<p>Companies are trying to bring employees back into the office.  Early data suggests that workers still aren&#8217;t that keen.</p>
<p>According to a new report by Placer.ai, visits to office buildings have yet to catch up to pre-pandemic levels in such major employment centers as San Francisco, Manhattan and Chicago. </p>
<p>In May 2022, visits to office buildings in San Francisco were down by 67.8% as compared to three years ago, before the pandemic shuttered most of the country.  Office foot traffic in New York is down 40.6% over the same period, and 45.7% in Chicago.</p>
<p>Placer.ai&#8217;s Office Building Index takes into account foot traffic from nearly 200 office buildings in San Francisco, Manhattan and Chicago.</p>
<h4 class="wsj-article-caption-content">The tourists are back in New York City, but employees are still holding out even as many of their bosses seek to pull them back to the office.</h4>

<h4><strong>&#8216;They are not coming back&#8217;</strong></h4>
<p>After two years of working from home, many have adapted and adopted the work from home lifestyle, which has been particularly attractive given how high fuel costs have gotten.  Not to mention the fact that COVID-19 is still out there.</p>
<p>Company chiefs are aware of the resistance.</p>
<p>“I have been unsuccessful, despite everything I&#8217;ve tried to do to get our people back to work,” Howard Schultz, CEO of Starbucks SBUX, -0.18%<span>,</span><br />
       said during a New York Times event earlier this month. </p>
<p>“I want them back.  I plead with them, I said I&#8217;d get on my knees, I&#8217;d do push-ups.  Whatever you want.  Come back,&#8221; Schultz said.  “No — they are not coming back at the level I want them to… I realize that I&#8217;m an old-school person, and this is a different generation and I&#8217;ve been schooled by our people… We have to establish a new way of working.  And I&#8217;ve embraced it.&#8221;</p>
<p>But early data also seem to indicate that some Americans haven&#8217;t yet fully adopted a permanent work from home lifestyle.</p>
<p>Last week, office occupancy hit the highest point since the coronavirus pandemic began in 2020, reaching 44.1%, according to Kastle Systems, which tracks key card swipe data. </p>
<p>Some 64% said they would consider looking for a new job if they were required to return to the office full time, according to a recent survey by ADP, a provider of human resources management software and services. </p>
<p>Of course, it&#8217;s a privilege for people to work from home, while so many other service workers have been showing up in person during the pandemic. </p>
<p>The Labor Department says only 7.4% of employees teleworked in May, down from 7.7% the month before.  The Federal Reserve Board&#8217;s survey looking into Americans&#8217; economic well-being released last month estimated a higher percentage of employees (22%) worked entirely from home.</p>

<p>A 21-year-old veteran from the San Francisco Fire Department died on the morning of Jan.</p>
<p>Christopher G. Yock, 58, died at home just hours after fighting the incident with a &#8220;medical emergency,&#8221; which a San Francisco Fire spokesperson told the San Francisco Chronicle was cardiac arrest.  (SFGATE and the San Francisco Chronicle are both owned by Hearst, but operate independently.)</p>
<p>The fire broke out on the top floor of SFO&#8217;s private parking garage, affecting eight cars and treating one person for shortness of breath.  The fire was extinguished after an hour.</p>
<p>Yock, a San Rafael resident, was remembered as a dedicated firefighter, San Francisco lover, and &#8220;beloved fire chief&#8221; with an intimate knowledge of the local food scene, according to his obituary.  He leaves behind his son Cayden and siblings Jennifer and Jeffery.</p>
<p>A vigil will be held on Thursday at 4 p.m. at St. Ignatius Church in San Francisco and donations can be made to a scholarship fund for Cayden.  There will also be a memorial service in St. Ignatius on Friday at 1 p.m.</p>

Who doesn&#8217;t need more information to stress?  We break down the NFL slate, weather forecast, and report for week 7 and whether any of your fantasy football players might be affected.</span></p>

