<h3 class="c-article__sub-heading" id="Sec3">Sampling and recruiting</h3>
<p>Survey data from PWID living in San Francisco and Los Angeles were collected for the Change the Cycle (CTC) study, a United States National Institute on Drug Abuse-funded randomized controlled trial performed between 2016 and 2017 to assess the efficacy of a behavioral intervention on injection initiation among PWID.  Participants were recruited using targeted sampling of participants from previously identified street, community, and program sites, a method developed by Watters and Biernacki to sample populations who are difficult-to-reach with traditional sampling methods [22,23,24].  Targeted sampling involves the synthesis of secondary data, such as drug treatment and arrest data, and direct community observation (ethnography) to map out target neighborhood blocks for recruitment.  Based on estimates of relevant population size of people who inject drugs, a representative number of individuals are recruited from each area by an outreach worker familiar with the neighborhoods and population.  Inclusion criteria for this study required participants to be 18 years of age or older, to self-report injecting drugs in the past 30 days, and to have the evidence of recent drug use confirmed by staff inspection [25].  The interviews were performed at private field sites leased by RTI and USC, which were easily accessible by foot or public transport.  After providing written informed consent, survey participants completed a computer-assisted personal interview (Questionnaire Development System, Nova Research, Bethesda, MD) in which trained interviewers spent 40–60 min reading questions aloud and recording the answers on a laptop computer.  Participants were reimbursed $15 for their time and participation.  The six-month follow-up survey for CTC introduced questions concerning housing and relocation, thus it was the dataset for this cross-sectional analysis.  The last six-month interview was collected on June 10th, 2018 and the analysis was performed from June 2018 to October 2019. The CTC intervention conducted at baseline included no content that would influence the exposures or outcomes of this analysis.  The baseline sample for the CTC study included 979 individuals, of whom 601 participated in the 6-month follow-up survey (316 in San Francisco and 285 in Los Angeles) which included questions about housing status and residential relocation.  All protocols were approved by the Institutional Review Board at the University of Southern California.</p>
<h3 class="c-article__sub-heading" id="Sec4">Study measures</h3>
<p>The main exposure variable was if study participants experienced residential relocation in the last 30 days.  We asked each participant “In the last 30 days, how many times did you sleep in a different place or location (same type of place but different location)?”  We created both dichotomized (those who moved in the past 30 days compared to those did not move in the past 30 days) and categorical distributions of our relocation variable.  The categorical distribution was created by generating approximate quartiles based on frequency of residential relocation, yielding the following move categories: did not relocate, relocated< 3 times, relocated 3–9 times, and relocated >9 times in past 30 days.</p>
<p>The main outcome variables included exposure to violence, health outcomes, health behaviors, criminal legal system involvement, and access to services.  Participants&#8217; exposure to violence was assessed by asking whether they had their belongings stolen (&#8220;In the past 6 months, have any of your belongings been stolen?&#8221;), experienced physical assault (&#8220;In the last 6 months has anybody punched, slapped, kicked, or physically hurt you?&#8221;), experienced weaponized assault (&#8220;In the past 6 months, has anybody used a knife, gun, club, or other weapon against you?&#8221;), or had experienced sexual assault (&#8220;In the past 6 months, has somebody used physical force or threats to make you have vaginal sex, anal sex, or oral sex with them?&#8221;).  The responses to these items were all coded as binary (yes vs. no).</p>
<p>We assessed participants&#8217; health outcomes, health behaviors, and access to services by asking about overdose, injecting with syringes used by others, severe food insecurity, and access to substance use treatment.  For overdose, we asked participants “In the last 6 months, have you overdosed?”  and coded participant responses as binary (yes vs. no).  For injecting with syringes used by others, we asked “In the last 6 months, how many times did you inject using syringes/needles that you know had been used by someone else (including a close friend or lover)?”  Responses were coded as binary (whether participants had any injecting with used syringes vs. no injecting with used syringes in the past 6 months).  To assess food insecurity during the prior 30 days we used a 10-question scale utilized by Schmitz et al.  that consisted of questions about skipping meals, losing weight because of inability to access food, and concern about access to food [26, 27].  Participants were assigned one point for each food insecurity question they endorsed.  Participants with 0 to 5 points were designated as not severely food insecure, while participants with 6 to 10 points were designated as severely food insecure.  We assessed participants&#8217; access to substance use treatment by asking the following question: “In the last 6 months, have you participated in any type of substance use treatment program (including methadone or alcohol treatment, but excluding NA, AA, or other self- help programs)?&#8221;  Participant responses were coded as binary (yes vs. no).</p>
<p>Criminal-legal system involvement was assessed by asking participants if they had been arrested (&#8220;Have you been arrested in the last 6 months?&#8221;), or if they had been incarcerated (&#8220;In the last 6 months, have you been held overnight in jail?&#8221;).  Both outcomes were operationalized as binary (yes vs. no).</p>
<p>We also included several demographic variables as potential confounding factors.  These included gender (cismale, cisfemale, transgender, or other), sexual orientation (heterosexual, gay/lesbian, or bisexual), race/ethnicity (White, Latinx, Black, Asian/Pacific Islander, Native American, Mixed Race/Other) , homelessness (If respondents considered themselves to be homeless or unstably housed, or not), education (less than high school diploma or high school diploma or more), age (18–29, 30–39, 40–49, or 50 or older), relationship status (single, in a relationship but not living as married, or married/living as married), and monthly income (Less than $1,400, or $1,400 or more).</p>
<h3 class="c-article__sub-heading" id="Sec5">Statistical analysis</h3>
<p>Descriptive statistics, including means and frequencies, were generated for all study variables.  We analyzed the relationship between our relocation variable and our three aggregate outcome variables which were grouped a priori: exposure to violence, health (including health outcomes, health behaviors, and access to services), and involvement with the criminal legal system. Bivariate analyzes consisting of odds ratios and χ2 tests were conducted to assess associations between the relocation variable and outcome variables.  Potential confounding by demographic variables (eg self-reported race/ethnicity, gender, income, age) was assessed with two-way χ2 tests (p<0.05) for each outcome variable.  Variables found to be associated with both the explanatory variable (residential relocation) and outcome variables were included as potential covariates in multivariable logistic regression models generated for each outcome variable.  Covariates not statistically significantly associated with the outcome in the models at p < 0.05 were removed in the final models.  Data was analyzed in R, version 3.5.3 [28].</p>

