<p>&#8220;San Franciscans are questioning Mayor Breed&#8217;s overseas escapade; she seeks to increase tourism (which is essential to our economic recovery) while ignoring sections of our city&#8217;s nearly uncontrolled crime. She lacks resolve in correcting our famously failed criminal justice system under embattled district attorney <span class="xn-person">Chesa Boudin</span>.  Mayor Breed&#8217;s silence [on the crime surge] is shocking.  Her record of poor decision-making continues such as her costly, failed &#8220;Declaration of Emergency&#8221; in the tenderloin bodes poorly.  Moreover, we are shocked by her recent labeling of those of us questioning her policies &#8220;right-wing&#8221;.</p>
<p>&#8220;Armed home invasion robberies, Asian hate crimes, neighborhoods overrun with drug dealing, and swaths of our city&#8217;s downtown shuttered are what we San Franciscans grapple with, on a daily basis. Tourist, however, are specifically being targeted starting from their arrival at the airport, their valuables stolen right from their rental cars in nearly every corner of the city with impunity.Chinatown merchants are currently being targeted;they plead for city hall intervention.Foreign news crews were robbed at gunpoint,the most popular tourist hotpots are surveilled by criminals ready to strike. Thieves know they won&#8217;t be held accountable for their crimes. Madam Mayor, European tour operators and airlines need to know the truth.&#8221;</p>

<p>SAN FRANCISCO (AP) — The Board of Supervisors approved an emergency order to tackle the opioid epidemic in San Francisco&#8217;s troubled Tenderloin neighborhood, despite reservations by some that the declaration will be used by the mayor to criminalize people who are homeless, addicted to drugs or both.</p>
<p>The vote shortly after midnight on Friday was 8-2, following a marathon 10 hours of debate and public comment.  The public health emergency declaration authorizes the Department of Emergency Management to re-allocate city staff and bypass contracting and permitting regulations to set up a new temporary center where people can access expanded drug treatment and counseling. </p>
<p>Advocates for the homeless and substance users urged supervisors to reject the emergency order because Mayor London Breed has also pledged to flood the district with police to halt crime, which some residents want.  The mayor also said some drug users may wind up in jail unless they accept services, although drug possession is a misdemeanor crime and rarely enforced.</p>
<p>The board ultimately approved the declaration, calling the abundance of cheap fentanyl a crisis.  More people in San Francisco died of overdose last year than of COVID-19.</p>
<p>&#8220;I know that this is an incredibly painful, traumatic and emotional conversation,&#8221; said Matt Haney, the supervisor who represents the neighborhood, before the vote.  He said he hopes the city will bring all of its “innovation, unyielding compassion and relentless determination” to confront the crisis. </p>
<p>Several supervisors raised objections, although only Board President Shamann Walton and Dean Preston voted no. They decried the lack of details and dearth of available treatment beds, and said that over-policing would victimize African Americans and the homeless. </p>
<p>Walton, the only African American person on the board, said he wished more attention would be paid to homicides in his district, which includes the traditionally Black neighborhoods of Bayview and Hunters Point. </p>
<p>The Tenderloin includes museums, the main public library and government offices, including City Hall.  But it&#8217;s also teeming with people who are homeless or marginally housed, a high concentration of drug dealers and people consuming drugs in broad view. </p>
<p>The order itself does not call for increased police and Police Chief Bill Scott assured supervisors that officers have no intention of locking up people just because they are addicted to drugs.  Still, he said police can&#8217;t simply ignore what&#8217;s happening in a neighborhood where children are scared to go outside and people are injecting poisonous drugs. </p>
<p>&#8220;We&#8217;re out there to help,&#8221; Scott said.  &#8220;We&#8217;re not out there to turn a blind eye to people killing themselves on the street.&#8221; </p>
<p>In announcing the emergency declaration last week, the mayor said it was time to be “less tolerant of all the bull— that has destroyed our city.”  On social media this week, she said people openly using drugs will be given treatment and other service options. </p>
<p>&#8220;But if they refuse, we&#8217;re not going to allow them to continue using on the street,&#8221; she said on social media this week.  &#8220;The families in the neighborhood deserve better.&#8221;</p>
<p>Breed has committed to opening a supervised drug consumption site as well as a drug sobering center, and said the emergency management department will lead the response much like it coordinated efforts to address the pandemic.  The department will, in part, streamline emergency medical calls, disrupt drug dealing and use, and make sure streets stay clean. </p>
<p>Deaths attributable to overdoses have increased more than 200% in San Francisco since 2018, and last year, more than 700 people died from drug overdoses in the city, more than the number who died from COVID-19, according to the proclamation.</p>
<p>Nearly 600 people have died of a drug overdose this year, through November, with nearly half of the deaths occurring in the Tenderloin and in the neighboring South of Market district, says the proclamation.  These areas make up 7% of San Francisco&#8217;s population. </p>
<p>Politically liberal cities across the US are grappling with crime in the wake of the 2020 murder of George Floyd, when their elected leaders pledged ways to reduce friction between police and vulnerable communities of color, particularly African Americans such as Floyd. </p>
<p>San Francisco DA Chesa Boudin joined the city&#8217;s public defender earlier this week to denounce the mayor&#8217;s plan, saying that jailing people struggling with addiction, mental health issues and homelessness would not work.  They want her to use the money on adding more treatment beds, shelters, job training and other social services.</p>
<p>&#8220;What we currently see in the Tenderloin didn&#8217;t happen overnight and stems from years of massive disinvestment and displacement,&#8221; said Jeannette Zanipatin, California director at the Drug Policy Alliance. </p>
<p>The emergency order will last 90 days. </p>

