<p>The San Francisco Public Utilities Commission declared a water shortage emergency on Tuesday, urging nearly 3 million of its customers in San Francisco and three other Bay Area counties to take shorter showers and conserve water. </p>
<p>The commission unanimously approved a commitment to voluntarily reduce the city&#8217;s water consumption by a total of 10% from the water consumption from July 2019 to June 2020.</p>
<p>This news comes after two consecutive winters marked by dry conditions.  The 2021-2022 rainy season got off to a wet start with two atmospheric rivers drenching the region, but the past week has been dry with no significant rain forecast.</p>
<p>&#8220;As California continues to suffer from a devastating drought and uncertainty surrounding this wet season, we must make tough decisions that will ensure our water source continues to be dependable and dependable,&#8221; Mayor London Breed said in a statement.</p>
<p>&#8220;Year after year, San Franciscans work to conserve our most precious resource, resulting in one of the lowest water usage rates in California, and I know our city will once again answer the call to reduce water use at this critical time.  &#8221; She said.</p>
<p>The commission provides water to residents of San Francisco and provides wholesale water to customers in parts of Alameda, San Mateo, and Santa Clara counties.  The statement calls for a 5% reduction in water use in San Francisco and a 13.7% reduction in wholesale customers.  The cuts are based on fiscal year 2019-2020 levels, the commission said.  </p>
<p>San Franciscans are among the most efficient water users in the state.  SF residents use an average of 42 gallons of water per person per day, less than half the statewide average of about 90 gallons, the commission said.  Wholesale customers use an average of 63.4 gallons per person per day.</p>
<p>&#8220;We are in the midst of a drought with far-reaching consequences, and it has become clear that we all need to do more to address it,&#8221; said Dennis Herrera, general manager of SFPUC.  &#8220;San Franciscans have done their part and have one of the lowest water usage rates in the state. This emergency water scarcity declaration will help all of our customers pull together and walk in the same direction.&#8221;</p>
<p>As part of the declaration, the Commission will introduce a &#8220;temporary drought surcharge&#8221; of 5% for retail water and wastewater customers.  The surcharge will come into effect on April 1, 2022 and will be lifted once the declaration of state of emergency ends.</p>
<p>Part of the emergency declaration will also include a water conservation public awareness campaign, consisting of media advertisements in multiple languages, urging customers to take action to save water, z said.</p>
<p>Over the summer, California Gov. Gavin Newsom called on all California residents to reduce water use by 15%.  According to the US Drought Monitor map, 80% of California is affected by extreme drought. </p>

<p>San Francisco has some of the most environmentally conscious water users in California, and its reservoirs contain enviable reserves, a crucial resource two years after a nationwide drought.</p>
<p>Now the city is asking its water customers to use even less.</p>
<p>Members of the San Francisco Public Utilities Commission voted Tuesday to declare a water shortage emergency and enact a 10% system-wide reduction in water use.</p>
<p>They aim to do so by asking city dwellers and businesses to cut water use by 5% and calling for more than two dozen agencies in Alameda, Santa Clara and San Mateo counties that buy water from San Francisco to save even more , by reducing water consumption by 14%.</p>
<p>The statement requires the city to impose a temporary surcharge on city users&#8217; water bills of up to 5% &#8212; the amount they are told to cut from customers &#8212; to ensure rates stay within what the city wants to pay for water bills running their water systems costs .  The surcharge is measured against water consumption in fiscal year 2019-2020, a timeframe chosen prior to the pandemic.  At most, it is expected to increase consumer bills by about $6 per month.</p>
<p>Steven Ritchie, deputy director general for water at SFPUC, said at Tuesday&#8217;s meeting that the planned cuts are intended to offset the long-term impact of the drought on the city&#8217;s water resources.  October&#8217;s storms brought temporary relief to northern California&#8217;s water reserves, but it wasn&#8217;t enough to erase the effects of two dry winters.</p>
<p>&#8220;It doesn&#8217;t look like there are any storms on the horizon,&#8221; Ritchie said.  &#8220;Certainly recent storms have helped, but the drought persists.&#8221;</p>

<p>San Francisco&#8217;s reservoir supply remains fairly resilient at nearly 73% capacity, just below the normal 80% capacity typical for this time of year.  But about a third of the supply is blocked due to government cut orders issued amid the drought.</p>
<p>Public Utilities Commission officials said they would return to the commissioners next year to discuss the possibility of increasing rates for about two dozen wholesale customers, such as Alameda County and the cities of Hayward, Daly City and Sunnyvale, who get their water from the get city.</p>
<p>San Franciscans use an average of about 42 gallons of water each day, less than the statewide average of 90 gallons.</p>
<p>Saving water means, among other things, turning off the tap while you lather your hands with soap and brush your teeth.  On a larger scale, water collection systems can be used to collect rainwater for use in gardens.</p>

<p>Sterling said some of her earliest memories of growing up in the South Bay in the 1970s were when everyone stopped using sprinklers and the lawn turned brown.</p>
<p>&#8220;It went from flushing the toilet to &#8216;if it&#8217;s yellow, let it soften,'&#8221; Sterling said.</p>
<p>She has installed a special toilet with a faucet on the tank and uses the hand wash water to flush.  She built a system to collect water draining from an awning for use in her garden.  She buried clay pots at the base of her backyard fruit trees, an age-old method of collecting rainwater and soaking it into the ground when the soil is dry.</p>
<p>&#8220;We should all conserve water &#8211; 5% isn&#8217;t that much,&#8221; Sterling said.</p>