<p>EUR/USD is bleeding the initial gains for the day as risk appetite drifts off with the major Asian indexes printing in the red.  EUSCI&#8217;s broadest index of Asia-Pacific shares outside Japan dropped 0.2%, while Japan&#8217;s Nikkei lost 2.5%.  At 1.1353, the euro is now flat on the day to the US dollar after correcting a significant portion of Friday&#8217;s sell-off to a high in the 1.1369&#8217;s.</p>
<p>The start of the week is jittery following alarmingly high US inflation readings last week combined with risks of a Russian invasion of Ukraine.  US president Joe Biden and Russian president Vladimir Putin talked by phone for an hour on Saturday in what is widely seen as a last-ditch effort to fend off a Russian invasion of Ukraine.  The call, however, brought &#8220;no fundamental change&#8221; to the worsening crisis although the US and Russia have agreed to stay engaged in the coming days according to a senior US official, briefing reporters.  The official also told reporters that &#8221;Russia may decide to proceed with military action anyway.&#8221;</p>
<p>Meanwhile, there is speculation that the Federal Reserve might raise rates by a full 50 basis points in March with chatter about an emergency inter-meeting hike.  That was spurred in part by the timing of a closed Fed Board meeting for Monday, though the event has been presumed routine. </p>
<p>However, not all Fed members are singing from the same hymn sheet.  While hawking and St. Louis Fed James Bullard advocated for a 50bps hike at the March meeting, San Francisco Fed President Mary Daly played down the need for a half-point move in an interview on Sunday.  Daly argued that being too &#8220;abrupt and aggressive&#8221; on policy could be counter-productive.  Fed President James Bullard will be in focus later on Monday, given his recent calls for a more aggressive stance at the Fed, signifying 100 basis points of tightening by June.</p>
<h3 class="fxs_headline_medium">US FOMC minutes / Retail Sales in focus</h3>
<p>As for other events in the week, the Federal Open Market Committee meeting minutes will be released and traders will be on the lookout for discussions regarding near-term policy plans.  Analysts at TD Securities explained that the market will be paying particular attention to plans for balance sheet normalization steps, following the release of the normalization &#8220;principles&#8221; in Jan.</p>
<p>&#8221;The minutes might seem stale, however, given the recent strength in macro data,&#8221; the analysts added.  Markets will then look to US Retail Sales where an improvement on December&#8217;s sharp decline could be supportive to the US dollar. </p>
<h3 class="fxs_headline_medium">EUR/USD technical analysis</h3>

<p>As illustrated, the euro is on the back foot again, capped by the 38.2% ratio, so far, which leaves the emphasis on the downside and prospects of a bearish extension of the broader trend.  1.1305 serves as potential support below current lows. </p>

<p>Meteorologists across Northern California are closely monitoring a strong weather system that is expected to create ideal conditions for gusty north winds and extremely low humidity from Sunday through Tuesday, creating a significant risk of wildfires, the National Weather Service reported. </p>
<p>The system, known as the &#8220;Inside Slider&#8221;, will fall from the Pacific Northwest and dig its way over the Great Basin late Sunday evening through Monday, and offshore winds in the region with scattered gusts of over 60 mph and even up to 70 mph drive.  the highest peaks in the San Francisco Bay Area, including Mount St. Helena in the North Bay and Mount Diablo in the East Bay.  </p>
<p>&#8220;In contrast to systems that come from the sea, this system will come from within,&#8221; said weather service forecaster Geri Diaz.  &#8220;This air is drier and comes from further north, traveling over land rather than water. It&#8217;s a classic setup for this time of year.&#8221;</p>
<p>Weather service forecaster Cindy Palmer added that this will be the strongest offshore wind event the San Francisco Bay Area has seen since the beginning of the year, although the winds don&#8217;t look quite as extreme as during some of the most recent devastating fires in the United States North Bay, including the 2017 Sonoma and Napa Counties Fires, the Kincade Fire 2019, and the Glass Fire 2020.</p>
<p>Still, Palmer added, “This is a respectable wind event.  It&#8217;s nothing special.  We look for frequent guests with a speed of 40 to 80 miles per hour, locally we could see gusts of 60 miles per hour.  It wouldn&#8217;t surprise me if Mount Diablo and Mount St. Helena pressed 70 miles an hour. &#8220;</p>
<p>Offshore winds, also known as Diablo winds, are common across California in October.  These winds blow hot air from inland towards the coast and are known to dry out the landscape and remove moisture from the vegetation, making it highly flammable.  This year the risk of fire is particularly dry, as the vegetation has dried up after two consecutive dry winters.</p>
<p>The National Weather Service has upgraded the fire station to a stricter red flag warning for the North Bay Mountains and East Bay Hills and Valleys from 11 p.m. Sunday through 5 p.m. Tuesday. </p>
<p>The strongest winds are expected in the eastern areas of the Napa, Contra Costa and Alameda counties, the weather service said.</p>
<p>With drying winds, the humidity could drop in the tens during the day in the interior of the country.</p>
<p>&#8220;Any outbreak of fire would likely spread quickly due to dry fuel, low humidity and gusty winds,&#8221; warned the weather service.  &#8220;Burning outdoors is not recommended.&#8221;</p>
<p>PG&#038;E told 44,000 customers that they could turn off their electricity on Monday due to the strong winds and the increased risk of fire in the forecast. </p>
<p>Up to 32 counties could be affected, including Alameda, Contra Costa, Napa, Solano and Sonoma counties in the SF Bay Area.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; San Francisco is taking steps to keep essential services up and running amid the surge in Omicron-fueled COVID cases, Mayor London Breed told Tuesday.</p>
<p>During a virtual press conference Tuesday morning, Breed said the city&#8217;s health department is expanding COVID testing to more than 25,000 tests per week, almost double the capacity three weeks ago.  During the tests, disaster service employees and symptomatic persons as well as first aiders and the most vulnerable persons such as residents and employees of qualified care facilities are prioritized.  The tests will arrive in weekly deliveries from mid-January.</p>
<p>&#8220;Right now we are learning to live with COVID,&#8221; said Breed.  “The consequences today are not catastrophic.  The good news is that this variant is much less dangerous than Delta, but much more contagious. &#8220;</p>

