										<content:encoded><![CDATA[<p> San Francisco is extending its home quarantine and coronavirus travel quarantine indefinitely, the city said on Thursday.</p>
<p>The state may have allowed San Francisco and other Bay Area counties to opt out of regional home stay ordinance as early as Jan. 8 if ICU capacity has improved, but the city does not appear to be waiting for the instruction State.</p>

<p>&#8220;We have proactively kept order at home and quarantine on travel to protect the Franciscans and in the hope that by acting quickly we can flatten the curve and reopen it faster,&#8221; Mayor London Breed told in a press release.  &#8220;That seems to be working, but we need more time to realize that we are going in the right direction and that the December break is not throwing us back.&#8221;</p>
<p>According to state rules, a region&#8217;s home stay order may be lifted if the remaining ICU capacity exceeds 15%.  The Bay Area&#8217;s current intensive capacity is 8.5%.  Given current trends and an expected spike after the holidays, San Francisco officials are not confident that the situation will improve until Jan. 8.</p>
<p>Other counties in the Bay Area have worked with San Francisco in the past.  When we asked the local health officials if they would renew their orders, Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Cruz, and Sonoma counties said they would all be moving in connection with the timing of the state.  (We&#8217;ll update this story as soon as we hear from more counties.)</p>
<p>Under the stay-at-home ordering restrictions, most non-essential businesses such as gyms, cinemas, museums, salons, and barbershop are required to remain closed.  Only retail stores can be open at 20% capacity.  Restaurants may only be open for take away and delivery.</p>
<p>All social gatherings of any size, indoors and outdoors, are technically prohibited.</p>

<p>In addition to the stay-at-home order, San Francisco is also expanding its mandatory travel quarantine, which requires people coming from outside the Bay Area to be quarantined for 10 days after their return.</p>
<p>The unlimited restrictions are worrying entrepreneurs in the city, who already faced numerous uncertainties in 2020.</p>
<p>&#8220;Look, after the year we&#8217;ve had, there&#8217;s no way we can plan a downturn. We&#8217;re down,&#8221; said Lori Regis, co-owner of Boullettes Larder restaurant in the San Francisco Ferry Building.</p>
<p>If lawmakers want to keep imposing these types of restrictions, Regis would like them to provide more financial support as well.</p>
<p>&#8220;Otherwise we will be there for another year. The gastronomy cannot recover quickly,&#8221; she said.</p>
<p>&#8220;When retail is open, you&#8217;re inside. You have that, but you can&#8217;t dine outside? So that&#8217;s a small (mixed message),&#8221; added Farshad Ghaffari of San Francisco.</p>
<p>&#8220;At the moment we are still in a total prohibition mode,&#8221; said supervisor Matt Haney, who also fears that mixed messages could have unintended consequences.  &#8220;I am concerned that we are banning outdoor activities so we are forcing people into the house, which is much more dangerous and where most of the spread occurs, namely indoor gatherings.&#8221;</p>

<p>SAN FRANCISCO (KRON) &#8211; San Francisco has expanded both its travel advice and stay at home ordering service.</p>
<p>The city said Thursday it doesn&#8217;t appear that the Bay Area will have 15% of the available intensive capacity by Jan. 7.  At this point, your home stay order should likely expire as long as the COVID numbers improve.</p>

<p>Mayor of London Breed and Health Director Dr.  Grant Colfax also expanded the travel advice that requires a 10-day quarantine for all people coming to San Francisco from outside the Bay Area, with a few exceptions for important travelers. </p>
<p>No expected date has been set for the cancellation of the orders.</p>
<p>“The renewal of both health mandates will continue until the Bay Area is no longer subject to the state&#8217;s regional residency ordinances.  Once the state repeals its regional home stay ordinance, San Francisco will reassess key health indicators to see if they support easing current restrictions on businesses and activities and resuming the measured reopening process that adheres to the state framework oriented.  &#8220;</p>

<p>Another reason a new expiration date has not been set is because the country has not yet recognized the consequences of people who ignored stay-at-home orders over the Christmas and New Year holidays. </p>
<p>&#8220;We have proactively ensured that order remains at home and quarantine on travel is in place to protect the Franciscans and in the hope that by acting quickly we can flatten the curve and reopen it more quickly,&#8221; said Breed.  “It seems to be working, but we need more time to realize that we are going in the right direction and that the December holidays are not throwing us back.  There are glimmers of hope and now is not the time to let up.  &#8221;   </p>
<p><strong>The following activities must be temporarily closed until further notice: </strong></p>
<ul>
<li>Personal services: hair and nail salons, hairdressers, tattoos, piercings, beauticians and massages must cease operations, including indoor and outdoor operations.  </li>
<li>Outdoor dining: Restaurants can only deliver or take away.</li>
<li>Open-air museums, aquariums and zoos</li>
<li>Indoor gyms</li>
<li>Drive-in meetings.  Driving in theaters and other performances offered in a drive-in context must be discontinued. </li>
<li>Outdoor family entertainment centers</li>
<li>Open-air bus and boat operators</li>
</ul>

