<p>LIVERMORE (KPIX 5) – A power surge in Livermore early Tuesday fried thousands of appliances and likely caused hundreds of thousands of dollars in damage, as it impacted 521 homes.</p>
<p>Pacific Gas &#038; Electric Co. said it happened around midnight Monday night into Tuesday morning when a palm frond falling across a high voltage distribution line and a lower voltage transmission line at Elaine Avenue and Holmes Street in Livermore.</p>

<p>It caused a power surge so powerful it blew the meters off houses and fried electronics.</p>
<p>“I had the TV on and I literally can see the smoke and sparks flying.  It was like a big fire, poof, and then it was over.  Completedarkness.  It was scary,” said Christy Garcia, one of the impacted homeowners.</p>
<p>&#8220;Our dishwasher we just bought is like completely destroyed, coffee maker, Xbox, monitors are fried,&#8221; Garcia recalled.</p>
<p>Neighbors also said they lost solar panels, pool pumps, hot tubs, TVs, computers and other small electronics, garage door openers, kitchen appliances, HVAC systems, sprinkler controllers &#8211; basically anything that was plugged in when the surge hit.</p>
<p>“How do you have that much electricity going through your house at one time to cause that much damage?”  Garcia wants to know.</p>

<p>“We&#8217;re extremely busy right now.  Non-stop calls,” said Tim Agront, is one of the project managers for Five or Free, a local Livermore electrical company.</p>
<p>Agront told KPIX 5 that they have worked on 36 houses Tuesday and 43 houses Wednesday.</p>
<p>“Cost of repairs that I&#8217;ve seen, probably on the high end, would be at least up to $40,000-$50,000 and that&#8217;s just in appliances alone,” he says.</p>
<p>PG&#038;E said impacted homeowners can file a claim on their website but told KPIX 5 in a statement that “Although the palm tree was not in PG&#038;Es right of way and we are not responsible for its maintenance, we will review and consider each claim.”</p>
<p>Agront said one way to prevent something like this from damaging electronics in your home is to have a whole house surge protector installed or ensure all electronics are plugged into strip surge protectors before they&#8217;re plugged into the wall.</p>

<p>QUINCY, Plumas County (CBS SF) &#8211; Blown fuses on a Pacific gas and power line are being investigated for a possible cause of the Dixie Fire in Butte and Plumas counties, which quickly grew to more than 30,000 acres overnight Combination of “fuel, topography and weather”.</p>
<p>Meanwhile, new evacuations were underway in several rural communities as the fire progressed in the rugged terrain near the Bucks Lake Wilderness Area.</p>
<p>During the Cal Fire&#8217;s Sunday night briefing, the fire spanned 18,702 acres.  By Monday morning, the fire zone had grown to 30,074 acres.</p>

<p>PG&#038;E said a utility repairman discovered fuse damage on a power line on July 13 after the company&#8217;s outage system indicated that the Cresta Dam on Highway 70 in Feather River Canyon was losing power.</p>
<p>&#8220;The responding PG&#038;E troublemaker was remotely observing what he thought was a blown fuse on the PG&#038;E Bucks Creek 1101 12kV Overhead Distribution Circuit uphill from his location,&#8221; the utility said in a report of an electrical incident at California Public Utilities Commission.</p>
<p>“Due to the demanding terrain and the road works that led to the bridge being closed, he was only able to reach the mast with the safety device around 1640 o&#8217;clock.  There he saw two out of three fuses blown and a healthy green tree leaning into the Bucks Creek 1101 12 kV conductor that was still intact and hanging on the mast. &#8220;</p>
<p>“He also observed a fire on the ground near the tree trunk.  The interferer manually removed the third fuse and reported the fire.  His supervisor called 9-1-1 and the 9-1-1 operator replied that they know the fire and are responding.  Air support from Cal Fire arrived on site around 5:30 pm and began to drop fire retardants and water. &#8220;</p>
<p>In a statement on KPIX 5, PG&#038;E said it had filed a report with state regulators about the incident.</p>
<p>“Yesterday, PG&#038;E filed an Electric Incident Report (EIR) with the California Public Utilities Commission (CPUC) regarding the Dixie Fire in Butte and Plumas Counties.  The information provided by PG&#038;E is preliminary and the Company has presented this report with great caution in light of the collection of PG&#038;E facilities from CAL FIRE in connection with its investigation.  PG&#038;E is cooperating with the CAL FIRE investigation. &#8220;</p>
<p>PG&#038;E equipment has been blamed for a number of major forest fires in the state over the years, and it wasn&#8217;t the first time the utility has been investigated as a source of a forest fire in the area.  Cal Fire found that the 2018 campfire that killed 85 people and destroyed the town of Paradise was caused by PG&#038;E electrical transmission lines in the Pulga area.</p>

