<p class="css-at9mc1 evys1bk0">WASHINGTON – Der Senat hat am Dienstag mit überwältigender Mehrheit beider Parteien einem Infrastrukturgesetz in Höhe von einer Billion Dollar zugestimmt. Damit sollen die maroden Straßen und Brücken des Landes wiederaufgebaut und neue Initiativen zur Stärkung der Klimaresilienz und zur Breitbandversorgung finanziert werden. Damit ist ein zentraler Bestandteil der Agenda von Präsident Biden umgesetzt.</p>
<p class="css-at9mc1 evys1bk0">Das Ergebnis von 69 zu 30 Stimmen war ungewöhnlich parteiübergreifend. Zu den Ja-Stimmen gehörten Senator Mitch McConnell aus Kentucky, der republikanische Führer, und 18 weitere Mitglieder seiner Partei, die die zunehmend schrillen Versuche des ehemaligen Präsidenten Donald J. Trump, das Gesetz zu verhindern, ignorierten.</p>
<p class="css-at9mc1 evys1bk0">„Ich glaube, diese historische Investition in die Infrastruktur ist das, was Sie, das amerikanische Volk, wollen, was Sie schon seit langer, langer Zeit fordern“, sagte Biden im Weißen Haus und dankte den Republikanern für ihren „großen Mut“.</p>

Es würde nahezu jeden Aspekt der amerikanischen Wirtschaft berühren und die Reaktion des Landes auf die globale Erwärmung stärken. Die Mittel für die Modernisierung des nationalen Stromnetzes würden Rekordhöhen erreichen, ebenso wie Projekte zur besseren Bewältigung von Klimarisiken. Hunderte Milliarden Dollar würden in die Reparatur und den Ersatz veralteter öffentlicher Bauprojekte fließen.</p>
<p class="css-at9mc1 evys1bk0">Von den 550 Milliarden Dollar an neuen Bundesausgaben würde die Maßnahme 65 Milliarden Dollar für den Ausbau des Hochgeschwindigkeits-Internetzugangs bereitstellen, 110 Milliarden Dollar für Straßen, Brücken und andere Projekte, 25 Milliarden Dollar für Flughäfen und die höchsten Finanzmittel für Amtrak seit der Gründung des Personenbahndienstes im Jahr 1971. Außerdem würden bestehende Infrastruktur- und Transportprogramme, die Ende September auslaufen, erneuert und modernisiert.</p>
<p class="css-at9mc1 evys1bk0">Sein Erfolg, der größtenteils von einer Gruppe republikanischer und demokratischer Senatoren in Absprache mit Vertretern des Weißen Hauses sorgfältig ausgehandelt wurde, ist eine Bestätigung von Bidens Überzeugung, dass ein überparteilicher Kompromiss bei einer Priorität möglich sei, die seit langem von beiden Parteien geteilt wird – selbst in einem Moment tiefer politischer Spaltung.</p>

<p class="css-at9mc1 evys1bk0">Senator Rob Portman, Republikaner aus Ohio, sagte: „Jeder, der an diesem Vorhaben beteiligt ist, kann stolz sein auf das, was dieses Gremium heute erreicht – der Senat macht seine Arbeit.“</p>
<p class="css-at9mc1 evys1bk0">Nach diesem überparteilichen Sieg wandten sich die Demokraten sofort einem parteipolitischeren Unterfangen zu: einem zweiten Sozialpaket, mit dem sie ihre restlichen Ausgabenprioritäten erfüllen würden. Der 3,5 Billionen Dollar schwere Sozialhaushalt des Senats, der voraussichtlich am späten Dienstag oder frühen Mittwoch entlang der Parteilinien verabschiedet wird, wird es den Senatsausschüssen ermöglichen, Gesetzesentwürfe zu Klimaschutz, Gesundheit, Bildung und bezahltem Familien- und Krankenurlaub auszuarbeiten und diese trotz der Drohung einer Filibuster-Aktion zu verabschieden. Der Haushalt wird auch Steuererhöhungen beinhalten – und dürfte auf einstimmigen Widerstand der Republikaner stoßen.</p>