<p><span data-preserver-spaces="true">Note: All times are Eastern Time and the NFL Week 7 Weather Report will be updated if there are changes from time of writing to kickoff.  Week 7 NFL forecast is based on reports from the National Weather Service.  All betting lines come from the official NFL website.</span></p>
<h2><span id="NFL-Weather-Report-and-Forecast-for-Week-7-Significant-weather-conditions-in-San-Francisco"><span data-preserver-spaces="true">NFL Week 7 Weather Report and Forecast: Major San Francisco Weather Conditions</span></span></h2>
<p>I usually don&#8217;t adjust the rankings for skill players too much to the weather.  But I&#8217;m making an exception for what could be a drenched Sunday night.</p>
<h3><span id="Indianapolis-Colts-at-San-Francisco-49ers-4-OU-425-Sunday-820-PM-ET"><span data-preserver-spaces="true">Indianapolis Colts at San Francisco 49ers (-4), O / U 42.5 |  Sunday 8:20 p.m. ET</span></span></h3>
<p><span data-preserver-spaces="true">Every year there is a game that stands out because of the weather.  The kind of game where conditions on the field are more like a mud pit than one where people receiving millions &#8230; and millions &#8230; of dollars should step one foot on without signing a waiver.  The 2021-2022 NFL season will have a hard time surpassing what we could see next Sunday night. </span></p>
<p><span data-preserver-spaces="true">It is very likely that this will be the worst weather we have seen for a game since the Slopfest since the Washington-San Francisco game in 2019 that ended 9-0.  In fact, it could be pretty similar.</span></p>
<p><span data-preserver-spaces="true">Sure, it&#8217;s time things changed, but the damage will be done to the field by the kick-off.  The rain is expected to hit the Santa Clara area as early as Saturday night, and once it starts it won&#8217;t stop.  In fact, it will only intensify.  At kick-off we could already see almost three quarters of an inch of precipitation on the field.  But the heaviest rain on the system will hit during the game, approaching 0.2 tenths an hour. </span></p>
<h3><span id="Wind-could-further-impact-the-game">Wind could further affect the game</span></h3>
<p><span data-preserver-spaces="true">It&#8217;s almost a reflection of what we saw in Washington a few years ago.  The only difference will be the extra wind, with sustained winds of 15 mph and gusts of 20 to 30+ at the start of the game.</span></p>
<p><span data-preserver-spaces="true">Add the fact that Levi Stadium has been criticized for its field conditions in the past and we have a significant problem on hand. </span></p>
<p><span data-preserver-spaces="true">Traditionally, I rarely adjust the rankings for position players based on the weather.  But here I make an exception.  Guys like Jonathan Taylor and even Deebo Samuel are moving down my rankings.  Still, I don&#8217;t recommend sitting them up when you have them &#8211; just dampen expectations for a 1930s bout.</span></p>
<h2><span id="NFL-Weather-Report-and-Forecast-for-Week-7-games-Chances-of-rain"><span data-preserver-spaces="true">NFL weather report and forecast for games of the week 7: probability of rain</span></span></h2>
<p><span data-preserver-spaces="true">While attention is focused on Sunday evening, there are some other games with a chance of rain in week 7.</span></p>
<h3><span id="Atlanta-Falcons-15-at-Miami-Dolphins-OU-48-Sunday-100-PM-ET"><span data-preserver-spaces="true">Atlanta Falcons (-1.5) at Miami Dolphins, O / U 48 |  Sunday 1:00 p.m. ET</span></span></h3>
<p><span data-preserver-spaces="true">This is your typical Florida rain storm.  While we don&#8217;t anticipate any significant rainfall, chances are we will see some intermittent periods where it intensifies and then falls off again.  As always, when the temperatures rise at noon, there is a chance that there will be occasional thunder and lightning. </span></p>
<p><span data-preserver-spaces="true">In all honesty, I don&#8217;t think the weather could affect Miami&#8217;s offensive.  You&#8217;re a mess, facing a team of Falcons that had an extra week to prepare and get Calvin Ridley back.  It&#8217;s hard to trust anyone outside of Jaylen Waddle for the Dolphins. </span></p>
<h3><span id="New-Orleans-Saints-4-at-Seattle-Seahawks-OU-425-Monday-815-PM-ET"><span data-preserver-spaces="true">New Orleans Saints (-4) at the Seattle Seahawks, O / U 42.5 |  Monday 8:15 p.m. ET</span></span></h3>
<p><span data-preserver-spaces="true">It&#8217;s a similar situation to San Francisco, only turned down from 11 to about 4.  Rain will be in the area from Sunday and will continue until Tuesday morning.  From about noon to midnight on Monday, the total amount of precipitation should not exceed 0.02 to 0.04 inches per hour.  We also expect some wind to surface with winds of 15 to 20 mph and gusts of up to 23 mph.</span></p>
<p><span data-preserver-spaces="true">On Saturday we got messages about whether Alex Collins was going to keep up, which is a bit of a surprise given that he didn&#8217;t train on Thursday or Friday (groin).  I would be more reluctant to play Collins this week given the injury and the addition of IR&#8217;s Rashaad Penny who could take on some of the volume.</span></p>
<h2><span id="NFL-Weather-Report-and-Forecast-for-Week-7-games-Worry-free-weather"><span data-preserver-spaces="true">NFL weather report and forecast for the games of the week 7: Worry free weather</span></span></h2>
<p><span data-preserver-spaces="true">With a handful of games popping up on the radar due to rainy conditions, the rest of the Week 7 calendar should go without a hitch, weather-wise.</span></p>
<h3><span id="Carolina-Panthers-3-at-New-York-Giants-OU-425-Sunday-100-PM-ET"><span data-preserver-spaces="true">Carolina Panthers (-3) at the New York Giants, O / U 42.5 |  Sunday 1:00 p.m. ET</span></span></h3>
<p><span data-preserver-spaces="true">I mean, honestly, what on earth is wrong with the Giants?  Did Daniel Jones step on a crack?  Did Joe Judge walk under a ladder?  Do the entire organization owe a voodoo priestess currently sitting somewhere in the bayou listening to a whole room full of dolls in Giants&#8217; jerseys with enough needles to fund a nursing home?</span></p>
<p><span data-preserver-spaces="true">Do you want to know how bad it is this week in the state of the imagination?  Dante freaking pettis is a borderline must-see.  As for the weather in East Rutherford in week 7, expect 61 degrees, sunny and 10 km / h winds. </span></p>
<h3><span id="New-York-Jets-at-New-England-Patriots-7-OU-425-100-PM-ET"><span data-preserver-spaces="true">New York Jets at New England Patriots (-7), O / U 42.5 |  1:00 p.m. ET</span></span></h3>
<p><span data-preserver-spaces="true">In a week that Damien Harris could have struggled from injury and a fumble, Bill Belichick doubled his top RB.  Harris carried the rock 18 times for 101 yards and a score.  He now faces the Jets and their defenses in 32nd place, which allows for 32.84 Fantasy Points per game.  Harris could go ballistic in week 7.</span></p>
<p><span data-preserver-spaces="true">The weather forecast for week 7 of Foxborough should show sunny skies, 10 km / h wind and highs close to 59 degrees. </span></p>

