<p>Atherton&#39;s former arborist has been identified as the woman found stabbed to death in her Menlo Park home.</p>
<p>Kathleen Anne Hughes Anderson, 62, was the arborist for the City of Atherton for 22 years, from November 1989 until her retirement in November 2011. She was the widow of Billy &#8220;Andy&#8221; Anderson, who owned Dahl <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="Plumbing" data-wpil-keyword-link="linked">Plumbing</a> on Alma Street in Palo Alto. Andy Anderson died in 2007.</p>
<p>Before his death, the two were married for about 30 years and had no children.</p>
<p>Anderson was from Decatur, Illinois, and came to California to attend school in the 1980s, said her brother-in-law, Barry Anderson, who also works for the post office. The couple were regulars at the Alpine Beer Garden in Portola Valley.</p>
<p>Anderson was known for her green thumb at work and at home. Barry Anderson said her garden at her home at 925 Valparaiso Ave. was &#8220;amazing.&#8221;</p>
<p>Atherton Town Clerk Theresa DellaSanta said Anderson &#8220;was very passionate about her work as an arborist.&#8221;</p>

<p>&#8220;She had a deep passion for landscaping and trees, and she shared that love with many of our town residents by spending time with them in their gardens and giving them insight into tree pruning and planting,&#8221; DellaSanta wrote. &#8220;It was the little things Kathy did around town that residents remember and came to love about her. Kathy was a beacon of positivity to all who came into contact with her, and her impact on the trees in Atherton will last for many generations to come.&#8221;</p>
<p>Police found Anderson stabbed to death in her home on Wednesday (Dec. 12) after receiving a 911 call from Daniel Baggett, a former tenant of Anderson&#39;s. Baggett told police to The Post he stopped by at 5 p.m. on Wednesday after driving by and noticing her garbage cans were still on the side of the road a day after garbage collection. He also saw that her bedroom window, which was normally open, was closed, he said.</p>
<p>Baggett said he saw the back door was open and went into the house. He spotted Francis Wolke, 36, of Cincinnati, Ohio, at the top of the stairs. Baggett called 911. Police arrested Wolke on suspicion of first-degree murder.</p>
<p style="text-align: center;"><strong>Was there a connection between the three people?</strong></p>
<p>District Attorney Steve Wagstaffe said Friday that his office and Menlo Park police are still investigating the connection between Wolke, Baggett and Anderson, if there is one. Wagstaffe said the relationship between Anderson and Baggett was not rosy and that investigators are &#8220;digging&#8221; into the pasts of the three people to find a connection.</p>
<p>Wolke had an arrest warrant issued by the Santa Clara County Sheriff&#39;s Office for prowling and drug possession from a 2014 case.</p>
<p>While police believe Wolke&#39;s current address is in Cincinnati, records indicate he was living in San Francisco in 2014. Wagstaffe said Wolke has not made any statement about why he allegedly murdered Anderson.</p>
<p>Wagstaffe said Anderson died as a result of being stabbed in the head with a &#8220;sharp object,&#8221; but because the investigation is ongoing, he could not yet identify the object.</p>
<p>Wolke is in prison without bail.</p>

<p>The San Francisco Air Mail Center — the post office within the San Francisco International Airport — will close for good Thursday following the non-renewal of the site&#8217;s lease by the airport.</p>
<p>US Postal Service spokesperson Evelina Ramirez confirmed March 31 will be the last day of operation for the location at 660 W. Field Road that dates back to the 1960&#8217;s.  The Postal Service issued a letter in January indicating it might suspend service at the location, and another last week verifying the closure.</p>
<p>The decision to not renew the lease on the airport-owned property was made in August 2020, at which time the Postal Service was notified, according to SFO spokesperson Doug Yakel, who said the lease expires in August this year.</p>
<p>He said the airport plans to use the site for “future facility development,” likely a mix of cargo facilities and aircraft parking.  While the Airport Commission awards leases and their extensions, it does not hear lease expirations or decisions not to renew leases, he said.</p>
<p>Ramirez said the Postal Service preferred to remain at the location but was “basically told we needed to leave.”</p>
<p>Mail service at the location will be transferred to the post office at 820 Stanton Road in Burlingame.  Those with PO boxes at the airport location will be accommodated in Burlingame beginning April 2, and the transfer of service will be completed April 6, according to the Postal Service.</p>
<p>The Burlingame location is open 10:30 am to 1 pm and 2 pm to 5 pm Monday to Friday, and closed on weekends.</p>