<p>According to Breed, 81% of San Franciscans are vaccinated and 54% are vaccinated.  While all city workers are vaccinated, the Omicron variant leads to breakthrough infections, increasing the likelihood that those working for essential city services will be infected and have to stay at home.</p>
<p>&#8220;It affects our workforce, especially among the frontline workers,&#8221; said Breed.  “We saw this before our New Years Eve event, which we had to cancel because we didn&#8217;t have enough security &#8230; San Francisco&#8217;s workforce is well protected.  We prioritize essential urban services.  The transit will operate, but we ask for your patience.  We don&#8217;t close anything.  We don&#8217;t close stores.  That&#8217;s not 2020. &#8220;</p>
<p>While the city&#8217;s hospitalization rates are expected to be lower as the omicrones rise, the sheer number of new infections means demand for hospital beds is rising even at a time when health care workers are becoming more infected due to its high prevalence in the community.</p>
<p lang="en" dir="ltr">We&#8217;re in the middle of an Omicron spike in SF, with our average cases more than doubling than last winter.</p>
<p>Our hospital admissions are on the rise, but they are below previous levels and we have the capacity to handle the expected increase.</p>

<p>The city&#8217;s health director, Dr.  Grant Colfax, said the next few weeks would be crucial in limiting the impact of the recent COVID surge and urged the San Franciscans to reduce their risk of exposure to help protect critical infrastructure.</p>
<p>“We are going to see major outbreaks and many people we know and love are getting COVID.  However, it is in our control to limit the damage, Colfax said.  “And then a hopeful hint, in these cases we expect a peak relatively quickly.  Again, our projections show these situations where cases will peak within the next two weeks.</p>

<p>&#8220;Let yourself be improved &#8211; it&#8217;s not too late,&#8221; said Colfax.  &#8220;And for God&#8217;s sake, get vaccinated if you haven&#8217;t already.&#8221;</p>
<p>People are also encouraged to update their masks, work from home whenever possible, and limit the time they spend in crowded indoor spaces.</p>
<p>On December 27, an average of 829 San Franciscans contracted COVID-19 per day, more than twice as many as last winter with 373 cases per day.  Meanwhile, 186 San Francisco police officers &#8211; including 167 sworn officers &#8211; along with 135 fire fighters and 85 SFMTA employees are in quarantine on Tuesday after being exposed to COVID.  These departments prioritize essential operations and create contingency plans to minimize service disruptions.</p>
<p>Further measures required by the city:</p>
<ul>
<li>Have anyone aged 5 and over have their COVID-19 vaccine and a booster vaccine if they are eligible.</li>
<li>Anyone developing symptoms of COVID-19 should isolate themselves and get tested as soon as possible.</li>
<li>Get retested before you travel, when you return, and 3-5 days later.</li>
<li>Take advantage of quick and easy home test kits available from pharmacies and stores.</li>
<li>Outdoor gatherings are safer than indoor gatherings.  Limit the number and size of indoor gatherings.</li>
<li>Take all precautions, including vaccinations, booster vaccinations, and testing, when meeting with others without a mask &#8211; especially the elderly or immunocompromised, and those who have not been vaccinated or have not yet received their booster.</li>
<li>Wear a well-fitting mask indoors and in crowded areas.  For optimal protection, wear an N95 or double mask with a cloth mask over a surgical mask to improve the seal.  If possible, avoid wearing just a cloth mask during this climb.</li>
<li>Unvaccinated adults should avoid travel and gatherings outside their home.</li>
<li>Wash hands or use hand sanitiser frequently.</li>
</ul>

