<p>San Francisco introduced legislation on Tuesday that would place an 18-month moratorium on parcel delivery facilities in the city, a move specifically designed to slow down and investigate Amazon&#8217;s rapid expansion of its last-mile delivery operations in the city. </p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>If passed, the legislation would be the first of its kind in a major metropolitan area in the United States to put a moratorium on Amazon warehouses, and lay a foundation for other cities looking to have a say in how Amazon operates in their communities.  The bill is expected to pass unanimously, according to those familiar with the legislation.</p>
<p></span><span/><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>“Cities are saying we have to push back against companies like Amazon,” said Shamann Walton, the president of San Francisco&#8217;s Board of Supervisors whose district is the site of several new Amazon warehouse developments.  “My hope is that with this legislation we&#8217;re able to make Amazon be a responsible employer and make them have conversations with the community.  If that doesn&#8217;t happen then they won&#8217;t get the opportunity to do business here in San Francisco.&#8221;</p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>The bill would impose “zoning controls” on the approval of all new parcel delivery service facilities to “allow time for” an investigation on how these facilities impact the communities they operate in, and to establish regulations “to encourage development which provides substantial net benefits and minimize undesirable consequences.” </p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>In particular, the legislation is intended to give communities in San Francisco the chance to push back against low-paying jobs, pollution, and traffic congestion that Amazon brings into the city.  Activists who are worried about Amazon&#8217;s expansion say that land being used to build more Amazon warehouses could be better used for green space or affordable housing in cities like San Francisco, which are suffering from a decades-long housing crisis and that new jobs should pay workers high enough wages to be able to live in the city.</p>
<p></span><span/><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>Although Amazon&#8217;s name does not appear in the legislation or resolution, the bill&#8217;s proponents told Motherboard it is specifically designed to force Amazon to slow down its expansion into the city. </p>

<p>Amazon did not immediately respond to a request for comment. </p>

<p>“We want Amazon to pause and have a dialogue with the community, not just try to buy off groups,” said Jim Araby, the strategic campaigns director at UFCW Local 5, which represents 30,000 grocery store workers in northern California and has pushed for the bill.  “If the bill passes, like any big project, the planning department will recommend mitigations for a job to be approved and Amazon will have to show the city how it will mitigate impacts, for example, by committing to all electric vehicles.  That process, unlike the current one, will take two years instead of three to six months.”</p>

<p>Many of these fights, including the new push for legislation in San Francisco, are being led by the International Brotherhood of Teamsters, which launched a coordinated national effort, known as the Amazon Project, in May to unionize the e-commerce giant which it argues is dragging down working conditions across the logistics industry.  In small towns and cities across the country, the Teamsters alongside other activists have been declaring victories in struggles to block Amazon warehouse plans and tax breaks.  The moratorium bill would be a similar victory that they hope would have widespread impact. </p>

<p>Temporary moratoriums on warehouse facilities have passed in other, smaller California cities—and the bill&#8217;s backers—a group of labor, community, and environmental activists, expect the bill to pass unanimously in San Francisco.  </p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>“There&#8217;s concern from the board of supervisors about what happens when package delivery companies come in and pay $21 an hour with no retirement benefits, and flood the neighborhood with cars and trucks,” said Doug Bloch, the political director of Teamsters Joint Council 7, which represents UPS drivers in northern California. </p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>UPS drivers, who are Teamsters union members in San Francisco, earn more $100,000 a year with pensions and healthcare benefits, Bloch noted.  According to a town hall meeting led by Amazon in November, Amazon pledges to pay its San Francisco delivery drivers $21 an hour, and warehouse associates $17.25 an hour—less than a dollar more than San Francisco&#8217;s minimum wage of $16.32 an hour. </p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>“As blue collar workers, we need to support each other, we need to raise standards.  Amazon&#8217;s delivery drivers are getting paid far less than we do doing the same job,” said Philip Javier, a 32-year UPS employee who works and lives in San Francisco and earns $39.97 an hour.  &#8220;I can still afford to live in this city I love because I have a union job.&#8221;</p>
