<p>  ASSOCIATED PRESS </p>
<p>The San Francisco 49ers added their one big-ticket item in free agency early during the process, signing Kansas City Chiefs cornerback Charvarius Ward to a three-year, $40.5 million contract. </p>
<p>This addressed a major area of ​​need for general manager John Lynch and Co. However, some fans have been thrown off by San Francisco&#8217;s lack of urgency in free agency despite the team not having a ton of cap room. </p>
<p>With high-priced quarterback Jimmy Garoppolo still on the books, these 49ers used their limited financial assets to upgrade a troubled area — special teams. </p>
<p>That includes bringing in three core special teams players in linebacker Oren Burks, wide receiver Ray-Ray McCloud and safety George Odum on team-friendly deals. </p>
<p>For San Francisco, it&#8217;s all about upgrading a special teams unit that struggled big time a season ago before coming through in the team&#8217;s NFC Divisional Playoff win over the Green Bay Packers.  Below, I look at what these three moves mean for the 49ers moving forward. </p>

<p>Throughout pretty much the duration of Kyle Shanahan&#8217;s five-year tenure in San Francisco, this team has not had a reliable return man.  In fact, it had to use Brandon Aiyuk on punt returns last season. </p>
<p>McCloud, 25, changes this big time.  The former Buffalo Bills&#8217;sixth-round pick out of Clemson led the NFL in punt returns (38) and return yards (367) a season ago.  He averaged a healthy 9.7 yards per return.  Meanwhile, the speedy 5-foot-9 wide receiver added 776 kick return yards for an average of 22.2 per.  For comparison&#8217;s sake, the 49ers tallied a total of 279 punt return yards a season ago. </p>
<p>In an interesting turn, McCloud also played in 48% of the Pittsburgh Steelers&#8217; offensive snaps in 2021. He recorded 39 receptions for 277 yards whle catching 59% of his targets.  The expectation is that he will see time in the slot with the 49ers pretty thin at wide receiver right now.  McCloud&#8217;s deal is for two years and worth up to $10.4 million. </p>

<p>An undrafted free agent of the Colts out of Central Arkanas back in 2018, Odum was highly-respected wthin their locker room.  He also took on a much larger role on defense last season, starting seven games at safety. </p>
<p>While the 49ers might rely on Odum to play strong safety at times in 2022, his meal ticket is special teams.  That included the 28-year-old earning All-Pro honors back in 2020. According to Pro Football Focus, he recorded the second-highest special teams grade that year.  He&#8217;ll act as a gunner under new special teams coach Brian Schneider following the firing of Richard Hightower. </p>
<p>In terms of what Odum brings on defense, he&#8217;ll be the fourth safety behind Jimmie Ward, Talanoa Hufanga and Tarvarius Moore — likely signaling the end of Jaquiski Tartt&#8217;s career in San Francisco.  Last season saw Odum record 55 tackles, two passes defended and an interception.  He also yielded three passing touchdowns and a substandard 122.9 QB rating when targeted.  Odum&#8217;s deal comes in at $10.95 million over three years. </p>
<h2 class="subhead-embed color-accent bg-base font-accent font-size text-align">Oren Burks Provides San Francisco 49ers With Depth And A Special Teams Ace</h2>

<p>A third-round pick of the Green Bay Packers out of Vanderbilt back in 2018, Burks never panned out in Wisconsin.  The soon-to-be 27-year-old linebacker recorded a total of 92 tackles on defense while starting seven games in four seasons. </p>
<p>However, this deal is more about what Burks brings to the 49ers&#8217; special teams unit. </p>
<p>“Special teams throughout my career, that&#8217;s been something I can hang my hat on.  And kind of got some notice around the league for that,” Burks told reporters during his introductory press conference. </p>
<p>Last season saw Burks play in 75% of Green Bay&#8217;s special teams snaps.  He led the Packers in special teams tackles during his time with the team.  Burks will also serve as a reserve linebacker, joining a group headed by the likes of Fred Warner, Dre Greenlaw and Azeez Al-Shaair.  His deal is said to come in at $5 million over two years.</p>

