<p>California Gov.  Gavin Newsom says he was not at all surprised that San Francisco voters recalled progressive District Attorney Chesa Boudin last week, and he decried the national attention it drew.</p>
<p>“That was so predictable, predictable, particularly after the school board recall,” Newsom said Friday in an interview with Fox 11 Los Angeles.  &#8220;Nothing about that was surprising.&#8221;</p>
<p>What was unexpected was the scrutiny it attracted, Newsom said, particularly the view that it was an “arbiter of something farther reaching.”</p>
<p>&#8220;I thought the punditry was a little overwhelming on it,&#8221; he said.</p>
<p>But the governor, who served as San Francisco&#8217;s mayor from 2004 to 2011, said he understood why Boudin was decisively voted out of office in Tuesday&#8217;s recall election.</p>
<p>“I think the issue in San Francisco, in particular, is people wanting the streets cleaned up — period.  Full stop.  Enough,” Newsom told Elex Michaelson, the host of the political podcast and television show “The Issue Is.”  &#8220;They want the streets cleaned up. They want a sense of order from the disorder they&#8217;re feeling on the streets.&#8221;</p>
<p>He said while many factors contributed to the state of the city, including mental health problems and open air drug use, crime was one of the most visible components.</p>
<p>“And tag, the DA was it, meaning there was some attachment of accountability and responsibility,” said Newsom, who was in Los Angeles to attend climate-related events at the Summit of the Americas hemispheric conference.</p>
<p>Boudin, a former public defender, was narrowly elected in 2019, pleading to hold police officers and corporations accountable.  But supporters of the recall said Boudin failed to protect the city&#8217;s broader population due to inexperience and fixed ideology, and that in moving to charge fewer arrestees and emphasize diversion more he was siding with offenders over victims.</p>
<p>Under Boudin, prosecutors were not allowed to seek cash bail, charge juveniles as adults, or request longer sentences due to gang affiliations.</p>
<p>While Newsom acknowledged such some of those policies contributed to the problems San Francisco is facing, he underscored that many Republican-led regions face similar issues.</p>
<p>“It&#8217;s right to focus on where we need to improve — not necessarily unique and distinctive,” he said.</p>
<p>Newsom, who handily beat back his own recall challenge last year, sailed through last week&#8217;s primary election and now will face Republican State Sen. Brian Dahle on the November ballot.  He said he didn&#8217;t have an election night party as he knows how quickly political tides can turn.</p>
<p>&#8220;November is a lifetime away,&#8221; he said.</p>
<p>Newsom added that he is frustrated with “what is going on with the Democratic Party” on a national level, with pressing issues such as gun control and reproductive rights hanging in the balance.  He stopped short of blaming President Biden.</p>
<p>&#8220;It&#8217;s not his job to organize at all levels the Democratic Party,&#8221; Newsom said, &#8220;That&#8217;s the Democratic Party&#8217;s responsibility.&#8221;</p>
<p>He also declined to criticize House Speaker Nancy Pelosi of San Francisco or Senate Majority Leader Chuck Schumer of New York.</p>
<p>&#8220;I don&#8217;t want to take a cheap shot,&#8221; Newsom said.</p>
<p>Repeating his reaction after recent news that the Supreme Court was poised to overturn abortion rights, he said, &#8220;Where the hell are we as a party to capture the narrative, to capture the imagination of the American people?&#8221;</p>

