The recently announced Minor Housing Rehab Program, supported by the Community Development Block Grant, promises to help eligible homeowners with essential repairs or replacements to their heating, ventilation and air conditioning systems.

According to the city of Lewisville, Texas, the program is aimed exclusively at low- to moderate-income residents who could help keep their homes comfortable and safe year-round. To qualify, residents must have owned their home for at least two years, use it as their primary residence, be current on mortgages and insurance, earn less than $57,500 per year as a single homeowner, and have less than $20,000 in savings have liquid assets. Each additional household member increases the income eligibility by $8,250.

Applications are currently being accepted, but the service will only be provided by an HVAC contractor selected and vetted by the city. The deal is straightforward: Once approved, all funds for the necessary work will be disbursed directly from the City of Lewisville to the contractor, so residents won't see a single invoice.

Additionally, City staff will assist applicants in Hakha Chin, Spanish and English during scheduled sessions at the Lewisville Public Library to ensure that no language barriers impede participation in the program. The first of these sessions took place on Tuesday March 5th, with two further opportunities for personal assistance on Wednesday and Thursday, where Spanish assistance will also be available.

DEKALB COUNTY, Ga. — Some residents say it’s taking days and weeks in some cases to get an HVAC company to fix broken air conditioning units, leaving hundreds of Georgia residents living in the heat.

“It feels like, basically, I’m living outside,” said Derrick Pitts, who is living without air conditioning.

Pitts says his family, including a 1-year-old, has been living like this during the hottest week on record for 2022.

“This fan right here, and this is where I have to put my daughter at when she’s sleeping,” Pitts said.

He’s one of thousands of metro Atlanta residents living without air conditioning.

“I’ve put in work orders,” he said.

“Anytime we get a heat wave, we always have a massive influx in calls,” said Andrew Navarro, HVAC manager at RS Andrews.

Navarro said since the start of this heat wave, they’ve been inundated with “anywhere between 700 and 900 calls a day,” he said.

The increase for air conditioning repairs is typical during hot periods, but pandemic-related understaffing plays a part in mechanical part delays.

“A lot of this stuff is still on back order for months,” he said.

Navarro said the call volume this heat wave has brought, has resulted in longer wait times.

“Right now we’re looking at about a week,” he said.

ChanneI 2 spoke with several metro area HVAC companies, and all said because of the demand it can take anywhere between three to ten days to respond to a request.

“Anytime we have an opening in the schedule, we do move them up forward,” Navarro said.

Pitts says he’s been waiting for more than a week to have his air conditioning fixed at the Clarkston Station Apartments.

Channel 2 reached out to management to get a status on the fix, but they said no comment.

“That’s not acceptable,” Pitts said.

Navarro says most home air conditioning systems aren’t designed to keep up with temperatures that reach above 92 degrees, and with triple-digit temps on the way, it definitely puts a strain on units.

“When it starts getting hotter than that, systems are not going to keep up,” Navarro said. “Whenever we have a heat wave like this, there’s no company in Atlanta that’s going to be able to staff for the short time frame that we have.”

Triple digit temps have us running inside to beat the heat, but many people don’t acknowledge their A/C until it stops working. Now is a terrible time for your system to break down. Not only is it the middle of summer, but repair shops are busy and the cost of service is rising.

Marcus Fauth, owner of Great Guys Heating and Cooling in Littleton, says repair requests keep coming.

“Last Saturday the phone didn’t stop ringing. I had 76 individual emails requesting service in addition to the phone nonstop,” said Fauth. “A service tech generally runs anywhere between four and six service calls per day. The challenge is most HVAC companies, including my competitors, just can’t service as many requests that come in a timely manner.”

Fauth says they’ve spent a lot of time and money recruiting workers to do the job. He says skilled laborers across home service fields have been hard to come by.

He says many of the calls he gets for repairs could’ve been avoided by doing preventative maintenance.

“If there’s a lack of preventative maintenance done on a system, and then you experience exorbitantly high temperatures, of course that takes a toll on the system. It’s like driving a car without changing the oil frequently. You’re going to experience breakdowns if you don’t do proper maintenance,” said Fauth.

The pandemic created supply issues nationwide that made getting certain parts needed for repair difficult. Fauth says it’s a problem some customers are still running in to.

“Most of the manufacturers are resolving their post COVID supply chain issues on the residential side. Commercial is a different story,” said Fauth. “I’ve got one particular customer who owns a large restaurant and he’s going to have to wait till the second quarter of next year to get his new rooftop unit.”

The supply that is available is becoming much more expensive. Inflation has hit the HVAC industry hard. Material costs are rising with the temps and it’s trickling down to customers.

“We had one of our manufacturers actually had about a 23% price increase in a matter of less than 90 days. It drives the cost up not just repairs, but also of replacement of equipment as well,” said Fauth.

Chris Van Meter, a project manager for Golden West Plumbing, Heating and Cooling, has seen dramatic price increases on certain parts.

“This piece used to be $4 to $5 each. Now it’s $33. It really ripples through the rest of the pricing,” said Van Meter. “The biggest trick is trying to keep our level of quality high and still delivering the price point that our customers need.”

Van Meter recommends having a professional contractor come out and evaluate your systems before the summer starts. They might find ways to bring down your energy consumption and prevent you from paying thousands for a fix down the road.

“This is the kind of think people forget about until it breaks. Then it’s a rushed situation. So just like anything you own, the preventative maintenance will help it last longer, run better, be more efficient, hopefully break down less,” said Van meters.
