Part 1 of a two-part article on the high performance characteristics of 350 Mission in San Francisco.

A very high level of sustainable design characterizes 350 Mission, a 30-story office tower on Mission Street in San Francisco. The building is LEED v2.2 certified LEED Platinum and also meets the 2011 California Green Building Code (CALGreen) and the San Francisco Green Building Code. To achieve this goal, the owner, Kilroy Realty Corp., and the design team explored a wide range of innovative, high-performance MEP solutions.

The mechanical and lighting systems incorporate numerous energy saving measures. As with all mechanical structures, the primary design criteria were occupant comfort, space, resource efficiency and cost. All occupied spaces must meet the thermal comfort criteria of ASHRAE Standard 55, which sets guidelines for temperature and air velocity under various installation conditions and recognizes the benefits of occupant control over their local thermal environment.

The high-performance HVAC solution is an underfloor air distribution (UFAD) strategy. The main reasons for this decision were lower operating energy consumption, improved indoor air quality (IAQ), individual comfort and controllability of the occupants, longer operating times of the air saver and flexibility in space use. The UFAD system, in conjunction with a high-efficiency chiller and an air saver, offers an excellent HVAC solution. In addition to air distribution, the UFAD plenum also provides power, voice and data distribution.

While other high-performance HVAC alternatives were considered, project leaders pointed to UFAD. Some system alternatives enabled even greater energy savings, such as chilled beams with a dedicated outside air system (DOAS). Another option investigated was an optimized overhead VAV system.

Ultimately, the comparative studies showed that the UFAD system achieved all project objectives, including the owner's vision for flexible office space, improved IAQ and energy savings. The system also achieved the required cooling capacity to offset the thermal loads on the building envelope.

The building's direct digital control (DDC) building management system is fully interoperable and controls both the base building's core and shell systems and tenant systems, including the underfloor fan boxes, chilled water temperature sensors, lighting system, carbon dioxide occupancy sensors and demand-controlled ventilation.

The HVAC system maximizes energy efficiency by delivering conditioned air directly to occupants at floor level, where it is then stratified and ducted above the occupancy zone (via a ceiling void or open ceiling) back to units on each floor.

With a floor distribution, the supply air can be warmer (60 to 62°F) than with a ceiling distribution (55°F) because only the area where people are present needs to be cooled, not the entire room up to the ceiling. The air temperature can increase closer to the ceiling as it leaves the occupied room. The reduced need to cool the supply air results in less energy demand from the chiller, which does not need to produce cooler chilled water.

In addition, UFAD is a low-pressure system. Since the air is not forced through a network of ducts and dampers, the system can achieve significant fan energy savings. The interior zone of each room is a large open air space. UFAD requires only peripheral fan-driven boxes in the external areas.

In terms of IAQ, the floor-mounted air supply and ceiling-mounted return take advantage of the natural tendency of air to rise when heated, pulling it through the occupants' breathing zone. This is the most effective ventilation distribution strategy according to ASHRAE Standard 62.1. Manually adjustable floor diffusers are also provided, allowing occupants to adjust the air volume and optimize their individual thermal comfort.

Other key energy saving measures include energy-saving LED lighting, daylight control, light occupancy sensors and a high-efficiency water heater. In addition to being used in the cooling tower, reclaimed rainwater is also used to flush toilets.

More than a year before the election, the race to represent San Francisco's Mission District is already heating up.

Leading candidates are touting early fundraising successes, and the race – which has included multiple candidates so far – is already heating up with a campaign finance investigation also in play.

Progressive activist Jackie Fielder and former tech executive Trevor Chandler released fundraising statements within days of each other last week — both aiming to position themselves as front-runners for District 9, which includes the Mission, Bernal Heights and Portola neighborhoods.

Fielder, who most recently ran an unsuccessful campaign to unseat state Sen. Scott Wiener, is currently the fundraising leader with $52,000 as of June 27 and said she has committed to $255,000 in public funding qualified. In a July 1 statement, Chandler boasted of $53,649 in donations and expected public funding of $179,315.

District 9 incumbent Hillary Ronen is retiring in 2024, filling a seat that has leaned reliably progressive since the city reinstated district elections in 2000.

A tent fire spread to a nearby commercial building Sunday night in San Francisco’s Mission District, fire officials said.

The fire was reported on the 1400 block of 15th Street at about 10:32 pm and spread to a nearby building, causing moderate structure damage, said Fire Department Lt. Jonathan Baxter.

