<p>SAN FRANCISCO &#8211; A $ 100 million fix to prevent a luxury San Francisco skyscraper from sinking and tipping even more is suspended while engineers try to figure out why the building fell another 2.5 centimeters during the repair .</p>

<p>Doug Elmets, spokesman for the Millennium Tower, said in a statement that the pile installation to reinforce the building&#8217;s foundation has been suspended for two to four weeks in an attempt to understand why the &#8220;increased settlement rate and means available to mitigate it&#8221; is .</p>
<p>Elmets said the building was safe, the San Francisco Chronicle reported Thursday.</p>
<p>The 58-story tower opened to fanfare in 2009 and all 419 apartments quickly sold out.  Celebrity residents included former San Francisco 49er Joe Montana, late venture capitalist Tom Perkins, and Giants outfielder Hunter Pence.</p>
<p>But by 2016, the building had sunk four inches into the soft ground and landfill of San Francisco&#8217;s dense financial district.  It was also sloped, creating a 5 cm slope at the base and a 15 cm slope at the top.  Local residents sued the developer and designers.</p>
<p>A confidential agreement reached with homeowners last year included $ 100 million to install 52 63,500 kilograms of concrete piles to anchor the building 76 meters into the bedrock.  Piles provide foundation support.</p>

<p dir="ltr">San Francisco-based real estate technology company HomeLight has opened a regional center in Tampa, a critical step in its expansion plans for the state. </p>
<p dir="ltr">HomeLight, which provides a platform that provides real estate agents and their clients with expertise in the property buying and selling process, announced Monday that the location in the Westshore Concourse Center will serve as the company&#8217;s operational hub for Florida.  It will be dedicated to providing exclusive, tech-assisted title and escrow services to the best real estate agents.</p>
<p dir="ltr">The new office will create at least 100 jobs in Tampa and more than 500 across the state, according to the company’s news release.</p>
<p dir="ltr">&#8220;With HomeLight planning to hire at least 500 people across the state of Florida, Tampa is an ideal city to serve as our first Florida office and regional hub because of its vibrant culture, booming business scene and diverse talent pool,&#8221; said Ankur Bansal , President of HomeLight Closing Services, told the St. Pete Catalyst in a prepared statement.  &#8220;Our Tampa office will currently serve the St. Petersburg area &#8211; and as we continue to expand our products and services across Florida, we are considering opening additional offices both locally and across the state.&#8221;</p>
<p dir="ltr">HomeLight has been drawn to Florida as its closure service line has grown more than 500% in the state since June 2020, as well as Florida&#8217;s rapidly growing population.  </p>

<p>SAN FRANCISCO (BCN) &#8211; Local and state leaders, housing professionals, corporations and social justice advocates from all nine Bay Area counties have come together to create a regional action plan that will house 75 percent of the homeless in the area by 2024.</p>
<p>After a year of planning, the multi-layered strategy was announced at a virtual press conference on Tuesday.  There, Santa Clara District Leader Cindy Chavez, State Assembly Member David Chiu, D-San Francisco, and the leaders of All Home, the nonprofit that leads the effort, admitted that it was an ambitious goal.</p>

<p>More than 35,000 people live on the area&#8217;s roads in the Bay Area, according to a 2019 report by the U.S. Department of Housing and Urban Development.  That number may have increased since the pandemic began.</p>
<p>In three years this number is to be reduced to 10,000 people.</p>
<p>&#8220;Anyone who has lived in the Bay Area for an extended period of time knows that this is a very bold goal,&#8221; said Ken Kirkey, All Home&#8217;s chief partnership officer.  &#8220;But we believe that this is partly achievable because the plan has an integrated approach while simultaneously providing things that we have played off against each other in the past.&#8221;</p>
<p>The strategy has many moving parts, but focuses on two main areas: creating more living space and preventing more people from becoming homeless.</p>
<p>The regional action plan, commonly referred to as RAP, initially focuses on extremely low-income residents, with an emphasis on racial justice.</p>
<p>&#8220;We are actually seeing more people becoming homeless faster than we can take them back in,&#8221; said Sherilyn Adams, executive director of the Larkin Street Youth Service.  &#8220;Inexpensive investment and prevention can keep our families and individuals stable and housed.&#8221;</p>
<p>For Adams and the rest of the coalition, this means people affected by COVID-19 will receive expedited cash payments, income-based rental support, and other housing benefits at the state and federal levels.</p>
<p>In an effort to eradicate racial inequalities, the coalition calls on the state to establish and expand justice measurement practices across California to monitor progress and increase accountability for results by drawing funds on proven progress in eliminating Disparities are bound.</p>
<p>It also calls on the districts to extend the eviction moratorium by at least 60 days if the state moratorium, which expires on June 30, is not extended.</p>
<p>The second main component of the RAP is getting people into temporary or permanent shelter.</p>