<p><span data-preserver-spaces="true">Can anything stop Derrick Henry?  I mean, outside of one of the Greek gods literally descending from their perch on Mount Olympus, Henry walks more than 120 meters.  To be fair, he could be one of those who live among us until proven otherwise.  Just ask Josh Norman for his opinion.</span></p>
<p><span data-preserver-spaces="true">As for the rest of the Nashville weather forecast, expect mostly sunny skies, winds of 13 km / h and temperatures of 80 degrees.</span></p>

<p><span data-preserver-spaces="true">All right Bears fans, you can just scroll down to the next game.  This one is fine for a quick TL;  DR. Okay, now that they&#8217;re gone, Aaron Rodgers told the lady who gave him the double bird and the entire Soldier Field crowd that he owned them, wasn&#8217;t the greatest sound bite ever?  It hits the discount double check perfectly and then goes straight to the carotid artery.  It&#8217;s moments like this why we love rivalries and when the players are on the field themselves.  Well that&#8217;s if the NFL allows it, I guess.</span></p>
<p><span data-preserver-spaces="true">As for the game, start the usual suspects for Green Bay.  Davante Adams and Aaron Jones have the chance to lead the week in their positions.  As for Washington, Antonio Gibson makes me nervous.  As the trading deadline is fast approaching, I might be throwing out some flyers to see if you can find someone who thinks they are more valuable than them.</span></p>
<p><span data-preserver-spaces="true">In Green Bay, for week 7, expect temperatures of 52 degrees, winds of 13 km / h, and cloudy skies.</span></p>

<p><span data-preserver-spaces="true">Lamar Jackson is only a short passerby.  A runner who may accidentally throw the ball.  Everyone wants to tell me that.  Would you be shocked if I told you that Jackson is # 1 in the NFL for Average Intended Air Yards Per Try (10.1) and Air Yards Completed Per Try (8.1) according to NFL Next Gen Stats? </span></p>
<p><span data-preserver-spaces="true">It&#8217;s not like he has the third longest pass of the season in air yards or anything (60.8 yards).  But yeah, he&#8217;s just a running QB.  I have it.</span></p>
<p><span data-preserver-spaces="true">In week 7, expect temperatures of 67 degrees, winds of 8 km / h and partly sunny skies in Baltimore.</span></p>

