<p>SAN FRANCISCO, CA — You may see registered nurses picketing in San Francisco on Tuesday.</p>
<p>Nurses employed by Sutter Health plan an informational picket at multiple California sites, including San Francisco.  Sutter Health operates California Pacific Medical Center in San Francisco along with several clinics.</p>
<p>They claim that the health network is refusing to address health and safety concerns, the California Nurses Association and National Nurses United said in a press release on Sunday. </p>
<p>The pickets will take place from 8 am to 10 am Locations include San Francisco, Vallejo, Santa Rosa, Crescent City, Santa Cruz, Castro Valley, Antioch, Auburn, Roseville, Lakeport, Burlingame, Novato, and Sacramento. </p>
<p>&#8220;We have been on the front lines before and during this pandemic,&#8221; said Amy Erb, a critical care RN at California Pacific Medical Center of San Francisco.  &#8220;Throughout this time, we have witnessed Sutter Health become profitable while they refuse to invest in the resources, we need in order for us to provide safe and effective care to our patients and community.&#8221;</p>
<p>The nurse&#8217;s association said Sutter has refused to discuss proposals on issues about staffing, workplace violence, and pandemic readiness.</p>
<p>&#8220;Sutter Health is not investing in us, the nurses, or the community they should be serving,&#8221; said Renee Waters, RN in the trauma neuro intensive care unit at Sutter Roseville.  &#8220;Instead, they are frequently using the word &#8216;commitment&#8217; in their responses to us without actually agreeing to proposals that hold them accountable. Sutter failed us during the pandemic.&#8221;</p>
<p>According to the press release, Sutter Health nurses have been in contract negotiations since June 2021. They are asking for provisions including: safe staffing that allows nurses to provide safe and therapeutic care;  pandemic readiness protection;  presumptive eligibility for workers&#8217; compensation that covers infectious diseases and protocols that ensure nurses have the resources needed to keep their patients and themselves safe;  and workplace violence protections that include plans to mitigate and prevent violence within the hospitals and comply with the state&#8217;s workplace violence prevention law.</p>

<p>Negotiations are set to begin Tuesday, May 10, in San Francisco to hammer out a new contract for some 22,000 dockworkers at 29 West Coast Ports, including the twin ports in Los Angeles and Long Beach.</p>
<p>The behind-the-scenes talks — no public information is expected to be released during the confidential process from either side — will cover the usual issues of pay, benefits and working conditions.</p>
<p>But a higher level of attention is expected for these talks following the past several years in which pandemic cargo surges and ship backlogs — along with new health safety issues — have brought a global spotlight on the shipping industry and how ports operate.</p>
<p>&#8220;Both sides have a lot of vested interest in these negotiations,&#8221; transportation economist Paul Bingham told industry news publication Transport Topics in February.  “The stakes could not be any higher in terms of the national attention on the topic.  These negotiations are going to happen in a context that&#8217;s never been done before, which is, with much more attention based on what&#8217;s happened in the last two years on the West Coast.  And that means there&#8217;s some unpredictability about it.&#8221;</p>
<p>Automated cargo handling and its impact on jobs, for example, Bingham said, is likely to be a leading topic.</p>
<p>Even so, the two sides have said they do not anticipate any disruptions to cargo movement during the negotiations.</p>
<p>Talks are expected to go on until July 1, when the current agreement expires, or possibly beyond as the two sides work to strike a deal between employers who operate marine terminals and shipping lines and dockworkers.</p>
<p>Earlier, the start of negotiations was set for May 12 but was moved up two days as both sides consulted with their respective calendars.</p>
<p>The two parties have negotiated West Coast collective bargaining agreements since the 1930s.</p>
<p>Talks are scheduled to continue on a daily basis until an agreement is reached.</p>
<p>Dockworkers went out on strike in 1971 and, in 2002, President George W. Bush used the Taft-Hartley Act following a 10-day lockout.</p>
<p>In March, four US senators — Kevin Carner (R-ND), Mike Braun (R-IN), Richard Burr (R-NC) and James Risch (R-ID) — sent a letter to President Biden expressing concern about the talks .</p>
<p>They asked the president to use the tools available to work with both parties to guarantee contract negotiations are completed before July 1.</p>
<p>“Any delays caused by failed negotiations will have a drastic cost and impact on our nation&#8217;s supply chain,” the sponsors wrote.  “This cost will be felt by not only retailers and others that rely on ports for their business, but also by millions of American workers, farmers and ranchers who may face short-term shutdowns at their factories or barriers to shipping their products to market. ”</p>
<p>The Biden White House has been closely involved in the supply chain issues to make sure cargo keeps moving over the past year, appointing a task force and meeting with port officials, including Executive Directors Gene Seroka and Mario Cordero of the LA and Long Beach ports, as well as ILWU International President Willie Adams, to work out strategies to address the backlogs.</p>
<p>US Secretary of Labor Marty Walsh visited the twin ports in November when he took news media questions on the upcoming contract negotiations.  Walsh, a former mayor of Boston and a past union president, said he trusted the negotiation process and would be available if an impasse occurs or if asked to step in.</p>

