Text description provided by the architects. Located in the heart of San Francisco’s Civic Center, the city’s performing arts district, the Ute & William K. Bowes, Jr. Center for Performing Arts at the San Francisco Conservatory of Music (SFCM) was designed by Mark Cavagnero Associates (Cavagnero) as a “vertical campus” that incorporates student housing, dining, classrooms, rehearsal rooms, performance spaces, and a radio station all under one roof.

The Center is named in honor and recognition of the $46.4M gift from the William K. Bowes, Jr. Foundation, which marks the largest capital gift ever made to a music school; the Foundation’s namesake was a longtime SFCM supporter and trustee. Walking distance to SFCM’s Ann Getty Center at 50 Oak Street, the Conservatory’s home since 2006, the Bowes Center creates housing for up to 420 students. The building also includes 27 rent-stabilized apartments, which upgrade and replace existing units from the site’s previous building for its prior tenants.

Cavagnero’s design emphasizes openness, engagement, and light through its exterior of white and transparent glass. Filled with the sights and sounds of music, the Bowes Center invites passersby at this active intersection to see performances through floor-to-ceiling windows in its ground-floor jewel-box Cha Chi Ming Recital Hall. The top two floors glow like a beacon at night, with floor-to-ceiling windows, the 200-seat Barbro Osher Recital Hall, flexible event space, and roof terrace offering unparalleled views of City Hall, Davies Symphony Hall, the War Memorial Opera House, and other landmarks.

Building on the firm’s innovations in the design of SFJAZZ, Cavagnero’s design for Bowes achieves the transparency of a glass exterior while exceeding its rigorous acoustic requirements. To achieve a cohesive design language, while meeting its high acoustic demands—which change from floor to floor, with a mix of performance, practice, recording, and residential spaces throughout its twelve stories, and are made more complex by the neighboring Van Ness Avenue —the Cavagnero team designed a custom curtainwall system that integrates all acoustic requirements into one seamless envelope. Collaborating with Kirkegaard Associates, Tipping Structural Engineers, and curtainwall fabricator CS Erectors, Cavagnero pushed the boundaries of glass’s capacity to perform at high acoustic levels. The design utilizes double-glazed walls and a floating structural slab to isolate noise and vibration transmission from the street while maintaining transparency in the performance spaces. The double-glazed system also provides a sustainable element to the design, creating an additional thermal buffer.

On the Bowes Center’s second level, the Center for New Media features studio space, lesson rooms, and critical listening rooms for students participating in the Conservatory’s Technology and Applied Composition Program. Capitalizing on the school’s location in the performing arts district, and proximity to Silicon Valley, the program prepares classically trained composers to score the film and video games. The center is also used by students in SFCM’s Roots, Jazz, and American Music Program, created in partnership with SFJAZZ. Classrooms, keyboard labs, a black box technology hall and a recording studio for all SFCM students are located in highly acoustically controlled spaces below ground levels. Floors three through 11 hold one, two, and three-bedroom housing units, each acoustically isolated for practicing. One floor is dedicated to housing San Francisco Ballet Students as an extension of the Conservatory’s unprecedented partnership with the nearby SF Ballet.

Project Description. A “vertical campus” that incorporates affordable student housing, dining, classrooms, rehearsal rooms, performance spaces, faculty offices, and a radio station under a single roof, the Bowes Center is designed to enable students to create, learn, and share music in an integrated, collaborative environment. Named in honor and recognition of the $46.4M gift from the William K. Bowes, Jr. Foundation, the Bowes Center doubles the school’s square footage and features state-of-the-art teaching facilities and three new performance halls.

San Francisco music festivals don’t get much more beloved than Stern Grove.

Now in its 85th year, the free summer concert series has been a staple in the Bay Area, but its status was put in jeopardy last year after a flood severely damaged the park grounds. Thankfully, renovations are nearing completion, and the reopening party is going to be one to remember.

The June 12 kickoff features two historic Bay Area acts — rap legend Too $hort and prolific horn section Tower of Power — both of whom were originally scheduled to perform for the 2021 season finale. The rest of the lineup was announced in unconventional (and accidental) fashion with an advertisement on Muni.

Traditionally, the Stern Grove concerts were first come, first served. As a result, attendees would arrive in the early morning hours to secure a parcel of grass for picnic blankets and coolers. That changed with the pandemic, which led the organizers to launch an online reservation system. Tickets are still free, and go on sale 12 days before each show, with additional tickets released throughout the week prior to the event.