<p>SALINAS (BCN) &#8211; Heavy rains, expected Monday afternoon, prompted authorities to upgrade an evacuation warning for areas at risk from debris flows near River Road in Salinas, the authorities said.</p>
<p>The order is for Pine Canyon Road in Salinas, including Trimble Hill, Mesa Road, Manzanita Way, Wildwood Way, Redding Drive, Belmont Circle, and the southwest end of Berry Drive, according to the Monterey County Sheriff&#8217;s office.  The order also affects Limekiln Road and the 800 block of River Road in Salinas.</p>

<p>The National Weather Service had previously issued a flash flood warning for the fire scarring areas of River Fire, Carmel Fire and Dolan Fire from 1:45 p.m. to 8:00 p.m.</p>
<p>Forecasters said heavy rainfall is expected to hit thresholds for increased risk of debris flow activity in the former fire areas, prompting the upgrade to an evacuation order.</p>

<p>Debris streams are fast moving masses of mud, rocks, boulders, trees, and sometimes houses or vehicles.  They move fast and are often fatal to those who get in their way.  The only way to avoid debris flows is to get to safety from a debris flow event.</p>
<p>Properties downstream of the fire areas are at increased risk of flooding and debris flows.  Local residents are asked to be vigilant and watch out for any land movement.  Anyone concerned about security should leave the area and not wait for officials to tell them to, the sheriff&#8217;s office said.</p>
<p>Highway 1 is closed at Deetjens Big Sur Resort and Ragged Point.  Resources and information on evacuating large animals are available from the SPCA Monterey County at (831) 646-5534.</p>

Viele Unternehmen beraten mit medizinischen Organisationen;  einige verwenden Roboter;  alle sagen, dass sie mehr denn je putzen.  Ihre Botschaft ist klar: Hotels sind sehr sauber.</p>
<p class="css-axufdj evys1bk0">Aber viele der Haushälterinnen, die Hotels in den USA schrubben, staubsaugen und desinfizieren, sagen, dass Unternehmen die Verfahren und Richtlinien nutzen, die im Zuge des Coronavirus eingeführt wurden, um Reinigungskräften mehr Arbeit zu geben und gleichzeitig ihre Stunden, Löhne und Leistungen zu reduzieren und in einigen Fällen Arbeitsplätze.</p>
<p class="css-axufdj evys1bk0">In einer Zeit, in der sowohl der amerikanische Reiseverkehr als auch die Hotelauslastung auf einem historischen Tiefstand sind, sagt die Hotelbranche, dass es ihre Priorität ist, Gäste und Mitarbeiter zu schützen und gleichzeitig geöffnet zu bleiben.  Die American Hotel and Lodging Association, eine Branchengruppe mit Mitgliedern, darunter Hotelmarken, Eigentümer und Verwaltungsgesellschaften, hat in Übereinstimmung mit den Centers for Disease Control and Prevention in einem Programm namens Safe Stay neue Reinigungsrichtlinien festgelegt.  Haushälterinnen möchten jedoch, dass Hotels die von der Weltgesundheitsorganisation festgelegten Regeln befolgen.</p>
<p class="css-axufdj evys1bk0">Ein besonderer Streitpunkt zwischen Housekeepern, der größten Hospitality Union in Nordamerika, und den Hotels ist die tägliche Reinigung der Hotelzimmer. <p class="css-axufdj evys1bk0">„Wir glauben, dass die tägliche Zimmerreinigung unser Arsenal ist, um die Ausbreitung von Covid zu bekämpfen“, sagte Nia Winston, Generalvizepräsidentin von Unite Here, der Gewerkschaft der Hotel- und Restaurantarbeiter, die mehr als 300.000 Beschäftigte im Gastgewerbe vertritt.  &#8220;In China und Hongkong und anderen Orten, die das Virus erfolgreich eingedämmt haben, ist eine tägliche Zimmerreinigung erforderlich.&#8221;</p>
<p class="css-axufdj evys1bk0">Frau Winston, die auch Präsidentin von Unite Here Local 24 ist, der Mitgliedsorganisation der Gewerkschaft für Michigan und Ohio, sagte, dass die Richtlinien der WHO die Aussetzung von Programmen fordern, die es Gästen ermöglichen, auf Reinigungsdienste zu verzichten.</p>
<p class="css-axufdj evys1bk0">Fast die Hälfte der 16,9 Millionen Arbeitsplätze im US-amerikanischen Freizeit- und Gastgewerbe ging im März und April verloren.  Mehr als ein Viertel der Arbeitnehmer in diesem Sektor bleibt arbeitslos.  Es arbeiten weniger Haushälterinnen, und sie sagen, dass sie in der gleichen Zeit wie für die tägliche Reinigung Räume reinigen müssen, in denen sich mehrere Tage lang Müll, Staub und Keime angesammelt haben.  Und da die Zimmer nicht so oft gereinigt werden, haben sie jede Woche weniger Arbeitstage, was zu niedrigeren Löhnen führt.</p>
<p class="css-axufdj evys1bk0">Bevor sie im März beurlaubt wurde, sagte Wanda White, eine Haushälterin im Sheraton Philadelphia Downtown, sie habe 16 Zimmer pro Tag gereinigt und Vollzeit gearbeitet.  Seit Juni hat sie Rufbereitschaft und arbeitet drei bis vier Tage pro Woche.  An den Tagen, an denen sie gearbeitet hat, sagte Frau White, sie habe durchschnittlich 13 Räume gereinigt, aber die Arbeit sei intensiver, weil sich im Laufe der Zeit Schmutz in den Räumen angesammelt habe.  Sie sagte, sie habe vor kurzem gesehen, wie 10 Gäste einen Raum verließen, was ihr vorschlug, dass sie dort eine Party veranstaltet hatten.</p>
<p class="css-axufdj evys1bk0">„Das Auschecken macht es schwieriger, weil die Gäste Partys feiern. Wir wissen nicht, wie lange die Gäste schon drin sind“, sagte sie und fügte hinzu, dass sie seit Juni mehrere Räume gereinigt habe, in denen Leute Partys veranstalteten.</p>
<p class="css-axufdj evys1bk0">Frau White, die 53 Jahre alt ist, sagte, sie beeile sich jetzt, um zu fegen, Müll aufzusammeln und die Böden zu saugen, bevor sie Oberflächen wie Türknöpfe, Wasserhähne und Theken säubert und Betten macht.  Obwohl die Zeit, die Haushälterinnen für die Reinigung der Zimmer eingeräumt werden, je nach Arbeitsort variieren kann, ist es üblich, 20 bis 30 Minuten pro Zimmer zu haben. <p class="css-axufdj evys1bk0">Das Franchise-Management-Unternehmen, das derzeit Sheraton Hotels betreibt, reagierte nicht auf Anfragen nach Kommentaren.</p>
<h2 class="css-1aoo5yy eoo0vm40" id="link-31daa03c">Sicherheit, aber für wen?</h2>
<p class="css-axufdj evys1bk0">Im Juni, drei Monate nachdem sie von ihrem Job als Haushälterin im Fontainebleau Hotel in Miami Beach beurlaubt worden war, wurde Pauline Petit-Homme wieder zur Arbeit gerufen.  Sie erfuhr, dass sie die Zimmer nicht jeden Tag aufräumte, wenn sie auscheckten. </p>
<p class="css-axufdj evys1bk0">Frau Petit-Homme, die seit 22 Jahren im Hotel arbeitet, sagte, sie sei eine der wenigen Haushälterinnen, die wieder bei der Arbeit sind, und ihre Manager sagten, es gebe nicht genug Gäste, um mehr mitzubringen.  Ihr wurde gesagt, dass die Reinigung der Zimmer an der Kasse dazu dient, sie und die Gäste zu schützen.  Aber sie glaubt, dass das Hotel so beschäftigt ist, dass mehr Haushälterinnen zurückgeholt werden sollten.</p>

