<p>It&#8217;s a lot of questions at once, but all are relevant for applicants who want in on a once-every-two-years job opening at East Brother Light Station, which houses a teeny 1874 lighthouse-turned-bed-and-breakfast on an island in the San Francisco Bay.</p>
<p>The East Brother Light Station is hiring for two innkeepers with a laundry list of responsibilities, including maintaining and operating the five-room inn, making and serving up breakfast and dinner, and ferrying guests back and forth.  The job application, overseen by the city of Richmond, makes clear that &#8220;couples,&#8221; however you wish to define that, will receive top consideration.</p>
<p>The reason?  This is a two-year stint, beginning in April 2023, where you&#8217;ll be spending lots of time together.  At least one of the two people must have a valid US Coast Guard boat operator&#8217;s license.  Applicants with children or pets are usually disqualified too.</p>
<p>In 2019, Richmond Mayor Tom Butt — he of the deflated Butt dynasty — told SFGATE that the biannual innkeeper opening garnered &#8220;thousands of inquires or applications from dozens of countries, many in languages ​​I can&#8217;t even read.&#8221;  East Brother is a California Historical Landmark, and compensation for innkeepers is based on how well the business does.  The prior innkeepers&#8217; combined gross pay was $140,000, according to Butt&#8217;s most recent job listing, plus $10,000 for health insurance.</p>
<p>The East Brother Light Station has impeccable reviews on Yelp, a result of prior innkeepers&#8217; hard work.  The East Bay Times reported that a previous duo worked 80 to 90 hours a week in their best estimation and that the island doesn&#8217;t have Wi-Fi, &#8220;reliable&#8221; cell service or <a class="wpil_keyword_link" href="https://losgatosnewsandevents.com/san-francisco-recycled-water-program-is-performative-environmentalism/"   title="plumbing" data-wpil-keyword-link="linked">plumbing</a>.  In April 2021, the lighthouse lost electrical power, which led to a GoFundMe and a temporary fix.</p>

