long-term effects of COVID,” said Curtis Chan, MD, San Mateo County&#8217;s deputy health officer.  &#8220;This will help us prevent and treat long COVID, and strengthen our county&#8217;s analysis of other health inequities in the future,&#8221; he said.</p>
<p>&#8220;Through our patient care and work in the community, we have seen firsthand the disproportionate impact COVID-19 has had on Latino and Black communities in the Bay Area,&#8221; said Carina Marquez, MD, of the UCSF Department of Medicine and the study&#8217;s community engagement co-lead.  &#8220;Ensuring representation and equity in the community is fundamental to this study.&#8221;</p>
<h2>Minority Populations &#8216;Need to Have Their Stories Heard&#8217;</h2>
<p>Community organizations will assist in ensuring that input from the community accurately reflects those ethnic groups and neighborhoods where COVID-19 has been most prevalent.</p>
<p>“Black, Latinx and Pacific Islander communities in San Mateo County need to have their stories heard about the impact of long COVID.  Many are suffering in silence,” said Lisa Tealer, executive director of the Bay Area Community Health Advisory Council, who is working with the San Francisco Latino Task Force and Bayview Hunters Point Community Advocates in its outreach efforts.  Valerie Tulier-Laiwa, executive committee member of the San Francisco Latino Task Force, said she would welcome the results of the study, &#8220;so we can continue to improve health outcomes for communities of color heavily impacted by COVID-19.&#8221;</p>

<p>San Mateo, South San Francisco and San Carlos residents could soon be allowed to water landscaping only two days per week, the California Water Service announced Wednesday.</p>
<p>The water provider said customers in its Bayshore District, which serves roughly 200,000 people in San Mateo County, will enter “stage 2” of the agency&#8217;s tiered water conservation plan in light of worsening drought conditions.</p>
<p>Ken Jenkins, chief water resource sustainability officer, said the decision was made based on growing water use and dwindling snowpacks and reservoir levels as the region&#8217;s experienced consecutive dry months amid its rainy season.  He said in January the district saw an 8.4% increase in water use over the same month in 2020, and February&#8217;s numbers are expected to yield similar results.</p>
<p>The district entered stage 1 of the six stage Water Shortage Contingency Plan in August last year.  Stage 1 bans runoff from irrigation, requires shut-off nozzles on hoses when washing vehicles and bans hosing down driveways or sidewalks except for &#8220;health and safety purposes.&#8221;  Stage 2 builds on that, introducing lawn watering schedules.  It also requires restaurants to serve water only by request.</p>
<p>Lawn or other landscaping watering will be allowed on staggered days of the week depending on street addresses.  Those with odd numbers may water on Tuesday and Saturday, even numbers on Wednesday and Sunday.</p>
<p>Stage 3 would implement water budgets, setting limits for monthly use.  Jenkins said there are currently no plans for such measures but that “conditions can change quickly.”</p>
<p>&#8220;Based on our ongoing assessment of supply and demand we would make that decision if the situation warranted it,&#8221; he said.  &#8220;As we have from the beginning of the drunk we will continue to monitor &#8230; and make any decisions in the future based on those local conditions.&#8221;</p>
<p>Stage 2 aims for a maximum of 20% reductions in total water use — in line with the Gov.  Gavin Newsom&#8217;s call last year for the state to reduce consumption by 15%.  Stage 3 would aim for a 20% to 30% reduction.</p>
<p>Roughly 87% of the state, including San Mateo County, is within a &#8220;severe drought&#8221; classification, according to the National Integrated Drought Information System.  That&#8217;s better than October of last year when a similar portion of the state was in an “extreme drought.”  Now less than 13% of the state falls within the category.</p>
<p>Severe drought classification entails a longer fire season, stress on trees and plants and inadequate grazing land.  Two months ago, 67% of the state was within the category.</p>
<p>Hetch Hetchy, the reservoir that supplies much of the Bay Area with water, is also above normal capacity for this time of year, at 81% compared with a 71% average, according to the California Department of Water Resources.  But despite a strong start to the rainy season, limited precipitation in recent months has caused snowpacks, relied on to feed the reservoir, to dwindle, down to 59% of average for this time of year.  For the northern part of the state in particular the outlook is worse, with snowpacks at just 52% of average.</p>
<p>Additionally, experts have warned soils could still be parched from prior consecutive dry years, causing runoff from melting snow to be absorbed prematurely.  Higher than normal temperatures could also cause increased evaporation.</p>
<p>The district was last in stage 2 in 2015 and 2016, though Jenkins said the tiers have since been adjusted and stage 2 at the time more closely resemble current stage 3 restrictions.</p>
<p>The California Public Utilities Commission will need to approve the California Water Service&#8217;s request to move to Stage 2 before the additional restrictions can be enacted.  If approved, the restrictions would go into place April 15.</p>
<p>Enforcement includes the possibility of fines up to $100, or flow restrictors to limit water use in the case of repeated fines or “egregious” violations, Jenkins said.  He said enforcement measures would rely largely on reports but that “proactive” enforcement could be carried out if reduction targets were not met.</p>
<p>&#8220;Our preference is to work with our customers versus penalizing them,&#8221; he said.  &#8220;In most cases, customers are very receptive to making the changes that are needed once they understand why they&#8217;re needed.&#8221;</p>

