<p>On Saturday, the San Francisco Giants retired the number of Mississippi State legend Will Clark, who is most famous in the Magnolia State for his role in the “Thunder and Lightning” tandem.</p>
<p>During a pregame ceremony at Oracle Park in San Francisco, Clark became the 11th San Francisco Giant to have his number retired.  The Giants placed Clark&#8217;s number 22 between Major League Baseball phenoms in Monte Irvin and Willie Mays, who wore numbers 20 and 24, respectively.</p>
<p>Although the Giants typically retire the numbers of players who are members of the MLB Hall of Fame, the team changed its protocol in 2018 when they retired Barry Bonds&#8217; number and essentially decided to place the same honor on Clark.</p>
<p>“This right here is my Hall of Fame.  To be recognized with the incredible names of this historical franchise is beyond belief,” Clark said during his number retirement speech.  “I always wanted to win and have others around me be winners.  We all did that together here.  I am Will &#8216;the Thrill&#8217; Clark, I am part of San Francisco and I am forever a Giant.&#8221;</p>
<p>The Giants had initially planned to hold Clark&#8217;s number retirement ceremony in 2020, but the COVID-19 pandemic caused the event to be postponed for two years.  The delay seemed a bit serendipitous given the retirement was held in 2022, 22 years after Clark&#8217;s last game as a Giant and one in which the number 22 was honored.</p>
<p>Over his 15-year MLB career, Clark appeared in six All-Star games, won two Silver Slugger Awards, won a Golden Glove award, and hit 284 home runs.</p>

<p>OAKLAND (CBS SF) &#8211; Amid an ongoing debate over the role and size of city police forces, 10 years of Oakland police data shows that the number of shootings and homicides decreased as the city&#8217;s police force grew.</p>
<p>Although the size of the emergency services and the number of homicides and shootings have fluctuated from year to year, the trend is clear.  From 2011 to 2014 there were an average of 105 homicides per year and an average of 501 executions.  Those numbers declined to an average of 85 and 334 from 2017 to 2020 as the average police force increased from 635 in the earlier 4 years to 742 in the later 4 year period.</p>

<p>&#8220;Having a well-staffed police department is part of&#8221; a holistic approach to public safety, Oakland Mayor Libby Schaaf said on Twitter the day before the city council was expected to vote on hiring more officials.  &#8220;We must prioritize ending trauma and loss from crime and violence.&#8221;</p>
<p>The statistics come from an intense debate in Oakland about the size and role of its police force.</p>
<p>Following the death of George Floyd in the summer of 2020, some community activists vigorously advocated downsizing the police force.  A community group, the Anti-Police Terror Project (APTP), helped divert millions of dollars from a proposed police budget to the Violence Prevention Department, which works with people likely to be perpetrators or victims of violent crimes.  This money was earmarked for two police academies.  Upcoming academies start with more than 30 cadets each.</p>
<p>But in 2020 the number of deaths from shootings rose again in Oakland, with 109 people killed by gunfire.  By early December this year, 129 people had been killed in shootings, including a security guard who was shot while protecting a television crew.  Two months earlier, an alleged robbery suspect had been killed in a firefight at a gas station with former police captain Ersie Joyner in Oakland, who was seriously injured.</p>
<p>Meanwhile, the police force has shrunk, the number of employees was reduced to 676 in early December and a further decline is expected.<br />&#8220;This department is really short of resources,&#8221; said Police Chief LeRonne Armstrong, a passionate advocate of more officials, in a recent interview with Bay City News.  &#8220;We have to address the loss of life in this city.&#8221;</p>
<p>Barry Donelan, president of the Oakland Police Officers&#8217; Association, the union that represents officials in Oakland, said the department had so few resources that it could only sort calls.</p>
<p>In response to this situation, city officials are recruiting more officials.</p>
<p>In September, Oakland City Council voted to create an additional police academy, and in early December the council added two more &#8211; bringing the total number of academies planned for the next two years to seven.  And City Council President Pro Tem Sheng Thao, a candidate for mayoral, has proposed a $ 50,000 hiring bonus for senior officials coming to Oakland for work.</p>
<p>Ultimately, Armstrong believes that a city the size of Oakland would need 1,100 to 1,200 sworn officers.  Oakland has 440,000 residents, or about half that of San Francisco, and San Francisco has about 2,000 sworn officers.  By mid-September, San Francisco had fewer than half the murders in Oakland.</p>