<p>South San Francisco Assemblymember Kevin Mullin, with a focus on election reform and climate protections, is running to represent the Peninsula in Congress following the retirement of longtime US Rep. Jackie Speier.</p>
<p>Mullin, the current speaker per tem, has served in the Assembly since 2012, prior to which he served on the South San Francisco City Council for five years.  Now, he said he hopes to build on his accomplishments at the state level with a bid to represent the 15th congressional district.</p>
<p>&#8220;I&#8217;m going to continue my work on democracy and climate resilience, and more broadly the affordability crisis, building an economy that works for everybody,&#8221; he said during an interview this week.  &#8220;We need federal leadership on all of those issues.&#8221;</p>
<p>Also in the race is San Mateo County Supervisor David Canepa, Burlingame Councilmember Emily Beach and Republican businessman Gus Mattammal.  The Daily Journal has run profiles on each of the candidates and will be following up with coverage on the various issues of the race.</p>
<p>Mullin is a South San Francisco native and son of former South San Francisco Mayor and Assemblymember Gene Mullin — but he said he didn&#8217;t always have his eyes set on a career in politics.  After receiving a communications degree from the University of San Francisco, and DJing for the student radio station, he said his early aspirations included being a radio DJ or a journalist.</p>
<p>“I always was interested in public affairs, I grew up in a house of a government teacher, so I followed civic affairs but if you asked me in college if I&#8217;d be running for Congress someday, I would have not believed you,” he said.</p>
<p>Mullin, however, would go on to earn a master&#8217;s degree in public administration from San Francisco State University and, at 23 years old, he began working for then East Bay Assemblymember Johann Klehs.  A year later, he got a job with Speier&#8217;s office, who at the time was a member of the State Assembly.  He served as her district director when she was elected to the state Senate, and also worked as a political director for his father&#8217;s Assembly office.</p>
<p>“I certainly caught the public service bug once I was working in the Assembly, and really got turned on to the ability of government to help people&#8217;s lives,” he recalled.  &#8220;I got hooked helping people in the community that I had grown up in.&#8221;</p>
<p>In the Assembly, Mullin passed more than 60 pieces of legislation, key among them a move requiring mail-in ballots to be sent to all registered voters in the state, a law he said boosts participation from youth and people of color.  He&#8217;s also worked to increase transparency regarding ballot initiatives and candidate funding.</p>
<p>“We&#8217;ve done incredible work in California on democracy, voting rights, voter access to the ballot, that is being taken away in red states across the country and what it points out to me is that we need federal protections built into the law, the For The People Act, the John Lewis Voting Rights Act,” he said.</p>
<p>More recently, Mullin helped move $3.7 billion from last year&#8217;s state budget for climate resilience, some of which he said he hopes to bring to the district for Bay and wetland restoration.  Mullin also authored a bill establishing OneShoreline, the county&#8217;s new agency tasked with addressing sea level rise.</p>
<p>He said while voter access would be top priority, his first piece of legislation in the House would be tax exemptions for transit agencies to purchase electric buses.</p>
<p>“The habitability of the planet itself is at risk with climate change, we need to transition to 100% clean energy,” he said.  “America needs to lead, needs to follow California&#8217;s lead.”</p>
<p>While Mullin would have been termed out of the Assembly in 2024, new district maps drew him out of his district, barring him from seeking reelection this year given his home address.  Speier&#8217;s retirement announcement followed shortly after draft maps indicated the boundary shift.</p>
<p>&#8220;The timing was gratuitous in terms of this opportunity to move up to the Congress,&#8221; he said.  “But I, like most of her constituents, are sad to see her retire because she&#8217;s been such an incredible champion for this Peninsula.  She is nothing short of an icon, so these are enormous shoes to fill but I&#8217;m deeply touched and honored to have her endorsing me.&#8221;</p>
<p>In addition to Speier, Mullin is endorsed by US Rep. Anna Eshoo, the California Democratic Party, the state Labor Federation, Attorney General Rob Bonta, state Senate President per Tem Toni Atkins and a host of other US representatives and members of the California Assembly and Senate.</p>
<p>&#8220;My track record has been established and that is why I have the support of so many individuals,&#8221; he said.  &#8220;When you&#8217;re talking about being the voice of the San Francisco Peninsula in Congress, you need to have demonstrated the ability to be effective, to get things done in a partisan atmosphere like I have had to deal with in Sacramento.&#8221;</p>
<p>A poll released by Mullin&#8217;s campaign this week shows he leads over competitors, at 31% compared to Canepa&#8217;s 17%, Mattammal&#8217;s 9% and Beach&#8217;s 8%.  The survey was reportedly conducted by questioning 427 likely voters in the district.</p>
<p>His campaign reports having raised more than $605,000.</p>
<p>California&#8217;s primary will be held June 7, narrowing the field to two candidates.  The general election will be held Nov. 8.</p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO (KGO) &#8212; A San Francisco supervisor is looking to tax property owners who let their housing units sit vacant.</p>
<p>Supervisor Dean Preston announced the initiative at a press conference Tuesday morning.  It would need about 9,000 valid signatures to qualify for the ballot.</p>
<p>The goal is to incentivize property investors who leave homes vacant until the market is in their favor to list or rent the property.</p>
<p>&#8220;These are folks who are buying and selling housing in San Francisco as if they&#8217;re buying and selling stocks on the stock market. They couldn&#8217;t care less about providing homes for anyone, and we are going to put an end to it with the empty homes tax,&#8221; Supervisor Preston said.</p>
<p>He estimates the tax could bring in about $38 million dollars a year.  He proposes that the money go toward preventing homelessness and affordable housing.</p>

<p>The tax rate would be based on the property&#8217;s size and how long it has been vacant.  For instance, a unit smaller than 1,000 square feet would be taxed $2,500 for one year, $10,000 for three years.  A home that is 20,000 or more square feet would be taxed $20,000 for its third year of sitting vacant.</p>
<p>Exemptions would include a property being remodeled, a natural disaster or a landlord who is in long term care or has died.</p>

<p>&#8220;If it&#8217;s a legitimate, good faith reason that there&#8217;s some kind of vacancy, this tax is not going to tax. But if you are in the business of holding units off the market for prolonged periods of time, we&#8217;re not only going to tax you but each year of that vacancy that tax is going to go up,&#8221; Preston said.</p>
<p>Some critics call this proposed tax a distraction and say what city leaders really need to focus on is building more affordable housing.</p>
<p>&#8220;When we look at the size of our shortage and how many houses we need to build, this is a drop in the bucket. San Francisco has a history of not building enough housing and the Board Of Supervisors is trying to avoid actually fixing the problem ,&#8221; said Corey Smith, the deputy director of the Housing Action Coalition.</p>

