<p>San Rafael police said this week they have apologized to residents and first responders in San Francisco after an officer drove a homeless man accused of causing a disturbance to a residential neighborhood and left him there.</p>
<p>The incident unfolded last month, when San Rafael police were called to Northgate mall around 4:43 pm on July 30 after a caller reported a man was threatening security guards at the mall, San Rafael police Lt.  Scott Eberle said.</p>
<p>The officers &#8220;determined that no crime had taken place,&#8221; and the man did not meet the threshold to be held for psychiatric evaluation, Eberle said.</p>
<p>The man whose identity has not been released was known to the police, but the department could not confirm whether he lived there or had ties to San Francisco.  He was not a resident of San Rafael&#8217;s city-run homeless camp, police said.</p>
<p>Eberle said to an officer suggested San Francisco as a destination, &#8220;and the subject said he wanted to go.&#8221;</p>
<p>Once in the city, the man allegedly tried to start a fire and began undressing in a driveway in the residential neighborhood where he was dropped off, said Jen Kwart, a spokeswoman for the San Francisco City Attorney&#8217;s Office.</p>
<p>He was transported to an area hospital “for a medical complaint,” according to the San Francisco Fire Department.</p>
<p>&#8220;It is disturbing to think another jurisdiction would drop off someone experiencing homelessness or mental health challenges in the middle of a residential neighborhood with no services or resources around,&#8221; San Francisco City Attorney David Chiu said in a statement.  &#8220;We will hold any jurisdiction accountable that is proven to engage in this behavior.&#8221;</p>
<p>A bystander noticed the San Rafael police vehicle and shot a video of police dropping the man off near 14th Avenue and Lake Street.  Eberle said the person who took the video shared it with San Rafael police, which immediately began an internal investigation.</p>
<p>Eberle said it was not the department&#8217;s practice to drive people to other jurisdictions and leave them there without notifying local authorities.</p>
<p>&#8220;This does not reflect any practices of the San Rafael Police Department,&#8221; Eberle said.  “We do not condone this officer&#8217;s actions.</p>
<p>“We devote so much time and resources and energy to helping combat the homelessness crisis that our city is experiencing, and we have hired and promoted people within the department to specialize in addressing the homelessness crisis,” Eberle said.</p>
<p>The department has a mental health liaison, Lynn Murphy, who will at times connect homeless people with resources outside the city, “but she does so in a professional manner, and just doesn&#8217;t transport somebody without gaining approval from the receiving resource or service provider,” Eberle said.</p>
<p>The officer and a supervisor who was involved in the incident remain on active duty as an internal investigation continues, Eberle said.  He declined to identify the officer or the supervisor.</p>
<p>Chiu&#8217;s office only became aware of the full scope of the incident approximately a week ago.</p>
<p>San Rafael police said the department has apologized to the city and county of San Francisco, the neighborhood where the homeless man was dropped off and the firefighters and police who responded after neighbors complained about the man&#8217;s behavior there.</p>
<p>&#8220;In my 22 years of being here, I have heard of this happening in the past, but this is not normal or routine,&#8221; Eberle said.</p>
<p>&#8220;We do acknowledge that we made a mistake,&#8221; Eberle said.  &#8220;We&#8217;re extremely apologetic to everyone who was impacted.&#8221;</p>
<p>Such incidents have occurred before.  In 2013, San Francisco south of the state of Nevada, alleging it had improperly bused dozens of psychiatric patients from the Rawson-Neal Hospital in Las Vegas into San Francisco without food, water or medication and dropped them in the city to fend for themselves.</p>
<p>That lawsuit was settled when Nevada agreed to only bring patients to California if they were going to a specific home address, medical facility or program with someone waiting for or accompanying them.  Nevada also paid $400,000 to San Francisco.</p>