<p>Surveillance cameras caught a break in at BASA, the cannabis dispensary on Grove Street in San Francisco, last week.</p>
<p>&#8220;I was angry when I saw the footage,&#8221; said Anisa Alazraie, her father owns the pharmacy. </p>
<p>The break-in is annoying enough &#8211; but this is the fifth break-in into their business, and Alazraie said it was the police reaction &#8211; or lack of them &#8211; that angered them even more.</p>
<p>“I was like, &#8216;Why aren&#8217;t people reacting, why aren&#8217;t the police working hard to keep our business safe?  So that our roads stay safe?  To deter or intervene when a crime is ongoing? &#8216;”She said. </p>
<p>On November 16 at 5:37 a.m., a video shows the first suspect leaving the pharmacy with a bag in hand and then getting into the alleged getaway car.</p>
<p>About two minutes later, another suspect runs out of the building.</p>
<p>Within 10 seconds, the video shows a police car with its headlights &#8211; probably to warn the suspects that they are seeing them.</p>
<p>It seems the suspects are getting nervous &#8211; they drop stolen products on the floor before climbing into the car.</p>
<p>At this point, a second police car is in sight, but no officers outside. </p>
<p>Seconds later, the last suspect runs out of the pharmacy and when the getaway car makes a three-point curve before escaping.</p>
<p>Alazraie says it was after the suspects drove away when a police officer is seen outside their patrol car.  And the officer doesn&#8217;t seem to be moving urgently.</p>
<p>A criminal record was made, but no arrests.</p>
<p>&#8220;We feel that we are very closely connected and important to the community, so it is sad that this care is not reciprocated when we have been in a time of need,&#8221; said Alazraie. </p>
<p>This latest break-in came just days before the recent retail theft at Louis Vuitton in Union Square &#8211; which is seen using force to arrest suspects. </p>
<p>&#8220;That stung,&#8221; said Alazraie. </p>
<p>She added that small businesses like hers need the same urgency and police response. </p>
<p>&#8220;We should see this kind of perseverance and hard work especially in our neighborhoods, our communities that have been the anchors of San Francisco,&#8221; she said.</p>
<p>Alazraie says the suspects got away with products valued at thousands of dollars.</p>
<p>San Francisco police said they had reached out to the Alazraie family to lodge a complaint with the police.</p>
<p>They said an investigation into the incident and the department&#8217;s response are now under way.</p>