<p>For decades, Sonoma Valley has counted on the Index-Tribune hitting stoops, driveways and porches every Tuesday and Friday, carrying the news of the week in a neatly bundled package.  When sonomanews.com was launched in 1997, that local journalism was soon made available online.  As the business has changed, so has the newspaper.</p>
<p>That ability to grow and pivot is what has kept the IT, and its parent company Sonoma Media Investments, an agile and skilled player in the industry.  Especially through times of deep disruption in our field, we have fought to serve our readers.  When COVID-19 locked us up at home, we sent out puzzle books and take-out guides.  Successfully reacting to rapid changes in the market has made all the difference for our operations, and earned our CEO Steve Falk Executive of the Year from the California Press Foundation in tumultuous 2020.</p>
<p>For newspapers, those that fail to prepare find themselves in peril.</p>
<p>“More than 2,200 local newspapers have closed since 2005,” the Washington Post reported last year, leaving news deserts all across America.  The vast majority of those closures are weeklies, like the Index-Tribune, the heart and soul of local journalism.  Towns with no local news are missing a critical watchdog, a Fourth Estate that ensures checks and balances are in place.  Without newspapers, communities report being less civically engaged, less aware about the actions of decision makers, less connected to their neighborhoods.</p>
<p>“Because when we lose local journalism, we lose a fabric that holds together communities;  we lose crucial information that allows democracy to function;  and at the most basic level, we lose stories that need to be told,” the Post wrote.</p>
<p>The stakes are high, and protecting important, relevant journalism is a mission we don&#8217;t take lightly.  That&#8217;s why we made the hard decision to close our long-standing printing plant in Rohnert Park.  The antiquated machinery was simply too costly to run, taking dollars that could be better spent in the newsroom.  Our friends at the San Francisco Chronicle welcomed us into their Fremont-based plant, where we will begin printing the first week of April.</p>
<p>But, like all changes, there were residual side effects.  Schedules couldn&#8217;t align just as they had before, meaning our Tuesday paper will become a Wednesday edition on April 6. You can expect the same great content, with coverage of local government, community events and local opinions, delivered one day later.</p>
<p>While this change will affect our deadlines and schedules, the most positive difference will be seen online.  We are moving to a digital-first operation, with the intent to break new news near daily online.  This is how we can best serve you, our readers, the bulk of whom now read us on a phone or tablet.  Expect Sonoma City Council coverage in hours, not days, as the immediacy of news takes focus.</p>
<p>Some changes can be painful, but this one will provide the opportunity to further invest in our newsrooms, while enhancing our content 24/7 at sonomanews.com. <p>Snow fell on the highest peaks around the San Francisco Bay Area early Sunday, and more fresh powder is on the way next week with the potential for flurries in the inland valleys, the National Weather Service said.  Mount Diablo in the East Bay could see over 6 inches of snow Sunday through Tuesday.</p>
<p>&#8220;In the next three days or so, precipitation on these higher peaks will most likely come in the form of snow,&#8221; said Roger Gass, a weather service forecaster.  &#8220;We are seeing an increase in precipitation tonight through tomorrow as this cold front moves through the region on Monday.&#8221;</p>
<p>While snow is expected in select locations in the Bay Area (see map below), the rest of the region will continue to experience isolated showers through Wednesday. </p>

