<p><strong id="strong-458aa13b5fa66baf8a3b34406170601a">Dec  5, 3:20pm</strong> The restaurant Hilda and Jesse has apologized for refusing to serve three uniformed and armed San Francisco police officers on Friday.</p>
<p>&#8220;We made a mistake and apologize for the unfortunate incident on Friday when we asked members of the San Francisco Police Department to leave our restaurant,&#8221; co-owners Rachel Sillcocks and Kristina Liedags Compton wrote in a statement posted to Instagram Sunday afternoon.  &#8220;We are grateful to all members of the force who work hard to keep us safe, especially during these challenging times.&#8221;</p>
<p>Yelp has added a disclaimer to Hilda and Jesse&#8217;s page, saying the page is being monitored by its support team, after a bombardment of negative reviews earned the restaurant a one-star rating.</p>
<p><strong id="strong-bf0b4c42b92d40eca96625c033b9cd48">Dec  4, 10:30pm</strong> A restaurant in North Beach refused to serve three uniformed and armed San Francisco police officers on Friday, because staff felt &#8220;uncomfortable with the presence of their multiple weapons.&#8221;</p>
<p>Staff &#8220;politely asked&#8221; the officers to leave, according to an Instagram post from the Hilda and Jesse, at an all-day brunch eatery that opened its doors on Nov. 1.</p>
<p>&#8220;We respect the San Francisco Police Department and are grateful for the work they do,&#8221; the post reads.  &#8220;We welcome them into the restaurant when they are off duty, out of uniform, and without their weapons.&#8221;</p>
<p>The statement also added that &#8220;this is not a political statement, we did what we thought was best for our staff.&#8221;</p>
<p>San Francisco Police Chief William Scott tweeted a response on Saturday evening: &#8220;The San Francisco Police Department stands for safety with respect, even when it means respecting wishes that our officers and I find discouraging and personally disappointing.</p>
<p>&#8220;I believe the vast majority of San Franciscans welcome their police officers, who deserve to know that they are appreciated for the difficult job we ask them to do — in their uniforms — to keep our neighborhoods and businesses safe.&#8221;</p>
<p>By Saturday evening, Hilda and Jesse, located at 701 Union St., had been inundated with negative reviews on both Yelp and Google.  It currently has one star and over 400 reviews on Yelp;  the company normally puts a disclaimer on businesses receiving unusually high numbers of reviews due to controversy, but as of Sunday morning, that banner was not added.</p>

<p>San Francisco Police Chief William Scott said Tuesday that an incident last week when police officers were refused service at a local restaurant was “upsetting” and a disappointment.</p>
<p>Scott praised the officers&#8217; professionalism at the Hilda and Jesse restaurant in the city&#8217;s North Beach neighborhood Friday when three uniformed, on-duty officers were asked to leave because employees were uneasy about their service weapons.</p>
<p>&#8220;We wear uniforms but we&#8217;re all humans,&#8221; Scott told CNN&#8217;s Michael Smerconish.  “We get things done to us and said to us that are hurtful, but we have to rise above it and be professional.  That&#8217;s what these officers did.&#8221;</p>
<p>In a since-deleted post reported by local media, the restaurant&#8217;s social media account stated that staff felt “uncomfortable with the presence of their multiple weapons” and the officers were asked to leave.</p>
<p>“We respect the San Francisco Police Department and are grateful for the work they do.  We welcome them into the restaurant when they are off duty, out of uniform, and without their weapons,” the post said.</p>
<p>The restaurant&#8217;s stance sparked a fierce reaction online and it was subsequently inundated with negative comments on review sites such as Yelp.</p>
<p>The owners, Rachel Sillcocks and Kristina Liedags Compton, later apologized in another social media post, stating “We are grateful to all members of the force who work hard to keep us safe, especially during these challenging times.  We hope this will be a teachable moment for us as we repair and continue to build bridges with the SFPD.</p>
<p>&#8220;These are stressful times, and we handled this badly,&#8221; they said.</p>
<p>Scott said he spoke with the owners over the phone on Tuesday and has accepted their apology.</p>
<p>&#8220;One of the things that we have to do, and this was said by the owners of the restaurant, is we have to sit down and have conversations,&#8221; Scott said.  “We know that there are sometimes opposite sides of conversations about police officers and policing.  But we sit down, we have conversations, and we can agree to disagree, but there has to be some civility in this process.&#8221;</p>