<p>The Board of Supervisors recently voted down a plan to build an apartment building on the valet parking lot of a Nordstrom Department Store.</p>
<p>Preston&#8217;s office says it isn&#8217;t an either/or situation.</p>
<p>Preston says the city of Vancouver implemented a similar tax and saw vacancies decrease by 20%.</p>

<p>&#8220;We are here today because we have not been heard, and it&#8217;s critical that the task force knows as they move forward in this process that they cannot divide the LGBTQ community,&#8221; Wright said at Wednesday&#8217;s event.</p>
<p>&#8220;That potential separation would also divide the Transgender District, which is again the first recognized transgender cultural district anywhere in the world, from the Leather and LGBTQ Cultural District, which is also the first of it&#8217;s kind recognized anywhere in the world.&#8221;</p>

<p>The press event took place at the site of the Compton&#8217;s Cafeteria riot, a historic area for queer history and the LGBTQ civil rights movement.</p>
<p>Compton&#8217;s Cafeteria served as a meeting place for drag queens, trans women, sex workers and other marginalized individuals in the 1960s.  In August 1966, a riot occurred in response to police harassment against the trans community.  After the riot, local LGBTQ advocacy gained a stronger foothold, and more support services for the community were established.</p>

<p>South San Francisco, a city of roughly 40% renters, half of whom pay more than 30% or more of their income in rent, is looking for new ways to improve tenant protection as the statewide eviction moratorium expires.</p>
<p>The city council discussed options during its session on Wednesday, including creating a rental register to keep track of housing metrics, which could eventually be used to draw up a new city rent policy.  Also on the table is the implementation of guidelines for referring tenants and landlords, rules that landlords could potentially require to meet with tenants if rents go up or other problems arise.</p>
<p>&#8220;I don&#8217;t think we should be surprised that there has been so much interest in these rental protection topics,&#8221; Mayor Mark Addiego said after dozens of citizens spoke during the meeting.</p>
<p>To the frustration of some, the proposals discussed represent a preliminary work policy on which one could build in order to strengthen tenant protection in the city, but on their own there are no teeth for meaningful change.</p>
<p>The average rent for available one-bedroom apartments in the city is $ 2,717, up from the pre-COVID average of $ 2,883, according to the city.</p>
<p>Although the statewide moratorium, Assembly Bill 883, expires on September 30, its protection does not expire until March next year, and local jurisdictions cannot issue their own moratoriums until the protection of state rule has expired.  According to the rule, 91 households in South San Francisco were awarded $ 1.5 million in assistance, but as of August 25, an additional 339 applications had been considered, which the city said was more than $ 4 million in assistance requested.</p>
<p>The state has also already passed some laws to stabilize rent in the form of the Assembly Bill 1482, signed in 2019.  The law limits the annual rent increases in buildings from the age of 15 to 5%.  It also offers some protection against evictions for no good reason.</p>
<p>But some proponents believe that this bill does not go far enough, and more aggressive versions of the rent brake are needed in South San Francisco, where recent employment growth has far outstripped housing developments. </p>
<p>Establishing a rent register would allow the city to keep track of rent increases, including those that are illegal under state law.  It could also answer questions about vacancy rates and make development decisions with information about potential evictions.</p>
<p>&#8220;As any good social scientist will tell you, good data is the cornerstone of good public order,&#8221; said Jordan Grimes, a senior member of the Peninsula for Everyone housing association.  &#8220;When it comes to information on the rental market, however, we have anything but.&#8221;</p>
<p>According to a presentation by city officials, creating a rental register would cost nearly $ 1 million or more and would require new employees and new or customized database software.  The full implementation can take several years.  The staff cited a register set up in El Cerrito and stated that setting up a register was a considerable undertaking.</p>
<p>Attention was also drawn to the availability of potentially similar information from commercial sources.  CoStar, for example, can provide data on occupancy and rental rates for a fee and has historically been used by South San Francisco to generate reports.</p>
<p>El Cerrito reported that information from commercial sources matches information they received through their registration, according to the city&#8217;s presentation. </p>
<p>Paul Beaudreau, a San Mateo real estate agent, called to express concern about the register.</p>
<p>&#8220;I really don&#8217;t see how it can effectively help tenants,&#8221; said Beaudreau.  &#8220;The way I see it, it&#8217;s only a $ 1 million loss, $ 1.5 million, and that money could be better served by housing people.&#8221;</p>
<p>The discussion on the matter resulted in no action during Wednesday&#8217;s meeting and the Board agreed to continue deliberations at a later date. </p>
<p>The city urged anyone who had difficulty paying rent to visit Housingiskey.com or stop by the YMCA on Huntington Avenue for personal help.</p>