<p class="css-at9mc1 evys1bk0">„Trotz des langen Weges, den wir zurückgelegt haben, haben wir endlich die Ziellinie erreicht“, sagte Senator Chuck Schumer aus New York, der Mehrheitsführer, am Dienstag. Doch er wandte sich an seine Kollegen, die sich eifrig um ungelöste Prioritäten kümmern wollten, und fügte hinzu: „Wir bewegen uns auf einen zweiten Weg, der einen Generationenwechsel mit sich bringen wird.“</p>
<p class="css-at9mc1 evys1bk0">Die Abstimmung im Senat war der Höhepunkt einer zermürbenden, monatelangen Verhandlung zwischen der Biden-Regierung und Senatoren beider Parteien über den Umfang und die Größe eines Infrastrukturgesetzes. Nach einem verkürzten Versuch, mit Senatorin Shelley Moore Capito, Republikanerin aus West Virginia, an einem Plan zu arbeiten, der die Unterstützung der GOP-Führer gewinnen könnte, richtete Herr Biden seine Aufmerksamkeit auf eine Gruppe von 10 gemäßigten Republikanern und Demokraten, die geholfen hatten, den Kompromiss zu erzielen, der den Weg für ein Pandemie-Hilfspaket nach den Wahlen im Dezember ebnete.</p>
<p class="css-at9mc1 evys1bk0">Die Senatoren und hochrangigen Beamten des Weißen Hauses debattierten wochenlang bei nächtlichen Mahlzeiten, virtuellen Meetings und Telefonaten über die Struktur und Finanzierung des Gesetzes. Selbst nachdem die Gruppe im Juni triumphierend einen Entwurf verkündete, dauerte es einen Monat, diesen in ein Gesetz umzusetzen. Unterwegs schien das Vorhaben kurz vor dem Scheitern zu stehen, nachdem es bei einer Testabstimmung im Senat durchfiel und Trump es von der Seitenlinie aus kritisierte und die Republikaner davon zu überzeugen versuchte, dass sie für ihre Unterstützung einen hohen politischen Preis zahlen würden.</p>
<p class="css-at9mc1 evys1bk0">„Wenn es auf beiden Seiten des Ganges mehr Leute gibt, die Dinge parteipolitisch angehen wollen, anstatt herauszufinden, wie wir zusammenarbeiten können, dann ist das meiner Meinung nach nicht im besten Interesse des Landes“, sagte Senatorin Jeanne Shaheen, Demokratin aus New Hampshire und eine der wichtigsten Verhandlungsführerinnen, in einem Interview. „Das war wirklich wichtig für die anhaltenden Beziehungen innerhalb des Senats, die so wichtig sind, um Dinge zu erledigen.“</p>
<p class="css-at9mc1 evys1bk0">Besonders quälend war für die Unterhändler die Frage, wie ihr Plan finanziert werden sollte. Die Republikaner erklärten, sie würden keine Gesetze unterstützen, die Steuern erhöhen, und lehnten einen Vorschlag ab, die Kontrollen des IRS gegen Steuerbetrüger zu verstärken. Die Demokraten schlossen eine Erhöhung der Nutzungsgebühren für Autofahrer aus.</p>
<p class="css-at9mc1 evys1bk0">Die Demokraten und Biden, die ursprünglich einen Infrastrukturplan im Wert von 2,3 Billionen Dollar vorgeschlagen hatten, machten große Zugeständnisse. Das Paket enthält weit weniger Mittel als sie gewollt hatten, unter anderem für den Austausch von Bleirohren, den öffentlichen Nahverkehr und Projekte zur sauberen Energie.</p>
<p class="css-at9mc1 evys1bk0">Um den Rest zu finanzieren, müsste die Regierung nach Ansicht von Analysten höchstwahrscheinlich hohe Kredite aufnehmen. Am Donnerstag erklärte das Congressional Budget Office, das Gesetz werde das Haushaltsdefizit innerhalb von zehn Jahren um 256 Milliarden Dollar erhöhen, was den Behauptungen der Verfasser widerspricht, ihr Gesetz werde vollständig bezahlt werden.</p>
<p class="css-at9mc1 evys1bk0">Das ist fast die Hälfte der neuen Ausgaben, die in dem Gesetzentwurf vorgesehen sind, der einen Flickenteppich von Maßnahmen enthält, mit denen angeblich Einnahmen zur Finanzierung des Gesetzes erzielt werden sollen. Dazu gehören die Umwidmung nicht ausgegebener Pandemie-Hilfsgelder, eine strengere Regulierung von Kryptowährungen und die Verzögerung der Umsetzung einer Regel aus der Trump-Ära, die die Art und Weise ändern würde, wie Pharmaunternehmen Medicare-Patienten Rabatte auf Krankenversicherungspläne anbieten können.</p>