<p>The coalition plans to do this using what is known as the 1-2-4 framework.</p>
<p>In essence, the plan provides that for every interim housing unit built, there should be two units of permanent housing and four units of homelessness prevention measures to ensure housing for the people.</p>
<p>&#8220;The one-to-four ratio is our analysis of the Bay Area homeless population, which was capitalized,&#8221; said Kirkey.  &#8220;When that gets brought to a county level that might be different in Santa Clara County &#8230; than Sonoma County.&#8221;</p>
<p>However, Kirkey said the coalition intends to work with individual counties to find a tailored approach.</p>
<p>All of the coalition ideas above are not new, but a regional, comprehensive plan with contributions and organization by the governor&#8217;s office, local governments, philanthropic partners and many others is new, the leaders said.</p>
<p>And it could allow the region to be more fluid in the way funds are used to tackle the cross-border problem of homelessness.</p>
<p>&#8220;By working together, we will be able to change the course of a whole range of initiatives, including how we fund permanent supportive housing and how we fund the services people need,&#8221; said Chavez.</p>
<p>All of Home&#8217;s founder and CEO Tomiquia Moss said this is because the counties can communicate and work together to find funding gaps.</p>
<p>This is necessary because resources are often tied specifically to local or regional jurisdictions and cannot be geographically shared, Moss said.</p>
<p>&#8220;Our region is interconnected and we need to tie our policies and systems together so that people can be served,&#8221; Moss said.</p>

<p>SACRAMENTO (CBS SF) &#8211; After a record day of new COVID cases, Governor Gavin Newsom announced on Thursday a new regional stay-at-home order tied to intensive tariffs in a specific region and requiring many businesses to close.</p>

<p>Previously, the state put restrictions based on the county&#8217;s COVID case rates and hospital stays.  Alameda, San Francisco, Santa Clara, Contra Costa, San Mateo, Napa, Sonoma and Solano Counties are all currently in the Purple Tier, while Marin stayed in the Red Tier as of Wednesday.</p>
<p>The new restrictions are based on ICU capacity and are tied to hospital regions.  If a region falls below the available capacity in the intensive care unit below 15 percent, the restrictions on a three-week order for the stay at home are tightened.</p>
<p>According to Newsom, the order could be canceled after at least three weeks if the planned intensive capacity of a region reaches or exceeds 15 percent.  The planned intensive capacity of the region would be reviewed weekly if it had not reached this threshold after the third week.</p>
<p>Current ICU capacity projections for the state&#8217;s various hospital regions assume that much of California will fall below ICU capacity of 15 percent within the next week, which will affect Greater Sacramento, Northern California and the San Joaquin Valley in early December and Southern California will impact.</p>