A homeless encampment suffered major damage, said Baxter.

Fire crews extinguished the blaze in about 45 minutes.

No injuries nor displacements were reported, officials said. The cause of the fire was under investigation.

Baxter said the number of individuals who were living at the encampment was unknown as people typically disperse before firefighters arrive on scene during fire incidents.

A series of encampment fires spreading to nearby buildings and other street conditions in the Mission District prompted Supervisor Hillary Ronen, who represents the neighborhood, to craft a plan that addresses a myriad of issues.

Concerned residents have also hosted trash cleanups in their neighborhoods in an effort to revitalize the mission and provide resources to vendors and unhoused people.

Susana Rojas Executive Director of Calle 24’s Cultural District says many of the new vendors are coming from the Tenderloin following the state of emergency declaration in that neighborhood.

“I think they are coming from the United Plaza in the Tenderloin because they are being very strict,” said Rojas and added, “It is getting worse. Unfortunately, as things have been happening in other parts of the city, then people get desperate and they start moving around trying to find a place to be able to either set-up a tent to sleep or a tent to sale some supplies.”

Watching everything from afar is Diana Medina. She’s opened Diju Jewelry 14 years ago. She used to be a street vendor and understands the struggle. Medina wants street vendors to have a permit.

Many street vendors we spoke to say they want a permit.

Rojas and her team are signing up vendors like Angel to a program introduced by Supervisor Hillary Ronen that will require street vendors to have permits starting next month.

“After May 7, if someone cannot prove where their items come from, they are going to be confiscated and asked to move,” said Rojas.

Rojas says it will be complicated for many vendors to reproduce proof of purchase even though they are paying for items.

“The problem is that they do go to the flea market. They get them legally, but they don’t give them any receipts. When they come over here, they won’t be able to prove where they get their items from,” said Rojas.

More than 20 vendors have signed up for the program so far.

Rojas says the plan is to continue registering vendors to the program and assign them specific areas from Cesar Chavez to 24th street. Rojas says the city still doesn’t know how much, if anything, they will charge these vendors to set-up shop.

For 108 years, St. Paul Cathedral has been a spiritual home for many Yakima residents, as well as the seat of the Catholic Church in Central Washington for most of that time.

“We’re small when compared with the great cathedrals of the world, but we have the same services of all the big cathedrals,” said Monsignor John Ecker, the pastor and vicar general of the cathedral. Ecker has spent most of his career as a priest at the cathedral.

The Catholic Church has deep roots in the Valley, going back to the late 1840s when the first Catholic missionaries came into the Valley at the invitation of Yakama Chief Owhi. Those priests would establish the St. Joseph Mission near Ahtanum Creek in 1852.

St Paul Parish was established in March 1914 to meet the needs of Yakima’s growing population. The Rev. Robert Armstrong celebrated the first Mass for the new congregation March 19, 1914, in the chapel at St. Elizabeth’s Hospital — which would later become Astria Regional Medical Center — with 200 people in attendance.

But the parish was going to need a new home, and the Diocese of Seattle purchased 5 acres between West Chestnut and Walnut streets between South 12th and South 14th avenues from DE Lesh. The land would be used for a church, school and rectory.

A San Francisco native, Armstrong wanted the church to be done in the Spanish Mission style, using the Mission Dolores in Armstrong’s native San Francisco as inspiration.

John Maloney, who would later go on to design the iconic AE Larson Building in downtown Yakima, was hired to draw up plans for the new church building. Maloney’s design incorporated the mission style, as well as symbolic sculpture on the building related to both its namesake as well as Central Washington.

Two of the four columns on the front portico of the church depict the crops grown in the Yakima Valley — apples, corn, grapes, peaches, pears, tomatoes and wheat — while columns near the side are a stylized representation of the Columbia River.

St. Paul appears twice on the front of the church. Once, in the niche above the portico alongside Mary and the Christ Child with St. Peter, and again in a statue on the top of east façade of the building. Other features include Michael the Archangel and symbolic representations of the writers of the four Gospels, Sts. Matthew, Mark, Luke and John.

The church’s 125-foot tower plays Westminster chimes to mark the time during the day. Its blue dome is decorated with a variety of liturgical crosses.

The church’s nave is laid out in the form of a cross, with the altar under an apse.

Church leaders broke ground for the cathedral on Feb. 8, 1926, and the first Easter Mass was celebrated April 18, 1927, in the still-unfinished building.