<p></span><span/><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>“We&#8217;re not against Amazon&#8217;s growth,” Bloch said, noting that Amazon packages fuel job growth for UPS drivers who are unionized.  “But why should Teamsters make two times as much doing the same work for the same company as an Amazon subcontracted delivery driver?  It&#8217;s about setting standards for a company that can afford to do the right thing for workers and communities and climate.&#8221; </p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>During the pandemic, Amazon has rapidly expanded its last mile delivery station network in the United States in order to fulfill same-day and next-day deliveries.  Delivery stations are Amazon&#8217;s smallest style warehouse and are often located in cities and suburbs, allowing the company to decrease the time it takes to deliver packages to areas with a high-density of Prime customers.  Amazon already has three delivery stations in the city of San Francisco, and labor activists have tallied at least 28 Amazon delivery stations in the Bay Area. </p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>There is also controversy over the San Francisco mayor&#8217;s office&#8217;s quiet agreement with Amazon to begin negotiating the terms of an Amazon delivery station in September at the site of a waste-management company formerly unionized with the Teamsters that could have been used to build 1,000 units of housing.  The new legislation is accompanied by a resolution to put a hold on the planning for this Amazon project.</p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>Walton, the president of the San Francisco Board of Supervisors, the city&#8217;s top legislative body, says that with this deal and others, Amazon so far &#8220;hasn&#8217;t shown respect to their neighbors&#8221; in the city.  &#8220;If you bring in a big business and employ a lot of people who aren&#8217;t part of that community, you start pushing people out because you take over the area,&#8221; said Walton.  “Where do these folks have to go?  You move out people who are already in the area.”</p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>The legislation was brought to San Francisco&#8217;s Board of Supervisors by the San Francisco Southeast Alliance, a group of residents, environmental groups, and labor unions.  The alliance formed in September to advocate against the pernicious effects of Amazon facilities moving into San Francisco. </p>
<p></span><span class="abc__textblock size--article" data-component="TextBlock"></p>
<p>“I believe this law will send a message to Amazon in general that San Francisco is a labor city,” said Joel Gonzalez, a produce clerk at Andronico&#8217;s supermarket in San Francisco and a member of UFCW local 648. “If you&#8217;re going to come here and build your warehouses, you must respect your workers and unions that respect their workers.”</p>

<p>SAN FRANCISCO (KPIX) &#8211; Sunday is the last day for the public to ponder a plan to collect fees at some national parks in the Bay Area.</p>
<p>The Golden Gate National Recreation Area is part of the national park system that was built for the good of the people, but now it looks like the people who actually visit the parks need to help maintain them.</p>
<p>Saturday was National Public Lands Day, a day all national parks can be visited for free.  In San Francisco, Baker Beach, with its spectacular views of the Golden Gate Bridge, is always free, but that may not last long by the time you head there.  The GGNRA plans to charge $ 3 an hour up to $ 10 a day for parking.  That didn&#8217;t go over so well with those used to being free.</p>
<p>&#8220;Some people can&#8217;t afford to get out and just think parking is another place they can&#8217;t come and enjoy,&#8221; said Priscilla Haynes, who visited Baker Beach from home in San Jose.</p>
<p>“I don&#8217;t think it will hit the tourists that much,” said Gemma Southerington from Vallejo.  &#8220;I don&#8217;t think this would be a primary target so I think it would harm the locals more than anything.&#8221;</p>
<p>The fees would be charged for parking at Baker Beach, China Beach, Stinson Beach, Rodeo Beach, Lands End, Sutro Heights, Navy Memorial, and Fort Cronkhite.  The Golden Gate National Recreation Area was the second most-visited national park in America in 2020, and the park district says it needs the money for basic needs like garbage collection and janitorial services.</p>
<p>&#8220;We are viewing these fees as a last resort to cover some of the costs that have increased dramatically from the extreme visits to some areas of the park,&#8221; said Juan Espinoza, spokesman for the National Parks Service.</p>
<p>&#8220;I don&#8217;t believe you when you say that,&#8221; says Donel Haines, who spends a lot of time on Baker Beach.  &#8220;I think a lot of money is being wasted.&#8221;  He said much of the beach cleanup is done by volunteers and he thinks the government is simply not efficient with its spending.</p>