<p>The public health declaration of a state of emergency enables the emergency management department to forego licensing, zoning and contracting rules in order to speed up hiring street cleaners and security services and building a new temporary center where people can be treated and counseled, Breed said.</p>

<p><span class="dateline">SAN FRANCISCO</span> Critics of the San Francisco Mayor&#8217;s crackdown on drugs urge a no when city leaders meet Thursday to approve an emergency ordinance that cuts red tape to better tackle overdose deaths in the troubled Tenderloin neighborhood .</p>
<p>The Public Health Declaration of Emergency enables the Department of Emergency Management to forego licensing, zoning and contracting rules in order to be quicker to hire street cleaners and security services and to build a new temporary center for people to be treated and counseled, Mayor London said Breed.</p>
<p>The order has nothing to do with a police operation, but critics are calling on the board of directors to reject the statement amid Breed&#8217;s broader plan to flood the area with officials and jail drug users if they refuse to accept treatment.</p>
<p>&#8220;Threatening people to arrest doesn&#8217;t work to bring addicts into treatment,&#8221; said San Francisco supervisor Dean Preston, who wants the mayor to spend money on expanding mental health services, alternatives to the police and hotel rooms for the homeless.</p>
<p>&#8220;We can do this, but only if we learn from past mistakes instead of repeating them,&#8221; he said on social media.</p>
<p>The tenderloin includes museums, the main public library and government offices, including the town hall.  But it is also teeming with people who are homeless or in marginal homes, with a high concentration of drug dealers and drug users.</p>
<p>Breed said last week it was time to &#8220;be less tolerant of all that bull &#8211; this has destroyed our city&#8221;.</p>
<p>“If someone openly uses drugs on the street, we give them the opportunity to take advantage of the services and treatments we offer.  But if they refuse, we won&#8217;t allow them to continue consuming on the streets, ”she said on social media this week.  &#8220;The families in the neighborhood deserve better.&#8221;</p>
<p>The number of overdose-related deaths in San Francisco has increased more than 200% since 2018, and over 700 people died from drug overdoses in the city last year, more than the number who died from COVID -19 died, according to the proclamation.</p>
<p>Nearly 600 people died of drug overdoses this year through November, with nearly half of the deaths occurring in the Tenderloin and neighboring South of Market District, the proclamation said.  These areas make up 7% of the population of San Francisco.</p>
<p>Politically liberal cities in the US are grappling with crime following the 2020 murder of George Floyd, when their elected leaders pledged ways to reduce friction between police and vulnerable color communities, especially African-Americans like Floyd.</p>
<p>San Francisco Prosecutor Chesa Boudin joined the city&#8217;s public defender earlier this week in denouncing the mayor&#8217;s plan, saying that detaining people struggling with addiction, mental health problems and homelessness would not work .</p>
<p>They want her to use the money to build additional treatment beds, shelter, professional training, and other social services.</p>