<h4 class="title">The family of a young educator mourns the victim killed in the Big Rig Rigmond-San Rafael bridge crash</h4>
<p>The family of a man killed in a burning big-rig crash on the Richmond-San Rafael Bridge say the young San Francisco educator had a promising life ahead of him.  Next week he would have been 32 years old.</p>
<p><span class="dateline"><strong>SAN FRANCISCO</strong> &#8211; </span>Family members remember Michael Baroja as loving and hardworking.</p>
<p>He died after a large drill crashed into his stuck car while driving home from work.</p>
<p>The 31-year-old worked at Robert Louis Stevenson Elementary in the Sunset neighborhood of San Francisco for six years.</p>
<p>His parents and sister said he loves helping children.</p>
<p>&#8220;It really fills my heart when the kids share the pictures and the parents share with us,&#8221; said Daisy Baroja, his mother.    </p>
<p>Baroja&#8217;s parents and sister found solace in the outpouring of support from students, parents and school staff.</p>
<p>He had been a tech educator and after school teacher.</p>
<p>&#8220;I didn&#8217;t realize how much of an impact he had on the school,&#8221; Daisy said.</p>

<p>Just before 7 p.m. on the night of January 26, the California Highway Patrol said Baroja&#8217;s 1988 Toyota Supra stalled while traveling eastbound on the Richmond-San Rafael Bridge.  His car caught fire after a large drill rig hit it from behind. </p>
<p>Baroja was trapped in his car and died at the scene.  Investigators said drugs and alcohol were not factors.</p>
<p>&#8220;My heart was beating really fast. My chest felt really empty. I was really cold,&#8221; his sister Kristine said.</p>
<p>“He is a very loving child.  We are very close,&#8221; said his father Zosimo Baroja, he and his son had built the Toyota Supra involved in the accident together. </p>
<p>Working on old cars was her hobby, as was fishing.</p>
<h4 class="title">Large derrick on Richmond-San Rafael Bridge bursts into flames, fatal collision disrupts traffic</h4>
<p>The family spent a lot of time together.</p>
<p>They said Baroja was on his way home to San Pablo after work when he was killed. </p>
<p>&#8220;It&#8217;s so hard because he had everything in front of him, everything.  Everything was lined up for him,&#8221; said Kristine, her brother planning to marry his longtime girlfriend and scheduled to leave for Hawaii just two days after his death. </p>

<p>He hoped to go back to school to become a recognized teacher.</p>
<p>“Mike meant so much to us.  He was loved so much,” said retired teacher Dennis Molina, Baroja, known to his students as Mr. B, helped them with his computer skills and kindness. </p>
<p>“He delivered computers to their homes.  He was on the phone with the parents,&#8221; said Molina. </p>
<p>Her loved ones said Baroja had a short but impactful life.</p>
<p>&#8220;I wish I could see him again,&#8221; said his father Zosimo Baroja.</p>
<p>The family plans to hold memorial services for Michael Baroja on February 10 and 11 at 4:30 p.m. at the Fairfield Funeral Home </p>
<p>He would have celebrated his 32nd birthday on February 9th. </p>

<p>SAN RAFAEL (CBS SF) &#8211; Marin County authorities notified residents of widespread road flooding in San Rafael, Mill Valley and other areas and warned people to avoid certain areas due to extreme flooding on Sunday afternoon.</p>

<p>Many roads were under 2 feet of water and impassable, San Rafael police said in a warning around 2:15 p.m.</p>
<p>&#8220;The floods are expected to worsen due to another flood in addition to the amount of precipitation from the atmospheric river,&#8221; police said in a statement.</p>
<p>Shortly after 3:45 p.m., the San Rafael Office of Emergency Services tweeted images of flooding in residential areas.  Officials warned that much of downtown San Rafael was flooded and asked residents to stay at home.</p>
<p lang="en" dir="ltr">There is still significant rainfall in Marin and @CityofSanRafael.  The main front is still pending.  Much of the city center is flooded and not safe to travel. <p>Meanwhile, the Marin County Sheriff tweeted about flooding in other areas and road closures.</p>
<p>A section of the Shoreline Highway in Olema was closed due to flooding from Sir Francis Drake / Hwy 1 to Sir Francis Drake / Hwy 1 in Point Reyes.</p>