<p>Florida Gov.  Ron DeSantis fired the latest volley this week in his feud with his California counterpart, Gov.  Gavin Newsom, calling San Francisco a &#8220;dumpster fire&#8221; and saying he doesn&#8217;t want Golden State businesses moving to Florida.</p>
<p>A video posted to Twitter by the news site The Recount shows DeSantis warning that California businesses that have moved from San Francisco to Austin also brought liberal employees with them.</p>
<p>&#8220;Those employees would vote the exact same way they voted that turned San Francisco into the dumpster fire that it is,&#8221; he said.  &#8220;It&#8217;s a problem because I do think there&#8217;s a class of voters who would come to Florida and they would continue to vote the same way.&#8221;</p>
<p>It&#8217;s the most recent flash point between the two leaders, who are both stars in their respective political parties and have risen to national prominence as a result of their wildly different approaches to COVID-19 precautions, education and overall governing philosophies.</p>
<p>DeSantis made the comments several days after Newsom criticized him on Twitter for punishing Disney over its opposition to Florida&#8217;s new law banning discussion of sexual orientation in early grades.  After the entertainment company criticized the law, DeSantis and Florida lawmakers moved to strip Walt Disney World park of the special governing status that gives it autonomy to regulate its own construction projects.  Dissolving the special tax district that gives Disney its authority would also result in a big tax cut for the company, which will likely be shouldered by local taxpayers.</p>
<p>“Desantis&#8217; Disney/Don&#8217;t Say Gay retail bill could increase a million Floridians&#8217; property tax bill by 25%,” Newsom wrote.  “But go ahead and keep telling us about &#8216;fiscal responsibility&#8217; &#038; your &#8216;business-friendly climate.&#8217;”</p>
<p>A few days earlier, Newsom had described the move to punish Disney as “authoritarian.”</p>
<p>“We protect free speech in California,” he wrote.  &#8220;Punishing businesses for speaking out against hatred is the move of an authoritarian regime.&#8221;</p>
<p>It&#8217;s the latest example of Newsom picking a fight with a prominent GOP politician.  While Donald Trump was in office, Newsom and the Republican president often criticized each other, even as they had to work together as fires raged through California.  Political strategists said the fights helped both men boost support among their base voters.</p>
<p>San Francisco, meanwhile, has long been a favorite punching bag for conservatives who want to criticize liberal policies — and raise campaign cash.  The city&#8217;s visible homelessness and crime issues have become frequent talking points for politicians on the right.</p>
<p>Some of them are much closer to home for Newsom than DeSantis.  Michael Shellenberger, who&#8217;s challenging Newsom in the race for governor, has recently been embraced by the right as a result of his book “San Fransicko” slamming San Francisco&#8217;s progressive policies.  Shellenberger is running with no party preference but is framing his candidacy around opposition to the city&#8217;s liberal policies.</p>

<p>SAN FRANCISCO (CBS SF/AP) — With new cases plunging and a universal indoor mask mandated lifted for the vaccinated, Gov.  Gavin Newsom on Thursday provided details on the state&#8217;s new “SMARTER Plan” for coexisting with the coronavirus.</p>
<p>An early release on details of the plan outlined that “SMARTER” was an acronym that listed a number of important elements to the new plan: <strong>S</strong>hot, <strong>M</strong>asks, <strong>A</strong>goods, <strong>R</strong>eadiness, <strong>T</strong>esting, <strong>E</strong>education and <strong>R</strong>x, representing “evolving and improving treatments that will become increasingly available.”
</p>
<p>The introduction to the “SMARTER plan” noted that California has led the nation when it comes to fighting the COVID-19 pandemic, taking “early public health measures that saved lives.”</p>

<p>&#8220;It is clear the virus will remain with us for some time, if not forever,&#8221; the early release read.  “It is less clear how often and how much it will continue to impact our health and well-being.  However, we know what works, and have built the necessary tools over the last two years that allows us to learn and honor our defenses to this virus as it evolves.”</p>
<p>gov.  Newsom spoke Thursday afternoon at a press conference at a warehouse full of PPE in Fontana to introduce the new plan, noting that California has suffered a great deal during the pandemic.</p>