<p>SAN FRANCISCO &#8211; The chief prosecutor of San Francisco on Monday rejected the mayor&#8217;s call for increased policing to tackle rampant drug trafficking in one of the city&#8217;s most vulnerable neighborhoods, urging them to instead invest more money in homes and treatment that the causes of crime.</p>
<p>Politically competitive District Attorney Chesa Boudin was accompanied by public defender Mano Raju and addiction specialists at a press conference announced after Mayor London Breed declared a state of emergency in the long-battered Tenderloin last week.  Open drug trafficking and neighborhood shootings have scared children and seniors into going outside.</p>

<p>The press conference comes as Boudin, whose 2019 election was unsupported by Breed, faces a recall election in June put on the ballot by critics who say he is gentle on criminals.  Boudin&#8217;s office countered the criticism with examples of effective crackdown on shoplifting and other criminal activities.  But his remarks on Monday made his position clear on how to persecute people with drug problems or mental health problems.</p>
<p>&#8220;If arrests and indictments alone could solve the drug crisis in this country or city, it would have been resolved long ago,&#8221; he said.  &#8220;We spent over a trillion dollars fighting the so-called war on drugs, and where did that take us?&#8221;</p>
<p>Boudin said he was indignant at the &#8220;raw human suffering&#8221; he saw in the neighborhood.  But using outdated methods won&#8217;t make people safer and the city has other options, said Boudin, who worked in the public defender&#8217;s office before being appointed prosecutor.</p>

<p>A mayor&#8217;s spokesman said Monday the government had made historic investments in housing and treatment and was determined to open a safe drug consumption point as well as a drug disenchantment center, ideas also supported by spokesmen on Monday.  As part of their contingency plan, Breed is working to open a temporary location in the Tenderloin to connect people to services, said Jeff Cretan.</p>
<p>&#8220;The reality is our outreach teams are out there every day, and while many people take services to get inside and get the help they need, others don&#8217;t,&#8221; he said, adding that the mayor will continue to invest in these programs, &#8220;but people will not be allowed to refuse these services and continue breaking the law.&#8221;</p>
<p>Like many other predominantly democratic cities, San Francisco is fighting crime in the face of police reforms sparked by the 2020 murder of George Floyd.  While general crime reports in San Francisco prior to the pandemic have declined, viral video footage of cheeky shoplifters and home break-in stories have put an uncomfortable spotlight on a city that prides itself on its praised compassion and tolerance.</p>
<p>Oakland City Council, a longtime leader of the Black Lives Matter movement to cut police funding, backed down earlier this month and voted to hire 60 new officers and add two new police academies amid an increase in murders and gun violence.</p>
<p>San Francisco spends millions of dollars to fight homelessness and drug addiction, but the effort has not made any visible changes.  City guides say the high cost of housing and the abundance of cheap synthetic drugs are devastating other major cities as well.</p>

<p>Some residents say San Francisco has lost its luster as officials fail to deter repeat offenders, provide shelter for the homeless, or keep the streets clean.  They are also dismayed that the school district, which is not controlled by the mayor, held on to distance learning for most of the past year, while neighboring districts and even private schools in San Francisco welcomed students back to their classrooms.  Several school board members are also facing new elections.</p>
<p>People who live and work in Tenderloin, one of the city&#8217;s poorest neighborhoods, have asked the mayor&#8217;s office for increased patrols, although not all think police is the answer.</p>

<p>&#8220;We deserve a lot better,&#8221; he said.  &#8220;The money you will spend on it can be used for drug counseling and needs-based treatment.&#8221;</p>
<p>Other speakers on Monday included representatives from HealthRIGHT 360, which offers mental health and substance use treatment;  SF AIDS Foundation;  and Shamann Walton, president and only black member of the San Francisco board of directors.</p>