<p>The Post Baccalaureate RN Residency Program (PB-RNR) is a nationally funded training program through the Office of Academic Affiliations (OAA).  The mission of the San Francisco VA PB-RNR is to provide a one-year transition to practice training program for post baccalaureate registered nurses supporting role socialization through robust, veteran-centric clinical and didactic learning experiences.  The PB-RNR offers new nurses the opportunity to gain confidence and competence through enhancing the knowledge, skills, and attitudes necessary to care for our nation&#8217;s veterans.</p>
<h3 id="about-the-pb-rnr"><strong>About the PB RNR</strong></h3>
<p>Throughout the one-year PB-RNR program, the resident nurse is supported with 100% protected learning time to master the complexities of providing nursing care as an advanced beginner to a competent care provider.  The robust veteran centric curriculum is designed using the 2021 CCNE Standards for Accreditation of Entry-to-Practice Nurse Residency Programs and consists of a comprehensive four-part clinical rotation and didactic training program.  Residents participate in precepted clinical rotations in ambulatory, acute and specialty care areas and conclude the program with leadership development training.  Nurse residents participate in engaging and interactive didactic learning experiences, specialized training opportunities, interprofessional collaboration, and professional role socialization in areas like evidence-based practice, quality improvement, and early career development.  Upon completion of the one-year PB-RNR, nurse residents are eligible for hire in a variety of locations within the SFVAMC.</p>
<h4>PB-RNR Program Objectives</h4>
<p><strong>At the conclusion of the Post-Baccalaureate Registered Nurse Residency Program the participant will be able to: </strong></p>
<ul>
<li>Demonstrate enhanced confidence and competence from entry-level, advanced beginner nurse to competent, autonomous professional nurse through a one-year, veteran-centric PB-RNR.</li>
<li>Apply the knowledge, skills, and attitudes necessary to provide effective decision-making skills and sound clinical judgment for the care of veterans.</li>
<li>Use effective communication and collaboration skills with nursing and interprofessional teams to ensure quality and safety in the care of veterans.</li>
<li>Apply research and develop evidence-based practice standards to support quality and safety in the care of veterans.</li>
<li>Demonstrate professional role socialization as a member of the health care team through the one-year PB-RNR.</li>
<li>Apply clinical leadership skills in the care of veterans.</li>
<li>Create an individual nursing career plan promoting lifelong learning and a commitment to professional nursing practice.</li>
</ul>
<h3 id="nurse-resident-qualifications"><strong>Nurse Resident Qualifications</strong></h3>
<ul>
<li>Be a graduate of baccalaureate or master&#8217;s level entry to practice program with a 3.0 or higher from an accredited school of nursing by the Commission on Collegiate Nursing Education (CCNE) or the Accreditation Commission for Education in Nursing (ACEN).</li>
<li>Possess a current, full, active, and unrestricted registration as a graduate professional nurse in a state, commonwealth or territory of the United States, or the District of Columbia, prior to the start of the PB-RNR program.</li>
<li>Be a citizen of the United States.</li>
<li>Be serving in his or her first Registered Nurse role.</li>
<li>Be a recent graduate within the past 12 months.</li>
<li>Provide proof of current immunizations.</li>
<li>Pass the VA pre-employment medical exam/drug testing</li>
</ul>
<h4><strong>Upon Selection to the PB-RNR the resident will receive:</strong></h4>
<ul>
<li>12-month grant in the amount of $68,174</li>
<li>Health insurance</li>
<li>Accrued annual and sick paid leave</li>
<li>Paid Federal Holidays off</li>
</ul>

<p><span class="dateline"><strong>VACAVILLE, Caif.</strong> &#8211; </span>The Vacaville Police Department has received praise and triggered a compassionate, community discussion on the heartbreaking realities of caring for a loved one with dementia. </p>
<p>On Monday, the department posted a touching photo of one of its officers walking with an elderly woman who had been found wandering onto a busy street and into parking lots.</p>