<p>“We have been ravaged by this;  the number of lives lost, those that have lost loved ones, those that have lost confidence and trust, not just in institutions, but often in each other,” Newsom said.  &#8220;Relationships that have been frayed, those that are feeling more lonely, more isolated and disconnected than ever.&#8221;</p>
<p>The governor acknowledged that the state still had work to do in order to “turn the proverbial page” in the pandemic.</p>
<p>“What we&#8217;re announcing here today is about turning the page.  Moving from this crisis mentality, moving from a reactive framework to a framework where we are more sentinel in our approach,” Newsom said as he introduced the new plan.  &#8220;Moving away from a reactive mindset and a crisis mindset to living with this virus.&#8221;</p>
<p>The plan presumes the most populous state is entering an endemic stage, where the virus still exists in a community but becomes manageable as immunity builds.</p>
<p>Newsom admitted that, despite the many metaphors used earlier in the pandemic as far as &#8220;fighting&#8221; and &#8220;defeating&#8221; the virus, &#8220;there is not a moment where we declare victory.&#8221;</p>
<p>But he explained that there were reasons behind the name of the SMARTER plan beyond what the letters of the acronym stood for.</p>
<p>“We are smarter, two years later;  we are more adaptable, more capable of understanding the nature of this disease, its mutations and its variants,” said Newsom.</p>
<p>He also said the new plan will focus on preparing for the future.</p>
<p>“We recognize, with humility, that we don&#8217;t know what we don&#8217;t know as it relates to the future.  But we have never been more prepared for that future,” he said.  &#8220;It&#8217;s in that spirit of optimism that we move into a new phase of addressing the challenges and the reality of this disease.&#8221;</p>
<p>Marin Health Chief Medical Officer Dr.  Karin Shavelson called Newsom&#8217;s plan &#8220;solid&#8221; and a &#8220;realistic&#8221; approach to what the future will look like in an endemic.</p>
<p>&#8220;I&#8217;m particularly happy about the testing portion of his plan,&#8221; Shavelson said.  “I think if we make testing more a part of the culture of what we do that would be really helpful.  I think Omicron, we knew it was coming, but it came really quickly.  I mean it was like a tidal wave, and so I think we learned a lot.”</p>
<p>During a question and answer session later in the press conference, Newsom was asked once again about when the state would lift its masking mandate for schools.</p>
<p>“We&#8217;re among the 13 states that have not ended their school masking requirements.  Just today, the governor of Washington state announced prospectively that he would be ending it on the 21st of next month,” Newsom said.  “I have stated very clearly that on the 28th of this month we will be announcing a specific date.  That date with destiny, the masks will come off, and we&#8217;ll do it in an appropriate manner.  We continue to consult with parents, most importantly, and I can assure you that there are parents that have strong opinions on both sides of the issue.”</p>
<p>The plan additionally calls for a continued emphasis on efforts in vulnerable and underserved populations that have experienced disproportionately high death rates.  And it includes new education, including “myth-buster videos” to fight misinformation and disinformation and help interpret ever-evolving precautions for a confused public whiplashed by safeguards that seem to shift by the day and vary across county lines.</p>
<p>California Health and Human Services Secretary Dr.  Mark Ghaly argued that the state will remain ready into the foreseeable future to ensure that local jurisdictions have access to necessities like masks and PCR and rapid testing that help mitigate and monitor the virus&#8217; spread.</p>
<p>The plan sets a number of benchmarks to that effect, including the maintenance of a stockpile of at least 75 million masks and the capacity to perform at least 500,000 tests and administer 200,000 vaccines per day.</p>
<p>“Today is about balance … between a message of hope and successful adaptation, but also prepared vigilance,” Ghaly said.  &#8220;Today is not about moving on, but rather about moving forward.&#8221;</p>
<p>Ghaly suggested that the state will move away from its blanket public health measures like mask mandates as part of the SMARTER plan, arguing that those responsibilities should largely shift to local governments.</p>
<p>He added that previous standardized responses to the virus&#8217; spread across the state will likely be ineffective in the future, as many of the state&#8217;s 58 counties will have differing levels of viral transmission at any given time.</p>
<p>All this will cost billions, much of it already outlined in the $3.2 billion pandemic response package Newsom sought as part of his budget last month.  That includes $1.9 million that lawmakers already approved to boost staffing at hospitals and increase coronavirus testing and vaccine distribution, as well as existing money and anticipated federal funds.</p>
<p>Newsom&#8217;s proposed budget also includes $1.7 billion to beef up the state&#8217;s health care workforce, with more investment in increased laboratory testing capacity, data collection and outbreak investigation.</p>
<p>The announcement of the SMARTER plan is part of a flurry of activity by state officials in recent weeks to modify health and safety measures as COVID cases and hospitalizations continue their sharp drops from record highs during the omicron surge.</p>
<p>The state lifted its indoor mask requirement Wednesday for vaccinated residents and officials are expected to announce by the end of the month when masking requirements in schools may be relaxed.</p>
<p>Ghaly juxtaposed Thursday&#8217;s announcement with the state&#8217;s previous major transitions in its pandemic response, noting that there will be no “Pomp and Circumstance” or “triumphant celebration” as there was when the state lifted its tiered reopening system last June.</p>
<p>&#8220;We&#8217;re gliding into normal, we&#8217;re not announcing the normal,&#8221; he said, adding that the state will move into the virus&#8217; next phase with &#8220;humble confidence.&#8221;</p>
<p>Ghaly noted that California will likely still see seasonal COVID surges around the beginning of the academic year and during winter, but said that future COVID-related restrictions are highly unlikely.</p>
<p>“We started with much more restrictive interventions, stay-at-home orders, capacity limitations, but those are years ago from a COVID perspective,” he said.  &#8220;The hope is that because of our SMARTER approach, because of our ability to see what&#8217;s coming, address what&#8217;s coming, manage what&#8217;s coming, that those are things of the past.&#8221;</p>
<p>Health experts across the state lauded the plan, calling it a model for the future of COVID response in other states.</p>
<p>They also argued that California has the lowest per capita COVID death rate in the country due in large part to the public health measures it has implemented and expressed confidence in the state&#8217;s future efforts to combat the virus.</p>
<p>The announcement comes newly two years after Gov.  Gavin Newsom, a Democrat, imposed the nation&#8217;s first statewide stay-home order, temporarily crippling the state&#8217;s economy in contrast to approaches in Republican states like Florida and Texas that took a more hands-off approach.</p>
<p>California&#8217;s economy and tax revenue have since rebounded, producing record budget surpluses that along with federal money have paid for billions of dollars in virus-related programs and economic assistance.</p>
<p>The World Health Organization declared the COVID-19 outbreak a pandemic on March 11, 2020, but health experts have been expecting the coronavirus to eventually become endemic.</p>
<p>The omicron surge is ebbing as quickly as it spiked in December, with new cases falling back to near pre-surge levels.  Hospitalizations and intensive care cases were also falling, and the state&#8217;s forecasting models predict a continued gradual easing over the next month.</p>
<p>Newsom last week said the state&#8217;s plan will build on what officials have learned over the last two years.</p>
<p>It will include mass testing to spot new surges and virus variants along with quarantines and other data-driven precautions where needed, he said, along with a continued emphasis on vaccinations and booster shots that can prevent serious illness, hospitalization and death.</p>
<p>The state will also mount a new effort to counter misinformation and disinformation that can discourage vaccinations, Newsom said.  Disinformation is generally considered to be intentional or deliberate falsehoods, while misinformation can be inadvertent.</p>
<p>Ghaly said the same constant, intensive monitoring will be useful in spotting other similar respiratory airborne diseases, while leading to improvements in California&#8217;s overall public health system.</p>