<p>The City College of San Francisco is the new head of state, but in a familiar position in football with the California Community College Athletic Association, finishing the regular season game with a perfect 10-0 record.  The Rams took six first places and a total of 222 points in this week&#8217;s JC Athletic Bureau coach survey after hosting the former No. 1 College of San Mateo, 31-27, in Saturday&#8217;s Bay 6 League final.  CCSF DB Murvin Kenion III intercepted a host&#8217;s CSM pass on their own 30-yard line with 59 seconds to go to thwart the Bulldogs&#8217; potential game win and a league five peat in front of an SRO crowd of 5,300 and a national cable to prevent television audiences.</p>
<p>Ventura College remains # 2 with 217 points, leading SoCal teams as they head to the state regional games on November 27th.  Although there will be a handful of catch-up games on November 20, the teams appear to be seeded in the state playoff field.  Northern Calif .: No. 9 American River (6-4) at CCSF (10-0) and No. 7 Fresno CC (8-2) at No. 4 San Mateo (9-1), the wildcard.  5 Riverside CC (8-2) and Wildcard # 6 College of the Canyons (7-2) &#8211; but pairings will not be set until final power rankings are established after the makeup games on November 20th.  Playoff / Bowl Committees will meet on November 21st.</p>
<p>CCSF has won a record seven CCCAA football championships.  Riverside defeated San Mateo in the 2019 state title game.</p>

<p>Sure, the Central Coast Section soccer playoffs begin this weekend, but there won&#8217;t be a bigger game than the one in San Mateo on Saturday afternoon.</p>
<p>After nine weeks of preparation, the regular season of the California Community College ends with what is arguably the largest showdown in the state: JC Athletic Bureau No. 3 of the City College of San Francisco on the No. 1 ranking College of San Mateo.  Kick-off is scheduled for 1 p.m. at College Heights Stadium.  The game will also be broadcast on KOFY20.</p>
<p>And it&#8217;s all one: the winner claims the Bay 6 Conference title and number 1 in the Northern California playoffs, as well as the bragging rights of Nor Cal.</p>
<p>While the community college postseason doesn&#8217;t officially begin until next week, CSM head coach Tim Tulloch knows that now is the time to switch to playoff mode.</p>
<p>&#8220;Essentially, what we enter even though the playoffs haven&#8217;t started (this week) is like the playoffs,&#8221; said Tulloch.  &#8220;We have against.  played [City College SF] a long time ago.  I think it kind of fits that they are the opponent of week 10. &#8220;</p>
<p>For CSM (9-0) it&#8217;s just the latest test in a season full of them.  Six of the Bulldogs&#8217; 10 opponents this season &#8211; including CCSF &#8211; are still in the state&#8217;s top 25.  Tulloch plans the toughest programs he can find, knowing he is preparing for games like this against the Rams on Saturday and preparing them for the postseason.</p>
<p>“If you want to be one of the best teams in the state, you want to play against the best teams.  They want to play the tough schedule, ”said Tulloch. </p>
<p>CSM won their ninth straight game with a 63-0 chabot breakdown last week, the Bulldogs defense&#8217;s fourth shutout of the season.  In fact, the CSM defense was downright stingy this season and allowed an average of just under 6 points per game.</p>
<p>The Bulldogs offensive, led by second quarterback Luke Bottari and running back by Darrell Page, is one of the best units in the state.  In his two seasons on The Hilltop, Bottari is 21-1 as a quarterback in the starting line-up.  And while Page may not have the most eye-catching stats this season, he has certainly improved his game over the past few weeks.  Two weeks ago he stormed 113 yards to 18 carries in a 24-7 win over DVC.  Last week he went against Chabot for 136 yards and four touchdowns from just 12 carries.</p>
<p>&#8220;[Bottari] steered the ship further.  He does plays.  … Who he is is a big part of our program and our guys are behind him, ”said Tulloch.  “DP went through that.  As an all-state kid in 2019, he got those big playoff games behind him.  I&#8217;m not surprised that he plays well later in the season, in crunch time.  He knows what is expected. &#8220;</p>
<p>But if there was one team that mirrored the Bulldogs, it was the Rams.  The defense of San Francisco has three shutouts of its own and allows an average of around 9 points per game.  The Rams won a 41:16 win over Diablo Valley last week.</p>
<p>On the offensive, the Rams average just under 50 points per game and are led by second quarterback Jack Newman, who has thrown more than 2,500 yards this season, with 29 touchdowns against just three interceptions.</p>
<p>&#8220;On the offensive, they do a good job of throwing and distributing the ball,&#8221; said Tulloch.  “Defensively, they get to the ball well and force the ball to be lost.  They play well on both sides of the ball. &#8220;</p>
<p>The game gets extra meaning for CSM as it will be the last chance in the regular season to honor the second class who is in their third season due to the COVID pandemic.  This second class, more than any other, will always have a special place in the heart of Tulloch.</p>
<p>“What I&#8217;m really proud of this group is that they have made this journey.  From the 2019 season on, when we won Nor Cal and played (and lost) a state championship and came back hungry and on a mission &#8211; and then COVID arrives, &#8220;said Tulloch.  “We can&#8217;t even work together.  We have countless protocols and practice in capsules.</p>
<p>“To get back here (to play a full schedule) it&#8217;s like walking through the dark together.  I am very happy to honor these sophomores who have made the journey together. &#8220;</p>
<p>CSM will also honor longtime equipment manager Ken Harren.  A CSM player and graduate, Harren played in the state of Idaho before returning to the Bulldogs, where he was the coach and the team&#8217;s equipment manager for the past 20 years.  His son Steve Harren was a standout quarterback for the Bulldogs in the mid-2000s.</p>
<p>“He was a mentor to me,” said Tulloch.  &#8220;He is one of the reasons why I started coaching at CSM.&#8221;</p>
<p>While Saturday&#8217;s game will determine the conference winner, it won&#8217;t have much of an impact on the four-team Nor Cal playoff to determine which Northern California team will play for the state championship.  Win or lose, both teams are already in the post-season playoffs.  A CSM victory would give them the number 1 start number and home advantage.  But even the loser of this game will collect the No. 4 seeds.</p>
<p>“That&#8217;s why you come to CSM,” said Tulloch.  &#8220;Be part of something special.&#8221;</p>