<p class="css-axufdj evys1bk0">Frau Petit-Homme und andere sagten, dass der aktuelle Kampf nur das neueste Gefecht in einem mehr als jahrzehntelangen Kampf zwischen Hotels und Angestellten sei. <p class="css-axufdj evys1bk0">Hotelbesitzer und Investoren sagen, dass sie es sich einfach nicht leisten können, alle ihre Haushälterinnen wieder Vollzeit arbeiten zu lassen, und Maßnahmen wie die Reinigung nur an der Kasse sollen die Sicherheit aller gewährleisten.  Sie sagen, es ist auch das, was die Gäste wollen.</p>
<p class="css-axufdj evys1bk0">Frank Lavey, Senior Vice President of Global Operations bei Hyatt, sagte in einer E-Mail, dass Gäste „mit neuen Erwartungen in Bezug auf Sauberkeit in Hyatt Hotels zurückkehren, was die Begrenzung potenzieller Kontaktpunkte, insbesondere innerhalb des Gästezimmers, einschließt“.</p>
<p class="css-axufdj evys1bk0">Im Juli hat San Francisco die strengsten Regeln des Landes für die Reinigung von Büros und Hotels mit mehr als 50.000 Quadratmetern angenommen.  Diese Regeln schreiben vor, dass die öffentlichen Bereiche mehrmals täglich gereinigt und desinfiziert werden und die Gästezimmer täglich gereinigt werden, es sei denn, die Gäste lehnen dies ab.  Die AHLA war einer von drei Hotelverbänden, die Klage auf Aufhebung der Verordnung eingereicht haben.  Dieser Rechtsstreit ist noch anhängig.</p>
<p class="css-axufdj evys1bk0">Die Hotelbesitzer argumentieren, dass Mandate wie die von San Francisco die Branche weiter dezimieren würden.  Fast zwei Drittel der Hotels sind laut AHLA bei oder unter der Hälfte der Belegung. Das ist unter der Schwelle, bei der die meisten Hotels die Gewinnschwelle erreichen und ihre Schulden bezahlen können.  Ein kürzlich von Trepp, einem führenden Datenanalysten für Gewerbeimmobilien, zusammengestellter nationaler Bericht ergab, dass die Hotelbranche mit einer beispiellosen Welle von Zwangsvollstreckungen konfrontiert ist.</p>
<p class="css-axufdj evys1bk0">Chip Rogers, Präsident und Geschäftsführer der AHLA, sagte, dass in einer pandemiefreien Welt Streitigkeiten zwischen Mitarbeitern, Unite Here und Hotels vernünftig und ein gesunder Teil des Prozesses seien.  Aber da Hotels ums Überleben kämpfen, könnte der Druck von Unite Here auf die tägliche Zimmerreinigung und andere Personalanforderungen dazu führen, dass Hoteliers schließen.</p>
<p class="css-axufdj evys1bk0">&#8220;Es geht wirklich ums Überleben&#8221;, sagte Mr. Rogers.  „Im Moment gibt es keine Gewinne zu teilen und jeder verliert Geld.  Diese Kämpfe jetzt zu haben, ist kontraproduktiv.  Es schadet den Mitarbeitern.“</p>
<p class="css-axufdj evys1bk0">In Bezug auf die tägliche Zimmerreinigung sagte Herr Rogers, dass Hotels den Gästen die Möglichkeit geben sollten, zu entscheiden.</p>
<p class="css-axufdj evys1bk0">„Ich habe noch nie von einem Gast gehört, der gesagt hat: ‚Ich möchte, dass mein Zimmer gereinigt wird‘ und das Hotel hat nein gesagt“, sagte er und fügte hinzu, dass das Safe Stay-Programm Gäste und Mitarbeiter gleichermaßen schützen soll.</p>
<h2 class="css-1aoo5yy eoo0vm40" id="link-68943269">Die Angst, gute Jobs zu verlieren</h2>
<p class="css-axufdj evys1bk0">Was Branchenvertreter als Versuch sehen, die Sicherheit der Mitarbeiter zu gewährleisten, sehen Unite Here und seine Mitglieder als Angriff insbesondere auf farbige Arbeiter der Arbeiterklasse, die ohne qualitativ hochwertige Arbeitsplätze bleiben könnten.</p>
<p class="css-axufdj evys1bk0">Obwohl Daten zur Demografie von Haushälterinnen in der Hotellerie rar sind, zeigt das Bureau of Labor Statistics, dass 2019 fast 71 Prozent der Zimmermädchen und Haushälterinnen in den USA Farbige waren.  Viele sind Einwanderer der ersten Generation, vor allem aus der Karibik, Afrika südlich der Sahara, Mittelamerika und China, so Unite Here.</p>
<p class="css-axufdj evys1bk0">In vielen Hotels werden für Hauswirtschaftsjobs bis zu 27 US-Dollar pro Stunde bezahlt, mit Gesundheitsleistungen, die die Familien der Arbeiter abdecken.  Viele, wie Nely Reinante, Haushälterin im Hilton Hawaiian Village Hotel am Waikiki Beach, leben in Angst, ihren Arbeitsplatz zu verlieren und ihn nicht ersetzen zu können. </p>
<p class="css-axufdj evys1bk0">Erica Hayes war Haushälterin im DoubleTree by Hilton Chicago Magnificent Mile, bis sie im Februar beurlaubt wurde.  Sie lebt von Arbeitslosengeld, befürchtet aber, dass diese bald enden wird und sie immer noch nicht wieder arbeiten kann.  Ihr Mann wurde diesen Sommer getötet und sie muss ihre vier Töchter im Teenageralter allein ernähren.  Die Angst, nicht mehr dazu in der Lage zu sein, war alles verzehrend.</p>