<p>&#8220;The cost of things has gotten out of hand,&#8221; he said.  &#8220;That bears no relation to the basic activities of the people.&#8221;</p>
<p>His opinions weren&#8217;t unique.  Many of the people we spoke to have wondered why the parks&#8217; budget doesn&#8217;t seem to be able to cover basic expenses.</p>
<p>&#8220;I&#8217;m not sure where the money is going,&#8221; said Shontre Jackson from Vallejo.  &#8220;I mean, I hope they have good intentions with it, but knowing what they&#8217;re actually doing is, he says, she says.&#8221;</p>
<p>&#8220;There are advantages and disadvantages, right?&#8221;  said John Strishak of Berkeley.  “On the one hand, you want to make sure that the park stays clean.  On the other hand, you want to make sure that everyone can use it.  Where do you draw this line? &#8220;</p>
<p>But Susan Mah, visiting from Burlingame, thinks it&#8217;s important to pay to keep things nice.</p>
<p>“Change is hard when people aren&#8217;t used to paying,” she said, “but at the end of the day it&#8217;s worth it.  The low price &#8211; $ 5.10 &#8211; would be worth it to me. &#8220;</p>

<p><span style="font-weight: 400;">San Francisco, CA &#8211; In a comprehensive proposal for a directive, the San Francisco Public Defender&#8217;s Office last week tabled a proposal for a directive to the Department of Police Accountability (DPA) aimed at ending racist traffic controls in San Francisco.</span></p>
<p><span style="font-weight: 400;">Churches across the country have sought to change the way policing works in the year since George Floyd was assassinated.  So far, the city of Berkeley has taken one of the more far-reaching measures to prevent police from conducting low-level traffic controls, which are often purportedly.  The San Francisco proposal would go one step further.</span></p>
<p><span style="font-weight: 400;">Low-level traffic controls are “often preferred,” the guidelines say, and “are used to harass black drivers and pedestrians.</span></p>
<p><span style="font-weight: 400;">&#8220;</span><span style="font-weight: 400;">Almost every motorist or pedestrian, if observed long enough, will commit a minor traffic violation, ”the directive says.  &#8220;A traffic control can then be a way for officers to examine the driver or passengers for evidence of otherwise unobtrusive criminal activity.&#8221;</span></p>
<p><span style="font-weight: 400;">And yet stops like this, ostensible stops, are perfectly legal and &#8220;sanctioned for more than 25 years&#8221; by the 1996 Supreme Court decision, </span><span style="font-weight: 400;">Defense against the United States.</span></p>
<p><span style="font-weight: 400;">However, research has shown that while these types of traffic controls, while annoying and disruptive to colored communities, are largely ineffective in detecting actual crimes and can lead to escalation, violence and even police murders.</span></p>
<p><span style="font-weight: 400;">“Sandra Bland, Daunte Wright, Rayshard Wright, Philando Castile, Walter Scott and Sam Dubose should all still be alive.  All were killed by the police because <img loading="lazy" decoding="async" class="alignright wp-image-118465" src="https://www.davisvanguard.org/wp-content/uploads/2021/07/Newsletter-Graphic.png" alt="" width="300" height="150" srcset="https://www.davisvanguard.org/wp-content/uploads/2021/07/Newsletter-Graphic.png 600w, https://www.davisvanguard.org/wp-content/uploads/2021/07/Newsletter-Graphic-500x249.png 500w" sizes="auto, (max-width: 300px) 100vw, 300px"/>ordinary traffic controls that do not involve criminal offenses, ”wrote the public defender&#8217;s office.</span></p>
<p><span style="font-weight: 400;">From 2015 to 2019, there were at least 135 unnamed black men and women killed by police during such stops.</span></p>
<p><span style="font-weight: 400;">However, the data shows: “While traffic stops can be fatal for black men and women, traffic stops for civil servants are rarely fatal.  A recent comprehensive study found that one officer died for each </span><span style="font-weight: 400;">6.5 million traffic controls, which undermines the accepted narrative that traffic controls are inherently dangerous for officers. &#8220;</span></p>
<p><span style="font-weight: 400;">Meanwhile, “low-level traffic surveillance is doing little to reduce crime in general.  Studies show that police violations and offenses have hardly any verifiable effects on the reduction of crime, but bring considerable disadvantages with them. &#8220;</span></p>
<p><span style="font-weight: 400;">Frank Baumgartner, who studies police and police tactics, describes such traffic controls as &#8220;a strategy with a needle in a haystack&#8221; for the detection of crime and thus becomes &#8220;an unbelievable waste of effort&#8221;.</span></p>