As the population and the church community grew in the region, it needed a new diocese. On July 18, 1951, Pope Pius XII created the Diocese of Yakima, which would serve Central Washington. St. Paul was then designated the diocese’s cathedral, with the bishop’s chair — the cathedra — installed in the sanctuary.

Other changes followed, including increasing the seating capacity from 600 to 800, and taking out four windows to install new confessionals. The flooring was replaced with terrazzo, and new oak pews were installed.

In 1955, a baptistry, sacristy and what is now the Cathedral Chapel were added to the building. The included chapel stained glass windows created by Gabriel Loire, a stained-glass artist from Chartres, France.

Ecker, a newly ordained priest, first came to the cathedral in 1958 as an associate pastor, and would become rector and pastor of the church. Ecker would celebrate a requiem Mass at the cathedral for President John F. Kennedy after the president was assassinated in Dallas in 1963.

Ecker left St. Paul that year, but came back in 1988 as its pastor and has been there since.

In 1981, changes were made to the church’s interior to bring it in line with the Vatican II Council’s changes in how Mass is celebrated. Green marble from the floor of the original altar was recycled into the base of the Forgiveness Fountain outside the cathedral.

Through the 1980s, other changes were made, such as the installation of a stained-glass rose window in the choir and a window depicting La Virgen de Guadalupe in the Cathedral Chapel. In 1998, a Spanish-language Mass was added, reflecting the changing demographics of St. Paul congregation.

In November 2004, someone set a fire in the chapel. Firefighters were able to contain the fire to the chapel by cutting holes in the roof to vent the smoke away from the main cathedral. The fire and water destroyed the chapel’s organ and furniture and scorched the La Virgen window. But the damage was repaired, with a new altar and a 1920 pipe organ from a church in Florida joining the two pipe organs in the cathedral, in the chapel.

Music is an important part of the cathedral’s life. In addition to the cathedral’s own choir, St. Paul has hosted performances by choirs from Washington State University, Central Washington University, Pacific Lutheran University and the Yakima Valley Symphony Chorus.

Today, the cathedral’s congregation consists of 1,800 families.

“I think it’s a great place to worship,” Ecker said.

Mayor London Breed’s office and the SF Board of Supervisors recently announced the completion of a deal between housing developer Crescent Heights and Maximus Real Estate Partners that will lead to an affordable housing project of 330 low-income units at 1979 Mission Street.

The $42 million land sale to Crescent Heights comes with the caveat that the developer hands the land over to the city, fulfilling its affordable housing requirement for a different project — a 55-story residential tower at 10 South Van Ness Avenue.

This sizable project is considered by many to be a win for housing advocates, SF realtors and developers, and San Francisco, as a whole.

The planned project at 1979 Mission was notably nicknamed the “Monster in the Mission” when it was first proposed in 2013, due to neighborhood objects both to its scale and its lack of affordability. Maximus Real Estate’s plans to turn the current property — the site of a BART station entrance, a former Walgreens, and a Burger King that closed in 2018 — into 331 mostly market-rate homes faced significant backlash from Mission residents, and locals feared that it would just be another force driving the working class, largely Latino population out of the neighborhood. The Plaza 16 Coalition, an activist group made of nearly 100 local groups, spent years pushing Maximus to sell the property.

In 2020, Maximus listed the property for sale and then made a deal with the city last November to sell it to Crescent Heights, on the condition that Crescent Heights would deed it to the city for affordable housing. The deal satisfies Crescent Heights’ affordable housing requirement for its approved 966-unit tower at 10 South Van Ness Avenue — the former Honda Dealership that has lately been an event venue.

The Chronicle reports that the Office of Housing and Community Development is now seeking a nonprofit to build the affordable housing units.

“It’s not only a material victory but a symbolic one as well,” said Supervisor Hillary Ronen, who helped negotiate the deal, in a statement to the Chronicle. “For better or worse, that property became the symbol of the fight against gentrification in the Mission.”

When this deal was signed off on by the Board of Supervisors in December, The Real Deal noted that the “approval marks a major victory for housing advocates in the city.”

The transaction finally closed on Friday, February 11, and now the Board will set about selecting a non-profit developer for the affordable project. The original “Monster” plan called for three separate building wrapping around the corner, with buildings facing both 16th Street and Mission Street, but Ronen is now talking about the new project going up “on top of” the BART station entrance. No designs have yet been created.

Before development starts, Ronen says she is working on temporary uses for the BART plaza site that’s become a hot spot for drug dealing, with the goal “to enliven it and make it safer.”