<p>San Francisco royalty, the Getty family, took over their hometown for a big wedding last weekend &#8211; Governor Gavin Newsom reportedly attended during his lengthy public absence &#8211; which was very strange. </p>
<p>Reported in detail by Vogue, the luxury affair celebrated the wedding of Ivy Getty, the great-granddaughter of oil magnate J. Paul Getty, and photographer Tobias Alexander Engel. </p>
<p>Here&#8217;s a roundup of the strangest things that happened, from IV fluids to famous bridesmaids. </p>

<p>House spokeswoman Nancy Pelosi, a San Francisco-born daughter, presided over the wedding.  The affair took place in the San Francisco City Hall, which was decorated with pink and blue-green Persian carpets for the occasion.  Even the massive rotunda was carpeted.</p>
<p>According to Vogue, attendees were asked to put on their masks before Pelosi&#8217;s performance. </p>

<p>Anya Taylor-Joy, who rose to superstar as the leading actress in &#8220;Queen&#8217;s Gambit&#8221;, is said to have served Ivy Getty as the bridesmaid.  Apparently she led the bridal shower in a dance through the altar to &#8220;Miracles Can Happen&#8221; (the song from &#8220;Princess Diaries,&#8221; also set in San Francisco) sung by Myra.</p>

<p>Ivy Getty&#8217;s Chihuahua Rescue Blue served as ring bearer.  He was apparently lured in by none other than Pelosi. </p>

<p>After a nightly &#8220;Mod-Party&#8221; on Friday, via Vogue, the wedding celebration began on Saturday morning with a picnic in the Log Cabin on the Presidio.</p>
<p>&#8220;Infusions were available for anyone who needed help recovering from the night before,&#8221; reports Vogue. </p>

<p>The motto of the wedding was Ivy Getty&#8217;s grandmother, who died in 2020, philanthropist and interior designer Ann Getty. </p>
<p>&#8220;The theme of my entire wedding is the house and my grandmother,&#8221; Ivy Getty told Vogue. </p>
<p>Various works of art from Ann Getty&#8217;s home were incorporated into the invitations, and Ivy Getty borrowed jewelry from her grandmother&#8217;s collection to incorporate into her wedding look.  Even Getty&#8217;s ring contained diamonds that were given to her by her grandmother when the bride was a teenager. </p>

<p>SAN FRANCISCO (CBS SF) &#8211; The San Francisco Giants face the Los Angeles Dodgers in the first game of the National League Division Series on Friday, and politicians are expressing their fandom &#8211; as expected.</p>
<p>What is surprising, however, is that some higher profile politicians, like California Governor Gavin Newsom, and United States Vice President Kamala Harris, are not political with their fandom &#8211; they are unabashed Giants fans.</p>

<p>This year&#8217;s NLDS series marks the first playoffs in which the Giants face off against the Dodgers since both teams moved to California in 1957.  The streak is set to be close &#8211; both teams finished the regular season with 107 wins &#8211; and yet some politicians don&#8217;t play with it for sure.</p>
<p>Harris wasn&#8217;t right up there with her choice, but the San Francisco Chronicle reached out to her staff who affirmed their undying support for the Giants.  No wonder, since she had only emphasized her fandom in 2015.</p>

<p>While Harris, who grew up in Berkeley and was once a San Francisco prosecutor, has cheered for the Dodgers in the past &#8211; she wore a Dodgers hat during the 2019 election campaign &#8211; Harris knows where he&#8217;s lying, even with her husband Douglas Emhoff is a Dodgers fan.</p>