Ticket reservations will open for the June 12 event at 2 pm at Stern Grove’s website.

If you want a handy guide to the small-scale interventions that are in vogue these days for urban America — from parklets to pop-ups to cultural programming — a newly released “action plan” for downtown San Francisco is a valuable place to start.

If you also want a document that offers a realistic blueprint for bringing the city’s Financial District back to life, keep looking.

That’s the challenge in trying to gauge the merits of the often-inventive Public Realm Action Plan released this week by Downtown SF, a business nonprofit that provides services to 43 blocks stretching from Jackson Square south past Market Street almost to the Embarcadero.

It’s a smart assessment of how streets and outdoor spaces in the tower-studded terrain could evolve in coming years. It also concedes that, 28 months after we were all told to go home and shelter in place to ward off the coronavirus, barely half of the district’s workforce has returned to their offices.

A pedestrian walks past a building for lease inside a sunken public plaza surrounding One Bush Street at the corner of Market and Sutter streets in San Francisco.

Jessica Christian/The Chronicle

And that’s the problem: what frames negative perceptions of the Financial District right now is empty storefronts and mostly vacant high-rises, not the lack of shady trees or lunchtime concerts.

To their credit, the people behind the plan acknowledge that their vision to activate dormant sidewalks is just one piece of a much larger puzzle.

“This is not going to solve all the issues downtown; we know that,” said Claude Imbault, deputy director of the nonprofit. “This is a tool to start the conversation.”

The plan draws heavily on what’s known in planning circles as tactical urbanism, where the aim is to jump-start an area’s potential with small enticements rather than wait for large-scale investments. The idea is that plenty of people working and living nearby are eager to explore the civic landscape, if they have a reason to do so.

A pedestrian walks past a staircase leading to a sunken public plaza surrounding One Bush Street at the corner of Market and Sutter streets in San Francisco.

Jessica Christian/The Chronicle

Of the six areas targeted by Downtown SF as potential spots to focus on short-term, the so-called Market Oasis gives a taste of what upgrades are envisioned — and the challenge of pulling some of them off.

The oasis would transform the north side of Market between Sansome and Front streets, a concentrated dose of what sets the Financial District apart from other neighborhoods. Ignore the vacant storefronts, look up instead, and the 29-story Shell Building thrusts skyward with 1920s aplomb directly across from One Bush St., 20 stories of bespoke midcentury modern.

For history buffs there’s the Mechanics Monument, a muscle-bound iron celebration of labor by sculptor Douglas Tilden from 1901. The shell of a 1910 banking temple holds one of the district’s most prominent privately owned public spaces, which are required by the city in new commercial development projects.

The action plan would enliven the scene via “an improved experience of significant public spaces” — one that would include colorful tables and chairs, planters filled with flowers and trees, light projections at night and lunchtime concerts or other events throughout the week.

As for the zone’s prominent but empty retail spaces, including a circular pavilion rising from the sunken plaza at One Bush, it’s suggested that a “buzzy lunch spot” could go into one, while “a collection of short-term pop-ups” could fill another. The pavilion is envisioned as holding “a highly visible downtown destination.”

An empty walkway leads through a sunken public plaza surrounding One Bush Street at the corner of Market and Sutter streets in San Francisco.

Jessica Christian/The Chronicle

But the plan is vague on how this happens, much less spell out where the money might come from to jazz things up. The goal instead is to take the plan and its pilot projects — starting with Leidesdorff Street, a short alley that ends at the Transamerica Pyramid — to gauge what interest there might be from building owners and public agencies.

Even if workers were clocking in upstairs at pre-pandemic numbers, there’s no guarantee that “Market Oasis” would magically blossom. The plan envisions a string of buoyant spaces within two short blocks, including the sunken moat-like plaza and the city-owned Mechanics Plaza on the east side of Battery Street, where Tilden’s sculpture resides. There are only so many workers to go around — you can imagine one or two spaces coming alive, but not all of them at once, on an ongoing basis.

So, what happens when the novelty fades? The city’s Public Works department freshened up Mechanics Plaza back in 2014, replacing tattered wooden benches with bright metal street furniture while adding stands for people to recharge cell phones or fill their water bottles. The vitality ebbed within a few years. When I stopped by Monday, a grand total of one person was eating lunch on a granite block next to an empty planter.