<p><strong>The following activities must still be performed at a reduced capacity: </strong></p>
<ul>
<li>Sale.  All retail stores such as shopping malls, hardware stores, convenience stores, equipment rentals, and specialty stores must reduce capacity to 20% (and implement a metering system. Stand-alone grocery stores can operate at 35% capacity.  </li>
<li>Retail with little contact.  Service-oriented retail such as dog groomers, electronics repair services, and shoe repair services can only operate in a roadside context. </li>
</ul>
<p>		San Francisco closes holiday exhibits and parking lots for New Years Eve	</p>
<p><strong>The following activities can continue with changes: </strong></p>
<ul>
<li>Hotels may only accept reservations from key workers traveling for work purposes or to support critical infrastructure, including accommodation for isolation and quarantine purposes.  If a person from another state who is not traveling for essential purposes makes a reservation, it must be at least the number of days required for quarantine.  The people specified in the reservation must be quarantined in the hotel or accommodation for the entire required time.  Reservations made by non-essential CA residents may not be accepted or recognized. </li>
<li>Small gatherings.  Small outdoor gatherings must be limited to members of a household with a maximum of 12 people or a maximum of 2 people from 2 households.  Face covering should always be left in place, except when eating or drinking.  Indoor gatherings between different households are not permitted. </li>
<li>Outdoor gyms.  Outdoor fitness or fitness center activities, as well as outdoor fitness group classes (such as boot camps, dance, yoga, tai chi, etc.) are limited to groups of 12 people, including staff, and must maintain strict spacing requirements for face covering.  Running groups are prohibited. </li>
</ul>
<p>		Daly City Gym is canceling home stay orders	</p>
<ul>
<li>Youth sports.  Youth sports activities associated with a childcare program, an after-school time program, or any other organized and supervised youth sports program may only be continued outdoors without competitions or spectators and with strict social distancing and face protection requirements. </li>
<li>Indoor activities open to the public.  Any facility that allows members of the public to access indoor areas, including shopping malls, grocery stores, corner stores, financial services, hardware stores, pharmacies, etc., must put in place a metering system to monitor capacity thresholds and ensure that capacity does not exceed the limits.  In fact, a company needs to assign a specific person on the staff to monitor the number of people in the facility and to ensure that the 20% capacity threshold (or the 35% capacity for standalone grocery stores) is met at all times.  In addition, special hours should be set up for the elderly and other people with chronic illnesses or a weakened immune system.  </li>
<li>Adult recreation.  Non / low contact adult activities such as golf, tennis, pickle ball and bocce can continue outdoors subject to restrictions (golf is limited to two people and members of different households are not allowed to share a cart; tennis and pickle ball are for singles without sharing limited) equipment).   </li>
</ul>

<p>San Francisco health officials announced an indefinite extension of the current home stay order and 10-day travel quarantine on Thursday morning.</p>
<p>San Francisco County was one of five counties in the Bay Area that early adopted the state&#8217;s new regional home-stay ordinance and chose to adopt that ordinance in early December, two weeks before the ICU capacity in the area fell 15% fell, causing the state to shut down the rest of the region.</p>
<p>The state ordinance for the Bay Area region is expected to expire on Jan. 8, when ICU capacity is back above 15% and isn&#8217;t back below that number for four weeks.  On Wednesday, the state estimated the region had a capacity of 7.5%.</p>
<p>San Francisco officials believe Christmas and New Year gatherings in January will spark a new boom, so restrictions in the city will remain in place even if outside government is overturned.</p>
<p>Outdoor dining, indoor personal care services, and other activities are prohibited as part of the stay at home order.</p>
<p>The city&#8217;s travel policy, which requires a mandatory 10-day quarantine for all individuals traveling, relocating, or returning to the city from outside the Bay Area, was originally due to expire on January 4th.</p>
<p>Dr.  Grant Colfax, San Francisco&#8217;s director of public health, did not provide details on how the city will enforce the order, but said anyone who does not comply could be affected by a misdemeanor.</p>