<p>However, some concerns about the impact of the SFPUC&#8217;s decision were raised during Tuesday&#8217;s meeting.</p>
<p>The declaration of state of emergency could allow the SFPUC to circumvent government restrictions on water withdrawals due to the drought.  The State Water Resources Control Board has ordered San Francisco to stop withdrawing water from the Tuolumne River to fill its reservoirs, but the statement allows the city to request an exemption to withdraw some river water.</p>
<p>Peter Drekmeier, policy director for conservation group Tuolumne River Trust, asked commissioners to postpone their vote so they can have a more thorough discussion of the impact of their decisions on the rest of California.  Salmon slopes have declined sharply in recent years and rivers have receded, he said in a previous interview.</p>
<p>&#8220;Our concern is that the Tuolumne River is in really bad shape,&#8221; Drekmeier said.  &#8220;He has the worst salmon returns of our Central Valley rivers.&#8221;</p>
<p>The commissioners did not respond to Drekmeier&#8217;s concerns.  The five commissioners voted unanimously to accept the declaration.</p>
<p>SFPUC President Anson Moran described the statement as a normal step during the drought.  Ritchie, the PUC&#8217;s water manager, said it could be lifted once the city met its goals.</p>
<p>That would end the surcharge.</p>
<p>In an earlier version of this story, the process for a water user surcharge was misrepresented.  The surcharge is 5% until the declaration of emergency is lifted.</p>

<p>It&#8217;s no secret that millions of Americans moved during the pandemic.  We have heard of a nationwide housing shortage for months, and we have been inundated with news of people fleeing more populated areas on both coasts.  So it&#8217;s no wonder that moving trucks are also becoming scarce.</p>
<p>This lack of moving trucks is particularly evident on the west coast.  A report shows that California, as a state, ranked last in terms of migration growth in 2020.  Additionally, between March and June 2020, moves out of San Francisco accounted for 58% of all one-way moves by U-Haul.  This leaves no one with much supplies, and there is no end to this shortage in sight.</p>
<p>This leaves many thinking about moving in a bind.  What to do if you want to sell your home and move across the country but can&#8217;t rent the equipment you need to move?  Eugene Tolk, CEO of Verified Movers, has a few tips to help you avoid these headaches.</p>
<h2>1. Book as early as possible</h2>
<p>If you are thinking of renting a moving truck and doing your own move, it is best to book as soon as you are even thinking about moving.  Sure, your plans could change and that&#8217;s fine.  Moving companies can help you adjust your rent as needed, but the earlier the booking is in the system, the luckier you will be.</p>
<h2>2. Be as flexible as possible</h2>
<p>Try to be as flexible as possible when moving to the premises.  Always make sure you have a &#8220;Plan B&#8221; (and C and D and E).  If you absolutely have to rent disposable equipment, are you ready to use a different size truck or trailer?  Can you make your pick-up and return dates flexible?</p>
<p>“Companies appreciate knowing which customers can be relocated when needed, especially during a truck shortage,” said Tolk.  &#8220;Nobody likes it when it comes to inconvenience, but we all agree that it is preferable to live with inconvenience rather than not getting the equipment you need.&#8221;</p>
<h2>3. Consider hiring a moving company instead of doing your own move</h2>
<p>&#8220;Do-it-yourself makes the most sense when moving locally or regionally,&#8221; said Tolk.  &#8220;But if you&#8217;re moving across the country, say, from California to Texas, it&#8217;s better to get a moving company to help you.&#8221;</p>
<p>Besides knowing that your belongings are in good hands, moving companies have their own equipment so they are less affected by the shortage of moving trucks. <p>Although many decide to make their move themselves out of fear of the moving horror stories they have heard from friends and family, there are a few steps you can take to avoid becoming a victim:</p>

We all know that moving is frustrating, and adding a shortage of equipment to the mix doesn&#8217;t help.  But do you know that the staff at these companies will do their best to help you.</p>
<p>&#8220;The equipment shortage affects everyone in the industry,&#8221; said Tolk.  “No company wants to have to turn down business.  You will be surprised how far an expression of empathy can go to make the process easier. &#8220;</p>
<p>Most of all, if your move becomes too overwhelming, try to focus on the positives.  You are making a fresh start and you will solve the mystery of how to get your things from one place to another.  The professionals are there for you when you need them. </p>