The mayor’s office touts that “Since 2018, six new affordable housing developments have opened in the Mission, including 509 homes for families and 140 homes for seniors, with another [130-unit] housing development currently under construction.”

And while the city gets to build 330 new units of low-income housing here, mitigating some of the gentrification in the Mission District, Crescent Height’s luxury residential tower — with three times as many units — will be going up about five blocks away with no affordable units at all.

As San Francisco focused much of its attention in recent months on drug sales and homelessness in the Tenderloin, street conditions in the nearby Mission District continued to deteriorate.

The neighborhood’s number of tents and other inhabited street structures has grown from a little more than 70 last June to about 100 now, according to periodic counts conducted by the city. Sidewalks along Mission Street, particularly near its BART stations, have become flourishing markets for unregulated merchandise sales. Residents are also concerned about trash and a series of fires, one of which recently displaced 22 people and damaged a popular taqueria.

Now, community leaders in the mission and local officials are attempting to help the neighborhood’s growing unhoused population while placing tighter controls on street vending and garbage, among other efforts.

“This is the overall feeling of a neighborhood in chaos,” said Supervisor Hillary Ronen, who represents the Mission and recently crafted a plan to address what she has called “unacceptable” street conditions.

Ronen said she was, in part, trying to redirect some of the San Francisco government’s attention from the Tenderloin, where Mayor London Breed declared a 90-day state of emergency that expired this month. Though Ronen supported that declaration, she wants to do what she can to prevent the Mission from following in the Tenderloin’s footsteps.

The encampments in Ronen’s district are not as numerous as they were when she first took her seat on the Board of Supervisors five years ago, she said. But the population of those living on the streets has grown recently, as have the ranks of street vendors. In her view, the problem was compounded when San Francisco directed much of its focus squarely on the tenderloin and its long-running crises of homelessness, public drug sales and opioid overdoses.

The confluence of all those events “made the Mission a disaster again,” Ronen said.

“I just feel so much sympathy and so much anger for all of my constituents: the businesses, the housed residents and the unhoused residents,” Ronen said. “We are failing the people of the mission. It’s unacceptable.”

Ronen’s plan for the mission includes recently passed legislation on street vending as well as various objectives to move more unhoused people inside, increase trash pickups and prevent street fires.

After talking to Ronen’s office, the city’s Department of Homelessness and Supportive Housing in April plans to reopen 53 shelter beds in the Mission that were previously closed due to COVID-19. The Healthy Streets Operations Center, a citywide effort to address encampments, has started visiting Mission encampments weekly, trying to get unhoused people placed into shelter or a long-term home.

Public Works is stepping up its power-washing of trash cans around Mission Street BART plazas and educating merchants about how to properly dispose of cardboard so it doesn’t litter streets and become a fire hazard. Ronen’s office is also talking to Recology about how to keep the streets cleaner and working with public safety officials on other ways to prevent fires.

Another issue affecting the neighborhood is street vending. People have long set up on the neighborhood’s sidewalks to sell flowers, fruit and other things to passersby. But community leaders say the scene grew much more crowded after the COVID-19 economic blow that was hardest on low-wage workers who lost jobs.

Some people who felt like they had no other options may have turned to street vending. Rising homelessness contributed to the problem.

But while many sellers are legitimate, others may be hawking stolen goods. And merchants say the rampant amount of unregulated vending has been hurting their businesses. The city recently passed an ordinance to require vendors to get a permit and maintain proof of ownership or other authorization to sell goods.

“Vending in our community is part of its makeup. It’s part of the flavor that we’ve always had,” said Susana Rojas, executive director of the Calle 24 Latino Cultural District. “Because of the pandemic and the economic downturn, we have people who are vending other items and who are not necessarily fully connected to the community.”

William Ortiz-Cartagena, a San Francisco entrepreneur who was born and raised in the Mission, is planning to soon open a storefront on Mission Street where 20 to 30 vendors can come off the streets and sell their goods inside. Clecha, a nonprofit founded by Ortiz-Cartagena, already has an agreement with a vacant store’s owner to launch the project, he said.

He envisions it looking like an indoor flea market, filled with people selling their wares but also tables in the back that offer services for small businesses and local residents.

“It’s basically a garage sale,” Ortiz-Cartagena said. “In the suburbs, nobody is out there penalizing people for setting up shops in their driveway. If you want to look at it through that particular lens, we’re doing the same thing.”

One of numerous people selling goods next to the 24th Street BART station recently was Jerome Allen El, 54, to an unhoused man who said he was sleeping on the street about one block away.

