The New York Times is no longer offering up paeans, as it did in 2014, to Portland hipsters: &#8220;bearded, on skateboards, brewing kombucha.&#8221;  This is now the “Anarchist Jurisdiction.”</p>
<p class="article__paragraph article__paragraph--left" id="H2UQRN22SRE65HO3H4BURO3ANA">And yet people are still moving to the Rose City.</p>
<p class="article__paragraph article__paragraph--left" id="6P3YDXGIUVDPLPL7WFOX6PYKO4">Where are these fearless newcomers coming from?  As in those bygone days when everything about Portland was cool and charming, they&#8217;re mostly decamping from larger, more expensive cities in other states or from smaller Oregon locales, the latter likely being driven by the traditional migration of young adults to the closest &#8221; big city” to make their mark on the world.</p>
<p class="article__paragraph article__paragraph--left" id="YGWVRFZEGNFUJCESNM7RHPJOKY">Portland, with about 667,000 people, is the 26th largest city in the US, up from 29th in 2010.</p>
<p class="article__paragraph article__paragraph--left" id="4C5LWOHSD5BOJCSDWOUFI4DKQQ">To give some shape to this continuing, if diminished, upward population trend, the rankings website Stacker has used US Census Bureau data to estimate the number of people who&#8217;ve moved to Portland in the past handful of years.  Below are the top 10 metro areas “sending the most people to Portland.”</p>

<p class="mol-para-with-font">Anti-Asian hate crimes in San Francisco spiked 567 percent in 2021 as police say a one-man crimewave was responsible for more than half the attacks.   </p>
<p class="mol-para-with-font">Hate crimes targeting Asian Americans and Pacific Islanders in the California city, jumped to 60 last year from just nine in 2020 and eight in 2019 &#8211; although officials believe the actual numbers are much higher because people are reluctant to report to the police. </p>
<p class="mol-para-with-font">&#8216;That is significant, that is concerning and that is alarming,&#8217; police chief Bill Scott said at a press conference in San Francisco&#8217;s Chinatown on Tuesday as he announced the police department would have a presence at next week&#8217;s Lunar New Year celebration while advising the community to remain vigilant. </p>
<p class="mol-para-with-font">Scott said 31 of the 60 reported attacks were committed by one man.  He did not name the culprit but police later pointed to the arrest last August of 36-year-old Derik Barreto who rode around San Francisco on a scooter, vandalizing Chinese-owned businesses for five months until he was captured. </p>
<p class="mol-para-with-font">He faces 33 charges including 31 hate crime enhancements the DA&#8217;s office brought based on statements he allegedly made to police implying he targeted Asians. </p>
<p class="mol-para-with-font">Barreto is scheduled to appear in court for a hearing on January 31, according to court records. </p>

<p class="mol-para-with-font"><span style="font-size: 16px;">In August, p</span>Francisco District Attorney Chesa Boudin announced Barreto was facing 33 charges, including hate crime allegations, for 27 separate incidents of vandalism and burglary targeting 20 primarily Chinese-owned businesses, CBS San Francisco reported. </p>
<p class="mol-para-with-font">The Democratic DA, whose progressive policies have been blamed for the overall spike in crime in the city, said Barreto rode around San Francisco on a scooter and shattered the windows of 20 separate stores using a slingshot, pipe, or hammer during a string of racially motivated offenses between April and August 2021. </p>
<p class="mol-para-with-font">Barreto is charged with 27 felony counts of vandalism, four felony counts of second-degree burglary, one misdemeanor count of possession of burglary tools, and one misdemeanor count of possession of a concealed weapon.     </p>
<p class="mol-para-with-font">He will face 31 enhanced hate-crime charges after comments Barreto allegedly made to police suggesting he intentionally targeted businesses he believed to be Chinese-owned and that he was motivated by the perceived race and nationality of the victims, the San Francisco Standard reported. </p>
<p class="mol-para-with-font">&#8216;Since the beginning of the COVID-19 pandemic, we have seen a deeply concerning increase in the incidence of hate and violence against the AAPI community.  We will not stand for it and we will do everything in our power to stop it,&#8217; Boudin said.</p>
<p class="mol-para-with-font">Reports of anti-Asian hate crimes in San Francisco increased more than against any other group, and even without accounting for Barreto&#8217;s crime spree would still have seen a 200 percent jump last year.  There were just eight reported in 2019 in the city, where nearly 35 percent of its population of 300.00 is Asian.</p>
<p class="mol-para-with-font">Hateful attacks against the AAPI community surged nationally during the pandemic, fueled in part by then-President Donald Trump&#8217;s calling COVID-19 a derogatory nickname that insulted China. </p>
<p class="mol-para-with-font">In San Francisco, Anti-Jewish hate crimes also saw a slight increase from five to eight reports in 2021, while reports of hate crimes against Arabs or Muslims and Latinos decreased slightly, preliminary police reports indicated. </p>