<p class="css-at9mc1 evys1bk0">Finanzwächter hatten gewarnt, dass die Senatoren mit Haushaltstricks die wahren Kosten ihrer Vereinbarung verschleiern würden, und die Schätzung des Haushaltsbüros schien diesen Verdacht zu bestätigen. Das veranlasste einige von McConnells Stellvertretern teilweise dazu, sich von der Politik abzuwenden.</p>
<p class="css-at9mc1 evys1bk0">„Ich unterstütze voll und ganz die Zusammenarbeit unserer Mitglieder über Parteigrenzen hinweg, um neue Probleme zu lösen“, sagte Senator John Thune aus South Dakota, der zweithöchste Republikaner, gegenüber Reportern. „Vieles wird einfach auf die Schulden abgewälzt, und ich halte das für falsch.“</p>
<p class="css-at9mc1 evys1bk0">Doch nach tagelangen Abstimmungen über Änderungen an dem mehr als 2.000 Seiten starken Gesetzentwurf zuckten die meisten Senatoren angesichts der Defizitzahlen die Achseln.</p>
<p class="css-at9mc1 evys1bk0">Nach wiederholten Versprechungen, dass ein Infrastrukturgesetz kommen werde, erwies es sich als schwierig, an den Haushaltsprinzipien festzuhalten. Die Abgeordneten beider Parteien haben das Paket mit unzähligen Prioritäten und Projekten vollgestopft, darunter der Wiederaufbau einer Autobahn in Alaska, ein Verbot von E-Zigaretten auf Amtrak und eine Milliarde Dollar für die Sanierung der Großen Seen. Das Gesetz sieht außerdem 24 Millionen Dollar für die Sanierung der Bucht von San Francisco, 106 Millionen Dollar für den Long Island Sound und 238 Millionen Dollar für die Chesapeake Bay vor.</p>
<p class="css-at9mc1 evys1bk0">Der Gesetzentwurf bringt auch große politische Veränderungen mit sich. Er kommt einem stillschweigenden, parteiübergreifenden Eingeständnis gleich, dass das Land auf eine Verschlechterung des Klimas schlecht vorbereitet ist. Milliarden von Dollar sollen in Projekte investiert werden, um Häuser besser vor Wetterkatastrophen zu schützen, gefährdete Gemeinden aus der Gefahrenzone zu bringen und neue Ansätze zur Bekämpfung des Klimawandels zu unterstützen.</p>
<p class="css-at9mc1 evys1bk0">Es umfasst außerdem 73 Milliarden Dollar für die Modernisierung des nationalen Stromnetzes, damit es mehr erneuerbare Energie transportieren kann, 7,5 Milliarden Dollar für den Bau von Ladestationen für Elektrofahrzeuge, 17,5 Milliarden Dollar für umweltfreundliche Busse und Fähren und 15 Milliarden Dollar für die Entfernung von Bleirohren.</p>
<p class="css-at9mc1 evys1bk0">Die Vereinbarung zielt darauf ab, wichtige Ressourcen für unterversorgte Gemeinden bereitzustellen, wenn auch nicht so viel, wie Herr Biden gefordert hatte. Sie würde über einen Zeitraum von fünf Jahren eine Milliarde Dollar – etwas mehr als die Hälfte davon an neuen Bundesmitteln – in ein Programm fließen lassen, das dabei helfen soll, durch den Bau von Autobahnen getrennte Gemeinden wieder miteinander zu verbinden, sowie Millionen von Dollar, um den Zugang zu fließendem Wasser in Stammes- und Alaska-Ureinwohnergemeinden zu verbessern.</p>
<p class="css-at9mc1 evys1bk0">Das Gesetz sieht außerdem Geld für die Wiederherstellung von Seen im ganzen Land, 66 Milliarden Dollar an neuen Mitteln für Amtrak und mehr Mittel für Programme vor, die Fußgängern sichere Fahrten ermöglichen sollen. Außerdem wird ein Pilotprogramm im Wert von 350 Millionen Dollar für Projekte geschaffen, die die Zahl der Kollisionen zwischen Fahrzeugen und Wildtieren verringern sollen.</p>