<p>According to regional housing experts, a strategic approach, leveraging both legislative proposals and government funding, is needed to most effectively address the state&#8217;s housing crisis.</p>
<p>Michael Lane, State Policy Director at the San Francisco Bay Area Planning and Urban Research Association, assessed the gradually evolving political landscape around housing rights and government investment.</p>
<p>Lane watched opposing factions sided with controversial housing laws and praised Governor Gavin Newsom&#8217;s injection of resources to address the state&#8217;s housing shortage, estimated at 3.5 million units by 2025.</p>
<p>&#8220;We know we need to solve this problem and we need to find ways to do it,&#8221; said Lane, referring to the general recognition that it takes a variety of approaches to enable more housing.</p>
<p>Speaking of the state&#8217;s financial contribution, Lane praised Newsom&#8217;s willingness to draw on the historic budget surplus to fuel efforts to fight homelessness and promote housing.</p>
<p>These investments include $ 750 million for the Homekey Project, the government&#8217;s program to acquire hotel and motel properties to convert them into homes for the homeless.  Lane also posted $ 500 million in low-income residential property tax credits, $ 250 million in infill infrastructure grant programs through the state Department of Housing and Community Development, and $ 100 million in funding for secondary housing construction.</p>
<p>In total, Newsom proposed $ 1.75 billion for programs targeting housing programs, which was approved by the district&#8217;s Housing Leadership Council.</p>
<p>“It&#8217;s worth highlighting the historic budget investment, particularly the $ 1.75 billion equity for HCD-funded projects.  This will help build thousands of shovel-ready affordable homes, ”said Leora Tanjuatco Ross, deputy director of the council, in an email.</p>
<p>While some of the funding comes from federal pandemic bailouts, most of it comes from Newsom&#8217;s budget proposal, which was built on a $ 76 billion surplus.</p>
<p>In addition to the cash injection, Lane said there is a political focus on ensuring that housing laws passed in previous years are effectively implemented and enforced.</p>
<p>The Housing and Community Development Department is a key government resource for working with cities to ensure existing housing goals are met, Lane said, and new proposed laws are designed to strengthen that work.</p>
<p>Congregation member David Chiu, D-San Francisco, proposed Law 215 to the Congregation, which would allow HCD to meet with cities and track progress in the middle of the eight-year housing planning cycle.</p>
<p>“To address the housing crisis, we need to make sure that cities implement their plans.  While some cities are trying hard, others are lagging behind, and this bill is about ensuring that all cities do what they promise, ”Chiu said in a prepared statement on the bill passed by and by the Assembly He is expected to go to the Senate this summer.</p>
<p>The deadline for submitting bills from homes or countries of origin was Friday June 4th.  Those who survived will be tried before the September 10 deadline, which is the last day any bill gets to Newsom&#8217;s desk.</p>
<p>After the latest deadline, Lane said it could be difficult to gauge the progress of certain bills &#8211; especially as most lawmakers focused on budget deliberations ahead of the Tuesday June 15 approval deadline.</p>
<p>&#8220;A lot is incremental,&#8221; he said.  &#8220;We always kind of expect that.&#8221;</p>
<p>Looking ahead, however, Lane expected clashes to arise over a number of divisive laws proposed by state senators earlier this year to facilitate the construction of additional housing with financial incentives and relaxed regulations.</p>
<p>The package called Housing Opportunities For All aims, among other things, to enable residential development in commercial areas;  rationalize the construction of developments that meet high environmental standards;  Permit maisonette construction in single-family zone neighborhoods;  and upzone areas near job centers, bus stops and other residential centers.</p>
<p>Senate Draft 9, which aims to facilitate the construction of maisonettes or partitions to allow additional development of residential parcels, and Senate Draft 10, the proposal for an increase, are vehemently opposed by neighborhood groups such as Livable California.</p>
<p>Critics claim the proposals will incentivize speculative property developers to buy land with plans to convert neighborhood lots into large projects that are incompatible with the existing character.</p>
<p>If approved, they claim the bills will allow the construction of more marketable units that are unaffordable for most residents and worsen gentrification patterns across the state.</p>
<p>&#8220;We do not see the huge expansion of luxury housing by the state in this law as an aid to the cities,&#8221; said a press release from Livable California on Senate Law 10, written by Senator Scott Wiener, D-San Francisco.</p>
<p>In addition to neighborhood groups, Lane also recognized the opposition from construction groups working to ensure that all housing bills include mandates to hire union workers.</p>
<p>Since many development proposals, especially those with a significant amount of affordable housing, often face tight margins, union requirements can often make funding impossible, Lane said.</p>
<p>To allay the financial concerns, he expressed hope that lawmakers could identify more ways to fund development projects.  In a broader sense, he was encouraged by the variety of efforts to address the state&#8217;s housing problems.</p>
<p>&#8220;I think there is a growing understanding and commitment from the legislature to keep working on it,&#8221; he said.</p>

<p>A Target spokesperson sent the following statement to KPIX 5, confirming that the decision to adjust the opening hours of stores in San Francisco was related to theft.</p>

<p>“For more than a month now, we&#8217;ve seen a significant and alarming increase in theft and security incidents in our San Francisco stores, similar to other retailers in the area.  Target is engaging local law enforcement, elected officials, and community partners to address our concerns.  With the safety of our guests, team members and communities a top priority, we have temporarily reduced our opening hours in six stores in San Francisco. &#8220;</p>
<p>Target stores in San Francisco have switched to a 9am to 6pm schedule, while most of the other Target stores are open between 7 or 8am and 10pm</p>
<p>“I wasn&#8217;t surprised because we saw other retailers in San Francisco close.  I take pride in the fact that they are trying to hold on and keep business open, ”said Rachel Michelin, president of the California Retailers Association.</p>
<p>Michelin told KPIX that San Francisco is the fifth worst city in the country for retail theft, with Los Angeles taking first place.  She says the shoplifters don&#8217;t work alone.  Often it is young people and people without shelter who are tapped by organized crime to do the dirty work.</p>
<p>&#8220;There comes a point &#8211; with what we&#8217;ve shared with the city&#8217;s elected leaders &#8211; where these kinds of decisions need to be made,&#8221; said Michelin.  “The bottom line is when these people don&#8217;t feel safe coming to work.  Then they have to take these drastic measures. &#8220;</p>