<p class="mol-para-with-font">Scott&#8217;s press conference came on the same day Anh Lê, an elderly Asian American man who was attacked two years ago in San Francisco and left with PTSD, announced he was suing the city&#8217;s District Attorney&#8217;s Office about allegedly mishandling his case. </p>
<p class="mol-para-with-font">Lê was walking through Chinatown when he sustained a &#8216;brutal&#8217; assault by a father and son, who beat him with a baseball bat and threatened to kill him.</p>
<p class="mol-para-with-font">The 69-year-old, who is Vietnamese American, was able to escape and call 911. His attackers were arrested later that day by SFPD officers, on November 2, 2019.</p>
<p class="mol-para-with-font">The father was identified as Jimmy Tanner Sr. His teenage son had taken a baseball bat out of his mother&#8217;s bag after Lê told him to be careful while he was riding his bicycle on a busy sidewalk, and had nearly crashed into him.</p>
<p class="mol-para-with-font">Tanner Sr.&#8217;s teenage son hit Lê repeatedly with the bat, before his father held up a glass bottle and threatened to kill the elderly man.  According to NextShark, Tanner Sr. was detained for battery, felony elder abuse and terrorist threats.</p>
<p class="mol-para-with-font">However, the San Francisco District Attorney refused to prosecute either Tanner Sr. or his son with a hate crime, and agreed to a lenient plea deal with the father. </p>
<p class="mol-para-with-font">In order to avoid jail time, Tanner Sr. pleaded guilty to a misdemeanor battery charge.  He received a year of probation over the incident.</p>
<p class="mol-para-with-font">Lê says the Office of District Attorney Chesa Boudin never informed him of a lenient plea deal cut with his attackers or the lack of a hate crime charge until after the fact.</p>
<p class="mol-para-with-font">He is now arguing that the office of DA Boudin has systemically refused to uphold the rights of Asian Americans victimized by racial violence.</p>
<p class="mol-para-with-font">&#8216;The San Francisco District Attorney&#8217;s Office allowed the adult male attacker to plead to a misdemeanor with one year probation, restitution to the victim and (a) criminal protective order,&#8217; Mr Lê said during a news conference on Tuesday.<span style="font-size: 16px;"> </span> </p>

<p class="mol-para-with-font">&#8216;They did this without consulting me, without any input from me at all, and in violation of my rights as a victim.&#8217;  </p>
<p class="mol-para-with-font">During the conference, the man said the attack was &#8216;the most brutal, terrifying and humiliating experience of my life.&#8217;  </p>
<p class="mol-para-with-font">The Stop AAPI Hate coalition out of San Francisco State University tracked more than 10,000 incidents of hate from March 2020 through September 2021.</p>
<p class="mol-para-with-font">In San Francisco and elsewhere, video clips of Asian Americans being attacked and robbed on public streets alarmed the community so much that frightened seniors stayed home. </p>
<p class="mol-para-with-font">Most recently, former San Francisco Bay Area resident Michelle Go died in New York City after a mentally disturbed man pushed her in front of a subway. </p>
<p class="mol-para-with-font">Officials there say there is no indication the man was motivated by racial bias, but Asian Americans and Pacific Islanders are still rattled.</p>
<p class="mol-para-with-font">San Francisco Police Chief Bill Scott said at Tuesday&#8217;s news conference they have expanded the crime tip line to include more languages ​​and are sharing safety tips for Lunar New Year celebrations. </p>
<p class="mol-para-with-font">But he also acknowledged his department is only part of a criminal justice system that includes prosecution and judges.</p>
<p class="mol-para-with-font">Statistics do not show the whole picture because not everyone reports incidents.  Also, prosecutors are unable to tack on hate crime enhancements without a clear statement of bias by the alleged attacker. </p>
<p class="mol-para-with-font">This has frustrated some victims and their families, who see the charge as a sign of accountability.</p>