<p><span style="font-weight: 400;">A recent study from Nashville in collaboration with the Stanford Computational Policy Lab (SCPL) came to a similar conclusion.  That report found that while a disproportionate number of blacks were stopped at proactive traffic stops in Nashville, such stops rarely resulted in arrests or the recovery of drugs and weapons.</span></p>
<p><span style="font-weight: 400;">“Of 1,000 immovable violations, just over two percent (or 21) resulted in arrest or recovery of drugs or other contraband.  Another 61 stops (6.1 percent) resulted in a non-drug charge, ”the SCPL report said.</span></p>
<p><span style="font-weight: 400;">The report concluded that as there are no benefits, all social costs should be avoided altogether.</span></p>
<p><span style="font-weight: 400;">The San Francisco Policy Document argues that &#8220;</span><span style="font-weight: 400;">All in all, there is little logical connection between improving public safety and enforcing some low traffic laws. &#8220;</span></p>
<p><span style="font-weight: 400;">The SF report concludes:</span><span style="font-weight: 400;">    “Pretext stops harm relationships with communities, waste resources and, far too often, lead those already fearful of law enforcement to flee, leading to unnecessary violence or violence.  The purported stops may lead to further investigations unrelated to the traffic stop &#8211; such as issues related to probation or probation status &#8211; that disproportionately affect color communities and have been banned in other local jurisdictions. &#8220;</span></p>
<p><span style="font-weight: 400;">What traffic controls do well, however, is &#8220;to smuggle people of color into the criminal justice system&#8221;.</span></p>
<p><span style="font-weight: 400;">You write, &#8220;</span><span style="font-weight: 400;">Research shows that purported stops play an oversized role in ensuring that &#8220;driving while black&#8221; remains an unfortunate reality in the United States and increases the opportunities for racial profiling. &#8220;</span></p>
<p><span style="font-weight: 400;">In addition, “the failure of the court to convict it contributes to decisions like </span><span style="font-weight: 400;">Words</span><span style="font-weight: 400;">.  Even with control of location, time of day, and other factors, blacks are still stopped and searched more often than whites in the same area because officials&#8217;</span><span style="font-weight: 400;">visible clues </span><span style="font-weight: 400;">to determine the likelihood of a crime.  .  .  which lead to too much focus on young men of color. &#8216;&#8221;</span></p>
<p><span style="font-weight: 400;">San Francisco reflects the state and nation in overwhelming color communities through traffic controls. </span></p>
<p><span style="font-weight: 400;">The data on how blacks are affected is revealing:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Blacks make up less than 5% of the population of San Francisco, but they account for 29% of all stops and 40% of all searches.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">In the first three months of 2020 prior to the on-site placement, SFPD officials stopped black San Franciscans at 5 times the frequency of white San Franciscans and searched them at 12 times the frequency of white San Franciscans.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">The Bayview district, which also has a high concentration of black residents, had the highest percentage of stops that resulted in searches.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Blacks were searched 50% more often than whites because of “officer safety”.</span></li>
</ul>
<p><span style="font-weight: 400;">In order to &#8220;minimize the disproportionate damage and communities of violence from color experiences due to the way SFPD officers enforce traffic laws,&#8221; there are three main suggestions.</span></p>
<p><span style="font-weight: 400;">First, eliminating the &#8220;quality of the hitchhiking&#8221;.</span></p>
<p><span style="font-weight: 400;">“Quality of the car” stops “focusing on what a car looks like and not on the behavior of the driver and is misdirected.” They find that the costs are “heavy” because cars are due to unpaid tickets, expired registrations and huge accrued fines to be towed away.</span></p>
<p><span style="font-weight: 400;">“The financial burden hits black households that are victims of a“ quality of the car ”stop,” they note.</span></p>
<p><span style="font-weight: 400;">Their solution is to ban searches and custodial arrests for license plate violations, registration processes that are less than six months old, broken taillights, tinted windows, and items hanging from rearview mirrors.</span></p>
<p><span style="font-weight: 400;">Second, they call for the abolition of low-level enforcement of jaywalking and similar violations, which research shows &#8220;excessive police violations like jaywalking have little demonstrable impact on reducing crime but instead have significant, overlooked drawbacks.&#8221;</span></p>