<p>WASHINGTON &#8211; From the revered giant sequoia trees of the southern Sierra to the unbroken vistas of historic Route 66 in the Mojave Desert, five national monuments in California are waiting for President Trump&#8217;s Home Secretary to judge whether they are left alone, shriveled, or eliminated by Thursday should be.</p>
<p>The California monuments were reviewed in an unprecedented review &#8211; ordered by Trump in April &#8211; to see if their protected status prevents potential commercial use.  They are among the more than two dozen monuments that Home Secretary Ryan Zinke is examining nationwide.</p>
<p>The United States has 129 national monuments named by President of Theodore Roosevelt under the Antiquities Act of 1906 to improve the protection of the existing state, and none have ever been abolished.  No president has tried to downsize a memorial since President John F. Kennedy.</p>
<p>The current review covers monuments created by presidents dating back to Bill Clinton.  So far, Zinke has announced that he will likely propose reducing the size of the 1.35 million-acre Bears Ears Memorial in Utah and leaving six others unchanged, including the new Sand to Snow Memorial northeast of Palm Springs, which Created by President Barack Obama.</p>
<p>The government review has sparked outrage from democratic lawmakers and environmental groups.</p>
<p>Senator Dianne Feinstein, D-California, who had a strong hand in designating three desert monuments, is grappling with the administration on this matter.</p>
<p>“This is war,” said Feinstein in an interview.  &#8220;This is our story.&#8221;</p>
<p>While Congress has the power to revoke or change monuments, there&#8217;s not much a Democrat in the minority party can do to stop Trump from changing them.  So the fight has to be fought in court, where Trump&#8217;s legal powers are called into question.</p>
<p>In California, the monuments yet to be reviewed are the 330,780-acre Berryessa Snow Mountain Monument, northeast of Santa Rosa;  the 204,000-acre Carrizo Plain in San Luis Obispo County, known for its stunning wildflower blooms, but also includes oil and gas leases;  the 346,000 acre Monument in the San Gabriel Mountains in Los Angeles County;  the 328,000 acre Giant Sequoia National Monument in Tulare County;  and the Mojave Trails National Monument, which includes the distinctive stretch of Route 66.</p>
<p>The Cascade-Siskyou National Monument in Oregon, which leads to California, is also being reviewed.</p>
<p>Trump&#8217;s executive order demands that it be determined whether the monument awards had no input from local and state officials and “other relevant interest groups” when they were created, or whether they would prevent energy development or “otherwise slow economic growth”.</p>
<p>The California attorney general Xavier Becerra promised in an eleven-page letter to Zinke that he would sue immediately if any monument changes were attempted in his state.  A large number of environmental groups are committed to doing the same.</p>
<p>Ryan Henson, senior policy director of CalWild, a California wilderness coalition, called the government&#8217;s actions a &#8220;time on our corpses.&#8221;</p>
<p>Although a president has unilateral authority to erect monuments, the Antiquities Act provides no provision to revoke a designation, and the 1976 federal law governing the administration of state politics expressly prohibits the Home Secretary from revoking or altering a monument.</p>
<p>But the review even has its defenders in California, where public land is overwhelmingly popular.  One monument that appears most taboo by name &#8211; the Giant Sequoia National Monument &#8211; has some local officials calling for its size to be reduced.</p>

