[Follow our live coverage of President Biden signing the infrastructure bill.]

On December 14, 2021, the San Francisco Board of Directors unanimously passed a law granting domestic workers paid sick leave – the first of its kind in the United States. The regulation, entitled “Equal Access for Domestic Workers to Paid Sick Leave”, provides “portable” paid sick leave that enables people working for multiple households to purchase and consolidate benefits from, and on, multiple “hiring organizations” To access paid vacation they switch between jobs.

How will this work for domestic workers? According to the regulation, domestic workers are entitled to paid sick leave of at least one hour’s net wage at the regular wage of the domestic worker for every 30 hours worked. Both the hiring agency and the domestic worker are responsible for reporting the number of hours worked and the net wage rate to the “Paid Sick Leave System”. While the entitlement to sickness benefit increases in hourly units, the funds are not transferred from the hiring facility to the domestic worker until the domestic worker applies for the funds. In addition, the hiring agency is responsible for any withholding tax deduction or tax reporting obligations for the contribution at the time of transferring the sick pay.

This ordinance is expected to affect the approximately 10,000 San Francisco domestic workers who work in private households. A “domestic worker” in the sense of the ordinance is any person who is employed by a hirer or who has concluded a contract with a hirer for the provision of work or services in an apartment:

Taking care of a child; to serve as a companion or the provision of other non-medical care or services to a sick, convalescent, disabled or elderly person;

Cleaning, cooking, providing food or butler service;

Gardening;

personal organization;

or providing other personal or domestic services at home.

A “domestic worker” also includes a natural person who lives at the personal place of residence of the user company as part of their employment relationship or contract. The ordinance defines a “hiring entity” as any person within the meaning of Section 18 of the California Labor Code, including officers or officers, who, directly or indirectly, or through an agent or other person, including through the services of a temporary employment agency or recruitment agency, or a similar organization that employs, contracts, or hires a domestic worker. Once it goes into effect, the program will be administered by the San Francisco Office of Economic and Workforce Development, which has also been tasked with making it easy to create an app to track performance and transfer funds from a hiring facility to a domestic worker .

The regulation requires a second vote by the board of directors and the signature of the Mayor of London Breed before it comes into force. The regulation is expected to come into force in 2022 when these additional steps are taken. San Francisco domestic workers should consult their employment advisor to ensure they are complying with the ordinance once it goes into effect.

On December 14, 2021, the San Francisco Board of Directors unanimously passed a law granting domestic workers paid sick leave – the first of its kind in the United States. The ordinance entitled “Equal Access for Domestic Workers to Paid Sick Leave” provides for a “portable” paid sickness benefit that enables people working for multiple households to receive, consolidate, and distribute benefits from multiple “hiring organizations” To access paid vacation they switch between jobs.

How will this work for domestic workers? According to the regulation, domestic workers are entitled to paid sick leave of at least one hour’s net wage at the regular wage of the domestic worker for every 30 hours worked. Both the hiring agency and the domestic worker are responsible for reporting the number of hours worked and the net wage to the “paid sick leave system”. While the entitlement to sickness benefit increases in hourly units, the funds are not transferred from the hiring facility to the domestic worker until the domestic worker applies for the funds. In addition, the hiring institution is responsible for any withholding tax deduction or tax reporting obligations for the contribution at the time of transferring the sick pay.

This ordinance is expected to affect the approximately 10,000 San Francisco domestic workers who work in private households. A “domestic worker” within the meaning of the ordinance is any person who is employed by a hirer or who has concluded a contract with a hirer for the provision of workers or services in a residential building:

Taking care of a child; to serve as a companion or the provision of other non-medical care or services to a sick, convalescent, disabled or elderly person;

Cleaning, cooking, providing food or butler service;

Gardening;

personal organization;

or providing other personal or domestic services at home.

As part of the measure, the money will be channeled into a municipal program called the Small Sites Housing Acquisition Program, which will buy apartments whose tenants are threatened with eviction and keep the building affordable over the long term. Mayor London Breed rejected the measure on the grounds that the Small Sites program was problematic. Breed has yet to approve spending on the program, but approving the measure gives advocates more leverage. Once the move was passed, Breed announced a plan to reform the small site program by adding an additional $ 10 million in funding, possibly a sign that she will work with the board of directors to spend the money.