<p>But despite the move to strengthen the police force, the debate about their size and role is far from over.</p>
<p>Although police department data suggests a decrease in shootings is related to greater police force, experts studying these trends warn that many elements play a role in increasing or decreasing crime.</p>
<p>Whether more officials will lead to a reduction in violent crime is not an easy question, according to Cory Lepage, professor at the Institute of Criminology at California State University East Bay.  Lepage said that &#8220;intervening variables&#8221; influence the level of violent crime.  Such variables can be anything from population shifts and economic fluctuations to police guidelines and unexpected events like the COVID-19 pandemic.</p>
<p>For the anti-police-terror project, more police force is still not the solution.</p>
<p>&#8220;Perhaps the solution (to Oakland crime) lies in affordable housing, violence prevention, mental health services, and less in the Oakland Police Department (OPD),&#8221; the group wrote in a Twitter post last month.</p>
<p>And for others, policing only works when it&#8217;s combined with other efforts.</p>
<p>&#8220;Reducing violence takes many different approaches,&#8221; said Guillermo Cespedes, director of violence prevention in Oakland and national expert.</p>
<p>Oakland cannot stop or prevent its way out, Cespedes said.</p>
<p>&#8220;You need a balanced approach that includes both.&#8221;</p>

<p>Lots of people are saying goodbye to the Bay Area: Between March 2020 and September 2021, the number of newcomers to the Bay Area fell 45% and the number of departures rose 21%, according to a new report from the University of California.  High housing costs can play a role.  The average home value in San Francisco is now over $ 1.5 million, according to Zillow, and the cost of living, which includes prices for transportation, groceries, utilities, taxes, and childcare, is 169% above the national average for the United States.  According to Sperling&#8217;s Best Places.  Undoubtedly, Bay Area residents departing the Bay Area will miss many things in San Francisco, including culture (the Bay Area has over 40 museums), quality food (more than 4,400 restaurants, including 50 with at least one Michelin star ) and loads of jobs, especially in technology, with Silicon Valley right on the peninsula from the city.  But these alternatives, which let you buy a home for $ 550,000 or less &#8211; added bonus, mortgage rates stay near historic lows &#8211; have some of these advantages at a much cheaper price. </p>

<p>This Idaho city was recently dubbed &#8220;Surge City&#8221; by Inc. magazine and says Boise is on track to become the next Silicon Valley.  This Idaho city has a lot going for it in terms of both career opportunities and outdoor amenities.  If you love the natural beauty of the Bay Area, then you might also love Boise, which includes the Boise River Greenbelt, a 25-mile (25 miles) trail of hiking trails and parks that runs through the center of town.  Boise is also in close proximity to a variety of waterfalls, hot springs, and hiking trails, including the one that leads to Table Rock, a plateau overlooking the Red Desert Basin.  Real estate is about a third the price in Boise compared to San Francisco, and the overall cost of living is lower, although Boise has plenty to do, good food, and access to culture, including exhibits at the Boise Art Museum.  One downside is that Boise residents are tied to land (unlike the Bay Area, which has easy access to the Pacific Ocean). </p>

<p>Home to the prestigious Brown University and the Rhode Island School of Design, plus six other colleges, Providence has plenty to offer if you crave culture.  See exhibitions at the RISD Museum, take a river gondola ride through the city center, or give a guest lecture at one of the universities.  The city, home of Johnson &#038; Wales University, the largest culinary school in the world, has a varied and impressive dining scene with over 100 restaurants that source food from the sea and the countless small farms in the area.  College Hill, a steep incline heading towards Brown, will remind you of the sometimes challenging topography of San Francisco.  If you&#8217;re missing a big city, take a quick trip to Boston for all kinds of entertainment, or hope to catch the train to New York.  However, Providence, which remains surprisingly affordable for the urban northeast, is getting a C-class from Niche for its public schools. </p>