<p class="has-drop-cap">It&#8217;s a bit like playing Whack-a-Mole.</p>
<p>When schools opened in late August, many Guilford County students were exposed to searing heat both outside and in the classrooms.  Three schools &#8211; Smith High School, Ragsdale High School, and Jamestown Middle School &#8211; had to temporarily close their buildings because class temperatures rose to uncomfortable levels.  The schools have all been reopened since then.  The problem is not new, according to school district officials.  Chronic underfunding, delayed maintenance, and now a shortage of manpower and materials have caused HVAC systems in the school district to fail for another year.  And this at a time when students are finally returning to the classroom after having been mostly virtual for the last two school years.</p>
<p>&#8220;The average age in our schools is 55,&#8221; said Winston McGregor, vice chairman of Guilford County Schools.  &#8220;Of course it&#8217;s the older buildings that have problems because we didn&#8217;t have the means to fix them.&#8221;</p>
<p>According to school authorities, 109 of the 126 schools in the district have submitted work orders to repair HVAC systems.</p>
<p>If the temperatures in a classroom exceed 85 degrees, according to the guidelines of the district &#8220;students must be moved to a cooler environment on campus&#8221; and &#8220;if at least half of the school building &#8230; has no air conditioning or temperatures above 85 degrees and the students&#8221; can not reasonably be relocated to cooler areas, then the school should be closed to all students. &#8220;</p>
<p>At a press conference last week, McGregor was joined by COO Michelle Reed and CFO Angie Henry to answer questions about the health of HVAC systems across the school district.  According to Reed, the district saw total work orders increase 39 percent;  In August alone, they received around 1,000 work orders.  By August 31, the district had reduced this number to around 700.  But as officials explained at the press conference, the situation in the district cannot be solved with simple solutions.</p>
<p>&#8220;We&#8217;re paying the Piper for the decisions we made 10 years ago,&#8221; McGregor said in an interview.  &#8220;We&#8217;re digging out of the hole, but it&#8217;s not a hole the education committee dug.&#8221;</p>
<p>Much of the mistake, according to McGregor, lies in how previous district officers have allocated funds to the school council in recent years.  She explained how North Carolina state funding for schools comes direct from the state and the county.  And in recent years, the majority Republican Guilford County Commission has prioritized tax cuts over school funding, McGregor said.  Last fall, three seats were colored blue, making the board a democratic majority for the first time in years.  McGregor said she hopes the new makeup will bring more money to schools to avoid this problem in a decade.</p>
<p>&#8220;We can see that the current district commissioner is taking this really seriously,&#8221; she said.  &#8220;So if we get the second loan in 10 years, we can say, &#8216;Boy, we&#8217;ve made choices that made a difference in this community.'&#8221;</p>
<p class="has-drop-cap">Last year, during the same election that made district officials blue, voters overwhelmingly voted for a $ 300 million loan to be used to build and replace nine schools in the district.  These nine schools will have new HVAC systems that will hopefully last for years.  But that&#8217;s just a drop in the ocean from a total of 126 schools in the district.  As reported by TCB, a 2019 facility study conducted by the school district found it would take $ 2 billion to repair more than 100 schools in the district.  However, last May, former district officials voted to approve only $ 300 million &#8211; less than 20 percent of the school board&#8217;s original request for $ 1.6 billion &#8211; to repair the schools.  What the district needs now, says McGregor, is another school loan.</p>
<p>&#8220;We asked for $ 1.6 billion last time and they raised $ 300 million,&#8221; said McGregor.  &#8220;I think the process requires us to make another request.&#8221;</p>
<p>In addition to the school loans that have already been applied for, the school district receives annual capital maintenance funds to help repair schools.  Last year, the school district applied for $ 20 million for its investment fund, of which $ 9 million was for HVAC projects and $ 5 million for rooftop projects.  In the end, however, the former district officials voted to pass only $ 4 million.  Earlier this year, the district commissioners voted unanimously to allocate $ 229 million to Guilford County Schools.  Approximately $ 10 million of this will be used for deferred maintenance projects outside of school bond-related projects.</p>
<p>Due to the pandemic, the school district has also received funding from the federal government in the form of ESSER funds, or primary and secondary school emergency aid for short.  According to a presentation by the district, Guilford County Schools have received $ 286.8 million in ESSER funds that are slated to be used through 2023-24.  And while some of that funding is being used to fix HVAC issues, McGregor noted that if the systems had been properly maintained for the past decade, they could have used those funds on other issues caused by the pandemic.</p>
<p>&#8220;This money will be used for learning losses,&#8221; said McGregor.  &#8220;And there are a lot of rules about what that money can be spent on.&#8221;</p>
<p>McGregor made it clear both during the August 31 press conference and in an interview with TCB that just because the school district appears to have certain excess funds, such as open bus driver positions, that funds cannot be used for HVAC repairs.</p>
<p>“There is false and misleading information about what kind of funding can actually be used to repair schools.” “The law restricts the use of our funds.  The state doesn&#8217;t allow us to use transportation to repair HVAC even if we have open bus driver positions.  The state does not allow us to use funds on apprenticeships that we did not fill to repair an HVAC system;  That&#8217;s not how the law works.  We are restricted by these regulations, which are enacted by the legislature of the federal states. &#8220;</p>
<p>For the future, McGregor said, the best thing is for voters to vote for another school bond next year.</p>
<p>&#8220;We have to pass another $ 1.7 billion,&#8221; said McGregor.  &#8220;None of this will happen overnight.&#8221;</p>
<p class="has-drop-cap">Although funding is important and has been an issue in the past, veteran chairman of Guilford County Commissioner Skip Alston told TCB that he doesn&#8217;t think funding is the main issue now.</p>
<p>&#8220;I really don&#8217;t think it&#8217;s a question of money right now,&#8221; he said.  &#8220;The schools didn&#8217;t come to us for additional funding.&#8221;</p>
<p>Alston, who reiterated some of McGregor&#8217;s views about district commissioners&#8217; underfunding in the past, said he believed the supply chain and labor shortage were the main problem.</p>
<p>&#8220;The problem is their labor shortage,&#8221; he said.  “The school district has contacted air conditioning companies within a 50-mile radius.  I think that&#8217;s the main problem and getting people to fix the units and parts.  I think it&#8217;s more than just a question of money. &#8220;</p>
<p>The HVACR industry reported record sales in 2020 and the first half of 2021, but is suffering from a parts and supply chain problem, according to reports from ACHR News, a company specializing in air conditioning, heating and cooling.  One of the biggest problems is that manufacturers continue to struggle to find enough workers for the factories.  The article also suggests that transportation logistics such as a shortage of shipping containers and lack of truck drivers also contribute to a supply bottleneck.</p>
<p>&#8220;I&#8217;ve spoken to the superintendent about this several times,&#8221; Alston said.  “She said, &#8216;I can&#8217;t find someone to fix it.&#8217; &#8230; I know it&#8217;s a work problem and you don&#8217;t have enough HVAC contractors to meet the demand.  The demand is so high right now and a lot of people cannot get the parts for their air conditioners. &#8220;</p>
<p>Janson Silvers, a school district spokesman, echoed these concerns in an email to TCB.</p>
<p>&#8220;We actively troubleshoot problems and actively work to identify new problems every day,&#8221; he wrote.  “A maintenance program runs all year round to meet the needs of our buildings.  Many work orders require parts / equipment to complete the job.  And we are currently experiencing significant effects on our lead times due to national delivery bottlenecks.  As soon as the parts are received, we send technicians to the installation because we want to make sure that all locations are functioning at an optimal level. &#8220;</p>
<p>Alston said that as a county commissioner, he is committed to helping schools fix repairs so students can study in a safe environment.  And when the warmer months turn into autumn and winter, he knows that the same systems that don&#8217;t cool won&#8217;t heat even in colder temperatures.  Right now the only thing he has to do is be patient, he said.</p>
<p>“We&#8217;ll end this together;  we want to work with the school system, ”he said.  &#8220;We want to try to deal with it as quickly as possible because time is short, but at the same time we are at the mercy of the workforce.&#8221;</p>