<p>Mill Valley also saw flooding in the Sycamore Triangle neighborhood.  Residents there were told to raise their vehicles in the Mill Valley Community Center.</p>

<p>SAN RAFAEL (KPIX) &#8211; Authorities began clearing a North Bay homeless camp located under a San Rafael freeway overpass late Monday morning.</p>
<p>Both Caltrans and city officials said they had no choice but to force those living there without shelter to flee.</p>

<p>The entire eviction process will take hours.  Crews arrived late morning to begin cleaning up the tents and huts under the US Highway 101 flyover at the intersection of Fourth and Heatherton near downtown San Rafael.</p>
<p>People who lived in tents and cars had assembled an entire neighborhood made up mostly of looted objects.  They called the dismantling of the camp a major systematic failure.</p>
<p>&#8220;This place was a good place of healing and peace for the people,&#8221; said camp resident Christian Gift.</p>
<p>After the Caltrans crews started hauling items and clearing the warehouse, the people who lived here said the workers could destroy their homes, but it wouldn&#8217;t destroy their mood.</p>

<p>In all of California, housing is only available for about 30% of the homeless.</p>
<p>“It is devastating when your community is torn apart;  what you built, what you could bring together and merge, and then the state comes and tears it to pieces, ”said Robbie Powelson of the Marin County Homeless Union.</p>
<p>San Rafael officials say local and state leaders have worked hard for the past five years to end chronic homelessness by providing services and support.  This particular camp on state property under Highway 101 has grown significantly since the pandemic began.  The city says it just got too big.</p>
<p>&#8220;The reason there are so many people under the viaduct is because when people go to San Rafael and try to pitch a tent, the SRPD snatched their tents from people,&#8221; explained Powelson.</p>
<p>Caltrans says police and fire calls in the area of ​​the camp have doubled, including calls for violent crime and theft.</p>