<p>SAN FRANCISCO (CBS SF) &#8211; a Bay Area nonprofit dedicated to advancing research into an incurable &#8211; and fatal &#8211; nervous system disease is looking for 300 more people to participate in the largest research project to date by the end of this month want to participate on this topic disease.</p>
<p>EverythingALS has already recruited nearly 700 people this year for a national language study that aims to collect quantifiable data on some of the early symptoms of amyotrophic lateral sclerosis, also known as ALS or Lou Gehrig&#8217;s disease.</p>

<p>Gehrig was a New York Yankees player who was diagnosed with the rare degenerative disease at the age of 36 and died shortly before his 38th birthday in 1941.</p>
<p>An estimated 30,000 Americans live with ALS, which causes widespread loss of muscle control as nerve cells in the brain and spinal cord are destroyed.</p>
<p>Early symptoms range from twitching, cramping, and weakness to difficulty chewing and slurred speech.  Patients usually live no more than five years after the symptoms first appeared.</p>
<p>&#8220;With 1,000 participants, the largest group ever recruited to conduct a neurological assessment of people with ALS, we are reinventing the research platform using a patient-centered, citizen science approach to make things move 1,000 times faster,&#8221; said EverythingALS -Co-founder Indu Navar in a press release.</p>
<p>A smaller language study earlier this year gathered data that only recently led to the identification of breathing patterns and mouth movements that differ significantly between healthy individuals and those with ALS, including those who are presymptomatic.</p>
<p>EverythingALS now wants to have at least 1,000 participants in its so-called &#8220;Speech Bucket Challenge&#8221; on board by Thanksgiving, in the hope that the larger study will confirm the connection between ALS and language anomalies.</p>

<p>As the muscles of the face lose their flexibility, it becomes more and more difficult to open your mouth wide enough and to make certain sounds with your tongue.  The neck muscles also tighten, which limits the volume of air that must pass over the vocal cords in order for someone to speak.</p>
<p>The study is carried out remotely via web-based computer software that records and analyzes how fast and deep the participants are breathing and the volume of their voices when they speak into a microphone.</p>
<p>Anyone with an internet connection, webcam and microphone can take part in the project, which is open to people with known or suspected ALS as well as healthy people who can serve as control persons.</p>
<p>Volunteers chat with an avatar &#8211; a virtual assistant named Tina &#8211; while a webcam and microphone record their speech and facial expressions for the Modality.ai software to analyze.</p>
<p>Proponents of the study suggest that the number of ALS patients involved in the research has been low, as they often have difficulty getting to the facilities where the work is done.</p>
<p>However, most have smartphones and computers, which makes remote data collection a viable option.</p>

<p>SAN JOSE (CBS SF) &#8211; A home for homeless veterans could make big changes that could continue to provide shelter for veterinarians in the future.</p>
<p>“Veterans would know they don&#8217;t have to sleep in abandoned buildings or in their cars.  You could come here, ”said Irvin Goodwin, the CEO of a nonprofit that operates veteran shelter in the East Foothills of San Jose.</p>

<p>Goodwin was homeless himself once. </p>
<p>“I lived in People&#8217;s Park in Berkeley 27 years ago.  But when I was on a drug program and got my life under control, God gave me the spirit to help other homeless veterans, ”Goodwin said.</p>
<p>Since then, Goodwin has run homeless vet programs for the Veterans Administration and established a nonprofit to house homeless vets.  Eight years ago he rented a former retirement home called &#8220;10 Kirk&#8221; with enough space for 150 homeless vets and provided them with drugs, alcohol, PTSD and other psychiatric services.</p>
<p>&#8220;I was convinced there was no way out, that this would be my life,&#8221; said<br />Kenneth Vernale, who was living under a bridge in San Bruno, when the Veterans Service found him a bed here two years ago.</p>