<p>The Bay Area, which has fared better in terms of case numbers despite most of the region being in the purple plains, is expected to drop below the 15 percent ICU capacity threshold in mid to late December.</p>
<p>The governor said state health officials had long conversations with economic and business advisors to come up with the latest framework for the home order.</p>
<p>&#8220;Our experts and advisors are plentiful,&#8221; he said.  &#8220;For a few days we have been looking across the entire spectrum for valuable insights and valuable considerations that we have brought into play.&#8221;</p>
<p>Newsom also explained which companies for regions would have to shut down as part of the three-week stay-at-home contracts.</p>
<p>&#8220;If the region is placed in the stay at home category, the bars, wineries, personal services, hair salons and the like will be temporarily closed for that three week period,&#8221; Newsom said.</p>
<p>Indoor and outdoor playgrounds, museums, zoos and aquariums, cinemas and family entertainment centers will also have to close under the new restrictions.</p>
<p>Newsom said the sectors that remain open when a region is placed under the regional stay-at-home order include:</p>
<ul>
<li>Schools that have received a waiver</li>
<li>Critical Infrastructure</li>
<li>Retail (20 percent exposure reduction capacity)</li>
<li>Restaurants (takeaway and delivery)</li>
<li>Places of worship are only allowed to hold services outdoors</li>
</ul>
<p>The governor recognized the difficulties businesses, particularly restaurant retailers, were having with the pandemic restrictions and would be faced again with the new order.</p>
<p>&#8220;As a restaurateur himself who literally started college and started a small retail business and restaurant, I am deeply empathetic,&#8221; said Newsom.</p>
<p>Newsom also announced that the state will temporarily restrict all non-essential travel across the state.</p>
<p>Newsom also pointed out the importance of staying active and keeping connections at home while ordering.  He encouraged residents to stay in touch with friends and family virtually.</p>
<p>He also emphasized the importance of exercise and getting outdoors.</p>
<p>“We would like to emphasize the following.  None of us are naive, I certainly am not, from the mental stress we are all under.  Not just the financial hardship that many suffer from, and even more staying at home with this order.  But we want to encourage activity.  Activities that again focus on not indoors, not in community facilities, not where there is a tremendous amount of mixing, but outdoors, ”Newsom said.  “We recommend that you take your dog for a walk.  We want you to do sports and run with a partner in your household.  Go tobogganing, these outdoor winter activities, or take a stroll on the beach in our state parks or local parks.  &#8220;</p>