<p>Speaking at the briefing, Tony Brownell, the commander of the Cal Fire incident, said the firefighters faced a major challenge in fighting the northeastern area of ​​the massive fire.</p>
<p>“Today was a very active day by the fire,” he said.  “There are three things that really affect a fire: fuel, topography, and weather.  All three came into effect today when the fire became very active on two different sides of the fire. &#8220;</p>
<p>Brownell said the crews were trying to create a &#8220;catcher&#8217;s glove&#8221; out of lines of fire to keep the fire from moving north.  Cal Fire also focused on not letting the fire advance towards Concow and Magalia, two towns in Butte County that were hit by the deadly 2018 bonfire.</p>
<p>The fire was fueled by winds and embers that were kicked up in a massive pyrocumulus cloud that rose thousands of feet above the fire.</p>
<p>&#8220;It got very active here, this is where you saw the column of smoke from the valley,&#8221; Brownell said, pointing to the eastern part of the fire on the map.  &#8220;All the overheated air rises in the atmosphere &#8230; So it got over the Feather River down to (over) Tobin.&#8221;</p>
<p>The embers lit point fires in the dry scrub and in the trees, which accelerated the spread of the fire.  The advancing fire forced officers to close Highway 70.</p>
<p>“It (big column of embers) is very common, especially in recent years, because our fuels are so dry from the drought, they kill insects, everything is absorbent.  So if a spark falls into the unburned brush, it will most likely start a fire, ”Brownell said.</p>

<p>The fire was contained to 15 percent on Sunday night, 1,918 firefighters fought the fire that threatened 810 buildings.</p>
<p>New evacuation orders were issued on Sunday evening for the Jonesville and Philbrook areas of Butte County and High Lakes, and for homes on the Butte / Plumas County line east of Twain, Meadow Valley and Bucks Lake.</p>