<p><span data-preserver-spaces="true">Can we take a moment to talk about how we hit the silly busy season?  I mean this is the NFL.  The best of the best.  Still, we have three spreads of 13 points or more.  You see that in college, not in the NFL.  This is one of those games.  The others are JJ Watt and DeAndre Hopkins&#8217; revenge game against Houston and a clash of the traded QBs with Matthew Stafford and the Rams against Jared Goff and the Lions. </span></p>
<p><span data-preserver-spaces="true">Even if Antonio Brown and Rob Gronkowski are out for the Buccaneers, give me the Bucs, why not?  Life is too short to bet that games are boring.  Plus, that just means more fantasy points to bypass.</span></p>
<p><span data-preserver-spaces="true">As for the weather forecast for week 7, expect temperatures of 52 degrees and winds of 11 km / h in Tampa.</span></p>

<h2>    As part of the mayor&#8217;s budget investment, San Francisco will create over 400 new treatment beds, an expansion of 20% </h2>
<p><strong>San Francisco, California </strong>&#8211; London Mayor N. Breed and the San Francisco Department of Public Health (DPH) announced today that San Francisco is building over 400 new treatment beds for people with mental health problems and drug use.  This expansion of treatment beds will give those in need more opportunities to receive appropriate services that suit their situation, while also providing San Francisco&#8217;s new Street Response teams with additional spaces for customers to interact with. </p>
<p>The expansion plans represent a 20 percent increase in the city&#8217;s home care capacity. 140 new beds will open in San Francisco in 2021 alone, with significant progress being made in closing the gaps in critical need areas identified in the 2020 Behavioral Health Bed Optimization Report have been identified.  Since Mayor Breed took office, San Francisco has added more than 100 treatment beds across the San Francisco care system.</p>
<p>&#8220;This is an unprecedented addition to our care and treatment system for people with mental illness and substance use disorders,&#8221; said Mayor of London N. Breed.  “We are responding with the urgency this crisis deserves while saving millions of dollars by removing bottlenecks in the system so that people can move to lower, lower cost care levels when they are ready, a lot of the time and effort, but we should see the benefits for years to come. &#8220;</p>
<p>These new treatment beds will allow San Francisco&#8217;s new Street Outreach teams, including the Street Crisis Response Teams and Street Wellness Response Teams, with additional seats to serve the clients they interact with.  There are now five Street Crisis Response Teams in action in San Francisco, answering around 500 calls a month.  Mayor Breed has raised funds in this year&#8217;s budget for five Street Wellness Response Teams that will begin responding to &#8220;wellness check&#8221; calls, which number around 17,000 annually.</p>
<p>The expansion efforts are based on recommendations from the Behavioral Health Bed Optimization Project report in 2020, as well as SF Mental Health Legislation in 2019 and usage data that identified the types of treatment with the greatest need.  These new beds and facilities are in various stages of development, some ready to open in 2021 and others in the planning and design stages.</p>
<p>“Our biggest public health crisis after COVID is the thousands of people living on our streets with untreated mental illness and drug use disorders.  Getting these sick people off the streets and putting them in proper treatment beds will save lives and make San Francisco a safer, &#8220;healthier place for everyone,&#8221; said supervisor Rafael Mandelman.</p>
<p>“People who are mentally ill and addicted to drugs need immediate access to treatment and care.  The expansion of our city&#8217;s treatment beds and street crisis response teams through Mental Health SF will better ensure that services are available, accessible and effective, ”said Supervisor Matt Haney.  &#8220;Fully funding SF for mental health was a top priority for us during this year&#8217;s budget process, and we have worked together to expand much-needed treatment beds, care coordination and street intervention. Those treatment beds cannot come soon enough.&#8221;</p>
<p>“This expansion of available treatment facilities is an integral part of the full implementation of the Mental Health SF.  We need to create places for people in crisis, to get the much-needed supplies and to stop the revolving door that is bringing people back to the streets, ”said Supervisor Hillary Ronen.</p>
<p>&#8220;We are not only improving patient flow so that patients are cared for and treated in a timely manner, but we are also developing innovative treatment models that address the specific needs of the community,&#8221; said Dr.  Naveena Bobba, Assistant Director of Health.  &#8220;The investments that we are making in the expansion of our inpatient care and treatment system will help us to achieve our goal of rapid access to recovery-oriented care and treatment.&#8221;</p>
<p>Several innovative treatment and care programs are being developed to meet the diverse needs of people with behavioral health problems, including:</p>
<p>While nursing homes are closing due to rising housing costs, DPH is also in active negotiations to acquire facilities with at least 73 nursing beds to support people with mental health problems who need assistance with activities of daily living.  Some of these will support the elderly.  Crucially, DPH is also creating 140 new beds to support people leaving dormitory drug use treatment &#8211; a final step in skills building prior to independent living.</p>
<p>In May DPH, together with community partners PRC / Baker Places, the Salvation Army and the Tipping Point Community Hummingbird Valencia, opened a psychiatric recreation facility for the homeless in the Mission and Castro neighborhoods.  It is now fully occupied with 30 overnight beds and 20 day beds.</p>