The plan’s creators acknowledge that while snappy designs and short-term pop-ups can generate buzz, they aren’t enough.

People eat lunch at the foot of a statue inside Mechanics Plaza along Market Street in San Francisco.

Jessica Christian/The Chronicle

“Whatever we do has to be a campaign,” said Laura Crescimano, whose Sitelab Urban Studio crafted the plan for Downtown SF with John Bela and Fehr & Peers. “These things happen in layers. People want to go to ‘a thing’ that’s a series of things.”

Ultimately, the value of the “action plan” might be as a tool kit to draw on, whether in the Financial District or other commercial districts.

“I appreciate the thoughtful approach they’ve taken … it’s a wonderful resource,” said Kate Sofis, director of the San Francisco Office of Economic and Workforce Development. Her office has the task at City Hall of finding ways to revive the larger downtown scene. “Some of the things they want to do are exactly the things we want to do.”

San Francisco’s Financial District won’t be returned to its bustling heyday by a more humane concept of public space. But small moves can add up — and with luck, some of the ideas offered by Downtown SF will help to move things along.

Sacramento is a suburb of ‘The Greater Bay Area.’ big deal

From watching this report I learned that remote working lets more people work from locations they like, rather than being forced to live someplace they do not like in order to be close to their place of work. Happy people sound great to me. I also learned that Sacramento is suffering from the same problems of homelessness and affordability as every other major metropolis in the US.

Why the music?

SAN FRANCISCO (KPIX) – City guides, school staff and students celebrated the Bowes Center of the San Francisco Conservatory of Music on Friday with a first look at the venue and facilities, plus a special performance by cellist Yo-Yo Ma.

“This is an incredibly artistic city compared to where I come from, it’s unimaginable,” said Jess Konye, a technology and applied composition student at SFCM. “When I came back everything is different now. The space means that I can go to school anytime and whenever I want, and that makes me a better musician. “

The Ute and William K. Bowes, Jr. Center for Performing Arts is 165,000 square feet and rises several floors above Van Ness Avenue in the Civic Center. More than $ 130 million has been raised for this project.

“One of the biggest challenges we face in San Francisco is making housing affordable,” said San Francisco Mayor, London Breed. “This project offers students the chance to be housed and not worry about whether or not they have a roof over their heads while they try to study and protect their craft.”

It will host around 400 students, including Konye, who says having access to practice rooms at any time of the day will help her grow as a student in a way she never could before living here. Balancing her schedule and school commitments was a challenge, and she eventually left town during the pandemic.

“We didn’t want to be an obstacle for people who wanted to bring their families with them to hear and experience music,” said SFCM President David Stull.

The venue will offer 90 percent of its concerts to the public for free. The acoustics in the event hall on the 11th floor eliminate all noise from the busy streets below.

“The Bowes Center was built with the future of audio and composition in mind, and the facilities here really support that mission,” said Taurin Barrera, executive director of the Technology and Applied Composition (TAC) program.

TAC and the facilities used by SFCM students include new studios to help students become composers of the 21st century, Barrera said. Your skills will help them work on films, video games, and new media. In addition to music composition, you will also learn computer programming and other technical skills.

“The students had tears in their eyes when you hear how it sounds in this room, when you hear your own music recorded, you really feel the power of the sound in the studio,” he said.

Yo-Yo Ma performs at the Bowes Center. (CBS)

Yo-Yo Ma performed for the audience on Friday morning and spent part of his day working with students in a master class in the afternoon. He said he was impressed with the clarity he heard from his performances at the venue, and also how this will help students find their own creativity.

“If there’s one thing I love about what an institution like the San Francisco Conservatory can do with this new space – the Bowes Center – is create a safe space,” he said.

Located near other arts organizations in the Civic Center that work with the school, the Bowes Center helps students connect and collaborate with other artists in the city. The principals say they want the character of San Francisco to be present throughout the venue, including city hall views from the performance hall and rooftop.

“We can be rooted in the community, interact with the community, interact with the musicians there in these rooms,” Konye said. “I think for me as a student this really means the beginning of a new era for music here at the Conservatory.”

An open day for the public with guided tours and performances throughout the day is planned for February 12, 2022.