<p class="css-at9mc1 evys1bk0">Der Gesetzentwurf sieht jedes Jahr einen steigenden Betrag für Zuschüsse zur Reinigung des Trinkwassers vor, indem bleiverseuchte Rohre entfernt und andere Infrastrukturverbesserungen vorgenommen werden. Das Gesetz reserviert mindestens 25 Millionen Dollar pro Jahr für „kleine und benachteiligte Gemeinden“.</p>
<p class="css-at9mc1 evys1bk0">In den Tagen vor der Verabschiedung der Maßnahme unternahmen die Senatoren einen letzten Versuch, einige Ausnahmen von den strengen Steuervorschriften für Kryptowährungsmakler zuzulassen, die im ursprünglichen Gesetzentwurf enthalten waren, nachdem Senatoren beider Parteien Widerstand geleistet hatten. Ohne Einigung über andere Änderungen gelang es den Unterhändlern jedoch letztlich nicht, eine einstimmige Zustimmung zu diesen Änderungen zu erreichen.</p>
<p class="css-at9mc1 evys1bk0">Das Infrastrukturgesetz steht im Repräsentantenhaus vor einem schwierigen Weg, wo Frau Pelosi wiederholt gesagt hat, sie werde es nicht aufgreifen, bis der Senat das Versöhnungsgesetz verabschiedet. Das Repräsentantenhaus hat auch sein eigenes Infrastrukturgesetz verabschiedet, das mehr Geld für die Eindämmung des Klimawandels und fast 5,7 Milliarden Dollar zur Finanzierung von 1.473 Projekten in Wohnbezirken oder Sondermitteln vorsieht, die vom Verkehrs- und Infrastrukturausschuss des Repräsentantenhauses geprüft wurden.</p>
<p class="css-at9mc1 evys1bk0">Eine Handvoll gemäßigter Demokraten drängten Pelosi, eine Einzelabstimmung über das parteiübergreifende Abkommen nicht zu verzögern. Doch die Führer des Congressional Progressive Caucus warnten Pelosi in einem Brief, dass eine Mehrheit seiner 96 Mitglieder bestätigt habe, sie würden ihre Unterstützung für das Gesetz zurückhalten, bis das zweite, weitaus umfangreichere Paket den Abstimmungsprozess im Senat passiert habe.</p>
<p class="css-at9mc1 evys1bk0">„Bei allem Respekt für den Senat bin ich froh, dass er verabschiedet wurde, ich bin froh, dass er überparteilich ist“, sagte Pelosi am Dienstag bei einer Veranstaltung in San Francisco. „Aber er spiegelt nicht die Gesamtheit der Vision von Joe Biden und den Demokraten im Kongress wider.“</p>

<p>WASHINGTION (BCN) &#8211; After the U.S. Senate passed an infrastructure bill this week, California is poised to receive billions of federal dollars, Senator Alex Padilla said on Wednesday.</p>
<p>However, the $ 1 trillion bipartisan legislative package has yet to be approved by the House of Representatives before the money goes into the state.</p>

<p>Padilla, who was attended by San Jose Mayor Sam Liccardo and San Diego Mayor Todd Gloria for a press conference Wednesday, said he was excited about what the funding could do.</p>
<p>&#8220;With the package that has already been approved, California will receive tens of billions of dollars to modernize its physical infrastructure, improve public transport and ensure safe drinking water,&#8221; said Padilla.  &#8220;California knows all too well that these investments cannot come soon enough.&#8221;</p>
<p>For Californians, Padilla said the priorities are health care &#8211; as the COVID-19 delta variant spreads &#8211; economic recovery and climate change as the state faces another drought and forest fires.</p>
<p>Padilla specifically pointed out a new federal program aimed at electrifying the country&#8217;s school bus fleets in order to make the switch from diesel to zero-emission buses.</p>
<p>&#8220;This is great for the environment, great for public health, and great for academic achievement because healthy children learn better,&#8221; he said.</p>