<p>They say the memorial, named by President Bill Clinton in 2000, threatens the ancient sequoias by preventing logging to smother thin conifers that are now choking forests.</p>
<p>“It sounds very selfish that I work for a sawmill,” said Darren Mahr, wood manager at Sierra Forest Products sawmill in Terra Bella, Tulare County.  &#8220;But we drew a line around the forest hoping it would be safe and instead we put it on the line.&#8221;</p>
<p>A century of fire fighting has turned the open grove forests John Muir described into thick fir and pine thickets, many of which have been killed by drought or beetles.</p>
<p>Stephen Worthley, Tulare District inspector, led a board vote asking Tine for a cut to make the deforestation possible.  He said the U.S. Forest Service lacks the money to carry out the controlled burns needed to restore the health of the forest, and cutting down to thinn the trees would pay for itself.</p>
<p>The harsh fire of 2015 put more stress on the monument than it should have been due to the density, he said.  Some of the &#8220;ancient trees we should protect with everything inside died due to the intensity of the fire,&#8221; Worthley said.  The groves &#8220;are in greater danger today than they were before the monument was erected&#8221;.</p>

<p>In Southern California, Rep. Paul Cook, R-Yucca Valley, San Bernardino County, wrote a letter to Zinke asking him to cut the 1.6 million acre Mojave Trails National Monument by half a million acres.  The memorial is the centerpiece of three California desert monuments, including Sand to Snow and Castle Mountains, which Obama named at Feinstein&#8217;s request last year.</p>
<p>The Mojave Trails Monument protects the last pristine stretch of Route 66 and maintains a biological link between Joshua Tree National Park and Mojave National Preserve.</p>
<p>If Cook&#8217;s request is met, he will help a plan by a private company, Cadiz Inc., to pump billions of gallons of water from the desert aquifer beneath the memorial for sale to southern California cities.  Cook joined nine other members of the California House from both parties in a private letter in March, urging Zinke to clear the way for Cadiz.</p>
<p>David Lamfrom, director of California&#8217;s desert and wildlife program for the National Parks and Conservation Association, a conservation group, said Cook&#8217;s proposed monument reductions &#8220;directly overlap with the Cadiz Project.&#8221;</p>
<p>Zinke has already overturned Obama-era regulatory decisions that blocked the project.  Deputy Home Secretary David Bernhardt is a former Cadiz attorney and lobbyist and his former law firm holds shares in Cadiz.  Bernhardt also led a Trump transition team that put Cadiz on a list of the top 50 infrastructure projects in the country.</p>
<p>The aquifer feeds rare desert springs that support plant and animal life, and the US Geological Survey said Cadiz grossly overestimated the aquifer&#8217;s natural ability to self-recharge.  The National Park Service said the estimates were so out of bounds that they &#8220;shouldn&#8217;t even be taken into account&#8221;.</p>
<p>&#8220;The public needs to understand that this is the first big step in the destruction of Mojave Trails,&#8221; said Feinstein.  She called the Cadiz Project “a murderer.  I don&#8217;t trust these people. &#8220;</p>
<p>Both Cook and Feinstein had proposed laws to protect the Mojave Trails, Sand to Snow, and Castle Mountains, but they never agreed on the exact limits, and so the legislation never got through Congress.  Feinstein turned to Obama in frustration.</p>
<p>Cook said in a statement to The Chronicle that the area he plans to remove is not warranted for historic monument status as it was never included in any legislation he or Feinstein created.  He called the Cadiz question &#8220;immaterial&#8221;.</p>
<p>The Yucca Valley Congressman also asked Zinke to include the Castle Mountains Memorial in the review process.  It is not known if Zinke will do this.  The 21,000-acre monument protects rare tall desert grassland and large Joshua Tree forests.  Cook said in his letter to Zinke that downsizing the monument would help a Canadian gold mine.</p>
<p>The methodology that Zinke uses for his monuments review remains unclear.  Inside spokeswoman Heather Swift said in an email that Zinke had opened the process for a 60-day public comment period &#8220;to make the process transparent and give people a voice.&#8221;  The department received 2.7 million comments, mostly in favor of the monuments.</p>
<p>Swift said Zinke also held &#8220;dozens of meetings&#8221; with various groups, including &#8220;people and organizations representing all sides of the issue.&#8221;</p>
<p>Zinke has visited eight monuments, but none in California.</p>
<p>David Myers, executive director of Wildlands Conservancy, which has bought nearly 600,000 acres of Mojave Desert and donated it to the federal government for protection, said he invited Zinke to visit Mojave Trails but never heard a word.  There are approximately 45,000 acres of donated land in the area that Cook plans to remove.</p>
<p>Myers said the Mojave Trails Memorial is “really what keeps the desert intact with this mega-landscape that connects Joshua Tree National Park and Mojave National Preserve.  Otherwise there are only protective islands in the desert. &#8220;</p>
<p>Jim Conkle, a Marine known as &#8220;Mr.  Route 66, &#8220;for his efforts to protect the historic road, said neither Cook nor his staff would speak to him.  &#8220;They don&#8217;t answer my calls, my emails, I go there to see them, they are there, but they are not there for me,&#8221; he said.  “You don&#8217;t want anything to do with me.  Because they know that I just want to sit down and say, &#8216;Why are you doing this?&#8217; &#8220;</p>
<p>Rep. Mike Thompson, D-St.  Helena, who took former Home Secretary Sally Jewell on two hikes in the Berryessa-Snow Mountain area to help her evict her, said the monument review &#8220;looks like another attempt to erase everything President Obama did&#8221;.  He said the monument review was exhaustive.</p>
<p>&#8220;The idea of ​​them coming back and trying to handle this,&#8221; he said, &#8220;is just a colossal waste of time.&#8221;</p>