<p>Raleigh, sometimes referred to as the Silicon Valley of the East due to its multitude of technology jobs at city-headquartered companies like Cisco, IBM, and GlaxoSmithKline, was recently named the 12th capital of North Carolina State University by Livability.com The North Carolina Museum of Natural Sciences, the North Carolina Museum of History, and the North Carolina Museum of Art. It is known as the &#8220;City of Oaks&#8221; because of its flowering treetops.  The city has a thriving eatery scene and is home to a handful of celebrity chefs, including former Top Chef candidate Katsuji Tanabe.  Housing is still affordable, but if you are looking for some exciting nightlife you may be disappointed.</p>

<p>San Francisco was ranked sixth in the Trust for Public Lands&#8217; annual ParkScore ranking, which measures access to public parks for city dwellers.  Minneapolis ranks third with 98% of residents living within a 10-minute walk of a park.  That&#8217;s not all that makes Minneapolis unique.  In 2020, eight of the city&#8217;s chefs and three of its restaurants were named 2020 semi-finalists at the James Beard Foundation Awards, meaning those who love fine dining will find plenty to love in Minneapolis. <p><span style="font-weight: 400;">The city of San Francisco says the number of suicidal children has hit record highs as public schools remain closed due to the coronavirus pandemic. </span></p>
<p><span style="font-weight: 400;">Last week the city had an unprecedented one </span><span style="font-weight: 400;">step</span><span style="font-weight: 400;">    and sued its own school district over the ongoing closings that have kept San Francisco&#8217;s more than 54,000 public school students out of the classroom since March 2020.</span></p>

<p><span style="font-weight: 400;">City Attorney Dennis Herrera argued in the lawsuit that the reopening is safe and that the San Francisco Unified School District is hurting the mental health of students by keeping the facilities closed.  The lawsuit also states that school officials are not yet required to come up with a detailed plan for the statutory reopening. </span></p>
<p><span style="font-weight: 400;">In a motion filed Thursday in the San Francisco Superior Court, Herrera provided testimony from hospitals and parents about the psychological effects of the closings on children </span><span style="font-weight: 400;">The Associated Press</span><span style="font-weight: 400;">    (AP). </span></p>
<p><span style="font-weight: 400;">The lawsuit alleges that UCSF Benioff Children&#8217;s Hospital saw a 66 percent increase in the number of suicidal children attending emergency rooms and a 75 percent increase in children hospitalized for mental health problems, AP reports .  The UCSF Children&#8217;s Emergency Department in Mission Bay also saw a record number of suicidal children last month, according to legal records. </span></p>
<p><span style="font-weight: 400;">The city also quotes statements from parents.  One mother said her 15-year-old daughter often cried in the middle of the day in frustration, and she recently found her &#8220;curled up in a fetal position and crying next to her laptop at 11 a.m.,&#8221; according to the AP. </span></p>
<p>Another parent said their 7-year-old son had &#8220;uncontrollable meltdowns&#8221; and their 10-year-old daughter had &#8220;depression and anger&#8221;.  She said she believed her daughter&#8217;s mental health would continue to suffer until schools reopen. </p>
<p><span style="font-weight: 400;">Schools in San Francisco have been allowed to reopen by law since September.  However, the teacher unions have announced that they will not return to face-to-face learning until they are vaccinated, and the district has yet to finalize a deal to reopen. </span></p>
<p>&#8220;We wholeheartedly agree that in-person learning serves students better,&#8221; Laura Dudnick, the school district spokeswoman, told AP.  &#8220;We want the city to provide vaccines to our employees.&#8221;</p>
<p>On Friday, the Centers for Disease Control and Prevention (CDC) released guidelines on safely reopening schools, stating that while COVID-19 vaccination should be a priority for teachers, it is not viewed as a condition for classroom reopening should be. </p>
<p>The agency&#8217;s recommendations focus on the wearing of universal masks by students, staff and teachers, as well as social distancing.  The CDC said schools can customize whether they offer full face-to-face tuition or hybrid learning based on their level of community penetration. </p>
<p><span style="font-weight: 400;">&#8220;Science has shown that schools can be safely reopened before all teachers are vaccinated,&#8221; said CDC director Rochelle Walensky on Friday.</span></p>