<p>Police said an alert community member had noticed the woman and went over to help her to safety.</p>
<p>&#8220;The community member stopped to help and recognized the elderly woman was a neighborhood member who was displaying signs similar [to] those she&#8217;d seen in her own grandmother who suffered from dementia,&#8221; police shared, adding that it prompted the community member to call police.</p>
<p>Officers arrived and were able to quickly identify the woman, thanks to a necklace she wore which included her contact information.  They went on to notify a relative who worked nearby, police explained.  </p>
<p>While waiting for the woman&#8217;s relative to arrive, an officer took the opportunity to go the extra mile.</p>
<p>&#8220;&#8230; the officer volunteered to continue to walk through the park with the woman to help keep her at ease while they waited,&#8221; police said.  &#8220;As they walked, the officer chatted with the senior and she spoke about her favorite foods, how much she loves dogs, and how she just wanted to go home.&#8221;</p>
<p>For many local law enforcement agencies, their officers were no strangers to these situations, as they&#8217;re often called on by desperate family members trying to locate a loved one suffering from memory loss due to dementia.</p>
<p>These sensitive and stressful events were not lost on the Vacaville Police Department as it offered some insight, providing a compassionate look into the subjects of these all too common cases. </p>
<p>&#8220;Imagine: You&#8217;ve lived a long, joyous life. You&#8217;ve seen the world change through so many decades,&#8221; the department shared in its post. &#8220;But now, the destructive powers of dementia are slowly robbing you of those precious life memories, and you occasionally find yourself wandering around, unsure exactly of where you are or where you&#8217;re headed.&#8221;</p>
<p>The Facebook post received more than 1.6K likes and a huge response from community members, many who could relate.</p>
<p>&#8220;With tears in my eyes and losing my mother to a horrendous case of dementia thank you so much for taking care of this lady with loving kindness it&#8217;s the only thing that works when things start going this way,&#8221; Cathy Gentry-hendricks wrote in the post&#8217;s comments.</p>
<p>Facebook user Luke Witthar shared, &#8220;I&#8217;m going through with that with my mother right now. She&#8217;ll call me at work and ask me what day it is and what time it is. Is so hard on a family.&#8221;</p>
<p>Kay Johnson Nelson expressed appreciation for the care taken to help the distressed woman.  &#8220;Most grandmas have spent their lives caring for family and others. It&#8217;s so good to see family and community caring for our elderly members,&#8221; she wrote. </p>
<p>Police also used the post to offer this safety tip for families who have a loved one dealing with memory loss: &#8220;If you have an elderly family member that is at risk of becoming lost or disoriented, a necklace or bracelet with helpful information is a major resource for any Good Samaritans or first responders working to help,&#8221; police shared.</p>
<p>And to those who praised the department for its efforts, the police returned the expression of gratitude to the community, noting the effort was a collective one.</p>
<p>&#8220;There are a ton of wonderful people in our community, and it&#8217;s always nice to share a story that reminds us about positive humanity,&#8221; the department responded, also saying, &#8220;Our community members prove time and time again that they are willing to look out for and help one another.&#8221;</p>

<p>In mid-February, a construction crew began lifting a 1940s post office building located in Burlingame, Calif., on the San Francisco Peninsula.  The crew moved the 1,010-ton structure about 120 feet away so that a new underground parking garage can be built directly beneath the post office&#8217;s historic site, while a new office and retail development, 220 Park Road, will be built above it.</p>
<p>Reconstruction began on a 1940 building in February.</p>
<p>In 2023, after undergoing restoration, the post office will be moved back to its former site, where it will be integrated into the new office and retail building, designed by KSH Architects.  It will then have a second life as a ground-floor restaurant space at the base of the 220 Park Road office and retail development.</p>
<p>As the preservation architect, Page &#038; Turnbull collaborated with KSH Architects and general contractor Garden City Construction to safely move the structure.  The new development is a joint venture between Sares Regis Group of Northern California and Dostart Development Company.</p>
<p>“This post office is part of the historic fabric of the city of Burlingame, and we are honored to help ensure the preservation and adaptation of this public treasure,” says architect Ruth Todd, principal of Page &#038; Turnbull, and the project&#8217;s preservation leader, in a statement.</p>