<p>The shares of PG&#038;E Corp.  PCG, + 0.77%, rose 0.9% in pre-trading on Monday after the California-based utility announced an agreement to sell its San Francisco headquarters to Hines Atlas US LP for $ 800 million.  The utility announced that it would distribute the proceeds of $ 390 million to $ 420 million in sales to its customers, subject to approval by the California Public Utilities Commission (CPUC). <p>San Francisco and PG&#038;E are at it again, this time with city officials opposing supposedly expensive changes in the way their infrastructure connects to the utility&#8217;s masts and lines.</p>
<p>City guides say the changes Pacific Gas and Electric Co. is seeking are far too costly and could force the government to install unnecessary devices, such as meters on street lights, that are not currently available.</p>
<p>The San Francisco Public Utilities Commission estimates that the upgrade cost could exceed $ 1 billion and that PG &#038; E&#8217;s monthly electricity bill could ultimately increase by several million dollars.</p>
<p>However, PG&#038;E says it is merely updating certain electricity tariffs and terms of service, and making the way San Francisco is treated more in line with utility industry standards.  The company denies the changes would require unnecessary and expensive infrastructure improvements, including meters on street lights.</p>
<p>Still, the dispute being fought before federal energy regulators is fueling renewed cries from some San Francisco leaders to take over PG &#038; E&#8217;s local power lines &#8211; the city attempted to do so in 2019 and failed.</p>
<p>&#8220;The utility is trying to drive the city out of the electricity business by imposing extreme fees and technical requirements,&#8221; said City Attorney Dennis Herrera, who recently appointed Mayor of London Breed to head the SFPUC.  &#8220;This is just one example of the current relationship with PG&#038;E becoming increasingly untenable.&#8221;</p>
<p>San Francisco has tens of thousands of street lights, traffic lights, and other small power consumers connected to the PG&#038;E system without a meter.  City officials say PG &#038; E&#8217;s revisions to wholesale deadlines could require them to add extra meters to each mast, an unnecessary and in some places impractical requirement that, along with other infrastructure work, could cost more than $ 1 billion.</p>
<p>The city is currently buying electricity for many of its residents through a municipal electricity program called CleanPowerSF, which distributes energy through PG &#038; E&#8217;s masts and lines.  But the city also generates and powers city-owned buildings and infrastructure, including street lights and traffic lights, which would be affected by changes in PG &#038; E&#8217;s wholesale prices and terms.  City officials fear such links could become PG&#038;E retail accounts as a result of the changes.</p>
<p>&#8220;We won&#8217;t be able to use our own electricity to power the street lights we own,&#8221; said Barbara Hale, SFPUC deputy general director for energy companies.  “It&#8217;s a ridiculous amount of equipment that isn&#8217;t needed for safety or reliability.  It is just an engineered economic barrier to providing low cost street lighting services. ”</p>
<p>PG&#038;E spokeswoman Jennifer Robison said in an email that the company is putting an end to &#8220;the anachronistic concept of unmeasured load service between two utilities.&#8221;</p>
<p>&#8220;Inadequate service was originally offered to San Francisco by PG&#038;E decades ago because San Francisco had no utilities and it was prohibitive to measure very small loads,&#8221; said Robison.  &#8220;Times have changed and it is no longer good practice not to measure loads, which can lead to operational blind spots and administrative challenges.&#8221;</p>
<p>However, she said San Francisco doesn&#8217;t need to install a meter on every street lamp.  Rather, the city will switch to the same type of wholesale tariff as other jurisdictions next year &#8211; and it will still be able to power meterless streetlights through CleanPowerSF, Robison said.</p>
<p>Still, San Francisco officials believe the change would be far less beneficial than the current regime.  In a statement, the SFPUC said PG&#038;E appeared to have attempted to make its electricity wholesale terms &#8220;so uneconomical or physically impracticable that customers will be forced to use PG&#038;E retail services&#8221;.</p>
