<p>A 36-year-old man who attempted to flee to Amsterdam from San Francisco International Airport with a 16-year-old Redwood City girl he planned to marry has been sentenced to four years in prison, according to the San Mateo County District Attorney&#8217;s Office .</p>
<p>In June, Dylan Raymos, a San Francisco resident, was arrested in Redwood City for allegedly having unlawful sex with the girl and was ordered not to have contact with her, prosecutors said.</p>
<p>However, he disobeyed the order, picked up the girl at her home on July 7, and went to the airport.  Prosecutors said that US Customs and Border Protection approached him on the plane and learned he was violating a court order and fleeing the country.  Raymos admitted email contact and said the girl had agreed to travel with him to Portugal through Amsterdam, and he planned to marry her, prosecutors said.</p>
<p>The victim&#8217;s family statements gave in court that persuaded the judge to go beyond the two years initially considered and go with four years, prosecutors said.  He was also ordered not to contact the victim for 10 years.</p>

<p>PETALUMA (KPIX) &#8211; A headstrong 500-pound black bear safely descended from a Petaluma backyard sequoia tree Sunday night, lured out of its sky-high hideout with the help of fish and other food, and ended a day-long stalemate with wildlife officials.</p>
<p>The bear walked down the sidewalk and eventually back into the nearby open space.</p>
<p>&#8220;We see a lot of deer walking up and down the street, but no bears,&#8221; said Petaluma&#8217;s Charlie Llorence. </p>
<p>&#8220;We really hope he is fine and I know that I trust all the people who try to help him,&#8221; added Jerri Llorence. </p>
<p>The Llorences live within walking distance of where the bear landed in Raymond Heights.</p>
<p>&#8220;We had our binoculars and we could only see them from the back and it was really cool,&#8221; said Charlie. </p>
<p>For most of the day, the bear was the star of the show, mesmerizing the neighbors as it sought refuge.</p>
<p>At 2:30 am, Ralph Haney&#8217;s dog started barking, so he went outside and found that his fence had been torn open.</p>
<p>&#8220;We have a few possums nearby, an occasional skunk,&#8221; Haney said.  “There was no way a small rodent did that.  Something broke that fence.  That took some strength. &#8220;</p>
<p>Sheila Katz saw what it was doing when she got home early in the morning.</p>
<p>&#8220;I got out of my car and looked down the driveway and saw a bear running slowly past and said, &#8216;Oh my god, that&#8217;s a bear!&#8217;  It&#8217;s a bear!  It&#8217;s a bear! &#8216;”, Remembers Katz.</p>
<p>A neighbor snapped a photo of the bear as it rushed through backyards trying to escape a growing number of police and animal control officers.  The frightened bear, looking for the only safety he could find, climbed 25 meters on a sequoia tree.</p>
<p>Mark Scott, Executive Director of North Bay Animal Services, was there and witnessed the event.</p>
<p>&#8220;He did that in about, I don&#8217;t know, about six seconds?  So he&#8217;s a big boy &#8211; it was amazing to see, ”said Scott.</p>
<p>The animal stayed there for the rest of the day, hiding behind the foliage as best it could, when dozens of people came to enjoy the unusual sight.</p>
<p>“It&#8217;s alive!  It&#8217;s something we don&#8217;t normally see and I think it&#8217;s just all the mystique of what a bear is, ”said Aubrey McMillon.</p>
<p>“It&#8217;s one thing to get a mountain lion, but you don&#8217;t usually hear anything from a bear,” says Eliza Fischer.</p>
<p>At some point a flock of crows started circling the tree and made a terrible noise when they discovered what was inside.</p>
<p>Doris Duncan, executive director of Sonoma County Wildlife Rescue, said she understood the fascination of seeing something this unusual, but hoped people would understand how terrified the bear was in its predicament.</p>
<p>&#8220;He got stuck and everyone here scared him up the tree and he doesn&#8217;t feel safe coming down yet,&#8221; she said.  “Besides, it&#8217;s daylight.  He knows that he will have some problems if he starts roaming these streets. &#8220;</p>
<p>She said it appeared to be a very healthy male black bear that weighed maybe 500 pounds.  It was too high to use a calming arrow safely, so the plan was to just wait for dark and let it come down on its own.</p>

<p>Animal Control Director Scott said they would stay in the area until that happens.</p>
<p>“Nature will take its course anyway,” he said, “but we will be here to watch over it.  We want to be able to say that he&#8217;s back home now. &#8220;</p>
<p>Scott said that mountain lion sightings are fairly common in the neighborhood because there are deer in a nearby park that draw predators to the area.  He said that maybe that attracted the bear too.</p>

<p>REDWOOD CITY (BCN) &#8211; The wife of a man who was killed by a Redwood City police officer in 2018 after her husband attempted suicide filed a lawsuit against Redwood City and the officers involved in federal court in San Francisco on Tuesday.</p>
<p>According to police, on December 20, 2018, officers reacted to a house on 400 block of Lincoln Avenue in Redwood City and met Kyle Hart in the back yard of the house, armed with a butcher&#8217;s knife.</p>