Laid out on the sidewalk by his feet was a cornucopia of items: shoes, jeans, moisturizer, even a fan and a flashlight. Everything was available for purchase, much of it for as little as $1.

Allen El, a longtime San Francisco resident, usually leaves the plaza each day with about $20 or $30 in his pocket, after paying people who help him out. He said he typically buys the goods from others or receives donations, and his proceeds help him meet basic needs such as food and clothes washing.

“I’m not trying to get rich,” he said. “I’m just trying to get by.”

Rojas’ organization, Calle 24, has been trying to inform the community about the new city law on street vending. But she and other local leaders knowing the neighborhood won’t see enough improvement by focusing on street vending alone.

“We can give all of our vendors a permit, but what’s going to happen to the people who are struggling the most?” Rojas said. “We can’t just continue to punish them and forget that they’re humans and that they’re part of our community (too).”

The street-vending increase has been hard on some of the Mission’s stores. Ronen, the supervisor, has spoken about business owners who have called her in tears because the influx of street vendors were obstructing sidewalks, deterring customers and in some cases selling the same items for much cheaper prices.

Ryen Motzek, the president of the Mission Merchants Association, who has worked in the neighborhood for 20 years, said he’s never seen anything like the current street conditions.

“Every neighborhood has its challenges, but this is a whole other level,” Motzek said. “It’s really affecting the mom and pop businesses the hardest. It’s devastating.”

Capt. Gavin McEachern of the San Francisco Police Department’s Mission Station acknowledged that quality-of-life issues in the neighborhood are widespread, which he partly attributed to consequences of the pandemic.

“It’s pretty bad,” McEachern said. “Not only visually, but I just think the sheer volume of things that we’re seeing is pretty daunting … It doesn’t look comfortable in the district and it doesn’t feel comfortable.”

McEachern said his officers’ work in the Mission is hampered partly by low staffing levels — a problem throughout SFPD. The station is down about 12 officers since October, when McEachern took the helm temporarily before assuming the role permanently in January.

“Traditionally, Mission Station is one of the biggest-staffed stations,” he said. “I don’t know if it’s ever been this low.”

McEachern said he has also been sending some Mission-based police officers to the Tenderloin, often through voluntary overtime but sometimes using on-duty personnel if no one steps up. On Wednesdays, when Mission Station is at maximum staffing levels, a handful of officers go to the tenderloin as a matter of course.

As Ronen and her office push the city to shift more of its focus back to the mission, local community groups aren’t waiting for the government to fix everything. Rojas said Calle 24 plans to have quarterly trash cleanups within the district’s boundaries, set to the north and south by 22nd Street and Cesar Chavez Street and to the east and west by Potrero Avenue and Mission Street. The first cleanup is scheduled for May 7th.

To Rojas, it’s part of her belief in the interconnected nature of the issues facing the Mission and San Francisco overall.

“It all goes in a cycle,” she said. “If we really look at the root of what’s going on, we can address core issues and find better, sustainable solutions.”

SAN FRANCISCO (CBS SF) — Frustrated San Francisco Mission District business owners and residents are fed up with repeated vandalism destroying their neighborhood.

Video shows what might look like the line to get into a night club, but it’s actually a mob of people at an organized spray paint party, according to witnesses. More than 100 people showed up to tag the block, including a vacant building, a parklet and several storefronts.

At one point, a fight breaks out. It all happened Friday night on 18th Street near Mission Street.

SAN FRANCISCO (BCN) — A San Francisco affordable housing project is moving forward after a developer gave the city a piece of property in the Mission District.

The deal that resulted in the city’s acquisition of 1979 Mission Street was finalized Friday and is part of housing developer Crescent Heights’ affordable housing requirement for its 10 South Van Ness Ave. project, according to Mayor London Breed’s office.

The Board of Supervisors approved the South Van Ness Avenue project, which will result in 966 market-rate units, in 2020 along with a requirement that the developer provide a property large enough to accommodate 330 affordable units, according to the mayor’s office.

Over the next year, the city will work with Supervisor Hillary Ronen’s office and other community groups through the Calle 12 Cultural District to draft a plan for the property, which is near the 16th Street BART station.

“Since 2018, six new affordable housing developments have opened in the Mission, including 509 homes for families and 140 homes for seniors, with another housing development currently under construction that will provide an additional 130 homes for families.

Two other affordable housing projects are currently in the predevelopment stage,” according to the mayor’s office.
