<p>SAN FRANCISCO, CA — You may see registered nurses picketing in San Francisco on Tuesday.</p>
<p>Nurses employed by Sutter Health plan an informational picket at multiple California sites, including San Francisco.  Sutter Health operates California Pacific Medical Center in San Francisco along with several clinics.</p>
<p>They claim that the health network is refusing to address health and safety concerns, the California Nurses Association and National Nurses United said in a press release on Sunday. </p>
<p>The pickets will take place from 8 am to 10 am Locations include San Francisco, Vallejo, Santa Rosa, Crescent City, Santa Cruz, Castro Valley, Antioch, Auburn, Roseville, Lakeport, Burlingame, Novato, and Sacramento. </p>
<p>&#8220;We have been on the front lines before and during this pandemic,&#8221; said Amy Erb, a critical care RN at California Pacific Medical Center of San Francisco.  &#8220;Throughout this time, we have witnessed Sutter Health become profitable while they refuse to invest in the resources, we need in order for us to provide safe and effective care to our patients and community.&#8221;</p>
<p>The nurse&#8217;s association said Sutter has refused to discuss proposals on issues about staffing, workplace violence, and pandemic readiness.</p>
<p>&#8220;Sutter Health is not investing in us, the nurses, or the community they should be serving,&#8221; said Renee Waters, RN in the trauma neuro intensive care unit at Sutter Roseville.  &#8220;Instead, they are frequently using the word &#8216;commitment&#8217; in their responses to us without actually agreeing to proposals that hold them accountable. Sutter failed us during the pandemic.&#8221;</p>
<p>According to the press release, Sutter Health nurses have been in contract negotiations since June 2021. They are asking for provisions including: safe staffing that allows nurses to provide safe and therapeutic care;  pandemic readiness protection;  presumptive eligibility for workers&#8217; compensation that covers infectious diseases and protocols that ensure nurses have the resources needed to keep their patients and themselves safe;  and workplace violence protections that include plans to mitigate and prevent violence within the hospitals and comply with the state&#8217;s workplace violence prevention law.</p>

<p>The Post Baccalaureate RN Residency Program (PB-RNR) is a nationally funded training program through the Office of Academic Affiliations (OAA).  The mission of the San Francisco VA PB-RNR is to provide a one-year transition to practice training program for post baccalaureate registered nurses supporting role socialization through robust, veteran-centric clinical and didactic learning experiences.  The PB-RNR offers new nurses the opportunity to gain confidence and competence through enhancing the knowledge, skills, and attitudes necessary to care for our nation&#8217;s veterans.</p>
<h3 id="about-the-pb-rnr"><strong>About the PB RNR</strong></h3>
<p>Throughout the one-year PB-RNR program, the resident nurse is supported with 100% protected learning time to master the complexities of providing nursing care as an advanced beginner to a competent care provider.  The robust veteran centric curriculum is designed using the 2021 CCNE Standards for Accreditation of Entry-to-Practice Nurse Residency Programs and consists of a comprehensive four-part clinical rotation and didactic training program.  Residents participate in precepted clinical rotations in ambulatory, acute and specialty care areas and conclude the program with leadership development training.  Nurse residents participate in engaging and interactive didactic learning experiences, specialized training opportunities, interprofessional collaboration, and professional role socialization in areas like evidence-based practice, quality improvement, and early career development.  Upon completion of the one-year PB-RNR, nurse residents are eligible for hire in a variety of locations within the SFVAMC.</p>
<h4>PB-RNR Program Objectives</h4>
<p><strong>At the conclusion of the Post-Baccalaureate Registered Nurse Residency Program the participant will be able to: </strong></p>
<ul>
<li>Demonstrate enhanced confidence and competence from entry-level, advanced beginner nurse to competent, autonomous professional nurse through a one-year, veteran-centric PB-RNR.</li>
<li>Apply the knowledge, skills, and attitudes necessary to provide effective decision-making skills and sound clinical judgment for the care of veterans.</li>
<li>Use effective communication and collaboration skills with nursing and interprofessional teams to ensure quality and safety in the care of veterans.</li>
<li>Apply research and develop evidence-based practice standards to support quality and safety in the care of veterans.</li>