<p>The cold front targeting the Bay Area is coming from western Canada and will flood the region with freezing air.  Monday night through Tuesday morning brings the highest probability of snow reaching valley floors in North Bay and East Bay.  Snow levels are expected to drop to 1,000 to 2,000 feet Tuesday morning.</p>
<p>&#8220;I think there are parts of the Bay Area that have the potential for a few flurries to surface, but in places along the bay front like San Francisco that seems highly unlikely,&#8221; Gass said. </p>
<p>If snow falls on valley floors, Gass said, it probably won&#8217;t stick to the ground. </p>

<p>Temperatures across the Bay Area are expected to be unusually cold over the next week, with daily highs generally 10 to 15 degrees below normal and overnight lows 5 to 10 degrees below average.  Daily highs on Sunday and Monday will be in the upper 40s inland, while locations along the bay shore, including San Francisco, will struggle to reach 50.  </p>
<p>Tuesday is expected to be the coldest morning of the week, likely bringing the lowest widespread temperatures the region has seen this year.  Inland locations range from the upper 20s to mid 30s, while coastal locations are generally in the mid 30s to mid 40s.  San Francisco could hit a low of 42 degrees Tuesday and the city may not break out of the 40s Tuesday afternoon.</p>

<p>San Francisco reached 46 degrees on Monday morning when a cold breeze from western Canada penetrated the region, the National Weather Service said.  Conditions are expected to cool even further from Monday night to Tuesday morning. </p>
<p>&#8220;Downtown SF has the potential to drop below 40 degrees on Tuesday morning,&#8221; wrote the weather service on Twitter.  &#8220;The last day this happened was January 6, 2017 (minimum temperature was 39). #CAwx.&#8221;</p>
<p>With the cold air moving in, snow depths around the Bay Area could drop to as much as 300 meters inland by early Tuesday and as much as 250 to 150 meters in the valleys of the North Bay. </p>
<p>Could we see snow in San Francisco?</p>
<p>&#8220;I think there are parts of the Bay Area that have the potential for a few snowstorms to hit the surface, but in places along the bay like San Francisco that seems very unlikely,&#8221; said Roger Gass, a forecaster for the weather service. </p>

<p>Snow has fallen and stuck on the ground 11 times in San Francisco, according to records dating back to the gold rush.  During a recent cold snap on February 5, 2019, a weather observer spotted snow on the Twin Peaks, but it did not stick and was not one of the 11 on February 5, 1976 when Twin Peaks iced up to 5 inches.  This event was well photographed and pictures show people all over town throwing snowballs and building snowmen.</p>
<p>February 5, 1887 was reputedly the snowiest day for the city at 3.7 inches on record at the National Weather Service&#8217;s office in the Financial District of San Francisco.  The top of the twin peaks is matted up to seven inches.  In fact, it did snow a couple of times on February 5th, making it the snowiest day of the year in SF history.</p>
<p>Snow fell only twice in December.  On December 31, 1882, it was a staggering 3.5 inches and snow fell from 11:30 a.m. to 4:20 p.m.  Less than an inch was recorded on December 11, 1932.</p>