<p>Hart allegedly ran towards officers who were still holding the knife, and although Officer Leila Velez used a taser on him, it was ineffective.  Then Officer Roman Gomez shot Hart.</p>
<p>Hart, who had already suffered self-inflicted wounds on his arms and neck, was taken to hospital, where he later died.</p>
<p>According to John Burris, attorney for Kyle Hart&#8217;s wife Kristin Hart, the entire police reaction took just 29 seconds.</p>
<p>“This is a situation in which Mr. Hart suffered.  His wife had reported this and the police had no plan to de-escalate.  As soon as they saw Mr. Hart, they actually killed him, ”Burris said.  &#8220;Time, distance, and re-evaluation could have been done and none of it was.  Instead it was &#8216;fools rush in&#8217;.  &#8220;</p>
<p>Kristin Hart said that her husband, a native Redwood City American and a teacher at Frank S. Greene Middle School in Palo Alto, recently became scared and was on medication, even though he has not had any past violence.</p>
<p>Kristin Hart held back tears and described Kyle Hart as a kind, loving teacher and father of two.</p>
<p>“He loved his life and had no intention of dying that day.  I asked 911 for help as we are trained to do it.  Instead of helping, the police came with guns drawn and shot him in our back yard, ”she said.  &#8220;I don&#8217;t know who you thought were there to serve and protect that day, but it wasn&#8217;t my family.&#8221;</p>

<p>In addition to Redwood City, the lawsuit also named Gomez and Velez as defendants, as well as Redwood City Police Chief Dan Mulholland.</p>
<p>The suit claims that both Gomez and Velez failed to provide medical care to Kyle Hart after the shooting and were handcuffed when he was fatally gunshot when the paramedics arrived.</p>
<p>Although Gomez was initially placed on paid administrative leave after the shooting, criminal charges were never brought against Gomez and Velez, and both remain employed by the Redwood City Police Department.</p>
<p>The action is aimed at unspecified damages.</p>
<p>Kristin Hart said she filed the lawsuit after failing to reach an agreement with Redwood City officials about policy changes.</p>
<p>“What I would like to see is a comprehensive approach to how the Redwood City Police Department respond to a person in a mental crisis.  The right equipment and training are part of it and must be based on a culture that really values ​​everyone, ”said Kristin Hart.</p>
<p>In a statement, Redwood City officials said while they were unable to comment on active litigation, they have since partnered with San Mateo County Behavior and Recovery Services to set up a pilot program to deal with people in mental health crisis.</p>
<p>“The loss of life is always tragic, as is the case with the death of Mr. Hart.  City officials have appreciated the opportunity to work with the Hart family in the past and hear their recommendations on police policies, ”Redwood City officials said.</p>

<p>On the morning of December 10, 2018, Kristin Hart called 911 because her husband Kyle Hart had cut himself several times with a knife while attempting suicide.</p>
<p>Within 30 seconds of their arrival, one of the two cops who responded shot and killed Kyle Hart in the back yard of their Redwood City home.</p>
<p>Almost three years later, lawyers announced on Wednesday that they would file a civil rights lawsuit on behalf of Kristin Hart against Redwood City, the chief of police and the two responding officers.</p>
<p>&#8220;Kyle was a sick person who needed help, and instead of providing the help they were trained to provide, the police killed him,&#8221; said Kristin Hart.  “Kyle deserves better.  The citizens of Redwood City deserve better.  &#8220;</p>
<p>In tears, Kristin Hart described Kyle Hart Wednesday as her best friend, a wonderful husband, and a devoted father.  The two were both teachers and met in college in 2005.  They had recently moved to Redwood City, Kyle&#8217;s hometown, and were hoping to raise their children there, Kristin said.  Their daughter Ellie was born three days before his death.</p>
<p>The lawsuit alleges that Kyle Hart&#8217;s civil rights were violated through the excessive use of force and makes a claim on behalf of his wife and children who, according to attorney John Burris, &#8220;suffered and will continue to suffer from those shootings.&#8221;</p>
<p>Kristin Hart said while monetary damage is part of the lawsuit, she ultimately believes the city, department and officials must be held accountable for her husband&#8217;s death. </p>
<p>&#8220;The officers had no consideration for Kyle&#8217;s dignity or medical needs, nor did they care for me or my children,&#8221; said Kristin Hart.  “Kyle died without the comfort of his family around him.  We couldn&#8217;t say goodbye.  I don&#8217;t know who they thought were there that day to serve and protect, but it wasn&#8217;t my family.  &#8221; </p>
<p>The officers involved in the shooting have not been prosecuted and are still employed by the department.  San Mateo District Attorney Steve Wagstaffe found that they &#8220;acted lawfully&#8221; because Kyle Hart allegedly approached them with a knife.  One of the officers tried to use a taser and when it wasn&#8217;t working properly the other officer shot Kyle Hart.</p>