<p><span style="font-weight: 400;">They write, &#8220;Jaywalking and other common traffic violations are common among all racial / ethnic groups but can be used as a tool to interrogate, harass, or search an incarcerated person.&#8221;</span></p>
<p><span style="font-weight: 400;">They ask the police to &#8220;cease attitudes and arrests for&#8221; jaywalking &#8220;and other similar minor offenses, unless there are other apparent criminal activities likely to cause an officer to be arrested.&#8221;</span></p>
<p><span style="font-weight: 400;">Finally, they call for an end to &#8220;gratuitous searches at traffic controls&#8221;.</span></p>
<p><span style="font-weight: 400;">Unsubstantiated searches are &#8220;essentially random searches (at best) and are only marginally effective when compared to other readily available and less intrusive investigative tactics.&#8221;</span></p>
<p><span style="font-weight: 400;">Empirical data show that “searches for consent are largely ineffective”.  They also “disproportionately affect blacks and browns.  In 2019, before much of the city closed due to the pandemic, SFPD officials carried out more baseless searches of blacks and browns than whites.</span></p>
<p><span style="font-weight: 400;">They demand the abolition of the use of requests for consent in traffic controls.</span></p>

<p>The San Francisco Homeless Department is calling for the continuation of an expensive tented camp program that would become a cornerstone of keeping people off the streets by using makeshift homes valued at $ 60,000 annually.</p>
<p>There are six so-called “safe sleeping villages” where non-resident residents can sleep in tents while receiving three meals a day.  The locations also offer 24/7 security, toilets and showers.  The sites were created in the middle of the coronavirus pandemic to maintain social distancing even among the homeless.</p>
<h4><strong>Massive homeless program</strong></h4>
<p>Currently, the city&#8217;s tenting program costs a total of $ 18.2 million for about 260 makeshift homes.  And unlike San Francisco&#8217;s homeless hotel program, the tented villages are not eligible for government compensation.  Several nonprofits operate the websites, including Urban Alchemy, Dolores Street Community Services, and Larkin Street Youth Services.</p>
<p>But now the department is requesting an additional $ 15 million from the city of San Francisco to be used to purchase a similar number of tents in the coming fiscal year.  The cost was estimated at around $ 57,000 per year.  If the city council approves the application, they&#8217;ll pay almost double the average cost of a one-bedroom apartment for the tents for two consecutive years.</p>
<p>The department announced it would close some of the sites this year, but noted that they would be looking for new areas to build new ones.  Officials said they planned to significantly tone down the program in fiscal 2022-2023 with an estimated budget required of $ 5 million, the San Francisco Chronicle reported.</p>
<p>During a budget hearing on Wednesday, several regulators agreed that the cost of the program would need to be re-examined, largely due to the suspension of the city&#8217;s COVID-19 emergency response.  “Having showers and toilets is a big deal, and I don&#8217;t deny that.  But the cost just doesn&#8217;t make sense, ”said supervisor Hillary Ronen during the meeting.</p>
<p>Most of the cost of the tenting program is mainly due to 24/7 security, three meals a day, and shower and toilet facilities, said Gigi Whitley, assistant director of administration and finance for the homeless department.</p>

<p>The Mayor of San Francisco, London Breed, is proposing that the city introduce the first universal basic income program for transgender people as part of their budget for the next two fiscal years.  Up to 150 attendees would receive $ 1,000 per month as part of the guaranteed income pilot for up to a year.</p>
<p>The program would cost $ 2 million over two years and be carried out in collaboration with the office of gay treasurer and tax collector José Cisneros.  The selection of a community organization to coordinate with the city&#8217;s various transgender groups in recruiting and selecting applicants for the program will be the Mayor&#8217;s Office for Housing and Community Development under the direction of Gay Director Eric.  D. Shaw.</p>
<p>&#8220;We will build on our guaranteed income pilot by adding a new program to pay members of our transgender community,&#8221; said Breed, who announced the program on June 1 to coincide with the start of Pride Month.</p>
<p>It is just one of the myriad LGBTQ-oriented programs included in their Budget Balanced Proposal for the budget years 2021-2022 and 2022-2023.  The mayor released her budget on Tuesday June 1st at a ceremony at the newly renovated Willie &#8220;Woo Woo&#8221; Wong Playground in the city&#8217;s Chinatown.</p>
<p>Another new program that Breed is targeting for $ 900,000 in the next fiscal year, which begins July 1, is to launch an LGBTQ senior telemental health program and expand senior digital access services.  It is expected to provide services for up to 500 LGBTQ seniors while providing mental health resources for those who have become increasingly isolated, depressed, and anxious due to the COVID-19 pandemic.</p>