When he moved to Dallas, he was pulling a Monica Sherrod from an old friend, and when he returned to Houston &#8220;after an unsuccessful job search, among other things,&#8221; he decided they would be better off with her.  &#8220;I felt it was in the boys&#8217; best interests not to disturb their routine.&#8221;  He said about Cash and his brother Carter, who was not injured and is now with his mother.  “They were comfortable, they were with other children, and it seemed that Monica was a trustworthy person.  This decision, which I made with the best of intentions, has produced a terrible result.  “On May 15th, an intruder was caught by a baby monitor camera sneaking into Cash and Carter&#8217;s bedroom at Sherrod&#8217;s and lifting the boy who was still asleep from his bed.  Two hours later, a passer-by found the child&#8217;s body on the street.  The police said he was stabbed.  18-year-old Darriynn Brown, who has some nebulous relationships with Sherrod&#8217;s family, has been charged with kidnapping and burglary, but police are waiting for forensic test results to make a decision on murder charges.  Investigators have not released a motif, and Brown&#8217;s mother has said she thinks her son is being framed.  Sherrod told reporters Gernon left town after being ordered into rehab by a court.  CrimeOnline received court records showing several pending charges against Gernon in Harris County.  Referring to his legal troubles, Geron said on the tap: “I have to fear for my freedom as the goal of some is to put me in jail instead of mourning the loss of my little boy. &#8220;He did not disclose his location or his legal status. Sometimes he cried and took responsibility for not protecting the twins.&#8221; I paid the highest and most painful price for my poor judgment and I have to live with this devastation every day, &#8221; He said, &#8220;I will never forgive myself. If I could, I would go back and do things differently. This is a nightmare that won&#8217;t go away when I open my eyes in the morning. We just don&#8217;t understand how it makes you so smart and happy.&#8221; Addressing the boys&#8217; mother, Melinda Seagroves added, &#8220;I am so sorry I did not protect him. That is my job as his father and I have not been able to do it.&#8221; , and I&#8217;m sorry. ”As reported by The Daily Beast, Gernon has made a number of arrests over the years and spent 68 days in jail for an attack during 2018 on his father  a dispute over a credit card bill.  The Strange New Twist in the Case of 4-year-old Cash Gernon after his drug abuse charge last November, he failed to appear for a hearing on March 29, 2021, forfeiting a $ 10,000 bond payment.  There is now an open arrest warrant against him.  Johnny Flanagan, whose son gave Gernon a job in his business until they had an argument, told The Daily Beast, “He&#8217;s one of those guys who goes any way, you know, and he&#8217;s going to do good for a few months and then doing bad things for several months and you know, just get up and leave.  &#8220;In the recording, Gernon asked the public opinion court for mercy.&#8221; I can hardly get through a day that doesn&#8217;t take me to a dark place, &#8220;he said.  &#8220;I hope you all could understand how fragile we all are and how quickly things can turn upside down &#8230;&#8221; I would hope that we can all work together and band together to make sure Cash gets justice he deserves. <p>SACRAMENTO, California (KTXL) &#8211; It&#8217;s no secret that during the pandemic, many people decided to change the scene and no more people have moved in any metropolitan area in the country than Sacramento.</p>
<p>According to a new report from CBRE, a real estate services company, the number of people who moved from San Francisco to Sacramento County in 2020 increased by 70% as of 2019.</p>

<p>The data also provides clues as to which parts of the Sacramento population are most active.</p>
<p>Figures collected by CBRE from the United States Postal Service show that the part of the city with the highest departure rate in Sacramento is downtown, where around 1,000 more people moved out in 2020 than the area.</p>
<p>&#8220;In the Sacramento area, individuals were increasingly leaving the urban core,&#8221; said Eric Willett, CBRE&#8217;s director of research.  &#8220;The people who live in dense urban areas, often in rental apartments, have left for the suburbs in greater numbers than in previous years.&#8221;</p>
<p>One of those suburbs that are seeing an increase is the Roseville area.</p>
<p>Real estate agent Carrie Monroe said she urged people who are considering going there to do so sooner rather than later.  Not just for their benefit, but also for theirs.</p>
<p>&#8220;I think now is the time to take the step,&#8221; she said.  &#8220;If we wait later in the year, we will have higher interest rates and prices will be even higher.&#8221;</p>