<p>While snow is unlikely in San Francisco on Tuesday, fresh powder is expected in other areas of the Bay Area.  The weather service has shared a map showing where snow is likely to fall (see map above). </p>
<p>The official snow forecast from the Meteorological Service said, “Snow depths will generally be between 1,500 and 3,000 feet this week.  The exception is Tuesday morning, when we expect the coldest air at altitude and snow depths will be significantly lower, you will see snow depths of up to 250-500 ft above North Bay on Tuesday morning.  That means the potential for a rain-snow mix could reach some of the North Bay Valley locations [region] will have snow depths of up to 1000-2000 ft on Tuesday morning. &#8220;</p>
<p>Given the cold temperatures in the mix, Gass noted that people should look for family members and neighbors who don&#8217;t have adequate sources of heat.</p>
<p>&#8220;Make sure you protect sensitive plants and animals outdoors,&#8221; warned the weather service.  &#8220;Also note that roads that are wet in the early hours of the morning can become icy in places if we step into this colder pattern.&#8221;</p>

<p>Smoke can irritate the eyes and respiratory tract, and cause coughing, sore throat, and irritated sinuses.  Elevated particles in the air can cause wheezing in asthmatics, emphysema, or COPD.  The elderly, children, and those with respiratory diseases are particularly susceptible to increased air pollution and should take additional precautions to avoid exposure.</p>
<p>Residents can track changes in air quality at baaqmd.gov/highs or the AirNow Fire and Smoke Map at fire.airnow.gov.</p>

<p>Temperatures in the Bay Area spiked Tuesday and provided t-shirt weather in the winter.  Most of the places in the area, including San Francisco, were by 3pm in the &#8217;70s</p>
<p>Santa Rosa Airport reached 80 degrees at 2 p.m., the highest temperature recorded at this location so far this year.  The average first 80 degrees in Santa Rosa is around March 15, according to the National Weather Service.</p>
<p>For comparison: Phoenix and Las Vegas &#8211; places in the west that often experience warm weather in winter &#8211; still have to reach 80 in 2020.</p>
<p>The reason for this mild weather in mid-February?  Rowe stated that temperatures usually cool off overnight, but last night an offshore pattern of north to northeast winds blowing from inland valleys to the coast never allowed this to happen.</p>
<p>&#8220;Last night we still had a little offshore wind at just 2,000 feet above the surface,&#8221; Rowe said.  &#8220;That limited the nocturnal radiation, that is the radiation that the earth emits overnight. It has not cooled down.&#8221;</p>
<p>This wind setting is worrying in the fall at the height of the fire season, but Rowe said we had enough rain in November and December to wet the soil and vegetation and prevent extreme drought conditions that could start wildfires.</p>

<p>Wednesday marks the start of a cooling trend as a dry, cool system from the north sweeps the area.  Temperatures on Wednesday afternoon will be 5 to 10 degrees lower than on Tuesday afternoon.</p>
<p>The weather is dry until February and there is still no chance of significant rain.  The southern edge of a storm that hits the Pacific Northwest can bring sprinkles to the North Bay from Saturday night through Sunday morning, but the likelihood is slim.</p>
<p>&#8220;That was an issue all year,&#8221; said Rowe.  &#8220;Your umbrellas to the northwest have been used well in storm after storm and we are at the end of those storms.&#8221;</p>

										<content:encoded><![CDATA[<p>SAN FRANCISCO (KGO) &#8211; Five Bay Area counties have decided not to wait for the planned regional state order to stay home and are implementing the new restrictions ahead of schedule.</p>
<p>LATEST NEWS: &#8220;The vast majority&#8221; of CA under orders to stay home, says Newsomom</p>
<p>Alameda, Contra Costa, Marin, Santa Clara, San Francisco and the city of Berkeley (which has its own health department) announced the new measures in a joint press conference on Friday afternoon.</p>
<p>The following will change when the order takes effect:</p>
<ul></p>
<li>Restaurants will be closed both indoors and outdoors.  You can only take away or deliver. </li>
<p></p>
<li>Bars and wineries have to close (inside and outside)</li>
<p></p>
<li>Hair salons, barbershops, nail salons and other personal care services have to close</li>
<p></p>
<li>All retail stores can remain open but must reduce capacity to 20%</li>
<p></p>
<li>Private gatherings of any size are prohibited</li>
</ul>

