<p>Presidio Tunnel Tops features scenic overlooks with stunning views of the Golden Gate Bridge, the bay and the city, paths and gardens, a welcome plaza with food and visitor services, a campfire circle, picnic grounds and more.  Kids and adults alike can learn about nature, explore and have fun at the two-acre &#8220;Outpost&#8221; nature playscape and Field Station.  Presidio Tunnel Tops opens to the public <span class="xn-chron">Jul 17</span> kicking off with an inaugural season of free family-friendly events and activities through October.</p>

<p>About Presidio Tunnel Tops                                        <br class="dnr"/>In 1993, Bay Area leaders, urban planners and citizens were faced with the need to replace the seismically unsafe Doyle Drive, which cut the <span class="xn-location">Presidio</span> in two as it led to the Golden Gate Bridge.  A vision to construct the highway into tunnels and reconnect the park by creating new land over their tops was put forth and the Presidio Tunnel Tops project was born.  Hundreds of hours of community engagement with more than 10,000 participants shaped the final design of the site.  James Corner Field Operations, the firm behind <span class="xn-location">New York&#8217;s</span> High Line, was selected as the design partner. <p>Staring out at the Golden Gate Bridge on a sunny summer morning as fog swept slowly through the towering orange beams, a shudder of anger ran through me.  This sweeping vista from the new Tunnel Tops park had not only been obscured from pedestrians for decades — the land severed a connection to the bay from one of the most unique national parklands in the country.</p>
<p>Sure, there are plenty of other places to get a good look at San Francisco&#8217;s most iconic landmark, but for nearly 100 years, this view belonged only to passing cars, military members, the occasional event attendees and patrons of a Burger King.  Yes, a Burger King.</p>
<p>We&#8217;ll get back to the Burger King, but as visitors lounged on benches made of fallen cypress trees from the Presidio and children climbed on play structures made of wood and stone, nothing looked overtly shiny and new.  Freshly planted native plants and carefully curated, landscaped paths blended into the scenery, putting the focus on, instead, what a city park can be.  And surely, the best part about Tunnel Tops is that you likely won&#8217;t realize you&#8217;re walking on top of a tunnel at all. </p>

<p>This isn&#8217;t to undermine the beauty of the park or all the work that went into making it a truly special place for San Franciscans.  But beneath all that beauty, quite literally, is the importance of transformative urban infrastructure, celebrating greenspace over cars — or at the very least finding a harmony in which the two can coexist.  You just have to seize the opportunity. </p>
<p>In January 1989, the US Army announced it would exit the Presidio.  Later that year, one of the biggest earthquakes the city had ever experienced hit, forcing city officials to reexamine the future of Doyle Drive freeway, which had bifurcated the land for years.  As the military base became part of the Golden Gate National Recreation Area and the area transformed, the vision for Tunnel Tops began to take shape, slowly.</p>
<p>“The Burger King with the best view” was demolished in celebration.  James Corner Field Operations, famed for his creation of New York City&#8217;s High Line, was chosen as the design partner on the project.  The community was asked to weigh in, and more than 10,000 people contributed their opinions.  The Golden Gate National Parks Conservancy raised $98 million and the Presidio Trust contributed $20 million.</p>

<p>After more than 20 years of planning, plenty of bureaucratic delays and one pandemic, Tunnel Tops park officially opens to the public Sunday, allowing visitors to walk through the Presidio and down to Crissy Field and the beach below.  The separate areas that once felt so distinct are now seamlessly blended together.  It&#8217;s almost surprising how close they always were.</p>
<p>While there&#8217;s plenty to explore in the 14-acre space for adults — don&#8217;t miss the campfire circle — the land is largely set aside for children.  A two-acre play area designed to embrace safe risk-taking and crafted from natural materials decries brightly colored plastic playgrounds everywhere and emphasizes the importance of what can be learned from the nature around us.</p>

<p>Nearby, the Field Station allows kids to learn indoors, reminiscent of a free interactive museum where kids can immerse themselves in science and exploration.  The Crissy Field Center and learning labs are next door, making additional space for kids and families.  There will be plenty of programming at the park, the first on display being the inaugural art exhibition from Favianna Rodriguez, honoring the Ohlone Ramaytush and their ancestral homeland.</p>

<p>The new park also has plans to solve another persistent problem — the lack of food and drink options in the area.  With daily food trucks spanning offerings from specialty coffee to empanadas to craft cocktails, visitors will no longer need to leave the area for a meal and instead can while away the hours on one of the expansive meadows.  There are even reservable picnic areas, some of which include grills.</p>

