When the COVID-19 pandemic hit, many hospitals struggled to find negative pressure rooms approved by the Centers for Disease Control and Prevention (CDC) for the sudden influx of COVID-19 patients. However, many hospital systems had a very limited number of negative pressure rooms (Table). One of the main considerations was the recirculation of air. If the air used is not 100% outside air, would the air being recirculated transport viral-containing particles from one patient room to the next?

A recent study, “Requirements to Reduce Viral Pathogen Transmission in Health Care HVAC Systems,” presented at the Society for Healthcare Epidemiology of America (SHEA) Spring conference, held April 12-14 in Colorado Springs, Colorado, explained that the viral-containing Particles can be transported through the HVAC system even with high efficiency particulate air (HEPA) filters. The study was presented by Werner Bischoff, MD, MS, PHD, MS, the medical director of infection prevention and health system epidemiology at the Atrium Health Wake Forest Baptist Hospital System and a professor at Wake Forest School of Medicine.

“CDC sets [a limited] risk of transmission of pathogens that are emitted from one patient inside a patient room that is then transferred through a heating, ventilation, and air conditioning (HVAC) system back to maybe an adjacent patient room or an entire unit,” Bishoff told Infection Control Today ® (ICT®) in an exclusive interview. “What you don’t want is to have a tone of transmissions and in a very closed-up area through the HVAC system.”

For the first time, this study demonstrates that “viral containing particles can be transported via a hospital HVAC system from one patient room to the next,” Bishoff wrote in the study. “Taking into account the loss of virus within the HVAC system, the combination of MERV8+MERV16 filters reduces the virus burden reaching an adjacent room to levels well below the human infectious dosages for influenza and other highly infective viruses. Our findings indicate that MERV8+MERV16 filters provide protection against virus transmission through HVAC systems and are a cost-conscious alternative to HEPA filters.”

Considering future investigations, Bishoff said to ICT®, “I think it would be nice to look at the more novel technologies that are coming out [like] neurons that are highly promoted, especially by industry—that is ionization…Mechanical ventilation isn’t established [with] These newer technologies, we need a lot more data to say that [air filtration systems] are really safe and do what they promised to do.” Previously, ICT® has reported on this topic here, here, and here.

SAN FRANCISCO – In the words of a scout, “The Warriors machine is back and buzzing.” He was quick to notice the absence of one player: Kelly Oubre.

The Warriors will face their former affair for the first time on Wednesday night, which most basketball experts believe does not fit well into Golden State’s “read-and-react” system when they host the 5-3 Charlotte Hornets.

With a 5-1 record in the second of eight home games, the Warriors’ early returnees are looking good in the off-season. Your biggest steps in the independent agency – Otto Porter, Nemanja Bjelica and Andre Iguodala – have already paid off with these victories.

Additionally, coaches and teammates say they fit the profile of “high IQ” basketball players who tend to be successful alongside the freeform stylings of Stephen Curry and Draymond Green.

“We just added people who know how to play and move the ball,” said coach Steve Kerr. “On the first day of the camp it was already clear how well this team fits together.”

If you have it, you have it.

If you don’t, it’s even more obvious. And not everyone has gelled as quickly over the years as Porter and Bjelica. Both players’ ability to pass has sparked enthusiasm, and Porter’s hit rate of 43.8% from a distance ranks second on the team. While Bjelica’s shot has cooled, both players know where they are needed on the ground.

“I think over time guys make certain moves and you can kind of feel that,” said Green. “But if a guy doesn’t, you know right away. You know right away. It’s not that hard to see. You know right away. … I think we don’t have any this year (that don’t fit). We got our fair share, that’s for sure. ”

Owner Joe Lacob agreed, but also refused to give names.

“We had some problems with some players last year,” Lacob said on a recent NBC Sports Bay Area program.

The Warriors acquired Oubre in a deal with Oklahoma City after the 2019-20 season, and the former Kansas first-round pick provided a constant offensive while he was healthy. But his relationship with Golden State seemed bitter, and he commented after the season that he “wants to keep showing all the things I’m capable of and not being pigeonholed”.