<p>The San Francisco Public Utilities Commission declared a water shortage emergency on Tuesday and urged nearly 3 million of its customers in San Francisco and three other Bay Area counties to take shorter showers and conserve water.</p>
<p>The commission unanimously voted to voluntarily reduce the city&#8217;s water consumption by a total of 10% compared to water consumption from July 2019 to June 2020.</p>
<p>This news comes after two consecutive winters of drought.  The 2021-2022 rainy season got off to a wet start with two atmospheric rivers soaking the region, but the last week has been dry and no significant rain is forecast.</p>
<p>&#8220;With California still suffering from devastating drought and uncertainty this rainy season, we must make tough decisions to ensure our water source continues to be reliable and dependable,&#8221; Mayor London Breed said in a statement.</p>
<p>“Year after year, the San Franciscans strive to conserve our most precious resource, resulting in one of the lowest water usage rates in California.  &#8221; She said.</p>
<p>The commission provides water to residents of San Francisco and wholesale water to customers in parts of Alameda, San Mateo, and Santa Clara counties.  The statement calls for a 5% reduction in water use in San Francisco and 13.7% in wholesale customers.  The cuts are based on fiscal year 2019-2020 levels, the commission said.</p>
<p>San Franciscans are among the most efficient water users in the state.  SF residents use an average of 42 gallons of water per person per day, less than half the national average of about 90 gallons, the commission said.  Wholesale customers consume an average of 63.4 gallons per person per day.</p>
<p>&#8220;We are in a drought with far-reaching consequences, and it has become clear that we all need to do more to combat it,&#8221; said SFPUC Managing Director Dennis Herrera.  &#8220;The San Franciscans have done their part and have some of the lowest water usage in the state. This water scarcity declaration will help all of our customers pull together and go in the same direction.&#8221;</p>
<p>As part of the declaration, the Commission will introduce a &#8220;temporary drought surcharge&#8221; of 5% for water and wastewater consumers.  The surcharge will come into force on April 1, 2022 and will be lifted after the declaration of emergency has expired.</p>
<p>Part of the declaration of emergency will also include a public awareness campaign on water conservation, which consists of media advertising in several languages ​​and encourages customers to take measures to save water, such as</p>
<p>Over the summer, California Governor Gavin Newsom urged all California residents to reduce water use by 15%.  According to the federal map of the US Drought Monitor, 80% of California is in extreme drought.</p>

<p>A nationwide supply chain problem with parts needed to repair HVAC systems can cause problems for homeowners, but some companies are ready to make up for the shortage.</p>
<p>Robert Logan, President of Plumbline Services, tells the FOX31 Problem Solvers that scarcity is affecting the availability of steel, aluminum, copper and plastics.</p>
<p>The cost of these items is expected to increase in the coming months.</p>

<p>“On the metal side, 20 to 30%.  We&#8217;re approaching 300% on the plastic side, ”said Logan.</p>
<p>Logan said that because of its size, his company will be able to handle the shortage without passing the cost on to customers.</p>
<p>&#8220;Because of our size, we have the luxury of ordering equipment in advance &#8230; we ordered nearly a million dollars in equipment to prepare for summer,&#8221; Logan said.</p>
<p>Given the increased need for air conditioning repairs and installations during the summer months, Logan advises anyone in need of service to fix the problem as soon as possible.</p>

<p>He adds that homeowners are best advised to have their air conditioning checked to avoid repairs and save time and money.</p>
<p>“Changing the filter in your furnace is the most important thing you can do because that&#8217;s where the air circulates.  And if it&#8217;s clogged, your air conditioner will freeze, ”Logan said.</p>
<p>Plumbline Services recommends changing the air filters monthly if they are used heavily.</p>
<p>It is also important to have a professional inspection prior to seasonal use, which includes checking electrical connections and safety valves.  Incorrect connections can be dangerous, especially in areas accessible to children.</p>