<p>Newsom didn&#8217;t wait for a call to share its fandom on Twitter, and even went so far as to drop the hashtag #BeatLa in a state where it represents both teams.</p>
<p lang="en" dir="ltr">As Governor of CA… I was delighted that we were guaranteed a historic playoff series between the two best teams at @MLB &#8211; the @SFGiants and @Dodgers.  Either way, a CA team goes into the next round!</p>

<p>SACRAMENTO (CBS SF) &#8211; Governor Gavin Newsom on Thursday announced a $ 2.75 billion expansion of the state&#8217;s homeless housing initiative, the largest homeless housing investment in the state&#8217;s history.</p>
<p>The massive investment in California&#8217;s Homekey Initiative will be used to buy and renovate buildings such as hotels, motels, vacant apartment buildings, tiny homes, and other properties.  The governor&#8217;s office expects the investment to result in approximately 14,000 permanent, long-term housing options for the state&#8217;s homeless.</p>

<p>&#8220;California is moving at an unprecedented pace to house homeless people through Homekey,&#8221; Newsom said.  “We&#8217;re working hard to find solutions that work &#8211; by addressing the homelessness crisis directly with a constructive, compassionate approach and a focus on caring for people with the most acute behavioral health needs.  This investment will enable us to build on the groundbreaking success of Homekey &#8211; to create more living space faster, more responsibly and more efficiently. &#8220;</p>
<p>Homekey&#8217;s expansion comes after Newsom signed a housing and homelessness financing package earlier this year as part of its California comeback plan.  The plan is investing $ 12 billion in combating homelessness, of which $ 5.8 billion &#8211; including the $ 2.75 billion for Homekey Expansion &#8211; was used to set up up to 42,000 new shelters for the homeless Housing treatment beds used for people with the most acute behavioral health needs.</p>

<p>The Newsom office said the additional homekey funding builds on the $ 846 million initial phase investment that resulted in 94 projects in counties and tribal areas across the state.</p>
<p>Since launching in 2020, Homekey has been the fastest, largest, and most affordable permanent home extension in California history, according to Newsom&#8217;s office.  Within a year of its launch, Homekey provided thousands of Californians with secure protection from COVID-19, creating 6,000 affordable homes in record time and at a fraction of the cost.</p>

<p>In June she saw him on the local news, lying on the floor and being arrested for allegedly throwing a water bottle at Governor Gavin Newsom.  The authorities called the 54-year-old man &#8220;aggressive&#8221;.  It was the first time she had seen him in years.</p>

An estimated 37,000 people freak out between nonprofits and public institutions, pedaling through emergency rooms, prisons and the streets, sometimes for decades, with no one overseeing all of their supplies in a broken system that nobody knows exactly how to fix.</p>

<p>There aren&#8217;t enough places for people like Suzette&#8217;s brother Serge Chaumette who are likely to need long-term clinical care, says Paul C. Webster, director of the Hope Street Coalition.  People with brain disorders need a number of life situations in which to “step off” as they improve.</p>
<p>But government reimbursement for this type of care is low to nonexistent, he says.  For example, Medicaid does not pay for treatment in &#8220;mental illness facilities&#8221; with more than 16 beds.</p>
<p>“The public just doesn&#8217;t know.  They&#8217;re crazy about all the camps and people on the streets because they don&#8217;t understand what it takes to cope with them other than evacuate them, ”said Margot Dashiell, vice president of the East Bay Chapter of the National Alliance on Mental Illness.</p>
<p>Meanwhile, families quietly suffer.  Suzette Chaumette, speaking with The Associated Press, discussed a private pain that only became public after a chance encounter with the highest elected official in the state.</p>
<p>&#8220;Mental health is a family problem,&#8221; she says.  &#8220;It doesn&#8217;t live in isolation.&#8221;</p>
<p>The meeting between the governor and Chaumette in June was brief.</p>
<p>Newsom, 53, was in downtown Oakland promoting small businesses when he was &#8220;approached by an aggressive person,&#8221; said Fran Clader, spokeswoman for the California Highway Patrol, the governor&#8217;s security.  Newsom appeared unharmed and joked about the incident.</p>
<p>Chaumette was jailed and released within a day.  He doesn&#8217;t have a cell phone and his family didn&#8217;t know where he was.</p>
<p>He did not appear at the trial the following month in a separate case allegedly spitting on an officer in March while he was being involuntarily taken to a county mental hospital.</p>
<p>On Friday, Alameda County&#8217;s assistant public attorney Jeff Chorney said Chaumette was being treated for his illness and that all charges should be dropped.</p>
<p>&#8220;We cannot continue treating people with mental health problems by locking them in a cage,&#8221; he said in a statement.</p>