<p>“I came here and they were nice to me.  I have a bed and I said I&#8217;ll try<br />not be homeless.  So now I have a job, I have a car. &#8220;</p>
<p>Vernale said he was moving into his own apartment.</p>
<p>Goodwin says he can help many more veterinarians in similar situations if he changes<br />Leasing the 6-acre gated community for $ 60,000 a month to fully own it.</p>
<p>&#8220;That would give us a lot of stability,&#8221; said Goodwin.</p>
<p>Goodwin has raised over $ 1 million through private donations and is hoping to receive federal, state and local source grants to buy the property and potentially increase the number of beds.</p>

<p>If San Francisco supervisor Matt Haney granted his wish, the city could get more public toilets.</p>
<p>He said it was a matter of public safety and decency.</p>
<p>Many have called the pit stop a lifesaver during the pandemic.  The question now is whether San Francisco needs more of this if we are to overcome COVID-19.</p>
<p>“Absolutely for people who live here and for people who visit.  Because you&#8217;re visiting here, you just want the place to be cheap, ”said Theo McKinney of San Francisco. </p>
<p>Before the pandemic, the number of public toilets occupied was 25. During the pandemic, the city expanded it to 60.</p>
<p>There are 36 right now. Haney, a supervisor in one of the toughest neighborhoods in town, said they need more.</p>
<p>“We want Mayor London Breed to support us.  We want to come together and restore more of these bathrooms.  The access we had last year should continue, ”he said.</p>
<p>Haney led a rally Friday to discuss more about the 24-hour public toilet plan.</p>
<p>&#8220;I am committed to restoring at least 5 of the 24-hour toilets as a budget chair and increasing the number of toilets by five.&#8221;</p>
<p>Haney said it&#8217;s not difficult to understand that portable public toilets are necessary to keep roads from being turned into sewers.  But it&#8217;s not cheap.</p>
<p>&#8220;It costs $ 600,000 for a full year,&#8221; he said.  “That means it runs every hour of the day.  This is busy.  It&#8217;s clean to make sure it&#8217;s used properly. &#8221; </p>
<p>Rachel Gordon of San Francisco Public Works also spoke about the cost of the program since the pandemic.</p>
<p>“At the height of the pandemic, the bill for the pit stop program was just under $ 13 million.  So more than $ 12 million and we only got a minimal refund from the federal government, &#8220;she said. </p>
<p>The San Francisco Mayor&#8217;s Office issued a statement that said in part:</p>
<p>“We are currently in the middle of the budget process and there are always limited resources that have to be taken into account.  We are working with the departments and the board on this and my other questions to reach an agreement on the final budget. &#8220;</p>

<p>San Francisco Animal Care and Control reminded residents Wednesday not to feed coyotes after a woman was recently caught on camera while feeding the animals in Bernal Heights Park.</p>
<p>According to Animal Care and Control, feeding coyotes and other wildlife can cause them to approach humans for food and create potentially dangerous situations as the animals could become aggressive in looking for food.</p>
<p>In the most recent incident, photos show the woman sitting on the floor with a plate of meat and feeding coyotes.  The same woman was seen feeding coyotes in other parts of the city, animal care and control officials said.</p>

<p>&#8220;People need to stop feeding wild animals,&#8221; said Virginia Donohue, executive director of Animal Care and Control.  &#8220;If you continue to defy the law &#8211; and common sense &#8211; you will hurt a person and destroy an animal.&#8221;</p>
<p>In a recent case, a coyote in Golden Gate Park had to be fatally removed after the animal lost its natural fear of humans because park visitors were constantly feeding it.</p>

<p>To remind residents of the dangers of illegal wildlife feeding, Animal Care and Control has put up signs warning people not to feed coyotes in specific locations across the city.  Anyone caught feeding coyotes could face a fine of up to $ 1,000 or potentially jail time.</p>
<p>							Foxes get into trouble in South Bay.  Rangers say visitors to Alum Rock Park fed the gray foxes.

<p>Animal care and control officials have released the photos of the woman who was recently seen feeding coyotes in hopes that someone can help identify her.  Anyone with information is asked to call (415) 554-9400.</p>