<p>SACRAMENTO (CBS / AP) &#8211; Spurred on by a lack of affordable housing, rising house prices and persistent homelessness, California lawmakers on Thursday pushed ahead with the second of two measures aimed at breaking local zoning ordinances.</p>
<p>Sponsored by Senate Leader Toni Atkins and backed by Parliament Speaker Anthony Rendon, both Democrats, Senate Law 9 would make it easier to build smaller second homes on what is now single-family homes.  This can be up to four units, such as maisonettes or houses with attached residential units, if the property is divided into two equal parcels under the bill.</p>

<p>The goal is to “open the door to more families to realize their version of the California dream,” said Atkins, “whether that means building a home for an older parent, creating a new source of income, the first home too or to be welcomed in a new neighborhood. &#8220;</p>
<p>The move largely bypasses local consent, although Atkins previously added opportunities for local governments to block construction that could endanger public safety or health, or be carried out by housing speculators.  Those who apply for the loss splitting must swear that they want to live in one of the residential units as their main residence for at least three years.</p>
<p>It cleared the 80-member assembly with a non-partisan 45-19 vote.</p>
<p>The bill &#8220;will expedite duplexes and property divisions in areas designated for single-family homes,&#8221; objected Republican MP Janet Nguyen, who said she voted no but will be quarantined after testing positive for the coronavirus.</p>
<p>The convention on Monday passed Senate Bill 10, a related bill by Senator Scott Wiener that would make it easier for local governments to rededicate neighborhoods near public transportation for up to 10 residential units.</p>
<p>That bill came out 41 to 9 with no votes left, despite proponents saying it was recently amended to make it optional for local governments.</p>

<p>&#8220;Legalizing small residential buildings near thoroughfares and in urban catchment areas will reduce environmental impact and reduce climate pollution,&#8221; said Brian Hanlon, executive director of advocacy group California YIMBY, in a statement.</p>
<p>Advocacy group California Community Builders argued that the measures will narrow an &#8220;ever-widening racial wealth gap in California,&#8221; where more than 60% of whites own their homes, compared with 35% of blacks and about 40% of Latinos.</p>
<p>But several Sacramento neighborhood groups said the bills &#8220;encourage large financial organizations to own home with an increasing percentage of lower and middle-class residents becoming long-term renters.&#8221;</p>
<p>The measures undermine both local control and environmental protection, they claim.</p>
<p>Both bills are going back to the Senate for final vote before the legislature is adjourned on September 10 for the year.</p>
<p>The Sacramento City Council is in the process of making the capital one of the first in the country to abolish traditional single-family zoning.  The cities of Portland, Oregon, and Minneapolis have issued similar ordinances in recent years.  The state of Oregon has passed a law that removes traditional single-family zoning nationwide.</p>

<p>Despite warnings that power outages could hit millions in California tonight, officials declared that the measures were no longer needed following successful conservation efforts and somewhat lower temperatures.</p>
<p>Faced with the most severe power shortages in California in nearly two decades, officials had warned that up to 3 million people could be hit by rolling blackouts Monday. But at 7:30 p.m., the California Independent System Operator — the body that runs the electrical grid for most of the state — lifted the Stage 2 emergency it had declared earlier, signifying that the anticipated rotating outages had been averted.</p>

<p class="revision"><span class="revision-date">11:07 a.m. Aug. 17, 2020</span><span class="revision-text">An earlier version of this article said that a 130-degree temperature reading in Death Valley was a possible record there. Elsewhere, the article said that the Death Valley temperature was possibly the hottest globally since 1913. If verified, the 130-degree reading would be among the top-three highest temperatures ever measured in Death Valley. Globally, there was a 1931 reading in Kebili, Tunisia, of 55 degrees Celsius, which is roughly 131 degrees Fahrenheit, according to the World Meteorological Organization.</span></p>
<p>“We are grateful to families and businesses across the state that answered the call to reduce electricity use during a crucial time on the grid,” Cal-ISO President Steve Berberich said in a statement. “This heat storm is not over, and we still expect exceedingly hot temperatures [Tuesday] and Wednesday. With continued help from California residents in conserving energy, much like today, we can reduce the risk of power outages.”</p>
<p>The power losses were expected to be much more widespread than those on Friday and Saturday. Gov. Gavin Newsom had called the power shortage unacceptable and pledged to free up additional energy, but had warned that the next three days will be “very challenging.” </p>
<p>On Monday, Cal-ISO had issued a statewide flex alert through Wednesday, calling for residents to take voluntary conservation efforts from 3 p.m. through 10 p.m. each day. It later declared a Stage 2 emergency, foreseeing rotating outages totaling more than 1,000 megawatts across the state that evening. A single megawatt powers about 750 homes, according to spokeswoman Anne Gonzales.</p>
<p>The state initiated blackouts Friday and Saturday nights after California fell short of its energy needs by roughly 1,000 megawatts Friday and 450 megawatts Saturday. </p>
<p>But on Monday, experts were estimating the state would be 4,400 megawatts short, Newsom said. </p>
<p>&#8220;[We’re] basically putting all our energy to create more energy, all the tools in the tool kit to meet the needs of customers in the next 72 hours,” Newsom said. “But even with all of that, we are likely to fall short and we should see some episodic issues as it relates to supplying the coverage that you deserve and you demand.”</p>
<p>But the crisis was averted — at least on Monday.</p>
<p>“We were ready and we’re glad the weather and energy supply situation improved so Cal-ISO did not have to call for rotating outages,” said PG&#038;E spokesman Paul Moreno. “We appreciated our customers big and small who answered the call and conserved energy in our service area and across the state. We will need customers to conserve again.”</p>
<p>The power crisis prompted the governor to sign an emergency proclamation aimed at freeing up additional energy. The proclamation, among other things, temporarily alters regulations on the use of backup energy sources, such as stationary and portable generators, and reduces ships’ consumption of energy at ports by allowing them to use auxiliary engines rather than shore power.</p>
<p>Newsom pledged a full investigation into the cause of the power shortage.</p>
<p>“We’ve always maintained that, a golden oldie, you can’t control the weather, but you can prepare for the weather events,” he said. “And let me just make this crystal clear: We failed to predict and plan [for] these shortages, and that’s  simply unacceptable.”</p>
<p>He framed the shortage as a consequence of the state’s transition from polluting gas plants to cleaner sources of energy and said the high demand placed on the grid due to the record heat over the last few days has exposed “gaps in terms of that reliability.”</p>
<p>“We cannot sacrifice reliability as we move forward in this transition,” he said. “And we’re going to be much more aggressive in focusing our efforts and our intention in making sure that is the case.”</p>
<p>The Stage 3 emergency declared Friday evening, which preempted rotating blackouts, was the first time since 2001 that state electric grid operators had had to implement such a drastic step.</p>