Timpson bombs hills &#8211; high-speed skating on dizzying tracks &#8211; and the latest New Yorker video follows him, his fellow traveler Adam Anorga, and other members of their crew as they sail downhill like a rolling tableau alternating between deep asphalt and asphalt Leaning incredibly high on bends in the road, arms outstretched as if surfing on Christ the Redeemer.</p>
<p class="paywall">Bombing hills requires a different skill than traditional flat-bottomed street skating or bowl skating.  &#8220;Essentially, all you have to do is stand there and make sure you don&#8217;t fall off,&#8221; Anorga told me.  Instead of working out technical tricks, bombers rely on serenity in the face of adrenaline.  He said that some of the lightest skaters he knows &#8220;just know how to hold on and trust yourself and trust their intuition&#8221;.  He went on, &#8220;I mean, if you can do this to bomb a hill, you are sure you could.  .  .  apply that to all other aspects of your life that.  .  .  can be profound if used properly.  &#8220;</p>
<p class="paywall">The steep falls, the presence of traffic, and the high speeds &#8211; Timpson estimates he is traveling at speeds of 20 to 30 mph on a typical hill &#8211; can be a dangerous combination.  People have died in hill bombs.  &#8220;It&#8217;s not a joke. It&#8217;s not easy to take,&#8221; says Timpson in the video. In 2019, the pro-skater Pablo (P-Spliff) Ramirez, who appeared in the videos “Awaysted” and “Fffurther” by Anorga and Timpson, died can be seen while skating in traffic in San Francisco&#8217;s SoMa neighborhood. The acclaimed GX1000 skater did not bomb, but pawed when the accident occurred while he was holding onto the bumper of a moving vehicle. Anorga, which occurred the same day how his friend&#8217;s accident hit a doctor to undergo reconstructive surgery for a ruptured ACL remembers a turning point. &#8220;Wow, I hardly go here and my best friend is no longer here,&#8221; he recalled. Seeing it as an opportunity to commit to himself, he said it made him take care of his body so he could keep running for as long as possible. Anorga is philosophical about the risks of extreme skiing: &#8220;We use our K  body to its absolute limits and to its absolute potential.  We don&#8217;t just waste our bodies as we get older, ”said Anorga.  &#8220;Often it means that we cross our threshold and get hurt.&#8221;</p>
<p class="paywall">Timpson and Anorga both moved to San Francisco because of its knotty hills and tight skateboarding community, and they credit that community with the safety.  &#8220;When you have a full squad,&#8221; explains Timpson in the video, drivers will pay more attention and treat the crew more like another vehicle.  During the filming, the skaters walk with a group and use spotters at intersections to ensure that cars don&#8217;t interrupt the bomber&#8217;s path.  &#8220;Ask yourself &#8230; do you have supportive friends who will be there for you when you need them?&#8221; Anorga said. &#8220;This is something that is very important,&#8221; he said, then paused and added: &#8220;Although some of the funniest times I&#8217;ve ever had without it.&#8221; &#8230; It&#8217;s that risk, that adrenaline rush that drives you in a different direction. But yeah, that&#8217;s a whole different story. &#8220;</p>

<p>OAKLAND (CBS SF / BCN) &#8211; The Bay Area Air Quality Management District ruled Monday that emissions from the AB&#038;I Foundry in East Oakland pose an increased health risk and the company must take action to reduce emissions.</p>
<p>The finding comes from the district&#8217;s draft Health Risk Assessment, which is required by facility law.  The AB &#038; I Foundry website describes the company as a manufacturer of cast iron pipes and fittings for plumbing systems. </p>

<p>&#8220;This health risk assessment is a critical step in understanding and controlling toxic air emissions and protecting the health of a community that has historically been exposed to high levels of air pollution,&#8221; said Jack Broadbent, executive officer of the Air District.  &#8220;The Air District remains committed to providing clean air to the Bay Area&#8217;s most vulnerable residents and will continue to fight to breathe.&#8221;</p>
<p>The public has 60 days to review and contribute to the health risk assessment.  Air District staff will respond to any comments before finalizing the report. </p>
<p>The health risk assessment and staff contact information can be found on the Air Quality District website. </p>

<p>Due to the increased emissions, the company must submit a risk mitigation plan to the Air District and take action to reduce air pollution for the population.</p>
<p>&#8220;AB&#038;I has already taken steps to reduce our emissions by announcing on March 12th that AB&#038;I will relocate molding operations to Texas in 2022. It is heartbreakingly the loss of 100 of our current 200 jobs,&#8221; Michael Lowe, the company&#8217;s general manager, said in a statement.</p>
<p>“We are continuing to work cooperatively with the Air District by adapting our operations to the stricter emissions standards and hopefully saving the remaining 100 jobs.  Unfortunately, California regulations are a moving target that creates business uncertainty and makes it very difficult to continue long-term investments, ”said Lowe.</p>