<p>A record number of Americans are still trying to get away from expensive subway areas even as restrictions continue to ease across the country, according to real estate agent Redfin.</p>
<p>Around 31.2% of Redfin users searched various subway areas nationwide in January and February, up from around 26.1% over the same period in 2020, according to a recent report from the broker.</p>

<p>Although the number of users looking to move has increased steadily in the nation since the pandemic, the past two months have set a new record.</p>
<p>In fact, 31.2% is the highest percentage of users looking to move since 2017 when Redfin started tracking the migration.

<p>According to Redfin, this growth may be due to working from home, which allows the majority of shoppers to effectively prioritize factors like affordability and living close to family and friends rather than being closer to their office.</p>
<p>The majority of users wanted to escape from expensive subway areas such as New York, San Francisco, Los Angeles, Washington, DC, and Seattle.  However, January and February had the largest net outflows in these areas.  This is a measure of how many Redfin.com house hunters wanted to get off a subway before moving in.</p>
<p>In particular, the net outflow of users from New York, San Francisco and Los Angeles has &#8220;increased significantly&#8221; compared to the previous year, according to the report.</p>
<p>Meanwhile, Redfin data shows that net outflow in Washington, DC and Seattle has more than doubled.</p>
<p>Instead of paying the bill for these traditionally expensive locations, users are looking for cheaper housing options nearby.</p>

<p>Philadelphia became the most popular travel destination for people getting off the New York subway, according to the report.  In February, Philadelphia sold an average of $ 238,000, compared to $ 590,000 on the New York subway.</p>
<p>Likewise, people who wanted to leave San Francisco kept an eye on the house near Sacramento.  The typical Sacramento home sold for $ 490,000 in February.  Los Angeles residents, on the other hand, had their eye on San Diego, where the typical home sold for $ 685,000.</p>

<p>Redfin chief economist Daryl Fairweather said this suggests &#8220;the surge in moving from one part of the country to another is likely to outlast the pandemic&#8221;.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; The numbers are staggering and San Francisco residents are now sounding the alarm over the rising number of brazen break-ins in the city.</p>
<p>A recent example is a video posted on Nextdoor given to KPIX 5 by a homeowner in the Cow Hollow neighborhood.  It shows a man attempting to break into a house at 1:52 am on August 22nd, shattering a sense of security.</p>

<p>The homeowner didn&#8217;t want his identity to be revealed, but others say these attempted break-ins were widespread.</p>
<p>&#8220;Our neighbor was broken into and had had another break-in a month earlier,&#8221; said Ginny Fang, who lives in the North Beach neighborhood of San Francisco.</p>
<p>A spokesman for the San Francisco Police Department said they have received more reports of garage break-ins lately.</p>
<p>&#8220;We are doing everything we can to increase patrols and ultimately arrest those who commit these crimes,&#8221; said SFPD officer Robert Rueca.</p>

<p>Fang said thieves stole four of her family&#8217;s bicycles by breaking them and walking in a few weeks ago.</p>
<p>&#8220;You&#8217;re taking a walk around the neighborhood and you see so many holes just punched in garages and wires, the same wire we hooked up with. You see them lying around in the street,&#8221; said Fang.</p>
<p>Another victim, whose home was broken into in late August, posted a photo to KPIX 5 after gathering information about more than 50 incidents from other neighbors.</p>
<p>In San Francisco, burglaries were up 42% in the first nine months of this year compared to the same period in 2019. In the northern district, which includes Pacific Heights, Marina, North Beach and Cow Hollow, the figure is 59%.  79% in Mission and 50% in Richmond.</p>
<p>&#8220;It&#8217;s so hard, the destabilizing feeling, and so much is already happening in the world and even the basic sanctity of your home,&#8221; said Fang.</p>