<p>California is in the grips of one of the worst heat waves in years. The National Weather Service said it expected more record-breaking temperatures this week Monday and Tuesday — with relief coming only after Thursday.</p>
<p>Temperatures in Death Valley skyrocketed to a blistering 130 degrees at 3:41 p.m. Sunday, the National Weather Service said in a tweet. It is possibly the highest mercury reading in the United States since 1913 and, if verified, “would be the hottest global temperature officially recorded since 1931,” according to the World Meteorological Organization. The 1931 reading in Kebili, Tunisia, was 55 degrees Celsius, which is roughly 131 degrees Fahrenheit. Both the Tunisia reading and Death Valley’s overall record have been disputed.</p>
<p>If the weather service’s recording is correct, it is among the top-three highest temperatures ever measured in Death Valley, as well as the highest temperature during the month of August.</p>
<p>The Death Valley temperature is still considered preliminary at this point. Along with testing the sensor involved to rule out the possibility of a malfunction or error, a climate extremes committee also will be formed to verify the reading, according to Dan Berc, warning coordination meteorologist with the National Weather Service in Las Vegas.</p>
<p>“They’ll certainly assess the report on the sensor’s validity, and they will also look hard at the data that came off of the sensor to see if it’s reasonable, and look at that against neighboring observations to see if it all makes sense in the grand scheme of things,” he said.</p>
<p>Berc said he didn’t have an exact timeline for the committee to finish its work, but said it could be a months-long process.</p>
<p>The World Meteorological Organization, the United Nations’ climate agency, said on Twitter that it also plans to examine the temperature reading.</p>
<p>Agencies may have another day’s worth of data to scrutinize, as Monday’s extreme heat is expected to continue. Forecasts show Death Valley is again expected to approach 130 degrees, and Berc said that “there’s good reason to believe that we’re going to be up in that neighborhood again today.”</p>
<p>“This is a very special kind of heat wave we’re dealing with here,” he said. “It’s very long-lived and it’s very, very hot — especially for this time of year. We can say the desert’s hot in the summer, and it sure is, but we’re about a month and a half past our peak for sunlight. So to see it this late is really, really incredible.”</p>
<p>On Monday, some areas reached record highs, including in Palmdale, Lancaster, and Paso Robles.</p>
<p>Multiple heat records were also set  over the weekend.The National Weather Service reported a high of 112 on Saturday in Woodland Hills, breaking the record of 108 set in 1977, and a high of 92 at UCLA, breaking the record of 90 set in 2003. Downtown L.A. hit 98 degrees, tying a record set in 1994.</p>
<p>The excessive heat is the result of a large, strong high-pressure system centered over Arizona, which is keeping the Southwestern U.S. hot almost everywhere except within a few miles of the coast.</p>
<p>The heat has also worsened fire conditions in the West.</p>

<p>A massive wildfire in Northern California spawned rotating columns of flames Saturday, prompting forecasters to issue a rare fire-related tornado warning.</p>
<p>“It was a first for us,” said Shane Snyder, meteorologist with the National Weather Service in Reno, which issued the warning shortly before 3 p.m.</p>
<p>Multiple videos posted to social media showed twister-like formations in the path of the Loyalton fire, which started Friday evening in the Tahoe National Forest near California’s border with Nevada. The fire quickly grew to 20,000 acres and, by Monday morning, had consumed 36,295 acres and was 5% contained. </p>
<p>“Our resources on the ground are facing extreme fire behavior, rugged terrain and warm temperatures,” said Joe Flannery, public affairs officer for the national forest.</p>
<p>Rare lightning storms struck the San Francisco Bay Area and the Monterey Bay region Sunday morning, sparking multiple vegetation fires in Santa Clara, San Mateo and Santa Cruz counties.</p>
<p>A lightning strike sparked a 2,800-acre fire in Monterey County that was threatening homes and caused evacuations south of Salinas.</p>
<p>The Lake fire, in the Angeles National Forest above Lake Hughes, had grown to more than 19,000 acres  and was  38% contained as of Monday evening.  At least 12 homes and commercial buildings have been destroyed. The Ranch 2 fire north of Azusa had burned at least 3,050 acres and was 19% contained.</p>