<p>KPIX asked the Mayor of San Francisco, London Breed, to consider Target&#8217;s move.</p>
<p>“I think part of that is a combination of our collaboration and the right security and staff to ensure that the customer experience is improved.  Cutting hours is not a solution, ”said Breed.</p>
<p>The mayor also said enforcement needs to be addressed.</p>
<p>“The question is, will this person be held accountable for what they did?  And that has to be part of the equation too, ”she explained.</p>
<p>Stores like CVS and Walgreens have been major San Francisco destinations for the past several months, as have smaller retail stores.  Companies say the thefts, many of which are linked to major criminal fencing operations, are escalating at a rate they have never seen before.</p>
<p>The problem was highlighted recently in a viral video in which a man rummaged through the shelves of a Walgreens store in San Francisco and quietly rode a bike out the door while a security guard and customers watched.</p>

<p>SANTA CLARA, Calif .&#8211; If everything goes according to plan by Sept. 12, defensive Nick Bosa will be on the field ready to play the Detroit Lions in the San Francisco 49ers&#8217; season opener.</p>
<p>Bosa, who spoke to the Bay Area media for the first time since tearing an anterior cruciate ligament tear in his left knee last September, left little doubt on Thursday that, barring any unforeseen setbacks, he will be ready for the 2021 season to start.</p>
<p>&#8220;I looked at the schedule but I knew when it was an early injury [last year], for the most part, I&#8217;d probably be ready to go for week 1, &#8220;Bosa said.&#8221; And everything is tending to be right now.  So I hope to step it up over time and be ready to give all I have in Week 1. &#8220;</p>

<p>In the first days of the Niners training camp, Bosa worked in individual exercises, but kept out of one-on-one rush and team exercises.  He arrived at camp and weighed around 260 pounds compared to the 263-265 he&#8217;d played in in 2019 in hopes that he could add a bit more speed on his return.  He said he was moving &#8220;better than I&#8217;ve ever done&#8221;.</p>
<p>Bosa won the 2019 NFL Defensive Rookie of the Year award after posting 47 tackles, nine sacks, 16 tackles for loss, and 60 quarterback pressures.  A promising start to 2020 was derailed by the knee injury against the New York Jets in Week 2 and resulted in a long recovery process away from his team.</p>
<p>After knee surgery, Bosa spent much of his time with brother Joey, family, and girlfriend in Southern California and at home in Florida.  The arduous rehabilitation and the lack of football made Bosa&#8217;s mind wander at times.</p>
<p>&#8220;My thoughts went to some dark places, especially when football is a really big part of your life,&#8221; said Bosa.  &#8220;And now you just value your family more.&#8221;</p>
<p>Bosa also said he was grappling with the decision on whether to have the COVID-19 vaccination.  He came to his media meeting on Thursday wearing a mask and is attending the NFL&#8217;s required protocols for unvaccinated players.</p>
<p>&#8220;I&#8217;m evaluating everything right now,&#8221; said Bosa.  &#8220;I haven&#8217;t made a decision yet. But follow the logs and see where it goes.&#8221;</p>
<p>When Bosa will take part in the full training sessions, there is still no fixed schedule.  But he&#8217;s impressed teammates and coaches with where he&#8217;s at in the process.</p>
<p>&#8220;Nick takes care of himself and is better than anyone I have ever met,&#8221; said coach Kyle Shanahan.  &#8220;The guy has a one-pronged mind and it&#8217;s great. So you knew he&#8217;d come in great. And now the time has come, you need to know how much time has passed since the injury. He moves and looks like that Being a player is not a problem. It&#8217;s all about building him up properly. &#8230; We take our time for him and we&#8217;re smart. &#8220;</p>