<p class="text | article-text">SAN FRANCISCO (AP) &#8212; The owners of a San Francisco restaurant have apologized for turning three police officers off duty over the weekend because their guns made their employees &#8220;uncomfortable.&#8221;</p>
<p class="text | article-text">Restaurant owners Hilda and Jesse apologized in a social media post published Sunday after outcry and calls to boycott the restaurant because officers were told to leave shortly after they sat down on Friday.</p>
<p class="text | article-text">The restaurant owners said in a Saturday post that officers were politely asked to leave the restaurant because the restaurant is a &#8220;safe place and the presence of officers&#8217; guns made us feel uncomfortable.&#8221; </p>
<p class="text | article-text">Officers would be welcome at the North Beach restaurant when off duty, without their uniforms and without their guns, the Post added.  The post was deleted on Monday. </p>
<p class="text | article-text">&#8220;We made a mistake and apologize for the unfortunate incident on Friday when we asked members of the San Francisco Police Department to leave our restaurant,&#8221; said Rachel Sillcocks and Kristina Liegas, co-owners of the Hilda and Jesse restaurant, where apology post .</p>
<p class="text | article-text">&#8220;These are stressful times and we&#8217;ve dealt with them poorly,&#8221; they added. </p>
<p class="text | article-text">On Saturday, San Francisco Police Chief Bill Scott tweeted about the incident and said his department encourages officers to support local businesses and meet members of the community.</p>

<p><strong>LATEST DECEMBER 5, 3:20 p.m. </strong>Hilda and Jesse restaurant apologized for refusing to serve three uniformed and armed San Francisco police officers on Friday.</p>
<p>&#8220;We made a mistake and apologize for the unfortunate incident on Friday when we asked members of the San Francisco Police Department to leave our restaurant,&#8221; wrote co-owners Rachel Sillcocks and Kristina Liedags Compton in a statement posted on Sunday afternoon Instagram was released.  &#8220;We are grateful to all members of the force who work hard to ensure our safety, especially in these challenging times.&#8221;</p>

<p>Yelp added a disclaimer to Hilda and Jesse&#8217;s page stating that the site is being monitored by its support team after a bombing of negative reviews earned the restaurant a one-star rating.</p>
<p><strong>Dec 4, 10:30 p.m. </strong>A North Beach restaurant refused to serve three uniformed and armed San Francisco police officers on Friday because the staff were &#8220;uncomfortable with their numerous guns.&#8221;</p>
<p>According to an Instagram post from Hilda and Jesse, an all-day brunch restaurant that opened its doors on Nov. 1, the staff &#8220;politely asked&#8221; officers to leave.</p>

<p>&#8220;We respect the San Francisco Police Department and are grateful for the work they are doing,&#8221; the post said.</p>

<p>San Francisco Police Chief William Scott tweeted a response Saturday night: “The San Francisco Police Department stands for safety with respect, even if it means respecting wishes that our officers and I find discouraging and personally disappointing.</p>

<p>On Saturday night, Hilda and Jesse at 701 Union Street were inundated with negative reviews on both Yelp and Google.  It currently has one star and over 400 reviews on Yelp;  The company usually issues a disclaimer for companies that receive an unusually high number of reviews due to controversy, but this banner was not added on Sunday morning.</p>

<p>OAKLAND (CBS SF) &#8211; Amid an ongoing debate over the role and size of city police forces, 10 years of Oakland police data shows that the number of shootings and homicides decreased as the city&#8217;s police force grew.</p>
<p>Although the size of the emergency services and the number of homicides and shootings have fluctuated from year to year, the trend is clear.  From 2011 to 2014 there were an average of 105 homicides per year and an average of 501 executions.  Those numbers declined to an average of 85 and 334 from 2017 to 2020 as the average police force increased from 635 in the earlier 4 years to 742 in the later 4 year period.</p>

<p>&#8220;Having a well-staffed police department is part of&#8221; a holistic approach to public safety, Oakland Mayor Libby Schaaf said on Twitter the day before the city council was expected to vote on hiring more officials.  &#8220;We must prioritize ending trauma and loss from crime and violence.&#8221;</p>
<p>The statistics come from an intense debate in Oakland about the size and role of its police force.</p>
<p>Following the death of George Floyd in the summer of 2020, some community activists vigorously advocated downsizing the police force.  A community group, the Anti-Police Terror Project (APTP), helped divert millions of dollars from a proposed police budget to the Violence Prevention Department, which works with people likely to be perpetrators or victims of violent crimes.  This money was earmarked for two police academies.  Upcoming academies start with more than 30 cadets each.</p>
<p>But in 2020 the number of deaths from shootings rose again in Oakland, with 109 people killed by gunfire.  By early December this year, 129 people had been killed in shootings, including a security guard who was shot while protecting a television crew.  Two months earlier, an alleged robbery suspect had been killed in a firefight at a gas station with former police captain Ersie Joyner in Oakland, who was seriously injured.</p>
<p>Meanwhile, the police force has shrunk, the number of employees was reduced to 676 in early December and a further decline is expected.<br />&#8220;This department is really short of resources,&#8221; said Police Chief LeRonne Armstrong, a passionate advocate of more officials, in a recent interview with Bay City News.  &#8220;We have to address the loss of life in this city.&#8221;</p>
<p>Barry Donelan, president of the Oakland Police Officers&#8217; Association, the union that represents officials in Oakland, said the department had so few resources that it could only sort calls.</p>
<p>In response to this situation, city officials are recruiting more officials.</p>
<p>In September, Oakland City Council voted to create an additional police academy, and in early December the council added two more &#8211; bringing the total number of academies planned for the next two years to seven.  And City Council President Pro Tem Sheng Thao, a candidate for mayoral, has proposed a $ 50,000 hiring bonus for senior officials coming to Oakland for work.</p>
<p>Ultimately, Armstrong believes that a city the size of Oakland would need 1,100 to 1,200 sworn officers.  Oakland has 440,000 residents, or about half that of San Francisco, and San Francisco has about 2,000 sworn officers.  By mid-September, San Francisco had fewer than half the murders in Oakland.</p>