<p>BIG SUR, Monterey County (CBS SF / CNN) &#8211; When the willow fire broke out in the coastal wilderness near Big Sur, the Little Tujunga Hot Shots were among the crews who helped fight the fire.</p>
<p>By Monday morning, the fire had burned 2,877 acres and 56 percent contained, and there was little doubt how the Hot Shots&#8217; expertise had helped in the difficult gun battle. </p>

<p>Other Hot Shot crews battled the lava fire that raged in the woods of Lassen Volcanic National Park in Northern California on Monday morning.</p>
<p>But this vital resource is under threat as the forest fire season is just beginning.  Veteran Hot Shot firefighters like Aaron Humphrey are leaving the service.</p>
<p>Humphrey was among the firefighters who responded to the deadly 2018 Carr Fire that ripped through Redding.  He watched in horror as a fire tornado &#8211; Firenado &#8211; wiped out entire neighborhoods.  It still haunts the former hotshot overseer.</p>
<p>&#8220;You are in a fog, expecting death or disaster around every corner &#8230; It has collectively killed my keen mind,&#8221; said Humphrey, 44, of the fire tornado.</p>
<p>&#8220;Hump,&#8221; as other firefighters and friends call him, oversaw US Forest Service hot-shot crews on bubble-generating hikes to dig fire lines, cut trees, and light fires to fight advancing flames.  Hotshot crews of 20-22 lead fire attacks, and it&#8217;s not uncommon for them to hike 10 miles a day with packages of fire gear that can weigh up to 45 pounds.</p>
<p>Hump ​​rose from being a seasonal firefighter to the prestigious position of Supervisor at Eldorado Hotshots.  He called it the &#8220;best job in the world&#8221;.</p>
<p>But he stopped a year ago.</p>
<p>After 25 years, Hump says he&#8217;s just the newest, mentally insane, underpaid hotshot veteran to leave, at a time when the California wildfires are worst.<br /><strong><br />Hotshots go for better pay</strong></p>
<p>The pay gap between state hotshots, most of whom are employed by the US Forest Service, and firefighters for other jurisdictions is staggering.</p>
<p>Forest Service Union vice president David Alicea, California, says federal hotshots make $ 13.50 an hour for the first year.</p>
<p>&#8220;Yes, you can work overtime, but we&#8217;re grinding them through the meat grinder,&#8221; Alicea told CNN.  “We abuse them because we are under staff shortage and they don&#8217;t get their rest periods.  They are fired when the fire season is over and they choose not to return. &#8220;</p>
<p>These usually young, seasonal firefighters are some of the ones who leave.  But all levels of firefighters go further, including the top managers who have the most experience.</p>
<p>&#8220;We have seen human resource challenges due to issues such as pay, remote and hard-to-fill positions, a competitive job market, and the physical and psychological stress on fire fighters year-round,&#8221; said Regina Corbin, a US forest service spokeswoman told CNN via E-mail.</p>
<p>Corbin said Region 5, which also includes California, is converting temporary seasonal jobs to permanent full-time positions to improve recruitment and retention.</p>
<p>She says the problems are not new and apply to other federal fire fighters.</p>
<p>Alicea agrees.</p>
<p>&#8220;We&#8217;re at the bottom of the engine crews,&#8221; he said.  &#8220;I know three or four forests that are not occupied.&#8221;</p>
<p>He estimates they&#8217;ll be short of 35 key hotshots in California this summer.</p>
<p>Senator Dianne Feinstein urged the US Forest Service in a May hearing on how to prevent hotshots from being lost to other places with higher salaries.</p>
<p>&#8220;We have 19 million hectares&#8221; [of California forestland] under federal jurisdiction, &#8220;Feinstein said at the May 26 hearing on Capitol Hill.  “The state salary is $ 70,000 that Cal Fire pays a state firefighter.  The United States Forest Service pays $ 38,000. &#8220;</p>
<p>During the hearing, US Forest Service chief Vicki Christiansen confirmed that the average annual wage for a US Forest Service firefighter is $ 38,000.</p>
<p>&#8220;Government, local, and private entities can range from $ 70,000 to $ 88,000 a year, and their benefits are better,&#8221; she said.</p>
<p>On Wednesday, Senators Feinstein and Alex Padilla, Kyrsten Sinema from Arizona and Steve Daines from Montana wrote a letter proposing a plan to increase federal fire service wages.  They are asking the Financial Services Subcommittee and the State to include this in the 2022 Financing Act, according to the letter.</p>
<p><strong>Fires are getting worse and worse</strong></p>
<p>Experts fear another terrible forest fire season &#8211; possibly worse than 2020, the most active fire season California has ever seen.  The ongoing drought in the west is also fueling the fires, just one of the ways climate change is making the crisis worse.</p>
<p>The recent fires are part of a larger trend in California.</p>
<p>The seven largest forest fires in the state&#8217;s history occurred in the past four years, according to Cal Fire.  The Carr Fire, which changed Hump&#8217;s perspective on his work, was ranked the twelfth largest fire in the state&#8217;s history.</p>
<p>The increase in forest fire intensity and acres burned in California can only be explained by considering climate change, according to a recent analysis of several peer-reviewed studies.  Land management plays a role in this, experts say, but it alone cannot explain why the state fires have become so much more devastating.</p>
<p>In addition to more violent fires, a relentless drought, and another major fire season on the horizon, California is losing Hotshots, the rock star firefighters with a track record of successfully fighting these mega-fires.</p>
<p>&#8220;I had to be at home with my family,&#8221; Hump told CNN.  &#8220;The stress I brought home (from massive fires) &#8211; I didn&#8217;t recognize myself anymore.&#8221;</p>