<p>The grand opening comes just months after the adjacent six-acre Battery Bluffs Park made its debut, cementing the area as destination-worthy for residents and tourists alike. </p>
<p>As I made my final loop around the park, I wandered over near where you can peer down on the passing traffic below.  I turned my back to the bridge and glanced back toward the city.  The Palace of Fine Arts was in full view to the east, while the Transamerica Pyramid and Salesforce Tower loomed over the city skyline as I scanned.  Turning my eyes southward, the tip of Sutro Tower jutted out from the fog. </p>

<p>Tunnel Tops will undoubtedly be coveted by tourists for that Golden Gate Bridge view, but for the residents, the best view may be behind you.</p>
<p>Presidio Tunnel Tops is located at 210 Lincoln Boulevard.  It officially opens to the public on July 17. The park will be open daily, with the Outpost open 9:30 am to 6 pm from April to Oct.  and 9:30 am to 4:30 pm from Nov. to March.  The Field Station is open Tuesday to Friday from 11 am to 4 pm and weekends from 10 am to 5 pm Food trucks will be available daily from 9 am to 6 pm</p>

<p>After working from their family homes or college towns in the early days of the pandemic, Gen Z is finally moving to the big city.</p>
<p>A new report from RentCafe, a real estate listing firm, found the volume of rental applications from people born between 1997 and 2012 rose 21% over the past year, while the volume of applications for all other generations fell.</p>
<p>Some of that trend is likely to do with age: Renters tend to be younger than homeowners, and millennials, now entering their 30s and 40s, are in their peak homebuying years.</p>
<p>But certain cities saw outsize leaps in the share of Gen Z rental applications between 2020 and 2021. San Francisco took the top spot, with a 101% surge.  Jersey City, New Jersey — located just across the river from New York City&#8217;s Manhattan borough — was next with a 95% bump in applications from Zoomers.</p>
<p>“Big cities are appealing for a host of reasons,” Nicholas Dempsey, an associate sociology professor at Eckerd College, said in the report, citing plentiful job opportunities, restaurants, gyms, public transportation and opportunities for networking (both professional and romantic).</p>

<p>RentCafe&#8217;s list was based on a comparison of rental application data from between January and October 2021 and from the same period in 2020. The trendiest cities had the highest percent change in the share of Gen Z rental applications between 2020 and 2021.</p>

<h2>Renting vs. owning: Which is cheaper?</h2>
<p>Renting is a great option for young people, people building up their finances and credit, and folks who want lots of flexibility in their living situation.  But as the housing market continues to burn white hot, rents are rising, too.</p>
<p>A recent survey from the real estate firm Redfin found that rents across the United States rose more than 15% between January 2021 and January 2022, with some cities — like Portland, Oregon;  Austin, Texas;  and Newark, New Jersey — seeing rent growth above 30%.</p>
<p>Increasingly expensive rent means that in some major American cities, it&#8217;s actually cheaper to own a starter home than it is to rent a comparable place to live.  For those who&#8217;d rather buy than rent, a previous RentCafe report identified the cities where it&#8217;s easiest for a young family to save for a starter home.  Bloomington, Illinois, topped that list.</p>

<p>SACRAMENTO (AP) &#8212; California&#8217;s coronavirus death toll has surpassed 80,000, and another 3,000 people are expected to die by the end of the month, even as infections, hospitalizations and ICU cases fall nearly as fast as they did during the rapid-fire Omicron -wave of the pandemic have risen .</p>
<p>The toll hit 80,688 on Friday, according to data from Johns Hopkins University.</p>

<p>That&#8217;s the highest in the US, but the country&#8217;s most populous state has a per capita death rate that&#8217;s among the lowest at 38.  Texas has just a few hundred fewer deaths than California, but has 10 million fewer residents and therefore a higher per capita rate.</p>
<p>Another 220 deaths in California were reported Thursday, and the state&#8217;s forecast models show the death toll will top 83,600 by the end of February.  Despite the dismal record, other indicators showed that California has clearly passed the peak of the latest and most contagious wave.</p>
<p>The state&#8217;s hospital admissions have fallen by more than 3,300 from a peak of 15,435 two weeks ago, well below the all-time high of nearly 22,000 in January 2021.</p>
<p>There were fewer than 2,300 intensive care patients, 300 fewer cases than 10 days ago and less than half the number in January 2021.</p>
<p>&#8220;We&#8217;ve definitely peaked and are seeing a downward trend in the numbers, but we&#8217;re not over the hill yet,&#8221; said Dr.  Olivia Kasirye, Sacramento County Health Officer.</p>
<p>Hospitalization rates in the state&#8217;s capital region and many other regions remain high, and waves of infection continue in places, including Sacramento County&#8217;s two jails.  Nearly 5,000 of the California state penitentiary&#8217;s 97,000 inmates are infected, along with 2,900 correctional workers.</p>
<p>However, the state&#8217;s case rate and positivity rates have fallen from their highs in early January, and models predict the number of those infected will continue to decline across geographies.</p>
<p>The hopeful trends mean Los Angeles is among counties moving toward relaxing mask mandates.  New cases in the country&#8217;s most populous county on Thursday accounted for about a quarter of the daily record number of cases set a few weeks ago.</p>
<p>About 3,200 people infected remained in the Los Angeles County hospital Thursday, but the number has fallen and Public Health Director Dr.  Barbara Ferrer said the winter surge will be considered over if it falls below 2,500 for seven days in a row.</p>

