RICHMOND (CBS SF) — Using the latest advances in DNA technology, police cold case investigators announced Thursday they have identified Jerry Lee Henderson as the suspect responsible for the 1999 murder of Meekiah Wadley inside a Richmond home.

While Henderson died 11 days after the murder of a suspected overdose, Richmond police hoped the revelation would provide some measure of closure for their relatives.

“Over the course of more than 20 years, law enforcement working this case never gave up,” said California Attorney General Rob Bonta at a press conference. “It is my sincere hope that this resolution brings the family of Meekiah Wadley a measure of peace. Nothing can ever bring back a loved one, but we’re committed to doing all we can to help bring the truth to light in the fight for justice.”

Acting Richmond Police Chief Louie Tirona added: “It is my hope that this news brings needed closure to all those who knew and loved Meekiah Wadley.”

RAW: Family Demands Acting Richmond Police Chief Identify Meekiah Wadley’s Killer

At first, law enforcement at the news conference refused to identify the murderer, saying they didn’t want to give him any notoriety.

“Why give someone fame and notoriety for a murder,” asked Acting Richmond Police Chief Louie Tirona.

But Wadley’s family – also present at the news conference and wearing “We love you” shirts showing an image of a smiling Wadley- insisted that they name him, and Tirona did eventually identify Henderson by name.

“Answers might not come today but it will come tomorrow. It’s going to come,” said Meekiah’s sister Quila Wadley.

“My favorite auntie. She was beautiful, outgoing and smart. Loved to hang out and have fun,” said her niece Devinee Peterson.

The Wadley family said Henderson was a friend of a friend of Meekiah’s, who went into her home when she was out for the night, and when she came home he raped and suffocated her.

Meekia’s family says Henderson was a friend of a friend, but that there was no other relationship besides that.

“I’m angry, hurt and sad,” said Peterson. “We came to let the world know who it was and not to shove it under the rug. His family should know what he did.”

The case dates back to January 1999. Richmond police responded to a call to a residence at the 1300 block of Carlson Blvd. after a nearby neighbor reported hearing screaming coming from the residence.

When the neighbor went to the residence and knocked on the front door, the police were told the screaming continued for approximately 30 seconds. The neighbor retreated to his apartment and called 911.

Arriving officers found the front door locked but the back door was unlocked and ajar. Once inside the home, officers found Wadley on the floor of her bedroom. Her hands were bound together with shoelaces, she had been killed by asphyxia due to smothering.

A buck knife was located under her body.

The initial investigation focused on a man she spent the prior evening with. Other than the initial person she was seen with the prior evening, there were no investigative leads. That person was ultimately ruled out as a suspect.

A variety of DNA testing was conducted in the years following the slaying.

In 2002, a mixed DNA profile was developed from swabs collected from Wadley’s hands and a bloodstain at the crime scene. This DNA profile was submitted to the California Department of Justice (DOJ) to search the offender database. There were no matches.

In 2020, additional DNA testing was requested, focusing on previously untested fingernail clippings and ligatures. A male DNA profile from Wadley’s fingernail clippings was developed.

In October 2020, the DNA profile created by the Contra Costa County crime lab was submitted to the DOJ’s DNA Data Bank Program to conduct a familial search of the state DNA index system.

In April 2021, California Department of Justice and Bureau of Forensic Services and Bureau of Investigation agents presented the results of the requested family search. The DOJ’s investigation revealed a person who was a potential first-degree relative of the male suspect. But the relative was ruled out as a suspect.

Since Henderson also died in January 1999, the DNA search became even more complicated.

With the assistance of the Contra Costa County District Attorney’s Office, detectives were able to track down an immediate relative in September 2021. A buccal swab was obtained from the person and submitted to the crime lab.

On September 17, 2021, Richmond police received notification that the buccal swab from the relative confirmed Henderson’s DNA matched the fingernail clippings from Wadley and investigators concluded Henderson was the person responsible for the murder.

Authorities say Henderson died of an apparent drug overdose 11 days after the murder.

RICHMOND (BCN) – Contra Costa County will spend $ 95.5 million to expand West County Detention Center in North Richmond, add more mental health rehabilitation and treatment rooms, while reducing overcrowding at Martinez Detention Center.