<p><strong>Seyfarth Synopsis.</strong> On December 18, 2020, San Francisco imposed a 10-day quarantine on most people traveling or returning to the city for more than 24 hours.  The order does not apply to travel within the larger Bay Area or to certain visitors, including those who stay no longer than 24 hours, those seeking medical treatment, and those coming into town to provide essential services.  While the regulation does not require employers to monitor their employees&#8217; personal journeys, the order does require employers to prohibit workers from returning to work if they become aware of the journey.  Any non-working time due to this travel quarantine is regulated by the employer&#8217;s existing leisure time guidelines.  The order is valid until at least January 4, 2021. Fortunately, the order is unlikely to affect a famous traveler on December 24, unless their sled fails and they have to stay in town for more than 24 hours.</p>
<p>In response to COVID-19-related concerns about vacation travel, San Francisco has issued a mandatory quarantine order for many people traveling in and out of the city.  The order runs from December 18, 2020 to January 4, 2021 and requires most people to travel to the city for more than 24 hours or return home after 10 days of quarantine.  While affected individuals may leave home to be tested for COVID-19, a negative test does not shorten the 10-day quarantine period.</p>
<p><strong>Exceptions.</strong></p>
<p>The order makes exceptions for some travelers.  For example, this does not apply to:</p>
<ul>
<li>People who started their trip before December 18th;</li>
<li>Individuals who move through San Francisco but do not stay longer than 24 hours;  and</li>
<li>Other Bay Area residents (defined as people from Alameda, Contra Costa, Marin, Napa, Santa Clara, Santa Cruz, San Francisco, San Mateo, Solano, and Sonoma counties).</li>
</ul>
<p>However, the order encourages residents and individuals in the Bay Area who began traveling before the order went into effect to adhere to the quarantine policy.</p>
<p>For parents and children concerned about the Order&#8217;s impact on Santa, the 24-hour exemption is likely to apply to his December 24th work.</p>
<p>The order also excludes a number of key workers and others who come to the city for specific assignments, including:</p>
<ul>
<li>Licensed Healthcare Professionals</li>
<li>Anyone who comes to San Francisco to work in an acute hospital</li>
<li>Individuals who perform essential government functions or work on essential infrastructure</li>
<li>People caring for minors, the elderly or people with disabilities</li>
<li>People receiving medical care</li>
<li>Individuals asked by their employer to enter the city to work for an essential San Francisco company due to a staff shortage</li>
<li>Individuals traveling for law enforcement or a court order</li>
<li>Individuals who are members of professional or university sports teams and who travel for a game</li>
<li>People who are part of a film production, provided they meet certain requirements</li>
</ul>
<p><strong>Impact on employers.</strong></p>
<p>The city&#8217;s FAQs make it clear that employers may have some responsibilities as part of the ordering process.  Corporations are not required to (and cannot under applicable California law) restrict their employees&#8217; personal travel, nor are businesses required to inquire about where their employees have traveled.  However, if an employer learns that an employee has traveled outside of the Bay Area, the employer must prohibit the employee from returning to work during the quarantine period.</p>
<p>The appointment does not require companies to approve paid employee quarantine time off.  Instead, it deviates from the normal guidelines of an employer.  If the employee is entitled to free time under these guidelines, they should be given it.  However, if the employee&#8217;s conduct or leisure time is contrary to the employer&#8217;s normal guidelines, the employee may be disciplined.</p>
<p><strong>Note.</strong></p>
<p>The only companies asked to order are transportation facilities.  You must notify incoming travelers by either giving the travelers a copy of the notice accompanying the order or by posting the notice and making periodic announcements.</p>
<p>While hopefully this is a quick caveat, employers should brush up on travel order in San Francisco and be prepared if they learn of employees traveling outside of the Bay Area on vacation.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; A health ordinance that provides for a mandatory 10-day quarantine for anyone traveling to or returning to San Francisco from outside the Bay Area has been extended beyond the January 4th end date.</p>
<p>Dr.  Grant Colfax, Mayor of San Francisco&#8217;s Race and Health Mayor of London, announced the extension of the quarantine that will apply to returning residents, those moving to San Francisco, those who work in San Francisco, and visitors if so is not expressly excluded from the regulation.</p>

<p>The travel quarantine order introduced on December 17 also strongly advises against non-essential travel of any kind and distance, including from one place to another within the Bay Area.</p>
<p>San Francisco already extended its local Order Stay Safer at Home regulation on December 3rd, which was reflected in California&#8217;s regional stay-at-home regulation on December 17th, when the availability of intensive care beds in the Bay Area was under 15% fell.  While the state might not cancel the Bay Area stay-at-home order until Jan. 8, the city doesn&#8217;t expect the state&#8217;s ICU capacity to cancel the order to be reached by that date.</p>
<p>The city is extending both mandatory quarantine and stay-at-home orders until the Bay Area region is no longer subject to the state&#8217;s regional stay-at-home order.</p>
<p>&#8220;We have proactively ensured that order remains at home and quarantine for travel is in place to protect the Franciscans, and in the hope that by acting quickly we can flatten the curve and reopen it more quickly,&#8221; said Mayor Breed in a press release.  “It seems to be working, but we need more time to realize that we are going in the right direction and that the December break is not throwing us back.  There are glimmers of hope and now is not the time to let up.  &#8220;</p>
<p>San Francisco&#8217;s mandatory quarantine allows exemptions for health professionals, first responders, official government business, critical infrastructure work, and other activities, including travel to get medical care or travel required by a court order.  Travelers arriving at San Francisco International Airport on connecting flights and not staying overnight are also exempt.</p>
<p>Individuals in need of quarantine must stay at home without physical interaction with anyone outside their household, except in emergency situations or in healthcare.  You are not allowed to go to work, school, or anywhere outside of your home for 10 days.</p>