Bjelica has credited Golden State’s offensive system for its revival, while Porter referred to the dressing room culture.

“It’s a very selfless group,” said Porter. “(We) hold each other accountable, and it starts with the head of the serpent. Steph (Curry) was an amazing leader and made sure everyone got acclimatized. ”

How do you find someone who fits your profile? There’s no metric Kerr knows better than a good old-fashioned feature film.

“Usually passing and cutting is a good barometer of whether a man can play. Does he keep moving the ball and make the cut at the right time when the defense shifts? ”Said Kerr. “If you see a guy on tape doing these things, it’s a pretty good sign he’s a high-IQ player.”

Oubre’s smooth transition to Charlotte shouldn’t be overlooked. With his fourth team in seven seasons, he signed a two-year deal worth $ 24.6 million. He is one of only two NBA players this year with multiple 20-point benefits from the bench and has started five more games.

His 14.5 points per game may look better on a stats sheet than Bjelica (5.8 ppg), Porter (6.3 ppg), or Iguodala (4.2 ppg), but the Warriors are thrilled with their contributions alongside scoring.

They helped the Warriors maintain their place in the NBA elite in terms of assists (28.7 per game; 2nd) and defensive efficiency (99.4 points per 100 possessions; 4th).

“I think the vets we added understand the NBA defense,” Kerr said. “We had a top 5 defense a year ago and we added Andre to the mix, one of the best defenders in the league and someone who knows our plans and covers and staff. … I just think we have a good groove. ”

To demonstrate this, a computer scientist from Dartmouth University created an interactive map. It uses California public data to show the huge differences in property taxes paid in a neighborhood.
I used this tool to search the city of San Francisco. On Scott Street I found three neighboring townhouses of the same size and year of construction. The three nearly identical terraces had annual tax bills of $ 28,500, $ 3,200, and $ 41,000, respectively. They were last sold in 2008, 1993 and 2019. They have taxable estimates of $ 2.3 million, $ 2 million and $ 3.4 million, respectively.

P13 has created a multi-level property tax system. People who bought their homes long ago pay very little tax; People who bought recently pay many times more.

There are two main perverse outcomes. First, it has undermined California’s tax base. Second, it has created massive frictional losses for people moving home. Why move if it would increase your annual tax burden?

US economists almost agree that P13 was a bad idea. However, politics is so politically charged and so popular with the beneficiaries that it is almost impossible to relax. Compare that to the policy cost of negative debt cancellation or capital gains tax breaks in Australia.

With households in NSW opting to pay the new property tax, it is likely that a similar two tier property market will emerge in NSW. Just like in California, it will become the norm in NSW for neighbors to be taxed differently in identical homes. A neighbor may have paid stamp tax in the distant past and then live tax-free in their apartment. Another neighbor can pay tens of thousands of taxes annually.

This discrepancy will reduce the likelihood of households moving when a new tax bill is linked to their new home. This is the exact opposite of what the stamp duty reform intended.

It is also possible that a property that is not subject to property tax may be passed on to the next generation through inheritance. Such real estate would become (tax-free) heirlooms that could remain in family ownership for generations, while the rest of the real estate market is burdened with property taxes. This would exacerbate wealth inequality.

One way to avoid California’s troubles is to put a lockdown (e.g. in 10 or 20 years) after which every property will pay property tax. Homeowners who lack the money to pay the new tax could be given the option to take the tax out of their home’s equity and repay it at the time of sale or transfer.

Alternatively, the NSW government could consider the ACT approach, which gradually introduces the new property tax over 20 years. This approach is less fair to home buyers who have just paid stamp duty. However, this could be mitigated by offering a tax break to the youngest buyers.

In addition, the government should consider dealing with inherited properties. If a property is transferred to a family member, the home could automatically be included in the new property tax. Exceptions are possible if the recipient lives in the property as their main residence. This is similar to a recent reform of P13 that California just passed.

Any of these approaches would be a useful addition to an otherwise laudable proposal by Perrottet. And they will avoid the pitfalls of the California experience.