<p>Hump, a married father with three children, ages 12, 10, and 8, now works for Pacific Gas and Electric as head of the utility&#8217;s security team.</p>
<p>Hump ​​says he paid at least $ 40,000 more annually than he previously made as a hot supervisor.  The money is sure to come as he now attends all of his children&#8217;s events and even trains flag football.</p>
<p><strong>Not enough firefighters to form hot-shot crews</strong></p>
<p>There&#8217;s a shortage of hotshots across the country, but California hotshots are hit harder, according to Jonathan Miller, chairman of the National Forest Service Firefighters Union.</p>
<p>&#8220;We saw some wear and tear on federal crews and machinery, but nothing like the scarcity in California,&#8221; Miller said.</p>
<p>Alicea says 15 California Interagency Hotshot crews don&#8217;t have enough members to be activated as a full fire department unit.  CNN has received a CIHC document confirming this figure.</p>
<p>When a hotshot crew isn&#8217;t big enough, fires are harder to fight, says Hump.  Smaller crews cannot split up into small squads as effectively or help teams with special missions.</p>
<p>Members with special qualifications must be referred to as the hotshot crew, nicknamed for fighting the hottest fires.  These crews are trained to manage &#8220;strategic and tactical forest fires,&#8221; according to the US Forest Service website.</p>
<p>Two crews, Modoc and Horseshoe Meadow, operate as even less staffed fire fighting modules.</p>
<p>The Eldorado Hotshots could soon lose another seasoned manager, Captain DJ McIlhargie.</p>
<p>&#8220;I have five irons in the fire right now,&#8221; McIlhargie told CNN.  “I&#8217;m looking for something that will help my family more.  And my wife knows that I&#8217;m tired of waiting for the forest service to pay me a reasonable salary that corresponds to the other departments. &#8220;</p>
<p>McIlhargie, father of two boys, 7 and 10, lives an hour outside of Sacramento.  He described feeling &#8220;wiped out&#8221; and &#8220;frustrated&#8221; as he battled the most recent series of superfires.</p>
<p>McIlhargie, 39, says there just aren&#8217;t enough firefighters to tackle massive fires like the one that devastated northern California last year.</p>
<p>He says the Eldorado Hotshots spent a month stopping the largest forest fire in California history, the August Complex fire that burned more than 1 million acres.</p>
<p>The years in the firefight wear down the hotshots from helmets to boots, says McIlhargie.</p>
<p>“My knees hurt every day,” he says.  &#8220;My rotator cuffs are ratcheting and clicking from swinging tools and carrying canisters (used for explosives) and carrying saws and carrying your (rucksack) backpack.&#8221;</p>
<p>&#8220;Your freedom of movement in your hips is starting to decrease,&#8221; McIlhargie said.</p>
<p>More houses are on fire without enough hotshots<br />If vacant hotshot positions fail to be filled, firefighters interviewed by CNN said more houses will burn.</p>
<p>&#8220;It used to be hotshots for us to be in the mountains, in the hinterland to fight these fires,&#8221; said McIlhargie.  &#8220;Now it seems that every single fire has an element of wild country fire and urban interface.&#8221;</p>
<p>Maeve Juarez spent a year as a Redding Hotshot in 2004.</p>
<p>The 41-year-old mother of two gave up her job with the US government as battalion chief in the Los Padres National Forest four years ago.</p>
<p>&#8220;I left because I took a better-paying job with the Montecito Fire Department that allowed me to spend more time with my children and be less stressed,&#8221; she said.</p>
<p>Juarez says the pay is significantly higher in her new role as Wildfire Specialist in Montecito.</p>
<p>Due to her experience, Juarez serves as the head of the fire department, a kind of general directorate of fire brigade troops of many authorities.</p>
<p>Juarez says the loss of hotshots, especially from supervisors, to other jobs is hampering California&#8217;s efforts to fight mega-fires.</p>
<p>&#8220;These superheroes know the terrain, what kind of scrub burns, and how an area burned in the past,&#8221; said Juarez.  &#8220;They are a big part of our fire-fighting decision making, strategy and tactics.&#8221;</p>
<p>She added, &#8220;When a seasoned superintendent leaves, we lose that experience and they are our backbone.&#8221;</p>
<p>Hump ​​remembers his heated decades, visions of firefights, falling trees, severely burned crew members and dying hotshots.  He helped set up a memorial service in Arizona for the 19 Granite Mountain Hotshots who were killed in a fire eight years ago.</p>
<p>&#8220;It&#8217;s that sense of doom that every fire makes you lose someone you care about,&#8221; said Hump.  &#8220;It&#8217;s scary.  It&#8217;s hard to communicate with your family because you don&#8217;t want to scare them.  You just hug her and you never want to leave. &#8220;</p>
<p>After leaving the demise of that deadly fire tornado in 2018, Hump looks to this July 4th to do something he&#8217;s never done before.</p>
<p>&#8220;I plan to teach my children how to fish,&#8221; he said.  &#8220;I never had the time.&#8221;</p>