<p>Garden City Construction is joined by construction manager Devcon Construction, structural engineer IMEG, and civil engineer BKF.  The mechanical, electrical, and <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> engineering is performed, respectively, by Silicon Valley Mechanical, Rex Moore, and KDS Plumbing.</p>
<p>The project broke ground in September.  When it&#8217;s complete, the long-vacant, 1.3-acre lot in the center of downtown Burlingame will be home to 185,000 square feet of new office and retail space.  The repurposed post office will then open onto the new adjacent Burlingame Town Square, scheduled to begin construction right after the completion of 220 Park.</p>

Trustees are expected to name an interim director and will conduct a “rigorous and expansive search” for Bedford&#8217;s successor, the board&#8217;s chairwoman, Clair Zamoiski Segal, wrote in a letter to the trustees, staff members and supporters.</p>

<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">In the six years that Bedford has guided Maryland&#8217;s largest museum, he has shaken it up from its basement to its eaves as he sought to transform the BMA into an institution that better reflects the majority population of the city in which it is located.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">“The BMA, our city and the entire art world owe Chris Bedford a debt of gratitude for his groundbreaking work to advance diversity, equity and community engagement,” the Rev. Kobi Little, president of the Baltimore branch of the NAACP, wrote in an e-mail.  &#8220;It is our hope that the BMA leadership stays the course and builds on his work by honoring his contributions and hiring a like-minded successor.&#8221;</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Many of Bedford&#8217;s initiatives made national headlines.</p>

<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Some, such as the decision to buy only artworks created by female painters and sculptors during 2020, the Year of the Woman, were widely acclaimed.  Others, such as an ultimately unsuccessful attempt to sell three modern masterworks to raise $55 million for diversity initiatives, caused a deep rift within Baltimore and brought an avalanche of negative publicity.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">&#8220;I believe that the work that the board and staff of the Baltimore Museum of Art and I have done over the last six years has fundamentally changed the DNA of this institution,&#8221; Bedford said.  &#8220;I have immense pride in what we have accomplished and a sadness that come June, I won&#8217;t be part of that anymore.&#8221;</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">While Bedford&#8217;s supporters viewed him as a warrior for social justice, his take-no-prisoners management style sometimes annoyed people on the opposite side of an issue.</p>

<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Laurence Eisenstein is the Washington lawyer who spearheaded the opposition to the sale of the three artworks, a process known in museum circles as &#8220;deaccessioning.&#8221;  Eisenstein once publicly called for Bedford to be ousted.  On Wednesday, his tone was conciliatory.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">&#8220;I wish Chris well and hope he is very successful in his new position at SFMOMA,&#8221; Eisenstein said.  &#8220;I look forward to the BMA finding a new director who will move the institution forward and heal the divisions that remain from the deaccessioning process.&#8221;</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Bedford was born in Scotland and has lived in England and South Africa.  From the beginning, he said he didn&#8217;t expect to spend the rest of his career in Baltimore.  When he was appointed, Bedford promised trustees that he would give the BMA at least five years;  he departs after six.</p>

<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Perhaps because Bedford knew his time in Baltimore was limited, the former Oberlin College football nose tackle pursued his plans to transform the BMA with a single-minded determination and embarked upon what in museum terms was a blistering pace of change.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Less than three months into his new job, Bedford catapulted the BMA onto an international stage when it was selected to create the American pavilion in the 2017 Venice Biennale, often described as “the art world Olympics.”  It was the first time since 1960 that the BMA had been chosen for that honor.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Other high-profile programs include a satellite museum at Lexington Market that combines galleries and an art-making space, and a partnership with the Greenmount West Community Center that teaches silk-screening skills for kids living in challenging circumstances and raises money for the neighborhood organization , which is less than two miles from the BMA.</p>