<p>Even if CleanPowerSF provided power to street lights, much of the revenue from the electricity bill would go to PG&#038;E &#8211; unlike the current setup, where the city controls that infrastructure and invests the bill proceeds back into the system, the SFPUC said.</p>
<p>The dispute began in September when PG&#038;E petitioned the Federal Energy Regulatory Commission to revise the tariffs and terms for wholesale electricity services that San Francisco and other public utility customers receive from the company.</p>
<p>In accordance with the regulator&#8217;s process, the changes proposed by PG&#038;E took effect immediately, subject to later refunds if regulators override the company.  San Francisco and several other major electricity customers have protested the changes in front of the agency, but the issues could take a year or more to resolve, the city says.</p>
<p>PG&#038;E says the changes being sought are the first revisions to wholesale distribution tariffs since 2013.  It claims San Francisco and other customers subject to these tariffs have not paid their fair share, forcing other customers, including households and businesses, to source retail power from PG&#038;E to make up the difference.  PG &#038; E&#8217;s plan brings wholesale customers in line with current costs and provides a formula for future changes, the company said.</p>
<p>San Francisco officials say one of the major changes could force city facilities to connect to corporate infrastructure at the more expensive primary voltage level, rather than the less expensive secondary voltage level the city now has in more than 2,000 locations.</p>
<p>The change would apply to all new projects when the city connects its equipment to PG &#038; Es, as well as to the existing urban infrastructure when it is upgraded.  City officials say primary connections require a lot more electrical equipment compared to secondary connections, which can add hundreds of thousands of dollars in price and take up significantly more space.</p>
<p>Robison, the PG&#038;E spokeswoman, said the switch to primary voltage service at all locations was &#8220;appropriate for utility-to-utility connections.&#8221;  San Francisco is one of only two government agencies receiving secondary voltage services from PG&#038;E, and the other, the Western Area Power Administration, has an agreement with the company that allows secondary service to continue through 2024, Robison said.</p>
<p>&#8220;I think it&#8217;s also important to keep in mind that as PG&#038;E moves to primary voltage connections, it is moving towards industry standards, followed by nationwide utilities,&#8221; Robison said in her email.  &#8220;Primary connections improve the safe and reliable operation of any utility&#8217;s systems and facilities by making it easier to keep track of equipment ownership and isolating it for emergency repairs and other maintenance and service issues.&#8221;</p>
<p>San Francisco has been skeptical of PG &#038; E&#8217;s arguments about the abolition of the secondary voltage service, in part because the city believes PG&#038;E did not fully justify the changes and their potentially dramatic effects.</p>
<p>In any event, both Hale and Herrera, the city attorney, said PG &#038; E&#8217;s revisions highlight the need for the city to purchase PG &#038; E&#8217;s local electrical infrastructure.  But it&#8217;s a challenging option to pursue.  San Francisco made a $ 2.5 billion offer in 2019 to acquire PG &#038; E&#8217;s masts and lines that serve the city, but the proposal was immediately rejected by the company, which said its assets in the city were not for sale and the offer is too low anyway.  San Francisco renewed its offering last year, again without success.</p>
<p>Herrera said he hoped PG&#038;E executives &#8220;come back to the table&#8221; to discuss a purchase in San Francisco, but noted the city had other legal options &#8211; he said it was premature to them to discuss &#8211; if they don&#8217;t.</p>
<p>Michael Wara, director of Stanford University&#8217;s climate and energy policy program, said the city could try at any time to use its pre-eminent domain powers to force PG&#038;E to sell its local power system.  But it would be a costly endeavor that could drag on for a decade, especially if PG&#038;E resisted.</p>
<p>&#8220;That would be a huge undertaking,&#8221; said Wara.  &#8220;If the city really wants that, it can. But it&#8217;s not a quick process.&#8221;</p>