<p>Governments at all levels have been divesting mental health for decades.  John F. Kennedy wanted to replace state asylums with state community hospitals, but the transition never happened.  States began dismantling mental health beds and those that are available are increasingly being reserved for criminal defendants, the Virginia Treatment Advocacy Center reported.</p>
<p>No state meets the gold standard in care, but some cities have innovative programs, said Elizabeth Sinclair Hancq, the center&#8217;s research director.  New York City has a groundbreaking mental health clubhouse that addresses social isolation, while Tucson, Arizona uses a robust crisis center model to connect people to services and bypass prisons.</p>
<p>In recognition of such shortcomings, Newsom signed a $ 12 billion spending plan this year dedicated to homelessness, including converting motel rooms into lodging and improving facilities for people with addictions and mental illnesses.  More than a quarter of the country&#8217;s estimated 580,000 uninhabited residents live in California.</p>
<p>&#8220;We have to be accountable and accountable to do more and get better, and that is exactly what this budget seeks to achieve,&#8221; said Newsom, a Democrat.</p>
<p>Mental health experts say the US needs more of everything: inpatient beds, outpatient treatment, and longer-term housing.  That can seem fantastic, however, given that public health care is underfunded, social workers overwhelmed, and property prices are out of reach, especially in the prohibitively expensive San Francisco Bay Area.</p>
<p>Teresa Pasquini is a former Contra Costa County Mental Health Commissioner who has documented her family&#8217;s struggle to help their son, who has schizoaffective disorder.  She wondered about the man who was accused of throwing a bottle at the governor.</p>
<p>“Mothers like me say, &#8216;Is that one of us?  It sounds like it is, &#8216;”she said.  &#8220;There is nowhere to go and so they are failing and constantly being imprisoned and it&#8217;s a humanitarian crisis that nobody talks about.&#8221;</p>
<p>Chaumette grew up in Oakland, the only son of accountants who fled Haiti&#8217;s political turmoil as a baby.  Like many immigrants, his parents worked hard to give him and his sisters a better life: Catholic school, music lessons, and a cozy home where the family spoke in French.</p>
<p>Bipolar disorder causes dramatic changes in thinking and behavior.  He had his first manic episode in his early 20s, cutting up clothes and smearing car oil around the house, his sister said.</p>
<p>“My mother, my sisters and I looked at each other and said, &#8216;This is not normal,&#8217;” she said.</p>
<p>It took a long time to get the correct diagnosis, and although her brother went through periods of stability, she never stopped.  He hopped around agencies that were not communicating or leaving the people in charge of his care, and there was little consequence, his sister said.  Records show he attempted to continue his education at UC Berkeley, where he was re-enrolled from 1987 to 2003.</p>
<p>The last time the siblings hung out was when he lived in a shabby Oakland halfway house.  But the building burned down in 2017, killing four people.  Chaumette was among those who became homeless in a city where the median monthly rent for an apartment is $ 2,700.</p>
<p>&#8220;The public perception is often that the family kicked the individual out or the family doesn&#8217;t care, but very often they don&#8217;t,&#8221; said Sinclair Hancq, the research director.  &#8220;The family tried.&#8221;</p>
<p>In Alameda County, where Chaumette was arrested, a mental health advisory board is calling for more housing, licensed beds and coordination.  CEO Lee Davis, who also has bipolar disorder, says she is lucky to respond to medication and keep a home and a job.</p>
<p>But living with the disorder can also mean repeatedly shouting a racial slander to remove them from the universe, thinking that your cats&#8217; napping will make up for their lack of sleep, or breaking a window because &#8220;inside and outside are merging&#8221; have to.</p>
<p>Mania shouldn&#8217;t be criminalized, she says.  &#8220;Why isn&#8217;t there a number to call to report a mental crisis?&#8221;</p>
<p>Chaumette has worked in the criminal justice system for decades, mostly for offenses that resulted in suspended sentences.  It is unclear what kind of help he might have received from the courts as health records are confidential and taboo even to the family.</p>
<p>Suzette Chaumette is skeptical of promises made by politicians.</p>