<p>The article makes reference to Boise&#8217;s affordability, but fails to capture the systemic problems that contribute to the housing crisis.</p>
<p>BOISE, Idaho &#8211; For Boiseans and Idahoans trying to get by in Gem State, the crushing real estate crisis and depressed wages have created something of a nightmare.  For Californians emigrating from the Golden State, this is a ripe opportunity to move and raise a family.</p>
<p>One of Monday&#8217;s most read stories for SFGATE, a San Francisco-based news website, focuses on the City of Trees becoming &#8220;the next hotspot in the Bay Area&#8217;s tech exodus.&#8221;</p>
<p>The article highlights, &#8220;Tech newcomers see Boise as a city for those who seek balance,&#8221; and cites the city&#8217;s access to the foothills and nature.</p>
<p>The reporter, Joshua Bote, a Los Angeles native and a UC Berkeley graduate, also noted that displeasure with Californians flocking to Idaho is growing.  However, they spoke to a failed Boise mayoral candidate who only garnered less than 1,000 votes for it, which may not be the best perspective to reflect a city of over 225,000 residents.</p>
<p>Bote notes that Californians moving to Idaho emphasize several things about Boise: &#8220;California&#8217;s relative closeness to Boise, Boise&#8217;s affordability, and perhaps most importantly, Boise&#8217;s growing attraction in the tech class.&#8221;</p>
<p>The City of Trees and the rest of Treasure Valley may be affordable for the tech class, but this is far from being the case for those who already call Gem State home.</p>
<p>According to USA Today, Boise house prices rose faster than any other major US city from 2017 to 2021, as the average house price rose 72% in four years.</p>

<p>In May 2021, the average home sales price in Ada County exceeded $ 500,000, more than 45% more than in May 2020. Over the past five years, Idaho wages have increased only about 14%.</p>
<p>Idahoans looking for a rental home also don&#8217;t experience the &#8220;affordability&#8221;.  Between the start of COVID-19 and October 2020, Boise rent rose 9%, a number that has likely not improved in the past eight months.</p>
<p>SFGATE mentioned Boise&#8217;s rising housing costs, but footnoteed where Boise is a destination for people in the tech industry and said, &#8220;It&#8217;s also not the high cost of a big city, although that is changing fast.&#8221;</p>
<p>Bote later highlighted the discrepancy between being a San Francisco reporter covering Idaho by saying, &#8220;Many longtime Boiseites are concerned about being driven out of the neighborhood by the tech elite.&#8221; </p>
<p>For the record, the people who live in Boise are Boiseans, not Boiseites.  I almost got an aneurysm while reading &#8220;Boiseites&#8221;. </p>
<p>The only local messenger he spoke to was a single anonymous source who vulgarly cursed the &#8220;rich hypercapitalist tech right&#8221; [expletive]&#8221;moving to Boise, which doesn&#8217;t sound very Boise-friendly. </p>
<p>With no real feedback from Boiseans, Bote reaches out to describe Boise&#8217;s &#8220;grudge&#8221; against &#8220;the tech elite&#8221;.</p>
<p>A survey conducted by Boise State University better captures local concerns.  Out of 750 people who participated in the survey, 78% said the region is growing too fast, up from 40-45% who agreed with the assessment in 2016.  81% of renters said housing costs are a burden on their finances, compared with 33% of those who own a home.  Around half of all respondents said that housing costs put a strain on their finances.</p>

<p>The article also features multiple interviews with people who moved to Boise as part of the exodus from the Golden State of California, including Clark Krause, executive director of the Boise Valley Economic Partnership.</p>
<p>The reality interviewees face in Idaho, however, is very different from that of the thousands of Idahoans (for the record isn&#8217;t a word from Idaho, either) who are still earning the minimum wage of $ 7.25, which has been in place since 2009 was no longer touched.</p>
<p>Nor is it that Treasure Valley can work its way out of this crisis.  Timber and labor shortages across the country are making housing projects more expensive and taking months longer.  With housing taking almost a year to build, the housing crisis is unlikely to turn around quickly.</p>
<p>Idahoans have gotten used to Gem State or Treasure Valley being in the top ten on a list that uses a vague and complicated formula in its ranking system. </p>
<p>However, any outside perspective or reporting needs to consider the challenges Treasure Valley is facing, especially when it comes to its housing crisis and stagnant wages.  Talking to two privileged white men who managed to move to the City of Trees and an angry anonymous person who couldn&#8217;t fill out a questionnaire doesn&#8217;t paint the full picture of life in Boise.</p>
<p>The &#8220;affordability&#8221; of the City of Trees may apply to those with deep tech pockets, but the reality is different for those struggling to afford rising housing costs with low wages.</p>