<p>The buyer is a Delaware-based partnership called Hines Atlas US.</p>
<p>The sale means PG&#038;E is on the way to gradually relocating its new Oakland headquarters.  That should start in the first part of next year.</p>

<p>The new headquarters are located in the 28-story Kaiser Center skyscraper on Lake Merritt.</p>

<p>SAN FRANCISCO (KRON) &#8211; Pacific Gas &#038; Electric sells its San Francisco headquarters.</p>
<p>The $ 800 million deal was announced on Monday.</p>
<p>Hines Atlas US LP will acquire the PG&#038;E complex at 77 Beale St and 245 Market St pending approval from the California Public Utilities Commission to repay the net income generated by the sale to PG&#038;E customers.</p>
<p>The utility company will move to a new location in Oakland. </p>
<p>The new PG&#038;E headquarters at 300 Lakeside Drive will be ready for occupancy by 2022 &#8211; and is expected to cut costs for the utility company. </p>

<p>&#8220;We work hard every day to make fundamental changes to PG&#038;E and to deliver what our customers expect and deserve,&#8221; said Patti Poppe, chief executive officer of PG&#038;E Corporation.  “We are committed to keeping customer costs as low as possible.  One way to do this is to sell non-core assets, including real estate.  This sale and move will result in cost savings that will directly help reduce customer bills.  At the same time, it will provide us with an efficient and effective workspace in the Bay Area as we focus on delivering for all of the communities we serve.  &#8220;</p>
<p>PG&#038;E will propose to CPUC to distribute over $ 300 million from sales to customers to offset future customer tariffs. </p>
<p>PG&#038;E also plans to consolidate two additional satellite office locations in East Bay &#8211; 3401 Crow Canyon Road in San Ramon and 1850 Gateway Boulevard in Concord &#8211; into its new headquarters in Oakland.</p>

<p>Fierce Diablo winds are expected to hit Northern California this week, creating an increased risk of fire in the burn-torn region and prompting Pacific Gas &#038; Electric Co. to prepare for potential blackouts in parts of 43 counties, warned utilities.</p>
<p>In part of the Sierra Nevada, which extends to the south of the Santa Cruz Mountains, power outages could occur from Wednesday, according to PG&#038;E. </p>
<p>Two dangerous wind events are expected this week &#8211; the first one begins on Wednesday afternoon or evening and extends through Thursday morning and the second develops on Thursday evening and runs through Friday morning, forecasters said. </p>
<p>On Monday morning, the National Weather Service released a fire weather watch for late Tuesday through Friday morning, predicting that the strongest gusts of the first wind event would occur overnight from Wednesday through Thursday.  The greatest threat is in the mountains of northeastern counties Napa and Sonoma, where the destructive glass fire is still raging, according to the weather service.</p>
<p>&#8220;Any fires that start are likely to spread quickly due to a combination of dry fuel, windy northerly winds, and low humidity,&#8221; the forecasters said.</p>
<p>In anticipation of the winds, PG&#038;E announced that the power supply could be cut from Wednesday to Friday for parts of the following counties: Butte, Colusa, Glenn, Humboldt, Lassen, Plumas, Shasta, Siskiyou, Tehama, Trinity, Alpine, Amador, Calaveras El Dorado, Nevada, Placer, Sacramento, Sierra, and Yuba.</p>
<p>Parts of 24 other counties &#8211; Lake, Marin, Mendocino, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma, Alameda, Contra Costa, San Benito, San Joaquin, Stanislaus, Trinity, Yolo, Fresno, Inyo , Kern, Madera, Mariposa, Tulare and Tuolumne &#8211; could experience shutdowns for a shorter period of time, utility officials said.</p>
<p>The shutdowns are unlikely to affect entire counties, PG&#038;E said, noting widespread outages in the Bay Area are unlikely. </p>
<p>    The agency says the areas most likely to shutdown are the foothills of the northern sierra;  the middle and higher peaks of the Sierra, generally north of Yosemite;  the northern Bay Area Mountains near Mt. St. Helena;  small bags in the East Bay Area near Mt. Diablo;  the Oakland Hills east of Piedmont;  the elevated terrain east of Milpitas around the Calaveras Reservoir;  and parts of the Santa Cruz and Big Sur mountains.</p>
<p>The utility has agreed to pay $ 25.5 billion to settle claims for damages in a previous series of fatal fires stemming from its equipment and for the involuntary manslaughter in Northern California in 2018, the deadliest corporate crime in US history, known to be guilty of 84 involuntary manslaughter.</p>
<p>The company has vowed to revamp its operations and focus more on security to avoid starting another catastrophic fire.  But it is now being examined for its possible involvement in the deadly Zogg Fire.  California investigators consider the company&#8217;s equipment to be a possible cause of the fire that killed four people and burned more than 56,000 acres in the Sierra Nevada.</p>
<p>The California Department of Forestry and Fire Protection included some of the utility&#8217;s equipment in its investigation, PG&#038;E said in a report to the US Securities and Exchange Commission.  The utility filed a preliminary report of the incident with state regulators, stating in a statement that it was working with investigators.  Cal Fire has not yet determined the cause of the fire.</p>
<p>Temperatures across the state are expected to rise throughout the week, with parts of the Central Valley nearing record highs, according to the National Weather Service.  Dry winds are expected to sweep the Sacramento Valley at speeds of up to 30 mph as of Monday.</p>
<p>&#8220;A warming and drying trend will happen this week as high pressure builds up across the state,&#8221; PG&#038;E officials said in a statement in which gusts in the mountains of the North Bay Area and Northern Sierra are at or over 50 miles / h were estimated.</p>
<p>Northern California was burned by historic forest fires that year, with 4 million acres burned.  The August Complex, the largest fire in the state&#8217;s history, is still burning in the Mendocino National Forest on Monday morning, according to Cal Fire. </p>
<p>Parts of the region are already exposed to an increased fire risk with above-average temperatures and windy conditions.  Air quality warnings remain in effect throughout the San Joaquin Valley and central California due to forest fires, according to the National Weather Service Forecasting Center in Hanford.</p>
<p>National Weather Service meteorologist David King said the winds built up in the northeast and blew offshore, leaving warm temperatures and dried fuel.  The winds are expected to be strongest at high elevations in the North Bay Mountains, East Bay Hills, and Santa Cruz Mountains, King said.</p>
<p>&#8220;We&#8217;ll still see winds making it into the valleys, but it won&#8217;t be very strong or excessive,&#8221; he said.  “If you have strong winds, you are very concerned about the tall fire.  That will really stay in the higher elevations now.  &#8220;</p>
<p>Temperatures in the Los Angeles area are expected to hit sultry highs again this week, with areas in the San Fernando Valley approaching 100 degrees.  The beaches will float in the 80s, said weather service meteorologist Mike Wofford.  A heat warning for a large part of the region is expected to come into force on Tuesday at 11 a.m. and, according to the weather service, will continue until Friday 5 p.m.</p>
<p>&#8220;It&#8217;ll just be hot and dry, not our usual morning low clouds and fog,&#8221; said Wofford.</p>