<p>Wagstaffe on Wednesday reiterated its 2018 decision that the shooting was lawful conduct by officials, but added that there may still be a basis for a civil lawsuit as there are different standards for a criminal lawsuit versus a civil lawsuit.</p>
<p>&#8220;In our view &#8230; what the officers did did not violate California&#8217;s Law on the Use of Force Against Individuals,&#8221; Wagstaffe said.  “I concluded that they had acted in lawful self-defense, but when I judge something, I do it on the basis of a criminal standard based on unequivocal evidence.  A civil lawsuit, we&#8217;ll see where it lands on this line.  &#8220;</p>
<p>Kristin Hart hopes the lawsuit will change the Redwood Police Department&#8217;s response to mental health emergencies.</p>
<p>&#8220;So far it has not been recognized that mental health response is an area where the police even need to improve,&#8221; said Kristin Hart.  “What I would like to see is a comprehensive approach to how the Redwood City Police Department respond to a person in a mental crisis.  The right equipment and training are part of it, but must be based on a culture that truly values ​​all people, no matter who they are.  &#8220;</p>
<p>Kristin Hart added that she had spoken to the city several times in the past two years about making changes so &#8220;what happened to Kyle doesn&#8217;t happen to anyone else,&#8221; which is her primary goal.  She said the city was not receptive and no progress had been made, which led to the lawsuit. </p>
<p>In a statement, Redwood City officials said that while the city has been unable to speak up on active legal disputes, it has since partnered with San Mateo County&#8217;s Behavioral Health and Recovery Services to launch a pilot program of dealing with people in mental health Establish health crises.</p>
<p>“The loss of life is always tragic, as is the case with the death of Mr. Hart.  City officials have appreciated the opportunity to work with the Hart family in the past and hear their recommendations on police policies, ”Redwood City officials said.</p>
<p>Burris said he doesn&#8217;t believe cops should be the first responders when a person is in a mental crisis;  Instead, sociologists, psychologists, and other trained individuals should respond.</p>
<p>“In situations where family members are calling for help because their loved ones are suffering from a mental crisis, we have seen far too often that when the police arrive, instead of de-escalating the situation and taking control of the situation, the Situation kills person and killing them under circumstances that are highly questionable, ”said Burris.</p>
<p>&#8220;In a case like this, where it was pretty clear it was a major mental health crisis, a person with real experience dealing with such issues should have been there,&#8221; Burris said.  “Because even we know that in a situation like this with a mentally disabled person, you don&#8217;t yell at them and yell at them and tell them to drop something.  You first try to communicate with them and calm the situation down, to let them know that you are not there to harm them.  And, unfortunately, when you have guns and you pull out, you create a hostile environment.  &#8220;</p>

<p>SAN FRANCISCO (AP) &#8211; San Francisco Bay Area authorities continued to search Monday for a man who was swept at sea after straying off a path to climb some cliffs and being caught by high surf.</p>
<p>The missing man was with two friends on Sunday afternoon as they scrambled down the cliffs below the Point Bonita lighthouse, said Julian Espinoza, spokesman for the Golden Gate National Recreation Area.  The friends were also swept away, but returned ashore and called 911.</p>
<p>Authorities identified them but said the men were from the San Francisco Bay Area.</p>
<p>The dangerous high surf conditions in Northern California over the weekend led to some rescues elsewhere.</p>
<p>A dozen children on a sailing course were rescued Sunday after several sailing boats capsized in Santa Cruz Harbor.  All children who wore life jackets were drawn from the cold water and not injured.</p>
<p>&#8220;We just warmed up some children on the backs of some ambulances, we didn&#8217;t transport anyone and hand them over to their parents,&#8221; Daniel Kline, a battalion chief for the Santa Cruz Fire Department, told the San Francisco Chronicle.  &#8220;It was a very happy result.&#8221;</p>
<p>But a woman from the Redwood City area went missing Monday after a large wave pulled her and her husband off the rocks at Pescadero State Beach on Sunday afternoon.  First responders said they appeared to be fishing or looking for clams.</p>
<p>The husband made it ashore and was rushed to hospital with non-life threatening injuries, Rosemerry Blankswade, a spokeswoman for the San Mateo County Sheriff&#8217;s Office, told the Chronicle.</p>
<p>Last week in Sonoma County, a family of four was swept at sea by a powerful ocean wave.  Two children are still missing and their father died after trying to save them.  The mother made it back to the coast.</p>
<p>The National Weather Service Bay Area tweeted that high astronomical tides, also known as &#8220;king tides,&#8221; along with larger-than-normal waves on Monday and Tuesday morning will result in minor flooding on the coast.</p>