<p>After caring for Bay Area seniors, including dozens of priests from the Archdiocese of San Francisco, for nearly 60 years, the Sisters of Nazareth are closing the doors of the Nazareth home in San Rafael.</p>
<p>Surprised residents, families, and staff learned from community leaders on October 27 that the Marin County facility &#8211; one of the Order&#8217;s four supervised care facilities in California &#8211; is down and will be closed in early 2021.</p>
<p>A press release released on the same day said the coronavirus pandemic has dealt a fatal blow to Nazareth House, which has not been able to accept new residents for eight months.</p>
<p>&#8220;As with so many affected by the global pandemic, Nazareth House simply cannot sustain the financial, human and health challenges of the current circumstances,&#8221; said Barbara Ann Crowley, community executive director.</p>
<p>Sisters of Nazareth American Superior Sister Rose Hoye, CSN, told Catholic San Francisco on November 4th that the closure of the Nazareth House in San Rafael was not something for the sisters or their board of directors.</p>
<p>“It took us a long time to make this decision,” she says.  &#8220;Even if it sounds like a quick decision, it wasn&#8217;t.&#8221;</p>
<p>The same staffing issues that other Marin County companies are facing became &#8220;the straw that broke the camel&#8217;s back,&#8221; said Sister Hoye this year amid the pandemic. </p>
<p>The Sisters of Nazareth own and operate four Nazareth House locations in California: Fresno, Los Angeles, San Diego and San Rafael.  Only the latter closes.</p>
<p>The lack of affordable housing in or even near Marin County was not an issue when the Sisters of Nazareth opened the San Rafael facility in 1962, she said.  However, over the past 20 years it has become a critical barrier to finding and retaining skilled workers.</p>
<p>Nazareth House employs more than 75 nurses, home nurses, catering staff, maintenance workers, and others who cannot afford to live where the average home rents at $ 2,700 a month.</p>
<p>&#8220;It has always been a challenge, but when the coronavirus hit, a challenge turned into a crisis,&#8221; said Sister Hoye.</p>
<p>Employees came from Vallejo or Richmond or further to work in relatively low-paying jobs.  Those who lived in San Rafael typically lived in the low-income Canal neighborhood that became the hotbed of the Marin County&#8217;s virus case.</p>
<p>Sister Hoye confirmed that there had been a coronavirus outbreak in the building that year but declined to elaborate.</p>
<p>During a visit to the facility, which is approved for up to 125 residents, the Catholic San Francisco noticed the number of obviously unoccupied rooms that bordered a beautiful courtyard.</p>
<p>“We haven&#8217;t been able to take pictures since March,” said Sister Hoye.  &#8220;That is not financially viable.&#8221;</p>
<p>Nazareth House just completed a $ 3.5 million renovation project of the nursing ward and added a new roof, she said.  Another major home fitout renovation project in the planning stages was drawn when the sisters saw where the journey was going.</p>
<p>Sister Hoye said the response to the closure announcement was &#8220;a great sadness&#8221; from residents and staff.</p>
<p>&#8220;We are very sad ourselves,&#8221; she said.  &#8220;It&#8217;s a tragic, tragic decision that we have to make.&#8221;</p>
<p>Crowley said the sisters will work with each resident to help them transition into a new community.</p>
<p>The San Franciscan Nadine Calliguiri, 82, moved to Nazareth House seven years ago.</p>
<p>&#8220;I was happy here from the first day I moved here,&#8221; said Calliguiri, who was born with cerebral palsy and started Handicapables, a nearly 60-year-old Catholic ministry for adults with disabilities.  “Here you can feel the joy of the Holy Spirit,” she said.</p>
<p>The San Francisco Chapter of the now national organization is now run by Catholic charities and was renamed Breaking Bread with Hope earlier this year.</p>
<p>Calliguiri said she has friends who will help her find an apartment, hopefully in Petaluma, but added, &#8220;I&#8217;m not sure where I&#8217;m going.&#8221;</p>
<p>Claire Miller volunteered at Nazareth House for 15 years before moving there with her late husband Don three years ago.</p>
<p>&#8220;This peaceful and joyful home gave us a home to be together in during the final days of his journey here on earth,&#8221; she said.  &#8220;I felt safe and supported when I needed it most.&#8221; </p>
<p>Nazareth House has been favored by many retired priests, and its closure will leave a void for the future, said Rachel Avelais, care manager for retired and aging priests for the Archdiocese of San Francisco.</p>
<p>She said the community of priests who live in the house of Nazareth grew a few years ago after some priests chose to live there.</p>
<p>&#8220;For many years there was quite a group there with their own table to gather at for dinner,&#8221; Alvelais told San Francisco Catholic.  &#8220;The community that arose there became an attraction in its own right.&#8221;</p>
<p>Past residents include the late Father Ray Zohlen, former pastor of St. James and St. Raymond Parishes, the late Father Kirk Ullery, former pastor of Our Lady of Lourdes in San Francisco, and Father Bernie Brennan and Father Kevin Gaffey, both pastors from several parishes in the Archdiocese of San Francisco and now deceased. </p>
<p>Archbishop of San Francisco, George H. Niederauer, lived at Nazareth House before his death in 2017, aged 80.  According to Avelais, only three priests currently live there.</p>
<p>The “full Catholic” living environment of Nazareth House with its high levels of community and care will not be easy to replace, she said.  The closure “further restricts our choices” for priests, certainly, but for all residents who appreciated it.</p>
<p>“People will have to make more compromises,” she said, including leaving the area or swapping a Catholic-run congregation for a secular, nonprofit or for-profit organization.</p>
<p>Sister Hoye said that despite the losses that are not easy to replace, the sisters believe they made the right decision.</p>
<p>&#8220;We believe that God is in that choice and that our mission never dies, just takes a turn,&#8221; she said.</p>