<p>Schools that have already received an exemption to reopen can stay open.  All “critical infrastructures” can also remain open.</p>
<p>The start date varies slightly depending on the county.  Contra Costa, San Francisco, and Santa Clara counties say their ordinances will go into effect on Sunday, December 6th at 10pm.  In the Alameda district, the home stay order starts on Monday December 7th at 12:01 am on Tuesday December 8th at 12 noon.</p>
<p>In all cases, the order is valid for the stay at home until January 4th.</p>
<p>Health officials said it was too late to wait for the government order, which will be triggered when a region is down to 15% ICU capacity.</p>
<p>&#8220;The dark COVID winter that we feared would come has arrived in the Bay Area,&#8221; said Dr.  Chris Farnitano, Contra Costa County Health Officer.  “I and other Bay Area county health officials don&#8217;t believe we can wait for the state&#8217;s new restrictions to go into effect later this month.  We have to act quickly to save as many lives as possible.  This is an emergency. &#8220;</p>

<p>At the start of the main holiday season, health officials ask everyone to stay home and avoid all social gatherings.</p>
<p>&#8220;You shouldn&#8217;t hang out with someone you don&#8217;t live with. Even in a small group and even outdoors with precautions,&#8221; said Dr.  Lisa Hernandez from Berkeley.  &#8220;If you&#8217;ve got a social bubble, now it&#8217;s gone.&#8221;</p>
<p>The number of ICU beds left is most worrying in Santa Clara County, where it has just dropped to 14%, said health officer Dr.  Sara Cody.</p>
<p>The &#8220;Bay Area&#8221; as defined by the state includes, according to the state, Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano and Sonoma.</p>
<p>The six other counties not attending Friday&#8217;s press conference will not be forced to put further restrictions in place until the entire region is below 15% ICU capacity.  However, each county is always allowed to implement stricter regulations than the state, just not looser restrictions.</p>
<p>As things stand, the Bay Area is expected to reach this 15 percent mark by mid-December.  When this happens, the entire region will have to close more stores and place an order to stay at home similar to the one we had in March.</p>

<p>If you live in San Francisco, you might have heard the thunderous roar of a low-flying airplane on Tuesday afternoon. </p>
<p>It zoomed in quickly about about 2:35 p.m. and since we are months away from Fleet Week, many took to Twitter to find out what was going on.</p>
<p>Does anyone know why a fighter jet only flew over SF, louder than it would be a fleet week?  Shook my apartment and 3 car alarms went off.  #San Francisco</p>

<p>Many speculated it must be a fighter jet, but it turned out to be an Air Force KC-10 Extender, an air tanker tanker.</p>
<p>The aircraft was part of the 9th Air Refueling Squadron at Travis Air Force Base and was authorized today to operate a route in the Bay Area as part of an Air Force tradition known as &#8220;Fini Flight&#8221;.</p>
<p>&#8220;We call it a &#8216;fini flight&#8217; and it will be your last flight at this base before you retire or move to another unit,&#8221; said Lt.  Amelia Chromy, Travis Air Force Base Public Affairs Officer.  “It&#8217;s like a festival flight or a farewell.  They come back afterwards and celebrate with their friends, family, and other members of the unit.  &#8220;</p>
<p>Chromy said the flight, which took place on Tuesday, was meant to honor someone who switched to a different unit.  She said that these types of flights could include any type of aircraft (or multiple aircraft) and they are not always the same.</p>
<p>The KC-10 extender, which flew over town on Tuesday, took off and landed from Travis Air Force Base in Solano County.</p>