<p>Clair Farley, a transgender woman who is mayor and executive director of the city&#8217;s transgender initiatives office, told the Bay Area reporter that the idea for the universal basic income program came from her office&#8217;s transgender advisory board.  The city hopes to start the program this October.</p>
<p>&#8220;We have been working over the past year to develop visions of how we can create more stability in the community, especially in the face of the aftermath of the pandemic, and how we can build a stronger safety net and foundation for the community,&#8221; Farley said.  &#8220;The idea of ​​universal income was born to ensure people had access to food and shelter, as well as all basic health and mental health needs.&#8221;</p>
<p>Transgender people, who have been hardest hit by the COVID pandemic, will be prioritized for the program, with black and Latin American transgender women being a special priority, as well as people who may need assistance navigating benefits and financial literacy, said Farley. </p>
<p>&#8220;There will be a comprehensive program in partnership with the Treasurer&#8217;s Office to provide financial education and coaching,&#8221; she said. </p>
<p>Cisneros told the BAR his office was &#8220;proud&#8221; to be part of the pilot program.</p>
<p>&#8220;We work a lot with the mayor and project leaders to distribute the funds,&#8221; he said.  &#8220;I believe these Basic Income Pilots are vital to learning how we can help people with financial difficulties get support and thrive.&#8221;</p>
<p>Applicants who are segregated from other available benefits for various reasons will also be preferred, Farley added.</p>
<p>&#8220;This pilot is a good opportunity to build more self-sufficiency and economic mobility if someone wants to go back to school or may not have access to other benefits due to immigration status or discrimination in the workforce,&#8221; she said.</p>
<p>As for the new telemedicine program for LGBTQ seniors, the city&#8217;s Department of Disability and Aging and Services will launch the call for proposals from community groups to manage.  The idea came from a senior LGBT task force that convened again last year to help the city meet the needs of LGBTQ seniors during the health crisis, Farley said.</p>
<p>&#8220;The mayor really wanted to give our seniors a priority in recovery and consider how we can build stronger crisis support systems in the future and also make sure we fill those gaps,&#8221; she said.</p>
<p>According to the mayor&#8217;s office, Breed&#8217;s budget is set to respond to the city&#8217;s most pressing needs at $ 13.1 billion for FY 2021-22 and $ 12.8 billion for FY 2022-23 as they move along To recover from the COVID-19 pandemic, pandemic is advancing while maintaining long-term financial sustainability.  Requesting cuts in the city departments was avoided as a projected deficit did not materialize due to the surprising strength of the economy despite the health crisis.</p>
<p>&#8220;San Francisco has demonstrated our values ​​and resilience over the past year, and I have no doubt that we will return even stronger from COVID-19,&#8221; said Breed.  “As we move out of the pandemic, this budget will ensure our recovery is fair and that we provide solutions to key issues affecting our city.  We are making significant investments to reduce homelessness, expand mental health support, and support the general public. ”Ensuring safety and addressing the social inequalities exposed by this pandemic, while making responsible choices that preserve our budget reserves we can continue to provide critical urban services and support to our vulnerable residents no matter what lies ahead. </p>
<p>It includes $ 1.8 million to continue the city&#8217;s Trans Home SF program, which provides rent subsidies and transitional housing for transgender people, Farley noted, as well as funding a program that supports LGBTQ people who are entering for the first time Buy your own home.  The $ 2.2 million reinvested by the city police in violence prevention programs and re-entry efforts for former incarcerated black trans women will be retained in the mayor&#8217;s draft budget.</p>
<p>Farley said her office is still awaiting news from various city authorities about what LGBTQ-specific programs they have proposed for funding over the next two years.  And she noted that the mayor&#8217;s budget proposals for arts grants, emergency housing, rent repayment assistance, family and youth programs, and small business investments will benefit the LGBTQ community as well. </p>
<p>&#8220;We&#8217;ll be getting details on certain line items in the next week or so,&#8221; she said. </p>
<p>By the end of June, the Budget and Appropriations Committee of the Board of Supervisors will hold public hearings on the budget and make recommendations to the full board.  In July, managers will vote on the budget and then send it back to Breed for approval, usually by August 1st. </p>