The money was raised through a property transfer tax on property sales valued at more than $ 10 million confirmed by voters last year. The money from this tax goes to the city’s general fund, and the Mayor of San Francisco, London Breed, has been reluctant to use it for affordable housing. Proponents of the development disagree with spending on social housing, saying that given the city’s supply problem, money should be poured into building rather than renovating housing. Proponents of the measure assume, however, that the city could use the income from an expanded housing stock in the long term to eventually build new units.

The program’s ability to buy property on a large scale, keep it affordable and build new units will be a test of the viability of social housing as a sustainable solution to current housing pressures.

NEW KENSINGTON, Pennsylvania (KDKA-TV) – Call it a modern twist on an old concept. In the past, an auditorium pass was nothing more than a piece of paper. However, Pennsylvania’s New Kensington-Arnold School District says it will use some form of “E-Hall Pass” in the future. The steps are designed to improve student accountability and prevent student vandalism due to a social media challenge.

One of the latest TikTok challenges is asking kids to completely demolish school or public toilets and bring them online. The hope is that this new E-Hall pass will keep kids from trying the same thing as their teachers will know where they are at all times as soon as they leave the classroom.

CONTINUE READING: UPDATE: 1 shot, 1 arrested in Campbell; Police activity at the second location calls for on-site protection

So what exactly do the students do?

“Tear paper towel dispensers off the wall, plug the sink, run the water, make funnels for water, tear sensors off the sink and take the toilet, throw it around and dispose of the trash,” said New Kensington School District Manager for Arnold, Chris Sefcheck.

Sefcheck says they saw it mostly in high school. The students have so far torn out and destroyed about 15 paper towel dispensers, which are now set up in an area open to the hallway.

In order to counteract the socially unacceptable behavior caused by social media, the school district will use an e-hall pass system. “If you want to use the toilet, you apply for a passport, the teacher has a PIN code to approve or reject it. If they want to go to a teacher, the teacher must approve it in advance, ”he said.

CONTINUE READING: CDC panel recommends Pfizer COVID vaccine for children ages 5-11

Sefcheck says the system can be used to prevent students who have a history with each other from meeting, and it also limits the number of hall passes that can be issued across the school at the same time.

“We can set the program or the administration can set the program that you and I are not allowed to get a pass at the same time so that we can not meet in the hallways,” said Sefcheck. The school says the E-Hall Pass, along with the use of cameras, will actually help find children who are doing nothing good or needing help.

“Let’s say there’s a fire in the building. You take the role and your child is not here, we can jump right on and see where the child was and look in the general area, ”said Sefcheck.

The district says e-Hall Pass programs are used across the country and region and it just makes sense. “Our thing is to provide levels of student accountability,” said Sefcheck.

MORE NEWS: COVID Vaccine: CoCo County is preparing for rapid distribution of vaccines for ages 5-11

The district plans to have the system fully operational by mid-January. Sefcheck says anyone caught destroying school property will be charged, as some have already done.

A bill touted as a means of helping the housing crisis by streamlining infill and transit-rich neighborhood increases for small apartment buildings, but has been criticized by opponents who said it would make home ownership a competitive sport for pension funds, rental giants and Making other deep pockets passed the meeting on Monday.

The bill, Senate Bill 10, drafted by Senator Scott Wiener, D-San Francisco, was passed by 41 votes to 9 and is now being sent back to the state Senate for final approval before going to Governor Gavin Newsom’s desk. On site, meeting speaker Tem Kevin Mullin, D-South San Francisco, and meeting member Marc Berman, D-Palo Alto, voted in favor.

SB 10 allows cities to voluntarily expand non-overgrown areas near transportation routes or in existing urbanized locations to 10 unit buildings without going through California’s Environmental Quality Act. Cities can also designate these projects as legitimate, meaning that they can be ministerially approved without a lengthy approval process. According to the Vienna office, it is currently illegal to build more than one residential unit per plot in single-family zones.

The bill was defeated by Livable California, which challenged the bill’s ability to resolve the housing crisis and whose officials said it would create gentrification and increase land speculation. Livable California also opposed Senate 9 bill, authored by State Senate President Toni Atkins, D-San Diego, that would allow for split and semi-detached houses in areas that are currently single-family home.