<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Kisha L. Webster, the community center&#8217;s founder, said that the BMA is one of the rare institutions that didn&#8217;t cut back on its commitment once the headlines went away.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">For nearly three years, she said, Segal and the international art world superstar Mark Bradford have served on Greenmount West&#8217;s board of directors.  Silk-screened clothing continues to be sold in a pop-up shop inside the BMA, and the two organizations frequently collaborate.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">&#8220;I have grown because of this partnership and our center has grown,&#8221; Webster said.  &#8220;I hope it will continue.&#8221;</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">And in March, the BMA will open an exhibit that&#8217;s already generating media buzz: “Guarding the Art,” a show curated by the museum&#8217;s security guards — a project designed by trustee Amy Elias and chief BMA curator Asma Naeem.  Bedford also championed local artists of color, boosting the careers of promising painters such as Jerrell Gibbs and the mixed-media artist Stephen Towns.</p>

<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">“Chris brought a more diverse environment to the BMA,” said Towns, 42. “He brought Baltimore artists of color into the museum and helped launch careers.  He definitely did that for me.”</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">After Bedford arranged for Towns to have his first museum show at the BMA in 2018, he exhibited his work in Los Angeles and obtained representation from a New York gallery.  His work is in the permanent collection of the BMA and the National Museum of African American History and Culture, and has been sold to collectors in the United States and abroad.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">&#8220;None of that would have happened without the BMA,&#8221; Towns said.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">In San Francisco, Bedford will lead a museum with its own share of well-publicized struggles with diversity.  A senior curator resigned in 2020 after his comments created a public uproar;  he had stated that a museum policy of avoiding collecting artworks by White men amounts to “reverse discrimination.”</p>

<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Bedford declined to comment on what plans, if any, he has for SFMOMA.  But he said his new museum “holds dear two principles that are enormously important to me: a commitment to equity and excellence in its broadest definition.  SFMOMA wants to continue to be known for leading the field in those areas, and that aspiration attracted me tremendously.”</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">In a statement, the San Francisco museum&#8217;s search committee described Bedford as “a brave, empathic, inclusive and passionate leader,” adding, “He is at a point in his career that combines impressive achievements with an open mindset and the ability to listen, learn and evolve with and for our community.”</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Segal, whose seven years as the BMA board chairwoman ended in June, praised Bedford&#8217;s &#8220;courageous and inspired leadership&#8221; in her letter to museum supporters.</p>