<p>The Miami Dolphins have tons of options in the 2021 NFL Draft, with two picks in the first round and even more capital beyond.  On April 29th, Miami&#8217;s plans for the first round selection are taking shape.</p>
<p>Things started rapidly when Miami traded # 3 overall for the San Francisco 49ers.  Minutes later, the Dolphins sent the number 12 to the Philadelphia Eagles via San Francisco for the sixth pick.</p>
<p>With only a few days left before the NFL Draft Clock kicks off, Miami is taking calls for its first round first choice.  In the meantime, the team&#8217;s position priority could change with their later selection in Round 1.</p>
<p><strong>Related: 3 Trading Options for the Miami Dolphins in the 2021 NFL Draft</strong></p>
<p>According to Pro Football Network&#8217;s Tony Pauline, Najee Harris&#8217; Dolphins are moving away in 18th place overall and are focused on creating an edge breaker.</p>
<p>Harris would be a fantastic addition to Miami&#8217;s backfield.  He would reunite with Tua Tagovailoa, a close friend, and help make this a more balanced offense.  With teams becoming increasingly concerned about investing a selection from the first round in a running back, it comes as no great surprise that the front office could head in a different direction.</p>
<p>Miami would surely love it if the Michigan Edge rusher Kwity Paye, the 18th player on our draft board, was available.  But he could be on the New York Giants&#8217; radar and targeted by a few other clubs.  When he&#8217;s gone, Azeez Ojulari and Jaelan Phillips stand out as intriguing options at number 18.</p>
<p><strong>Miami Dolphins bill design: </strong>7-round 2021 NFL draft projections</p>
<p>Assuming Miami is waiting to run back by day two, some candidates stand out.</p>
<h2>Day 2 runs back goals for dolphins</h2>
<p>Harris likely won&#8217;t make it through Round 1 thanks to the Pittsburgh Steelers.  Hence, the Dolphins will have to look elsewhere for a featured running back.</p>
<p>If Travis Etienne is in 36th place overall, chances are he&#8217;ll be available.  He is the best threat for the 2021 NFL Draft class home run and his passport catcher skills are flying under the radar.  While it profiles itself as an exciting back on the next level, it may not be Miami&#8217;s preferred target.</p>
<p>North Carolina star Javonte Williams is the turnaround to think about.  While it&#8217;s a year-long wonder risk, it also means fewer tread concerns on the tires.  At 5-foot-10, Williams offers incredible evasiveness, runs with a physicality hard to find, and is incredible at maintaining balance after contact.</p>
<p>NFL draft analyst Matt Fitzgerald compares him to an improved version of Josh Jacobs, the star of the Las Vegas Raiders.  Such a return would be a huge boost to Miami&#8217;s crimes.</p>

<p>If Miami wants to wait a little longer, there will be a committee to fall back on.  Williams&#8217; teammate Michael Carter plays a lot taller than him (5-foot-8) and there is a lot of explosiveness in his game.  It is equally important that he be one of the better recipients in this class.</p>

<p class="text | article-text">Have someone say &#8220;2K&#8221;, &#8220;Cancel rental!&#8221; To Pelosi&#8217;s garage door!  and &#8220;We want it all,&#8221; apparently in reference to the failed attempt by Congress to provide $ 2,000 stimulus checks to Americans.</p>
<p class="text | article-text">Vandals also left fake blood and a pig&#8217;s head outside the home.</p>
<p class="text | article-text">The crews later covered the vandalism on the door with black garbage bags.</p>
<p class="text | article-text">It is unclear whether Pelosi was home at the time of the vandalism.  It is currently unknown whether there were any arrests in the case.</p>