<p>GRIZZLY FLATS, El Dorado County (CBS SF) &#8211; New evacuations were ordered in El Dorado County ahead of the Caldor Fire that exploded over 30,000 acres in the Sierra Nevada on Tuesday when Governor Gavin Newsom declared the county a state of emergency.</p>
<p>The fire has already destroyed dozens of homes and threatens hundreds more buildings, firefighters said.</p>
<p>At 6:30 p.m., the El Dorado County Sheriff issued new mandatory evacuation orders for the following areas:
</p>
<ul>
<li>South side of Highway 50 north of Sly Park to extend west to Snows Road</li>
<li>North side of Highway 50 from Larsen Drive to the west and Ice House to the east</li>
</ul>
<p>Portions of Pollock Pines, a community well known to Bay Area travelers traveling to the Lake Tahoe area along US Highway 50, were evacuated from wildfire Tuesday afternoon.</p>
<p>CHP warned that Highway 50 may have to be closed because of the fire.</p>
<p>According to the Cal Fire update Tuesday night, the fire consumed approximately 30,000 acres without containment after igniting over the weekend in the Cosumnes River Canyon area of ​​the El Dorado National Forest.</p>
<p>The fire was estimated at around 6,500 acres on Tuesday morning.</p>
<p>Access to the fire is extremely difficult due to the steep, rugged terrain, according to the US Forest Service.</p>
<p>A Cal Fire battalion chief said at least 50 homes had been burned down in the Grizzly Flats area as gusty winds drove embers into homes with defensive space.</p>
<p>Cal Fire also confirmed that two civilians were found who were seriously injured in the fire.</p>
<p>One of the fire victims reportedly turned to the fire department in the Grizzly Flats area on Tuesday morning.  These firefighters initially provided initial medical care, but the fire victim was then taken to hospital by rescue aircraft for treatment of serious injuries.</p>

<p>The second person was also found in the Grizzly Flats area and was also transported by ambulance to a hospital for treatment.  The authorities did not provide any further information about the fire victims, who were also seriously injured and required an airlift.</p>
<p>On Tuesday afternoon, Governor Gavin Newsom declared a state of emergency in the El Dorado county because of the fire in Caldor.</p>

<p>The actual number of buildings destroyed and damaged was not known until 1:35 p.m. as the fire conditions were not yet certain to allow assessment teams to be consulted.  Fire officials said the Caldor fire was a rapidly changing incident with dynamic fire behavior and posed a high risk to several inhabited communities.</p>

<p>Cal Fire said Tuesday morning that at least 800 buildings are currently at risk, including apartment buildings and outbuildings.  There are also threats to businesses, commercial forests, vineyards, and other agricultural land.</p>
<p>Firefighters have been working on establishing indirect control lines on the eastern flank of the fire, while, according to the forest service, an emergency line was planned north of the fire.  Fire officials said crews were challenged by staff shortages and other fire incidents in the state.</p>

<p>A red flag warning was in effect in the region until 8 a.m. on Wednesday.  The hot and dry weather over the fire was expected to continue earlier this week and the winds will continue to pick up as the week progresses.</p>
<p>A power outage map from Pacific Gas and Electric showed that more than 1,100 customers in the area were without power as of Tuesday afternoon.</p>
<p><strong>CALDOR FIRE:</strong> Information on incidents, evacuations, maps</p>
<p>The wildfire began on Saturday night about six kilometers south of Grizzly Flats and about three kilometers east of Omo Ranch.  The cause of the fire was still the subject of the investigation.</p>
<p>A local evacuate, Will Berndt, said the fire broke out in an area where a group camped along Dogtown Creek.  Another witness told Berndt that two people with scorched clothing left the premises to alert others to a fire and to leave the area.</p>
<p>“It wasn&#8217;t a big fire, so I thought they might find someone to react to it,” said Berndt.  &#8220;Nothing has happened.&#8221;</p>
<p>Berndt said around 9 a.m. Sunday morning he had returned to the area to take a look and the fire had spread across the Middle Fork Consumnes River towards Omo Ranch and ran along the canyon rim.  At around 11:30 a.m., Berndt said firefighters were using air tankers to fight the fire.</p>
<p>Berndt said that in the decades he lived in the area, he never had to evacuate from wildfire.</p>
<p>&#8220;We talked about it, we&#8217;ve been up here for 43 years and we talked about it, so what if the mountain burns, what are we going to do?&#8221; Said Berndt.  “It&#8217;s like, well, you just take what you can and get out of here.  It&#8217;s one of those thoughts that you see on TV, you see that other communities have to deal with it, and you say, &#8216;Well, that sucks.&#8217;  But you never think we&#8217;re standing in the way of a smelly firestorm. &#8220;</p>

<p>An evacuation center has opened at Fireman&#8217;s Hall at 3734 China Garden Road in Diamond Springs.  People in need of small animal shelters can contact El Dorado County Animal Services at (530) 621-5795.  Large animals were housed at the Amador County Fairgrounds, 18621 Sherwood St., Plymouth.</p>