<p>SAN MATEO (BCN) &#8211; Congressman Jackie Speier will open a week-long exhibition on Sunday to commemorate those who died of COVID-19 in San Mateo County.</p>
<p>The exhibition “In America: Remember” is inspired by an installation of more than 700,000 white flags by artist Suzanne Brennan Firstenberg, which was placed on 20 acres on the National Mall in Washington, DC in September.</p>

<p>The event will take place on Sunday lunchtime at Leo J. Ryan Memorial Park, 969 E. Hillsdale Blvd.  in the foster city.  Speier is led by Foster City Mayor Sanjay Gehani, Dr.  Grace Firtch from Kaiser Permanente and Pastor Paul Bains from WeHOPE. </p>
<p>There were 626 deaths in the county and 53,201 cases of COVID-19 in the county as of Nov. 7, according to the San Mateo County&#8217;s Department of Health.  The district&#8217;s vaccination rate is over 90 percent.</p>

<p>BOULDER CREEK (CBS SF) &#8211; With the sky lightening and a strong atmospheric river moving south, Santa Cruz and San Mateo County officials announced on Monday that they were lifting evacuation orders for residents in or within the Live close to the burn scar left by the massive CZU complex fire in 2020.</p>
<p>The order went into effect on Sunday in parts of San Mateo and Santa Cruz counties, where fears were heightened about the fire-ravaged areas of the Santa Cruz Mountains&#8217; ability to withstand the torrential rains.</p>

<p>The National Weather Service reported that the mountain town of Ben Lomond had fallen 7 inches in the past 24 hours, but the hills seemed to be holding up.</p>

<p>Many residents ignored the order and survived the storm in their homes.</p>
<p>&#8220;Yes, we&#8217;ll stay tuned,&#8221; said Steven Coleman from Boulder Creek to KPIX 5 on Saturday night. &#8220;Where else should we go?&#8221;</p>
<p>Those who stayed cited their experiences of dealing with large storms, evacuation fatigue, and fear of looting.</p>

<p>&#8220;We&#8217;ll stay until it gets unsafe,&#8221; said Coleman.</p>
<p>&#8220;We decided to stay,&#8221; said another resident of Gloria Sitz.</p>
<p>Most people like Sitz either stayed with family and friends or paid more than a month for hotel rooms during last year&#8217;s CZU fire evacuation.</p>
<p>They said they don&#8217;t want to deal with it anymore.</p>
<p>&#8220;At my location we have a generator, we have chainsaws, we know how to use it, and we are prepared,&#8221; said Sitz.</p>
<p>There were lines at the local gas station in Boulder Creek on Saturday night as residents filled gas cans to power their generators.</p>

<p>&#8220;If the power goes out, we have extra power,&#8221; said Alfredo Ramirez, who had just filled a five-gallon can.  He also stopped.</p>