<p>But despite the move to strengthen the police force, the debate about their size and role is far from over.</p>
<p>Although police department data suggests a decrease in shootings is related to greater police force, experts studying these trends warn that many elements play a role in increasing or decreasing crime.</p>
<p>Whether more officials will lead to a reduction in violent crime is not an easy question, according to Cory Lepage, professor at the Institute of Criminology at California State University East Bay.  Lepage said that &#8220;intervening variables&#8221; influence the level of violent crime.  Such variables can be anything from population shifts and economic fluctuations to police guidelines and unexpected events like the COVID-19 pandemic.</p>
<p>For the anti-police-terror project, more police force is still not the solution.</p>
<p>&#8220;Perhaps the solution (to Oakland crime) lies in affordable housing, violence prevention, mental health services, and less in the Oakland Police Department (OPD),&#8221; the group wrote in a Twitter post last month.</p>
<p>And for others, policing only works when it&#8217;s combined with other efforts.</p>
<p>&#8220;Reducing violence takes many different approaches,&#8221; said Guillermo Cespedes, director of violence prevention in Oakland and national expert.</p>
<p>Oakland cannot stop or prevent its way out, Cespedes said.</p>
<p>&#8220;You need a balanced approach that includes both.&#8221;</p>

<p>&#8220;We wear uniforms, but we&#8217;re all human,&#8221; said CNN&#8217;s Scott Michael Smerconish.  “We let things be done to us and tell ourselves they are hurtful, but we have to rise above them and be professional.  These officials did that. &#8220;</p>
<p>A now-deleted post reported by local media reported on the restaurant&#8217;s social media account that staff were &#8220;uncomfortable with the presence of their numerous guns,&#8221; and officials were told to leave the restaurant .</p>
<p>“We respect the San Francisco Police Department and are grateful for the work they are doing.  We greet them in the restaurant when they are not on duty, without uniform and without weapons, ”the post said.</p>
<p>The restaurant&#8217;s attitude sparked a violent online reaction and was subsequently inundated with negative comments on review sites like Yelp.</p>
<p>The owners, Rachel Sillcocks and Kristina Liedags Compton, later apologized on another social media post, saying, “We are grateful to all of the members of the troupe who are working hard to ensure our safety, especially in these challenging times for the moment us while we repair and continue building bridges with the SFPD.</p>
<p>&#8220;These are stressful times and we have handled them badly,&#8221; they said. </p>
<p>Scott said he phoned the owners on Tuesday and accepted their apology.</p>
<p>&#8220;One of the things we have to do, and this was said by the owners of the restaurant, is to sit down and have a chat,&#8221; said Scott.  “We know that conversations about police officers and police sometimes have opposing sides.  But we sit down, we talk and we can agree to disagree, but there has to be a certain politeness in this process. &#8221;</p>

<p>Of the 366 San Francisco Police Department employees not vaccinated against COVID-19, 193 have requested religious exemptions to avoid the required vaccines, the San Francisco Chronicle reported. </p>
<p>In June, San Francisco became the first major city to announce that approximately 35,000 city employees must be vaccinated against COVID-19 or risk losing their jobs, the Los Angeles Times reported.</p>
<p>All city employees must be vaccinated by October 13th.  People who work in high-risk environments such as prisons or nursing homes must be vaccinated by September 15th.</p>
<p>At the end of last month, KBCW reported that 88% of city employees had already been vaccinated.  About 2% did not report their vaccination status and 10% said they were not vaccinated.</p>
<p>KGO reported that the measure has been pushed back by city workers, with some city officials saying they would step down when the policy goes into effect.</p>
<p>In August, KGO reported that the city recommended eight officials, seven firefighters and two deputies to be suspended without pay for failing to reveal their vaccination status.</p>
<p>The San Francisco Human Resources Department reported on Chronicle 157 that police officers&#8217; requests for religious exemptions have been tentatively approved.  The department received a total of 296 requests for exemption from religious affiliation from employees of the city, 193 came from the police.</p>
<p>At the time of publication, DHR did not respond to Insider&#8217;s request for comment.</p>
<p>&#8220;The only way out of the pandemic and to protect our employees is to make sure that as many people as possible are vaccinated against COVID-19,&#8221; Mawuli Tugbenyoh, head of politics at the DHR, told the Chronicle: &#8220;The damage that COVID-19 did to our communities, health and livelihoods is now preventable. &#8220;</p>
<p>As of Saturday, 74% of all San Francisco residents were fully vaccinated against COVID-19.</p>