<p>Add to this a utility-backed bill passed this week by the Legislative Committee on Utilities and Energy.  If passed, the proposal would also take into account monthly fees for future and current solar users.</p>
<p>“It really hurts.  For us, the incentives would have been a big deal, ”said Concord Resident Nick Dragich.</p>
<p>Bernadette Del Chiaro of the California Solar &#038; Storage Association told KPIX 5, “PG&#038;E and other utilities don&#8217;t like it when you generate your own energy.  They want you to buy their product and commit to their system.  &#8220;</p>
<p>The utility is proposing to lower the balances of users who are now paying 25 cents per kilowatt hour to less than half that rate.</p>
<p>&#8220;Now is the time to make sure we don&#8217;t burden customers who can&#8217;t or won&#8217;t install a solar system,&#8221; said Ari Vanrenen, spokesman for Pacific Gas &#038; Electric Company.</p>

<p>San Francisco-based consumer advocacy groups like TURN (The Utility Reform Network) want a credit cut but don&#8217;t believe PG &#038; E&#8217;s proposal will ultimately benefit lower-income homeowners and renters.</p>
<p>“We have to have a solar plan that is fair for people who don&#8217;t benefit from it.  That&#8217;s why we need to lower the solar tax, ”said Mark Toney, Executive Director of TURN.</p>
<p>The solar industry said the utility&#8217;s proposal would undo progress toward a greener future, create more profit for PG&#038;E, and less incentive for rooftop systems, which are utilities&#8217; most threatening competitor.</p>
<p>“This would fundamentally affect the profitability of solar energy for consumers.  Most people won&#8217;t, and it&#8217;s going to kill a lot of jobs and businesses, ”said Del Chiaro.</p>
<p>The public utility commission overseeing PG&#038;E is expected to take a decision on the proposal in January 2022.</p>