<p>One of San Francisco&#8217;s cheesiest restaurants has found a new home and will reopen on Monday after being thought to be gone forever. </p>
<p>“Reopening Monday 24th January.  We are pleased to announce that we will be reopening in a new location &#8211; 430 Columbus Ave,&#8221; the restaurant&#8217;s website said in a statement.  &#8220;We look forward to serving you.&#8221;</p>
<p>The new location is just one block from Columbus from the previous location, in the space where Calzone&#8217;s Restaurant used to operate.  Calzone&#8217;s was run by the same group of owners as the Rose.</p>
<p>Opened in 1991 in the heart of North Beach, The Stinking Rose — affectionately named for the ancient Roman term for garlic — soon became a bustling, eclectic spot on Columbus Ave. </p>
<p>&#8220;They season the garlic with food,&#8221; wrote the SF Examiner in a glowing review, which revealed the restaurant uses 1.5 tons of garlic a month.  Inside, the world&#8217;s largest garlic braid meandered through the restaurant, and a mini mechanical garlic factory lined the walls. </p>
<p>Owners Jerry Dal Bozzo, who grew up in the neighborhood, and Dante Serafini became successful restaurateurs in the Bay Area in the &#8217;90s, running Calzone&#8217;s, The Franciscan and Frankie&#8217;s at Pier 43 in Fisherman&#8217;s Wharf, The Dead Fish in Crockett, and Salito&#8217;s Crab House and Prime Rib in Sausalito next to their flagship on Columbus. </p>
<p>The restaurant was so successful that they opened a second Stinking Rose in Beverly Hills (this place appears to still be closed).</p>
<p>After almost 30 years in business, the North Beach location closed in March 2020, like almost every other San Francisco eatery.  The outlook seemed bleak when Dal Bozzo put the house on the market in June last year.  The reservation site OpenTable has even changed its status from &#8220;temporarily&#8221; to &#8220;permanently closed&#8221;.  But after a change or heart, owners will move to the calzone&#8217;s space down the block. </p>
<p>&#8220;We treated it with garlic,&#8221; co-owner Jerry Dal Bozzo told the San Francisco Chronicle.  &#8220;We brought some of the decor from the Stinking Rose, so it&#8217;s a different garlic restaurant&#8230; Hopefully people will like it.&#8221; (SFGATE and the San Francisco Chronicle are both owned by Hearst but operate independently)</p>
<p>Stinking Rose will reopen on January 24th at 12pm with a shorter menu.  430 Columbus Ave.</p>

<p>Throughout 2020, an average of 12 fires burned the mission each week.</p>
<p>Things didn&#8217;t look much better in the neighboring communities.  There were roughly three fires a week in the Castro / Upper Market area, seven in SoMa and eight in the Tenderloin.</p>
<p>This was not a typical year.  Between 2019 and 2020 there was a dramatic increase in fires in many parts of the city.  They rose by 43 percent in the tenderloin, 50 percent in the mission, 63 percent in the Castro / Upper Market area and over 70 percent in SoMa.  Overall, the fires in San Francisco increased by more than a quarter in one year.</p>
<p>The situation does not seem to have improved in 2021 either.  According to public data from the San Francisco Fire Department (SFFD), the city suffered more fires in the first 10 months of this year than in all of 2019.</p>
<p>Mission residents have long realized that fires are a problem in their neighborhood, but the pandemic has dramatically made the situation worse.  With shelters closing their doors to prevent the spread of Covid-19, many San Franciscans only had camp sites.  These are often extremely unsafe and the combination of flammable materials and open fire can turn tents into tinder boxes.</p>
<p class="g-pstyle0 amp-wp-1e29eef" data-amp-original-style="font-weight:500">In the mission the fires jumped over 50%</p>