<p>Newsom reiterates the restrictions are temporary, especially given the availability of a COVID vaccine in the next few months.</p>
<p>“This is not a permanent condition.  This is what many predicted, as we predicted, the ultimate rise of this pandemic.  At the end of the tunnel there is light.  We are only months away from real progress with the vaccine: real diffusion, real accessibility, real availability, ”Newsom said.  “We don&#8217;t expect to have to do this again, but we really all have to do something.  We must face this moment directly and do whatever we can to contain the tide, turn the curve and give us the time it takes to get these vaccines into the hands of all Californians.  &#8220;</p>
<p>California reported more than 20,000 new coronavirus cases on Wednesday, shattering the state&#8217;s previous all-day record.  A record 8,500 people are in hospital, including more than 2,000 in intensive care, and the state has fewer than 2,000 available ICU beds.</p>
<p>Newsom said regional health officials were working to prepare surge protectors across the state that would provide more available beds for COVID patients as case numbers continue to rise and intensive care unit capacity shrinks.</p>
<p>&#8220;As we stay at home and the number of intensive care units, hospitalizations and deaths increases significantly in the state of California, we move from being warm to being more active,&#8221; Newsom said.</p>
<p>Newsom reminded entrepreneurs that in addition to financial support for workers, the state continues to offer relief in the form of sales tax deferrals and soft loans.</p>
<p>“We have put together a pretty comprehensive package.  Dare I say few states in the country have done more in terms of sick leave, compensation, access to health insurance and expansion, ”Newsom said.  “It&#8217;s important that people take advantage of the benefits.  These programs are only as good as they are available and people know about them.  This support for workers has evolved, they are the law and we encourage people to take advantage of them.  &#8220;</p>
<p>The governor also touched on the state&#8217;s plans for vaccines and warned influential people who are considering early access to a COVID vaccine.</p>
<p>&#8220;We&#8217;re going to be very aggressive in ensuring that those with resources and those with influence don&#8217;t crowd out those who deserve the vaccines the most,&#8221; Newsom said.  &#8220;Those who think they can be ahead and those who think because they have the resources or relationships that allow them to do so will also be monitored very, very closely.&#8221;</p>
<p>Newsom also mentioned his plans for his homeless initiative, Project Roomkey, and said he intends to continue implementation despite the setback the program has received from some regional officials and residents.</p>
<p>&#8220;We are working aggressively with the new administration, the Biden administration, to provide more clarity so that the districts will be more comfortable as they expand the Roomkey model and are confident it will go beyond the calendar year,&#8221; said Newsom.</p>
<p>The governor admitted that this latest, and hopefully final, surge could be the biggest challenge the state has faced so far in the pandemic.</p>
<p>“We have to take this moment seriously, this is the most difficult moment since this pandemic began.  This is the time if there ever was any doubt, put your doubts aside, put your skepticism aside, put your cynicism aside, put your ideology aside, put aside all consideration except this: lives are in balance, life will be lost if we don&#8217;t do more than ever before, ”Newsom said.  “We are asked to do everything in our power to make difficult decisions that are necessary for this moment.  To get through the next few weeks, to get through the next few months.  &#8220;</p>
<p>He added, &#8220;We will be resilient and recover as a state, and we will all be rewarded for knowing we saved the lives of loved ones, we saved the lives of strangers, and we did our best to keep the spread contain this virus. &#8220;</p>
<p>Health officials across the state expect the surge to accelerate over the next few weeks as these cases feed into the already overwhelmed nationwide hospital system.</p>
<p>Santa Clara County announced a 14-day quarantine over the weekend for those traveling into the county from more than 150 miles away.  There is also a 10 p.m. to 5 p.m. curfew in every Bay Area county except Marin.</p>
<p>Los Angeles County, the most populous country in the country with 10 million people, has also imposed stricter home restrictions and a three-week ban on personal dining in restaurants, as the county health director Barbara Ferrer called &#8220;appalling increases in numbers.&#8221; .  ”</p>
<p>On Wednesday evening, Los Angeles Mayor Eric Garcetti issued a city order that spoke in apocalyptic tones and ordered people to stay in their homes.</p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO (KGO) &#8211; Governor Gavin Newsom announced that new home stay restrictions are on the way as the coronavirus spreads out of control in California and overwhelms hospital and intensive care unit capacity.</p>
<p>The state orders the new home stay restrictions to take effect if a region&#8217;s ICU capacity drops below 15%.  However, five boroughs in the Bay Area decided to move ahead with this plan and introduce new restrictions as early as Sunday.</p>
<p>BAY AREA NEWEST: 5 boroughs in the Bay Area taking a home stay order starting Sunday without waiting for the state&#8217;s schedule<br />When a stay at home order begins, the following must be changed:</p>
<ul>
<li>Restaurants would dine both indoors and outdoors.  They could only take away or delivery. </li>
<p></p>
<li>Bars and wineries have to close (indoors and outdoors)</li>
<p></p>
<li>Hair salons, barber shops, nail salons and other personal care services are forced to close</li>
<p></p>
<li>All retail stores can remain open but must reduce capacity to 20%</li>
<p></p>
<li>Private gatherings of any size are prohibited</li>
</ul>
<p>Schools that have already received a waiver to reopen can stay open.  All &#8220;critical infrastructures&#8221; can also remain open.</p>
<p>The new restrictions will last for a minimum of three weeks and then will be reviewed weekly based on the ICU capacity.</p>
<p>NEWSOM LATEST: Governor Newsom Announces New Regional Home Stay in California Order</p>
<p>In addition, all non-essential trips are &#8220;temporarily nationwide&#8221; and take effect immediately, regardless of whether there is a stay at home order in your county.  Hotels and motels are now only reserved for guests traveling for a &#8220;substantial&#8221; reason.</p>
<p>The five boroughs in the Bay Area already subject to restrictions on Sunday are: Alameda, Contra Costa, Marin, San Francisco, and Santa Clara boroughs.  The other counties in the Bay Area region waiting for the time being are Counties of Monterey, Napa, San Mateo, Santa Cruz, Solano, and Sonoma.  These districts will not have any new restrictions until the region reaches the 15% ICU bed remaining threshold.</p>
<p>The state is divided into five regions:</p>
<ul>
<li>Northern California, ICU capacity at 18.6%: Del Norte, Glenn, Humboldt, See, Lassen, Mendocino, Modoc, Shasta, Siskiyou, Tehama, Trinity</li>
<li>Bay Area, intensive capacity at 25.4%: Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma</li>
<p></p>
<li>Greater Sacramento, ICU capacity at 22%: Alpin, Amador, Butte, Colusa, El Dorado, Nevada, Placer, Plumas, Sacramento, Sierra, Sutter, Yolo, Yuba</li>
<p></p>
<li>San Joaquin Valley, ICU capacity at 19.7%: Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, Tuolumne</li>
<p></p>
<li>Southern California, ICU capacity at 20.6%: Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Ventura</li>