<p>If there&#8217;s a publication in San Francisco that was as critical of Gavin Newsom as the Bay Guardian, we don&#8217;t know about it.</p>
<p>We have never endorsed Newsom for a local office before.  We resisted his approach of attacking homeless people, which catapulted him into the mayor&#8217;s office.  We opposed his budgets and policies that preferred the rich to everyone else. </p>
<p>In just over a term in office, he created both the failed SFMTA and the city&#8217;s failed homeless policy.  He fronted SPUR&#8217;s &#8220;Muni Reform,&#8221; which created the deeply dysfunctional agency that brought the nation&#8217;s first urban transportation system to its knees, trapped in what the agency&#8217;s current director repeatedly calls the &#8220;death spiral.&#8221;</p>
<p>In the same brief tenure as mayor, he also created the political and political framework &#8211; &#8220;care not cash&#8221; &#8211; for San Francisco&#8217;s disastrous homeless policies and reduced them to a position with a disdain for robust public sector policies to support and maintain affordable housing he&#8217;s carried into the governor&#8217;s office.</p>
<p>In short, Gavin Newsom created the political and political context for two disasters that continue to challenge San Francisco to this day: affordable housing and public transportation.</p>
<p>While Newsom was mayor, San Francisco became a worse place, not a better place.</p>
<p>He didn&#8217;t do much better as governor.  The state is on fire &#8211; and Newsom, as when he was mayor, has made no move to dissolve and let PG&#038;E be taken over by public authorities.  With its own agents enabling the company to devastate the state, its only response was to find ways to save the monopoly.</p>
<p>He supported the Yimby Laws to allow real estate developers to control local land use.  He cannot figure out what to do with the high-speed rail (and the absolute necessity for the future of the state in a time of climate crisis).  He is far too close to the same Sacramento lobbyists who support Republican politics.</p>
<p>And then came COVID.</p>
<p>His administration, filled with political ops pretending to &#8220;do things for the Californians,&#8221; failed to notice that Jerry Brown cut the public health budget to the bone, budget for budget, including money to provide emergency supplies such as personal protective equipment Maintain the health of workers and do not take corrective action to fill the empty stocks.</p>
<p>Newsom should not be held responsible for outages in the early months of the pandemic as no government was ready to respond to a global and rapidly evolving pandemic of airborne virus. </p>
<p>But he gave in to &#8220;business interests&#8221; early on and opened up too early, as would later the governors of the red states and contrary to the line of the current callers.  When events forced him to shut down businesses and offices and produce effective public programs, his true incompetence and fondness for non-bid billion dollar contracts with private companies was revealed.</p>
<p>And then there is unemployment.  Without making a big digression into the state&#8217;s multilevel failure, it has been clear for more than a year (!) That it is a pathetic failure that actually harms unemployed Californians &#8211; millions of them, as the governor declares.</p>
<p>The state vaccination program was handed over to a private health company with longstanding political support through a no-bid agreement negotiated by Newsom&#8217;s employees. </p>
<p>Gavin Newsom is a corporate democrat.  Corporate Democrats always play quick and easy, always looking for a &#8220;win-win&#8221; deal with the private sector where all risk is public and all profits are private.</p>
<p>Newsom has always been about Gavin Newsom first and foremost.  His politics are and always have been aimed at promoting his career.  And this recall is no different.</p>
<p>Newsom&#8217;s arrogance and that of his close advisers this spring allowed him to pretend the recall was just a nuisance and he would easily survive.  He hasn&#8217;t done anything to excite or encourage progressive voters to just assume that &#8211; as in the last election &#8211; we could go with him because there are no options.</p>
<p>And that stance &#8211; and its political scramble &#8211; deterred any leftist candidate who would have both encouraged progressive turnout and would be a credible alternative if Newsom (and it is now a real possibility) loses it. </p>
<p>That was almost certainly a strategic mistake &#8211; for both the governor and the California progressive movement.</p>
<p>So now we are stuck with a bunch of far-right Republicans who, at a critical juncture, could potentially win the government of the nation&#8217;s largest state.  We&#8217;re talking about people who don&#8217;t believe in the minimum wage, who don&#8217;t believe in science, who are supporters of Donald Trump.</p>
<p>There is currently no way that a Republican could be elected governor in this state unless he is removed from office.  And if it did, the result would be terrible.</p>
<p>Let&#8217;s not forget: the US Senate is 50-50 split.  Should Dianne Feinstein &#8211; and it is becoming more likely every day &#8211; not end her term in office, a GOP governor would put a Republican in this seat &#8211; by 2015. That would be the end of the Democratic majority.</p>
<p>We get the topic of enthusiasm.  We&#8217;re not thrilled to endorse a candidate who promised us sole health coverage and then stepped back the minute he took office.  It&#8217;s hard for someone who hasn&#8217;t done anything to tackle income inequality to take to the streets.</p>
<p>But it is time we all on the left face the consequences of sitting it out or voting yes.  There is massive national impact.</p>
<p>There are two questions on the ballot: Should we call Newsom back and who should replace him?  Because of the cowardice of the Democrats, there is no credible alternative.  There is no one to vote on on the back of the voting slip.  We leave it blank.</p>
<p>Newsom will run for re-election in just 15 months.  We strongly recommend a progressive candidate to enroll in primary school. </p>
<p>But now, hold your nose and vote no to the Newsom recall.</p>