<p>The Senator also highlighted grants cities can apply to weather critical infrastructure and be better prepared for drought and forest fires.</p>
<p>For San Jose and the Bay Area, Liccardo said these grants are critical.</p>
<p>“Of course, like so many others, we are aware that investments in the railways, in the water infrastructure, in the resilience of the networks and in the climate mean jobs,” said Liccardo.  &#8220;And for us that is the way to a just economic recovery.&#8221;</p>
<p>He said his South Bay city could apply for grants and secure funding from the $ 5 billion that will harden the power grid to offset forest fire threats and $ 8 billion for water infrastructure.</p>
<p>The mayor said that if he received the money, it would quadruple the amount of recycled groundwater San Jose produces, which is currently 8 million gallons a day.</p>
<p>&#8220;Groundwater replenishment could be a great way for us to recycle water to expand our supply and to do so in an environmentally friendly way,&#8221; said Liccardo.</p>
<p>&#8220;And it couldn&#8217;t come at a better time,&#8221; Liccardo said as Santa Clara County and much of the state grapple with shockingly low reservoir levels and a severe drought.</p>

<p>Funding the infrastructure bill could also ensure San Jose receives enough cash for the BART expansion, which would bring more than 100,000 passengers from the city&#8217;s Diridon Station to San Francisco, Oakland, and the rest of the BART system.</p>
<p>&#8220;Diridon Station (would) ultimately become the busiest multimodal facility in the area with seven different transit lines,&#8221; Liccardo said, emphasizing that BART expansions could also connect San Jose-based employees with more affordable housing in the Central Valley.</p>
<p>In line with the bill&#8217;s traffic-focused goals, San Jose could also receive funding from the $ 5 billion allocated to Vision Zero projects that aim to stop pedestrian and automobile deaths by installing flashing pedestrian lights and protected bike lanes and signal upgrades, among others.</p>
<p>Another important aspect of the infrastructure law for Liccardo is the funding to close the digital divide.</p>
<p>He cited federal and local funding over the past two years that has enabled San Jose to support more than 100,000 residents &#8211; many of whom are low-income &#8211; and connect them to free community Wi-Fi in their own homes.</p>
<p>&#8220;We plan to expand this to more than 300,000 San Jose residents by next year,&#8221; Liccardo said.  &#8220;And this investment in funding from the federal government will be of decisive help.&#8221;</p>
<p>So with infrastructure bills funding, 27 percent of Californians &#8211; more than 10 million people &#8211; are eligible for the affordable connectivity program, which offers discounts of up to $ 50 per month on broadband bills.</p>
<p>&#8220;And that&#8217;s so important because we know that cost is the main obstacle,&#8221; said Liccardo.</p>
<p>The Affordable Connectivity Benefits Program is also just one of many programs listed in the Broadband Services and Access Improvement Bill, for which the Senate has allocated more than $ 100 billion.</p>
<p>For Padilla, the unifying thread in the infrastructure law and its focus on justice, he said.</p>
<p>&#8220;Far too often, the communities most impacted by the environment invest the least in or see fewer opportunities when it comes to major infrastructure investments,&#8221; said Padilla.</p>
<p>It is unclear when parliament will vote on the bipartisan infrastructure law.</p>