<p>San Francisco 49ers quarterback Jimmy Garoppolo was thrown for a round earlier this off-season as his organization climbed from 12th choice to 3rd overall in the 2021 NFL Draft. </p>
<p>By this point, it was pretty clear that San Francisco&#8217;s brass had lost confidence that Garoppolo would stay sane.  The clear goal was quarterback.  Then, in late April, the 49ers pulled the trigger by choosing the North Dakota state&#8217;s Trey Lance product as their third choice. </p>
<p>The setting here was the huge bounty general manager John Lynch and Co. given to the Miami Dolphins in the aforementioned deal.  This included two future selections for the first round and a third round for 2022. At this point, Jimmy Garoppolo was also exposed to trade rumors. </p>
<p>Now that things have subsided on that front, and it&#8217;s less than two months before training camp begins, it is starting to look like Garoppolo will be staying in the Bay Area.  He&#8217;ll also be competing with Lance for the starting job this summer. </p>
<p>According to ESPN&#8217;s Jeremy Fowler (h / t Bleacher Report), there is still strong support for Garoppolo in the 49ers organization. </p>
<p>&#8220;I was told that Garoppolo still has significant support in the 49ers building,&#8221; Fowler reported on Sunday.  &#8220;You have the feeling that when he&#8217;s in the lineup, he&#8217;s healthy. We win.&#8221;</p>
<p>This could very well be a PR spin at the front of the 49ers.  The commercial market for Garoppolo has deteriorated significantly after the New England Patriots (Mac Jones) and Chicago Bears (Justin Fields) drafted quarterbacks in the first round of drafting.  The Denver Broncos&#8217; status as frontrunner for Aaron Rodgers adds another layer to that. </p>
<h2>Should the San Francisco 49ers trust Jimmy Garoppolo? </h2>

<p>There are a number of factors to consider here.  When Garoppolo has been the spotlight in San Francisco since it was acquired by New England in mid-2017, he has only won.  The same cannot be said of the plethora of mediocre quarterbacks Kyle Shanahan threw out there during that time. </p>

<li>With Jimmy Garoppolo from: 22-8</li>
<li>With other starting quarterbacks: 7-27</li>
</ul>
<p>These are some eye-opening divisions.  It&#8217;s also important to note that Garoppolo is rightly less than 16 months away from leading San Francisco to a Super Bowl appearance.  This cannot be lost in the dialog. </p>
<p>Even then, it&#8217;s about keeping the quarterback healthy.  He has missed 23 out of 48 possible injury games in the last three seasons.  This included a torn ACL in 2018 and multiple ankle injuries that limited the 29-year-old quarterback to six games in 2020.  This resulted in San Francisco acting primarily for Trey Lance. </p>
<h2>It&#8217;s not an either-or scenario for the San Francisco 49ers</h2>

<p>This is something that is not getting enough attention as the 49ers prepare for a 2021 season in which they are expected to battle for a title. </p>
<p>Garoppolo will offset $ 26.38 million against the cap in 2021.  The 49ers can save a ridiculous $ 23.6 million by releasing or bargaining the veteran.  It has led to speculation that it will be moved. </p>
<p>With that said, San Francisco budgeted Garoppolo&#8217;s cap hit ahead of the free agency.  It doesn&#8217;t feel like restructuring this contract that would tie the quarterback financially with the 49ers beyond the next season. </p>

<p>Rather, the more likely scenario here is that Garoppolo beats Lance for the starting job during training camp, with the rookie being used in certain packages.  It&#8217;s somewhat similar to what we saw with Alex Smith and Colin Kaepernick in 2012 before he finally took the starting job and led San Francisco to the Super Bowl. </p>
<p>Some might conclude that the 49ers&#8217; interest in a blockbuster deal for Julio Jones would change the momentum on that front.  I&#8217;m not sure.  San Francisco can create enough leeway to acquire the Pro Bowl wide receiver without having to restructure Jimmy Garoppolo&#8217;s contract or leave him entirely. </p>