<p><span style="font-weight: 400;">          It&#8217;s been over 13 months since the Kentucky police killed Breonna Taylor, and just under a year since Minneapolis police officer Derek Chauvin murdered George Floyd.</span></p>
<p><span style="font-weight: 400;">        These high profile African American deaths, along with many others, sparked global protests and resulted in politicians and activists on the political left calling out their cities and towns.  Counties to defuse their police stations. </span></p>
<p><span style="font-weight: 400;">        More specifically, many of them are urging their elected officials to reallocate money in the police budget for more social service-oriented interventions in order to reduce the number of violent police encounters. </span></p>
<p><span style="font-weight: 400;">        However, some cities in California &#8211; Sacramento, San Diego, and Los Angeles &#8211; are planning exactly the opposite. </span></p>
<p><span style="font-weight: 400;">        From 2019 to 2020, Sacramento&#8217;s approved police budget increased by over $ 7 million.  This year, the California capital will spend a record $ 165.8 million on police, an increase of $ 9.4 million.</span></p>
<p><span style="font-weight: 400;">        However, Sacramento Mayor Darrell Steinberg says that by mid-2022 at least $ 10 million will be transferred from the police department to the community response department.</span></p>
<p><span style="font-weight: 400;">        &#8220;I&#8217;m not in favor of defunding,&#8221; Steinberg told the Sacramento Bee.  &#8220;There are some things that are part of running a city like collective bargaining and binding arbitration, and real needs for the police department.&#8221;</span></p>
<p><span style="font-weight: 400;">      &#8220;I&#8217;m not going to limit myself to arguing that the measure of whether or not we invest aggressively in the community is whether or not we take the money directly from the police,&#8221; he continued.</span></p>
<p><span style="font-weight: 400;">          In San Diego, the city plans to increase the police budget for the eleventh year in a row.</span></p>
<p><span style="font-weight: 400;">San Diego Mayor Todd Gloria proposed a 3% increase in police spending next year, meaning the police budget has increased a total of 52% since 2008.</span></p>
<p><span style="font-weight: 400;">        The city is introducing this increase with a decrease in library hours to offset these costs.</span></p>
</p>
<p><span style="font-weight: 400;">          San Diego City Council president Georgette Gómez said she planned to cut the police budget, but former Mayor Kevin Faulconer vetoed the move.</span></p>
<p><span style="font-weight: 400;">          Gloria has expressed an interest in reducing police spending over time, but activists insist more needs to be done. </span></p>
<p><span style="font-weight: 400;">          In Los Angeles, after two reports from the Los Angeles City Council and the Los Angeles Board of Police Commissioners warning the Los Angeles Police Department (LAPD) for mistreating several protests over the past year, the LAPD has announced that it will raise the number Budgets around $ 67 million just to cope with the cost of reforming the protest response alone.</span></p>
<p><span style="font-weight: 400;">        During various protests in the summer of 2020, the police arrested over 3,000 people without housing those arrested.</span></p>
<p><span style="font-weight: 400;">        Police Chief Michel Moore admitted the protest reaction could have been handled better, but claimed that because of their training, most of his officers reacted the way they did. </span></p>
<p><span style="font-weight: 400;">        &#8220;While there have been missteps and deficits in communication, leadership and control, particularly among senior executives, the vast majority of employees have performed admirably in their ongoing efforts to serve the city relentlessly, even in the face of antagonistic and violent crowds . &#8221;  Moore wrote a letter to the Board of Commissioners.</span></p>
<p><span style="font-weight: 400;">        According to deputy chief Dominic Choi, this proposed budget increase for salaries and overtime will be used for advanced training. </span></p>
<p><span style="font-weight: 400;">          The Police Commission has not moved on to the proposed budget and the LAPD needs city council approval before it can go into effect.  On the flip side, in addition to the $ 67 million LAPD requested, Mayor Eric Garcetti has proposed a $ 50 million increase in the police budget, much to the horror of the members of the Los Angeles Black Lives Matter organization.</span></p>
<p><span style="font-weight: 400;">        While some of these budget proposals are still under scrutiny and would not come into full effect until next year, they are far from disappointing police. </span></p>
<p><span style="font-weight: 400;">          Despite a growing number of votes against it, more Golden State taxes are likely to be used to increase funding for &#8220;California&#8217;s Best.&#8221;</span></p>