<p>As of Wednesday, ICU capacity in the Bay Area was around 7.5% and cases continued to rise regionally, suggesting that critical care demand is unlikely to decline in the coming weeks, the city said in a press release With.</p>

<p>San Francisco&#8217;s Stay Safer at Home order means the following activities must be temporarily closed until further notice:<br />• Personal services.  Facilities providing personal care services, including hair and nail salons, hairdressers, tattoos, piercings, beauticians and massages, will have to cease operations, including both indoor and outdoor operations.<br />• Eating outdoors.  Restaurants and other establishments that offer catering services may only be operated for delivery or take-away.  Eating and drinking on the premises, including in common areas, is prohibited.<br />• Open-air museums, aquariums and zoos.  Outdoor installations or exhibits associated with museums, aquariums, or zoos may not allow visitors to enter.  Outdoor botanical gardens and historical sites can remain open.<br />• Indoor gyms.  The limited 1: 1 personal training in gyms and fitness centers that was permitted under the previous health ordinance must be discontinued, but can take place outdoors (see below).<br />• Drive-in meetings.  Driving in theaters and other performances offered in a drive-in context must be discontinued.<br />• Outdoor family entertainment centers.  Outdoor family entertainment centers such as skate parks, roller and ice rinks, batting cages, go-kart racing, and miniature golf must be closed.<br />• Open-air bus and boat operators.  Open-air bus operators offering sightseeing and other tours, as well as open-air boat excursions, including recreational and fishing expeditions, must cease operations.</p>
<p>The following activities must still be performed at a reduced capacity:<br />• Retail trade.  All retail stores such as malls, hardware stores, convenience stores, equipment rentals, and specialty stores must reduce capacity to 20% (and implement a metering system (see below). Standalone grocery stores can operate at 35% capacity.<br />• Low-contact retail.  Service-oriented retail such as dog groomers, electronics repair services, and shoe repair services can only operate in a roadside context.</p>
<p>The following activities can continue with the changes indicated:<br />• Hotels and accommodation.  Hotels may only accept reservations from key workers traveling for work purposes or to support critical infrastructure, including accommodation for isolation and quarantine purposes.  If a person from another state who is not traveling for essential purposes makes a reservation, they must do so for at least the number of days required for the quarantine.  The people specified in the reservation must be quarantined in the hotel or accommodation for the entire required time.  Reservations made by non-essential CA residents may not be accepted or recognized.<br />• Small gatherings.  Small outdoor gatherings must be limited to members of a household with a maximum of 12 people or a maximum of 2 people from 2 households.  Face covering should always be left in place, except when eating or drinking.  Indoor gatherings between different households are not permitted.<br />• Outdoor gyms.  Outdoor fitness or fitness center activities, as well as outdoor fitness group classes (such as boot camps, dance, yoga, tai chi, etc.) are limited to groups of 12 people, including staff, and must adhere to strict spacing requirements for face covering.  Running groups are prohibited.<br />• Youth sports.  Youth sports activities associated with a childcare program, an after-school time program, or any other organized and supervised youth sports program may only be continued outdoors without competitions or spectators and with strict social distancing and face protection requirements.<br />• Indoor activities open to the public.  Any facility that allows members of the public to access indoor areas, including shopping malls, grocery stores, corner stores, financial services, hardware stores, pharmacies, etc., must put in place a metering system to monitor capacity thresholds and ensure that capacity does not exceed the limits.  In fact, a company needs to assign a specific person on the staff to monitor the number of people in the facility and to ensure that the 20% capacity threshold (or the 35% capacity for standalone grocery stores) is met at all times.  In addition, special hours should be set up for the elderly and other people with chronic illnesses or a weakened immune system.<br />• Adult recreation.  Non / low-contact adult activities such as golf, tennis, pickle ball and bocce can continue outdoors subject to restrictions (golf is limited to two people and members of different households are not allowed to share a cart; tennis and pickle ball are for singles without sharing limited equipment).  Also, the government&#8217;s limited-stay home ordinance remains in effect, which requires non-essential businesses to close to the public between 10 p.m. and 5 a.m., and restrict gatherings during that period.</p>

<p>The state limited-stay-at-home ordinance does not affect takeaway and delivery by restaurants, key workers, or public transportation.</p>