<li>Demonstrate professional role socialization as a member of the health care team through the one-year PB-RNR.</li>
<li>Apply clinical leadership skills in the care of veterans.</li>
<li>Create an individual nursing career plan promoting lifelong learning and a commitment to professional nursing practice.</li>
</ul>
<h3 id="nurse-resident-qualifications"><strong>Nurse Resident Qualifications</strong></h3>
<ul>
<li>Be a graduate of baccalaureate or master&#8217;s level entry to practice program with a 3.0 or higher from an accredited school of nursing by the Commission on Collegiate Nursing Education (CCNE) or the Accreditation Commission for Education in Nursing (ACEN).</li>
<li>Possess a current, full, active, and unrestricted registration as a graduate professional nurse in a state, commonwealth or territory of the United States, or the District of Columbia, prior to the start of the PB-RNR program.</li>
<li>Be a citizen of the United States.</li>
<li>Be serving in his or her first Registered Nurse role.</li>
<li>Be a recent graduate within the past 12 months.</li>
<li>Provide proof of current immunizations.</li>
<li>Pass the VA pre-employment medical exam/drug testing</li>
</ul>
<h4><strong>Upon Selection to the PB-RNR the resident will receive:</strong></h4>
<ul>
<li>12-month grant in the amount of $68,174</li>
<li>Health insurance</li>
<li>Accrued annual and sick paid leave</li>
<li>Paid Federal Holidays off</li>
</ul>

<p>Registered nurses at the San Francisco Chinese Hospital are proud to have reached a preliminary settlement on their first union agreement, the California Nurses Association / National Nurses United (CNA / NNU) announced today.</p>
<p>The three-year agreement with strong protection for patients and nurses follows the vote by Chinese hospital doctors in August 2019 to join the CNA / NNU and a strike for safe patient care in May this year.  Nurses say they have been strong to win this incredible mandate and know it will benefit the community for years to come.</p>
<p>&#8220;We are absolutely thrilled to have this agreement and we know it will help us recruit and retain skilled nurses, especially the bilingual nurses that are so important to our patient population,&#8221; said Sherry Yee, medical- surgical nurse.  &#8220;The nurses at the Chinese hospital stayed on course in our contract battle, and we are really proud to have won so many important safeguards that will help us deliver the safe patient care that the people in our community deserve.&#8221;</p>
<p>Contract highlights include:</p>
<p><strong>Economic benefits for recruiting and retaining experienced nurses:</strong> The contract includes wage increases of at least 10% over three years and a grading on a pay scale that guarantees annual pay increases and tenure increases.  RNs also received ratification bonuses.  Nurses say the economic benefits will help skilled nurses stay in the Chinese hospital to care for patients in the community.</p>
<p><strong>Nursing-led committees to empower patient advocacy and address staff, job security, and other issues that affect safe patient care conditions.</strong></p>
<p><strong>Improved Access to Paid Time Off (PTO):</strong> Chinese hospital nurses have sacrificed during the pandemic and many have not taken or postponed vacation, which will improve in the future.  The new contract gives caregivers more flexibility to care for loved ones who may be away from work or school.</p>
<p><strong>Fixed contribution limits for health insurance:</strong> Nurses were there every day during this pandemic to look after the patients and they deserve care in return.  The new contract provides for free health care in 2022 and sets firm limits on contributions to health care in the future.</p>
<p><strong>Job security and complaints procedure:</strong> The Chinese hospital can no longer discipline nurses without meeting the standard for the just cause.  RNs now have an enforcement process to challenge breaches of contract and unjustified disciplinary action.  In addition, the Chinese hospital must notify any operational changes.</p>
<p><strong>Opportunities for improvement:</strong> Entry-level nurses will advance to Personal Nurse 2 without undue delays in accordance with area standards.</p>
<p>Nurses say these highlights and other key contract features will have a long-lasting positive impact on the community.</p>
<p>“Safe staffing is critical to safe patient care, and this agreement helps us attract and retain long-standing, experienced nurses.  We couldn&#8217;t be more excited and proud to have won our very first union contract, and we know having strong written patient and care protection will make a huge difference, ”said Alson Toy, Surgery and Recovery Nurse.</p>