<p>Once that threshold is met, Los Angeles County will end mask requirements for large outdoor events such as concerts and sporting events, as well as for outdoor spaces in schools and childcare facilities.</p>
<p>The indoor mask requirements will remain in effect until the county has two consecutive weeks at or below a &#8220;moderate&#8221; rate of 50 new cases per 100,000 residents and no reports of a new, troubling variant circulate, Ferrer said.  The fall rate is now almost three times above the threshold.</p>
<p>&#8220;Post surge doesn&#8217;t mean the pandemic is over, or that transmission is low, or that there won&#8217;t be unpredictable waves of surges in the future,&#8221; Ferrer warned.</p>
<p>California&#8217;s statewide mask mandate expires on February 15, although local governments can still maintain their own mandates.</p>
<p>California&#8217;s confirmed number of coronavirus cases has now surpassed 8 million, but the 37,000 new cases reported Thursday are dramatically below the seven-day average of nearly 120,000 in early January.</p>
<p>The state&#8217;s models predict hospital admissions will fall by two-thirds to about 4,200 in another month, while intensive care unit cases will fall to less than 500, a fifth of what they are now.</p>
<p>The Omicron variant spreads even more easily than other strains of coronavirus and more easily infects those who have been vaccinated or previously infected with earlier versions of the virus.</p>
<p>However, early studies show that omicron is less likely to cause serious illness than the previous Delta variant, and vaccination and booster shots still offer strong protection against serious illness, hospitalization, and death.</p>
<p>Officials said unvaccinated Californians are 30 times more likely to die than people who got their booster shots;  nearly 15 times more likely to be hospitalized;  and are 7.5 times more likely to contract COVID-19.</p>

<p>Boston and San Francisco have long been established as the two largest biotech hubs in the country, research and development houses that have spread their tentacles to every level of the industry.  However, as space has grown, these two hubs have placed tighter barriers to entry &#8211; meaning cities like Seattle could have the chance to build their own innovation hub.</p>
<p>The Seattle-Tacoma-Bellevue Triangle is the fastest growing area for life sciences employment, closely followed by the Atlanta Area and the Orlando-Kissimmee-Sanford Triangle, according to a new report from JLL.  The team compared employment rates in the industry between the last five years and the previous five years.</p>
<p>On that assessment, life science positions in the Seattle area increased 3.1% compared to 3% in the Atlanta area and 2.9% in the Central Florida Triangle.  In terms of wage positioning &#8211; a metric that compares relative wages across biotech hubs &#8211; the Seattle area ranked fourth, just behind Los Angeles, the Twin Cities, and the North Carolina Triangle of Raleigh-Durham-Chapel Hill.</p>
<p>In the JLL report, titled &#8220;Life Sciences Emerging Markets Index: Ready for a Paradigm Shift,&#8221; the team examined not only the &#8220;dynamics&#8221; of biotech hubs, but also their abundance of talent and &#8220;potential&#8221; to attract a workforce .</p>
<p>&#8220;While Boston, San Francisco and San Diego will always be a permanent fixture in the life sciences pantheon, the incredible dynamism of the industry is opening up new markets that are of growing interest to life science investors and companies alike due to their lifestyle, cost of living and demographic advantage.&#8221; wrote JLL.</p>
<p>In terms of total STEM degrees, the megacities were obviously at the top of the list: New York City, Los Angeles, Chicago, and Washington, DC.  The list is rounded off by the areas of Houston and Dallas, San Francisco, Boston, Toronto and Atlanta.</p>
<p>The report also outlined an index of &#8220;potential,&#8221; which it defined as a matrix of housing availability, an existing millennial workforce, government corporate taxes, and R&#038;D funding for higher education.  With this metric, the Charlotte-Gastonia-Concord Triangle in North Carolina has narrowly displaced the Seattle area.  Immediately below these front-runners were the Denver-Aurora-Lakewood, Colorado area and the Austin, TX area, including two cities along Interstate 35 &#8211; Round Rock and Georgetown.  A few other surprises on the top 10 list included Boise, ID, and the greater Nashville area.</p>
<p>Part of what defined the potential of these areas was corporate tax rates, and on that front Washington and Texas are ahead.  Both states have an enterprise rate of 0% &#8211; only North Carolina is close to 2.5%.  Meanwhile, California, New York and Texas topped the list of R&#038;D spending on higher education, a landmark in IP manufacturing and business tracking, JLL said.</p>