<p>SFFD data shows that the increase in fires in San Francisco was mainly driven by so-called &#8220;garbage fires&#8221;.  This is a broad label used by SFFD that covers many different scenarios, but in general it means that the fires happened outdoors and garbage was involved.</p>
<p>Lt.  Jonathan Baxter, a fire department spokesman, said frontline firefighters were putting many of these fires back into camps.  Although they are generally small, their impact should not be underestimated, he said: &#8220;Any fire is dangerous &#8211; especially in San Francisco, where we have such a dense city.&#8221;</p>
<p>The department&#8217;s data did not show an increase in the number of injuries or fatalities from fires in 2020, but there was considerable damage to property.  Records state that there was combined property and content damage estimated at $ 80 million throughout the year.</p>
<p>Baxter said many of the recent fires were caused by people in and around tents using open flames for cooking and keeping warm.  Drug paraphernalia found on the site of some of the fires suggests some began making drugs, he added.</p>
<p>So far this year, SFFD has counted 245 cases of deliberately started fires, and some believe the real number is higher.  Christin Evans, a local business owner and Coalition for Homelessness volunteer, said she saw cases of alleged arson in tents that were not registered as deliberate.</p>
<p>In July 2021, at around 10:30 p.m., three tents near 750 Florida Street went on fire.  The inmates survived, although one of them burned his hands from extinguishing the fire.  Evans said the tent residents insisted they didn&#8217;t use open flames at the time.  They believe that a house neighbor set their tents on fire after they refused to move.</p>
<p>The incident was reported by Evans and a report is pending from fire investigators.  It was recorded in the SFFD data as an &#8220;outdoor garbage, garbage or trash fire&#8221;.</p>
<p>&#8220;Arson isn&#8217;t exactly common,&#8221; said Evans, &#8220;but it wasn&#8217;t an isolated incident either.&#8221; </p>

<p>Kelley Cutler, a Coalition Organizer for Homelessness, said the rise in camps &#8211; and fires &#8211; was due to a lack of resources made available to the homeless.</p>
<p>“The number of tents has risen sharply because nothing else was available,” says Cutler.  &#8220;There were no alternatives&#8221;</p>
<p>As the pandemic began, the city&#8217;s municipal housing (which, according to the Department of Homelessness and Supportive Housing, can accommodate 2,000 to 3,000 people) began at significantly reduced capacity to reduce the transmission of Covid-19.  They also saw frequent closings as positive tests meant closure.  Service 311 to get on a shelters waiting list has been discontinued and has not yet returned.</p>
<p>The city has made some alternatives available.  Safe sleeping areas were established in several locations where homeless people could use tents and have access to basic amenities such as showers and food.  Fire extinguishers were even available at these locations in the event of a fire.  But all together they could only accommodate a few hundred people.</p>
<p>In addition, around 2,000 hotel rooms were made available.  However, entry was generally restricted to people over the age of 60 or to people with previous illnesses.</p>
<p>Comparing the availability of temporary shelters, safe sleeping and hotel rooms to the city&#8217;s 8,000+ homeless residents in 2019 suggests that thousands of unhoused residents had few options other than tents.</p>
<p>The latest August 2021 estimate by the Healthy Streets Operations Center in San Francisco found over 500 tents and 1,000 vehicles used by homeless people across the city.</p>
<p>In an effort to contain tent fires, Baxter said the fire department went beyond their traditional scope by distributing leaflets and talking to people without shelter about the dangers of open flames.  After a year of public relations, he said the number of fires did not seem to be increasing or decreasing, but had reached a new plateau.</p>
<p>Cutler said the best way to reduce fires is to add more living space.  “It&#8217;s not about building trust,” she said.  &#8220;This is nonsense. When good resources are available, people take advantage of the opportunity.&#8221;</p>
<p>After $ 1 billion of Proposition C funding finally poured into homeless services &#8211; some of which have already been used to buy hotels for lodging &#8211; Cutler and Evans are cautiously optimistic that better days may be ahead.  But they said they shouldn&#8217;t expect changes to happen immediately.</p>
<p>&#8220;This situation was made worse by Covid, but it took 40 years to get that far,&#8221; said Evans.  &#8220;It won&#8217;t be resolved overnight.&#8221;</p>

<h3>methodology</h3>
<p>The data for this story comes from the SFFD&#8217;s public fire incident data set.  The analysis was completed with Python.  Here you get to our notebook.</p>
<p>Jesus Mora, a manager at SFFD who organizes the department&#8217;s data, said the number of fires included in our analysis could actually be underestimated.  Not every fire alarm is recorded as a fire event, he explained.  Some may be recorded as medical incidents and some minor incidents may not be recorded at all.</p>
<p>The categorization of the fires in our analysis is slightly different from the categorization used internally by SFFD.  Many of the incidents listed as “garbage fires” in the public record are reclassified as “outdoor fires” or “campfires” in SFFD&#8217;s internal data.</p>
<p>Mora explained that there are many gray areas around so-called outdoor, garbage or campfires, and changes are sometimes made based on the attributions of the incident that are not available in the public record.</p>