<p>3690 21st Street on Liberty Hill feels like old San Francisco.  &#8220;Casa Cielo&#8221; began with &#8220;Sunny Jim&#8221; and the Burlingame Corporation, which commissioned it in 1931.  Sunny Jim was none other than James Rolph, San Francisco&#8217;s 30th and longest serving mayor, who left his post only to become governor of California.</p>
<p>When it first laid the foundation stone, the domicile, which is now more than 400 square meters, was more modest.  According to a historical valuation report drawn up for the property in 2008, &#8220;it was rumored to be the one-bedroom house he was keeping for his lover,&#8221; said silent movie star Anita Page.  These rumors cannot be substantiated, but they add intrigue to an already intriguing story.</p>
<p>The house that stands now looks like the original house in many ways, but with impressive modern details.  The Tudor Revival style, which was at the height of its popularity in the 1920s and 1930s, is present, as are the features popular in 2021.</p>
<p>The result is &#8220;an incredible rarity,&#8221; listing agent Rob Levy told SFGATE, &#8220;given the owners&#8217; incredible dedication to not only preserving the historic features of the house, but also the creative dedication to practically every fun, whim, intrigue and craftsmanship to rent.&#8221;  Detail of the house and have it also LEED Silver certified.  &#8220;</p>
<p>With the recent death of the owner, the house was bequeathed to Cal Tech and retailed for $ 11,850,000.</p>

<p>Mayor London Breed has focused on helping San Francisco small businesses in their plans to recover the city from the COVID-19 pandemic.</p>
<p>As part of it, she introduced the Small Business Recovery Act in March, calling it a crucial step in easing the path for opening new businesses and adapting existing businesses as a means of survival.</p>
<p>Despite the strong support from the business community and the mayor&#8217;s office, the legislation was hardly pushed ahead with a positive recommendation by the planning commission on Thursday evening with a vote of 4: 3.</p>
<p>The Small Business Recovery Act builds on Proposition H, passed by voters in November 2020, to streamline the city&#8217;s approval process and free many small business owners from the costly fees, review times, and generally complicated red tape that can deter some from to open a business altogether.</p>
<p>The legislation includes a number of changes to the Business and Tax Regulations Code and the Police Code that will extend the benefits of Prop. H &#8211; namely a 30-day guaranteed permit processing window and reduced public notice requirements &#8211; to ground floor businesses in a wider area of ​​?? Zones expand categories, not just within city districts.</p>
<p>It also allows a company to transition more easily into free space that was previously occupied by a company of the same type.  guarantees a 90-day conditional approval process for bars and nightlife entertainment;  enables companies to use their physical spaces for more than one purpose, e.g.  B. for sharing a kitchen or adding a roof terrace;  extends the opening hours of entertainment venues where live performances can take place;  and nullifies the need for one-time performance permits.</p>
<p>Support is predictably coming from some of San Francisco&#8217;s most dedicated hospitality and recreational players, including the Golden Gate Restaurant Association, the San Francisco Chamber of Commerce, and the Union Square Improvement District.</p>
<p>&#8220;Our attitude towards our city needs to change,&#8221; said Sharky Laguana, president of the Small Business Commission, who testified in his capacity as a small business owner during a public comment.</p>
<p>Planning commission members who voted against were not against the ordinance in theory, but said the city was moving too fast for such a complicated law.  Instead, they urged officials to devote more time to public relations and to conduct an improved analysis of the potential impact.</p>
<p>Calling the legislation &#8220;simplifying&#8221; some of the challenges small businesses face, Commissioner Kathrin Moore unsuccessfully proposed a sequel to allow more time to resolve &#8220;loose ends&#8221; and adapt legislation to specific neighborhoods.</p>
<p>Others, who called to testify during a public comment, cited a litany of reservations, including nocturnal residential noise;  Lack of equity in implementation;  and the perceived limits of community input for new projects.</p>
<p>Proponents of the legislation, meanwhile, countered that an &#8220;urgent crisis&#8221; facing local merchants and their workers requires action, even if imperfect.</p>
<p>&#8220;We don&#8217;t have the luxury of spending a lot of time analyzing trying to find the perfect policy that will perfectly handle everyone&#8217;s problems,&#8221; said Laguana.  He also acknowledged that &#8220;there may be things we need to change and fix,&#8221; but remained steadfast in his belief that it is important to take those steps now.</p>
<p>The proposed regulation will next be heard before the Board&#8217;s Land Use and Transport Committee.  A hearing is not yet planned.</p>