<p>Government grants allow the purchase of two hotels in order to continue to find housing for people with homelessness</p>
<p><span style="font-weight: 400;">San Francisco is promoting the construction of permanent homeless shelters.</span></p>
<p><span style="font-weight: 400;">The city bought the Hotel Diva </span><span style="font-weight: 400;">using a $ 29.1 million stake</span><span style="font-weight: 400;">    and awarded a US $ 45 million grant to the Granada Hotel with the intention of converting these buildings into permanent supporting housing.  These purchases are all part of Mayor London Breed&#8217;s </span><span style="font-weight: 400;">Homelessness Restoration Program</span> <span style="font-weight: 400;">It announced this in July 2020 in order to create up to 6,000 housing agencies for people with homelessness within the next two years.</span></p>
<p><span style="font-weight: 400;">The Homelessness Restoration Program</span><span style="font-weight: 400;">    proposes the largest one-time permanent home expansion in San Francisco in 20 years.</span></p>
<p><span style="font-weight: 400;">Joe Molica, a representative with the Department of Homelessness and Supportive Housing, said the pandemic had helped uniquely fuel progress in finding better solutions to solve the housing crisis. </span></p>
<p><span style="font-weight: 400;">&#8220;The COVID-19 pandemic has created new funding avenues and new and creative ways to keep our vulnerable neighbors safe,&#8221; Molica said.  “First and foremost, I think of the places and villages for safe sleep.  We were also able to buy two hotels with the state Project Homekey funding, which will be converted into Permanent Supportive Housing.  &#8220;</span></p>
<p><span style="font-weight: 400;">Safe sleeping places and villages</span><span style="font-weight: 400;">    are city designated zones where people can sleep in tents away from the sidewalks while staying socially separated from each other.  San Francisco currently has six active locations that provide 24/7 access to garbage and hygiene services, as well as trauma-informed behavioral health services.</span></p>
<p><span style="font-weight: 400;">Shortly before the start of the COVID-19 pandemic, Governor Gavin Newsom launched the Project Roomkey program to help cities find shelter-in-place hotels for the homeless.  The cost of maintaining this program wasn&#8217;t cheap, however, costing San Francisco about $ 15 million a month.  Under the Trump administration, the city was reimbursed only 75% of its spending on this program.</span></p>

<p><span style="font-weight: 400;">President Joe Biden&#8217;s administration has pledged to fully reimburse local governments for their housing programs by September 30, 2021 so that the city can continue to support the program without fighting for money.</span></p>
<p><span style="font-weight: 400;">Following the success of Project Roomkey, the state continued the program into its next progressive phase known as Project Homekey.  Project Homekey is a $ 600 million program calling on local governments to buy hotels and build permanent housing for people with homelessness.</span></p>
<p><span style="font-weight: 400;">According to Deborah Bouck, Head of HSH Communications, one goal of permanent housing support is to encourage rehabilitation so that people don&#8217;t get left on the streets.  The </span><span style="font-weight: 400;">Driving the initiative</span><span style="font-weight: 400;">    is a program that helps people who are ready to move out of permanent support shelter by helping them gain access to federal housing vouchers and find new homes.</span></p>
<p><span style="font-weight: 400;">&#8220;It is always our goal to help people get back on their feet &#8211; that is the core of our mission to make homelessness rare, short and unique,&#8221; said Bouck.</span></p>
<p><span style="font-weight: 400;">The homelessness crisis is far from resolved, but the number of people being housed has increased.  According to </span><span style="font-weight: 400;">City data</span><span style="font-weight: 400;">There are around 2,220 people who have benefited from the Shelter-in-Place program.</span></p>
<p><span style="font-weight: 400;">While the future expansion for permanent supportive housing in San Francisco sounds promising, Bianca Beverina, who works for Raphael House, a nonprofit that supports low-income families affected by homelessness, believes the city will do better with helping the homeless Population can handle it in this day and age.</span></p>
<p><span style="font-weight: 400;">Beverina hopes the city will also focus on adequate mental health programs and find permanent supportive housing for people in need.</span></p>
<p><span style="font-weight: 400;">&#8220;I can&#8217;t say that I&#8217;ve seen changes,&#8221; said Beverina.  “There are more resources now because of the pandemic, but it definitely doesn&#8217;t clean the streets of Sutter and Polk.  The whole area felt the same way.  &#8220;</span></p>