<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">“It is through his leadership that we reinvigorated our mission in 2018 to transform the BMA into a museum that places diversity and equity alongside artistic excellence at its core and better reflects the community that it serves,” Segal wrote.  She will be succeeded by James D. Thornton, who will become the BMA&#8217;s first Black board chairman.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Although many of Bedford&#8217;s boldest projects have come to fruition, others remain works in progress.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">After the sale of three artworks by Andy Warhol, Clyfford Still and Brice Marden was called off two hours before they were scheduled to go under the gavel at Sotheby&#8217;s Auction House in New York in fall 2020, Bedford vowed to raise the $55 million the sale had been expected to generate and to use the money for diversity and access programs, an initiative dubbed the endowment for the future.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Bedford said fundraising for this endowment is continuing, but he declined to say how much money has been pledged.  Nonetheless, he said the museum “has made substantive progress” in most categories for which those funds were to have been earmarked: The pay for security guards was bumped up from $13.50 an hour in the middle of the pandemic to $16 now.  Bedford acknowledged the figure falls short of his original target of $20 an hour, but he said, &#8220;In the next five years, $20 an hour is achievable.&#8221;</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">The BMA will begin opening on Thursday nights in March to accommodate visitors who work during the day, and it is tentatively planning to stop charging for special exhibitions in the fall of 2026, 20 years after eliminating its general admission fee.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">&#8220;It isn&#8217;t enough to just hang paintings by artists of color in our galleries,&#8221; Bedford said.  “We have to create the world depicted in those paintings.  We have to embody those values ​​of equity, access and inclusion inside the museum&#8217;s walls.&#8221;</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">Bedford said he&#8217;s not worried that a new director will have different priorities and that the plans he set in motion will be abandoned once he leaves town.</p>
<p data-qa="drop-cap-letter" data-el="text" class="font-copy font--article-body gray-darkest ma-0 pb-md">&#8220;I do not believe the pendulum is going to swing in the opposite direction,&#8221; he said.  “Initially, the work the BMA was doing reflected my vision. <p><span style="font-weight: 400;">SALISBURY &#8211; To eliminate lead in drinking water in the Dukeville area, the county government is considering completely replacing the plumbing in several homes in their Northeast Rowan Water System.</span></p>
<p><span style="font-weight: 400;">District manager Aaron Church will ask for approval during Monday&#8217;s commissioners&#8217; meeting to launch an advertisement for a contractor overseeing replacements in homes where lead levels are above the EPA&#8217;s action level of 10 parts per billion.</span></p>
<p><span style="font-weight: 400;">The Northeast Rowan Water System serves 162 connections and several hundred residents.  It is owned by the county but the water is treated by Salisbury-Rowan Utilities. </span><span style="font-weight: 400;">The county has been working to resolve the water quality issue since sampling in 2020 showed elevated levels of lead.  The county noted that the contamination was due to the solder in some customers&#8217; house lines, rather than the water system itself. </span></p>
<p><span style="font-weight: 400;">If lead levels in water exceed the EPA&#8217;s current action level of 15 parts per billion, the water system will need to inform the public of steps to protect their health and possibly replace lead lines under their control.  Rowan County has distributed Brita filters to customers in the Northeast Rowan Water System, encouraging customers to run the taps for a few minutes before use, clean the water aerators in their taps, and only boil with cold water.</span></p>
<p><span style="font-weight: 400;">The county has been given until Saturday June 12th to obtain EPA compliance through the NC Department of Environmental Quality.  Church said the county and the SRU were able to meet this deadline by following the recommendation</span><span style="font-weight: 400;">    by Virginia Tech researchers and switched from using a polyphosphate blend to treat utility water to zinc orthophosphate.</span></p>
<p><span style="font-weight: 400;">The county also decided to build a $ 742,900 chemical booster pumping station on Long Ferry Road that will inject additional zinc orthophosphate into the Northeast Rowan Water System.  NCDEQ approved the county&#8217;s treatment plan in April.</span></p>
<p><span style="font-weight: 400;">The switch to zinc orthophosphate took place on June 4th, but construction of the chemical pumping station will not begin until October. </span><span style="font-weight: 400;">Even after the booster station has been completed by the beginning of 2021, it will still take some time for a protective zinc orthophosphate barrier to form in the pipes and prevent lead from penetrating.</span></p>
<p><span style="font-weight: 400;">&#8220;It takes a while for this barrier to be built,&#8221; said SRU Director Jim Behmer.  &#8220;Even if you switch chemicals, it&#8217;s not an overnight solution.&#8221;</span></p>
<p><span style="font-weight: 400;">While the county is counting on the zinc orthophosphate and chemical booster station solution to work, Church said changing the <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a> in certain homes will eliminate the lead.</span></p>
<p><span style="font-weight: 400;">&#8220;If we do this, as I understand the science, it should make sure that the drinking water is safe even if the booster chemical pumping station does not work or takes longer than expected,&#8221; Church said.</span></p>
<p><span style="font-weight: 400;">The county has partnered with 120Water to test customer water in the system.  So far, 119 samples have been collected, according to Church.  Of these, 31 had lead levels in excess of 1.01 parts per billion, with eight exceeding the EPA&#8217;s current level of action of 15 parts per billion.</span></p>
<p><span style="font-weight: 400;">The district has already notified customers via the system who have taken part in the sampling of their lead levels.  Now it will contact customers who could be candidates for new plumbing.  To be eligible, a customer must go through two additional water tests that show the lead content in their water exceeds the threshold of 10 parts per billion.  Customers who are entitled to new sanitary installations receive completely new pipes, taps and shower heads. </span></p>
<p><span style="font-weight: 400;">Church said he anticipates around 15 customers will be eligible, but that could change as more samples are completed.  The county is still offering customers a $ 72 credit on their monthly water bill for doing the sampling at home. <p><span style="font-weight: 400;">The cost of replacing piping in the system&#8217;s homes is difficult to pinpoint right now, but it could cost the county hundreds of thousands of dollars.  Church said the county will consider funding the project through the US rescue plan.</span></p>
<p><span style="font-weight: 400;">Church&#8217;s request to apply for a contractor for the pipeline renovation project is listed on the approval agenda for the committee meeting on Monday.  If approved, Church said the county will likely hire a contractor by August and replace the plumbing work by late spring next year.</span></p>