The board of directors voted 4: 1 to award the contract to Sletten Construction from Montana, with District 1 overseer John Gioia disagreeing.

Gioia, whose borough is North Richmond, said the West County Reentry, Treatment and Housing (WRTH) project was better than previous expansion proposals. But he still prefers to house the services it will provide in other locations rather than putting money in another maximum security detention facility.

“It is clearly a better project than at the beginning,” said Gioia. “I’m saying this: if this could be segmented to approve certain parts, I would vote for it – the mental health arena, the classroom, the medical facilities and clinics, the re-entry and professional services.”

The WRTH will include five new secure housing units, a medical treatment center, space for a re-entry program and new facilities for family visits. It adds 288 high security beds, 96 of which are mental health beds, as well as re-entry, family reunification and work readiness rooms from the original proposal. The original proposal was reduced by 128 beds for the general population in order to preserve all medical, treatment and programming rooms.

There will be classrooms and visiting rooms, detoxification rooms, a day room, larger program rooms and 32 beds for inmates with severe mental illnesses. The medical facility will include dentistry and optometry rooms. There will also be a vocational training room.

“Overall, in terms of what happens to a person while in detention, this really increases the ability to do the job, really reintegrate people into the community in a really good way, while being able to provide medical assistance Get the services they need as well as other services, ”said District 5 Supervisor Federal Glover.

Contra Costa County has three detention facilities: the Martinez Detention Facility (MDF), the West County Detention Facility (WCDF), and the Marsh Creek Detention Facility with low security in East County.

MDF is currently the only one of the three equipped for high security prisoners and was built in 1977, now can accommodate 695 adults. WCDF, built in 1987, is a medium-security facility that can accommodate up to 1,096 adults.

The staff report for Tuesday’s meeting noted that attitudes toward incarceration have changed 1 / 4ve since Contra Costa built new detention facilities, and shifted to a therapeutic rather than punitive approach. More emphasis is placed on treatment, education and training to prepare inmates for re-entry into society.

Two other factors influence the design of new prisons. As the state seeks to reduce the number of prisoners, it shifts some responsibilities for long-term detention back to its districts, thanks to Congregation Bill 109 passed in 2011.

There is also an increasing proportion of inmates with significant mental and other medical problems in the system who, due to the closure of government treatment facilities, require more advanced treatment than the state can provide.

As part of a dispute settlement with the Prison Law Office in 2020, the county agreed to expand medical, psychological treatment and programming space in its prison system.

The project will not expand Contra Costa’s prison population. When WCDF is complete, 288 beds will be removed from the MDF, reducing the nominal capacity of the beds registered with the California Board of State and Community Corrections (BSCC) from the current 695 beds to 407 beds.

The Martinez facility was originally built in 1981 for single cells with a nominal capacity of 384 people. MDF will remodel the space for additional mental health treatment, new plumbing, and accessibility improvements.

Most of the project’s funding has come from a $ 70 million state grant approved by Senate Act 844 and $ 25.5 million from the county general fund used in prior fiscal years.

The county will also spend an additional $ 18 million on county employees and consultants, $ 5 million on equipment and $ 8 million on contingent costs, bringing the total project price to $ 126.5 million.

The county hopes to complete the final design in November 2022, with construction a few weeks later and the new facilities by the end of November 2024.

An influx of confused self-driving cars has swarmed through a nominally peaceful neighborhood of San Francisco for “six, eight weeks, maybe more,” according to local residents. The vehicles that are part of the Waymo robot taxi fleet pour into a cul-de-sac in the Richmond District. While some are doing a complicated multi-point turn, others are queued one after the other. KPIX 5 reported on Wednesday that on some days “up to 50” of the technology-heavy driverless cars can turn up, disrupt the routes of the drivers and disrupt local residents. “It’s literally every five minutes,” said Jennifer King, a local homeowner. “And we all work from home, so we hear this.” Waymo has yet to provide an explanation for the technological malfunctions behind the invasion. Waymo cars also regularly get confused by puddles and left turns, according to CNN.
